
NRM Press Release: Clarifying NRM SG Lamumba quote circulating in the Social Media recently (29.01.2016)



We are in time and days where the government will be questioned for all their actions and all their misbehaviour towards its citizens. Not anymore that it is some foreign NGOs who complain first, no it’s public and opposition that discuss it in viral formats online. That makes the government and its regime look weak since they can’t spin those stories.
It is truly special times in the Pearl of Africa, voter tourism will be the new word of 2016 unless Mun G or Radio & Weasel makes up a new word for catching babes in Kabalagala. Until then remember the magic word of VOTER TOURISM. If you don’t know what that is about, that is about Mzee, the ruling president of 30 years who wants to have big crowds, but not pulling them. So to get that he pays attendance, gives them food and t-shirts, pay for rental of buses and get them to the campaign venues. Just like certain corporations does with foreigners when they travel in packs to National Parks to see the wild animals, they get that while the local public get to hear the recycled pledges of the old man with the hat. And for a free t-shirt, food and transport, it might be worth it, to listen to the old man for two hours… and that ladies and gentleman is Voter Tourism. Ferrying of voters and ferrying of crowds. A beautiful industry co-owned and run by the ruling NRM Campaign machine and Mike Sebalu. He must be so proud.

Other activity that doesn’t stop during these elections times is either the blatant attack on media and journalist. Like throwing cameras, shooting them, banishing them, getting them to delete pictures and get media houses to shun campaigns or campaign trails. The NRM have been vocal against radio stations for hosting Dr. Kizza Besigye and Mbabazi have seen their issues with Radio stations. NTV has also had issues early for not showing favourable pictures from the campaign. They we’re even detained together with Daily Monitor at some point. Now the barrier has been broken and the NTV cannot follow the campaign trail of Mzee anymore. Also if Mbabazi is at a radio stations like in Karamoja he couldn’t attend the radio station, other places they have shut of the transmitter after the airing of Mbabazi. The media and journalist have had hard treatment and been costly to follow the campaign trail, with the ones being in the middle of melee like the journalist covering the first planned campaign rally for Erias Lukwago in Kampala was actually shot, but not killed. There been violence in Northern region against Mbabazi and Besigye convoys as they have also hit against media. I assume that this will not stop without a big bang, like the Ntungamo clashes. It has be in those levels if there will be a total shut down.

Well, when we speak of violence we do not speak about specialized in failure like Arsene Wenger, sorry, I am not supposed to speak about football, and the man who said that was sacked for the second time in that club, so Mourinho is really the special one or the sacked one. Let me get back on the campaign trail. Violence isn’t coming from one man or one party. It usual contributed to the acts of the Police who interfere as NRM Police force, and not a political partisan unit, that was even seen in the primaries in Northern Region where fully uniformed police officer voted. So there traits are there and the IGP Kayihura was on second delegates conference in Kololo to vote for Mzee sole candidacy project, as he does, he just follows orders.

The violence of Ntungamo is the epitome of the violence during the campaign trail. There been violence pre-campaign trail when the opposition tried to hold meetings and get delegates to come forward as the police couldn’t accept this. They went fully fledge armoured with tear-gas and guns against people with not even a blade. As they we’re petty criminals instead of bank-thieves. The irony of that is that certain Police has during the campaign trail actually robbed a bank and is now jailed by the government. So there been actions from certain police and police interference into politics. Just like before the presidential campaign trail when IGP Kayihura told the world about the journalistic integrity, this was before his men was undressing opposition woman on the way to Rukungiri. Well, the Police have interfered though silent before Papal visit. It was so scary peace, a unusual peace. Now that the Pope is only sharing the #VoteSevo poster on some roundabouts around in the country; the police have after he left started with ordinary actions towards anybody else then NRM. We can see that they jails people for talking about partial voting, human rights activist for talking about human rights in up-country, detain people for pinning over NRM posters, while the Police help pinning up NRM posters, the police tear-gas late venues, they shut down hospitals for opposition leaders to see, the schools guarded, so guarded that the police stations or post are empty when the Mbabazi or Besigye is in the area. The proud police is busy containing the elements of opposition and even majors are shutting down opposition office in districts! The Police and army are busy being loyal to the NRM-Regime.

