Weird team-up between UPC and NRM; getting crazier by the moment; beating history

There has been talking of a weird marriage in Uganda. Therefore I have to address it. First by the history between these parties, the parties I talk about are the National Resistance Movement (NRM) and the Uganda People’s Congress (UPC). There has been rifts between the and that for several reasons. It started decades ago. Decades ago between people who is gone and the still sole-candidate of the NRM then NRA. NRM got help to reach power by collaborating with UPC and their then leader Milton Obote. That is history that has vanished from the surface. If it wasn’t from the okay from Julius Nyerere the leaders wouldn’t have toppled the then dictator Idi Amin. But this story here isn’t about that marriage between them. It’s about the recent events happening in the last two days. Firstly I will address certain history and also pointers from the President Musveni himself. Then secondly see more narrow history and events that shows how strange it is to see UPC goes in talks with NRM. That NRM and President Museveni actually thinking of it, is countering everything for why they went against in 1980s and defiance against them in 1990s.

History – UPC and NRM:

“Museveni’s decision to fight the newly elected government followed that of former Amin soldiers who had already regrouped in the then Zaïre and southern Sudan and were executing a low-intensity insurgency involving sporadic incursions into the West Nile region” (…)”Following his decision, other fighting groups emerged, also seeking to topple the new government. Lack of organisational capacity for some, and for others failure to articulate a broad political agenda beyond simply toppling Obote, prevented them from developing into effective military threats to the government. However, owing in large part to experience gained from its predecessor FRONASA, Museveni’s National Resistance” (…)”Movement evolved into a broad-based movement able to galvanise a wide cross-section of society behind it. Several attempts at forming a broad united front failed (Bwengye 1985)” (Golooba-Mutebi, 2008).

“The 1980 controversial elections, organized on the multiparty basis, failed to produce a clear winner, sparking off another wave of instability and civil strife. Between 1981 and 1986, the country suffered a guerilla war fought by a National Resistance Army (NRA), spearheaded by Yoweri Museveni. The guerilla war partly failed Obote’s second Uganda People’s Congress (UPC) government efforts to return the country to normalcy”(…)” In the 1980’s parties existed but their members were constantly harassed, in many cases accused to be alleged collaborators with the National Resistance Movement (NRA) that fought in the UPC government. Despite these extraordinary constraints, parties remained resilient in Uganda’s politics. This disapproves the claim by Museveni that parties are only good for industrial societies (Museveni 1992)” (Makara, 2010).

“Consequently, the December 1980 elections were held under a tense atmosphere of considerable controversy, mistrust, political violence and threats of civil war. The UPC government which came to power after the elections was therefore faced with a crisis of legitimacy. In February 1981, Yoweri Museveni who had threatened to ‘go to the bush’ and wage war if the elections were rigged, launched a guerrilla war against the UPC government” (Omach).

“The National Resistance Movement (NRM) is a movement to resist UPC or what UPC stands for, i.e. national-democratic liberation. The earliest incidence of this resistance is given to us by none other than the founder of the NRM, Yoweri Museveni” (Adhola)

He recounts:

“We were staunchly anti-Obote. On 22 February 1966, the day he arrested five members of his cabinet, three of us, Martin Mwesigwa, Eriya Kategaya and myself went to see James Kahigiriza, who was the Chief Minister of Ankole, to inquire about the possibility of going into exile to launch an armed struggle. Kahigiriza discouraged us, saying that we should give Obote enough time to fall by his own mistakes. We saw him again a few weeks later and he gave us the example of Nkrumah, who had been overthrown in Ghana by a military coup two days after Obote’s abrogation of the Uganda constitution. Kahigiriza advised us that Nkrumah’s example showed that all dictators were bound to fall in due course. Inwardly we were not convinced. We knew that dictators had to be actively opposed and that they would not just fall off by themselves like ripe mangoes. Later I went to Gayaza High School with Mwesigwa to contact Grace Ibingira’s sister in order to find out whether she knew of any plans afoot to resist Obote’s dictatorship. She, however, did not know of any such plan. We came to the conclusion that the old guard had no conception of defending people’s rights and we resolved to strike on our own (Museveni, Y. 1997:19)” (Adhola).

Some more NRM – UPC:

The national-democratic forces made great gains in the struggles of the mid-60s. The war the NRM waged has simply served the reactionary forces. Upon coming to power, Museveni immediately moved against his most serious enemy, the Uganda Peoples’ Congress. His aim was to completely obliterate UPC. To this effect, immediately upon coming to power, the NRM decreed, through Legal Notice Number 1/1986, a ban on political parties. This ban was rationalised through a series of assertions that amounted to irrational reasoning” (Adhola).

Recent history:

“The NRA/M used scaremonger tactics to sow seeds of discord and undermine support for Paul Ssemogerere in the southern part of Uganda. Paul Ssemogerere’s alliance with the Uganda Peoples Congress (UPC) and his statement that he would not oppose return to Uganda of former President Milton Obote, were used by the NRM to scare people from voting for him. Thus instead of using democratic elections to resolve conflicts, the NRM leadership used the elections to entrench the north-south divide and to maintain the southern consensus on which it relies to remain in power. The results of the presidential elections reflected the regional north-south divide. Thus, although Yoweri Museveni won the presidential elections with about 75 per cent, he lost by a wide margin in war ravaged northern Uganda. The same voting pattern was repeated during the 2001 and 2006 elections, which indicated a deepening of the north-south rift” (Omach).

Milton Obote statement in 1990:

