A look into the battle of the MPs in the new districts in 2021

In September 2015, the 9th Parliament approved 23 new districts. I have looked through most of them. We can see whose are having new constituencies and new borderlines for ballots in the General Election of 2021. There are other districts also pushed, which are not mentioned. Because, the list would be insane. But it shows some people who are having another route to their incumbency than previously done.

This has been an issue in previous elections too. As the state has operated and changed district lines for years. This is a clever way to create new polls and statistics, also ensure there are no strongholds. As the districts and sub-counties become fluid. That is because there was 112 districts in the 2016 Elections, but by 2021 there will be 135 districts. As well as there was 1,403 sub-counties in 2016, while in 2021 there will be 2057 sub-counties. All of this has effects for the elections and the supervision of it. As there are new candidacies, there are new elected officials and ensuring the tallies are right with the right forms, ballots and counting according to the eligible to vote and whose registered to do so. Therefore, these sort of changes are brining a lot headache, not only to the representatives to date, but also for the ones following it.

Therefore, with this in mind. I made a similar list of interesting names, districts and whose MPs, who could have issues when the primary polls in 2020 and the initial polls in 2021. This will be interesting, as there was incumbent MPs and NRM MPs who came into trouble and lost in new districts last time. That is likely to happen again, as there are other parishes, towns and such where they have to get voters compared to last go-around.

I think this list is interesting, as it says something about whose has a new challenge. Who has new constituencies and where the might reside some lost hope. As there have been lacking funds to operate these districts. There been trouble to find financial stimulus to actually operate them. The NRM has made big changes with the districts, but haven’t considered the economic implications in doing so. Also the obligations of civil service, hospitals, health care centres and so-on. As well, as halls for the appointed leadership, the elected officials offices and so-on. Which is all on the back-burner and lack of funds too do.

Therefore, this list shows what is at stake and what the NRM does to ensure continued power in Parliament. As they assess these changes will give them popularity, as they are giving local government close look in the previously bigger districts. Even as they are all former sub-counties turned into a bigger and have more of a mandate as a district. Peace.

Fifth day of Presidential Rallies with issues between the Media and the NRM + KCCA saga continues.

Poster-power

Today it’s the fifth presidential rallies in Uganda. The first working week is over and the rallies will continue. Yoweri Kaguta Museveni is not riding in military vehicles, instead sending the NTV packing for their so-called biased views on the rallies. Then he does love the New Vision today who had a 5-page special on the NRM. There more deflections from the party. I will not spill all the beans. So keep on reading!

Quote of day:

“If you vote for somebody who gives some money, that person may not have the capacity to address you core interest” – Yoweri Kaguta Museveni

NRM 13.11.15 Omunge

NRM Rallies and other issues:

NRM and Media:

Museveni expels NTV from his media team after what he called unbalanced reporting on him. As per now, NTV journalists are being escorted back to Kampala by soldiers of the Special Forces Command. Daily monitor was also warned of a possible closure should their reporting continue to ‘favour’ the opposition ‘against’ Mr. Museveni.

Dr. Livingstone Sewanyana needed to have dialogue with the media houses of New Vision and Bukedde about the current concerns the coverage of the campaigns. Dr.Sewanyana is a member of CCEDU, so he surely wanted to discuss the 5-page piece directly on the NRM rallies yesterday and not much about the other parties in that paper today.

NRM Demonstration 13.11.15

Demonstration from the guys making NRM dummy plane for NRM Rallies:

For this dummy of a ‘plane’, the ‘manufacturers’ were reportedly contracted for Shs 400m to have this ‘crowd-puller’ at all President Museveni’s campaign rallies. Having not seen even a coin so far, a group of about 15 youths today stormed Kololo Independence grounds to take back their ‘plane’ but were ordered to back off by the mean-looking military police guards. So mean, the guards were, they threatened to beat up and break the journalists’ cameras who had been tipped off about the demo – warning; “for us, we are not your ordinary policemen”

Yoweri Kaguta Museveni had a rally at Omuge School in Bala Sub-County. Where he said: “Government to set up and maintain boreholes”.

