A Supplementary Budget in 2021 is paying the State House salaries of 2018/19!

In the Budget Supplementary Appropriation Bill Number 3, which is dated 27th September 2021. This is now up for the Budget Committee to discuss, as this Supplementary Budget will be covered by added debt, as the state is adding another 2 trillion shillings in spending.

Part of that spending is going to the State House, which is 285 billion shillings, which is covering recurrent expenditure on salaries, wages and other expenses of the State House. If this was for this budget year or for last year. That would make some sense, but the Supplementary Budget is stating the billions of shillings is paying for Budget Year of 2018/2019.

Why haven’t this been covered in the salaries or recurrent expenses of 2018/19 or 2019/2020? The state had Supplementary Budget these years as well. This is usually scheduled moves and sometimes they have even more of them.

That this wasn’t covered before or even in the budgets before seems strange. This isn’t just some random excuse or such. The Financial Ministry should show the needs and reports of the lacking funds. Since this is three year old expenditure. There is a need for proof and lack of salary slips. I doubt the State House didn’t pay it’s staff or the Presidential Advisors. As the State House is close to the President and these are his high ranking official.

285 billions not paid out in 2018/2019 seems fishy to me. Not like these people didn’t get paid or had their benefits paid out. These are the men who would cry out in the press and be angry if so. These people are influential and important to the President. So, he wants their loyalty and they are his cronies. That’s why I have doubt that these got left behind and without pay. No, this is something else and the Ministry of Finance, Planning and Economic Development (MoFPED) should prove the validity of this, because I have a hard time believing the real need for this.

These billions will go to the wind and to cover some pet-pee of the President today. Not cover old expenditure or salaries. No, these are already covered or paid. Since, the State House always gets bountiful budgets and even confidential posts, which can used whatever the President see fit. Therefore, there is a lie here and I just don’t know what. Peace.

Opinion: Is Kampala behind the M23 resurgency?

 

If you ever wonder, there has always been a close connection with the Uganda People’s Defence Forces and other security organizations like the Chieftain of Military Intelligence (CMI) in concern with the armed militia called “Mouvement du 23 Mars – The M23 Movement” or M23.

This militia have now attacked several of villages within the Democratic Republic of Congo and in the North Kivu province. They are supposed to move towards Goma and challenge the government, as the M23 claims it has disobeyed the “Peace Agreement of Nairobi”. Alas, who knows about that or has any clue. It seems like a fixed solution and a way to resolve the matter quickly.

We know from the past that Uganda People’s Defence Force (UPDF) and armed allies in Uganda border region have facilitated and ensured weapons for the M23. Heck, the Government of Uganda let the M23 return to Uganda after the cease-fire and previous deal. Also, back in the day, the Rwandan Defence Forces (RDF) was also supporting the outfit. So, it’s not like wasn’t a sole mission of Kampala, but Kigali had their stakes in it too.

Now, today as the villages are attacked in Kivu again by the M23 and they resurged from the border region of Uganda. Which is where the government allowed them to be and the let the rebels stay. The government let them in and housed them. Just like the Rwandese has done with rebels as well in the past. So, it is not like this is a one-sided arrangement in concern to insurgency in the DRC.

However, the main stay and the leaders of M23 went in peace to Uganda. Back in 2015 there was reports of a total of 1500 combatants who had fled the DRC to Rwanda and Uganda, while only a small fraction returned to the DRC. Therefore, the return today is really a spectacle, but also a tactical manoeuvre.

When we know that the Ugandan government has in the past supported with weaponry, training and a safe haven. It doesn’t take much brainpower to suspect them is behind it again. That the Ugandan government have an excuse and a reason to return to the DRC. Just so they can get rid of insurgency and insurgents. While the MONUSCO and FARDC struggles to contain it.

The Ugandan Press is claiming the Rwandese is behind it and the Rwandan Press is claiming the Ugandans are behind it. What we do know is that in the past both has had their hands in the cookie jar and eaten out of it. However, the implications now and speculations are easier to target Kampala, as the leadership and the ones fighting comes from Uganda. It is not like they could just run loose and not have some sort of military backing. They need weapons, training and ammo. That doesn’t come cheap and someone sponsored this.

M23 doesn’t just show up out of nowhere and sudden ambush inside the DRC. Someone facilitated this and made this happen. If the CMI and UPDF did this. Then they are cunning and vicious. As they plan for more bloodshed to have the ability to further extradite and export valuable resources from the region. That wouldn’t be shocking but would a decent business strategy. While using insurgency as a “mask” for the operatives taking mineral resources and other valuable commodities from the region.