“My 1987 Paper is now a “prohibited document” in Uganda and Kagenda Atwoki, the Administrative Secretary of the Uganda Peoples Congress (UPC) is now on trial for being in possession of it. Atwoki had been reported by the BBC as having said that Museveni’s well known wars were wars by the regime against the people. He was arrested and detained but was later charged with “being in possession of a prohibited document” despite the fact that the Paper had never, to date, been gazetted as “prohibited” in accordance with the Uganda law of sedition. Atwoki remains charged illegally but the real reason for his suffering is because he dared to expose Museveni’s massacres” (…)”he ban on political activities applies only to the UPC. The definitive political target of Museveni’s National Resistance Movement (NRM) and its armed core the NRA is the “Removal of UPC/Obote’s dictatorship by force of arms”. The document was issued in 1987. Having observed the DP leaders at close quarters throughout 1986 as members of his Cabinet, I have confirmed that the NRM/NRA and the DP had one common target: the destruction of the UPC, not by the ballot but by force. Having found that the DP was, so to speak, a toothless bulldog, Museveni ordered the production of Appendix One in 1987. The destruction of the DP is in Paragraph 3.3 of that document but even that fact has not diminished the attachment of the DP leaders to Museveni’s regime” (…)”After he had overthrown the Okello Junta, Museveni wasted no time in ordering an onslaught onto members of the UPC throughout Uganda especially in the Eastern Region. As an excuse to kill, arrest and beat, terrorize and brutalize UPC members in Busoga, Bukedi, Bugisu, and Sebei, Museveni’s functionaries invented what they called “Force Obote Back Again” (FOBA) Movement. No such movement ever existed but thousands of UPC members were killed, arrested and detained, terrorized and brutalized for allegedly belonging to it. It is a sad commentary that the DP leaders and members not only gleefully welcomed but also assisted the NRA in the persecution of UPC members. Today, the ordeal covers and affects all in the East and North irrespective of Party affiliations; and as their members groan and die together, of course with UPC members, Ssemogerere and other leaders of the DP see nothing untoward with Museveni’s regime. Being a Minister in Museveni’s regime would appear to them to be of greater importance than the groans and deaths of thousands upon thousands of fellow citizens” (Obote, 1990).

Press release from 2001:

“The rampant and wanton intimidation, abduction, killing and deliberate and ferocious, installation of a sense of fear in the minds of the citizens perpetuated by the armed supporters of Lt. Gen. Yoweri Kaguta Museveni. Museveni’s record of killings is recorded in the districts of Luwero triangle where he supervised the murder of most UPC leaders, chiefs and supporters and hid them in mass graves. He later commissioned Capt. Zizinga to exhume their skulls and parade them as victims of the UNLA. He has recently stated his intention to continue displaying the skulls in Luwero perhaps to permanently remind Ugandans and the world of his exploits” (…)”Instead of sorting out the political mess that he has created in Uganda, he has resorted to misinformation. He has again tried to drag UPC and its leader Milton Obote in his problems. On the occasion of opening the Workers House Museveni was at it again. He claimed that UPC took workers money to build Uganda House” (…)”UPC is not a body corporate and does not own Uganda House. In the Consent Judgment signed by Museveni’s government and MOF, the owner of the house is clearly stated to be MOF” (…)”All lawful and peaceful avenues to challenge the illegitimate actions of the monolithic regime as UPC has always advocated have now been closed and all indications are that as a last resort survival strategy the people of Uganda may resort to violent and illegal actions to restore Uganda to constitutional order and to stop further political disintegration. Since UPC is debarred from organising at the grassroot level, it is not in a position to dissuade or deter any persons who may be driven to take the violent or illegal path” (UPC, 2001).

This here has been the historical part between them. I will now bring recent events in the UPC to show the frictions and weakness of it. To prove how volatile it is and wonder what argument the leadership of UPC has to support and make a coalition with NRM, instead of the other opposition parties in the The Democratic Alliance with the likes of JEEMA, UFA; DP, PPP and FDC.

So let’s see something in narrow history that gives the fractions growing in the UPC:

In 2011:

“Yesterday the UPC party president Mr. Olara Otunnu made changes in the National Party Officials and dropped two people namely; the Party Secretary General Mr. John Odit and the Secretary for Policy and National Mobilization, Mr. David Pulkol” (…)”What is more astonishing is that the party president has chosen to sack Odit and Pulkol at a time when they are just returning from a field trip together with other party officials where regional meetings aimed at strengthening our party structures have been successfully held in Busoga, Bugisu, Bukedi, Sebei, Teso, Karamoja, Lango, Acholi and Westnile. Bunyoro, Toro, Ankole and Kigezi meetings cannot be stopped and must take place by 22nd December 2011 as scheduled. Likewise, the Buganda grassroots elections, which Otunnu has severally tried to block in vain, will continue undisturbed till we are sure the job is fully done.”  (…)”Aware that Otunnu has since his election as party president been a man of mixed signals, secrecy and clandestine movements we would also like to use this occasion to disassociate ourselves from his activities for the sake of building, a reliable, dependable, transparent and law abiding party. As people who have worked with Mr. Otunnu we would like to painfully state, especially for the benefit of all party members, that Mr. Otunnu has never liked and does not love UPC. This could possibly explain why he forgot to vote for himself moreover after using 100% of all the available party funds then for his presidential campaigns alone” (UPC, 2011).

In 2015:

“Following the ruling of Hon. Justice Yasin Nyanzi of the High Court of Uganda (civil Division) on an application for Interim order filed by Olara Otunnu and Five others Misc.application No 412/2015 arising out of Civil Suit No 238 of 2015 made on 30th October 2015, in which Amb. Olara Otunnu (Ex-UPC Party President) had sought an injunction against the UPC Leadership of Hon Jimmy Akena from performing his duties and functions, the decision of UPC members across Uganda as affirmed in the UPC District Conferences presidential Elections and the UPC Delegates Conference of 30th May 2015 and 1st July 2015 respectively was reaffirmed by the High Court of Uganda. This therefore clears the confusion created by the Ex-President of UPC Amb Olara Otunnu about the legitimacy of the Leadership Hon Jimmy Akena. The Leadership of Party President Jimmy Akena extends an olive branch to all Party members who had been caught up in this confusion to rally behind the party” (UPC, 2015).

There is as you seen been steady frictions between the parties for several reasons because of the leadership of both parties. This is natural especially when at one set of time the one party was ruling and it actually the party that was ruling in 1960s and later in 1980s before the bush-war put the other party to be the ruling party. The rhetoric from them both is natural, because those both want to power and now the NRM-Regime is clinging to power. There have even been more movement from the NRM towards the UPC then you might expect.

So that Olara Otunnu said this in November last year:

“It is not about a little piece here, a little leg there, you fix this, and you bridge this gap, no. The system as it is now; the status quo is completely without any legitimacy. It is a system which is integrated, married into State House machinery and controlled by Yoweri Museveni at State House. We want to dismantle that and put in its place a new system which can guarantee free and fair elections” (…)”But there are Museveni elements within UPC and have been using UPC colours; using UPC shelter to cause problems within the party and to push Museveni’s agenda within the party” (NewVision, 2014).

Otunnu

On Olara Otunnu leadership and Museveni:

“The UPC members in the northern Kole District have abandoned their party leader, Dr Olara Otunnu, claiming he lacked the capacity and vision to carry the mantle for the people of Uganda” (…)”“We are not going to base our support on partisan politics, we want leaders who can lead the people of Uganda and this time around, we don’t see any one, apart from Mr Museveni. He should rule until he dies,” said Aboke Sub-county official Boniface Odyek” (Oketch, 2014).

