Why are the leaders of our time so hooked-on Power? And some theories for why they don’t leave the Executive Power to somebody else..

We are living in a day and age where leader’s doesn’t leave from their office. You have likes of Teodoro Obiang Nguema Mbasongo who is making himself ready for another election in his country this year and he has been in power since 1979. You have the likes of President Paul Biya of Cameroon who has been the President since 1982 and was in government since 1970s. In Zimbabwe the President of the day President Robert Gabriel Mugabe has been the Commander in Chief.  And the list goes on.

We have the third term phenomenon of President Pierre Nkurunziza of Burundi, President Paul Kagame of Rwanda both of them have changed the laws or used Courts to allow them to stay in power. So the leadership roles are sufficient to stay. You have the likes of President Yoweri Kaguta Museveni who has been in charge since 1986 and stayed ever since, changed laws again and again to linger in power and is rumored to fix the age limit to stay passed his 7th Term.

So with this in mind, I will discuss it today. It is not a new phenomenon or a new change of guards. There are always leaders who linger and overstay their time in power. As President Juvénal Habyarimana of Rwanda took power with a coup d’état in 1973 and was in power until his plane got shot down in 1994. Just like the overthrow of first President Patrice Lumumba of Democratic Republic of Congo in 1965, who by foreign powers supposed to install Mobutu Seko Seko Kuku Ngebendu Wa Za Banga who was born Joseph-Desire Mobutu who was the President of DRC from 1965 until 1997. So there are leaders of the past who has not left office and is now long gone.

The issue with this is the way we build society around people instead of institutions and government structures. The Structures of government is kept weak and is not strong with procedure and predicated work for the civil service. That is why the leaders can linger and the way they keep it is fueling resources away from the government structures and institutions, keeping the progress weak and keeping the circle around them tight knit. Instead of having inner-circles with wits, knowledge and people who wants to succeed in their field; the leaders around the president is instead hungry men and woman who works for more and better civil service for the citizens.

That is because the leaders who circle all of government around themselves are not interested in great policies or deliver the promised pledges to the communities since then they have to give away power. When a leader tries to strengthen the power all around themselves then the necessary leadership is not about the government, but about the person who rules. The ruler set the standard ,not the laws of the state or the laws of the Parliament. As the Executive can fix the Supreme Court, Constitutional Court, can rig the Constitution and make draconian laws that issues more help for the Executive; instead of the Constitution and the Parliament representing the citizens and for the citizens it becomes for the Executive.

That is why the Executive or the Ruler, the President doesn’t want to leave power since the whole state is built around the one person. The One Person who has in his image or her image built the government around themselves. And when they have it all for themselves they don’t have to fight for anything else then themselves. That is what matters, if he schools is depleting, health care is non-functioning, roads have bigger potholes then the ones on the moon, the government loans are worse than the subprime-mortgage and so on. That doesn’t matter because the situations doesn’t hit the Executive, because the government funds goes directly to him instead of the ministries, departments and sections of government than really-really need it!

The Power that starts with personal movement of fights and liberation, the ones that are personalized towards the one man who saved them all and then doesn’t leave is that the EGO and used to be center of attention. To have the voice of being right, so they can’t do things wrong in their own mind as they risk to lose their wealth and strength if they are out of office.

Some of these leaders have lived on the strength of the loyalty to foreign powers as they need their alliance in a region to secure peace in the neighbor country or during the cold war as the Americans did whatever they could to control the world and not lose nations to the Soviet communism. Therefore they fall of Said Barre of Somalia and the struggles of the Ethiopian Dirg of the 1970s. As the Cold War complex policies dissolved and built governments with influence of American and Russian strengths of the time. Take the example of President Mengistu Hailemariam who kept the Power from 1974 – 1991 with the Soviet influx and the Communist agenda that made the result of Somalia invasion with support of the Americans in 1977. So he himself had taken power in 1969 in Somalia the army fueled government of Said Barre as his power-play internally to keep the power together with the back and forth from the leadership at the time led to his fall, as he also had long-term squabble with Ogaden and Ethiopian neighbor after the tried invasion there. This the fall after 20 years might be because he circulated all power amongst himself and not in the powers of structures and department to delegate the powers.

That is the problem with the leaders who get fueled with power. They circulate all power and decisions are under the Executive. So with this in mind instead of building institutions and government structures, they build the armies and police force to enforce the Power of the Executive, not only to enforce national security, but to secure the Power of the Executive. Therefore the first to get payment are the armies and police officers before the teachers and other civil servants.

The Rulers and the Executives keeps the ignorant yes-men around them to secure that they don’t get to opportunist or wanting to get the Executive position. Therefore they elite around the Ruler get lots of perks, tax-exemptions, cars, housing and servants while the rest of the country can’t afford that. Unless it is foreign investors in businesses owned by the Party Elite or the Government elite that belongs to the inner-circle of the Executive; as the license and openings happens on the watch of the Executive and the Power not the legal justice system or the society binding corporate bondage towards the procedures of setting up business in the country. So the way the Executive get drunk on power is set on the fact that they having everything at nearly no cost.

The Presidents who are drunk on Power have centralized all powers around them and not the government structures and the decrees and the policies are made to keep them in power; not to build a grand state who offers their citizens what they need. Therefore the laws becomes for the MPs and the Elite that fuel the money and Power towards the President, then the President delivering to the People.

So with the Inner-circle finding ways to support the President instead of serving the citizens as a government is supposed to do. Why are the Executive and rules high-on-power you asked?

That is because all of the Power, all of the resources and all of the goodwill of the nation is determined by the Executive. As the Power is resumed and determined by the Executive there is hard to leave that, as the knowledge of the system given to coming new leader can take away what the Executive already have built around itself. Therefore the security of having the power instead of giving it the next; that is why the lingering Executives and Presidents are like alcoholics!

Let me explain why the similarities are there. An Alcoholic has the hunger and need for another drink and beer. They do whatever they can to get another drink and beer, at all means and steal if they have to get that fizz. So the Alcoholic is so used to the alcohol that the feel of it weaken and needs much of it to feel it. The Alcoholic just need another brew and another brew. And never stops taking in the alcohol. In the beginning the alcoholic never think that they would end being so, and the same with power-hungry individual. It just became a habit. The alcoholic needs the alcohol, just as the Executive is drunk on power and needs some more drinks. The Executive gotten so used to and the habit of getting their will and generating the funds out of the governmental funds; so if they don’t get more the donor-funds or the Bretton-Woods Loans to their nations then they feel something is missing. They need the spotlight to be the king of the nation and the supreme ruler.