The Government of Uganda (GoU) needs new revenue and bring some profits home to Kampala. So, this here seems plausible. As the state is struggling to finance itself and it needs war to gain substantial amounts of funds. The warfare in the DRC could be a valuable enterprise and the costs would be significant less, compared to the amounts invested in the militia. That’s’ why the M23 could be arranged at this time. Just to ensure supplementary budgets and other needed fixtures of the state.

It is just a way of securing more shillings and running of business. While earning money on the blood other people sacrifice elsewhere. Since, the President and his handlers in Entebbe knows what sort of profits they can gain by doing this. It is an asset and a viable operation to begin with. That’s why they hope it succeed and gives them a decent pay-off. Peace.

Opinion: Lt. Gen. Muhoozi is indisciplined

The Commander of the Land Forces, the son of the President and the most entitled man in the Republic, Lt. Gen. Muhoozi Kainerubaga have again cause issues on social media. This isn’t the first time or the last. The supposed future and the “Project Muhoozi” is clearly not the brilliant mind people are trying to sell. Since, this man isn’t that clever or has the ability to read the room.

A man of his office and his role in government should be careful what he states online and especially in concern with foreign diplomacy. That’s because his a high ranking official in the military and secondly his the son of the President. This is context that shouldn’t be necessary to expose or reiterate. However, that seems to needed to explain the issues at hand.

He rather act with arrogance and ignorance. This man is left off the hook and doesn’t have to pay the price or any consequences. The government, the authorities and everyone clear the table. The tab is paid for and nothing is ever a real issue. This because someone else is handling his dirt and that’s why his “clean”.

The Lt. Gen. haven’t handled the battle of words or had any sort of sincere dialogue with anyone. He has just gotten steadily and risen through the ranks at lightening speed. That’s because of his birth and not because his so unique. Maybe, he thinks so, but that isn’t the case.

This high ranking official of the army … should be careful addressing conflicts elsewhere. This can implicate diplomatic missions and others associated with the Republic. However, he doesn’t consider this, because it has never touched him. He could burn a royal palace, order troops on unarmed civilians and do vicious things. Nevertheless, he has just gotten promoted after the fact.

Muhoozi should be careful and take another approach to this. Just because he had a diplomatic trip to Somalia and Kenya recently doesn’t mean his a seasoned traveller or diplomat. No, his just a warrior with an entitled mind. This man knows only how to smoke a man and not how to talk to one. They only respect him because of his father and not because he got any sort of reasonable skills.

Lt. Gen. might feel boosted and brilliant, as he has teams of ass-kissers and “yes-men” all around him. As they are preparing him for greatness, though he will be abysmal and mediocre at best. This man will not be genuine. If you feel the First Lady sucks as a minister. Just await Muhoozi in any sort of government role. He will be a walking zombie from day-to-day and some permanent secretary has to cover-up his misgivings.

Muhoozi should know this and not wage war on social media. This man should rear goats and annihilate cows or whatnot. He doesn’t have it in him. That’s why he cannot eat the words of Winnie or anyone else online. The Lt. Gen. is just supposed to be praised and the earth that he touches just goes greener. However, there is no proof of that now or back-then.

This Lt. Gen. is indisciplined and should have a few lessons learned. Nevertheless, that is asking to much of this man… he isn’t half the man to do that. No, he cannot even stomach a small carefully worded words of someone who is renowned and respected. Instead he has to go harder to prove his point.

When is that diplomatic or responsible as a high ranking official? Well, this man is sleeping on the laurels of his father and as him, his as arrogant and bratty without any concern for others. Muhoozi has to be right, just like his father. They are the only men with a vision and “the apple doesn’t fall far from the tree”. Peace.

Arbitrary arrest of 5 NUP Leaders in Kasese yesterday

Police in Kasese yesterday arrested 5 leaders of the National Unity Platform in Western Uganda and accused them of plotting to overthrow a legitimate government. The arrested leaders have been identified as Bryan Basisa the NUP Chairperson of Kasese, Geoffrey Bwambale from Bundibugyo, Atanazia Isanat from Ntoroko, Isaac Mumbere and Oniz from Hima” (SEE TV, 04.11.2021).

Again and again, the authorities and the Police Force is targeting the opposition. This is a continuation and there is nothing stopping them. If you believe the words of the President and the National Resistance Movement (NRM). You are a fool… as the National Unity Platform (NUP) is targeted and punished without any proof. This is yet another step from the authorities.

That it happens in Kasese and Rwenzori isn’t shocking either. As the opposition have had a stronghold over the region for over a decade now. The Forum for Democratic Change (FDC) have reigned supreme and the NUP could become more popular here too.

