Kenya: Speaker Moses Wetangula announces the Allegations of coercion (06.05.2022)

My considered determination on the matter raised is as follows-

Allegations of coercion

1)THAT, the consideration of the various allegations of coercion and duress at the time of entering into coalition agreements and any appropriate remedy for the same lies outside the authority of the Speaker.

The place of Members of UDM, PAA, MCCP & MDG

2)THAT, In my considered opinion, it would be imprudent to treat the 14 Members elected to the House under the United Democratic Movement (UDM), Pamoja African Alliance (PAA), Maendeleo Chap Chap Party (MCCP) and the Movement for Democracy and Growth (MDG) as part of a coalition that they have expressly distanced both themselves and their parties from. I am therefore persuaded that the 14 members and their parties are part of the Kenya Kwanza Coalition. This, in my view, would be fair and in accord with previous rulings by my predecessors on related matters.

3)THAT, With the 14 Members, the membership of the Kenya Kwanza Coalition stands at 179 Members while the membership of the Azimio La Umoja One Kenya Coalition Party stands at 157 Members. This, by implication, indicates that the Kenya Kwanza Coalition is the Majority Party and the Azimio La Umoja One Kenya Coalition Party is the Minority Party in this House. Entities entitled to appoint the Leader of the Majority Party

4)THAT, the Kenya Kwanza Coalition is entitled to appoint the Leader of the Majority Party while the Azimio La Umoja One Kenya Coalition Party is entitled to appoint the Leader of the Minority Party; Leadership of the Majority Party

5)THAT, with regard to the Majority Party—

(a)The Member for Kikuyu Constituency, the Hon. Kimani Ichung’wah is the Leader of the Majority Party;

(b)The Member for Kilifi North, the Hon. Owen Baya is the Deputy Leader of the Majority Party;(c)The Member for South Mugirango, the Hon. Silvanus Osoro is the Majority Party Whip; and

(d)The Member for Marsabit County, the Hon. Naomi Jillo Waqo is the Deputy Majority Whip.

6)THAT, with regard to the Minority Party—

(a)The Member for Ugunja, the Hon. Opiyo Wandayi is the Leader of the Minority Party;

(b)The Member for Kathiani, the Hon. Robert Mbui is the Deputy Leader of the Minority Party;

(c)The Member for Suna East, the Hon. Junet Mohamed is the Minority Party Whip; and

(d)Nominated Member, the Hon. Sabina Chege is the Deputy Minority Whip.

The letters from the Secretary General of Jubilee Party

7)THAT, our rules of procedure have placed a certain expectation on the manner of transmission of information relating to the leadership in the House. Only Members of this House can communicate with the Speaker on House leadership matters. In this regard, the letters from the Secretary General of Jubilee Party conveying the Party’s leadership to the Speaker fall short of the expectations of the House and will therefore not be considered any further.

Opinion: Ruto’s cabinet is pure cronyism

The Kenya Kwanza Alliance (KKA) or the United Democratic Alliance (UDA) cabinet is now announced. The real choices of the Presidency in the men and woman he appoints to his cabinet. That shows his vision and what he values in people. President William Ruto clearly has one key component in the cabinet. That isn’t technocrats, educational background or sort of professionals from various of fields to become a Cabinet Secretary. No, the reason why they are picked is out of their loyalty.

The most important reason for Ruto to appoint someone is Loyalty. That you have been loyal to him and his cause. He trust them to be ride or die with him. They don’t have to be the best or a true asset of the Republic. No, they just have to be people who bows to him and is fighting there with him. That’s why they are there now.

To get a unique office is Musalia Mudavadi is set to become the Prime Cabinet Secretary, which is sort of “chief of staff” and “whip” of the Cabinet. Alfred Mutua has been appointed to Foreign Secretary. Kipchumba Murkomen is the Roads and Transport secretary. Davis Chirchir is the Energy secretary. Alice Wahome is the Water secretary. Moses Kuria is the secretary of trade. Aisha Jumwa is the Public Service secretary. Roselinda Soipan as Enviroment and Forestry secretary. Monica Juma as the National Security Advisor. Simon Chelugui as the Cooperative secretary and finally Aden Duale as the Defense secretary.

