My take on the CEON-U January 2016 Report: “There is a need for the state to provide equal facilitation to all parties, to empower them conduct their campaigns on a level ground”.

Here is what I found that was important to take from the Citizens Election Observations Network of Uganda (CEON-U) report of pre-election report of January 2016. This here is the second report from Civil Society Organization on the time before the General Election starting 18th February 2016. Most of this I have described piece by piece. I will not take all of the graphics, you should read it yourself as well, but if you don’t have the time. Here is what I see as the important information from the report as the CEON-U has stated. Though it coming in the end of the campaign trail, so the changes they want is most likely not arriving before next election. Right, therefore here is the finding they have found. First: “There is a need for the state to provide equal facilitation to all parties, to empower them conduct their campaigns on a level ground” (P: 4, 2016).

About Dialogue – Inter-Party Liason Committees:
“Majority of LTOs reported that they had not seen or heard of any inter-party liaison committees in their constituencies. At least 89% of LTOs reported that they had no inter-party liaison committees in their constituencies, and at most 97% during this period” (P: 5, 2016).

Uganda-Electoral-Commission

Voter Information:
“With a few days left to the polls, 23% of constituencies that are observed by CEON-U had not reported any voter information by the Electoral Commission by 18th January 2016. This has been observed across regions where observation is taking place. Up to this day, the majority of voters are not clear about the voter identification process. The issue of National Identity cards vs the voter’s card is yet to be resolved” (P: 8, 2016).

Campaigns:
Defacing Campaign posters:
“For FDC, defaced presidential posters were more prevalent compared to parliamentary posters. The percentage of observers reporting defaced FDC posters ranged from 9% to 21% during this period. For Go Forward the percentage of observers reporting defaced posters ranged from 6% to 26% during this period” (P: 11, 2016). “NRM defaced posters was highest in Bukedi, followed by Buganda, Bunyoro and Kigezi” (P: 12, 2016). While FDC defaced posters were mostly observed in Bukedi, Teso and West Nile” (…)”And Go Forward defaced posters was highest in Kigezi, Teso and West Nile” (P: 13, 2016).

Conducting Campaigns after 6PM:
“Contrary to EC regulations, CEON-U observer reports indicate that presidential candidates from FDC, Go Forward and NRM have in some cases conducted campaigns after 6pm” (P: 13, 2016).

Election Violence and Hate-Speech:
“In week 6, which covered the period 16th to 22nd November 2015, in Nyabushozi County a counselor of Kanyaryeru division in Kiruhura district, on 26th November 2015, used hate speech against presidential candidate Amama Mbabazi when he alleged that he killed Nobel Mayombo and so people should not elect him to presidency because he is a murderer. And because Amama is a murderer he cannot be trusted to be president of Uganda. Still in week 6, while on a rally at Butaleja, Busolwe sub-county in Bunyole west constituency, on 19th November 2015, the voters called Besigye a liar who had no ability to deliver on the promises he was making. They said he was no better than Museveni because he is also corrupt” (P: 14, 2016).

This here puts the things in motion and also how the systematic actions have been during the days of the campaigns. Though compared to the economic campaign report, this here was very simplistic and easy read through; therefore I could compile the information quickly. This here is just a basic information for those who haven’t had an eagle eye on the elections, like the European Union Election Observations Monitoring team and COMESA who arrived in darkness and should see some of the numbers; so they know what they come into. As the sweet-talking IGP Kale Kayihura can really talk the white man into peace and blow smoke up his ass. We all know what the police does towards the Opposition, as seen in recent days.

And with the little voter information at this stage is worrying as we are in final stages of the race and campaign trail. There is something rare about it. CEON-U has done something important explaining the issue of missing voter information. That is something the Electoral Commission should work on of facilitate with the NGO who is behind the #Topowa campaign as they can explain the voters and information with passion, something Dr. Badru Kiggundu in the EC does not have. It is even hard to see him really smile to camera, think it was ages since he enjoyed his work and job. Therefore he should hire Citizens Coalition for Electoral Democracy in Uganda (CCEDU) with their #Topowa to get the message out. Though I don’t think Badru Kiggundu has the balls, stamina or independent mind to evolve and trust in CCEDU, as they are not loyal NRM cronies as themselves. Therefore this will not happen, but if they could travel around in the villages and major towns with their CSO/NGO machinery then they would have dropped the bomb of information on how to “honor your vote” which is basic and should be in the veins of the citizens. Something the NRM doesn’t seem to want to deliver to the public. Because they fear that won’t vote for them, and that is why they don’t educate them to vote, as that will contridict their usual message of fear, as they themselves fear their own citizens and their will.