While this is happening the opposition have been busy at the #UGDebate16 while Mzee was moving his mouth and brain in the districts, because he couldn’t discuss his policies or be questioned by either TV moderator or fellow Presidential Candidate, that is because Mzee is Carte blanche from those events, even if it is the first of its kind in Uganda. That is why Mbabazi was sounding like NRM spokesman. Something that has continued ever since for some strange reason!

Mbabazi is curious pickle in the mix right now. He is neither nakati nor posho. He seems to want to be both at the same time. He can’t decide on the matter. Mbabazi is running as independent candidate with an independent mandate, in a independent party in a an independent coalition called the Democratic Coalition. The one coalition where Uganda People’s Congress went out off, and also Forum for Democratic Change went out of when Amama Mbabazi became their joint Presidential Candidate; the independent candidate Amama Mababazi; who still sees himself as part of NRM and as a NRM member is an independent presidential candidate. That is hard matrix of thought and also hard equation, even a PHD in math can’t get the numbers to be correct. There is a mix of check and balance that doesn’t add up. Mbabazi is political schizophrenic and can’t be both NRM and Opposition, though he struggles with that… Seems like he want to be friend of Mzee still, even if his friend Dr. Ruhakana Ruganda has taken over his place in NRM-Regime, that must be sad sight.

The other piece of hardships is the accidents of Go-Forward convoy, the deflections of his MPs and candidates, the little piece of men who turns over to him. The way it seems to many NRM moles in the Go-Forward camp, while he has been trying to capture big-fish from NRM without succeeding. Even if certain members leave in the villages there is many big-men and Woman MPs who has left his fold and regretting standing by him on nominations day. Something that hasn’t happen in the same fashion for Dr. Kizza Besigye during the campaign trail; the trying of fetching the NRM Primaries losers; who also was already MPs and Ministers proved to be meagre failure for the Go-Forward. So that he still get crowds and people behind him is good, but not in the extent of Besigye.

NRM have continued to trail and travel around the country. With their Voter Tourism, paying people to show up and using government institutions and facilities, also travel methods to show the beauty of their campaign. NRM have also used a fortune on the campaign compared to the opposition. The report that came in January showed the massive amount of war-chest that the President has. Hiring also and paying in towns that they didn’t have rallies so that the boda-boda drivers and other local’s transporters would be able to be used by Go-Forward or FDC in the area.

Fear-mongering rhetoric comes from the NRM-regime and their cronies, not only Mzee, but their spokesmen and loyal party officials. That is either Police or Secretary General, even members and former members, talking coup d’état or vote rigging. Even shooting and killing the opposition if they feel the election was stolen away from them. IGP Kayihura wanting to arm his Crime Preventers to secure the NRM-Regime, while one of the Generals says to the media that he will not turn down and give away power if they lose the elections. Proves that the fear they are spreading to the public is staggering. Mzee has told for long he is the only one who create and keep peace within the army and to the public, Mzee has said he still isn’t done with his project; the one is his been doing for 30 years. While this is doing so the Police and Electoral Commission will go after the FDC for using the Defiance, while the Police are detaining and blocking them from travelling on while they are campaigning. So it is some kind of justice happening, but only against opposition, while supporting NRM. Who knew?

NRM has been campaigning under the #VoteSevo or #SteadyProgress, while the Opposition has gone after this ones at every turn, especially when showing the schools and other government institutions who has deteriorating during his three decade tenure. Like Aswa bridges and Abim Hospital, that has been the epitome of the neglect of the government to serve the people. While NRM have come with the same pledges and same kind of attitude as they have done in two last campaigns. So people are tired of it, even in the place called Isigniro the people was so tired that they left in the middle of the speech of Mzee, that must hurt him, the ones left behind was crime preventers and paid crowd, the locals left the venue when they heard enough of the same kind of empty promises. As the rest of public is, not everybody, but a big bunch seems to be; since the crowds for Besigye isn’t going down and Mbabazi get decent crowds, and the two other ones doesn’t pay them to attend or use the tool called: Voter Tourism.