These are all loyal people and politician who are known for circulating Ruto. That’s why these are here. It was easy picking these names out of the 25 or 26 cabinet secretaries. Because, these people has been residing around Ruto and been part of his gig.

The ones who thought he would pick people who are professionals or has experience in the fields, which would fit to be minister is wrong. Ruto is all about the ones who has been by his side. There is no other way to look around here. They are there because he trusts them and he know he can count on them.

This here is epic cronyism and nothing else. It isn’t about skills or abilities, no that’s isn’t traits that concerns Ruto. No, he wants the person who is following him and being indebted to him. These are the most valuable persons to him. So, that he knows they will follow and do his bidding. He don’t need free-thinkers or people who challenge him. No, the ones underneath him should be working for him and nothing else.

That’s why this cabinet is all built on loyalty. People that he trusts and who he knows are aligned with him. These are not people who will betray or try to test him. That’s why they are there and it’s evident.

With these appointments, you shouldn’t expect magic or great governance. No, these are built for NYS Scandals, UNGA scandals, more Eurobonds and all of the above. Peace.

Opinion: Ruto – Better to come slow and correct…

Ruto received a congratulatory message from Moroccan King His Majesty King Mohammed VI. Kenya rescinded its recognition of Western Sahara and orders the shutdown of the Sahrawi Arab Democratic Republic’s representative office in Kenya. He indicated support 4 UN-induced statehood” (The Daily Jubba, 14.09.2022).

It isn’t more than a day since President William Ruto has been sworn-in. Yesterday was the day of honour and procedure, as Ruto was starting his term as Kenyan President. Today, the reality of his office is starting. Now he has to take control, decisions and appoint the right people to office. He has to collectively find the rights persons for the Cabinet Secretaries and other vital roles of the State.

That’s why Ruto should use this time with caution. It will do no good to be brash, swift and without care. The President should slow down and recollect. He should envision and plan things ahead. With the people he trust and with the counsels that can advice properly.

Because, today we saw a rash act, which can easily get diplomatic trouble. Not that it can create a war or more conflict. No, but it can hurt interests on all sides. The Kingdom of Morocco might be happy with the progress. The King of Morocco got a diplomatic victory. While the Sahrawi Arab Democratic Republic or the annexed Western Sahara government feels betrayed. What is even more striking was the SADR President Brahim Ghaliat even was at Kasarani stadium yesterday.

As a President, Ruto needs to consider his steps and how he operates. He isn’t in opposition or without power. Now his word has a value and he can purposely change dynamics. Yes, as the Deputy President and as a Cabinet Secretary, Ruto has had this too. However, now it’s even more prestige and pressure on his name. His words are even more powerful and meaningful. That’s why he should use that with caution.

President Ruto can by quickly tweeting in favour of the Moroccan ambassador dismiss the cause of the SADR. Even if that wasn’t the case and play along to the tune of the Kingdom. In that fashion his showing diplomatic weight behind the King of Morocco and disregarding the President Ghaliat. Therefore, he should walk slowly and not try to run to fast.

President Ruto might not even know how Algeria has invested in this and worked for the liberation of SADR. The way and the long liberation war of the Polisario Frente either. There are many things at play and not only the word of the King. No, there is more at stake and Ruto should have advisers on his side to give him proper counsel before revoking or rescinding diplomatic ties. This could have other implications, which he cannot phantom right now.

Yes, Ruto deleted the Tweet, but the news is out there. The cat is out of bag and he ran to the finish line a bit too fast. That’s why he should take things slow and configure the message before its spread. Especially, in concern to foreign affairs and in order to diplomatic missions as well. This has to be played wisely and not just with a snap of a finger.

