The last two weeks or recent days the French President Emmanuel Macron have proven how the elites of Paris is disregarding the former colonies, if it is Mali or Algeria. I am sure behind closed doors and within trusted associates the words could be even striking. Because, these words has been said in public and with no proper excuse.
In that regard, when the Head of State of France is saying that. The previous colonies should question the need to be bound by mechanisms and by agreements tied to Paris. Since Paris clearly don’t respect you or honour you.
Françafrique consist of Algeria, Benin, Burkina Faso, Chad (Tchad), Cameroon, Republic of Congo, Comoros, Central African Republic, Djibouti, Gabon, Guinea, Mali, Madagascar, Mauritania, Morocco, Niger, Ivory Coast, Senegal, Togo, and Tunisia. That is lot of counties and huge part of continent. The French are involved also in republics and nations, which they were the colonial power over. However, this here piece about them. Since they have still a significant place and plays a role for the power-balance in these countries.
About the “Colonies Francaises d’Afrique”:
The countries still bound by a monetary union and a common currency, which is Benin, Burkina Faso, Côte d’Ivoire, Guinea-Bissau, Mali, Niger, Senegal and Togo, These are all part of West African Economic and Monetary Union (WAEMU). The second monetary union of the CFA Franc are based on these countries: Cameroon, Central African Republic, Chad, Republic of Congo, Equatorial Guinea, and Gabon. These countries are a part of the Central African Economic and Monetary Union (CAEMC).
The French and some of their allies tried to relaunch it as “Eco” in 2019 and that has gone nowhere. That should say a lot. I doubt that is only happening, because of regime changes. Nevertheless, I don’t expect any serious movement on this matter anytime soon.
We know Benin said it wanted to leave CFA Franc … that hasn’t happened either. Paris and the elites there has a way of keeping everyone under their control.
What would be healthy would be for all heads of state and parliaments, ministries and such evaluate the relations, agreements and ties with it’s former colonial master. Since, as an independent nation it is nothing saying that you should be there forever or have to be mocked on a irregular basis by Heads of State of France. Neither, should the French has trade advantage or mineral extraction agreement, which other nations companies couldn’t have. That could possibly make it more profitable and earn more tax-dollars to the state reserves in any given republic.
It is time for all of them to consider this. Everyone has some sort of ties and this is why they are still indirectly having influence. That is why everytime something happens or in regards to French interests. Things gets tense and you never know when things will pop-off. This is why the Republic’s need to oversee and have a proper oversight of it. It is like this has have never been done.
All mechanism and statutory bodies, which is connected needs also to be looked into. This here will take time and needs to be inquires. There is a need to directly investigate and also see what sort of affects it has had over the years. If there is a beneficial relations or one-sided. Since, there might be some good parts, but a lot of it is a way of the French to never let go.
After everything Macron has done. The Francophone Africa needs to react and not accept this sort of acts. Right now he does this to Algeria and Mali. Who knows when the “wrong” head of state get elected somewhere and he will use his power to stifle them. Even if that was the will of the people and not the will of Paris. That is what is striking here and that is why these republic’s needs to see over everything. We know the French will feel insulted and infuriated. Since they are entitled to it all. However, this wasn’t their to begin with. This isn’t Marseilles or Bordeaux, but it’s Yaounde and Lome. Peace.
Arikana Chihombori Quao, the African Union Ambassador to the United States, which was terminated on the 7th October 2019 after her open criticism of the Western Powers hold of the African Nation.
She’s been vocal and righteously so against the French hold of the former African colonies it has agreements with, military, monetary and direct trade enriching itself on the spoils of the African continent. Which is all true, that is why all the big-men from the previous colonies are favourable and steady visiting Paris and meeting the heads of state there. That is why, the interests of Paris comes before the needs of the citizens of the respective Republics. They are all Francafrique doing.