NRM 13.11.15 Kole South

NRM campaign in Kole South there was even UPC Officials was endorsing the President. At Benson Ogwal Obua the UPC spokesman has told the NRM Caucus and at the Rally that the UPC votes in the Lango Sub-County should vote NRM. Jimmy Akena of the UPC said this about TDA today: “Our instance on lowering our flag at TDA offices was because we hadn’t agreed to join the alliance. Party hadn’t agreed” (…)”I can’t make a decision on behalf of the UPC. Such decision are made by the party. Currently, we’re listening to both sides” (…)”We are listening to all voices. Our purpose in this election is to restructure the party and target 2021” (NBS TV).

He had a rally at Apac.

NRM members in Mbarara deflect to FDC:

“About 200 angry supporters of the ruling National Resistance Movement in Mbarara district this morning denounced the party and proclaimed support for the Forum for Democratic Change” (…)”The supporters led by Bitekyerezo’s chief campaigner Polly Katwiire gathered at Mbarara independence grounds before the Deputy RDC Jimmy Kateera and started destroying their party cards” (…)”They accused Chairman Jomo Mugabe of altering the election results and going ahead to publicly brag about it” (Nahamya, 2015).

NRM members and even FDC members from the Masaka deflect to Go-Forward:

“More NRM party members, including councillors from Masaka sub-region, have defected to the Go-Forward camp, declaring their support for Mr Amama Mbabazi’s presidential bid” (…)”Among the defectors were Dr Shanon Kakungulu, who represented Masaka Municipality in the 6th Parliament on NRM ticket, Ms Salama Nakandi, Bukomansimbi District speaker, and Mr Andrew Mutebi, the youth councilor” (…)”Others are Mr Daniel Ssejoba, a councillor for Lwabenge Sub-county in Kalungu District, Mr Raymond Sserunkuuma, an aspirant for the Masaka Municipality MP seat and Mr George William Bbuye. The political wave also snatched Hajj Musa Mutebi, the FDC chairperson for Lukaya Town council” (Ssekweeyama, 2015).

FDC:

«How can 19 women die every day and then u find women singing no Change? That would be singing no change to your grave”.

Dr. Kizza Besigye said this at Katovu:

“Why should we have a parliament of 400 MPs! Only 150 members can be enough. We will reduce the cost of administration and do away with unnecessary expenditure. We will not have RDCs and presidential advisors. We shall only have 20 cabinet ministers and 20 state ministers. These ministers will be the presidential advisors.”

FDC Lyantonde 13.11.15

These ministers will be the presidential advisors. After we have cut the cost of public administration. All that money will then be brought to service delivery. Why should we have a parliament of 400 mps?! Only 150 ‘mps can be enough”.

FDC 13.11.15

Professor Baryamureeba’s campaign:

“2016 presidential candidate Venansius Baryamureeba says campaigns will slow down the economy because Ugandans are staying away from work to attend rallies. Side-note 3 – Kampala Election:

Nominations of Lord Mayor and deputy hopefuls previously slated for November 16. This is deferred to the Minster of the Kampala is yet to guid the Electoral Commission.

Side-note 4 – Erias Lukwago statement today:

“I picked the nomination forms for the position of the Lord Mayor a couple of weeks ago and set out to collect the requisite endorsement or signatures from the voters. On Wednesday this week, I proceeded to the EC offices and submitted the duly signed forms to the Kampala District Returning Officer, Charles Ntege, and booked my nomination for monday 16th November at 11:00am. Once that process was set into motion, Mr. Badru Kiggundu exhausted all his powers to reverse or halt it, and, accordingly, he is not at all seized with prerogatives to call it off on such spurious grounds that he is waiting for the enactment into law of what I would aptly term as the ”LUKWAGO BILL” that was tabled in parliament by Hon. Ruhindi . I wish therefore to inform all and sundry that our nomination programme is still on as earlier arranged”.

That’s enough. Peace!

NRM Primaries – Losers of this rigged elections plans to go independent!

NRM-ballot-boxes-599x250

Well, the spokesman of the party is strongly saying the party will be more united now then ever after this Internal Election. Surely when they all or so many has rigged themselves there. Surely they can all discuss the value of pre-ticket ballots and stuffed ballot boxes in the polling stations. That must be something that is discussed in the four day conference at Kololo right?

Just think of Opondo are talking to Odoi: “How can we do it even better in the 2016? The media and this social media people have spread our malfunctions to the world and this moles are tearing us apart! We got to do something!”