That’s when things backfires and he can look stupid. Ruto can become humiliated and look foolish. A President don’t want that… and no Head of State wants to be taken for a fool. That’s why my advice to him… is to take it slow and grow into the role. No need to speed-walk or run a marathon. There is enough decisions to take and enough scandals to arrive on his desk. Therefore, he should recollect and smell the coffee.

Instead, he has already created a farce and it could have been avoided, easily. Peace.

Opinion: Museveni has turned himself into a punchline at the Kasarani Stadium

I have not read Kenya Kwanza’s manifesto or that of Azimio but I Know H.E. Ruto…I have met him a number of times in Uganda and I know he likes ideas and frank talking” – President Yoweri Tibuhurwa Kaguta Museveni (13.09.2022).

Today is the inauguration of the 5th President of Kenya, William Ruto. It is his big day as the celebration and festivities at Kasarani Stadium where. Plenty of foreign dignitaries and foreign emissaries as well. However, there was one man standing out and making a scene.

That was President for Life and the “regional” father President Museveni. He stood out not only in the manner of which he travels. No, he stood out with his mobile Mercedes luxury and fortified van for toilet purposes.

There is also the very talk that Museveni has been parts of the inaugurations since the days of Daniel Arap Moi. Museveni has seen Moi, Kibaki, Kenyatta and now Ruto. He has spoken at the functions and greeted them all. Seen the Kenyan Presidents come and go.

Now his the forever Head of State and a living relic of the past. His not the future and partly so, His Excellency knows this. That’s why he comes with history lessons and lectures on a regular basis. That’s why he had to mention what has happened over 60 years and that creation of wealth is the most important. Because, he himself has gone from being poor to one of the richest on the whole continent.

Museveni isn’t a beloved character. No matter how much propaganda or media outlets in the his country spreading the good message. There is still no signs of love or concern for the old man. They rather see what is happening in Nairobi today. The people rather see a peaceful transition between Presidents. That is something the era of Museveni never have delivered.

Museveni will never leave office in peace. There is no end in sight of that. Only talks from the new Minister of Justice, but that’s to usher in a Parliament to elect the President on behalf of the Population. That’s because everyone knows the President cannot have the energy or the spirit to visit every district or rally across the Republic like he used too. This is why President Museveni loved the COVID-19 and excuses to have “scientific” elections instead.

So, the stage and the actions of Museveni is now turning into a punching-bag. Museveni is himself mocked and his own speeches are quoted out of order. That’s because himself is so self-important, but not the people his talking too. This for a simple reason, his is surrounded by “yes-men” and they would never challenge him. That’s why his speech is a lot of sloganeering and titbits of nonsense.

The time of Museveni being the “new breed” or the “future” is long gone. Neither is a respected freedom fighter or a statesman. No, his another autocrat and despot who overstayed his welcome. That’s why he has now attended several of inaugurations of Kenyan Presidents. It isn’t without merit why people question him or his reign.

Museveni should know that his ruling on borrowed time. That’s because he see new faces everywhere he goes. Unless, he travels to Djibouti, Eritrea, Republic of Congo (Brazzaville), South Sudan or Equatorial Guinea. That’s where he get to see familiar faces of the latter decades. Not like the younglings in Burundi, Tanzania or in Kenya. No, they are not like him and that’s evident by now.

That’s why Museveni is a punching bag and a mockery of himself. His not made for this anymore and his not carrying himself for the times. The tide has turned… and it’s showing.

We know that Museveni will never accept this and neither show any remorse. He rather destroy, deplete and reign supreme until the final breath. That’s the sort of life he has chosen. Museveni has created this legacy and that’s why his speech is a foolery now. He is becoming a laughing stock just like Mugabe used too. We can soon await him reading the wrong speech or falling a sleep at the United Nations. That’s the future of Museveni.

He might not know it yet, but it’s so obvious. Peace.

It is now revealed that the Deputy President William Ruto team to Uganda who was blocked and humiliated from leaving Wilson Airport was on a mission and getting ‘intel’ to run a dictatorial party. That’s how this seems and Sudi MP should have known this.