So the drunkenness and needed attention, the needed judgement and decision rate from the Executive that lingers in powers while they build the government system around themselves and weakens the people around them. So they are more needed and so that ambition gets squirrelled around them. There can only be one vision, one leader and one nation under God. That is the usual factor and the events that unfold as the dissidents and opposition get harsh treatment without any cost spared. Something that happens because they crossed the territory of the Executive and the rules of set-up by the President and the predicated actions are seen as violations of laws and constitution; that apparently been rigged in favor of current leader. Therefore another bottle of beer for the President as the sufficient drunkenness of power is staggering. Suddenly change would be hard and taken with haste. Because the drunken leaders will with force and madness go all-inn if they all of sudden loose it, they will be become bush-warriors or stealing elections to continue their Presidency. As we have seen through 2015 and 2016 that is how far these leaders goes to get the shot of power and not stop drinking from the fountain of government power. Peace.

Here are some of the current issues in Uganda; my quick opinion on them without organizations or order; just as my mind is adressing them; from Yiira Republic to Sipi Falls, until the Butabika Hospital and so on.

Opondo Museveni

We all know lots of things is happening as the Police Force is monitoring every movement of the Opposition and closer than ever before. The squad cars and the flying squad is more active than the government facilities in the country. There is only one brain who speaks to motion of the Don, which is Ofwono Opondo who I am soon think is a blood brother of Museveni; because they are two people, but they are argument and ideas are just the same. If not then the Don have messed with the mind of Opondo and made into his clone. Something he did not manage with Tamale Mirundi, but Mirundi is shooting at everybody like a AK47 does, and Opondo knows that. Therefore he sounds like you Don. Museveni, but let’s look at the current things that are clearly active issue after this rigged elections.

Rwenzori and Rwezori Sub-Region and the Yiira Republic it must stain the mouth of Mzee to utter those words. Yiira Republic of the proud mountain tribes of Rwenzori, eh! The one nation resurrected every time there is violence in the area. Kind of like every time Louis Suarez, Neymar or Messi scores the trio of MSN works to perfection for the Catalonian team of FC Barcelona.

The newly insurgents in Kasese and Rwenzori Sub-Region have claimed to work for this Yiira Republic, that preposterous idea that have no substance. That Don Museveni even claims that Dr. Kizza Besigye have promised the locals this, is not true, even Dr. Kizza Besigye says so at once on his Facebook status. And it is not strange, when the Yiira Republic is a made up NRM needed excuse for militia works in the region. To put blame on locals instead of taking in the Police Force who has been killing royal guards of the Rwenzururu Kingdom. But that will not happen, as they are associates and close connected in some ways to the NRM Mafia.

There are some wonder of the word, there is Sipi Falls and Murchinson Falls, and ten there are the Karuma Dam who is not well-made at construction, so before opening the grand project the issue of the construction are falling apartand that happens from the get-go. That can only be seen as symbolic relic of the empty promises of the current regime. The contractors have not worked well for the state and delivered quality construction.

The Regime have been loose on the money as the UNRA have fired most of their staff recently as the World Bank suspended most of their budget support for their road buildings during late 2015. So there been reported that the Kampala Northern Bypass the new extension of the carriageway was set to cost $2,5m per kilometre instead it cost $9,4m shows the placement of government funds and the NRM Regime let the contractors easily eat the money without any consequence. But hey, this is not a monumental dam, where the construction is weak and not well made.

The Ugandan Government cannot help them to attack Dr. Kizza Besigye of the FDC. He is the main target first for offering the Rwenzori the Yiira Republic, which was made as a suggestion and proposal from the kingpin of Museveni. Second attack on him personally was from CP Fred Enaga of the Uganda Police Force, who claim that Besigye disobey Police Orders because of the Illegal Procession. If you read the Police Bond it was saying a “Illegal Prossession” which I am not sure what is a “Prossession”. If Besigye was in a Pros-Session like skaters usually are in the U.S. then he would skate away from the matter, something CP Fred Enaga should do. Since they have more to answer, as Besigye was illegally under house-arrest for over 40 days, when the laws of Uganda, gives it max over 40 hours! 40 hours is like 2 days in my calculation, and means that the Uganda Police Force have violated Dr. Kizza Besigye for over 38 days and CP Fred Enaga, IGP Kale Kayihura and the Don Museveni should ask for forgiveness for their hatred towards Besigye and the political party of the FDC.

You also have Cobalt 60 Teletherapy Machine have been down for a month at Mulago Hospital Complex at the Ugandan Cancer Institute. And there issues are the neglect and missing funds for the supposed building and procurement of the new Cancer machine for Chemotherapy and happen to be the only one in Uganda, and it has not gotten any new since 1995. There only been slight repairs while the patients are expected to be charged 30,000 shillings for going there. Still, there are no funds for getting a new machine, even if there been steady funds and a procurement already paid for. There is someone who is eating the money that was supposed to facilitate the cancer sick!

There isn’t only Dr. Jackson Orem of Mulago who is working under torn mechanical issues, even at Butabika Hospital Director David Basangwa told Parliament today that their 400m shilling machine broke down last month. But this is just scratching an itch for the ruling regime, as they recently fixed more money, but not for the health care that has dire need for it!

As recently the Uganda Police Force have been lucky for their great work of keeping Besigye under siege in Kasangati and gotten supplementary budget of 34 Billion Shillings in the 2015/2016; then there is the Ministry of Defense gotten the supplementary Budget of 253 Billion Shillings in the 2015/2016. State House because of being broke after using the funds for the Presidential Campaign and buying votes they got supplementary Budget of 21 Billion Shillings in the 2015/2016. This is not enough for the President as he has not eaten enough yet, therefore the Office of the President getting also supplementary budget of 8.6 Billion Shillings in the 2015/2016.

You also have the fight for the Speaker in the Parliament under the 10th Parliament that is for the Rebecca Kadaga and the Jacob Oulanyah works both to become Speaker and Kadaga as Incumbent feels that she is deserves to be it again. While again Hon. Sam Kuteesa says he doesn’t want the special chair and respected position there. As Hon. Kuteesa are happy to be an unopposed MP for the NRM this coming term. Certainly there will be some action between Jacob and Rebecca as they both wants the Nobel task in Parliament.

There will be happening more of this; because the NRM can’t help not to deliver to other things than to their Executive, their paid elite and again praise the Don! On his quest through the playground and total control of the Government of Uganda and their funds; with his racketeering through the NRM and hope to be not questioned how he does use the funds or take it when he needs. Peace.

Don Museveni says “I would never accept these foreigners to give me orders about Uganda”; Time to cut the direct donor assistance to the government budget of Uganda and after that let Don Museveni eat alone!

“I wouldn’t ask these foreigners, but I would never accept these foreigners to give me orders about Uganda. Or about anything in the world! They got their own countries to run. Let them go and run them. Uganda is ours. Nobody gives us orders here” – President Museveni at Kololo Independence Grounds Speech while celebrating the “Double Victory” on 9th April 2016.

Now that it is not long ago he told the world that Uganda was his playground and he could shot and kill opposition because they had no place in his country. From the same man and leader comes this. Let me ask the international community to react to violent behavior and the aggression this President shows his own county.

The racketeering of the NRM and their Executive has to stop at one point. That can happen when the funds dry up and the ammunition does come with the next boat. The American should stop with their alliance and their UPDF trainings. The Americans should do as they did with the MCC in Tanzania; suspend the projects and direct-donor aid to budget funding of the Ugandan Government.