Well, that is made up, but you get the point right, and what worth has it to have politicians when none of them lives by the old saying: “Taxation without representation”. But now, do yourself a favor an take a look at this wonderful masterpiece called the aftermath of the NRM Primaries and some of the reports I have gotten today!

Ofwono Opondo said today: “NRM is going to be more united then ever”.

Abletong:

“Owino has said Wednesday’s NRM primary elections were marred by massive vote rigging and intimidation orchestrated by armed forces. Mr Owino, who described the deployment of armed forces as “nonsense,” alleged that the army engaged in intimidating people, especially supporters of Ms Otengo’s rival, Mr Samuel Okwir” (…)“When time came for collecting polling materials and results, the police and the soldiers did not allow us to go to the polling stations. Soldiers were using the vehicles belonging to the District Internal Security Officer, OC station and that of the town council,” Mr Owino told Daily Monitor” (…)”The district party registrar, Mr Isaac Odyang, said the election was free and fair though he acknowledged there were few soldiers and police deployed about 100 metres from the tallying centre” (Oketech, 2015).

Amudat:

Arua:
“I take the opportunity to thank friends, relatives, family, supporters and the entire Arua community for standing firm with me during NRM Primaries. Though we didn’t make it, we thank God for taking as through the exercise. Not all hope is lost and I still remain hopeful for 2021. I congratulate Hon Abiriga Ibrahim for making it” (Brian Godfrey Obiga).

Those who are against the recent release include James Kaberuka, Ahimbisibwe Gad Rugaju,Josephine Kasya, Muhumuza Frugency and Elizabeth Karungi. They claim that there was no transparency in tallying process, tallying of votes in Kinkiizi west was not done and selective harassment of agents by police”

“Brothers and sisters, lam petitioning NRM EC to repeat the exercise of holding NRM party primaries in Kyaddondo South. If not, l am declaring that l will stand on an independent ticket” (Ahmed Musaazi, 2015).

Katakwi District:

Jessica Alupo (Now Minister of Education and Sports) who lost her place in the Primaries are going to run as an independent this coming election.

Kibaale:

“Police fired tear gas at National Resistance Movement party supporters in Kisiita sub-county, Kibaale district who were protesting results of the recent primaries” (Tumusiime, 2015).

Kitgum:

An aspirant for Kitgum Woman MP NRM flag bearer, Ms Jane Achiro Opio, has said she will petition the party’s electoral commission, calling for fresh elections after her name was not printed as number one on the ballot paper as she had guided her supporters” (…)”Ms Achiro castigated the district NRM officials for allowing the elections to continue despite realising that Ms Achan’s name had been erroneously entered on the ballots for Kitgum Woman MP election” (…)”“I had told all my voters to tick the first aspirant on the ballot paper because all the names of aspirants are arranged in alphabetical order,” she said.

Ms Margret Lamwaka was declared the NRM flag bearer with 20,200 votes” (Okot & Komakeach, 2015).

Lira:

Omara Odung the Mayor of the town lost in the Primaries to his now councilor. Mawa says: “votes from tally center of railway where he comes from not counted”. The now former mayor says now he will go into the polls in 2016 as an independent.

Mbarara: Mayor Aspirant of Etaara!

“That is the first promise that Mugabe Robert Kakyebezi made to the town dwellers, once elected the next mayor of the soon to become city; that he would restore the largely defunct street lights” (…)”Kacebezi took advantage of the slanderous language of the incumbent Wilson Tumwiine which turned a lot of support away from him” (…)”He also ridiculed some of his contenders saying that they owned no single building in the town and thus were not fit to be elected mayor” (UGBlizz, 2015).

One of the ones who lost in Mbarara Municipality Dr. Medard Bitekyerezo who describes himself: “There will be no end to the troubles of states, or of humanity itself, till philosophers become kings in this world, or till those we now call kings and rulers really and truly become philosophers”. He says that after losing he will run as an independent.

Mbale Muncipality:

Mukono South:

Rev. Peter Bakaluba Mukasa lost and is saying that he will go independent.

Nambole:

“Money-Man, Tycoon, Kingmaker Hajji Hassan Basajabalaba has lost the NRM National Entrepreneurs League Chair to Rukaari. He will no longer sit on the NRM’s prized top decision making organ the CEC. He was defeated with a margin of 53 votes after he polled 230 as his ‘tormentor, Rukaari polled 283 votes”.

