A retort to Museveni’s recent letter: Will there be a difference between injustice and justice?

I will not use too much time looking into the recent letter written by Yoweri Kaguta Museveni. I will instead show some significant pieces of it. That settles the puzzle of who he is as an President and Head of State. Because, it shows his force and his way of governing, by mere words. That his the overlord and without question has the right to take lives. Especially, since killers are pigs, but if it wasn’t for killing himself. He wouldn’t have won his own rebellion in the 1980s. But we’re supposed to forget that, in which, makes that statement contradictory.

Before I go on a long rant… Just look at this!

As I told you before, these criminals are pigs. Anybody who kills people outside war is a pig. Moreover, many are stupid. They forget that all crime leaves clues and, eventually, the criminals will be captured. Up to the killing of Kaweesi, Kiggundu and Abiriga, the security infrastructure had lagged behind. You remember after those killings, I presented to Parliament a 10 points anti-crime plan on the 20th of June 2018. Although we have only partially implemented it, many of the killers in recent times have been arrested. The Masaka gang of Kiddawalime was wiped out (killed or arrested), Serugo Paul and his Syndicate in Masaka, Kanyesigye Juilius alias Mwesigye Amon in Rwizi and Kampala and the Usafi mosque criminal syndicate were neutralized” (Museveni, 10.09.2019).

I am sure that Obote, Tito Okello or anyone else he got rid of would call him a criminal or a pig over his actions. As the rebellion he used was over his own grievances. His saying certain sanctioned killings is cool, as long as they are done in the midsts of war. Even though certain criminal activity and crimes against humanity can warrant arrests, charges and sentencing at the Internal Criminal Court (ICC). Surely, the President who fears that institution, will not mention that, as he acted without question, in a brutal way in the Democratic Republic of Congo and could at one point answer for that in Hague.

Well, the other striking distinction … is how is openly saying he failed implementing the 10 point plan of June 2018. That must surely be as failing to implement as the 1986 Ten Point Programme, which he still haven’t finish. Maybe, we need to give the President another 32 years to finish of his second 10 point plan. He always needs time, while partly making things work.

Before I continue, the President had this to say as well:

You may commit a crime, carelessly taking away the lives of others; however, you will also lose your own life. We need to make this clear to the Courts. It must be an eye for eye. Nothing less will be acceptable to the freedom fighters that I represent and the entirety of the electorate of Uganda that I represent” (Museveni, 10.09.2019).

The President will ensure that state is allowed and can shoot-to-kill before the Courts have found a verdict and said a set individual is guilty of the charges. This sort of policy is made for police states who will not answer to laws, but to enforcement itself. Killing of killers is within reason, but with the enforcement of laws and by evidence produced in the courts.

If it is directly an eye for an eye, than a stray-shot might kill another innocent civilians and anarchy will persist. Where there is no legal bound, but to carry weapons. As everyone will can do it. Instead of making changes and securing the public, these sort of acts will if it is enforced, make life very cheap. Who knows if the ones killed by law-enforced is the killer or his neighbour? Because, when your dead, your either a hero or a terrorist. In the eye of the President, the dead man would initially be a criminal pig. Even if the person shot and killed by security officials was innocent, they can frame it like yet another criminal taken-out.

This is enough for me, because, there is so much in the text that he wrote, but for me this is the standout. Which needs to be addressed, if he believes in justice. He should consider measures that secures a verdict based on evidence, affidavits and proof. Not hearsay and random picking people out and giving them a fatal punishment. Than the innocent could loose their lives, just like the lives taken by the killer. While the ones whose supposed to get sanctioned runs free, because you claim that the innocent did the evils bidding. Did he ever consider that?

Don’t think so, because he seemed focus on retaliation, more than countering injustice with justice. Which means, there is hard to strike a difference between whose the criminal and whose the law-enforcement. That should worry anyone. Peace.

Aidah Nantaba MP: What about Robert? What about him?

A citizen died on the fatal day of 24th March 2019. An ordinary person who just happen to cross path with National Resistance Movement (NRM) Member of Parliament Aidah Nantaba. As the stories of what happened at Naggalama.