The French should stop supporting the Government projects in Northern Uganda and cut their loans as they have promised to effect directly the RDC and the other loyal cronies of Northern Uganda. This does so the Capos of the Don get their monies and keeps eating. While the Japanese should stop supporting infrastructure projects together with the Chinese Foreign Ministry, while the CNOOC should terminate their contract with the Uganda Government. Total Oil firm of the French should suspend their operation until the government accept their blood-money. The Same with Heritage Oil for Britain so the UK Gov. should disband their direct government support and take away the incentive from UK to Uganda. The Norwegian Government should suspend the Oil for Development Program that have been a steady program since 2006. Because if you hurt it where it could become most important, then the Don Museveni might listen.

The European Union should to hurt the Foreign Exchange rate suspend the import of Robusta Coffee beans from Uganda, as the export of this is a major factor in the economic trade in the land-lock country. “A total of 271,941 bags of coffee valued at US$ 25.12 million were exported in February 2016 -Source UCDA report”. If you want to hit where it hurts, then you take away the foreign exchange and the foreign exports. This here could really hurt the government that does not want to have any interference or questions about their rule.

If the Donors and giving aid, would suspend or cut the services for the Peacekeepers, the same reaction that the Dutch did with the Burundian Peacekeepers in the AMISOM in Somalia. The same could be done by the American Government and EU as they are the major benefactors for the economic spending ground and facilitators for it.

It is not like I am for neo-colonialism, but when a totalitarian and gangster like Don Museveni complains about the US Mission questioning his oppressive behavior and European Union saying their opinion on the display of character showed during the Election and announcement of the results. Then it seems like he does not need any-more international legitimacy for his rule. Only their money and aid when it comes in handy too fuel money to a private plane, refurnishing the State Houses, buying new cars and more estates. Especially considering in FY 2013/2014 the donor assistance of the total budget was 21 % of it. Therefore the USAID, World Bank, IMF, DFID, European Commission, Irish Aid, NORAD and the other contributors should suspend that for the coming financial year of FY 2016/2017. To not hurt the citizens do this instead!

They should support the IDP camps and refugee camps in the Ugandan country through United Nations programs and organizations, build stronger relationship with NGOs in Uganda and forge good governance programs instead of supporting a government who is carrying out rigged election and embezzlement of government funds and international aid. Therefore progressive use of the tax-payers money from the Western Hemisphere, and if that is not working then, use it instead on local infrastructure projects to their own tax-payers.

Especially when a specialized report on Donor Aid to Ugandan Government says this:

Budget support has not helped much in relation to cross sectoral dialogue. Some improvement was realized in education sector as dialogue with Ministry of Local Government and Ministry of Public Service improved. But this has not happened for the health sector” (…)”The power relations between bilaterals and Global Health Initiatives including PEPFER, Global Fund, GAVI, Stop Malaria etc shifted in favour of the latter who had no experience in the development of the budget support process and completely ignored to an apparent ineffectiveness” (…)”Budget support resulted in a greater commitment and quality of dialogue on PFM issues, especially after 2007 with the launch of FINMAP and JBSF. The influence of performance measures on sector dialogue declined from 2011/12, as the link with releases became less clear” (Joint Evaluation of Budget Support to Uganda – Final Report – 2015, P: 132).

This here proves the values of the Donor-Funding and the Budget Support from the International community to the Ugandan Government and the NRM-Regime. The NRM mafia under Don Museveni who says that the Ugandan authority do not want to have internal interference and foreign people questioning his playground. Therefore the authority and the Don want to rest things into peace he lets the people end up resting in peace. As he takes the Army and Police to detain the ones it needs and use draconian laws to oppress his own people.

Therefore with also the fraudulent election to keep the NRM mafia in order and also silence the opposition; as it even did yesterday the 9th March 2016 with the Military Police taking over the Nakivubo Settlement Primary School so the “Victory Celebration” that was supposed to be held there with Lord Mayor Lukwago and FDC Leader Besigye. This happen while the Crime Preventers, NRM Diehards and the new MPs we’re celebrating at Kololo Independence Grounds while costing the 1, 5 billion shillings. The racket also carries to pay their own and let the kingpin eat the money alone. As he has done since 1986 and the donor have continued to fund the budget support and give Don Museveni money to do his bidding.

Therefore I ask the governments to question if they want to deliver more money the NRM Mafia who uses monies to the army and police, squander away State House money on funding his campaign and also rumors of AMISOM contingent. There are certain numbers on his spending on military is staggering over the years. In between 2011 and end of term 2016 the taxpayers and donor-funding the total Shs. 6.617 trillion to the Army, Police and Intelligence Agencies. Of this in MPS in February 2015 into the portfolio of sophisticated military equipment there was the extended use of Shs. 470 billion, alone that year.

So with that knowledge and knowing the international donors should consider some reactions as he does not accept any interference not internal and not external. The Playground might be for the moment him, the Don Museveni has spoken of killing demonstrating citizens and opposition. The harassment of the ones that question the power of the kingpin!

That is when the international donors in the powers of US Mission in Kampala and their Amb. Malac recently; and also when the European Union does state the fact that the election was not free and fair. Therefore the Don Museveni feels betrayed as this has been loyal men who have given money to his government and not question his power or rule. Because they needed him to do their dirty-laundry and also have a steady ally in the East Africa; as the US have a relationship with Ethiopia and also Kenya, but have a longer engagement with the Ugandan Government, and now accepting the harassment of opposition as a price for some form of stability.

While the other donor-funding is not questioning other than expressing some have cut funding over the $12 Million that was going to Northern Uganda Development Fund (NUDF) in the 2012, that went lost to through the Prime Minister Amama Mbabazi. Also the Anti-Gay Bill had their reactions from UK, Norway and Dutch who cut parts of their aid. So now it is the time again, as the oppression, election fraud and the man who want to be the Don and acts like the Don of Uganda. The Godfather of Uganda has spoken. He does not want to be inference. So since he does not wish to have interference the international donors and bilateral organizations should offer him a hand with that.

The International donors and bilateral organizations should certainly suspend their direct budget support to the Ugandan Government. As they don’t wish to have any interference and can handle it all on their own. The money should instead spend on the Multi-National Organizations working in Uganda, as the OCHA, UNICEF and WFP as they will submit and carry out quick resolved matters in Internal Displaced Camps and around the borders through their projects. Since that will not have any other government questioning their actions, then the other governments should not help to fund their actions. Simple rhetorical assessment that banish the 20 % power of the funds that Don Museveni has at his disposal and use; when outsiders are such a pain, then the pain should leave Don Museveni alone and not support him.

