Is it okay for Machakos County: That they get direct grants from the World Bank?

Today, the Governor of Machakos County appointed the County and Budget Forum. However, what was very revealing was what Dr. Alfred Mutua was implying within the documents, not who he appointed to the position. Usually that would be an important piece to look into.

However, today was the day where the Governor revealed directly that the World Bank Development secured 1bn Ksh per year for 6 years to the infrastructure building in the county. This being roads, electricity and other needed government services in the municipalities of Machakos.

Usually these sort of arrangements are done directly with the National Government or the Parliament, as to where the development is happening and where the grants are going. Which project that matter and what is sufficiently holding the standards of the stakeholders and the ones contributing the funding. Nevertheless, here the implication is that the World Bank is directly involved in all county functions from sewage to building roads. That their funding are going to do what the government is supposed to deliver. This being the natural delivery of the state and basic upkeep of the infrastructure. Instead of being tax-payers own money, they are using funds from abroad to do the needed development projects and to get the needed services in the municipalities of Machakos.

We can wonder what does the Jubilee government and Kenyatta think of this? When the Counties themselves are directly making arrangements and funding deals with the World Bank? In a republic filled to the brim of loans and lack of cash-flow, these sort of deals would be appropriate to go through the Central Government before the Local Government. However, that one has not captured the imagination. Because shouldn’t the Central Bank of Kenya or the Cabinet Secretary of Finance Henry Rotich signed it off before the County announced the loans?

That is what is bugging me, or is the counties so liberated from the Central Government now? But wouldn’t the rate of loans and grants be more uncontrolled and have less transparent system, if every Governor has the chance to grab these from Multi-National Financial Institutions and find ways to apply these locally? Even though they know directly what and where things need to be built and what is lacking. Still, they should have a rubberstamp from the CS and the National Treasury and CBK before thinking about it. Because in the mind of the Governor, he just announced it in passing together with the appointments to the different boards in his county. Peace.

The Launch of OKM: Trying to make Kalonzo relevant falls flat!

I think Stephen Kalonzo Musyoka, the former leader of Wiper Democratic Movement (WDM) and part of National Super Alliance (NASA), has today forgotten what happen in February 2018 after the abysmal performance of himself. Why do I say that, because the Ukambi Youth Forum and their leadership renounced him for his neglect and lack of leadership. They renounced him on the 24th February 2018, that they are standing behind Dr. Alfred N. Mutua. After my recogning, that is not Kalonzo.

So, reading that the Ukamabani Declaration and the start of a new Party out of the Kamba, is rare, considering that the Youth in the region isn’t his fans or supporters. They are already displeased with him and his leadership. Kalonzo Musyoka has already lost their faith and hard to restore after years of playing big, but delivering little. We can wonder if he will deliver anything new in One Kenya Movement (OKM).

Its a reason why Mutua didn’t attend today’s forum, where the new re-branded party was declared, as well as his didn’t intend to support his voice in a gathering made trying to revive the legacy of Kalonzo. Which this was, that is why he is trying a new and a fresh. Because he knows that his ways is tarnished, the youth of Ukambani is thwarted by his own in-actions. Even if he renames himself and become someone else, the in-actions and lack of trust.

How will this change with a name-change and Ukambani Declaration between fellow bedfellows? That is why they couldn’t even muster Mutua to the meeting. Surely, other local dignitaries didn’t appear or show attendance, because this is all just a ploy to make him matter again. Even if that is only happening locally. This not making Kalonzo nationally. Kalonzo is just consolidating himself and re-appearing as a local savior with a new logo and slogan, but not making him rising star.

That star dimmed and has been tarnished by recent issues from January and February 2018, where his true political tools was delivered and the framework presented wasn’t stunning, but more meager lack of willingness to stand-up in the midst of fire. He didn’t even try and tried with public PR failures. Therefore, he is trying again and it should be seen through. Not because he might mean well, if not he does whatever he can to salvage his career.

This is a PR Stunt, a Wiper event turned into OKM, just to make sure he staying relevant in the manners of politics, not that it was for all of Ukambani, because even Mutua wasn’t there. When his party wasn’t involved, surely others didn’t come too. Wonder if Kalonzo invited the Ukambani Youth Forum leaders, that has already thrown their weight in favor of Mutua? I doubt that, because that would humiliate Kalonzo and on this day. That couldn’t be the intention.

The intention was to make Kalonzo look like a king, look like a big-man and of importance, there it fell a bit flat. Because it only make him look hungry and starving for relevance. That is not a good look. Peace.

Press Statement: President Kenyatta issues stern warning to the opposition (10.06.2016)

The government will not tolerate any more destruction of property by the opposition under the cover of peaceful protests.

President Uhuru Kenyatta said stern action will be taken against anyone who destroys public or private property while claiming to be holding peaceful demonstrations. The President also called on those who take part in the opposition demonstrations over the IEBC to use their intelligence and stop provoking security officers. The President said it was laughable for someone to throw stones at armed officers and expect that the policemen will enjoy the treatment. President Kenyatta said such foolhardy people will only have themselves to blame.

“We will not allow demonstrations to be used to destroy any property,” said the President when he spoke in Tala where he launched development projects. The President gave his warning after observing that the opposition was not genuinely interested in dialogue over the IEBC. President Kenyatta said even after the Jubilee government nominated MPs to sit in a select committee of Parliament, the opposition appears to be backtracking even though it had used the excuse of wanting dialogue to cause destruction of property and lose of lives. President Kenyatta also told the leaders of the opposition not to entertain any thoughts of him sitting down to discuss issues concerning the IEBC with them.

“I have no business sitting down with you.  I was elected to steer the development of this country. This other issues are the roles of Members of Parliament,” the President said. Deputy President William Ruto said it was comical for the opposition to appear confounded just when the Government has agreed to have real dialogue on the issue of IEBC. “They have been protesting and saying they want dialogue. We told them it is alright, let us form a select committee then they start retreating. Apparently, they did not even know why they were protesting,” the Deputy President said.

The DP urged politicians to stop being selfish and putting their interest before that of the citizens. “It must not be which position I will get. It must be about how to change the life of the ordinary Kenyan,” said the DP. He said the protests the opposition has been holding will not help Kenyans because it is about the selfish interest of some group of politicians. Machakos Governor Alfred Mutua said the people of Ukambani have no time for the protests because they love peace and are also busy trying to improve their welfare. Governor Mutua said he wants to roll out a National ID card registration program in  Machakos county on every Monday to coincide with the day the opposition has been holding protests.

“We also want to ask the IEBC to issue the people of this area with voters cards on every Thursday,” said the Govenor. The public rally at Tala was addressed by many legislators who said that the people of the region were supportive of the development initiatives of the Government. The President addressed the rally after launching the tarmacking of the Tala-Oldonyo Sabuk-Kilimambogo Road at the cost of more than Ksh1 billion. The launch of the project marked the beginning of the President’s tour of Ukambani where he will launch development projects and meet local leaders as well us interact with the public.
