




I don’t know what kind of Sherry or Wine the new British Prime Minister Theresa May is drinking, but something fishy in it; and it is not the fish and chips from the port of Southampton that is the issue, the issue is the decision to pick Boris Johnson, the former London Mayor. To become the Foreign Secretary of the United Kingdom!
I don’t know what kind of trade-off that we’re behind the scenes as his supporters of backbenchers and the ones not leaving him behind Michael Gove skimmed glasses. Certainly there is something that is bugging me. There is an issue of uncertainty that this man should be the man for the Foreign Policy and Foreign Affairs from the United Kingdom. The brash and unsettled man, who loves the spotlight and brute language, which’s now supposed to sweet-talk diplomates and generates negotiations with the European Union and other foreign dignitaries as the new trade-policy and other agreements need to the fit the Post-Brexit agenda. Oh, dear Lord would you give UK a better political climate, for Europe’s sake.

The man running the foreign affairs wrote back in the day this in the Telegraph:
“They say he is shortly off to the Congo. No doubt the AK47s will fall silent, and the pangas will stop their hacking of human flesh, and the tribal warriors will all break out in watermelon smiles to see the big white chief touch down in his big white British taxpayer-funded bird. Like Zeus, back there in the Iliad, he has turned his shining eyes away, far over the lands of the Hippemolgoi, the drinkers of mares’ milk. He has forgotten domestic affairs, and here, as it happens, in this modest little country that elected him, hell has broken loose” (Johnson, 2002).
He also had some ideas about Uganda:

It was one of the first duties of Frederick Lugard, who colonised Buganda in the 1890s, to take on and defeat the Arab slavers. And don’t swallow any of that nonsense about how we planted the ‘wrong crops’. Uganda teems, sprouts, bursts with vegetation. You will find fruits rare and strange, like the jackfruit, hanging bigger than your head and covered with green tetrahedral nodules. Though delicately perfumed, it is, alas, more or less disgusting, and not even Waitrose is pretentious enough to stock it” (…) “So the British planted coffee and cotton and tobacco, and they were broadly right. It is true that coffee prices are currently low; but that is the fault of the Vietnamese, who are shamelessly undercutting the market, and not of the planters of 100 years ago. If left to their own devices, the natives would rely on nothing but the instant carbohydrate gratification of the plantain. You never saw a place so abounding in bananas: great green barrel-sized bunches, off to be turned into matooke. Though this dish (basically fried banana) was greatly relished by Idi Amin, the colonists correctly saw that the export market was limited” (Johnson, 2002).

If you thought this was his worst and most arrogant belief of other fellow human being and states, just wait there is more in land. This man has displayed a real level of character as the stereotyping of people is enormous. Over a decade later he writes this:
“The Labour government enlisted this country in all sorts of wars around the world, some more disastrous than others. British soldiers went to fight and die in Iraq, in Afghanistan, in the Balkans. Here we had people with close relatives in our own country – yes, our own kith and kin – and we did absolutely nothing. We turned our backs on the very people who were actually indispensable to the economic well-being of Zimbabwe, and Labour essentially allowed Mugabe to launch a racist tyranny. It was Labour’s betrayal of the Lancaster House Agreement – driven by political correctness and cowardice – that gave Mugabe the pretext for the despotic confiscations by which he has rewarded his supporters. And that is why Blair should be there: to mark Labour’s special contribution to the tyrant’s longevity in office” (Johnson, 2015).
What he was saying here, is that if they; the labour had left the White in power and control the country might not been in the situation and that the Zimbabwean Government couldn’t done it without them. Which is a bit disrespectful as they we’re colonial and took the land without question; not that I am defending Mugabe and his dictatorial rule, but there have to make some sense to power-grabbing man who have use all kind of tactics to keep control and run the nation. That he has used the White-men when need and abandon them when they we’re not needed. So that Johnson, the future words of his will be that the British and Neo-Colonial ideas is the salvation as the Commonwealth riches comes from his homestead and nowhere else. He will not say it so briefly, but through the bullshit-veins it comes out.