So with the fall of Olara Otunnu of the UPC has been a steppingstone for the Jimmy Akena.” Son of the late Dr. Milton Obote and Lira Munipality MP Jimmy Akena has been voted as the new Uganda People’s Congress (UPC) President.  Delegates from 62 districts in Uganda chose to entrust the party leadership with the son of the party founder “ (…)”Akena’s victory implies that the Obote family once again takes charge of Uganda’s oldest political party. Akena replaces Olara Otunnu who failed to unseat President Museveni in the 2011 elections” (Ortega, 2015).

So that the son of Milton Obote is now in talks with Yoweri Kaguta Museveni and his NRM to have a merger/union or marriage between them during this 2016 is a special one. Especially with the history between the parties; NRM has since day one tried to dissolve the UPC. UPC has never had the same interest of NRM, for the simple reason Museveni never wanted the Uganda UPC wanted to have. Because the Uganda UPC wanted to have was a certainty that NRM and Museveni was not the Mzee and the commander in chief.

The rhetoric and history between should alone tell the tale. It’s so significant if the son of UPC founder Milton Obote – Mr. Jimmy Akena takes his father’s party into an agreement with his arch-enemy Yoweri Kaguta Museveni. That is significant!

Kabaka in the Bush with NRA P2

Milton Obote was even years after defending his party and ways. All of choices in his two short terms wasn’t also that wise; for instance with taking powers away from the kingdoms and their kings. That gave the public and power reach the levels that made the country react to it. That gave an edge to NRA/M. They could promise securities and reinstate the kingdoms.

If we go further into the recent; the way the fall of Olara Otunnu seems like Jimmy Akena has taken it with force and had to get it verified by court. That doesn’t seem like a healthy party structure. Museveni has taken and seen these fractions inside the party.

If that wasn’t enough; Olara Otunnu was working together with the TDA and other oppositions. Even if his maiden party hasn’t had that coming and their Head Chief sees it differently… Jimmy Akena has said this in September: “TDA wants UPC to use its colour orange, instead of our colours. There is no way UPC can do without the red colour” (…)“If we cannot agree on what we are struggling for, it’s going to be hard to unite” (Apunyo, 2015).

Jimmy Akena said this later in September: “I have come to protest UPC’s alleged endorsement of any candidate in the TDA race” (…)”Our party withdrew from TDA long time ago. We didn’t want our name dragged into something we didn’t know” (Kazibwe, 2015).

So that the party went out of the alliance they also lost a lot of goodwill from the other opposition parties. Also they still don’t have a clear mandate for presidency because Jimmy Akena didn’t even put the effort in become a President or filling in the Nomination. So that their have to have an agreement with somebody else to gain traction in 2016. This is all ironic coming how the UPC organization and members has blamed Olara Otunnu for the way the results was after 2011.

Jimmy Akena is not looking solid either if he sells his father’s heritage to becoming the NRM bedfellow. NRM has not the interest of the UPC. UPC is supposed to be a genuine party with its own interest. The same is it with NRM. Also the same with the parties that is a part of the Democratic Alliance which also supposed to have their own agenda and goals in the coming general election that we all know about.

UPC is allowed to go into alliance for their benefit. But they should also think of what their gaining because the NRM is just a vessel of loyalist of Yoweri Kaguta Museveni. The man who has since the beginning of the 1980s has been totally against the UPC, because himself want sole power and sole-candidacy. Therefore it took years after 1986 before the Movement system was strong enough and the legitimacy was there, then he “released” the parties again. One of them apparently happens to be UPC, which he has had a passion trying to destroy. That was because this party was in his way to power.

So Jimmy Akena must have been greased especially with the moles that Olara Otunnu was talking about November 2014. Akena might be one of them. Still strange from an outsider knowing the history between Mzee and UPC; which the UPC wants to collaborate with NRM. Seems for a ten-years ago something fitting in a sci-fi novel or John Grisham spy-novel.

But now we are here. And if they sign an agreement with NRM; then the UPC has sold it soul to the NRM. NRM has only to get more legitimacy from somebody especially with nearly all the rest of the parties joined hands toward the Presidential candidate of Amama Mbabazi. That must be a torn and also with FDC’s strongman who is getting a vivid following of Dr. Kizza Besigye. That he is talking and negotiating after the Kofi Annan Foundation in London.

NRM must have felt weaken by the TDA. UPC must have felt left alone when they did leave the TDA. NRM had not an invitation to join the TDA. That was because the TDA has one function to get the NRM-Regime away from Power. UPC doesn’t have the same power as the ruling parties and have suction in most areas of the country. That is what UPC is buying. UPC can’t be that weak, except they are being greased or offered something they can’t refuse.

UPC and Akena will never be forgiven if they agree with NRM. Not because all the people’s in NRM is greedy. But many of them are and many are there just to earn the coins. They had proven since 1986 that at one-point they lost the Taxation with Representation. UPC will be like a branch to the Movement System and LDCs instead of their own. Museveni is ruling with Iron Fists. Akena will only gain money and might even position in the coming rigging elections. But the pride of being a strong opposition he is not. That we can also see with the way of handling the TDA and the new coming deal in the NRM. Peace.

Fifth day of Presidential Rallies with issues between the Media and the NRM + KCCA saga continues.

Today it’s the fifth presidential rallies in Uganda. The first working week is over and the rallies will continue. Yoweri Kaguta Museveni is not riding in military vehicles, instead sending the NTV packing for their so-called biased views on the rallies. Then he does love the New Vision today who had a 5-page special on the NRM. There more deflections from the party. I will not spill all the beans. So keep on reading!

NRM Rallies and other issues:

NRM and Media:

Museveni expels NTV from his media team after what he called unbalanced reporting on him. As per now, NTV journalists are being escorted back to Kampala by soldiers of the Special Forces Command. Daily monitor was also warned of a possible closure should their reporting continue to ‘favour’ the opposition ‘against’ Mr. Museveni.

Dr. Livingstone Sewanyana needed to have dialogue with the media houses of New Vision and Bukedde about the current concerns the coverage of the campaigns. Dr.Sewanyana is a member of CCEDU, so he surely wanted to discuss the 5-page piece directly on the NRM rallies yesterday and not much about the other parties in that paper today.

