Opinion: Will the NRM CEC endorse Norbert Mao?

Today it’s official that Norbert Mao is seeking the role of Speaker in the 12th Parliament. The unwritten but known rule is that the endorsement and the declared candidates by the National Resistance Movement – Central Executive Committee (NRM CEC) is the final step of the way to enter the mighty office of speakership.

That means the President usually calls for a meeting of the NRM Caucus at the State House for guidance. The NRM Caucus drops a Resolution, which will be discussed and be taken into consideration by the NRM CEC. Later the President schedules a NRM CEC and that’s where things are finalized. Before the polling is happening in the Parliament and the Speaker-race.

I know I haven’t mentioned the NRM Electoral Commission and all the candidates standing before the NRM Caucus and the NRM CEC. Nevertheless, that is just protocol and long journey to an end. This is why it’s really special that Mao thinks he can outwit and get ahead here.

He has to not only challenge Anita Among here and her deputy. Mao has to be able to sell his soul and show that he will serve the interests better than her. Mr “No Surprises” Mao has to now turn up and tell that his the newest crony and fellow highest bidder to do whatever the President deems fit. Make the 12th Parliament even a bigger rubber-stamping organization and ensure the longevity of Yoweri Kaguta Museveni’s reign. That’s what he got to do, plus he has to kiss the ring of the President and bend the knee to the First Son General Muhoozi Kainerubaga. He got to be vetted by the not anointed king and self-proclaimed head Muhoozi. Just to ensure that his good enough and is in-line with family.

That’s a big ask. He has already proven in the previous term. That he will serve and be a loyal subject. There so no push-back and the DP leader was willing to betray anything and anyone, as long as he was in the good graces of the President and the First Family. This he has shown and we can see it.

Norbert Mao doesn’t only have to be clever here or outwit people. No, he has to strategically sell himself and be viable. He got to show the cash and promise a return. That’s what he got to do. Goodwill and grand intentions will get him nowhere. So, when he speaks of consultations. He needs the ones associated with PLU on his side and get a major fraction of the newly elected NRM MPs on his side. They got to be dancing and wanting him. Just so that he got leverage. If that doesn’t happen. The NRM caucus would bury him and the NRM-DP Agreement isn’t worth the ink for Mao. As he sold everything for short-term gains and thinking he got a piece of the pie. Well, Museveni uses you and drops you when your out of steam. Sooner or later, that happens to Mao too.

We just have to wait and see, but Mao has to move mountains. I don’t know if he got all that. Yes, Andrew Mwenda has favoured the brother and his a associate of Muhoozi. So, that might help, but Gods knows and we don’t… Peace.