When you thought he could be more fierce, as he has addressed Africans in blatant light of colonial view, twice over two decades, with disrespectful words, as if he is supposed to greet and African President. He should study a bit more and be a bit humble, even ask for forgiveness as he wouldn’t like to be called something disgusting himself. Even if he brash and little rational accusations are sometimes eaten out of his hands by his fellow supporters. That does not make it a reality, even if the Congolese, Ugandan and Zimbabwean state are failed in some perspectives, the ways he describe it and gives only credit to the ‘white’ and ‘British’, and he had his colourful perspective on the EU:

The EU is an attempt to do this by different methods” (…) “But fundamentally what is lacking is the eternal problem, which is that there is no underlying loyalty to the idea of Europe. There is no single authority that anybody respects or understands. That is causing this massive democratic void” (…) “The Italians, who used to be a great motor-manufacturing power, have been absolutely destroyed by the euro – as was intended by the Germans” (…) “The euro has become a means by which superior German productivity is able to gain an absolutely unbeatable advantage over the whole Eurozone” (…) “This is a chance for the British people to be the heroes of Europe and to act as a voice of moderation and common sense, and to stop something getting in my view out of control” (Roth, 2015).
Here he claims the EU has the Napoleon and Hitler complex for the power-sharing regime that comes from Brussels. This is the man, that already have called African for shambolic things and now his fellow brothers are using the Eurozone as Hitler, did is what he is saying the German are doing with the Euro. That is scary that a mans that believes that the German and Germany are doing what they can to destroy the Italian Auto Industry and take away the British their control of their state, proves the fear the new Foreign Secretary believes in.

Theresa May, this appointment shows little character you have or how little judgement you did with this. I hope you got your will on most of the appointment in your new cabinet post David Cameron. The Post-Brexit Cabinet that have to work and negotiate with European Union and have as a Foreign Secretary would be the London MP Boris Johnson; there is so much disgrace in his attitude and this man supposed to represent the British abroad.
I hope he changes his way, but his tone over the long time proves his distinguished belief that the British are better than other people and for some reasons have the faith for believing so. That is dangerous, not for the protectionist or fear, but the belief that the automatic British ways are better for the world than any other. That is the man they are appointing to be representing them. Any other block from Swindon or Manchester without any track-record could be more representative at this point, as he has burned bridges and is not a brother a man respect, as he has address fellow human beings very badly! “Kizza Besigye: Before my arrest, I had been under illegal detention at my house in Kasangati for quite a while. He says police is “incompetent” despite the resources they “waste”. Says he defied acts of impunity when he escaped to town
Kizza Besigye narrates his arrest ordeal:
– I was taken first to Nalufenya in Jinja from where I was removed and taken to Moroto.
– In Moroto, strange things happened. All inmates were transferred to other police stations. I was the only inmate at the CPS.
– Counter-terrorism unit officers (the ones who wear black uniforms) were in charge of the Moroto CPS while I was there.
– I was in Moroto CPS for two nights before being charged on the third day.
– At Moroto CPS, the cell door was left open. At night, I noticed some movements. The fellow was masked but he rushed out.
– Charging me in Moroto was irregular. When I was brought to Nakawa, that is why I was charged again for the same case.
Kizza Besigye: Those of us who chose to oppose must know the dictator’s wrath will be directed towards us. Arrest. Torture. And sometimes death. Whenever I am arrested, I am at ease with myself. I am always psychologically prepared for arrest and torture. I am never stressed.

I was relieved when I was taken from Moroto CPS and taken to the prison. Biggest challenge with our prisons is overcrowding. Besigye: At Moroto Prison, we were 174 inmates in a not-very-sizeable ward. At night, every space was occupied

Kizza Besigye: I thank all those who came to visit me in prison. Going to visit any prisoner in Luzira is not an easy matter. You pass through five check points. At some, you are undressed and deprived of basic dignity. You must set aside a whole day
Kizza Besigye: Some people are saying I have put on weight. I have been eating a lot without doing much. I tried doing some exercises
KIzza Besigye: The struggle we are in is not to simply get a new government i.e. replace NRM with FDC. We want to change our country. We want to change our country from a country where leaders are masters and the would-be masters, the citizens, are subjects
Kizza Besigye: We have criminals masquerading under the police. The institution of the police must be a different institution. Greatest of our policemen, soldiers are very unhappy with what’s happening. That is why we won at polling stations where they voted
Kizza Besigye: We want a country of masters, not subjects. We want a country where leaders are servants. In the country we’re working for, government institutions must be of the people not of the master/dictator.