NRM Demonstration 13.11.15

Demonstration from the guys making NRM dummy plane for NRM Rallies:

For this dummy of a ‘plane’, the ‘manufacturers’ were reportedly contracted for Shs 400m to have this ‘crowd-puller’ at all President Museveni’s campaign rallies. Having not seen even a coin so far, a group of about 15 youths today stormed Kololo Independence grounds to take back their ‘plane’ but were ordered to back off by the mean-looking military police guards. So mean, the guards were, they threatened to beat up and break the journalists’ cameras who had been tipped off about the demo – warning; “for us, we are not your ordinary policemen”

Yoweri Kaguta Museveni had a rally at Omuge School in Bala Sub-County. Where he said: “Government to set up and maintain boreholes”.

NRM 13.11.15 Kole South

NRM campaign in Kole South there was even UPC Officials was endorsing the President. At Benson Ogwal Obua the UPC spokesman has told the NRM Caucus and at the Rally that the UPC votes in the Lango Sub-County should vote NRM. Jimmy Akena of the UPC said this about TDA today: “Our instance on lowering our flag at TDA offices was because we hadn’t agreed to join the alliance. Party hadn’t agreed” (…)”I can’t make a decision on behalf of the UPC. Such decision are made by the party. Currently, we’re listening to both sides” (…)”We are listening to all voices. Our purpose in this election is to restructure the party and target 2021” (NBS TV).

NRM members in Mbarara deflect to FDC:

“About 200 angry supporters of the ruling National Resistance Movement in Mbarara district this morning denounced the party and proclaimed support for the Forum for Democratic Change” (…)”The supporters led by Bitekyerezo’s chief campaigner Polly Katwiire gathered at Mbarara independence grounds before the Deputy RDC Jimmy Kateera and started destroying their party cards” (…)”They accused Chairman Jomo Mugabe of altering the election results and going ahead to publicly brag about it” (Nahamya, 2015).

NRM members and even FDC members from the Masaka deflect to Go-Forward:

“More NRM party members, including councillors from Masaka sub-region, have defected to the Go-Forward camp, declaring their support for Mr Amama Mbabazi’s presidential bid” (…)”Among the defectors were Dr Shanon Kakungulu, who represented Masaka Municipality in the 6th Parliament on NRM ticket, Ms Salama Nakandi, Bukomansimbi District speaker, and Mr Andrew Mutebi, the youth councilor” (…)”Others are Mr Daniel Ssejoba, a councillor for Lwabenge Sub-county in Kalungu District, Mr Raymond Sserunkuuma, an aspirant for the Masaka Municipality MP seat and Mr George William Bbuye. The political wave also snatched Hajj Musa Mutebi, the FDC chairperson for Lukaya Town council” (Ssekweeyama, 2015).

Dr. Kizza Besigye in Kaliro at Lyantonde District:

«How can 19 women die every day and then u find women singing no Change? That would be singing no change to your grave”.

Dr. Kizza Besigye said this at Katovu:

“Why should we have a parliament of 400 MPs! Only 150 members can be enough. We will reduce the cost of administration and do away with unnecessary expenditure. We will not have RDCs and presidential advisors. We shall only have 20 cabinet ministers and 20 state ministers. These ministers will be the presidential advisors.”

Fourth Day of Presidential Rallies in Uganda + Electoral Commission Rigging leaks

In which nation is it natural that the President who campaigns rides around in Personal Armored Carrier in Abletong. While Dr. Kizza Besigye had a special day on the road helping other traffic and vehicles to cross broken bridge in the Kanungu district. Later he held rallies in the area. Professor has turned into social media. Maureen Kyala continued to campaign in Jinja. Ben Binaro has even had a campaign and the first campaign day for Abed Bwainiko in Kairo and Budaka! Congrats, welcome to the race and Go-Forward was in Luweero today! And here are the details, also so side-notes. Not as sad as yesterday, though the ones caring for the economic future for Uganda should mourn. But let’s take a look!

Towards the Kanungu Town the crowds went in procession and meeting the FDC team in the town following the rallying team for party towards the venue where the rally supposed to happen. It will be where Dr. Kizza Besigye is about to have the final rally for the day. He had police escort into town when they finally arrived after struggling on the washed away roads.

In Abletong he drove with Personal Armored Carriers in the area to get to the venue in Abletong to have his rally! He needed the Army vehicles to get around and he has been in charge since 1986.

Professor Baryamureeba has official suspended his campaign, but after a day he has taken it to social media. “Has refuted claims that he has quit the race. Barya says he had only paused his campaigns, citing security concerns but vows to continue with his ambitions for the presidency. He has appealed to the Electoral Commission to ensure that candidates, especially those who don’t enjoy the benefits that come with incumbency, are supported” (NBS TV Uganda).

They had a rally that was stopped by the Police in the Wobulenzi and the crowds were cut off by the UPF. They even beat some of the crowds who were wearing Amama Mbabazi T-shirts. Surely the Police have learned a lot by the NRM-Regime in the area.

A move to Go-Forward from Dr. Kizza Besigye:

DP’s Brenda Nabukenya trounced NRM’s Rebecca Nalwanga.

But in this election, I saw FDC’s Kiiza Besigye working so tirelessly to see Nabukenya wins. He fronted the idea of having a one joint Opposition candidate and defended it so Fiercely that’s why his party did not bring any one to contest against her. He moved with her to the trenches of Luweero to canvass for votes. He left the tally Center at 3am after the returning Officer declared her the winner. I was really impressed by the kind of Support he extended to Brenda Nabukenya. Today, Hon Brenda is not for Besigye, She is decampaigning him, She is going Forwad. She Believes Rt. Hon. Amama Mbabazi is better than the man who made her (My sources say so).

She put announcements on the radio inviting all the people of Luwero to attend Hon. Amama Mbabazi’s Fourth Rally today.

Third day of Presidential Rallies in Uganda and some reports on the PFMA and KCCA

There been a new day on the trail the third one. This day has made most sad. Not by what has been said or really done. Though the news of certain candidates abducted and detained at Jinja Central Police Station. That is sad, but not a shock in the environment they campaign in. It was just a matter of time. The really sad thing is not that the President rallies in a Helicopter in the Northern Ugand with Bebe Cool Yellow-editing the reality. That is just expected by the NRM-Regime. What are sad is not the bad roads that FDC is travelling in Kisoro. That is also expected. What is sad is that the Parliament has fulfilled the wet-dreams of President Museveni with adding his wished amendments to the Public Finance Management of 2015. That is sad. But let’s go through the election trail while we also have a little bit of sorrow for the cancellation of Nominations of the Lord Mayor race in Kampala. Cowardice from the Electoral Commission, check it out!