This here will not be about the rally that will happen in Mbarara and the speeches. This here is about the ride into the Mbarara Rally of the FDC. As a legitimate attention to how the Police is interfering the democratic and freedoms of a political party during pre-election times. As we see and as I discussed yesterday about the fear Ofwono Opondo spread, shows that it is the Police that creates issues, not the citizens celebrating and greeting Dr. Kizza Besigye, it is the Police that shuts down Kisoro rally for Muntu and putting up roadblocks for today’s Mbarara Rallies!

Mugisha Muntu’s rallies in Kisoro yesterday:
Whereas Besigye was in Rukungiri, Rt. Maj Gen Mugisha Muntu was in Kisoro covering areas that were not covered by Beesigye in Novemeber when he visited. Police attempted to block the FDC party president but people were equally so many to quickly be frightened. It ended with that the Police denied FDC s Mugisha Muntu to hold a campaign rally at Mayor’s Gardens in Kisoro municipality.

Reason why the DPC blocked the venue for Muntu:
FDC Party president was accompanying innocent one contesting for councillorship on FDC ticket in central division of Kisoro municipality. his was after the candidate had paid for the venue but was later locked out of it because they suspected Mugisha Muntu to be canvasing votes for Dr. Kizza Besigye. All efforts by Gen. Mugisha Muntu struggling with the district DPC to access the venue were futile because DPC saw the truth but later feared to lose his job. Meanwhile each Ugandan village is to receive 250,000/= to bribe people for NRM votes.

Police Warning ahead of the Mbarara Rally today:
“With 15 days to the General Election, FDC’s presidential candidate Dr. Kizza Besigye has now traversed 102 districts and has 10 more to go. As Besigye campaigns in Mbarara today, Police in Mbarara has emphasized that they will not tolerate any kid of hooliganism. Mbarara district police commander Jaffar Magyezi said those caught in acts of hooliganism will be dealt with accordingly” (91.2 Crooze FM, 02.02.2016).

As the Campaign Convoy was travelling:  
Mbarara police is proving to be the most notorious in western Uganda. The two pick up police following Dr.Kizza Besigye’s convoy are interfering with the convoy. Wrecklesdly driving, blocking some cars in the convoy from following Dr. Kizza Besigye… Despite efforts by KB’s security to explain why police is not allowed to move in the middle of Kizza Besigye’s convoy, police led by one Magezi remained defiant. But the Mbarara boys later showed police what they are; on the way to Kabindi on Mbarara Ibanda road, the boys stopped police and confronted police with sticks which forced police to leave the convoy.

At the Boma Grounds an hours before the rally happening are covered with Mbarara Prison Guards guarding the place and the venue. The public have warned them for interrupting the rally desists from creating chaos. DPC of Mbarara Jaffar Magezi must have been busy ordering his men around today and yesterday.

On the road into the Mbarara town, there are a 15 kilometer long traffic jam; called the Blue FDC Campaign Convoy with Anti-Riot Police in between the FDC supporters, Dr. Kizza Besigye and all the boda-boda drivers. As the Convoy into town is coming, the Police had put into place roadblocks for them. These had to move as the public together with FDC was coming into town.

This is enough and shows the magnitude of Dr. Kizza Besigye’s momentum right now. Peace.

Interesting findings from the AG report on “Central Government and Statutory Corporations” – Part Two!

Here I will Travers through the report of Auditor General of Uganda’s Annual Report for the year ended 30th June 2015. This is on: “CENTRAL GOVERNMENT AND STATUTORY CORPORATIONS”. I will take the quotes and stories that seem to show parts of how the Government of Uganda works and what the Auditor General have cared about addressing in this specific report. Take a look! This here is Part two!