The initial scare is the coming rigging and the partiality of the Electoral Commission as the chief got a heavy pay check to stay as boss. Loyalty pays when it comes to Eng. Dr. Badru M. Kiggundu. He has gotten ballot-papers from South Africa, biometric-machines and promised to have enough people to make impartial voting process happen. As well as COMESA and the EU have sent monitors, the Commonwealth was monitoring the last election, not that; that made a difference. It was more we can now show after the rigging that the election was filled with malfunctions during counting, fraud and also buying voters as they did in the General Election 2011. Why should not Mzee use the same tricks now? If the NRM Primaries are a story of what can come then there will be a “Circus” as Kahinda Otafiire said then. As the pre-ticked ballots, stuffed ballot-boxes, MPs and winners in prison while the results coming, as the candidates comes into the tally offices and takes the register and the ballot-papers. This happen so that the NRM-EC couldn’t validate the result from the area. They we’re also using security officers by the polling station to make the voters afraid and scare them to vote for their candidate, so democratic of those NRM big-men who used this tactic.
While the reports of further deployment of troops in Kampala of 5000 soldiers to secure the peace of the election, or to shut down if the people reacted to the result and claim the rigging for the NRM-Regime, as they have done before, last time was in 2011. Something they want to be sure about. The General Katumba Wamala has said that the army will take control if the people are not accepting the result; I know I am paraphrasing, but that is initially what he meant. It is similar to the NRM-Regimes scary rhetoric, but he got the guns to blast Kampala into oblivion.

There rumours of more ballot-papers coming in the once who came to Entebbe on 28th January 2016, there rumoured that their will come a second batch ballot-papers from the Island state of Seychelles or Mauritius on the 4th February, to deliver and be able to pre-ticket them before arriving in Uganda, to secure the NRM and their men their seats in Parliament. We would not be surprised if this would happen, they have done something like this before.

The next days will be more police around the opposition rallies, they will block the people and be rowdy as the tension and fear of losing grips will take its toll on the police. While the NRM will portray the perfect picture and look beautiful towards the Election Observation Missions from COMESA and EU, while they will do the opposite to the opposition. Tear-gas venues, block venues, stop processions in towns, stop pinning up poster or detaining people for pinning posters or affiliated with the opposition. We will see more radios losing their transmitters, TV stations taking down content questioning the regime as the NBS Sunset did recently questioning the IGP Kayihura, TV-Stations being banished from the NRM or talked about in a vicious way. TV-Stations will either lose their licences or transmitter for having Mbabazi or Besigye, even if they have messages that are negative on the governance levels of NRM. If the NRM-Regime could they would have shut me down… but that is another story.

We will see coming and coming general election that will be questionable, the cringes to power… they will not let it go easy, President Museveni feels he owns the people and the country, even if the people doesn’t feel the same, as seen in Kiruhura district yesterday, his home area was totally blue and no people ferried there. As the FDC doesn’t have the budget of NRM or War-chest of the long-serving president. That will continue until the people goes to the polls. People will try to be bought before going into the voting booth, villages will be visited by NRM millionaires and billionaires who will lose their wealth if the NRM loses their power; so the way to keep their riches is to pay the locals to vote for NRM candidates and sole candidate Mzee. We will see and hear about giving goats, cows and gasoline to boda-boda drivers, as they will give away soap and other merchandize in town-centres from Tororo to Lira. We just know they will go to any measure to secure the power yet again.
So if there will be some other stories then the ones I accessing is because the Orwellian monster will not turn overnight, especially when they have built the King Kong monster over 30 years. So it is a giant who makes the Presidential Palace at Nakasero and Entebbe Statehouse wealth looks tiny. We can’t expect anything else, therefore FDC have to continue with defiance, and the opposition have to stay strong, because the Police have already funds for the post-election violence, and the UPDF is starting to prepare their security of the NRM-regime force of keeping power. So there is little to see unless the people goes back instead of reacting and then goes back to the villages to feed their families. We can hope for something else, but the fear to lose life for the power and seeing how it has turned; an also become after the people demonstrated in 201 P1. So there will be issues in the coming days and the police will show its flex and the army is starting deployment. This here is not looking positive with the knowledge how this regime is keeping power and wanting to reign as long as possible.Peace.