That is why Emmanuel Macron has no issues boosting dictators, standing by autocrats who secure the monetary gains of the Central African Francs (CFA). This is boosting the Reserves of France, they are earning on the printing and monetizing the currencies of these Republics. They are all in the hands of the French, controlling and monitoring the monetary policies and the economic policies made in the respective republics. This is how to keep the governments, either by the hook or by the crook.
Secondly, they are also kept by a military pact and a resource sharing agreements, which means the extraction industry of the French gets first deals, if it is Total or anything else. Will get a first rights to extract or be able to trade commodities. That is why you see in former North African Republic, which was colonizes you see Renaults, Citroen’s and so-on. You are not seeing so many American or British cars there, but French produced cars in abundant. That is because, the French still has a foothold and advantages, which the Republic have to abide too.
Therefore, what the axed and sacked AU Ambassador to US said about the French is true. It maybe hurt the pride of the French. But you don’t need to say anything substantial to hurt their pride. You can just dismiss their champagne and they will cry havoc. In addition, the French know they need Francafrique and they would miss out important market, funds and resources, which it cannot live without. The banks, the industries and military would suffer a hit. The French will not say this, but the reason for axing shows this.
The French is weak, the French isn’t as great or has the power to flex without its state under passive control through the measures of the CFA and other Post-Colonial agreements made with Big-Men in the Francafrique. That is just the way it is and because someone with a title said it. It had to be silenced.
However, if the French didn’t want it undressed or questioned their role on the continent. They should have maybe answered it with words or numbers. Instead, they are verifying her words by axing her and pushing the Chairman of AU to get rid of her. Peace.

Surely, the dictator and the President Teodoro Obiang of Equatorial Guinea will celebrate himself tomorrow and his glorious of day of taking power. The man who had a coup against the regime who ran the Republic 11 years before him. This he did by killing about 250 people and later charge the previous leadership, President and such on several of criminal counts.
What we know, is that all he charged on the Macias administration, he has done himself, all the patronage, corruption, arbitrary arrests and getting rid of enemies is known. That is why the silence is so defining. Their sentencing was this:

1 year’s imprisonment” (International Commission of Jurists, P: 52-53, 1979).
So, with the knowledge of this and the retaliation and getting rid of his enemies early stage of the administration of Obiang. The President of 40 years had prepared himself and knew what he needed to do to stay in power. But, while he celebrate the Coup d’etat. Let us remember how it went down and what it has done to the Republic, which he have run and gotten wealthy on. A republic he haven’t served the public, but his own interests.

Military coup of 3 August 1979
On this day the armed forces of Equatorial Guinea, acting through the National Guard, deposed the dictator Francisco Macias and established a Supreme Military Council to rule the country. The President of the Council, Lt. Col. Teodoro Obiang Nguema, was Military Governor of the province of Bioko and Vice-Minister of the Armed Forces for several years during the Macias government. Macias resisted the uprising with the help of forces remaining loyal to him. In the fighting which broke out on the mainland an unspecified number of people lost their lives. When Macias was abandoned by his supporters, he escaped into the forest and was finally captured on 18 August, alone and hungry. In resisting capture, a bullet slightly injured his left forearm” (International Commission of Jurists, P 20, November 1979).
“The coup was backed by the nation’s military and Macías’ Cuban palace guard; several foreign embassies, including those of Spain and the United States, were aware of the plot in advance and provided financial humanitarian aid in its aftermath. Upon his ouster, Macías and his personal bodyguard fled to Macías’ home village of Nzeng-Ayong and took up residence in a fortified bunker protected by military loyalists. The ensuing conflict between Obiang and Macías’ forces killed 400 people; it ended when Macías burned his personal treasury and fled toward the Cameroon border. First elections under Obiang:
“President of the Republic Francisco Macias Nguema (in power since 1968) was deposed and the 1973 Constitution declared void. The country was thereafter governed by a Supreme Military Council until the current Constitution was adopted in August 1982. In the 1983 elections, candidatures (one per constituency) were decided upon by President Obiang Nguema. There were no political parties. Voters on polling day reportedly totalled approximately 50,000” (archive.ipu.org – Equatorial Guinea – 28 August 1983).
