Opinion: We have seen the Kisozi model before…

How can the Kisozi model be up-scaled to the whole country? Very easy. Every parish in the country is now getting Ushs. 100 million per parish. The soft loans are Ushs. 1 million per one person or homestead. Ushs 1million is able to give you 450 seedlings of coffee to plant in one acre and 50 seedlings of mangoes to plant in one acre. You can wonder how many times President Museveni has to re-invent the same scheme. It must be boring to re-invent and do the same thing over and over again… expecting a different result as well. That’s insanity, as the President expects a different results when he does the same thing over and over again.

That the President says it is “Very easy” is a blatant lie. The President has tried the seedlings, the micro-finance schemes and others, which haven’t created massive development. Museveni has since the 1990s issued various of schemes without any luck. The citizens haven’t gotten out of poverty or since proper changes in the era of National Resistance Movement (NRM).

The NRM have as a government offered both micro-financing schemes and direct agricultural support mechanisms, which haven’t been sufficiently institutionalized or even prepared for the needs of the citizens or the farmers themselves. That’s why the NAADs, SACCOs, OWC and Emyooga haven’t delivered the fruits. They have been spoilt and only been short-con ahead of the polls and created to gain popularity ahead of elections. Therefore, NRM are only showing up when they need people to tick them on the ballots. After that the whole thing falls like a house of cards.

That’s why hearing the “Kisozi model” is very easily to upscale for the whole country. I beg to differ, as the logistical bottleneck, the lack of institutions and the lack of procedures will be default issues that will destroy any sort of progress in this matter. The state doesn’t have the mechanisms or the machinery to pull it off. They have tried with the PDM, OWC and Emooya. They have proven they don’t have it in them or have the will to do so.

President Museveni can say it is easy and should have been easy. The State should have experience and knowledge of doing so. Nevertheless, we have only seen failure and misuse of office along the way. The state and ministries doesn’t have the capacity of the financial backing to do so. Neither does it has the idea or the plans to make it happen. It looks brilliant on paper, but we know it doesn’t have it or can achieve it.

The dream will become a nightmare. Yes, the public and citizens deserves proper government services. The farmers and the citizens deserves to be helped and get government subsidies to enrich their produce. However, we know it is futile and lacklustre. The state cannot finance or fix the issue. Especially, when it has failed in this manner time and time again. I wish it was differently, but all public reports on these mechanisms or schemes proves my argument.

President Museveni can lie… and say it is “very easy” but we know the truth. If it had been that easy. The NAADs and SACCOs would have solved this. The Emyooga and OWC would have done the trick. However, neither has and we know the drill.

The Kisozi model is nice for propaganda and beautiful pictures, but as an agricultural mechanism or support system. I don’t think it cut it. We have seen this sort of thing before and it only ends up in tears. Peace.

The regime can talk all it wants about freedom, liberty and democracy, but it’s actions are in stark contrast to those words. The leadership of Kampala, the National Resistance Movement (NRM) and President Museveni can act like they have opened up a Multi-Party Democracy. However, whenever there is a threat or someone who sparks popularity. That’s when the authorities and security organizations targets that political campaigning.

Robert Kyagulanyi aka Bobi Wine and the National Unity Platform (NUP) is on their second part of the Nationwide Mobilization Campaign. Nevertheless, for yet another day and another week it’s getting tear-gassed, road-blocked and meeting hostile law enforcement. NUP Activists being detained and leaders having to consult and negotiate to even be able to move forward. They have to beg to able to gather and meet. Therefore, you know the drill and the gig of the state is up.

The NRM and authorities fears the popularity and the voice of reason in Bobi Wine. They want him silenced and his party too. The ones who stands by his side and who associates with him can be touched too. Therefore, this Nationwide Mobilization is a troublesome affair. The state is using all means and now showing their true nature.

Bobi Wine and his party isn’t allowed to assemble and build their party. As the authorities block it and make it hard to even move. While the NRM says a lot of opposition parties are just working in their headquarters and not outside mobilizing people. It is for a reason why they can’t and cannot do it properly. That’s because there is road-blocks, tear-gas and other obstacles like today.

Today is just evidence of how the NRM operates and what it does to stay in power. The way the authorities does this stop Bobi Wine and his party. That’s all they do and it isn’t funny. It just shows the modus operandi and the impunity that reigns the nation. There is no peace or liberty when it can be so easily taken away from you. Today it’s the NUP and Bobi Wine. Tomorrow it might be someone else in the firing line.