Go-Forward rallies:

Amama Mbabazi held rallies in  Mityana today. At Mityana he received a spear, shield with the water-hoe symbolic of agricultural roots. DP Norbert Mao is part of the trail, even FDC’s Beatrice Anywar!

Beatrice Anywar said this today: “Who knew DP members would be at the same rally with FDC and NRM members, this is possible with Amama Mbabazi”.

Mathias Nsubuga said this: “We have not sold DP to Mbabazi. TDA is an alliance seeking change in Uganda. Change one person can not bring”.

At the Mityana rally a man asked “Amama how they used to rig the elections?”, he answered the man: “Never leave the premises or polling station”.

Amama Mbabazi said this today: “Every generation has its responsibility. Ours liberation this country, brought it this far. Need to carry on” (…)”I know a lot and can assure such (vote rigging) will not be done this time around”.

PRESIDENTIAL CANDIDATE MABIRIZI JOSEPH ABDUCTED FROM HIS HOTEL ROOM IN IGANGA

This is an official statement from the Head of Bureau.

At around 2.00am this morning, 11th November 2015, TIC Presidential Candidate Elton Joseph Mabirizi heard a knock on his hotel room. When he asked who it was, the assailant said : “I am your bodyguard”. So he opened. It turned out that it was not his bodyguard but two strange men.

He was in his Pajamas but without a top (bare chest). In that state he was blindfolded, walked to a waiting car, forced into the car boot and driven off to a bungalow where he was ushered in a room and unfolded. In the room he saw three men dressed in military uniform and the two plain clothed ones that had picked him from the hotel. They made no attempt to hide their faces.

He was thoroughly roughed up and warned that if he still wanted to stay alive, he should quit the Presidential race. They had a hot plate in the room which they plugged into a socket till red hot. They told him that if he does not abandon the campaign, next time they would make him sit on it.

He was then blindfolded again and dropped at a small urban settlement at around 3.30am,. He was rescued by the area LC who made arrangements to take him back to his hotel.

It should be noted that he has 11 armed Counter Terrorism Policemen guarding him. Not even one of them including his personal body guard learnt of the abduction until he was brought back to the hotel by the area LC I.

The latest now (12.03 pm) is that he has been driven in another police car to Jinja Central Police Station and has been taken inside.

We have spoken to the EC spokesperson Mr. Taremwa to report the incident. We explained that our candidate had been abducted under that watch of 11 counter terrorism policemen. The phone went off during the conversation. We have called back five times- he is not picking his phone. We have sent a text message to him requesting to call me back. It is now 30 minutes, he has not done so yet.

This should give an idea on how important the EC takes Candidate security.

We shall have tie to address the press when my candidate has been safely evacuated from Busoga region to Kampala.

 Today he was scheduled to address rallies in Jinja and Mayuge.

It is not clear whether he will be able to do so.

Addressing the press on the obnoxious KCCA Amendment Bill that seeks to whittle down people’s sovereignty. It’s only a collapsing regime that takes refugee in draconian laws. I have submitted to the Electoral Commission all the relevant signatures endorsing my candidature ahead of the nominations slated for Monday 16th. I have also called for a stakeholders’ meeting tomorrow 12th November at my residence in Rubaga at 11am to chart a way forward. The struggle continues”.

NRM Primaries – Saga doesn’t stop:

This morning l have submitted a video recording of massive rigging in Makinddye Ssaabgabo Municipality masterminded by the Municipality NRM Registrar Charles Settebere, in favour of the outgoing twice flag bearer . l have submitted it to NRM Electoral Commission Legal Officer Mubarakia Kalungi, but his boss Dr. Tanga Odoi and NRM First Vice Chairperson Ah Haji Moses Kigongo, were also aware of the event. l have called for the cancellation of results and a call for fresh party primaries, and to do away with the notorious registrar, Settebere, and replace him with one from the headquarters. All Polling Station registrars should also be reinforced from those at headquarters. Failure to respond to my prayers, l intend to stand on an independent ticket. In my own observation however, three man Tanga Commission is over whelmed. Capt. Abbey Mukwaya Committee should come to its rescue” (Written by Ahmed Musaazi).

In Kijabijo (Gayaza Karagi Road). The community says «they need power back». They have spent 4 months since the transformer was taken by UMEME. So they have put fires into the main roads as a demonstration against the government and UMEME for taking away electricity.

Side-note 2:

Eng. Dr. Badru Kiggundu of Electoral Commission has suspended the nominations for Lord of Mayor of Kampala. Surely they trying to coup the place for Babu instead of having a fun race between Raga Dee and Erias Lukwago. That is because the NRM-Regime hasn’t the balls to do so, because they know what might happen! Especially since they remember in 2011 and also the last by-election in Amuru…

Side-note 3:

Finance Minister Matia Kasajja told the Parliament today that there is no money in the Contingency Funds therefore the need for the Public Management Fund 2015 Amendment. The sad note on this matter is that the Parliament passed it. So the Government can just ride into the Bank and take short term loans as they please now!

Aftermath: 

Think that was enough for the day. Don’t you think this was more than enough. THE PMFA 2015 amendment is frightening enough. The things that been said on the trail is not important, now the Government and the ruling NRM-Regime has secured funding for their campaign and buying of fresh gear to their “Anti-Besigye-Act” and their fresh tear-gas. Surely these elections will be mad and brown bags. Since the Bank of Uganda is now a free for all. You can be surely be proud Hon. Kasajja and President Museveni, there will surely be inflation and devalue of the Shilling in the near future. Kiss 5% inflation rate goodbye! Peace.

Second day of Presidential Rallies in Uganda and other reports affecting to these elections

The candidates have been to different venues. The kick-off of the election season was yesterday. This is just the second day of the rallies for the 8th candidates in the race. Still I will promise I can’t have the ability to follow it as tight until 18th February 2016. So now from now on the will be other types of articles and blogs from me. It’s heavy to know and get all the report and fit in one piece. With the information from all of the different camps and parties involved. But here are some of the basics of the second day, also other actions that has happen. Not between the venues of the candidates, but initially the bigger picture.