So the Donors and Bilateral organizations should cut their aid and give less power to Don Museveni and his NRM Mafia who spends and eats alone; while his government does not have money to build health care, roads, schools or the other necessities in the Ugandan Society. But not with Foreign tax-payers money, when they get used on the expensive cars, lavish lifestyle, foreign health care and private planes for the Godfather. There is time to take action as the gangster will act as Don and not as a Statesman. Henceforth, when a player does not want question, but accept your money and not accountable for them; and when the player squander the money and expect to get away with it. Then the Player should lose the ability to get the money from you. The Don Museveni have already had long enough time to deliver and used enough of donor-funds without showing progress. Time to cross out the donor-funding to direct budget support; then Don Museveni does not need to be questioned. As the international community will not have put a stake and being stakeholders for certain parts of the budget. But when they step away, then Don Museveni can be the kingpin and the gangster he want to be in military fatigue and do as he want in his playground, without opposition who should just stay home; and also without foreigners questioning him. Then he can rule alone with the capos, underbosses and then be grand Don Museveni. Peace.  

Press Release: Kenya’s Economy Strong in a Challenging Global Environment, says World Bank (31.03.2016)

NAIROBI, March 31, 2016—Kenya’s economy is projected to grow at 5.9% in 2016, recording an improvement over the 5.6% estimated for 2015, says a new World Bank Group economic report released today. The Gross Domestic Product (GDP) is expected to improve further to 6% in 2017.

The Kenya Economic Update (KEU): Kazi ni Kazi: Informality Should Not Be Normal attributes the positive outlook to low oil prices, good agriculture performance, supportive monetary policy, and ongoing infrastructure investments. Kenya experienced strong economic performance in 2015, and has exceeded the average growth for Sub Saharan Africa countries consistently since 2009, the report adds.

The KEU reviews Kenya’s economic performance in the context of three global factors which have been discussed for some time, and are now in full force. These include: industrialized countries’ monetary policy adjustment; the end of the commodity price boom, and the rebalancing of Chinese economy. The report says that the interaction between these global factors with domestic policy and conditions will determine Kenya’s growth in the near term.

“The prevailing global conditions call for a more vigilant policy stance which is supportive of growth,” said Diarietou Gaye, World Bank Country Director for Kenya

According to the report, Kenya’s economy remains vulnerable to domestic risks that could moderate the growth prospects. These include: first, the possibility that investors could defer investment decisions until after the elections; second, that election related expenditure could result to a cut back in infrastructure spending, and third, security remains a threat, not just in Kenya but globally. Finally, changes in monetary policy in industrialized countries could trigger volatility in financial markets putting the currency under pressure.

The KEU, whose special focus is on jobs notes that Kenya is creating more jobs now, but mainly in the informal sector. In the next ten years, nine million youth will enter the labor market, a majority will continue to find jobs in the informal sector, the report adds.

“Kenya is not short of jobs; it is short of high productivity jobs,” said Jane Kiringai, the Bank’s Senior Country Economist for Kenya and the lead author of the report. “To increase productivity of jobs in the informal sector, policy interventions could be geared towards increasing access to broad skills beyond formal education, creating linkages between formal and informal firms, and helping small scale firms enter local and global value chains.”

To create more and better jobs, it is also imperative to reduce the cost of doing business which is necessary for a robust private sector, the report adds.

MCC suspends United States Aid to the Tanzanian Gov. on the grounds of the recent Zanzibar election and a draconian law; while the US. Gov. and USAID have no troubles continuing to aide the Ugandan Gov. with their draconian laws and fraudulent election; Double Standard or just me?

A strange action happened from an Agency that is a part of the U.S. Agency for International Development (USAID) the Millennium Challenge Corporation (MCC). They have all of sudden suspended projects in Tanzania after both a so-called draconian law and the recent election on the Island of Zanzibar. Take a quick look!

“A US international development agency has suspended its partnership with Tanzania, citing flawed Zanzibar elections and the draconian Cybercrime Act. The move by the board of directors of Millennium Challenge Corporation (MCC) means that Tanzania will not be receiving an envisioned $472 million in funding for electricity projects” (…)”The US suspension-of-aid notification cites “arrests made during the elections” in Zanzibar as an indication of the Tanzania government having “engaged in a pattern of actions inconsistent with MCC’s eligibility criteria.” (…) “MCC’s model has a partner country’s commitment to democracy and free and fair elections at its core,” the directors’ statement said” (Kelley, 2016).

Why I will discuss this move and the motivation for it. Is because the USAID and MCC have not done anything after the recent election and all of the laws that have enhanced the powers of the Executive and possibility to move around the Parliament for the Government and certain ministries, therefore easily get funding and short-term loans from the Bank of Uganda without permission of the Parliament, Police laws that monitors the Opposition and controls them even more, also the well-known rigging of the General Election, Parliamentary Election and the Presidential Election in February and early March in 2016.

Zanzibar Election 2016

While the United Republic of Tanzania might have stepped on some toes and had issues during the Zanzibar elections, they have not been close to the systematical oppression the Police and Army have had in Uganda. And the USAID and their agencies have not acted upon it or reissue any of the aid initiatives or anything in the Republic of Uganda, but the United Republic of Tanzania get punished straight away for the similar actions. I wonder if the the Public Order Management Act of 2013 is sweeter and nicer; then the Cybercrime Act and that the Cybercrime act is the official Bad-Act of the Tanzanian Government in the opinion of the United States.

I also wonder if the Tanzanian Government had armies in the wars that the United States does not want to touch, not even with the filthy lying lips of Donald Trump. Because the Tanzanian could have oppressed their opposition, made draconian laws and laws who applies in ways that the ministries and the Executive does not need to take the decision through Parliament before acting. That is Uganda and they have no issues with the USAID and the MCC. Only UNRA have had issues with World Bank and the progression of the World Bank funded Infrastructure and road-building have been suspended because of embezzlement and bad management in the Uganda National Roads Authority; who due the diligence on the development projects. Still the Ugandan Government have had no trouble with the government funds and army exercises from the United States, even the American Fire-Helicopter training together with U.S. Army happened in a month time after the Election Day.

The Double-Standard is too obvious, what is okay for the Ugandan Government is not apparently okay for the Tanzanian Government. That is openly displayed by the United States this time as well.

So I feel there is a theory behind the actions against the Tanzanian government and their actions during the Zanzibar elections, while the Ugandan could walk skootch free with some disregard of the actions in country, but nothing that affects the relationship between Uganda and the Americans. While today the Tanzanian has lost their extra funding for the Projects through the MCC and the USAID operational company. So there is a political factor behind this and the main factor in why the USAID and MCC suspends, but not do the same in Uganda.

The Tanzanian Government does not have army operations or have the close military relationship that Ugandan Government has at the moment. The American are even training in Uganda and the Ugandan army fights wars for them and are likely in the Peacekeepers missions together with buying and getting military equipment from the U.S. even if the Ugandan once in a while buys Anti-Riot Equipment from China and Military equipment from the Russian Federation. Still, the Ugandan has a clearer mission for the American Foreign Affairs and because of that a close ally of Uganda. Something the Tanzanian is not.

