My 2 Cents: On Mzee’s final lecture from the OWC Tour!

Well, I am sure we should break down the whole speech, the whole history lesson and look into the madness, the repetitive and usage of facts that is President Yoweri Kaguta Museveni in 2019. As the National Resistance Movement (NRM) had the Sole Candidate Endorsement trip across the republic. Since, he needed to show relevance, as his opposition is growing in strength, because of the tiredness of the captivity of the NRA/NRM leadership in the republic.

However, he still has to show relevance, by addressing the colonial time, Idi Amin and even his basic structures. Like he has never written or spoken about it before. It is time for this man to retire either to one of his farms as a cattle keeper or become a honorary history lecture at Makerere University. Because, that suits him more than governing at this point.

Nevertheless, let me drop a few snippets of his recent letter, before addressing it!

First Paragraph:

Therefore, the Ugandan economy is one of the fastest growing in the World on account of the NRA/UPDF ensuring peace, the NRM ensuring reconciliation and democratic empowerment of the Ugandans, the NRM ensuring macro-economic stability as well as the NRM ensuring some limited infrastructure rehabilitation and development. It would have grown faster if the 6th Parliament had not delayed the construction of Bujagali dam and if we did not have corrupt actors asking for bribes before delivering services or those corrupt officials doing shoddy jobs and inflating costs. The corruption issue, however, is a software issue and not a hardware one. Given our transparent democratic system, the corrupt always get exposed and, on account of our massive educational system, nobody is indispensable” (Yoweri Kaguta Museveni – ‘Comment on my just concluded wealth creation countrywide tour’ 06.08.2019).

Second Paragraph:

How do the 68% move forward, following the present campaign? My answer is that there are already four funds for Wealth and Job creation. These are: the Operation Wealth Creation (OWC) Fund; the Women Fund; the Youth Fund; the Micro-finance fund and the Innovation Fund. This is a total of Shs437.2bn. This money has been there every year, in some cases, even since the year 2001 as NAADS money. The complaints are now that, this money is given to the ones “who already have”. The have-nots do not get. It is the “haves” that access this support. This cannot be a big problem. The big issue is that the money is there. If the routes through which it is passing have a problem, then we shall get better routes” (Yoweri Kaguta Museveni – ‘Comment on my just concluded wealth creation countrywide tour’ 06.08.2019).

The President does what he does best. Complain about others and saying they are indispensable. But when is himself so indispensable himself? As everyone else can be changed but not himself? How about that, Mr. Sole Candidate since 1986?

Well, that was the cheap and easy shots at the President and his own reasoning. Let me dig a bit deeper. As when concerning Bujagali dam, the European Investment Bank and the EU didn’t want to invest in the dam. There was even sent a complain to the EIB in 2009, but the EU said the project didn’t meet its standard for substantial development goals in such investment project. Still, the government pushed for it and even needed refinancing of it 2017. Surely, the expensive project has been a prestige project for the President, while putting blame to other leaders. That is what he does, instead of questioning, why foreigners didn’t want to invest in it in the first place.

Lastly, the Ugandan version of democracy isn’t that democratic, as there is no level playing field. If your a true opposition you get pinned with charges and spend time in court, even tortured if your a true threat to the Presidency That is why, the rigging, voter tourism and pre-ticked ballots is a steady act of the democratic values of this regime. Therefore, if he believes in his words, his surely deluded.

The last part, which I won’t use much time on. But there has been a Parliament report on the OWC and the President haven’t followed any of the recommendation from it. Neither, has he ever criticised or critically said anything about Gen. Salim Selah. Well, his part of his family and his kin never does anything wrong. They are legends because of their bloodline. That is why everyone else is indispensable, but his own is not.

So, if the President was serious about changing the OWC, maybe he should look into how the OWC is run by Gen. Salim Selah. But don’t expect that. It is cardinal sin to ask for that.

Opinion: Whose not annoying and ridiculing President Museveni at this point?

24. Penalty for acts intended to alarm, annoy or ridicule the President:

Any person who, with intent to alarm or annoy or ridicule the President— (c) assaults or wrongfully restrains the person of the President, commits an offence and is liable to imprisonment for life” (Penal Code, 15th June 1950).

We know they fought, we know they won and the rest is history. The 1986ers are running the Republic and doesn’t care if their revolution is eating and killing its kids. They just don’t care, everyone is charged with phony charges, taken by the courts in premeditated statutes and usage of colonial laws to pin them as criminals for standing up against the President and his patronage. They own the land, the rest is the peasants, whose lucky enough to live on rented time on the soil of the Republic.

Today, Robert Kyagulanyi aka Bobi Wine is charged with annoying, ridiculing and blocking the road in Arua, as the President was passing with his convoy. The other Arua 37 was charged with this too. This is not new, because anyone can be charged with it these days. These people are still facing treason charges from the same Post Arua By-Election, so what the state put these additional charges on them.