MoWT Lake Bisina RFP

Ministry of Works and Transport Sector:

Certain information from the ministry:

“management used the services of a local company to print Ministry materials at a cost of UGX.48,000,000 without following procurement guidelines” (…)”expenditure totalling to UGX.157,861,512 was inappropriately charged on budget lines to fund activities that were not planned for without authority” (…)”management explained that this was caused by UGX3,367,986,442 that was held on the Stanbic Bank Collection account as the funds were earmarked to replace worn out equipment and plant and MELTC, yet management does not spend these funds at source; and UGX.819,209,847 mainly consisted of funds earmarked or Lake Bisina Ferry landing sites and DRRU. MELTC will be required to return all the unspent operational funds when the Rural Transport Infrastructure (RTI)/U-growth project ends on 30th June 2016” (P:116 – 121). Comment: This here prove how the have chared funds without authority. The Ministry also has to release funds back to the RTI U as they have not done their work on the Ferry Landing Site.

Mukono Chairman

Non-payment of UGX.490m to Mukono District Council:

“Management explained that the long standing dispute between the Ministry and Mukono District affected the progress of the ICD project and an understanding had been reached between the two parties. However in December 2014, the Ministry sought legal advice from the Solicitor General on the pending compensation of UGX.490m to Mukono District and the Solicitor General advised that there was no justification for the compensation since the District could not prove that it owned the structures” (P: 132). Comment: This here proves mismanagement for Local Government Council and the Ministry, that the monies does not leave either party or to the party that deserve the money. Not well played by either ones.

Construction of Nwoya Community Justice House – Abandoned construction works:

“Nwoya Community Justice Centre was constructed by a local company at UGX.1,516,916,000. The contract commenced on 11th July 2014. Audit inspection carried out at the site on 19th September, 2015 revealed that the contractor abandoned the work. There was no construction work in progress” (P: 158). Comment: Here is mismanagement locally and also with the ministry therefore it is a building without a contractor who left the premises. The OAG and the Ministry should probe the contractors and also the Local Government Council for the little check on the work in their district. Or doesn’t it matter that the work and used monies on a court building left unfinished?

Ministry of Affairs:

DGAL-Gulu – Delayed completion of the construction of a Regional Laboratory in Gulu:

The construction of the Regional Laboratory started on 28th January 2008 at a contract sum UGX.436,445,468 and was to be completed by 28th July, 2008 (after 22 calendar weeks)” (…)”at the time of writing this report, the construction had not been completed (after 7 years) and the site appears to have been abandoned. A total of UGX.236,330,768 (54,15%) was paid to the contractor and the building had been roofed, plastered and fitted with exterior doors and window burglars” (P: 177). Commented: They proved too been a breach of contract between the Ministry, Local Government Council and the contractors who was building on the site. These institutions should probe the contractor for delays and not finishing the building, while the government should check the history of the allocations and see why they haven’t done the work and delivered as budgeted in the past.

Non-working vehicles:

“The Force had 291 and 970 uneconomical and grounded motor vehicles and motorcycles representing 27% and 28% respectively of the available fleet of 1091 motor vehicles and 3452 motor cycles” (P: 183). Comment: That such a giant part of their fleet is standing still and can’t be used for their entitled work. So it is a waste of funds and also equipment.

Land Titles:

“The budget of UGX.120m was again provided for the financial year 2014/2015, however, this was not enough to carry out the activity. This financial year (2014/15), UGX.3.7bn had been estimated to cover the surveying, titling, boundary opening, land purchase, land planning and design, compensation and inspection, however only UGX.120m was provided in the budget” (P: 185). Comment: This here prove how little the state care for police when they can’t secure funding for land in and titles for the Police Stations. Another proof of weak governance when they doesn’t care for their own civil servants.

Uganda Police Marine Unit

Police Boats:

“Police has over 40 vessels including long distance patrol boats, firefighting boats, fiber glass boats and inflatable boats deployed in the detach units on all major water bodies of Lakes Victoria, Kyoga, Albert, Edward and George. However, the Force lacks a marina at Kigo marine headquarters for safe docking and parking of major boats. As a result, some big boats are docked/parked at Lake Victoria Serena Hotel for safety purposes, while others are dry docked (parked on land) at Kigo headquarters” (P: 186).  Comment: We can see that the Police don’t have funding for the boats and to keep the upkeep of them. That proves that the Government doesn’t value the boats, since they don’t keep them in great areas.