Therefore it is easy for the American Government to suspend and punish the Tanzanian. That is why the Ugandan Government have not gotten punished for their lax activity with the former M23 rebels and the allegations of them to be on the payroll of the State House of Uganda, even then the American Government does not questions or punish that behavior. But a few arrests on Zanzibar and the Tanzanian Government get slapped. This while many of the opposition officials have lingered in jail without charges, gone missing and even been in house-arrest for over 40 days in Uganda, without any consequences. That is the double-standard and makes President Museveni Teflon, because he is a necessity for their role in the area. I am not sure why the Americans does this and support him with only remarks in the United Nations and letting go of the European Union comments after the Presidential Elections in the country.

But we have all rights to question the reasons from the Americans as they are supposed to be a moral stature and moral authority; something they cannot be seen in this instance. The Double Moral is staggering. Uganda gets a pass, while Tanzania get suspended its aid. That is the case and cannot be hidden under a rug or be not blasted; especially when we know it happens in such a short time span and under the same administrations in all countries and board-rooms. There are no reasons why Tanzania gets the harsh treatment while the Ugandan walks away with no scratches on their arms. Peace.

Press Release: Social accountability vital for building trust in post-election Uganda (01.03.2016)

Development projects that pay greater attention to social accountability can improve citizen-state relations and trust in Uganda and other fragile countries, according to new research by International Alert.

The report, titled Making social accountability work: Promoting peaceful development in Uganda, evaluates  two large-scale development projects undertaken in Uganda and has been published following the recent elections in the country that have been undermined by widespread unrest and allegations of corruption.

The report states that development projects which build in transparency and accountability components can nurture more constructive government-community relations – vital for closing historical divides between citizens and state that fuelled the civil war in Uganda, and helping people feel they can influence change.

Richard Businge, Country Manager for International Alert in Uganda, said:

“Uganda is not alone in the region in experiencing tensions around presidential elections. It is vital that we avoid post-election violence of the kind seen in Burundi at present and in Kenya in 2008, which points to the urgent need to help more people participate in decision-making and ensure the government and development agencies respond to their concerns.”

An informant of one of the report’s case studies commented that people in northern Uganda had previously felt neglected and humiliated by the government, but relationships improved “quite tremendously” after the project integrated a social accountability component. Teaching communities conflict-management skills also empowered them to resolve more local disputes among themselves.

It was also found that accountability initiatives can help make communities more cohesive. For example, forming local groups to interact with the district government and give voice to local concerns is an effective way of improving citizen-state relations, laying stronger foundations for building mutual trust and understanding.

As well as being a critical component of development projects, the report reveals that technology can also amplify citizen voices and enable better information sharing, therefore strengthening social accountability.

Jo Robinson, Programme Officer on International Institutions at International Alert, author of Making social accountability worklead author of Making social accountability work, said:

“Online spaces can sometimes represent more open forums for discussion on state behaviour than those offline, allowing people to engage frankly in democratic debate not just during election time, but whenever decisions are being made which may affect their lives”.

The report findings will be presented at the World Bank Group Fragility, Conflict and Violence Forum in Washington DC on 1-3 March 2016 (website).

The research was based on two projects: Lakes Edward and Albert Fisheries Pilot Project (LEAF I), funded by the African Development Bank; and the Northern Uganda Social Action Fund Project (NUSAF II), funded by the World Bank.

We have today a nice Saturday when the UPDF supposed to be deployed and take control of security towards the end of the General Election. Well, in Masaka NRM-Organization promised towns-people an NRM-Supporter’s if they shunned the campaign rally of Go-Forward and Hon. Amama Mbabazi campaign venue in town. While the NRM members who cried out for not being paid not to show-up somewhere. Shows the lacking mentality of NRM to pay their own and keep their promises! Yet again I guess! While the Police had to throw tear-gas and shot live rubber-bullets towards the crowd because of the missing funds of UGX 100millions to them.

The Go-Forward had a rally in Masaka 9th November 2015 when they held a rally at the Masaka Golf Course and they reacted today 9th January. Technically two months after the rally and  now they wondered where the money they was promised to get wasn’t arriving. That is slow service delivery!

Something worth reporting is that Musician Eddy Kenzo and the Ugandan Cranes Football Team sponsored and was charitable towards the Masaka Hospital with a facelift and upgrade on the 7th January. They donated to Masaka female ward and this was done through a charity match!

And something that would be lost in the wind about Masaka is this is just in today on 9th January 2016:

“Masaka Municipal Councils have received financing from the World Bank towards the cost of the Uganda Support to Municipal infrastructure Development Programme (USMID) for the Civil works of Infrastructure projects and Consultancy Services of supervision of road works”. Well, World Bank has to finance this for Masaka and not the local tax-base, wonder who is financing the missing funds for the shunning the campaign rally that was in 9th November 2015…? That is why they have more missed funds and why the NRM-O in the area had the reaction today.

While also the Masaka District Local government had to tell the civil servants how to allocate the money at a hotel yesterday 8th January 2016: “Regional Data Quality Assessment (DQA) at Mariaflo Hotel in Masaka District with a call on participants to appreciate data for improved service delivery through proper planning and resource allocation”. That must be why World Bank has the wishes to finance the civil works in parts of Masaka. That must be golden.

There has been a lot of news and articles on this matter because of the sensitive issue of owning land. Land can secure families and secure the heritage of the local people in the area. The issue is how to deal with wish of growing society and also keeping traditions. Also settling people in after years of war with the LRA and settle especially the ones that are seen as Internal Displaced Persons (IDPs). Another issue is if the government tries to deal with big monies and doesn’t include local patrons or community. That disfranchises the people and also grows a bigger distrust from the community about the government institution. That also shows the true color of especially some of that is, also the matter in the Amuru Land grabbing. I will not look into the local squats between families and also IDPs and local farmers stealing land from each other. That is equally important. But don’t have the space to write and find a good way to put it into this one. NRM-Regime has from day one been laisses faire economics and not governmental business orientated even if the President of 29 years was into communist thinking in the 70s. Also into business that gains the government, but not actually the public and citizens always. Therefore we have the heavy prices and expenditure of roads. The deals and arrangements hasn’t been made in sincerity of the public, therefore has also the MPs from the area in now bot the 8th Parliament and the 9th Parliament has reacted to deals that been set in fruition. The Madhvani deal is the big one and the one with the most flesh and grants. Also the Apaa village dispute over the land becoming a hunting ground instead of being a village for the people who actually live there. Then I will show other deals that have been questioned. This was the gist!

Professor Ogenga Latigo spoke his mind:
“While referring to the process of land acquisition for the project, Professor Ogenga Latigo, the former Member of Parliament for Agago county and Leader of Opposition in the 8th Parliament indicated that ―Government mishandled the Amuru case, while others informants argued: ―”The idea is not bad but the approach of establishing the sugarcane factory [was wrong, and besides the project] is imposed on the people, the project should be started when the people have returned to their land. The priority should be to give chance to the locals to resettle before establishment of the sugarcane factory” (Serwajja, 2012).