Praise be to God! I am glad to be back home after two months in detention! I am free for now but I can never be really free until our country is free.
I am grateful to all of you who braved the war-like atmosphere around High Court to attend the court proceedings.
I am grateful to all who enthusiastically welcomed me back along the way home & at our home, the unprecedented police brutality towards you notwithstanding.
I’d like to thank greatly all who visited me in prison; all who have been praying for me; and all who’ve courageously sustained the struggle for a free Uganda.

“Do not fear them, this is our country” – Dr. Kizza Besigye
A hunch, a smidge of interest and a worry as this is a sign of what to come. This is not a token of goodwill from the state, the state under President Museveni will continue to pound on Dr. Kizza Besigye; something he has done so frequently since he left the NRM back-in-the-day. The 100 Million bonds from High Court proves that State Officials and the Government backed sanctions we’re a façade, a high rise with empty rooms and not a functioning building.
Today is a weird day, supposed to be celebrating, but parts of me is feeling that the Courtships and harassment will thrive, as his stage and place is countering the legitimacy of under the current leadership. It’s the true color of smacking the fist to the table and feeling the pain of actually doing so. I am supposed to be happy that the Nobel politician and freedom fighter is released after months behind bars in Luzira Maximum Prison on phony charges, I should be happy that Judge Wilson Musalu Musene gave him a hefty bail. Still the Treason Charge is still on him and not entirely free, he still have to fight the case, one court date at the time every second week starting 26th of July 2016. So the Government and Lawyers and State Prosecution is still working on the matter and finalizing the evidence of the conspiracy.

Why we know that authorities does in these occasions by now:
“A traffic gridlock is building up in Kampala Central District for the second day running. Several roads leading to and around the high court in the heart of Kampala have again been closed by the police ahead of the ruling on the bail application” (88.2 Sanyu FM, 12.07.2016). As there are even reports after the hearing and the scheduled driving home through Central Kampala as people wanted to greet the battled politician who we’re driving home, the Police had to beat on the public to get them away from the car and the areas surrounding it. The famous “Koboko Squad” they are nicknamed.
The truth for matter it is, the house in Kasangati, just by pictures of his release home. Proves that Kasangati Police Force have been put in regard of the situation and I am sure that Police Commander James Kawalya are prepared with all the tools as his disposal, as they would not totally grant his freedom, even if the General Election is over and the “Business as Usual”. Though they, the NRM and President Museveni have the problem of legitimate rule as long as Besigye is around and questioning them.
What sure will happen on one point is that his staged freedom from the Government, will become so much that he will detain him at Naggalama Police Station or Kiira Road Police Station, before the sunrise that particular day as the nuances of crowds and cheering public when he passes by, just as seen today. The friction between the public and the police are also vivid as the second nicknamed police “Kifeesi Police” is around and violating their rights as there are beating and harassing citizens who comes to greet the People’s President.