Police Mariners staff, Post Mariners Post-Education and Fuel issues:

“Marines unit has a workforce of 197 staff with over 40 vessels. A review of the unit nominal roll revealed that only 10 staff have mechanical/technical related qualifications while 6 have qualifications in fisheries” (…)”The Accounting Officer further explained that some training is already underway both within and outside the country, and that in the current financial year, 45 staff are undergoing marine training by Korean instructors” (…)”The unit detaches are provided with 200 liters of fuel for operations per month (6.4 liters per day) and yet the fiber boats at each unit consume 20 liters per hour. According to the in-charge, each unit detach requires at least 60 liters a day which puts the fuel requirement per month to 1,800 liters for the units to effectively monitor the waters” (P: 188-191). Comment: That there are 40 vessels and only 6 have seamen education. 10 mechanical people who can fix the technical problems with the boats that the police have. Yet again, the training has to happen by donors or foreign because the government can’t be able to finance their own personnel training. That should be worrying. The last issues that the boats can be used as much they can because of the use of 20 liter per hour. They miss the 1600 liters they need to function, because they are only allocated 200 liters. Show’s a mismatch of the use of funds for this part of the UPF.

Uganda Prison Service:

Congestion:

“By June 2015, the population of prisoners stood at 45,092, exceeding the available capacity by 28,575 inmates (occupancy level is 273%). Some prisons are overcrowded, housing up to 3 times their designed holding capacities” (P: 197). Comment: The government might not be expected to deliver at hotel to the inmates in prison. But to congestion them like cattle or having housing for them that creates diseases and poor hygiene; shows that the punished people in prisons get not only time to serve as convicts, but also get conditions that makes their stay a health hazard.

Funds of Consolidated Funds:

“UGX.2,808,413,252 was reported in the statement of financial position as cash and cash equivalent at the end of the financial year. The unspent funds should have been transferred to the consolidated fund by close of the year however, UPS did not remit the funds to the condolidated fund” (P: 195). Comment: This here proves that this government outfit doesn’t have the properly functioning accounting practices since they don’t follow the laws for unused allocated funds.

I will not write about all the things that actually happen on the campaign rallies, that has been going on for so long. So the rallies in general are not important for me. What the parties does on the outside of that is the important, since it is local pledges and local MPs who surface the campaign rallies. But the big thing in the late part before the polls gets it more interesting. As they will now take stands and make difference as we see how Sam Kuteesa does right now. Will also go into the actions of Amama Mbabazi and his Go-Forward Group! Take a look!

Sam Kutesa

Yesterday before the NRM was to hold a campaign rally in Sembabule. Sam Kuteesa had gotten 540 printed FDC membership cards with aim to show them to President Museveni. As a way of telling a story that 540 FDC members had deflected to NRM.

Before the rallies the NRM has been busy with ferrying people to the venue at Sembabule as they are busy with their second trade Voter Tourism, the new future of steady progress under the NRM! Take a look at today’s photos:

Also before the rallies there been issues between the Police and the NRM Campaign Convoy. The Supporters of Ssekikubo and Patrick Nkalubo that was supposed to have a rally before the President; that did not happen as the police shot tear-gas and dispersed the supports of the fellow candidates.

Sam Kutesa who was busy yesterday getting and producing fake FDC Membership-Cards have been accused for delivering around money and NRM T-Shirts to Nkalubo while the public was trying to get away from the tear-gas.

Ssekikubo said in a rally today before President Museveni spoke said:

“Ugandans are tired of tear-gas and bullets”.

Low Turn-up:

“Supporters of independent presidential candidate, Amama Mbabazi are accusing the Go-Forward mobilisers in Tooro region for the poor turn up at his campaign rallies” (…)”At some of the venues especially in Kabarole district, Mbabazi and his team didn’t find people to address, forcing him to wait for more than twenty minutes. His supporters are accusing the mobilisers of the Go Forward team for incompetence, which they say will cost their candidate votes in the general election” (Sanyu Radio, 31.01.2016).