The NRM shows their “multi-party” democracy in action here. As the NUP was doing internal party works. The NUP was just doing their duty as a political party. They where just gathering as a active leaders and members. This is being politically prosecuted for their association. That is the indirect act of the state. This would never happen to the NRM party affiliate or anyone in association with them. They would greet the mayor and meet the residential district commander. That’s what they do and this is what they do to the opponent.

The NUP is a target and it’s very evident. That the authorities are doing this just shows the total misuse of power and the arrogance of the state. As this isn’t terrorism or a threat to the nation. No, this is political activism. Just like the President used to do in the University in Dar Es Salaam. Surely, the old man and all of his cronies have clearly not gotten the memo about that. This is how stupid and shows their ignorance.

These sort of cases shouldn’t exist, but it shows the brutality with the state and what sort of political prosecution, which the state is doing here. This is the definition of injustice and impunity. Peace.

Opinion: Onek and the bloated cabinet

That a minister is disgruntled and fell left behind is natural at some points of time. Governments and the Head of State has their missions, objectives and their pet-pees, which gets the blunt priority and usage of government resources. That’s why certain ministries, parastatals, government entities, commissions and such can all get lost in the whirlwind.

Now that Minister Hilary Onek is blaming Prime Minister Robinah Nabbanja. That was inevitable. There are so many cooks and so few posts to do things. It is not like the President have made proper mandates or ministries. That’s why their so many who is Prime Minister’s and under the Office of the Prime Minister there are even more appointed ministers too. One of them just happens to be Onek who is a junior to the senior Nabbanja.

This squabble was about time. We could expect similar happening in the agricultural sector or educational sector for that matter. There are plenty of ministers in the same field. In combination of appointed permanent secretaries as well. The President have made this bed and only the ones eating of the plate and not complaining can be happy. This is the bridge to patronage and paying people for loyalty. Not because the state or the republic can afford to pay over 80 ministers, but it does…

Onek versus Nabbanja is just what that has to go down. Not because any of these are good bureaucrats or leaders of prestige. No, these are just sycophants who are hoping to get into the good graces with His Excellency. Just so they can have plum-jobs and get paid for the bare minimum. Not like they have to try or succeed. Unless, things falls apart and the President looks like a fool. Than you will be send packing and be made an example of. However, if you keep cool and eat the bread. The President will have you in his favours and that what most of them does.

Now we are at a place where Onek is disgruntled. He wants to be favourable and be respected. As he has a role and Nabbanja is playing within his field. While Nabbanja is also his boss in some manners. This is why this will be a loud fight. They will look stupid and possibly foolish. Some of their reasons might have validity, but this is the game that Museveni have given them.

There too many cooks in the kitchen and it just has to end up in disaster. The dish will taste like bland and lack of seasoning. There will be no clear direction and everyone will just encircle each other. This is why the state and the ministers are headless chickens running around trying to find their coop.

Onek might have something on Nabbanja, but in the grand scheme of things this doesn’t matter. They are both just running stooges of the President and not having the all powers invested in them. The President can just direct them on a whim and also decree their commission beneath them. So, it is not like their voices has power or massive ability. They should be happy to get paid and sleep in peace at night.

Nabbanja will be arrogant and not show any sort integrity. The current Prime Minister doesn’t have that in her. No, she’s the vocal voice of the government and she’s exposing her a lot. Because, she cannot govern and neither can she operate as an effective state official. It is not like she has the experience or skills of Mbabazi or Rugunda for that matter. No, she is just a figure-head and the majestic figurine on a sail-boat. That’s just her role and she can act like the governator.

Onek should just chill. Unless, he wants to be moved to another useless post or get appointed to become Special Envoy for Bolivia. We just know he has nothing to offer and should be grateful to even have a office to go to. Peace.

Pastor “Mama” Janet Returns: London calling …

Today, I wanted to talk to you about “excellence” in the work we do. I wanted to call our topic for discussion “Made in England”. What does that mean you may ask? That means: the products that were / are manufactured in England which were and are still labelled “Made in England.” People in the countries so far away from England would look for those products that would have been imported to those global markets” (Janet Museveni, 25.10.2021).

This is just happening as there is a will to only sell Nile Perch fished in Lake Victoria to Europe. As that is happening. The First Lady and Minister of Education returns with another sermon. Pastor Janet Museveni cannot contain herself and must be fisherman herself apparently. So, here we go…

So what am I saying here? I am saying that it is wise and it helps to learn from one’s early life that mediocrity is expensive and burdensome because sometimes people think that it’s smart to cut costs by using less materials than is necessary. Whatever you are doing or making, whether it is furniture, or building a house, or constructing a road, if you finish that product and sell it and in a very short time it breaks down or gets spoilt, that is the last one you will ever sell because people will say it is fake, a sham and they will regret having bought it” (Janet Museveni, 25.10.2021).