We can now ask ourselves, in honest approach, even with a little happiness as the waiting for his release from unsolicited detention as a suspect of treason. What will be the next verdict and the next way for the government to torment the man and arch-nemesis of Museveni? Because it is about time and effort from the Executive to take man down and trying to break, even if it has failed a hundred times already.
I wish it would not happen and that true justice would prevail, if so the man would be residing and be the man who runs the State House at Nakasero and in Entebbe. But alas that is not the equation right now, as the stolen country and stolen funds are in the hands of gun-loving President who has no fear and no quarrel to lie and deceive to keep the power he remains. The question just happen to be, by what force and to what extent does the Police Force and Army plan to continue their Post-Election Modus Operandi and to what degree?
He has his momentary freedom back and greeted by his supporters, but for how long. How long will the authorities, accept the conundrum and let it be. What will the Army infused NRM do to the greatest dissidents and his loyal cadres? That they haven’t already done and what level of oppression against the already hard-battled and destructive political games from the Executive? We can just question, but in the next few days the picture will be clear, and the obvious result is that somewhere will Besigye be behind bars and inside a Police Station, while waiting to be sanctioned his God given freedom, yet again. There isn’t every day the Prime Minister Benjamin Netanyahu commemorates fallen soldiers and hostages abroad. So, when he does President Yoweri Kaguta Museveni who is the host and the man honoring his fellow Executive, should by all means not embarrass himself or anybody else. Though certain quotes from this speech is to nice not to be told to the world; they need to be addressed. Something to honor the words from the long-serving President Museveni, who must have taken a few Nile Brews before jumping on stage after PM Netanyahu.
I have described much of the speech, until the ending when it was nonsense on unprecedented levels, the vanish of wise words together with the mixing of certain aspects of Israeli culture and scripture, the running of Palestine and the negotiations between Palestinian and Jewish people, where obvious, even I won’t discuss or try to comply with a valid argument for either groups for their arguments for their historical claim to set-area or set-space as the unbalanced and grand scale of the long-term conflict between the two parties are too hectic to touch. But please enjoy the madness from President Museveni. Certainly Don Wanyama must be shaking his hand in the State House, wondering if he needs to order a teleprompter for President Museveni.

Here is what I cared for transcript of the speech:
First: “wanted to thanks for making this sad story 40 years ago, into yet another instrument of bonding the holy land Israel-Palestine with the heartland of Uganda. In particular, Africa in general”

In discriminate use in use of violence is criminal, why target civilians and non-combatants. Even soldiers when they are not armed should not be attacked, that’s our, our doctrine. Even if our enemy are not armed, we never attack him. That’s our doctrine. We are a liberation movement, we use violence to fight for the cause of Africa, but it is disciplined and purposeful violence not in discriminate violence. It is cowardice and criminal to do so. Targeting non-combatants, some people tried to confuse freedom fighters fighting with terrorism. No, you can be a freedom fighter without being a terrorist. Targeting non-combatants max the boundary between freedom fighters and terrorist. Even when the cause is justified”
Fifth: “In the broader matter of the Israel-Palestine area, we in Uganda are guided by the bible. In Chapter 11 of the book of Genesis Verse 31: Abraham came from Uri, don’t know how to pronounce it, it is written U R, I don’t know how to pronounce it, but I pronounce it in our language URI, Mesopotamia and settled in Harrang, Canaan, this is estimated for being in the year of 2081 B.C. There we’re other tribes in that area, such as the Caanites, Ca-na, Canasites, Cardemonites, what is not mention there in the bible”.

Sixth: “Besides the story of the stories of two wives of Abraham, than I pronounced him in our language, Shara and Hagara, I don’t know how you pronounce it the name in your language, but I am pronounce it in my language. When it is called Shara, in my language and the other one is called Hagara. Therefore we in Uganda cannot accept the bigotry that holds, that either of you does not belong to that area. When I meet my friend the Arabs, our the Iranians, this is what I tell them. The other time I, I went to Iran, then there was the, the man who was president of the that time, the one who was the president before this one. The one who is there now, Huh? Bokanamoto? Whaaat?” – ‘People answer, he says loud’ “Ahmadinejad”. Ahmadinejad, and I, I told him about this story, I said because he was saying that the Jews don’t belong to the Middle East, that they came from Europe. That what he was telling me, I said no, but a, I read the bible and here they are, the Jews are here, I showed it to you. I showed him where to, where it was talked about. I also asked him something, which he didn’t know at all, in the bible its talks about the Persians and the Mediants. So I asked him, Ahmadinejad where are the Medians, ‘we now know the Persians are you, are yourselves, but where are the Medians?’ He didn’t know, he didn’t know, he didn’t know the, nobody there knew. So they started asking each other: ‘who? Bodian? Bodian?’ They went on and got a very old man from the university. He the one who came and said: ‘oh, the Medians something something’, I could see that in some of the some of the situations there is a lot of ignorance. A lot of ignorance, and a so I normally tell my Arab friends and a our Iranian friends, that you are all you are all mentioned in the bible”.
Seventh: “The Story of Shara and Hagara, the book of Genesis, the two woman, in the book of Genesis Chapter 1 and Verse 9-13. Incidentally, you need to know, these Ugandans, doesn’t know that you are not Christians. Haha. They don’t know. They think you are Christian. They don’t even know the Christian are here, I think the Priests are here, the Priest must be fully, the always talking about you, but they think you are Christians. They don’t know that you are, you are not Christian”.