Rwampara Country:

Vincent Kyamadidi has claimed that there was no place to tick him off on the ballot-papers and as a result of this he will go as independent candidate in the district this coming election.

Okoro County – Zombo District:

Stanley Omwonya rigged the elections so diligently that out of the four sub-counties, he only won the one which is his home and he still won the election for the new constituency that was made and called Oraa out of Okoro.

Tororo West:

Sarah Opendi will run as independent.

Journalist shot during the Primaires:

“Enoch Matovu, a correspondent for a local television, NTV, in Mityana District was reportedly shot on the head while covering an incident of vote rigging during the NRM party elections at Bulera police station in Mityana district. He sustained a bullet injury on his head” (…)”Matovu told HRNJ-Uganda that he was covering the incident and never saw who shot at him in the scuffle, “I saw the local people opening the car and removing the ballot papers which they scattered around the police station, and that’s when I stopped understanding. I later discovered that I was admitted in Mityana Hospital.” Matovu narrated. Two unidentified men have so far been arrested and detained at Mityana police station, according to police” (…)”The scuffle ensued when an unidentified man turned up at a polling station near the police with ballot papers and could not ably explain where he got them. The local people became hostile and wanted to lynch him but he managed to escape and hid inside the police station. His car was broken into and the ballot papers scattered by the angry locals. Matovu is still undergoing treatment” (HRNJ-Uganda, 2015).

The President speaks a NRM Conference in Kololo Grounds in Kampala:

“NRM always follows the truth. All the problems we have had in the party primaries is because people are not following those principles. That is why you find people hiding ballot papers to vote more than once. That is why some people interfere with the register” (…)””Why should people steal votes when you are there. You should not allow it. Why should you beat a fellow Ugandan?” (…)”The NRM secretariat died when it was under my young brother Mbabazi.   The NRM garden had grown weeds” (…)”A member of NRM can ask, what will I benefit? Then you tell him what about peace, free education for the children, roads? And he says even FDC members benefit in that. UPC used to give their leaders sugar and left out others and that is why they are no longer in power” (Mulondo, 2015).

Sideline story:

The Same day one of the men behind the book called ’99 Reasons why Museveni Must Go’ who released the book on Friday (30.10.2015) at the American Embassy was shortly after that detained by the police. The man I am speaking of was the gentleman of Muhamed Ssegirinya.

I know I have read and written so much on this NRM Primaries, that is because its sadly very entertaining and also the issues continues to pile up together with massive reports. Now we are getting a sour loser who knows that these elections are rigging parties, pre-ticket ballots or written wrong on the ballot-papers. The tale of the NRM Primaries of 2015 is in the name of Kenyan Ballot-Papers.

If they are more united after this then there more united in the way of rigging themselves into power and not giving in to the people, and letting the people find the ones they want to represent themselves. So with the NRM-Regime they will continue to live in the sense of Anti Taxation-with-representation, because that is something Museveni fears with a passion it seems. Peace.

NRM Primaries continues and it’s like a circus!

NRM-ballot-boxes-599x250

You thought we through with the fun or madness called NRM Primaries? The Circus it has become if you follow Gen. Otafiire and his been played. Well, you played your cards wrong and didn’t due diligence where you have been representing ever since arriving in the Parliament in the 80s. So now change has come. There has come a lot of changes! I will just bring some reports from today. There will be more directly and also more vivid result on Daily Monitor, Chimpsreport, New Vision and other outlets, even NTV and NBS… I have a few from different sources. The greatest news today isn’t some victors, but the reports from Lira. I am proud of the people of Lira! You didn’t buy in the greed, but stand proud! You got integrity something that is more valued than some giving you shillings for a vote. That is great report. Take a look!

NTV Odoi NRM Primaries

Dr. Tanga Odoi said this today:

“We do not control the register – it’s the Secretary General. There is a village that had only one registered voter”.

“This has been the best ever elections by NRM. I don’t think there have been several cases. Those who have issues should petition” (…)”On a scale of 1 to 100, I believe we have scored 58%.” (…)”I will not resign. Resign for what? I cannot be pressured. These MPs and Ministers can’t scare me” (Ayiswa, 2015).

Gen. Otafiire calls the NRM Primaries an actually a “Circus”; and feels his: “being played with”.