Know that there is no difference between the self-declared President for Life, which was deposed in 1979, the nephew, who conquered and executed his uncle. Therefore, know, as his celebrating his victory, his 40 years in power. There been plenty of political prisoners, there been plenty of allegations against civilian activists, more that has fled the country. As the country is impoverished, while the elite and the family of the President is living lavish on petrodollars. Let this be known. His a despot and a dictator.
So, tomorrow, the republic of Equatorial Guinea will celebrate a 40 years of dictatorship under Obiang, just it had 11 years under Macias. The people have suffered under the same family and been taken hostage, by this one family. It is not a joke, it is dead serious. The worst is that the oppression continues, the violations against human rights and no word. No nothing. Just utter silence. Like it never happen.
Obiang is another self-styled President-for-Life, the only he never did, was to make a decree and put into law. The rest is history and its repeating itself. Peace.
War is wasteful. You have lost a lot of development time. In 2005 during the interim period, Juba was a very small town near the river. Now it has grown wide. If we had not had this war between 2013 – 2015, there would have been even greater development. Make covenant like the one Israel made with God. No war to solve political arguments between brothers and sisters. Political arguments can be solved by discussions or free and fair elections. It is ideologically incorrect to use war for an argument. I have heard time believe the audacity the Ugandan President had yesterday, the man who has built a career and made sure, everyone knows. It is a reason why the Uganda People’s Defence Force is involved with all sorts of business, aside of warfare. They are parts of NAADs, SACCOs, NEC and so on. Nothing the army doesn’t do. UPDF infuse everywhere and has done so, since the NRA/NRM took power in 1986.
The war-sheet I have made of Museveni is striking and certainly lacks the finer details. But it gives the gist of the peace-maker and peace-loving dude, the farmer of the State House and the all-round Cattle-Keeper are up too. Jajja or Mzee, even Bosco knows this and cannot be that forgetful. Even if he is getting advanced age. He steadily been parts of wars, supported them and even using his force in battlefields as we speak. Therefore, we he calls wars a waste, he has built a career on it. None denying that. If you do. When you see this list, you get the feeling right. Here is not even casualties, the internally displaced, the refugees or the famines created. There is neither the export of conflict minerals or any of the misgivings, the possible assassinations of high ranking officials, the political play to be the king-maker within the Great Lakes Region and the East Africa Community. Something President Yoweri Museveni always was be. He wants loyal men to himself and his reign to in the neighborhood. That is why he has involved himself in Rwanda, Burundi, Democratic Republic of Congo, Somalia and South Sudan. He has had twist into everything.
Therefore, it is rich reading that he said this yesterday in Juba, South Sudan. It is noble thought of the old-man. But it didn’t come from the right person. It should come from someone who hasn’t used military force to get his will and get power. Neither to overthrow and start wars in other countries too. President Museveni is that guy and not only waited for International Recognition, before sending troops somewhere in favor of someone he wants to be in power. That is just what the man does. He easily sends troops if it benefits him.

As The 2018 Beijing Summit of the Forum on China-Africa Cooperation (FOCAC) is scheduled to happen on the 2nd and 3rd December 2018, there is time to remember how the Chinese is operating on the African Continent. The Chinese isn’t coming with empty giving hands of donations or even charity. They come with intent of interests and needs of resources from the continent, by offering loans, serving and building through state owned enterprises (SOE) in various of countries, whether it is roads, ports or railroads are built by Chinese Companies, by Chinese Workers and often on Chinese loans. Therefore, they might end up as Chinese owned enterprises, whose vital for transportation and export of needed minerals and whatnot from the continent.