Because in the Parliament they have discussed the Public Finance Management Bill of 2015, AGAIN, TODAY! This offers certain advantages to the government and less accountability for the Parliament. This gives the Government an opportunity to take short-term loans without thinking… That should get people rise their eyebrows and sneezing because of the BS from the NRM-Regime to achieve their goal. A free-way to bank and not due diligence on the short-term loans, that should not be a possibility, because that opens up so many worm-holes and pigeon-holes for an embezzlement and added corruption, last but not least. Something that make the economy even more volatile ads up more problems that can lead bigger inflation and higher prices, and last also devalue the shilling. Because of the more flow of monies and less control of the flow of currency in the country, that ends with less value of monies in general.

Handouts during elections:

“This is particularly not surprising since a large percentage of the electorate is extremely poor and vulnerable to monetary handouts. But besides cash handouts voters have also been compromised with petty handouts that are largely consumptive and have no long term impact on their lives. All this is conduct that is contrary to the electoral law but seems to have grown unabated” (…)“During elections inflation tends to skyrocket, which creates problems for the economy”, Muhumuza, an economic analyst with KPMG, says. “The inflation, he says, has a far reaching impact that not only slows down economic growth but has the potential to wipe out gains” (Ladu, 2015).

Express concerns of paying debts:

“The petitioners told the secretary general, Justine Kasule Lumumba, recently at Parliament that the purpose of their request was to express their dissatisfaction over recently concluded party primaries, explaining that the postponement caused them to incur a lot of debts.“The NRM Electoral Commission (EC) kept postponding voting in the primaries; the delay caused a big financial strain on aspirants, because we had borrowed money” (Kiwuuwa, 2015).

NRM hires a VJ to Campaign for Museveni:

“Famous local movie translator Commonly VJ Jingo (now a Ssalongo) is now in monies following a new deal from Kyadondo that indicates that Jingo will be bagging Ugx. 200 million to provide mentions for NRM’s party flag bearer President Museveni during the presidential campaign due next year” (Newz.ug, 2015). I know I am late to the party, but still worth noticing right!

Crime Preventers

DP on the Crime Preventers:

“DP Deputy Spokesperson, Alex Waiswa told journalists at the City House in Kampala that they have learnt from credible sources that this brutal act was executed by crime preventers in the area. “We strongly resisted the creation of crime preventers having forecast such incidences; these groups have been formed and passed out at such an elective period with the sole aim of bogging all attempts by the opposition to the take over power in the 2016 general elections,” Waiswa said. “I want to assure Ugandans that no amount of attack or intimidation on us shall hinder our candidate and the group to continue campaigning and subsequently take over power in 2016,” Waiswa noted” (Segwa, 2015).

The Deputy Spokesman Polly Namaye: “The Police Policy is to ensure as little engagement with the public terms of crowd control. We will only use means such as tear gas where absolutely necessary” (…)”The decision, according to the source, could also informed by the fact that the force wants to avoid using expired stock” (The Insider, 2015).

Seven Amama Supporters detained:

“Even Amama Mbabazi supporters are currently detained at Namataba Police Station. Go Forward’s PRO Mayanja Nkangi says they have been told those in police custody committed the offence of ‘driving a car with machines’. Mbabazi is expected to hold his second rally this afternoon in Mukono” (Investigator, 2015).

NRM reaction to the Go-Forward rally:

Earlier today the NRM had a procession in Mukono. It just had to happen the day that Amama Mbabazi and the Go-Forward team were coming to town. After this they held an Anti-Amama Protest in town.

Deflections to Go-Forward:

“The Iganga District vice chairperson, Mr Ezra Gabula, has declared his support for former prime minister Amama Mbabazi, saying President Museveni has lost track and is no longer focused enough to lead the country” (Sigira, 2015).

Go-Forward rally in Mukono:

At the Mukono Rally of the Go-Forward one of the speakers Mugoba-Nsonga tells Ken Lukyamuzi: “You have two weeks to join Go-Forward lest you are no longer part of the party president”.

“Thomas Kategere who is also the National Resistance Movement flag bearer for Kamuli district LC5 chairperson on Monday crossed to Museveni`s camp when he drove all the way from Kamuli to attend the latter`s first presidential campaign rally in Luwero district” (Okello, 2015).

Inside the village of the Karaja County in Ntungamo district. In the village he had to stop to greet supporters and even held a speech to the greeting public. At the village level more than hundred people left their NRM-Cards to the Dr. Kizza Besigye and told that they would not vote for Museveni and NRM no more.

“In November 2013, Parliament’s Government Assurance Committee released a report indicating that since 1986, Mr Museveni had not fulfilled pledges totalling to 817 whose worth was estimated at Shs13 trillion in key areas such as roads, hospitals, schools, airports, bridges, electricity and industrialisation. And he insists on running for another term of office?”

To the people of Rubare and Kitwe thanks for braving the rain as you waited for our arrival. With this spirit of defiance against heavy rains we shall surely win this election. Let us lift our country through a spirit of sacrifice and commitment like we have exhibited today. I would like to encourage those who have turned in their NRM party cards to remain steadfast and resolute. It is as well very touching to see you pull out your 1000, 500, 100 shillings to finance this campaign. You have given new meaning to the name ‘The People’s President’. Mwebare munonga. We congratulate TIC presidential candidate Mr. Mabirizi Joseph and his colleague Mrs. Kyala Walube on a successful first day of campaigns. Mabirizi left Kampala a bit late which caused problems for Iganga- the Iganga rally has been rescheduled to tomorrow mid morning before proceeding to Bugiri and Namayingo. Kaliro was great.

Today Maureen Faith Kayala had a rally in Busoga. At the rally she promised to make Joseph Mabirizi her VP.

Reports saying this about one of the candidates:

Gen. Biraro is still studying the situation. He won’t rush, victory is his, he projects a 80% sweep.

Journalist Detained because of the crowd photoes of the NRM rallies:

Five Journalists and photographers who were covering President Museveni rallies in Nakaseke and Nakasongola were arrested and detained. They were forced to delete all there photos and videos. The journalists and photographers had covered poor turn up of Museveni rallies. They was later released after deleting the photos.

The singer says the incumbent will retain the presidency “because he does 4 rallies a day, with the same crowd within a single district while others do one at most two a day and have even resorted to manufacturing pics to seek false confidence” (NBS TV, 2015).

In Amolator the Lango Chief Yosam Odur gave him a spear and shield. So Museveni got respect from the local folks here.

This is what I have from today. It should seem as enough. Second day of Election rallies. There been a lot and also lots of action on the ground. Hard to cover it all and give an edge that Daily Monitor, New Vision and all the other media houses does. So this is my go at it. I will follow the election, but I can’t do it this heavy in the coming days. But will try my best so that the cover of the election gets a bit fair.