Basic information from 2005:
“Gulu district in her endeavor to alleviate poverty and promote development is committed to mainstream environmental concerns in its implementation strategies. The district continues to rely on the natural resources as important sources of income. It is been noted that over 82% of the population depend on agriculture and this can call for immediate up-date on status of the natural resources in the district” (Langoya & Ochora Odoch, 2005).

Land Law information about in Uganda:
“Tenure arrangement:
Until 1995, customary tenants did not legally own land they occupied. The land belonged to the State, and the tenants were merely permitted to live on it (Tenants at Sufferance). According to its preamble, the Decree was intended to provide for the vesting of title to all land in Uganda IN TRUST for the people of Uganda. The Constitution of 1995 vested land in the citizens of Uganda as opposed to land vested in the State, as was the case with the Crown Land and consequently Public Land.
Therefore:
• Customary tenants on Public Land were empowered to own land occupied.
• Three quarters of land in Gulu falls under customary tenancy hence Communal Land Management.
• The Land Act 1998 favoured the Acholi customary land holding e g. communal cultivation, communal grazing, and settlements” (Langoya & Ochora Odoch, 2005).

Important land law:
“Section 92 of Uganda’s Land Act (1998, Cap. 227) states that “a person who…makes a false declaration in any manner relating to land” or “willfully and without the consent of the owner occupies land belonging to another person”… “commits an offence.” Notably, however, the Penal Code Act does not mention land-related crime or theft, robbery, or grabbing of immovable property” (Northern Uganda Land Platform, P: 6, 2014).

Alternative dispute resolution (ADR), or ‘mediation’ as it is known, is not as technical, costly, or time-consuming as formal court processes, and aims to promote harmony among community members rather than naming a winner and a loser” (Northern Uganda Land Platform, P: 18, 2014).

“Migration characteristics:
Virtually, there are no refugee settlements in the district. However, large number of people in rural areas has moved to the forty six Internally Displaced Persons’ Camps and urban areas (RUM). It is noted that the Population in camps have risen from 291,000 people in 2001 to 438,765 people in 2004 and those in the urban centres from 38,297 people in 1991 to 113,144 people in 2002. Due to the same insurgency, there is also movement of people from Gulu district to the neighboring districts of Nebbi, Adjumani, Apac, Lira, Masindi and other Districts, not mentioned here” (Langoya & Ochora Odoch, 2005).

“Three criteria are found to be reliable indicators of bad faith. These reveal themselves as the ADR process unfolds, and include:” (…)”RIGHTS: Land rights of each party. These are determined by family ties, marital status, and transactions (gifts and sales)” (…)”INTENT: Parties’ demonstrated willingness to (not) respect these land rights. Usually evidenced by the presence of any “warning signs” and/or similar actions, body language, and statements” (…)”POWER: Parties’ perceived ability/opportunity to deprive opponent of land rights. This is context-specific, and may be assessed through probing” (Northern Uganda Land Platform, P: 7, 2014).

Some information on the Area Land Committee(ALC):
“A major point of breakdown apparently concerns the integrity of the Lands Administration itself. Although Area Land Committees are the “eyes and ears” of the District Land Board—thus vital to the process of land surveying and registration at the grassroots—these bodies remain under-facilitated, unsupervised, and unsurprisingly corrupt” (Northern Uganda Land Platform, P: 75, 2014).

Witnesses from the ALC:
”There’s no supervision of ALCs. So they go and do the work the way they want… because they’re human, sometimes they’re stubborn. On the basis of relationship… they can favor somebody. There may be a boundary dispute that was really not resolved – but in their report they say the dispute was ‘decided” (…)”“…a nightmare. The Kakira Sugar Works Limited overdemands money! Your file can be lost if you don’t pay them. I have to be very bold with these people, and tell applicants what really goes on. The corruption is highly coordinated, you can’t penetrate it. They look at you as if you are stupid if you don’t hand them extra money. I think the reason why no official fee structure exists has to do with the people behind private survey firms. If survey rates become fixed, then they lose business.” (…)”If I want to do something, you have the knowledge, I have the money. Money is very evil. However principled I am in my work, there’s some degree to which I will bend. All government offices are strained. No department says they have enough facilitation to do their work… We need to agitate, put it to the government that resources be looked at. Facilitating the ALCs alone will not solve the problem. Instead of centralizing the court, where people cannot afford travel costs (80-100km away), can we facilitate departments to do their work?” (Northern Uganda Land Platform, P: 75, 2014).

One set of background for Acholi land grab:
“To a number of locals in Northern Uganda, the issue of Customary Land Titles/ Certificates continues to evolve, and the rush to pilot this project has raised a number of questions and concerns about state involvement in land-related issues” (…)”In 1995, the Constitution of Uganda gave the right to own land to Ugandan citizens and any Ugandan could settle anywhere following due procedure. Following the passage of the 1995 Constitution the customary land tenure system was uplifted to the level of freehold tenure” (…)”As such, a clear definition and understanding of public land becomes imperative to securing access to land rights. One such example is the act of Amuru District Land Board allocating 40,000 hectares of land to Madhvani Group of Companies for sugar cane plantations. This allocation was made in the understanding that the land was public land. To community members this was a clear mismanagement by the land boards and manipulation of customary land rights by state institutions” (Otim, Ina & Cody, 2012)

“Lending credence to the perception of threat was highly public pressure from central government (including the President personally) for the opening up of Acholi land to investors, large-scale commercial farming, and other forms of ‘development’. From early 2007 this pressure was focused on giving land – originally 40,000 hectares, later reduced to 20,000 – in western most Amuru District to the Madhvani-owned Kakira Sugar Works Limited for a sugar cane plantation” (United Nation, 2013).

Main issues in Acholiland on land:
“Many Acholis oppose the project not only because Acholi cultural land is not to be sold, but also because many of the owners of that land are still in camps and, because of displacement due to war and the consequences, have not yet been able to return to their ancestral birthplace” (Kligerman, P:28, 2009). A World Bank report in July 2008 recommended a moratorium on land titles to investors in Acholiland until residents had residents had returned home from camps and people had been “sensitized” to land issues (Atkinson, R, 2008). The report also recommended that the government demonstrate its commitment to protecting natural resource rights (Atkinson, R, 2008); this is remarkable support for the Acholi people, particularly considering that the World Bank is one of major promoters of land privatization globally” (Kligerman, P: 29, 2009).

Insecurity when it comes to Land in Acholiland:
First one:
“Previous and on-going attempts by private individuals to acquire private interests in land which is perceived to be owned communally. Acholi leaders believe that Government is engaged in designs to help well placed and politically influential people from other parts of the country to access and enclose land in Acholi land. Common Property Resources are particularly targeted by individuals as well as government agencies” (Rugadya, P: 3, 2009).