A big hunch of Amama Security team deflects to NRM:

“A group of 68 members of the security team for former Prime Minister and Go Forward Presidential candidate Amama Mbabazi has denounced him and joined President Yoweri Museveni’s campaign team” (…)

”George Sebyala their leader said this: “From today onward, we have parted ways with Mr. Mbabazi to join President Museveni’s camp after realizing we were not achieving what was promised to us while joining the Go Forward camp” (…)”We have realized he is not the right person to lead this country, considering the problems that befell us after the Ntungamo incident .With the huge sums of money and wealth he has amassed, we were not well catered for by Mr. Mbabazi” (…)On the Ntungamo clashes: “The people we beat were brothers and sisters to us and we ask for forgiveness. We were only misled but we pledge not to repeat such inhuman acts to our fellow Ugandans”.

As it comes to the rallies today, the locals got bored of listening to NRM Frank Tumbewaze so they left the venue and walked to the nearby Amama Mbabazi rally. That proves that the trusted minister of Mzee doesn’t have the pull as he think he has, as the people just leave him high and dry. As they did today!

Ofwono Opondo the executive director of Uganda Media Centre; claims that the FDC and the media tells lies and propaganda against the NRM; I am claiming Opondo has lost the plot

I do not feel like dropping the Uganda Media Centre Press Release freely to world without criticizing for it missing facts and show the fiction of the ruling party, which means the NRM who surely does whatever it can to look beautiful; while the truth is something else. That they the NRM claim that everybody else putting up the ANTI towards the polls; as they have done with vicious attacks if they don’t get rule again. So again the non-sense is so far-fetched that this was too easy to not demolish for me, I will not take every piece of the Press Release, because hey! It is not worth that time to write it. Opondo can’t use that long time writing before publishing it, my evidence is: “Civil Society Organisations (SCOs)” (Opondo, 2016). Let’s go!

Meddling from Embassies in Politics:

“Government does not therefore expect particularly members of the diplomatic missions here to unduly meddle in our internal politics and elections as some of them are already doing. Government takes strong exception to meddling and would like to caution those doing so to desist forthwith, and in case there are matters of concern they should be addressed through the appropriate diplomatic channels. Uganda seeks mutual respect to its sovereignty in accordance with international laws, norms and practices” (Opondo, 2016).

This here is an answer to the polls that was showing favorable and giant lead to Dr. Kizza Besigye and the FDC over President Museveni and the NRM. This is intended to deflect the actual factual one they had and released in the end of January 2016. Here is the basics of it:

“Communications Department of the American Embassy in Kampala has conducted an intelligence poll and it suggested that: Museveni is at 30%, Besigye at 53.6% and Mbabazi 15 %”. There are other candidates, but there is not much left for the 5 other candidates. Just saying…

This is the one thing that Opondo and the Government of Uganda, alas NRM don’t want to see, as this destroys the picturesque polls that they posted in New Vision with 71%. As they have done in both 2016 and 2011, about the same time (before the election) with the same number and lead for the NRM. So the diplomatic missions should just focus on giving government aid and government funds that the NRM-Regime can embezzle. He is not saying that, but that is what he means.

Anti Riot Police 30.01.2016 Before FDC Campaign Kabale

Governmental issues with the FDC:

“The repeated incidents of violent friction particularly by the supporters of Dr Kizza Besigye targeting the police including physical assault on law enforcement personnel must be condemned and discouraged. The police deserve respect by all in order for them to work effectively and efficiently in protecting the general public. While the public has generally shunned recruitment into political quasi militias, some opposition groups continue to mobilize under the pseudo noum of Power Ten (P10) mainly in Kampala, Wakiso and parts of Mukono districts” (Opondo, 2016).