First day of Presidential Rallies in Uganda

Besigye Supports on the Road to Rukungiri 091115

Today is the first day of Presidential Elections rallies that has been harmonized with the Electoral Commission. The Camps or Parties has travelled around the country while one candidate still works with the commission to get a go to campaign. The ones that really seem to matter is the President Museveni in Luweero, Amama Mbabazi and People’s President Dr. Kizza Besigye in Rukungiri. And the best of all, this has been very peaceful and IGP Kale Kayihura has put his tear-gas and violent men to the side. It’s rare to see so little activity from the UPF and the peace that is at venues today. Hope this continues. Because its good to see the crowds, though we surely knows that certain levels of the NRM crowds are shipped there as the Crime Preventers are taking buses back and forth from venues to listen to Mzee. But enough of that! Let’s feel the flow of the day, start with the economic situation and then address the Elections as they have unfolded. The reports are not it all, not full speeches or such. But pieces and gist’s of what has been happening.

Before I go on the trails with the candidates and their trails, I will show a report from the Watchdog:

“A well-placed source at the Ministry of Finance has told Watchdog that President Museveni ordered the Ministry to arrange for him Shs500 billion. The source suspects the money is meant to fund Museveni’s campaigns. “He gave us only one week to look for the money and send it,” he said. The move came at the time some civil servants have not been paid for about three months. But that is not the sad bit. The Finance official told Watchdog website that the money had to be cut from various ministries” (Watchdog, 2015).

Money to MPs to be energized for the Elections:

“While asking NRM MPs to support the proposed amendments to the Public Finance law, the minister for planning, David Bahati, warned of a crisis in government, if Parliament rejects a new Bill that seeks to amend the current law to allow government, among other things, to borrow from Bank of Uganda. Daily Monitor broke the story when the Parliamentary Commission, secretly approved a 40 per cent pay rise for MPs and House staff, in a move the Clerk to Parliament, Ms Jane Kibirege said was intended to motivate members ahead of next year’s elections” (…)”However, Mr Bahati’s explanation according to sources did not go well with some senior legislators led by Mr Emmanuel Dombo (Bunyole East), who insisted that the Shs286.7b in the Contingency Fund went to State House and defence operations. Asked why government is broke, the Ministry of Finance Spokesperson, Jim Mugunga, said: “Government is not broke. Some ministries and government departments received more money in the budget.” (Mugerwa, 2015).

Car as an election gift to the Lamogi Clan Cheif from NRM:

You know there is election when there is big pledges and free stuff to the citizens. And the security agencies get new equipment and other material. The reports here says this:

“The Lamogi clan chief Martin Otinga Otto Yai Otuka has asked his subjects to vote for President Museveni in 2016 presidential polls, saying he has honoured pledges to develop the chiefdom. The chief made the remarks while speaking to residents at his home in Guru-guru village Lamogi Sub-county, Amuru District, while receiving a new Pajero donated to him by Mr Museveni on Friday” (Ocungi, 2015).

When reading about this money issue the President pledges this later today at the 2nd rally in Luweero:

“President Museveni has promised to increase funds for the National Agricultural Advisory Service (NAADs) to the tune of Shs1 trillion if Ugandans re-elect him in next year’s presidential elections.” (Monitor, 2015).

The FDC travelled in a Team today, they we’re Gen. Mugisha Muntu, SG Hon. Nathan Nandala-Mafabi, Spokesperson Hon. Ibrahim Nganda Ssemujju, Special Mobiliser Hon. Erias Lukwago, Hon. Amuriat, Hon. Otto Odonga, Fdc Chairman Waswa Birigwa, Shifrah Lukwago and Activists Gloria Paga and Moses Byamugyisha.

In Ntugamo town, people was lining up by the road with FDC signs. They had planted banana trees 10 kilometers from town and to the center of the town. At the FDC office in town Hon. Kataha was flashing the FDC sign and screaming “Kyahwa” transelated means “It’s finished”. In the same time even DP supports showed support for Dr. Kizza Besigye.

In Mbabara the town was in standstill because people wanted a view of Dr. Kizza Besigye. People were screaming and even woman was crying. People have been waiting in more areas for the FDC convoy in Mpigi, Masaka, Rwengo, Lyantonde and Rushere.

At the rally in town the first ones to address the rally were Wafula Oguttu and Ingrid Turinawe. After that Erias Lukwago has address them. After that Gen. Mugisha Muntu addressed the people. Then Dr. Kizza Besigye went up to the podium and the people went bananas. Quotes from his speech:

“To the people of Rukungiri, inclusive of supporters of various political parties, I would like to extend my heart felt gratitude for the overwhelming turn up and the material support you have accorded to my candidature today” (…)“The spirit shown in Rukungiri, I believe will be the catalyst of the liberation of the entire country. The wave you have began will be unstoppable, from here on ‘as we move, many people will join us, we shall assign them duties and we shall build a force to break all the obstacles before us'”.

Go-Forward Rally in Masaka:
Ssekasamba and the DPC has spent the whole last night supervising and determined to take down posters of Amama Mbabazi in the town. As the morning has come the Go-Forward team has put more up. The Go-Forward team has also paid for free boda-boda rides in Masaka town. The police are heavy deployed in town. The Police have also warned Go-Forward Presidential Candidate to have a procession through town from the Golf Grounds to center of town.

Former NRM Masaka Municipality MP Shanon Kakungulu has deflected to Go-Forward today! There is also reports that 20 other members has deflected from NRM to Go-Forward as well, seems like many leaves the Yellow-Party.

To follow more up the Police and the NRM even had to have a function in the town as the Go-Forward Presidential candidate will arrive and have a rally later today. DP’s Norbert Mao has showed up to support Amama Mbabazi. There has also been set up some police barricades in town. So that Norbert Mao is stuck in a jam on the way to venue of the rally. He came to the venue and has been on stage with Vice Mukasa Mbidde and musician Big Eye. John Kawanga handed Amama Mbabazi a spear at the rally.

NRM Rally in Luweero:

There has been rumored that the President Museveni had a meeting and campaign rally in a town called Bamunanika. The People of the area were mad and screaming for all the promises that he has given and never kept. Also being mad at the how the Associates have taken land from them. He lost his speech and was stammering by the anger of the local residents.