Because within mere days, it went from an assassination attempt to a murder case. Where even the state said it was an illegal killing of Robert Ssebulime that day. This was in public statements, by Police Spokesman Fred Enage on the 27th March 2019. Since then, there haven’t been much. There haven’t been any indication, that the security guard nor anyone associated with Nantaba MP would get sentenced or punished for the acts that day.

That is why the news of the Director of Public Prosecution (DPP) Mike Chibita pulled the Withdrawal Form dated to 9th September 2019 on this case, which stated that the state “discontinued proceedings against Nantaba Idah Erios”. It states in black-and-white, that the state will not pursuit justice in this matter. The death of Robert is silenced. The illegal killing of the security guards of the MPs doesn’t matter. It matters to the remaining family of Robert, his kids and their future, but it doesn’t have consequences, that they took his life early.

You can say its procedure, that its like this when the Police Force haven’t collected enough affidavit, enough evidence or proactively investigated the case. However, there are plenty more political cases that has run for years. That has been producing court dates and continued indefinitely. Even when the state haven’t produced or tried to dismiss their own case. This being the plenty of Walk-to-Work charges, the campaign related charges and mere magical stones of Arua. No one is answering for or getting the punishment for shooting and killing the driver of Bobi Wine in Arua. They are continuing like a sore thumb to the ones involved, while the ones hurt by these actions made. Are still not answered for as well, just like Robert. They are just resting in peace and no one is sentenced for silencing them.

At this mere junction, there is two states within the state. An elite who can use force, enforce death and get away with it. While the others can be arrested, detained and killed without any justification. The MPs, the NRM high-ranking officials are above the law and has all the power to seal people’s life or death. But the others are lucky to be in the Republic breathing. Since, there is no mercy, is no law or no law-enforcement that is there for them.

Aidah Nantaba MP have proven that. Robert has no voice, has no system to get proper answer for his case. It is withdrawn as his breath, his life and his memory isn’t worth a damn. While the MP can live scotch free, while she was overseeing the most valuable asset Robert had, his own life, which he cannot get back. This could be taken away, but nobody is answering for the taking of it.

The ghost of Robert will now always follow Nantaba MP. She has a victim who will follow her and until he get justice. He will be there and never get rest. Because, his family and his soul deserves to get justified relief. Instead, the government are shielding its own, like the upper-class who is above us other mere mortals. Peace.

Uganda-Rwanda Tension Part VIII: A look into the Parliament Report on the closure of Uganda-Rwanda Border

On the 23rd August 2019, the Minister of State for East African Community Julius Wandera Maganda sent the report on the Closure of Uganda-Rwanda Border. This report has been made to update the EAC Committee. Still, the public deserves to get the numbers and the gist of the closure. What it really means in the hard numbers and with the cross-border trade.

Clearly, the closure has had an affect on both republics. As the Report states are that:

Following the closure of Cyanika, Katuna and Mirama Hills Border Posts on the 27th Feb 2019 by the Republic of Rwanda, as part of their mandate, the Ministry of East African Community (MEACA) has undertaken a number of steps as indicated below”.

There has been certainly new rules for entry between Uganda-Rwanda:

i. There is still free movement of persons (Ugandan Nationals and other Nationalities) to and from Rwanda save for the Rwandan citizens who are only allowed entry and no ex;.t from Rwanda.

ii. The only Rwandan nationals allowed exit from Rwanda from the borders above are the drivers on transit to Kenya and not to Uganda.

iii. It was also noted that the Ugandans who cross to Rwanda only go there mostly to attend Parties or Funerals, and not business as the environment for Ugandan goods and products is hostile.

iv. Whereas Ugandan nationals are allowed to enter Rwanda, it is unfortunate that Ugandan goods/products arc not allowed entry. These are rejected with no reasons given, no rejection notes/documents are provided. Many drivers have suffered the disappointment of being told to turn back to Uganda”

All of this has consequences. Just as the financial implications by this alone. The Ministry can show that in FY 2017/18 value the imports from Rwanda at 160,293,270,436 UGX and in FY 2018/19 it has gone down to 123,338,816,439 UGX. This is downfall of imports of 23.05 % from the last year.

The consequences for the export to Rwanda is also hit. In FY 2017/18 was 585,436,037,282 UGX and in FY 2018/19 is 426,884,832,406 UGX. This is a downfall of export in the amount of 27,08 %. from the last year.