This here is straight forward attack on a Presidential Candidate and his campaign. As they use the necessity of security forces and police as a token of self-defense, as they goes aggressive against the campaign rallies of the FDC. There been seen so much Anti-Riot Police following the campaign trail of the FDC, as there been DPC in cell-phone conversation at campaign rallies as frequent as Liam Neeson in Taken. The way the Police is harassing the opposition and keeps blocking and stop also media houses as the opposition steps into them; proves the problem is not FDC, but the NRM-Regime who is not fully-fledge democratic, yet! They claim about the P10 who is made up to show accountability and stay behind after the vote is cast and generate local participation from the grassroots-level, as did the Resistance Councils back in the day! But Opondo has forgotten that piece of history hasn’t he? Secondly the P10 is nothing compared to military formation of Crime Preventers as they have trainings with sticks, while the P10 is a little organization who works for securing votes and participation towards the FDC. As a democratic party does during pre-election times, but why is this wrong Hon. Opondo?  Is it because it not your beloved party NRM and for Mzee? As everything is supposed to circle around?

Army and Police men not allowed to Campaign:

“Government is following and investigating reports that appear to link Gen. David Sejusa aka Tinyefuza to some of these groups, and if found to be true appropriate actions will certainly be taken to curtail and neutralise his activities. As the law is currently, no serving police, prisons or army personnel whatever the rank can be a member of a political party, an election campaign task force, support candidates, be a campaign agent, or speak publicly on partisan political issues. The only role serving officers have is law enforcement when called upon, and to cast their votes in secret as the law provides for all registered voters” (Opondo, 2016).

Gen Tukumunde Entebbe Dec 2015 - Money Man for NRM

The arrest is done as the general has questioned the regimes premise and coming rigging as there are things to question in that manner. As Gen. Sejusa is not allowed to be political involvement the Gen. Kale Kayihura of the Police was even on the Second Delegates Conference of the NRM to assert Mzee for another term as sole candidate in the NRM. But that is not an issue for Opondo, because Kayihura support the right party. Lieutenant General Henry Tukumunde aka “The Money Man” is directly involved in the NRM campaign team and that is also a no-issue. You have Brigadier Elly Kayanja who campaigns directly for NRM, but that is a no-go. So why is okay for all this men to be part of NRM, while Gen. Sejusa questions the NRM-Regime, he gets Makindye Military Barracks yesterday! So Opondo, please explain the inaccuracy in your flawed logic of why Gen. Sejusa can’t campaign, while all this other persons can walk freely and do what they want?

This here is the last quote I care about quoting and address, the supposed evil intent of FDC and other fractions of society to make a rebellion towards the government if the result of the election does not goes their way, sounds like some the fantasy Narnia-land and soon making Uganda until Mordor instead of the Shia it is before the election. As the detaining of more and more political active persons either opposition candidates or affiliated to an opposition candidate like the driver of Dr. Kizza Beisgye, Norbert Mao and so on. But let me go to the last quote worth commenting to.

Propaganda against Mzee:

“There is an on-going drive to intensify negative propaganda against President Yoweri Museveni, senior government and security officers. Part of this plan is already evident in sections of the media deliberately distorting or quoting out of context public statements issued by government officials with the view to cast government in negative light and cause public disaffection” (Opondo, 2016).

I must be one of the men who has intensified propaganda against Mzee and his loyal cronies. Well, IGP Kayihura and NRM SG Lumumba promised arms to Crime Preventers go against opposition if they won the election, Lumumba actually said she would get the regime to shoot and kill civilians, and last but not least NRM Chairman of Masaka Katumba promising violence if they lose power. This is paraphrasing the manner, since I written about it before, and don’t need to address that again. That Opondo talks about context and calls the questioning of it “cause public disaffection”. The disaffection is caused by the utter violence the NRM men are spreading to the public as even their master in Mityana! Where he promised that he would take his life and his supporters would do the same if the Electoral Commission let Dr. Kizza Besigye become the President. This tells of the violence and fear that the NRM is spreading. They are the ones causing this, it is not the media who asks and getting this people to talk in this manner and address the world in this spirit. It is themselves and later the media who gives the reason and music to it, as a way of making sense of the message the NRM and Mzee is sending in the final stages.