Spokesman of the NRM Ofwono Opondo has proudly told the party has gotten themselves a call-center which was launched this morning and will call and reach up to 8 million voters during the election season. If that wasn’t enough Mzee has released his own election app and had help from an aide to get it to work on his own phone.

Side-note:

In Kabale there has been a Radio Panelist who first escaped from arrest after orders from the Resident District Commissioner Darius Naninda who tried to catch the Anti-Corruption Activist who was taking part of a show on the Kabala Freedom Radio (Mughisa, 2015). Later is seen that he has a warrant on inciting violence.

“The Southern Africa Litigation Centre (SALC) is deeply concerned about the safety of Ugandan refugees Musa Isabirye and Timothy Yamin who were deported to Uganda by Botswana Government last week.  They have previously been active in opposition politics in Uganda and could face persecution, imprisonment or torture there.  According to their legal representative Martin Dingake, “Their deportation took place in spite of a clear court order from the Botswana High Court interdicting such deportation. As a result the deportation is in flagrant contempt of the order of court and displays a shocking disregard by the Government of Botswana for the rule of law” (SALC, 2015).

In the External Security Organization there will be a reshuffle of four of the leaders on the top. Said to be an election switch. Also, one of the leaders who is Director General of this British which is kind of illegal in this matter; they are supposed to be Ugandan nationals.

Campaign preview’s and updates on the ground in Uganda – The day before the day

There been the nominations days and harmonization of the campaigns with the Electoral Commission. So tomorrow is the official start to the long journey to 18th February. They have already talked and commented about each other. Now the train has left the station and we will see how far the train goes of it ends well at the destination.

First- NRM in Luweero:

There have been pictures of the Yellow Buses arriving in Luweero without any joy of the locals. Also been reports of the Crime Preventers that was left behind in Kololo has been taken buses towards Luweero as we speak. So that they might get paid this time and also get a free t-shirt. So that the President has an eager crowd at the place! There are also reports that the NRM will treat the ones that show up a free lunch and transport to those who comes by the rally in town.

Second – FDC in Rukungiri:

There have been reports that Dr. Kizza Besigye travelled through Ntungamo via Kahengye Bridge and continued through Nyakibare to Rukungiri Town. There been reports of supports walking from as long as 100 kilometers to stay over to take part of the election rally tomorrow! In the area the rally has called off work and become a Public Holiday in the area. The Kasiki has begun at the Fdc offices in Rukungiri in preparation for rally tomorrow today.

“All is set to welcome Col.(rtd)Dr. Kizza Waren Besigye Kifeefe to Kanungu on Thursday 12th.Nov.2015 – He is expected to arrive in the District on Wednesday evening and thereafter address his people via a Kanungu popular radio station KBS at 8:00pm. He will in the morning head to Mpungu to greet his people there and later pass Butogota where he will have a stop-over and greet his people. He will thereafter address a mega rally in Kihihi before heading to Kanungu Main Stadium for a final Mega rally in the evening” (Reports is saying so)

Fourth and Fifth – Independent Candidates:

Tomorrow November 9, 2015 TIC Presidential Candidate Mr. Mabirizi Joseph and Mrs. Maureen Faith Kyala Waluube will hold various meetings in Iganga and Kaliro districts.

We have decided that the two cut costs and share resources – they will be campaigning on the same platform everywhere. Their time table is the same.

Tomorrow 9th Nov they are in Iganga and Kaliro. On Tuesday 10th – in Bugiri and Namayingo. On Wednesday,11th they will be in Jinja and Mayuge.

A Sidenote:

Can’t wait for tomorrow! There will be movement on the ground and reports ticking in tomorrow. Can’t wait, not worth stressing about it before it ticks in and the campaigning will happen. An wonder how the people in the towns and villages around the areas where the Presidential Candidates are running their campaigns, not only also how the Tear-gas skirmishing police will deal with Leaders of Opposition, don’t expect any violence around the NRM campaign, but there rest there could be issues! Because the UPF has an history of going against the other ones. Peace.

Press Statement: New Battle Group of Uganda Soldiers arrive in Somalia to take part in Peacekeeping Mission in Somalia (08.11.2015)

The first group of Ugandan soldiers expected to  replace their colleagues who have completed a year’s tour of duty at the African Union Mission in Somalia (AMISOM) have arrived in Somalia.

The soldiers, resplendent in their new army uniforms, jetted into Mogadishu Airport at 8:45am today, on board a Boeing 737 and were received by the Acting Uganda Contingent Commander, Col. Silvio Aguma, who also doubles as the commander of battle group 15, based in Arbiska. The new group  is headed by Col. Bob Ogik.

Col. Aguma saluted the outgoing troops for a job well done and expressed optimism that the incoming group will also excel in their duties.

“They (outgoing soldiers) did a very commendable job. They were centered around Baraawe, that is where their area of operation was and the new battle group that is coming in, battle group 17, will exactly move to Baraawe and take over the responsibility of conducting security operations, maintaining and making sure that the main supply routes remain open,” said Col. Aguma.

The officer said it was very critical that the main supply routes remain open for both AMISOM personnel and people of Somalia to enable them continue with their day-to-day duties uninterrupted.

“I do hope that the incoming battle group 17, since they are still fresh from training, are going to perform even better than the battle group rotating out,” the Acting Uganda Contingent Commander said.

In an earlier briefing to the outgoing soldiers, moments before they boarded the same plane that brought in their counterparts from Entebbe, Uganda Col. Aguma urged caution and discipline.

“It was almost a year ago when you left Singo for this very important mission. You started with step one and you have covered a thousand kilometers and today you are marking the last step. When you reach back home please maintain the discipline that has seen all of you finish this mission successfully,” Col.  Aguma said, while issuing the outgoing soldiers certificates.

Moments later, the visibly ecstatic soldiers, some waving and others flashing the thumbs up sign, in a single file marched and boarded the plane ready for a two- hour journey back home to rejoin their families.

Every battle group taking part in the peacekeeping mission serves for one year and has to rotate out once the tour of duty ends. Uganda is one of the troop contributing countries (TCCs) to the mission which seeks to rout the militant group, Al-Shabaab, in a bid to pacify and stabilize the hitherto war-torn horn of Africa country.

Other troop contributing countries are Kenya, Djibouti, Ethiopia and Burundi, all reinforcing the Somali National Army (SNA) in offensives against the Al-Shabaab.

YKM or M7 must really fear the Opposition when he goes this way. And even warns the citizens of war if he doesn’t get the ability to cling to POWER! What do you think?