They want to learn how to make Ruto the personification of the state and run the National Resistance Movement (NRM) with an iron-fist. Where there is no succession plan and a family affair. If they want to learn about how to take the small-fish and let the ones who is closely associated of the hook. Surely, the Tanga Tanga will do the same and has all the practice within the two terms within the Jubilee government.

Museveni knows how to use his position to his advantage and take account of everyone around him. He either corrupts or incites fear. That’s why it’s never far from the army to the policy board. That’s why he has militarized politics and uses the army for any sort of government program.

It is really striking that the United Democratic Alliance (UDA) wants to learn from Museveni and the NRM. Yes, the NRM has lasted long, but Museveni also has botched party like the Uganda Patriotic Movement (UPM). So, he needed a bush-war and use military force to win. Since, then he has used the same army to incite fear and violence to control the public. The NRM has used the monopoly of violence to its advantage and targeted the opposition. That’s why main opposition has been charged, detained and killed for their activism. There been charges of treason and detained without trial and with misuse of military courts. Therefore, it is hard to see if they will learn anything useful, except for tactics to undermine and trick the opposition.

Ruto is clearly envision himself as a future tyrant, if he wants to learn from Museveni. It is not the sort of character or leader you should look up too. When he wants to aspire to be President. However, he is the hustler and one of the most corrupt leaders in our life time. He has done while he was in favours of the President and his allies. That’s why they have accepted his ways and they have all lived lavish on the public’s dime all these years.

If UDA wants to copy the NRM. Than Ruto will become the Kenyan Museveni. A modern version of the Moi era and unleashing a new long dictatorship. That doesn’t sound like a bargain and Sudi should have thought of this. It isn’t like people lingers for the times of oppression and challenges to be outside the favours of Moi. Now, Ruto wants to learn from the NRM says it all. Peace.

Opinion: Humiliation is a part of the game Mr. Ruto

Ruto Grounded: DP Ruto was this evening forced to abandon a private trip to Uganda after authorities at Wilson Airport stopped him from travelling saying he needed prior authorisation” (NTV Kenya, 02.08.2021).

Today, Deputy President William Ruto was barred from travelling from Wilson Airport to Entebbe Airport in Uganda. The Deputy have a close and good bond with the Ugandan President. As he has gotten a big name and certainly in good favours across the borders.

However, today he got an old lesson. Ruto was snubbed at Kabarak back in 2018. So, he had this happening to then and now again. This isn’t something new. The President and his close associates has done this to the Deputy or the VP in the past.

Just like Jomo did to Moi:

Once upon a time, according to Daniel Toroitich arap Moi, he was summoned by President Jomo Kenyatta to Nakuru – only to be humiliated by Provincial Commissioner Isaiah Mwai Mathenge. Moi had apparently arrived early in the evening at State House, Nakuru, to see the old Jomo, but Mathenge and the President’s aide-de-camp kept him in the waiting room but allowing numerous groups to jump the queue in a bid to infuriate and humiliate Moi” (Diaspora Messenger – ‘Wrath: Moi’s revenge on Men who humiliated him when he was VP’ 12.07.2021).

Ruto is getting a lesson today. He is playing with fire and at some point you going to get burned. That is just a natural cause. Yes, this is unrighteous. However, he had no trouble making issues and warrants on Governor Joho during the campaigns and post-elections in 2017. Therefore, the state can easily find their targets and block things for political affiliation. Right now that goes his way, because he is going against the grain.

Ruto will taste what NASA/CORD did in the two last elections. If things continues like this. Then he will have to go after the successive candidate in Odinga who is running around with ‘Teflon’ and support of Kenyatta. Therefore, he should consider his way forward and not take things for granted anymore.

The Deputy has raised the stakes and become an “loner” within the state administration. His a part of the government who he ran on a ticket twice. The Deputy has the Office and is the Second highest ranked official. Still, he is not in favours or has the good graces. This is a conundrum and his pickle. He is a government official, but a sort of opposition at the same time.