The level of fear and spreading fear as the ending of the press release is sending is massive and outrages. This is just in token of the NRM-O for the moment. They can’t breathe on other things than spreading fear to keep power. Not that they have actually achieved anything in their 30 year reign in the Country! The riches of the spoils has gone to cronies and not it’s people. It is far from the Shia or the Rivendell, instead it is closer to the Mordor as the NRM-Regime is saying it will become right around elections and post-elections when all ordinary government facilities will be under siege; as the on-authorized militias will go against the result, as the NRM does not do anything wrong or say nothing wrong, that is the place of the opposition to do. But that is just my assessment as the brilliant Ofwono Opondo states today in the Uganda Media Centre Press Release. That I have discussed! Though Opondo’s flawed mind is to be a loyal mouthpiece of Museveni. As this is was released in the Media House payed by government funding under the Office of the President. So this can only see as biased lovely propaganda, as the ones he claimed the opposition was printing and describing as they take words out of context. But the NRM just print the picture who make them look perfect, that is why they have banned NTV from their campaign as they did not follow the guidelines of the regime anymore. That is something to think about. Peace.

The Democratic Party President Norbert Mao and DP Candidate Tonny Kitara have tonight been detained in Lokodi, Gulu District

As we speak the Democratic Party President Norbert Mao and the DP Candidate for Aswa County Tonny Kitara have been detained. This occurred while they we’re participating in a tradition meeting of the Acholi People called ‘Wangoo’ discussing “Home Affairs”. They are both detained at the Lokodi Police Station.

Next week Norbert Mao was supposed have joint rallies with Christopher Okidi the DP Candidate in Agago where they we’re supposed to travel though the district together. This seems now not to happen as he is detained in Lokodi.

He was in Lokodi Trading Centre, Punena Parish, Aswa Sub-County in Gulu District. That is where he was during the ‘Wangoo’ in the Lokodi if you didn’t think it happen there and was some strange reason he was detained at the Police Station in Lokodi. Gulu DPC Martin Okoyo must be busy or following orders from above, meaning IGP Kale Kayihura. That this happens so close into the General Elections shows that something is up! That this all happens in sweeps is certainly suspicious considering Gen. Sejusa was detained in Makindye Military Barracks earlier today. The NRM-Regime must do this for a reason, especially since they have already done damage to Mao by not letting him be able to contest for MP for Gulu District in the coming elections. Peace.

There will be a media event from Uganda Media Centre at 10 where they will talk about the Pre-Election environment, the government should talk about what their own men is saying and doing. I will not comment more on the NRM SG Justine Kasule Lumumba and IGP Kale Kayihura how they would shoot and arm Crime Preventers. This here is a continuation of it. Where the NRM people spoke their minds and continue with fear-mongering. In a level that is sky-high.

Ssegawa NRM Masaka

If Defeated…

“In the event that President Museveni is defeated in General Election, the country should expect violence!” (…)”where shall we go if Museveni is defeated? We shall not accept it!” warns NRM Chairman Ssegawa Katumba in Masaka on the 30th January in 2016.

Well, this says it all about the ignorant blatant attitude from the NRM Chairman of Masaka. That he is claiming that the rise of violence will happen if the NRM is defeated. This proves that they can’t accept losing power and their answer is to not accept it. Their answer with violence, as the will of change of guards is not accepted by people like him. Proves the opinions and leaders of NRM have learned well from their master, because he speaks like he was the clone of Mzee.

On Corruption:

“When a farmer stores his millet and rats keep stealing it does not mean the farmers should give up farming. You must continue farming and look for methods to kill the rats. You must put a cat to catch the rats. During the colonial times, there was a subcounty chief but this was replaced by LC III. We also have the LCV chairman at the district. These are the people to catch the rats that steal money meant for service delivery” said Yoweri Kaguta Museveni at a rally in Hoima in 29th January 2016.

Mzee has the ideas and speak like Andrew Mwenda, seems like they have become brothers in spirit. He has to go back to colonial time, and the issue is not for the farmer, the farmer should continue to produce while the production can still be stolen from. He also blames the local leaders for bad service delivery. That is a way of Mzee to clean his hands. Mzee is never to blame, it’s either his PM, Members of Parliament, Opposition, the Western donors and never himself. He wish the local people take down the corrupt forces in the country, that means the people should initially go after the NRM and the Local Government, who happens to be NRM. It is just bloody brilliant that he says this, while we all wonder if the Government of Uganda ever will release the agreements between the Oil Companies and the Government. That would be an exciting read!