Second one:
“Investor interest in the region; Pursuit of land access by large-scale commercial interests, speculators and grabbers was also causing tension particularly in the Acholi sub-region. The concern is that commercial agricultural interests will be cavalier in their treatment/understanding of land rights and land use issues. A number of highly publicized multiple attempts to acquire land in the sub-region presumably for investment and potential government development programmes, while some of these proposals may have been legitimate investment programmes to help re-establish peace and spur economic development activities in the region, the absence of a clear national policy and institutional framework for pursuing these initiatives has fueled the suspicion that “government” or investors as trying to usurp their land” (Rugadya, P: 4, 2009).

On Land Policy:
“Hostility towards government land policy is acute. MP Reagan Okumu asserts that there is a kind of ‘scramble’ for Northern Uganda, accompanied by a deliberate effort to deny Northern Uganda any development by scaring away investors. He says that because people in Northern Uganda are poor, whenever one flashes money around, they will sell their land at even low prices” (Otim & Mugisha, P:9, 2014).

Continuation on land and allocation of it:
“In Uganda, land is the single greatest resource for which a large majority of the population derives its livelihoods – because of the importance attached to land in all communities, conflicting interests in are unavoidable” (…)”Okoth-Ogendo describes land as a political resource which defines power relations between and among individuals, families and communities under established systems of governance” (Mabikke, P:6, 2011).

Allocation Part II:
“These land allocations dominate in the western area of Amuru district. These concessions have spurred major discussions on land grabbing in Acholi land. Central to these concerns has been highly public pressure from central government for opening up of Acholi land for “development” since early 2007 to allocate” (…)”land in Amuru district to the Madhvani Group for a large-scale sugar cane plantation. Reports from aggrieved Acholi Parliamentary Group (APG) – a group of Acholi parliamentarians accuse the GoU for assisting investors to grab land in northern Uganda. According to APG, the Central Government’s support for alienating land for commercial sugar cane farming in the north has been accompanied by powerful individuals gaining, or attempting to gain, private title to land that overwhelmingly belongs to communal landholding groups” (Mabikke, P:19-20, 2011).

Amuru

On IDPs and Returnees:
“Some returnees allege that the government grabbed large tracts of their land while they were in the IDP camps and offered these tracts to private investors. For example, in March 2008, the Madhvani Group submitted an application to the Amura District Land Board for 20,000 ha of land near to the Nile River for a sugarcane plantation. The local government approved the application with an initial allocation of 10,000 ha for a period of 49 years. Some of this land is claimed by returnees. In November 2008, several parliamentarians from the Acholi sub-region filed an application in the High Court in Gulu and obtained an ex-parte (temporary) injunction against the Madhvani Group, Amuru District Land Board and other respondents for interfering or encroaching on the disputed land. In ensuing court hearings, the Amuru District Land Board was forbidden from issuing new leases on the disputed land until the hearing and determination of the main suit. As of June 2010, the suit is still pending in the High Court” (Veit, 2010).

The Land Matrix database indicates that four large scale land deals amounting to 76,512 hectares were concluded in Uganda. In 1992, the government of Uganda signed an agreement with the Libyan government to allocate three large chunks of land, i.e. Bukaleba Beef Ranch (4,000 hectares), Aswa Ranch (46,000 hectares) and Maruzi Ranch (16, 376 hectares (Okello, 2006). Meanwhile, Egyptian government planned to establish grain farms on land totalling to 840,000 hectares (Kugelman and Levenstein, 2009) and Agri-SA holds about 170,000 hectares of arable land in Uganda (Mabikke, 2011). Similarly, the Ugandan government tried to allocate 7,100 hectares of land to the Sugar Corporation of Uganda Limited (SCOUL) to produce more sugar although the civil society resisted the allocation through massive demonstrations and appealing to donors to block the proposal (NAPE and Friends of the Earth International, 2012)” (Serwajja, 2012).

First information on Sugar factory in Amuru district:
“Box 1. Madhvani Amuru sugar works proposal:
In 2006 news began to emerge of a planned sugar works to be built by the Madhvani Group on 40,000 hectares of land in Amuru district. The proposal envisaged a joint venture between the Amuru Sugar Works (owned by the Madhvani family) and the government, with a projected cost of US$80 million (Shs 162 billion) and included construction of a factory, a power generation plant, a water treatment plant and reservoir, workshops, stores, fuel stations and administration blocks, staff housing and amenities including hospital and educational facilities, etc.34 Amuru Sugar Works anticipated employing up to 7,200 people (25 foreign and the rest local) directly at the factory and some 5,000 on outgrowers’ farms, providing a livelihood to around 70,000 people in total. Five villages to accommodate 200 farmers each were to be built in the nucleus estate. In these villages, farmers would benefit from education and health services, while extension and credit services, agricultural equipment for land clearing, ploughing and furrowing, and a development fund would be used to support outgrowers. According to the proposal, 200km of road network would be built on both the nucleus estate and surrounding areas.5 Despite the proposed benefits of the project, a political storm over the proposal quickly grew, with the Acholi Parliamentary Group (APG), under the leadership of MP Hon Livingstone Okello-Okello, arguing that the investment should not proceed until all internally displaced persons (IDPs) had safely returned and that the required land of 40,000 hectares was too big to be given out for a single investor, since the population was growing fast and in the process of returning from camps.6 Madhvani Group representatives, accompanied by President Yoweri Museveni, visited the north at the end of 2007 in a bid to gain support for the project. Museveni asked the Acholi paramount chief, His Royal Highness Lawii Rwodi David Onen Acana II, to undertake a consultative process by setting up a committee to assess the land in question, research the sugar industry and gather community views. The proposal has subsequently been reduced to 20,000 hectares for the nucleus estate and 10,000 for outgrowers. In July 2008 newspapers reported that during a meeting organised by the APG, residents resolved unanimously not to give their land to any investors. Most recently, following dissatisfaction regarding the ruling of the Amuru Land Board in favour of the Madhvani Group, a group of residents from Amuru district, led by MP Hon Simon Oyet, secured a court order stopping any transactions on land in the district, with the deputy paramount chief of the Acholi, Rwot Otinga Otto, calling on clan leaders and cultural heads to resist giving land to Madhvani if they are not consulted, saying: ‘Just rise up against whoever gives away land without your consent’” (International Alert, 2009).

The background to deal:
“The first public indication of Madhvani’s interest in a sugar cane plantation in the ‘north’s central part’ of Uganda – that is, Acholi – came in a New Year’s Day New Vision Business article, ‘Madhvani to set up second sugar factory’ (1 January 2007) . By July, this interest had become specifically identified as a 40,000 hectare tract of land in Amuru District – see, for example, two New Vision articles from 30 July 2007, one from the Local North section, ‘Acholi MPs asked to support sugar factory’, the other an Opinion piece by Gulu District
Chairman, Norbert Mao, ‘Sugar is sweet but Acholi cannot afford a raw deal’. It is important to note that the land sought by Madhvani is situated in an area cleared of people by the colonial government almost a hundred years ago and made a game reserve. But evidence of various Acholi group’s historical claims to customary land in the area, and its continued use through most of the 20th century for hunting by groups with recognized customary rights is extensive. It is also worth noting that this is also a part of Amuru where preliminary research indicates possible oil reserves, and where Government has given out licenses for oil exploration – as confirmed in a letter dd. 4 September 2008 from Daudi Migereko, the Minister of Energy and Mineral Development, in response to a request for information on the matter by J.J. Okello-Okello, Chairman of the Acholi Parliamentary Group” (United Nation, 2013).