Vincent Kyamadidi said this yesterday:

“This is a sham. Surely NRM EC knew we were supposed to have an election”

“LIRA: Majority residents and leaders from Lango sub-region who were invited to attend a campaign rally to denounce vote-buying and selling during the forthcoming 2016 general elections did not turn up” (…)”A resident of Lira Town, Ms Margaret Obote, said it is not bad for voters to accept bribes so long as they vote wisely. Opposition candidates accuse the ruling party of encouraging vote-buying, Mr Odur said could well be true.  He further said President Yoweri Museveni for years has been known for offering expensive gifts which to him (Mr Odur) look like vote-buying”(Oketch & Alaba, 2015).

In Kampala as the NRM Primaries there been reports of angry crowds on the Buganda Road as the murder suspect Ssebuwufu was taken away in a minibus while they wishing him gone.

A strange rumor that is going is that in certain areas that the NRM Register didn’t need to see member cards in certain district and let even FDC members was allowed to vote in this NRM Primaries. That is a shocker if that is true! Is that true, ladies and gentleman?

Florence Nebanda of the Butalejja District claims the Primaries is a fraud and has filled in a petition to the NRM-EC where she is saying she is cheated!

In Bbale Police Station the incumbent Sulaiman Madada got detained yesterday for attempting to run away with the declaration form.

Wakiso – Kyaddondo County South/Makindye Ssabagbo:

We also sympathize those that have not yet held those elections including my own Kyaddondo County South Constituency/ Makindye Ssaabagabo Municipality in Wakiso District. On our part, there was an excuse of lack of enough ballot papers, which was later found lame as we had enough of them. The real reason was that my supporters had stormed polling stations as early as 6.00 am and it scared my opponents.l, and Municipality NRM Chairperson Godfrey Kiwanuka insisted that elections should go on yesterday but the Registrar Mr. Charles Settebere and Frank Kyazze, my opponent, insisted that we vote today. NRM Deputy Spokesperson also said that elections in Wakiso would go on today. Later, however, NRM electoral officials in Wakiso decreed that elections would be held tomorrow Thursday October 29th starting at 8.00 am and ending at 4.00 PM: Although some press reports today have said that elections in Wakiso would be held on Friday, 30 minutes ago, Makindye Ssabagabo Registrar has told me that he has got instructions from Wakiso to hold elections tomorrow. So, on behalf of NRM, l apologize for what we are going through in Makindye Ssabagabo and elsewhere, and call upon people to come in large numbers and participate in the elections. Even those without yellow cards but whose names are in yellow books, will vote. Let’s vote for a potential MP but not a mere flag bearer as it has been the case since 2006” (Musaazi, Ahmed, 2015).

Bugabula North -Message from the camp of John Teira:

“It’s almost 24hrs since we lost to a thug. Honestly i want to thank all the people of Bugabula North constituency for the continued support you’ve given us since we began this process in February this year till this just concluded NRM primaries that were marred with irregularities, intimidation of our voters, bribery, beating/harming agents and voters plus all sorts of unusual character by our opponents. To our understanding, we won this election though the thugs used all possibilities to garner support from government police agents who even went to the extent of protecting a lone voter ”Mrs KIZIGE” to tick all the ballots alone at a polling station. It’s unfortunate u were denied chance to vote a leader/ candidate of your choice but trust us, we aren’t contented with this too. However, with great confidence and trust in you our supporters, we are considering your views to stand as an independent coz we shall not accept such rigging where by a candidates garners 650 votes at a polling station of 167 voters. That’s impunity. Let’s work together for the good of our next mission tha shall see us in parliament. United we stand, Divided we fall. God bless u all that”  (Raymond Peter Taayle).

There been a lot and a lot of numbers. More will come and there will be more deep reports from the elections that have been marred with pre-ticket ballots, postponed balloting and lots of violence. There have been areas of peaceful and righteous internal elections; maybe in the village with one voter, Dr. Tanga Odoi? No, I am joking but there is some sense that this internal election has been not smooth or swell at it should be. We all can agree on that after seeing the mess it has been. NRM EC can’t be proud of the result and how it been done. Secondly NRM CEC got to have a meeting in Entebbe and have some check and balances. Because there been enough issues and misgivings that there should be major clean-up and the results of losing members and other circumstances should show how the cookie crumbles! Peace.