The results of the closure of the border at Katuna has ensured that there was no trucks passing this pass, between March 2019 to the June 2019. When the trucks started to crossover again. Still in a fraction of what was done in the past. Before February 2019, the average inflow and outflow of trucks was above 3000. However, in the months of March to June 2019, there was less than 500 every month. Even ZERO in the months of April and May 2019. Before, the numbers has started to rise, but not more than 300 in June 2019. Surely, One-Tenth is a major change and has affect.

This has resulted in more traffic, within the inflow and outflow at the Mirama Hill. Until February 2019, there was usually about 300 passing in both directions. However after this it was around 2000 trucks passing through every month between March to June 2019. Which is showing that there are blocking of trucks and also the total numbers of trucks passing on both passes is less than 3000 in both directions. That is really hurting the cross-border trade between the Republic’s. It is easy to see.

The closure has had an affect and the new measures on both sides. Has hit the trading, but also general movement. That is visible and surely, would be nice to see what the Rwandan Parliament would write as a counter to the Ugandan side. To see if their have another explanation for this. Peace.

The Secretary-General recognizes the important role of Presidents João Lourenço of Angola and Felix Tshisekedi of the Democratic Republic of the Congo in facilitating the signing of the Memorandum.

NEW YORK, United States of America, August 23, 2019 – The Secretary-General welcomes the signing on 21 August 2019 in Luanda, Angola, of a Memorandum of Understanding between Presidents Yoweri Museveni of Uganda and Paul Kagame of Rwanda, with the aim of normalising bilateral relations between the two countries.

He encourages the parties to implement the agreement in good faith, with a view to restoring friendly relations and cooperation between the two neighbouring states, in the interest of peace, stability and sustainable development in the region.

The Secretary-General recognizes the important role of Presidents João Lourenço of Angola and Felix Tshisekedi of the Democratic Republic of the Congo in facilitating the signing of the Memorandum.

The Secretary-General stands ready to support the momentum generated through this and other initiatives to advance peace, cooperation and integration in the region.

Uganda Police Force: Police Refutes Claim of Spying on Opposition (19.08.2019)

Opinion: Surveillance of the opposition is nothing new by Mzee

That the National Resistance Movement (NRM) and President Yoweri Kaguta Museveni have used many methods to continue to surveillance the ones in opposition. Not only all the notifications to the Police Force, when the Opposition parties are planning gatherings, meetings and rallies. This clearly shows that the state wants to follow and monitor them.

This is not the only tricks, the state have done what it could to hack into the gadgets of opposition leaders.

Like Privacy International reports: “In late 2011, officials of the Chieftaincy of Military Intelligence (CMI) and Uganda Police Force (UPF), acting on presidential orders, used an intrusion malware, short for malicious software, to infect the communications devices of key opposition leaders, media and establishment insiders. The secret operation was codenamed Fungua Macho (‘open your eyes’ in Swahili), according to documents acquired by Privacy International. The tool chosen as the ‘backbone’ of the operation, FinFisher, is intrusion malware that was at the time manufactured by the Gamma Group of companies, headquartered in the UK” (Privacy International, January 2019).

Clearly, the NRM has used this tactics before and could use it again. Through new forms and even other type of equipment. So, the idea that the NRM could use all sort of tactics of surveillance of the new People Power Movement and Robert Kyagulanyi aka Bobi Wine. This has been written about in Wall Street Journal. However, the Chinese Embassy of Kampala has dismissed it.

Still, the Chinese company haven’t dismissed it, and secondly, the company has gotten into question for questionable usage of data in the past. Therefore, Huawei could have breach the privacy and done this to the rising star, Bobi Wine. They could do this on order combined with favourable deals with the Ugandan Government. None of which, sounds surprising, knowing the friendly relationship between the NRM and Beijing.

So, I am not shocked, as the NRM has even used other techniques in the past. Like putting in devices to monitor the movement of the car of Besigye. This they did during the campaigns of 2014/15. Therefore, that they could launch a new method to follow Bobi Wine wouldn’t be shocking.

We cannot be sure, but knowing how the NRM operate and uses all methods to breach the peace. They will initially find a way to monitor, surveillance and use their power to know everything. To take the data and connections, they will wire-tap or do whatever it take to gather intelligence on opposition leaders. That is what they do, if they have the opportunity.