Eight: “That Jews came from Shara and Arabs came from Hagara, therefore, we in Uganda cannot accept the bigotry that told the either of you as I have already said, that does not belong to that area. The Romans upset the equilibrium by dispassing the Jews in the year 66 AD. There after the Jews suffered endless privations, endless sufferings being victims, all sorts of hoodlums, such as Hitler and until they founding of the state of Israel 1948. That was what the Prime Minister was saying here. The Jewish leaders, why is it the avoiding the British nonsense, the British friends are for, sometimes are for, all nonsensical actions, the Jewish leaders, why is there avoiding the British nonsense? Proposing to bring you to Uganda because you have no historical claim here! This was just nonsense, there was this character called Balfour, Balfour something like that, there was a character called Balfour. I don’t know how they pronounce his name, but that gentleman 2000s something creation something that, and they fellow was talking about Uganda. As the home of the Jews, you can see how these fellows are really not serious. Now, fortunately the Jewish leaders rejected that nonsense, that rubbish! We have no historical claim on Uganda, we came from Palestine and want to go back! Those Jewish leaders where very very clever, otherwise we would be fighting you now. This man was called Balfour, that gentleman, that he was foreign minister, when you are so ignorant? Eh? You went to where you had a historical claim, Palestine, therefore rationally, historically and legitimately, the two of you belong to that area, the only way for you and for the world is for the two of you to agree. To live side by side, in two states, one Jewish state and the another one Arab in Peace and with recognized borders. I know there are some people who try to, you know western, waste a lot of time, these international committees, that is why sometimes when I go there I sleep, cause it helps me to survive. The meetings are a lot of energy expended on saying that Palestine is like South Africa. Palestine’s is not like South Africa. South Africa are now trying to say Mandela, the Whites, the South Africa, eeh! Non-Racial state, South Africa, but that is a difference story, cannot be equated, well I have never mediated in the issue of the Palestine. But if you invited me, there be very clear ideas and short time. Because the issues are very clear, a lot of times has been lost, a lot of trouble have been picket up, but I don’t think or do not see any other way. Because they spend some time on the right of the return of the refugees and all that other, but this is a not a, one day if they invite me, I would give them my views, by the time they Israel’s arrested the hostages, in 1976, we had been fighting Idi Amin for Six Years, we had no pause to Amin, right from the beginning, because as the issues, we knew that Amin would head in the wrong direction. It is actually some of the Western countries that we’re supporting the Idi Amin. Therefore Amin’s hobnobbing with the terrorist was a crime in itself. Fortunately his illiterate army had no discipline to deploy properly. Otherwise it would been impossible for the light armed rescue force successfully extracting the hostages. Amin was wrong keep the hostages and the Israelis we’re right to use the incapacity of the army rescue the innocent hostages. Terrorist methods are wrong and necessary complicating factor, even when the cause is just. I salute the moment of the memory of those who died on that occasion on the account, the cascade of mistakes by the different actors, I praise the Lord for the lives those that we’re rescued. Forty Years from the sad events of the 1976 that brought the bonding and adversity, should be time into opportunity”.