This a humiliation ahead of the 2022 elections, as the stakes are getting higher and the players are getting ready. Ruto will be in the middle of this. His without a party and is an opposition. That’s his troubling place right now and he has to fix this. There is not much time to do that and make the machinery going. It is not like he got Cambridge Analytica on speed-dial or anyone else of the companies helping them out last time around.

Ruto has a name and a history behind him. There will be possibly more times Uhuru humiliate him. As the President wants to prove a point. The point being who has the power and who has pendulum pointing in their direction. However, that might backfire like Moi’s own succession of Uhuru. When Kibaki got into office and that’s maybe what Ruto is searching for himself.

Nevertheless, it is not without cost. Choices and decisions made will have a price… and that is what Ruto was feeling today. It is not shocking, but an old method of politicking to prove who is the master and who is the servant. Peace.

Opinion: Ruto’s Wheelbarrow to 2022?

Now in today’s Gazette there is change of a party name. This being the Party for Development and Reform (PDR) into the United Democratic Alliance (UDA). What is more striking is that the party changes its symbol from a bull to a wheelbarrow.

In October 2020 he started the “Wheelbarrow Movement” and now it is finalized in print as a Political entity. The Deputy President William Ruto have yet to resign from Jubilee Party. However, his allies has been kicked out of the Jubilee Asili offices. As there has been speculation of a new “Jubilee” party named the Jubilee Asili. Nevertheless, that never happened, but the UDA is.

The UDA seems to be new launch-pad for the DP. A man who has been parts of many parties. A man who has been part of KANU and ODM. Before launching his United Republican Party (URP). Therefore, this can be seen as the second coming of the URP. As the UDA will resemble this. Only with a twist of Wheelbarrow and “Hustler Nation”.

That DP Ruto is preparing that is obvious. He has less friends in the higher offices. Marginalized and belittled by both the President and Odinga. They are bought grinning at his misfortune. However, his steaming ahead and hoping maybe this is way out.

Still, how long will he linger as the underling and the token loyal friend, as his allies are dispatched away and his way of influence is dwindling too. He can be the speaker in funerals and in church. But how far will that take him? That is not securing his bread and butter. A man who went from being the preacher-man to be giant entrepreneur with businesses all across the nation. Owning hotels, newspapers and whatnot.

Ruto knows this and if he wants to keep his lavish lifestyle alive. He needs the political capital that it gives. He needs the naive and the hopeful to aspire to it. The gig economy and debt created by this government. That is something he cannot trade. The grand corruption and lack of results as the DP he cannot sell either. That the big-four has been washed thin by the BBI. Well, that was inevitable. That is why his first distance himself from it. To now suddenly selling it too.

DP Ruto is trying to find his path out of the equilibrium his in. Where his a no-go and no-show, but still big-bro compared to plenty. He has an office, but has little power. The man has been important and is a savvy politician. However, will that be enough?

Ruto wants to be the big-man and wants to be next big thing. But does he have it in him? Or is a he a useful tool for the dynasties to keep the ambition of one man contained. Because, this man is willing to sell anything and any story to get ahead. This man is willing to lie out of his teeth. A man who has no scruples and cannot act sincere. That man will do anything for power.

That is why UDA and Wheelbarrow is his new vehicle and organization ahead. We just have to wait and see that he honours this. That he moves ahead and prepares this. It will cost him to resign from Jubilee and start his newly created URP for 2022. The UDA and the Hustler Nation Party.

He will continue to sell false hope and pledge for a prospering future without very results to show from it. That is who DP Ruto is and that is evident by what he has achieved in office. If he was such a brilliant leader. He wouldn’t have positioned himself here and gotten his allies in a limbo. However, that is what his done. Because he got outsmarted and the dynasties was ready put him in his place.

He can try to run ahead, but he might just end up like Wiper or ANC. A token party for a leader and hoping to salvage his cut in the next term. Nevertheless, that is better than nothing. His allies might jump ship and hope for a prosperous 2022. That is cannot be promised and neither can the Hustler pimp enough hoes to keep everyone happy. Peace.