Instead of coming with loans and direct-aid with strings like Western Powers has done over the last few decades, the Chinese are coming with friendly loans, but the Heads of State should know that the Chinese doesn’t play. They want value for money and expect a return, if it doesn’t they might snatch the new crown-jewel or anticipate to get perks from the state. If that is some sort of trade-off or licenses to extract mineral resources or even minor taxation like toll-roads, where the piece of cash will be sent to Beijing and not the capitol of the country where the road is built. That is how these people operate. They are not in it to play or be giving, but gain advantage and have the upper-hand.
This can be shown by what the State Media in China writes in Xinhua Net wrote today and what a CARI report on the same funds are saying. The Chinese portray the funding as investments on the Continent, as the funds are most likely pushed as loans, which burdens the states and that they have to repay. Loans are not given, but issued because of lack of direct funds to build those infrastructure and investments done. So, what I am saying isn’t mere speculation, but a narrative that has to sink in.
“China’s investments into Africa surged by more than 100 times from 2000 to 2017. In the past three years, annual Chinese direct investment into Africa was about 3 billion dollars on average. “From 2000 to 2017, the Chinese government, banks and contractors extended US $136 billion in loans to African governments and their state-owned enterprises (SOEs). Angola is the top recipient of Chinese loans, with $42.2 billion disbursed over 17 years. Chinese loan finance is varied. Some government loans qualify as “official development aid.” But other Chinese loans are export credits, suppliers’ credits, or commercial, not concessional in nature. China is not Africa’s largest “donor”” (China Africa Research Initiative – ‘DATA: CHINESE LOANS TO AFRICA’ Version 1.1 August 2018).
They might try to conceal the reality, just like make-up is used on the face to fade the age or even marks that shows stress or pimples. However, the Chinese cannot be able to lie about their intent. They would not offer these sums of cash, without expecting a turnover or even profits. The Chinese wouldn’t allow all these billions of US Dollars spent on these nations to be spoiled and lost on the streets of Lome, Harare, Addis Ababa or Nairobi. They anticipate a return on the loans, either straight cash or getting pieces of the built infrastructure to advance the value of the Belt and Road Initiative (BRI).
That the Heads of State in Africa should be concerned as they are getting in debt traps, instead of being in cycle of positive growth, they are getting new loans to pay the old ones. They are using the same creditor to secure new loans on top of the old-debt. That is how it will continue, until a point where they cannot pay the defaulted debt and the Chinese would then come to snatch something of value to recoup the failing debt. Because they don’t want to write-off the big money without having anything in return. That is what the Chinese has done in Sri Lanka and might start elsewhere. There might be soon more control of port in Djibouti or railroad of Kenya, even the Ethiopia-Djibouti railway line too. As they want their value of money.
They might be all smiles and photo-ops in Beijing these days, the smiles and added loans to dozens of countries. The added “investments” and deals struck, but the Chinese will not do so without getting something in return. To think otherwise, is to be naive and think they don’t have an agenda by doing it.
There is nothing like a free-lunch and the people will learn that, the Heads of State will not directly pay the debt, but the states will do so. Maybe not in this decade or next 5 years, but sooner or later. The bill for the coffee and biscuit will come. Than it is all eaten, but tab still has to be cleared. Peace.
In these days the President Yoweri Kaguta Museveni of the Republic of Uganda are on a state visit in Malabo, visiting and learning tricks from the Equatorial Guinean President Teodoro Nguema Obiang, who has used the oil to enrich himself and his loyal subjects. Not build a welfare state, but make sure the family of Obiang get wealthy. Certainly, Uganda is preparing for their own oil production in the Lake Albertine basin, as the pipeline building from the production to the Port Tanga in Tanzania.
This is why President Museveni are visiting Equatorial Guinea to learn the tricks of the trade, as the state of Uganda are still in the dark of the oil-deals between the international companies and the state. We can wonder how the funds will be spoiled and how Museveni plans to use the oil funds for personal gains. If so, he wouldn’t praise President Obiang, who has his whole career to spend the oil profits from his republic. This is what Museveni wants to learn, since his career has been tricking out all sorts of play from Ugandan republic. The petroleum profits can be misspent and hidden just like in the republic of Obiang. Take a look!