They used Fungua Macho, they have used other since. To believe otherwise, would be naive and the usage of CMI, ISO, UPF and Office of the State House would be anticipated. Peace.

Opinion: Mwenda must be blind..

I don’t know,when he became a lost one. I don’t what happen or changed Andrew Mwenda, but surely at one point, he gave up and ate the whole plate served in-front of him. Sure, it was more flamboyant, than what he had ever been offered in opposition and as s sceptical human being. Now, his a defender of the indefensible and he continues to run on that path.

We know that his retaliating against the opposition, when his recent piece is named this: Inside Bobby Wine’s crass opportunism in Ziggy Wyne’s death”. That is the headline of the piece he wrote today, he didn’t even care to write Bobi Wine, but Bobby, like Ricky Bobby of Talladega Nights. That’s what’s has become of this man.

People Power is a movement without a cause except to grab power. It seeks so exploit the anger many Ugandans have at the state of affairs of in our country in order to gain power. But it has neither facts not a vision to justify its reckless pursuit of power. So its strategy is to deny all facts and insist that everything is subjective and relative; to dismiss all evidence as forged if it does not promote their political agenda; and to argue that every argument that seems to favor President Yoweri Museveni and his NRM is not based on conviction but has been paid for. It is interesting People Power resembles the Donald Trump movement in the USA although Americans who support it are anti Trump” (Mwenda, 14.08.2019).

We can clearly, see by this paragraph alone where Andrew stands on the issue. It isn’t rocket science, neither is it exceptional. As his rants against Defiance and Besigye will become legendary and age like old open cans of coke. You just know the fuzz, the sugar and the taste will dwindle. The same with this sort of rant is this.

“The aim of this strategy is obvious: bully everyone to believe change is urgently needed to rescue Uganda from catastrophe. They don’t want people to question the change they propose or ask for their alternative policies or even question their intolerant behavior. To question their lack of policy alternatives and the crudeness of their methods is evidence of having been bribed by Museveni” (Mwenda, 14.08.2019).

We shouldn’t even be bothered with the assertions here, as they are like a leaf on the wind. Like he doesn’t the lack of policy, the lack of guidance and even moves ahead from Museveni himself. As, he even needs the Youths of Mbabazi to move forward. The ironies of this statement is so many, plenty even. Mwenda thinks he can turn this around. Since, he knows how Museveni operates and therefore, it is without a doubt he tries to make the new movement looking silly.

Yet Defiance and its bastard child, People Power, have failed to subdue the spirit of our nation. Increasingly many journalists like Canary and many others are finding the courage to stand up for the truths and defend it against this demented cult. The story of Ziggy Wine is one such example. These are the journalists who have chosen to swim against the tide of popular rhetoric and self-righteous indignation common among sections of our society today. They have chosen to defend right when it is miscalled wrong, to fight vices such us intolerance, radical extremism, blackmail, slander etc. that are presented to us as virtues” (Mwenda, 14.08.2019).

Well, he had to take a torch against his arch-nemesis, the defiance campaign and Besigye, because he seems to think the People Power Movement is kid of these actions. They might be inspired, they are even working together towards the same goal. A peaceful transition post-Museveni. We know, that Mwenda see this as a radical idea, because he cannot eat as plenty post-Museveni. Unless, he defer from his stances and tries look more objectively.

Mwenda wants the public to eat of the hand of the government. The hand of the government, that has changed a story and not come forward with binding evidence or even proof of its allegations. That is also questioned by the family of Ziggy Wine himself, the friend and artist, who worked together with Bobi Wine. It seems like Andrew trying to split this and not even considering anything else, than the handpicked assertions put forward, because that cleans the hands of the NRM.

That he calls People Power a bastard and a demented cult. Says more about his own place in the Movement and behind the chambers of Museveni. As he has to undermine and excel utter negligence of the Sole Candidacy and One Man with a Vision narrative of the NRM. Which he so strongly stand by at this point. The words and the rhetoric of this man, shows that his so obsessed defending Museveni and his ways. That he even forgets how the one-man show and self-styled President for life, expect loyalty and to follow his vision. That he is so blind and forgetful. It is a mystery, that he could even see the keyboard, when he was typing his article.

Nevertheless, enough of this nonsense. What a about a cup of tea? Peace.