Nineth: The Constant hostility by neighbors, Israel has developed high technology center the huge and increasing populace continent of 1.25 billion people today, 980 million who live in Sub-Sahara Africa through new futurairy arrangements can take advantage of those that difficult achievement for rapid growth. Is why Israelis should come and invest in Africa, trade between Israel and Africa, and third party markets is also potentially beneficial”.
Today is not a day to readdress the speech and transcript, as just transcription of it is enough of honor for this speech. The ones that are shocked of this forgets that President Museveni is getting older and think he is the wise-man, the elder with advice not only the funny that even Arsen Ostrovsky wonder where he could pick it up?
The issues is the ways he is rising the issues through his mind, the way the ability of the arguments, the simplistic and character of the whole memorial. As the historical facts and fiction is mended together without any consideration, the bible are mixed into the stew of Entebbe raid of 1976, the establishment of the state, the Balfour agenda of early 1900s when he proposed to give way for the Jewish people to settle in Uganda. Even Hitler who was a hoodlum today, apparently, even had at one point ideas to send them to Madagascar, which was the only African point missing from this speech. But, that is a minor flaw in the other dismay of village attitude and elderly wisdom, while he cannot see the difference between Israel and Palestine, when he has the Prime Minister of Israel, where the Israel Defense Force sent a little group to free hostages in 1976. The other fractions of ages, dates and even tribes in Canaan proves that it was good he became a rebel and a politician and not Pastor, as he has claimed he had at one point to be.

That he had to explain at the Memorial of the Terrorist action had to explain the difference between terrorism and liberation, proves that he have at any point to legitimize his own position and the rule of the Movement. As that was at one point a cornerstone of the speech. I was thinking at one point he would pin the difference between a British Enclave and todays Ugandan Republic, because of the foolish British people and their interests; but that did not pop-up in his mind today.
The speech was to little power and fitted the function, the age is really bearing on Museveni, people we’re smirking and laughing, while he was serious and looked rattled, most of unprepared and unsecure about the subject of the day. The tone and the placement of the ‘facts’ and opinions we’re not making much sense. The ability of keeping the crowd and being interesting is something have had, but now the age have captured the man, even some was sleeping and other murmuring. The best news was that a Israeli radio turned off the broadcast after a while as the speech was such nonsense they rather send something else then what a foreign president we’re speaking about the Israeli mission and respecting the Jewish historical claim to the ‘Palestine’.
This one is the Mugabe-Moment of President Museveni, I am soon seeing him falling in Parliament and also struggling in public. That is to come, as this shows his weakness, as the age is coming and visible. Get the man a teleprompter; teach him the words he is unsure of, isn’t that why he has a 100 Presidential Advisors. Where they can also has their own press-team under the Prime Minster and the State House. Peace.



Sometimes I think President Museveni is a bit too smart for himself, that must be it, as he have since start of his reign added and amended more plans than useful laws. That is something the world should know by now. He entered his first term after rebellion with the 10-Point Program that was supposed to reinvent and remake the democratic, accountability and facilitate the development of Uganda. Something that has been stalled for wish to stay in power and also his own nepotism, corruption and cronyism in government and state functions in general; together with no-need to leave the militaristic maneuvers of government.
“The NRM under the leadership of President Y. K. Museveni came up with the ten point programe of action. In 1987, Basing on the ten point program, President Museveni launched a Minimum Economic Recovery Programme followed by a series of reforms aimed at restoring macro-economic stability to provide a favourable environment for economic growth and private sector development. The key reforms were, liberalization, privatization, currency reform, changes in tax and fiscal policy plus restraining expansion in government expenditure while maintaining focus on economic recovery and growth” (Uganda 25 Years of Nation Building and Progress, Jan 1986 – Jan 2011, Printed: May 2011).

That is why that when I read that President Museveni had the genius idea of a 20-Point Program, I was latterly laughing and crying in sadness of this so-called leader. Who supposed to lead and make change; after thirty years in power with a 81 Cabinet and created astonishing amounts of districts and sub-counties, that every town and nearly all villages have either one or two central LCV and other councilors to be bribed by the central-government. And in his genius attempt to spoilt the trade, he comes with another plan to cover over the atrocities and pledges that we’re recycled under campaigning in 2015 and 2016.
This comes from the leader who of late has already these wonderful plans to hold onto and supposed to finish in his lifetime, as he wants to promise the Ugandans the middle-Income position and also economic progress in the levels of South Korea and Singapore. Though, the corrupt and donor-friendly behavior is still necessary since the Petroleum money, is still not certain as it is still needed more development and investment before the profits from the black-oil drilled in the Lake Albert basin and Albertine region.
The first plan that was supposed to take over the failed 10-Point Program from the Economic and Development of the Republic, where the magical and all-covering; the Second plan the famous ‘Vision2040’, where all pieces of government and private sector we’re interconnected as the NRM-Regime had plans to reconfigure and also establish what they had did between 1986 and 2013. The plan that we’re released in 2013 said this: “a transformed Ugandan society from a peasant to a modern and prosperous country within 30 years”; I do not feel the need to say how much further they have come in the last three years.