It is time again to show a campaign trail day of the FDC Campaign Convoy and Dr. Kizza Besigye, they are holding it up while the driver Fred Kato is detained and in jail. The campaign does not stop because of this. Though it is just the opposition who has to cope with that, it’s not like Mike Sebalu or Ofwono Opondo would be jailed for some nonsense, right?
Pretext to the campaign area:
“On the 6th January 2016 FDC offices in Kiruhura district were broken into by the military, the deadly illegal operation was led by an Army officer known as Major Rutakara (mrs) of Kyakabunga village, Nyakasharara sub-county, FDC materials such as Besigye Posters, T shirts, and P10 cards were confiscated” (Minbane, 06.01.2016).
Paying Boda-Boda drivers to shun the FDC rallies in Kiruhura and Ibanda:
Patrick Bitature was supposed to support men to walk around in the district to give the boda-boda drivers UGX 30k to not drive around people to the rallies in the district today. Just as they have offered before in other districts, they also used the same tactic when Go-Forward was in the area campaigning. The same strategy was used in Ibanda district where the men went around promise them a slaughtered cow if they didn’t drive people to the FDC rallies in the district. This was the promises done before the Dokita rallies in Ibanda.
Other news on opposition issues in Kiruhura district on 28th January:
A Church leader with the name of Justine Namara was thrown out of church after the congregation got to know that the leader was a supporter of Amama Mbabazi. In Kanoni town the Catholic Church Leader who was given a motorcycle by John Nasasira has been harassed by the people and the motorcycle have been withdrawn.

Kiruhuru district rallies didn’t start here, but he had an effective campaign rally in the town of Rushere. Where the locals even gave away NRM membership cards to the People’s President!

Dr. Kizza Besigye between rallies in Kiruhura and Ibanda districts he visited a Primary School in Kiruhura, who was supported by funds of USAID, and now run on the Government funds, and the pictures of the school proves the local neglect from the Local Government Council and allocation to this school.

The wave of change has not spared Kazo sub-county here in Kiruhura district.
They telling Kizza Besigye at ” Kyahweire” that he shouldn’t worry.

Police in Kiruhura commanded by DPC Byaruhanga has tempted to break Dr. Kizza Besigye from using a road leading him to some campaign venues claiming there is a market place; where they claim Kizza Besigye was likely to disrupt business. At Bugaruhe police was found barricaded the road using police pick up which forced Dr. Kizza Besigye to ask the why they are denying him the way. After minutes of exchange between police and FDC supporters, police later backed back and left Besigye’s convoy to proceed to the next venue. Surprisingly the place where police claimed to be the market there were no people. Meanwhile the tirn up at Besigy’s rally in Kiruhura district is overwhelming.

Then we see the people greeting Dr. Kizza Besigye while driving into Ibanda Town before the main rally in town! Massive show-up and turn-up for the team!
As the massive rallies in the district where coming to the end. The Calvary had to show up and show their force as they couldn’t do anything else. In Igorora where he was about to hold his last rally before heading back to Mbarara for the evening; the Police intervened and baptized the crowd in tear-gas and scattered the public who had turned up for the rally.

“Kiruhura and Ibanda now better to say thank you! You made it clear to the world some of you through TV interviews like Kiruhura. And many of you through the joy and strength to sacrifice your time and resources to have us continue with this struggle we started in 2001. We thank you for the keeping the faith alive and the support. May God bless each one of you.

Today there been certain actions done by the Police to go against activists and political affiliated to opposition parties in Uganda. Not that this is news, it as usual as the sun rise every morning. It is modus operandi of the Police at this point.

Yesterday Dr. Kizza Besigye had to leave his driver in Masaka as he was supposed to go to court in Kampala. He reached the Buganda Road Court. Where there was first detained there and not accepted to leave. That was not until hours after when the FDC officials discussed the matter with the court officals as David Kato presented himself in court. The judges then sat down after the discussion and gave the People’s President Driver bail. And let him go.

The reports a few hours later that the Court after the discussion with the FDC Officials, decided to counter their bail and cancelled their bail on David Kato. He will now spend the weekend at Luzira Prison.
Well, this wasn’t enough for the NRM-Regime. They continue the persecution of opposition activist as the democratic nation it is?