This shows what the state does and how it works. Bobi Wine is just the example of a man trying to make a difference and his not allowed to criss-cross the Republic. That’s the message here and we can all see it. Peace.

Opinion: Museveni’s State House and Office of the President is fiscal in-disciplined….

“President Yoweri Museveni Tibuhaburwa now employs 2700 staff. ln his officer, the President of an impoverished country has increased his staff from 814 to 1350 including recently appointed 350 Assistant Resident District Commissioners. The Resident District Commissioners (RDC) are 145, Deputy Resident District Commissioners are 85 and now they have been joined by Assistant RDCs. There are 747 drivers in President’s officer, 47 stenographer secretaries, 38 officer typist and 90 presidential advisors among other staff. At his residence (State House), the President has increased his workers from about 1000 last financial year to 1304” (…) “The list of people advising our great leader keeps growing. They are now 123 senior and other presidential advisors. And this list excludes new appointments of people like Hon. Vincent Ssempijja, Harriet Ntambazi, Lydia Wanyoto, and Lt. Gen. Elwelu etc. The country is spending Shs 1,154,346,733 in monthly salaries for these advisors who as all ofyou know never gets to advice the President. Some have been given offices and vehicles further raising the cost of public administration. Some of these advisors are on State House pay-roll while others are on President’s Office pay-roll” (…) “At his residence, State House, the President who employs over 1300 workers is served by 356 vehicles including over 70 in his convoy” (Uganda Parliament – Minority Report on Annual Budget FY 2024/25, May 2024).

The Opposition Minority Report on the Annual Budget for Financial Year of 2024/25 is important. We will only look at the wasted expenditure and bloated expenses of the State House and the Office of the President. That’s because President Yoweri Tibuhurwa Kaguta Museveni always speaks of austerity and living within its means. While his hypocritical about his own actions…

The National Resistance Movement (NRM) and President Museveni are so often speaking of how people have to be careful with spending and being wise about their expenditure. Meanwhile the President is spending like a drunk sailor in the ports after a long journey at sea. That’s how this goes, and it shows.

We can wonder why he needs up to 2700 people to work in the two separate entities. The President is bloating his state and bureaucracy. That’s what he does and is misusing public expenditure to pay-off stalwarts and others as Presidential Advisors. If not, he gets them other titles and offices to pay them off. That’s why he has so many employed, but we know his more busy giving people wisdom than getting enlighten by others.

When you see the numbers and cheer size of the State House, you should be flabbergasted. Not that its anything new and has grown over the years. It is a way of keeping people as allies and paying them to be closely associated with him. Instead of having people seeking shelter and livelihood elsewhere.

The President is clever that way, but as a man who speaks of discipline and living within your means. His own actions don’t match his own words over the years. That’s because his words don’t matter, but political capital matters more. Museveni shows his priorities and being fiscal responsible has no value, but his associates is. That’s who he is and how he operates.

The State House and Office of the President is a cesspool of public expenditure and it’s so evident by this Minority Report. Peace.

Opinion: Bobi Wine will get no favours…

It is now evident that the National Unity Platform (NUP) and the leader of it, Robert Kyagulanyi aka Bobi Wine will face more trouble ahead of the 2026 General Elections. The 2021 General Elections is long gone and the trying times are upon it.

The kidnappings and abductions aren’t ceasing. The NUP is facing trouble from within and usage of political leverage to appease the ones who can be bought. The journey men and the ones fleeing other parties are now seeking a new safety net ahead of the next polls.

There is no denying that the “Red Wave” and the People Power Movement was the strongest ahead of the 2021 election. Now it has stalled and the institutionalization of the NUP has stifled it’s tracks. As well as it has suffered the lack of resolve and measures from within. The leadership in Parliament and beyond are questioned. Not that the NUP has power, but it has little to show for it. That’s the problem it has as an opposition and lacking any majority to seal any sort of political victory. Neither has it been effective in stopping or demonstrating against the regime.

This week the old petition against the state in the Uganda Human Rights Commission for blocking him from performing as an artist and holding concerts. It has been withdrawn and the petitioner has stopped it, before the UHRC has worked upon it or even made it a significant case. We have seen this with the stalling tactics of the state in regard to Dr. Kizza Besigye. Therefore, Bobi Wine is just getting similar treatment to him…

There will be no safeguards or help from the authorities. The authorities and the state has him as a target, a threat and they fear his rise to popularity. That’s why the government friendly media targets him and his associates. The ones who are aligned or dares to challenge the status quo. They are the ones who are possible victims and not the ones who can be shielded from trouble.