Here we see here wisdom, as it is and on full display. There is no deep meaning here. Just that everyone is supposed to deliver excellence and not mediocrity. Which is very ironic, as her ministry and her government is the proof of mediocrity. To many cooks and not enough chefs. There is to many in the kitchen and nobody performing. Since, everyone is awaiting to be delegated and getting letter of approval from the His Excellency. Therefore, she is the wrong messenger for this. Mrs. Museveni should also investigate Dott Services and all the Chinese companies building roads, since they are shoddy, and their work isn’t excellence. Still, the father of the home is accepting them.

Finally, I want to add that this principle of excellence does not only work in what you produce or what you do alone, it also works in life, generally speaking. It works in the values you espouse as a person. Values of truth, kindness, patience, trustworthiness, honesty, etc. which ensure that you are a person who only says what they mean and always means what they say. This means people can trust you because you stand by what you say. You are kind to other people, and you don’t bribe people to get what you want, you are patient with your workmates when they are not the best, and you help them on their way to change until they also overcome mediocrity. That way you are excellent as a person and your work also speaks for itself. So you are a good workmate and as a rule, you will prosper” (Janet Museveni, 25.10.2021).

It is like she never seen the National Resistance Movement (NRM) and their work ethic. She speaks of nice ideals, but her own cabinet, ministers and party members cannot all hold these norms dear. The NRM and the husband of Janet doesn’t follow these words. That’s why her aspirations doesn’t make sense. If she was working for a church and a congregation … that had made sense. Alas that is not the case.

Janet, have you seen and heard the stories of bribes involving your husband? Haven’t you heard corruption scandals in-connection with family members and high ranking officials within the NRM party? So, shouldn’t this lesson be heard and told at home before you go to the general public? The idea is a good one, but not a believable. Unless, you want to be a false prophet?

In conclusion, if we have a critical number of our people or skilled workers striving to be excellent workers, then whatever we produce will sell itself just like “Made in England”. Uganda will stand out in Africa because our cities will be beautiful, our roads will be excellent, our students will be excellent students of purpose and we will prosper. Our God will be glorified! How about that!” (Janet Museveni, 25.10.2021).

Yes, people should strive to deliver good products and excellence. That is all natural, but the state isn’t making the public prosper. Janet and the whole cabinet could make it possible. They could make proper policies and laws, in which the industries and the final products could be seen as excellence. However, the state is more into taxation and regulating the business than making things better. Which is ironic when the minister praises excellence.

If Janet wants things to become excellent. She needs to address the hubby and get him to direct all the national parastatals, commissions and state owned enterprises. Yoweri could easily direct some ministers and commissions his way. Just like he does with UNRA and hires some shabby Chinese Road firms and Dott Services. He could maybe get the someone else to actually hire someone good this time. Peace.

The NRM are preparing to scrap bail permanently

Cabinet queues behind President Yoweri Kaguta Museveni as they heed to his call for the lifting of the right to bail. Lawyers want wider public consultation on the same & strengthening of investigations by the security agencies rather than scraping off the right to bail” (Red Pepper Uganda, 16.10.2021).

The National Resistance Movement and President Yoweri Tibuhurwa Kaguta Museveni is all out and against the opportunity for bail before release of criminals in the Republic. This is clearly a plan to reform and again change the 1995 Constitution. However, this is setting a dangerous precedence, which could inflict harm on the ones enacting it.

What is striking here that one key principal of law is abolished by doing this. The state is practically implicating a person and saying they are guilty before trial. They are not innocent before proven guilty. The state can pin and put on charges on political prisoners and activists, which fits the penal code. Where the application for bail after per review of a judge isn’t needed. Alas, meaning the person is seen as a criminal and felon before even tested in the judiciary system. That is neglect of rule of law and injustice.

This is an deliberate act and a sinister one at it. The NRM and the President will with this have yet another legal tool to keep people indefinitely behind bars. As they can be charged with serious crimes of murder, manslaughter or treason. While being behind bars and not able to challenge it in the free world. They will be behind bars and not have access to attorneys or help. That will help the government to silence dissidents and the ones who are vocal against it.