In another part of the country the Police continue to detain fellow activist Allan Kitonsa Saava. He is being held at the Kabuli Police Post. The story from well-founded sources is that: “Kitonsa was duped by an OB, who now works as a state agent, for a meeting. He then handed him over. He was 1st taken to Kabalagala police post, and now at Kibuli police post”.
This happens to him after he released this quote to IGP Kale Kayihura online two days ago:
“Violence is initiated by those who oppress, who exploit, who fail to recognize others as persons—not by those who are oppressed, exploited, and unrecognized”.
Seems like this words are so true as he is now detained at the police post in Kibuli. Seems like the questioning of the NRM-Regime is illegal, by the way the Police detain this fellow gentlemen. Also the driver of Dr. Kizza Besigye have been in the spotlight of the Police since 2013 as he is driver of the front-runner in the opposition. Seems, like that is not allowed at this point. To drive Dr. Kizza Besigye, as well as not write online against the IGP Kayihura. Peace.

The Woman MP Kapchorwa, the Aspiring MP, the RDC, I am overwhelmed by your presence on this day, when we are beginning the sports gala organized by the UPF. It is a two day event where we are honoring and celebrating the people of Sebei as well as other parts of Uganda, which have produced athletes that have won gold medals and other medals and brought honor to the country. It would have been done a bit earlier, but we have done it now, especially we police, because you have given us your children and they are winning gold medals, in both international and regional championships, and as well, brought honor to the police, as well as to the country. We would have it in Kampala, but we said we had to do it with the families of the athletes and the community. And so that is the reason we are here.
Today is the beginning; we saw it appropriate to combine it with the pass out of crime preventers who are passing out in this region. I would like to thank them for having turned up and responded to our call in such big numbers, 65000 is not a small number. RDCs of Kapchorwa, Kween, and Bukwo, I don’t know how many police officers you have there in uniform and if we are to deploy them, I don’t think we can confidently say we can fight crime. But with the resource of 65000 crime preventers and you have seen what they have shown to you in two months, because this means a lot, it means fitness, it shows a team which is organized, so this is our force and in case you are attacked from across, but I don’t think it can happen, now we have got a force to deal with them. All we need to do is to change the sticks and give them rifles and by the way I would like to tell you this, you are a reserve of the army, in case of war, you will be called upon because the police are the reserve of the army, according to the law.

According to the Police Act, the Minister of Internal Affairs, at any time, can call the police to serve as a military force, so by extension the crime preventers in case of any a war, can be called upon. And that’s why they should be trained in skills at arm and self defense, so that you have a force here. And by the way, this is a continuation where it started in our neighborhood zone, in the fight against state inspired terrorism of Idi Amin, through the struggles of Mr. Sabila and FRONASA who fought against Idi Amin and won. So what people are trying to vulgarize and confuse, started long time ago in 1977, in the fight against Idi Amin, when they empowered people to fight against crime in government. And at that time Idi Amin was killing people, Maliyamungu, and so they mobilized the people, and fought with the support of Tanzania. Then later, after the Idi Amin dictatorship, they fought terrorism in the government after 1981, where some patriots went to the bush. This was by mobilizing people to fight the government which had the support of the most powerful countries in the world and removed it after five years.
We are celebrating 30 years next week and the victory of the people’s war. So when I went to the police and found the idea of this community policing, neighborhood watch, I said I will organize the ordinary people to fight crime and criminals and if you see in all communities, in all districts, the criminals are few, but they are organized, where as the law abiding citizens are many but are not organized. So the whole idea is organizing at the neighborhood level and empowering them with self defense and other skills as the surest way of eliminating crime.

For instance every year when we issue Annual Crime Report, the biggest crime is defilement and domestic violence, and the victims are women and girls. So the answer to that is the taekwondo you see here, and we want this program to develop in schools like this Sebei college, especially, to empower the girls because we can not have enough police to police everybody.
Even the UN ratio says 1 police to 500 people, so you can never have enough police to ensure security. So it is only through people participation that you can effectively deal with the crime. So for this program, those who criticize it don’t understand what they are talking about and I want to pay tribute to those who have volunteered.
It is a volunteers program and that is what it is all about and I think our political leaders try to confuse it. And they have even misinformed our friends, the Europeans and Americans that even when they come here; they come asking for crime preventers. They think crime preventers are a group who cause mayhem at the rallies. If you go to America you find crime preventers yet they have a bigger police force and resources than us the 3rd world countries. Am very very grateful to H.E the President, the Prime Minister and the Cabinet and even Parliament, who have come up very clearly to say no, this is a legitimate program, it is constitutional , lawful , it is empowering , its improving strength of the country .