“We are therefore in Equatorial Guinea for two things: looking at how to support prosperity of one another and how to push for our strategic security. I also congratulate Equatorial Guinea for using it’s oil and gas very well. When I was last here for the AU Summit, I noticed gaps between the airport and the city centre. Today, all these gaps were gone. In their place are new, well-planned buildings. And I see the city is refurbished. Some people say oil is a curse but in Equatorial Guinea it is a blessing” (Yoweri Kaguta Museveni, 26.08.2017)
Business in Equatorial Guinea:
“Since the discovery of the offshore oil deposits, many investors have shown great interest in the country. Foreign direct investment inflows into the country had thus been consistently high for the past years. Nevertheless, in 2016 the FDI inflow amounted to USD 54 million, a sharp decrease from USD 233 million recorded the previous year (and the historical peak of USD 2.73 billion in 2010) . The total stock of FDI in the country is currently at USD 13.4 billion” (…) “Corruption in particular is problematic. In addition, the business climate of the country remains rather unfavourable for investment. Cumbersome procedures and high compliance costs slow licensing and make starting a business more difficult. Weak regulatory and judicial systems may discourage foreign investment as well, along with high credit costs and limited access to financing. The government controls long-term lending through the state-owned development bank. Equatorial Guinea ranked 178th out of 190 countries in the 2017 Doing Business report published by the World Bank, losing three spots compared to the previous year” (Santander Trade, 2017).
Son of the President on trial:
“The corruption trial of Teodoro Nguema Obiang Mangue, the son of the president of Equatorial Guinea, ended in Paris on 6 July with the prosecution calling for a three-year jail term, a €30 million (US$34 million) fine and the confiscation of assets. The Tribunal will return a verdict on 27 October. The 48-year-old vice-president of Equatorial Guinea was not in court to hear the prosecution’s claim that he used money stolen from his country’s treasury and laundered through a shell company to fund a lavish lifestyle in France” (Transparency International, 2017).
This was what that is well-known of the Equatorial Guinea corruption and the son of President has also had challenging cases in the United States. Now the son is also having alleged fraud and criminal charges in France. Clearly, the Ugandan President has already known for corruption behavior. Therefore, even a state agency of PPDA has some words, that the government needs strict regulations before procurement and infrastructure development. This will be clearly important when it comes to petroleum industry. Take a look!
PPDA strict regulation on public procurement:
“Public procurement is a key pillar of the public financial management system. The country’s budget and plans are translated into actual services to our people through the public procurement system. It is also the link between the public sector and the private sector as it is the medium through which the private sector does business with Government. Public procurement therefore involves large sums of money and as our budget grows with the priorities of Government remaining infrastructure development, the proportion of the budget earmarked for public procurement remains significant and therefore calls for strict regulation” (PPDA, 2017).
“Audits and investigations by the Public Procurement and Disposal of Assets indicate that corruption in the procurement process manifests more in the evaluation of bids, reported to be at 58%. PPDA’s Manager Capacity Building Ronald Tumuhairwe says such corrupt practices lead to awarding of contracts to incompetent individuals hence shoddy works in several government projects” (…) “He adds that the second process where corruption manifests is awarding of contracts at 12.5%, followed by receipt and opening of bids, reviewing evaluation of bids, advertising and signing of contracts” (Sebunya, 2017).
President Museveni clearly has own agencies saying it is important with strict regulations on procurement and infrastructure developments like the ones needed for oil industry in the republic. The regulation of oil industry is lax, to make sure the state isn’t transparent with its profits and taxation of the industry. This is what Museveni wants, that the state and the public doesn’t know the contracts or the agreements between the parties involved. That is something President Obiang surely have the capacity to teach Museveni. And how to make sure his family is earning from the state resource, instead of the public and the state itself. Peace.
