Somalia: The Kismayo Declaration challenges HSM

V. The 30-Day Ultimatum (Dec 20 – Jan 20)

The opposition has offered a final window for reconciliation, setting a hard deadline of January 20, 2026.

1. Mandatory Framework: President Hassan Sheikh must enter into a legitimate framework for free and fair elections. The opposition warns that politics must no longer be defined by “cheating, lying, and bribery.”

2. The Red Line: A term extension will not be accepted under any circumstances.

3. Constitutional Restoration: The opposition declares the 2012 Provisional Federal Constitution as the only law of the land. All unilateral amendments are deemed null, void, and illegitimate.

4. Parallel Governance: If no agreement is reached by January 20th, the opposition will proceed with independent elections. This move will formally de-legitimize the Federal Government and establish a parallel system to protect the nation from further abuse” (Kismayo Declaration, 20.12.2025).

Right now, the biggest threat for Head of State isn’t insurgency or fickle political alliances, but the possibility that he doesn’t navigate the treacherous waters quick enough. President Hassan Sheikh Mohamud cannot lose sleep these days in Mogadishu. No, he got to move and fast.

The Kismayo Declaration is signalling and flaring fire in his direction. The ones having the conference and releasing it shows finesse. They show what he needs to do and fast. These people gave him a short timeline, but if they would give him a long one. Well, we know him and his kind would prolong it.

This here should signal everyone what is to come and what is at stake. The ones in power should also acknowledge it, as we saw how the predecessor botched it and had to relent eventually. That’s how HSM returned and Farmaajo had relinquish his office. Therefore, these sorts of games has been played before and there was long conferences, meetings and dialogue to succeed ahead of the polls. Nevertheless, I don’t expect ahead of this either.

That’s why we have to await the next hurdles and what they willing to do. The ones in power will push things and most likely pursuit every avenue to overstay. Who considers to step down and give way? No, we haven’t seen that and now HSM is at his peak, yet again. He has no reason to step down or give it up. The President just needs excuses and the ability to consolidate power ahead of the polls. If he succeed than this Declaration will be pointless and worthless.

However, it just did message what the people are seeing and what possibilities that are there. We don’t even need to reflect deep on it. As it shows the playbook and what sort of actions the Head of State can take. These scenarios aren’t far fetched or even close fiction. The President could chose either and he would benefit from it either way. Even if he risks the fragile structure of the Federation and the possibility of renegade States who won’t comply with the orders or the votes in Mogadishu. Therefore, we just have to wait and see…

The next move is up to HSM and if he wants to be a statesman or another villain. That’s all up to him and it’s his choice in the end anyway. Peace.