These people who are talking, some of them are ignorant, and I am suspicious they want our country to remain disorganized and weak, so that they can swallow us, especially when they have heard there is oil. You know when they talk about the oil curse, what they mean. So the government is very clear on this matter and nobody should even waste our time because this is a democratic policing. We are empowering ourselves, the community, to fight criminals in the neighborhood. I don’t know even whom they vote and it’s not my business. Mine is special that the country is secure 24/7.
The other day there was some Human Rights Watch lady and she is even my friend, who came to ask me and even made a statement that we suspend crime preventers. And my response was, “ok if you want me to suspend crime preventers you should also suspend the criminals”, but will not suspend the crime preventers because the criminal’s are there.
So I will go deep in this, but most important is, this is a program of the police nobody should confuse. We have a department of community policing headed by a Commissioner who reports to Chief Political Commissioner of Police. She is called CP Namutebi, so it is not a grump just there which we disown and they have got an organization right from national level, district, county and sub county, up to the village. And we are trying to link it to the LC system and “mayumba kumi”. We want to revise the “mayumba kumi”.
So I don’t know how many villages are in Sebei region? So it is times 30 which will be a big force, I have tasked the Director Ochom of Research and Planning, to in the 5 year strategic plan, come out clearly on this matter of the recruitment and training of crime preventers, and we see how we expect to be by 2021. And I hope by that time we shall have 300 crime preventers per village in Sebei region, meaning each village will have two companies to defend it against criminals and vanish these people, the so called “kanyama”, who beat people and steal goats, chicken, cows and sheep which we survive on. We want Uganda to create a crime free society on this idea and nobody will stop us as long as we have the responsibility of keeping this country safe and secure.
Crime preventers you are doing things out of charity, I want to thank you because you are volunteering, you are more enlightened, that may be the others don’t know, that it is in your interest to keep your neighborhood watch and your community safe and secure. So I don’t need to pay you to keep your home. In the bush, I was not given a salary and I want to pay tribute to you because you have joined us to work out of conviction that whatever you do in the community is real serving and is also in your interest.
The President would wish to come to pass you like he has done it in other parts like the Elgon region but is very busy on other programs and even tomorrow, he would want to come but has delegated the Prime Minster of Uganda, because he appreciates the importance of this cause.
I just want to pay tribute to you for joining the effort, but it is not for nothing. We can’t give you salary because you are in millions; right now we have got 11 million throughout the country. The police are only 43000 and crime preventers are 11 million, but they have made a big difference in the whole country. We can’t pay you salary but you are going to get projects, this is real, so that as you serve, you have projects which can bring income to you at the same time you are liberating the country.
As police we shall share the little we have, you have got a very good SACCO and if this SACCO works, it will be a vehicle through which you can get more support.
We are trying to get you identification and this will be equivalent to a police warrant card, I can’t promise when, but it is in the making, as well as uniforms, torches, gumboots and watches. As I said, this is just the beginning of the sports gala, we will say more about sports tomorrow, but today was dedicated to passing out the 65000 crime preventers in the Sipi region.
Tomorrow it is going to be the main day where we shall begin at 6 O’clock, with a 10 km run and I will participate in the 10 km race. And I invite all of you to participate; including all crime preventers although I am passing them out today. If you fail to participate, I may have to reconsider because this should be your routine. We are determined to change and swipe all the gold medals the other side of the border in Kenya and bring them to this side of the boarder.

The surge of violent words from the regime days from the polls is worrying, that the Crime Preventers are getting rifles, should also be a sign of the fear the NRM-Regime is putting in place, as the Electoral Commission getting the ballot-paper tomorrow, the NRM Secretary General is also going against the public and giving a free pass to shoot and kill demonstrators against vote rigging. Take a look!

Earlier this week NRM Secretary General said this while talking to the press:
“We shall shoot anyone who will come on the streets to demonstrate against vote rigging. I warns those young people who are planning that, we shall shoot and kill them”.