“The project entails acquisition of 40,000 hectares of land in perpetuity and at zero cost, implicitly the people of Lakang are meant to give away the land for development of the sugar industry. Half of the land, 20,000 hectares, will be used to establish a central business district (nucleus estate) of the factory that will entirely be under the management of the Madhvani Group and the remaining land will leased to the communities to grow sugarcane under the out-grower scheme. At the same time, the Madhvani Group will acquire a title deed to the land in question (40,000 hectares) in a quest to secure additional funding of about US$50 million from the African Development Bank” (Serwajja, 2012).

A review of the feasibility study report for proposed sugar project in Amuru district revealed that the area was preferred because of availability of permanent source of water which would provide water for irrigation and proposed factory. The proposed project is located about 6 kms is near the river Nile. Other suitable conditions for sugar cane growing identified included suitable topography with undulating plains, reliable rainfall of 1029 mm annually and fertile soils (sandy clay loam and loam) and availability of spear type of grass which is easy to clear (Madhivani Group March 2007). For the investors acquiring land from the UIA, they had to ensure that the land had no conflicts. For investors who acquired land from the UIA and DLBs, there are guidelines that prescribe all the processes for acquisition” (…)”In Amuru district, an investor had fenced off land cutting off adjustment villages from a health centre and a weekly market. Similarly, in the Kaweeri coffee plantation, the community complained about restrictions of movement through the plantation to access their villages. Since part of the process of land acquisition does not require understanding a gender analysis, its implications on women and men will not be understood and therefore such scales and effects will not inform planned actions“(Kanyesigye, P:13 & 15, 2014).

Amuruland

On the 11th December 2014 Attorney General Peter Nyombi wrote this in a letter:
“In a cabinet meeting presided over by H.E. the President, while briefing cabinet on the progress made so far by regarding the above project you informed cabinet that the survey of the project land would be done after the by-elections in Amuru District” (…)”Could you therefore have the land surveyed and the occupants of the same established and their property on the same recorded and valued so that the project can go ahead” (Nyombi, 2014).

Two other cases:
First case:
“According to the minister’s letter dated 7th January 2008, Major General Julius Oketa had applied to be issued with a certificate of title for approximately 10,000 hectares of land located in Amuru district for a sugar industry. The letter shows that there was no functional
Area Land Committees (ALC) in place which would inspect the land before issuing the title” (Mabikke, P: 20, 2011)

Second Case:
“A similar case of alleged land grabbing is cited in the petition presented to the Speaker of the Parliament, filed by Hon. Okello-Okello John Livingstone – chairman APG. Okello reported several attempts of land grabbing involving senior government officials in northern Uganda.
In 1992 the GoU signed a protocol with the Government of Libya giving away the following large chunks of land namely;
• Bukaleba Beef Ranch 4,000 hectares,
• Aswa Ranch 46,000 hectares
• Maruzi Ranch 16,376 hectares” (Mabikke, P:20, 2011).

A third case:
“The case of land in Apaa Village (Amuru District) illustrates the suspicions of local people concerning the acquisition of large tracts of land. In 2005, when people were still living in the camps, land was given to Bruce Martin from South Africa who was investing in game reserves for sports hunting. When resistance from the community intensified, it is claimed that the government changed tactics and asked the neighbouring district of Adjumani to contest ownership and claim that this land actually lies within Adjumani District. The Adjumani District authorities then passed a council resolution giving the land away to the ‘investor’. Some participants in this research argued that the boundaries between the two districts of Adjumani and Acholi are clear, and that some district politicians are manufacturing the boundary conflict. During an interview with the District Chairperson of Adjumani, he showed a map of the area in dispute claiming the area belongs to Adjumani District” (Otim & Mugisha, P: 8, 2014).

Fourth Case: 

Omoro County Suvey of Land

On the 9th of September of 2015 the police arrested the Amuru MP Hon Gilbert Olanya. Residents has reacted to buy of land and grabbing of Apaa village. The Villages and the MP was forced into the Police car even with the NTV camera crew in the place.

The TDA press release said this: “Three people are now confirmed dead by sources in Apa. Several people suffered grave injuries and are being treated at Amuru health centre. The Member of Parliament Gilbert Olanya was arrested and is believed to be detained in Masindi police station” (Minbane, 2015).

Afterthought:
I think I have said enough. If you’re not enlighten and gotten more clear information on the subject and the issue that these people are living through, then I am sure you should read more reports and dwell on the matter at hand. It is a sensitive matter that by my reckoning hasn’t been dealt in the best way. The arrangement and deals has been beneficiary for the government and state institutions, but not in favor of the demand in the districts. Also it has not put into an account what the local area needs or settlement of the IDPs after the long war in the war-torn area of the Northern Uganda. So many people are still in tents in the camps instead of building themselves into a stabile life. That is really growing prosperity and not just short and quick bucks with the sale of big areas located to foreign and not local merchants. Also fertile land is being sold to either facilitate a giant sugar-factory or as another big time deal to become hunting grounds instead of a place where the citizens can live and earn a livelihood. When this kind of actions happen from the government officials in Kampala and not directly with due diligence locally, then there will be frictions and anger towards the men who gave the businessmen the opportunity to occupy the lands. There are already as seen in many of the reports many smaller incidents between neighbors and family members to allocate lands in the Amuru and Adjumani district. Therefore this will be a sensitive issue that will not be over, especially not over until the next sunset. There will be many moons and even more hot air before a certainty is there. Especially when the Government overrules and sells the land without doing proper procedure and allocations, without checking the status of the area as it unfolds. They the government officials are just pocketing money quick and then send police to get rid of those who live there. At the same time having citizens in the camps as IDPs without a possibility to land and harvest, to find work to sustain them and live. That should have been the priority and not the businessmen from a far. Which is also the main reason why the locals reacts that strongly towards this land grabs and how they feel overrun and not listen to by the powers to be. In this case of the Government of Uganda and their LDC and certain ministries that have put the allocations into effect. An in this particular cases might put the quick monies before the additional and usually most important feature of any government institutions the people and the citizens before the contracts of selling the lands. Henceforth it’s understandable why people react and demonstrate when they feel wronged by the ones that supposed to serve you and secure security and care so you earn your livelihood. And that shouldn’t be too much to ask from the NRM-Regime, though it seems more likely that the big sums of monies matter more than the public reactions at this present time. Also that the continuation of disfranchising the northern districts of Uganda continues, especially with the Oil findings in Western/North Western Uganda – Bunyoro while Amuru and Adjumani will lose more to that area than even before. Peace.