We should be worried about it. The Constitution has been revised after wishes from the President before. That has been directly for selfish reasons and for his own benefit. Now, it is to prove his power and his whims. The Cabinet has no balls or ability to say “no”. They cannot say this wrong or even not right. These folks doesn’t have the spine, as they are “yes men” for the President. While these people could easily when fallen out of favour with the President be charged and taken to cout. They could suffer the consequences of this law. That wouldn’t be shocking. Neither would it be, if Odrek, Muhoozi or even Salim Selah could be touched by this one. They could all be victims of it and justifiably so.

The NRM is playing with fire. The state is already misusing the penal code and the justice system to crackdown on the opposition. It is already violating the Constitution and keeping people detained without trial, sentencing and tortured in ungazetted safe-houses. Political prisoners are kept for a year and even longer behind bars without any proof of their alleged crime. They were punished for insulting the Don. That’s all really and now they will have legal intent to keep it that way. This is really at a dire stage. There is no jokes here and only no mercy.

Museveni and the NRM have no heart. This sort of enacted law and change of constitution shows their way of governing. There is no middle-ground or concern, only the vision of man and his every wish. Museveni clearly cannot foresee the future and what this can cause. He can ensure innocent civilians are behind bars without proper procedure. Manufactured charges and they have no remedy to challenge the system. That’s what he wants and it’s tragic.

This is disgusting and disgraceful. Nobody should accept this. The NRM should know better, but clearly they don’t. The Cabinet is filled of cronies and puppets who dances to whatever song Museveni sings. That’s so sad and at this point it’s inevitable.

I just wonder, in his after life and Muhoozi Kainerubaga is behind bars on phony charges. Will he cry river from the clouds or will be giddy? Because, his manner and ways punished his son… that could easily happen as a retribution to all the years of tyranny of the father. Don’t be shocked if these things happen. That is how mankind is and revenge is a powerful sentiment. Never underestimate what people are willing to do after being scorned for years.

I know Museveni doesn’t consider that. His in advanced age and thinks his a demigod. However, he should reconsider this stance. We know that will not happen, but it would be refreshing. Peace.

Opinion: The PFT of Besigye doesn’t seem well-planned…

It is not the first time that Dr. Kizza Besigye and his allies in the Forum for Democratic Change (FDC) have worked alone and without much outside support. However, the establishment of the People’s Front for Transition (PFT) isn’t build on a strong foundation. At least not in concern with other opposition allies.

This week it is clear that Uganda People’s Congress (UPC) and Democratic Party (DP) isn’t really involved as it was stated in the launch. Where some fractions of the parties was part of it. There was one piece of UPC members and the DP Block. Those have been dismissed by the parties itself.

As well, as the spats and dismissals from the National Unity Platform (NUP) which would be the most important ally at this stage and time. The NUP is the biggest opposition party and has a similar agenda, as the FDC. They are maybe different in the manner of which they operate. Still, the objective and the end-game is about the same. NUP and FDC both works for a peaceful transition from dictator Museveni.

That Besigye have the best intentions and will with the upstart of PFT. I have no doubt in my mind and with his experience of doing this. I know that he wants to succeed and wants to assemble a collective for change. He doesn’t want people to give up and stop the cause. A cause, which he has dedicated his whole career too.

The PFT has been painful from the start. There is usually growing pains of an organization, but this is just hectic from the early beginning. You can wonder how this was communicated and organized. Since everyone in and around is either distancing itself from it or they are minor fractions participating, except for the main party FDC.

This means that except for the FDC. Justice Forum (JEEMA), Social Democratic Party (SDP) and People’s Progressive Party (PPP). There isn’t much great support in the opposition for it. There is no joint effort here and there is nothing pushing it together. Because, the launch made it believe to be bigger.

The JEEMA, SDP and PPP isn’t parties of which has big significance. They are JEEMA and PPP have one MP each and that’s about it. The SDP was part of DP Block and seems like the Michael Mabikke’s briefcase party. Therefore, the strenght of the pressure group or coalition is on thin-ice.

It is not like it’s a big unite and brigade. Yes, they are collective, but not a sort of unifying you would need. The PFT is weak because of this. When the DP and UPC also reacts like they do. Then you know that the PFT wasn’t launched in order to have them sufficiently participating in it. Like there wasn’t meetings, consultations or even gatherings to make it happen. Therefore, it wasn’t only NUP who ditched out of it. Nearly nobody joined and the ones who did… well … they have to move mountains with their bare hands.

The PFT needs a boost and Besigye needs to consult with the others. That is if it has a mission and goal to be strong functioning unit of the opposition. Clearly, there has been an aftermath that the PFT didn’t want. This is just jaded and not how it supposed to look. Peace.