You thought that was enough? Well, IGP Kale Kayihura also to had this to say:
“We are going to change you from having sticks to rifles and get ready to defend this country in case of any attack… We shall not hand over power to the opposition to destabilize the peace which we fought for” (NBS TV , 27.01.2016).
Well, the NRM and the Police is spreading fear days before the general election. That NRM SG has to tell people demonstrate against the vote rigging that they will die. Initially means if the NRM rigs the General Election in 2016. Voters and citizens in her view doesn’t appeal or matter, since their voice can be shut down, or in her words shot down if they disobey their rule, even if they rig the polls to fit the NRM-Regime.
Then the Police and IGP Gen. Kale Kayihura is defending the surge of hiring people to become Crime Preventers, as that is the essential strategy. I am sure that the peace that he talks about is not the same as President Museveni was talking about in 1986 when he said this: “Another important aspect of the committees is that they should serve as a citizens’ intelligence system. If I go to address a rally in Semuto, Rape-ka or Nakaseke, I shall first meet the muluka and gombolola committees in the area. They will tell me whether the muluka chiefs are thieves, or the hospital personnel are selling drugs, or whether there are soldiers in the area who are misbehaving. They are thus able to act as watchdogs for the population and guard against the misuse of power” (Museveni – “National Address” 26.01. 1986).

The Crime Preventers will get guns and not listen to the people if they want somebody else then the NRM-Regime, then they will shoot, the same people I guess as NRM SG Lumumba going against the demonstrations, if they react to the supposed rigging of the General Election in 2016. They are supposed to defend the peace that NRM fought for, but that means by his statement that they fought for their own freedom, but not the people, since they will not without guns give up power and therefore giving the Crime Preventers rifles instead of sticks. Then they are a proper NRM militia who will work as interhamwe did in their day.
The Police and NRM is going too far in their oppression of opposition if they will live by the standards IGP Gen Kale Kayihura and SG Justine Kasule Lumumba they are proving that they are misusing power since they oppress the citizens if they demonstrate or act against their vote being stolen from them. If IGP Gen. Kale Kayihura doesn’t see the danger of arming the militia of Crime Preventers as they have no code of law under them and doesn’t have a fixed place yet as the once securing peace in the country.

That Kayihura fears the opposition is understandable, he has a bad track-record of behavior towards them and have ordered mass arrests and shut them down when they try to meet and greet people, while the President can walk around as he please. There is something wrong with that picture. The Crime Preventers are to shut down the opposition and to generate peace, they are installed as a unit to spread fear in the public, not to serve the community and make it peaceful during the General Election. Especially if they need guns, that NRM SG Lumumba can use to shoot and kill the once reacting to their votes being ticked off or stuffed ballot boxes, even if the numbers are manufactured instead of the wish of public. The violence they speak of is malicious and dangerous.

The aggravated and assault on the citizens is staggering. That they address and threats the public in the midst of final stages before the general elections. This here is vicious and attack on public opinion and freedoms, the fight that matters is the ones that happen 30 year ago, and not what the public is living through today. As the NRM SG is blatantly putting is that the only vote that matter is the NRM vote, because if it isn’t and demonstrate against, then you’re a target and accessible to hunt down. In the end kill if they muster, in that sense it doesn’t help that Kayihura is getting rifles for the Crime Preventers. That they are fighting for the peace. This is misuse of power that the old-man with the hat would have addressed differently in 1986 than he does today. That is because he wants the power and not following the public and will of the citizens. That is why Kayihura use the Crime Preventers as a tool to spread fear and shut down democratic behavior… as NRM SG has no wish for either, as the demonstrations against their rigging will end up with demonstrator’s demise, which is if this is more than words. Then the public should address these threats and show their defiance against the oppressor who tools with rifles and killing of public anger towards thieving the coming elections. Peace.

I will describe two schools here today, which isn’t the first time there are coming some sub-county and up-country schools that been neglected by the NRM-Regime. There been in certain districts where the money hasn’t been allocated or given to this, instead been squandered or wasted on other issues then the UPE and the basics of structures to facilitate good learning. NRM have forgotten that and this is a great mismanagement of the regime.

First the St. Nikozi Primary School in Kabarole District and in Ruteete Sub-County; the school is worn down and looks shattered. Certainty that the school has been forgotten by the elected MPs and LV5 Councilmen in the district and sub-county officials as it can’t be in the central of the area. In the budget for 2014/2015 the whole budget for the upkeep and salaries is UGX 1 Million. Which is a meager budget and you can’t afford much for that amount of money. Dr. Kizza Besigye again had the ability to visit a school without having issues with the Police while doing so. That is surely because they had a ghost-roast while celebrating NRM liberation day. The school he visited was in Kalungu District where he was travelling around in Bukulula sub-county. Here is the photo over of it and under as well.