The Bad Man from Kamwokya will not be met with law enforcement to seek a better tomorrow. No, they will find something on and pin him on the cross. They are there to ensure his demise and end. That’s what’s the goal is and that’s his been able to run away for so long. Is triggering the ones in authority, as his supposed to lose steam and not be able to promote his vision.

Bobi Wine is supposed to fail and make a briefcase party. The NUP was supposed to crash and burn. There was supposed cases against the constitution and how it was organized ahead of the 2021 elections, and some is trying to forge the same narrative ahead of the 2026 polls. They want to hurt and take away the party that is ushering in a new future for the Republic.

That’s why Bobi Wine can never sleep or rest. He has to be awake and ensure the ones around him is people he trusts. Because people will use him and possibly weaken his cause. They will target him and try to play mind games with him. That’s why he must be careful. Nothing is given to him and neither to the NUP party. It is by default and by codes of the state.

The regime has already targeted the red beret, activists, leaders and planned mobilization of the party. There is nothing given to Bobi Wine and his likes. That’s why allies are Court Martialled or possibly taken by drones. There is nothing the state aren’t willing to do to incite fear. That’s why the NUP will continue to fight with their hands tied. While the state and authorities will belittle every move, because that’s what they do. Peace.

Opinion: My rebuttal to Magogo’s Third Force and Charter…

“Why we need the third force for the new Uganda

Coercion, propaganda, preaching hate of one against the other and sowing anger among the citizens will only make people more desperate and ungovernable. The new ensuing disorder will indiscriminately torment the actual and presumed aggressors and the aggressed. Instead, as a nation we should take the opportunity of the current calm and order to reflect on the new Uganda and the generations to come by creating a Post President Museveni Charter. This opportunity may never be available when disorder descends. If indeed we love our Motherland and we all want to live in a better Uganda now and for generations to come, then let us make this country peaceful, listen to each other, respect divergence in opinion and accept co-existence and this can only be achieved by honest dialogue” – Moses Hassim Magogo MP and FUFA President (08.05.2024).

The ideas of the FUFA President and Member of Parliament Moses Hassim Magogo isn’t new. Also remember that’s his in the National Resistance Movement (NRM). He is an asset of the government and serves it as an MP and a leader in Football. That’s why I take this with a grain of salt and wonders if these words are to inaugurate the Patriotic League of Uganda (PLU). Because that could be the “Third Force” because, he never mentions who they are and consist of.

Magogo MP is careful with his words here. Only speaking about a sincere problem. A bottleneck that the President and his inner circle has created. The prolonged agony of the tyrant and self-styled President for Life.

The “Post President Museveni Charter” is a way of saying there is a need for new laws and changes of the Constitution after Museveni leaves. That means every time there is a transition and a leadership change. There is a need for restructuring. That’s when you know the state and the lack of institutional procedures aren’t in affect. This is a signal that is sending alarm bells.

Museveni came with a Commission and created the 1995 Constitution, which he has amended in every hour of need. Now a MP from his own party says there is a need for a new Charter and change post-Museveni. That shows that the legislation and the laws currently aren’t made for the Republic, but to honour Museveni. This is really a statement of failure from the ones in office. They must clear up the mess and the dirt of the processor. That they have to re-institute and re-organize the government, as is…

Magogo MP might mean well by all of this… the Third Force, but for me its talk to safeguard and ensure longevity of the NRM. It is to have dialogue and give way to Gen. Muhoozi. That’s what this is… because this is calculated and planned efforts. They are speaking of propaganda and hating one and other. When the state is targeting dissidents, arbitrary arresting, court martialing civilians and using drones. That’s when the state is up too and will be remembered to do. Therefore, the talk of negotiations and dialogue needs to start with the end of impunity and injustice, which is rampant for the ones who really dares to challenge status quo.

“Honest dialogue” with the current regime is pointless. They are only there to find people eligible for a title and office. They are there to compromise and ensure their loyalty to the President. In the end… they are selling their integrity and future for a few silver coins. Therefore, that has to happen Post-Museveni. Museveni aren’t interested in a real dialogue or talks that undermine his power. He only wants to destroy and malign the ones who are in his way. This is why Magogo’s ideas aren’t for the time being worthy of discussion. Because we are talking about a timeline without Yoweri Tibuhurwa Kaguta Museveni. We don’t know when that will happen… eventually as a mere mortal, but we cannot know the day or the hour.

Alas, the troubles remain, and Charter will not be written. It’s a fools hope and that’s all we have. Peace.