Mzee on losing power:

He we see how far it has gone, the man who blames everybody blames his own intelligence team and closest people around him for the great campaign Dr. Kizza Beisgye had in Kiruhura District, his home area where the public showed the gratitude for his campaign rallies there.

Mzee says he will turn around and be like Ouattara the man who got his own rebel army after losing a rigged election. I cannot see Dr.Kizza Besigye going that way, then he would have done it in previous elections. Dr. Kizza Besigye has also more people behind him then Raila Odinga ever will have in comparison.

That this hurts Mzee health is not strange with his continuation of Voter Tourism and paying crowds to show up to his campaigns. The expenses and travelling in his age must be eating his power to regain the power. The U.S. Embassy Polls must also hurt where he has 30% Mbabazi having 15% and Besigye 53%. That must be a hurtful to see that the people are not there for you. Usually you would have used an rhetoric where it sounded more like Ssegwa Katumba where the world would drop into pieces, the whole Ugandan country would end in anarchy and noting that you keeps holy would stay as long as you vote for NRM and Mzee. That is something to expect from Yoweri Kaguta Museveni, but the way he said this is still in the same lingo.

He promises that IGP Kayihura and General Wamala will use their forces of the police and army to get the citizens to understand the necessity of the NRM-Regime and his reign. The Public have to understand that with fear of the governmental violence and rigging. Because Mzee can’t lose power, then he stops breathing and will take his own life.

This is the most cult-leader like quote from Mzee, as saying; #if he did lose power!” he would expect “his loyal cronies would kill themselves together with him”. That is not pure-leadership qualities!

That is toxic leadership let me quote this for minute:

This may achieve results in the short term, but ignores the other leader competency categories of leads and develops. Prolonged use of negative leadership to influence followers undermines the followers’ will, initiative, and potential and destroys unit morale” (Wilson, 2014).

This here is in the same place the same toxic ideas from Mzee go down to the system, in corruption and in eager for violence if they don’t vote for him. His eager to use force of the police and army to secure his position is not a sign of trust, but mismanagement between government and their citizens. This environment should be talked about it, I doubt it, since their will surely down talk the opposition and their behavior instead of looking at their closest allies as the toxic venom they sometimes address the public and the media. Political activist arrest after monitoring the arrest of Gen. Sejusa

Today the Police have gone all gung-ho. Yet another person is jailed for his political affiliation. Mr. Milton Tumwine Kyalimpa. Today he decided to follow after the arrest of the Uganda Youth Platform and Free Uganda General David Sejusa was taken to Makindye Military Barracks. He is an FDC official in Kamwengye District. It ironic he has been called the NRM prophet… but Hey that is only in Uganda, right? Now he is detained as we speak. More to come; the Governmental forces right now are full-fledge going after opposition who question them. Well, not fully fledged since he was bought of around the 19th January by the NRM and distancing himself from the FDC, so it proves that he could be bought, the price for his loyalty was UGX 300k. Now, that money didn’t save him and the Social Media Activist who turned is detained. He should have known. Peace.

Military Police detain Gen. Sejusa today at Makindye Military Barracks; With a Message from Gen. Sejusa in captivity

Today the Police and the Army went into fully fledge attack on a tried to retire army general in his home. First the Military Police jumped over the walls into his home and surrounded his home in Naguru near Kololo in Kampala.

Gen. David Sejusa aka Tinyefuza is hours later taken by the Military Police to Makindye Barracks. He was taken in a convoy of ten cars and driven away from his home to the barracks.

This here proves the level of insecurities the government is working under, or is it trying to hide from the fact the proof of the stop-over in Kigali of the Ethiopian Airline Plane that was supposed to travel directly from South Africa to Entebbe? It is not hard to see why this news will shut it down, though we know Museveni has a grudge towards Gen. Sejusa for a while since he will not stay in the fold and be loyal to him. This will shut down his messages and talks with Free Uganda and Uganda Youth Platform as he has done in the recent years. Therefore he will stay silent while being detain in the Makindye Military Prison.