The Education department doesn’t see this school as it biggest challenges in Kalungu District:
“Understaffing and lack of teacher accommodation: The department has a gap of 163 teaching staff that are needed to cater for the gaps in our UPE schools and also the department has only 2 substantive staff members. Most schools lack staff quarters”.
“Underfunding: The department has a big funding gap that requires external funding like funds for cocorricular activities (Athletics,Ball games,Scouts and Guides), printing of Mock exams, Marking of Mock exams centrally as well as conducting of workshops for PLE” .
“Lack of a sounding vehicles: The department is having only one very old vehicle (TDMS) type that is in a bad mechanical situation though it is still on the road moving with high maintenance costs” (LGB Framework Paper – Kalungu District). We can already see that the government officials locally doesn’t focus and school, but vehicles so that the kids can struggle with the wind and rain.

“Mateete trading centre in Sembabule district was rocked by gun shots and teargas as the police dispersed the supporters of Presidential candidates Amama Mbabazi and Col Kiiza Besigye allegedly found defacing posters of President Museveni the NRM presidential candidate. The angry opposition youth leaders were protesting against the security agents and NRM supporters whom they accused of defacing the posters of Besigye and Mbabazi” (NTV Uganda, 2016).

Today another report have arrived in my hand that NRM and Yoweri Kaguta Museveni is tired of yet another media station. This time it is the radio station Kagadi Broadcasting Services (KBS) Radio in Kagadi Town in Kibaale District.
The Radio Station owned by MP Barnibas Tinkasimiire for Bugyaga West. Who actually are a NRM MP. It is the State House officer that has revealed it and now it spreading like wild-fire in social media. In Kibaale District the Radio Station is not allowed to attend the rallies of the President. The Radio Stations is no longer accredited to cover him and his rallies, as they cannot be a part of the rallies the President will have in Kakumiro Town Council. The issues Mzee have with the radio is that yesterday the radio sent programs exposing the failures of the NRM-Regime. The State House said even that the radio can’t send journalist to the campaign venue and surface there.

Seems like the issues with Media Coverage is grows on “the old man with the hat” as he can’t even handle a little radio station in Kibaale District. They did something as foolish right before him campaigning in the district told about the mismanagement of the nearly 30-year rule. That can’t be easy to hear as you are set in your ways. Mzee is literally again stopping the freedom of speech because it doesn’t fit his modus operandi. The President is more and more limiting the movement of the people around him and if you don’t speak his tune, he turn you away.
I am sure he would have a add-block on words I am writing about him. Not that I think he reads it, as I am teasing the leopard too much. As now the KBS Radio did as well. They are now banned and can’t listen in or broadcast the rally in Kakumiro. So the people in Kagadi get shunned from listening to Mzee as a result. I am sure they are listening to Bebe Cool’s Dembe instead of the old man’s speech with recycled pledges and wishes of loyalty to the local public and voter tourism to Kakumiro town. This is something that the radio listeners don’t really need. KBS radio will be Mzee free because of this and get other views and voices.

On the 15th of January there were two people who was setting up signs in Kagadi town, they we’re setting up signs that was “anti-Museveni” a week before Mzee himself was supposed to have rally in town. The Police did detain the activists and jailing them for putting up the banner in town. The message they had put up was: “Kidaga Town is the only town with no piped water, Tarmac streets, among others”. That was to violent message for NRM to have on the roadside while campaigning and also to violent. They breached the social contract between the public and police, therefore they was detained. It was so dangerous for society to read such a banner. They even threw tear-gas towards them who as setting it up! This here is yet another proof of the detail control the police and NRM have on the society, that hanging a banner in town that are soon having campaigns. When that report came out; I knew that the KBS report was true, because it is in the same line as NTV and wouldn’t be surprised at this point; Because the NRM have big issues with the media now-a-days! And when two men can put up a sign like that and be detained at the Kagadi Police Station, then you know something is wrong. They cannot help themselves!