The third plan that comes to mind was the National Development Plan II (NDPII) who we’re drafted and surely released during the 2015, and we’re written March 3, 2015. This was a plan for the infrastructure projects and the defining projects that we’re interconnected with railroads and also the major road projects of the UNRA, which is certain a magnifying economic prospect as the investments in infrastructure as the unfolding economic problems, that recently was reported from UNRA. So the President has issues with this alone, before releasing the 20-Points Program of 2016.
So with the hearing of a new plan from the grand National Resistance Movement and the Presidency of 30 years, if he had finished or wished to finish the first plan, the 10-Point Program. But, that wouldn’t make the political battlefield and the regression of progress so obvious; if anybody believes he will ever finish a program or even sufficiently have due-diligence behind a new program, you should dream on or reconsider you thought pattern.
With the newly released 20-Program Plan of 2016, is a rehash of old-ideas into a new format with the mix of the Vision2040, 10-Point Program and the National Development Plan II. That is a combined of these visions, as the 10-Point program is totally out of whack, the 2040 is in the midst of it and been in the works for three years without any real progress on the matter. The NDPII is a framework for basic transport and infrastructure that are parts of all the three other plans. So, this is far from finish and with the UNRA troubles, the World Bank suspension and the others issues with financing the grand infrastructure projects of late, while the Standard Gauge Railway and the Northern Corridor Integration Projects (NCIP), which is a collective planning of infrastructure between the East African nations we’re it need cooperative effort from the countries.

So with all of this in mind, when reading the progressive, the revolutionary, the rebels new plan like the monstrosity levels of belief that he can sell yet another amazing plan to the public and donors. The reassessment the donors should do is that this in the mass of affairs and tricks the NRM-Regime have come with for three decades and was supposed to be new-found governance; instead it has been more of the same, just in another name, another package and another head-honcho who been able to smile with Bill Clinton, Gadaffi and all the dignitaries that wanted spend money on his government and newly created institutions under his leadership. This has all happen, while the Western countries have accepted the atrocities and brutality against civilians for the peace and assurance of progression of democratic values that over time have been proven as fool’s gold.
The reality of this new Plan is to repackage the same of promises and the so-called progression of the government institutions and the civil service delivery as hospitals, schools and roads. Through the neo-liberal structural adjustment plan that we’re accepted to get more World Bank loans in the 1980s, while now because of less donor-funding adding more loans into the bloated government budgets together with bigger government spending on growing parliament, growing districts and sub-counties, while the added expenditure on the projects as the rising prices on roads with little due-diligence, higher interests on the fallen loans and the expenses on military equipment. This all with the steady level of inflation and proved little will to change the service delivery from the NRM-Regime, as the international community have let most of it go without any impunity or real care.

As even the European Union proudly did this recently after the fraudulent election they discredit in their own report, still they we’re so giddy to do this:
“Goverment of Uganda to hold political dialogue with European Union as mandated in Art 8 of Cotonou Agreement” (Emma Were Tinka, 28.06.2016). So the true ethics of the European Union and democratic values can be traded of with a decent agreement and when the NRM-Regime can even be validated by EU, this talk and consider, even sign the agreement, but they might not implement it; as the due-diligence have never been a thing for Museveni, so after all this year? Why should it all of a sudden matter?
This new plan is another one of his schemes and plot to get donor-aid and get funding for his nepotism, his cars and airplanes as the direct budget and the over-priced infrastructure projects have silenced his critics as that have been used on tear-gas, Russian fighter-jets and other needed procurement, not on fixing schools and buying school-books for the students. That is no-need and not proved added value. This 20-Program plan is just non-sense and the ones that buys into it, are long lost causes like Ofwono Opondo and Andrew Mwenda. Peace.