There takes nothing to insult the President, if your Joseph Kabuleta writing about Project Muhoozi. If Bobi Wine tries to use his popularity to win By-Elections, which is demeaning to the almighty President, whose supposed to be the most loved person ever to grace the planet earth. You get charged with cyber harassment, if you just write a poem about you, this is the fate of Dr. Stella Nyanzi. Whose now under more trouble for demonstrating in the midst of sentencing on the last Friday.

So, we know that people are annoying, bugging and has to be charged for doing so. Even if the President says no-one is arrested for annoying him. Apparently, plenty are and in legal jeopardy. If you just spit in the wrong pit, they will charge you for it. However, in this regard, the citizen can just be in wrong place, at the wrong time and the state will capture you. That is what the state is doing.

The state and the authorities are using the Penal Code, Public Order Management Act and Computer Misuse Act to take people away for any reason from her until the sun. There is nothing the state cannot pin on its dissidents. They will create mirages, they will fix the codes and pin it on someone who happens to be the opposition to the regime. This is what they do.

At this moment, anyone can be charged with annoying the President. If you write a poem, if you drive on the wrong road, if you don’t take his biscuits as he doles it out through his aide, or dare to speak ill of him in public.

This shows the foolishness of the state, as they think they are bloody brilliant. The charges are forged, manufactured and if a serious court would look at it. They would dismiss it, because there is no case. If the state was serious, the Treason case against Bobi Wine and the Arua 33 wouldn’t last this long, but these bastards doesn’t care. They have not produced any evidence or affidavit to prove it. Even if their lives depends on it. Because, they know its just playing and misusing the time of the ones charges. So, that Bobi Wine and the rest have less time politicking. That is what the state does.

That is why everyone is annoying the President and he just have to pin something on them. Peace.

South Sudan: Troika Statement on the Revitalised Agreement on Resolving the Conflict in South Sudan (R-ARCSS) – (27.07.2019)

The Troika (the United States, United Kingdom, and Norway) reaffirm their commitment to the IGAD-led South Sudan peace process and to the lasting peace the people of South Sudan deserve. The significant drop in political violence and the presence of many opposition politicians in Juba are welcome developments. However, with less than four months until the new deadline for the end of the pre-transitional period, time is running out. While there is progress, lack of momentum to fully implement the peace agreement may threaten the successful formation of the transitional government and prospects for the peace process.

We call on the parties to redouble their efforts to resolve the most pressing remaining issues, which includes ensuring agreed security reforms are delivered, through the mobilization of necessary support. We repeat calls by the region and South Sudan’s civil society in calling for regular engagement between President Salva Kiir and Dr Riek Machar. Focused discussions on outstanding tasks are critical for progress towards the formation of the Revitalized Transitional Government of National Unity, which will set the foundation for effective joint governance. Credible elections in South Sudan in 2022 are another important milestone.

We are encouraged by the appointment of His Excellency Stephen Kalonzo as the Kenyan Special Envoy on South Sudan; this is an important demonstration of commitment from an IGAD member state. The Troika also welcomes the commitment made by the African Union (AU) High-Level Ad hoc Committee (the C5) at the AU summit on 6 July to re-engage in South Sudan’s peace process. The role of IGAD countries and the wider international community remains critical, and the Troika stands ready to support the region’s engagement.

For the peace process to remain credible, it is important that the parties demonstrate their commitment to peace, and meet the assurances they made in May. The Troika stands by the people of South Sudan and looks forward to working with the peace agreement’s mandated reconstituted transitional government to support a successful transitional period.

Opinion: General Aronda’s sudden demise and unanswered reasons for it…

General Aronda Nyakairima sudden demise and death have always boggled me. I have never had the ability to let it go. As he was an astound and respected general. Someone who was standing by his orders and by his office. That is why I really wonder, what really happen. Because, there are some issues that doesn’t add up.

That is why I just have these different sources. I do now, what has happen, but the lack of answers further undermine the stories itself. It doesn’t help that New Vision and other News Organizations have deleted content in regards to sudden demise of the General. That adds to further speculations, as the state wants to keep it a secret and not really tell what happen.

Here are a few sources, that adds to further speculation. That without taking the allegations made by Tom Voltaire Okwalinga (TVO), whose had plenty to say about the death of Gen. Aronda. Therefore, just sources, that I see as reliable in this matter.

Official reason:

The spokeswoman of ministry of interior affairs Ms Pamela Ankunda confirmed the death of Aronda, she says General Nyakairima died last night on board a flight from South Korea to Uganda. General Nyakairima who left Uganda in good health according to unconfirmed reports died of cardiac arrest on transit to Dubai from South Korea. According to ministry officials, Gen Nyakairima had travelled on official duty and was in a health condition” (South Sudan Liberty News – ‘UGANDAN INTERIOR AFFAIRS MINISTER GENERAL ARONDA NYAKAIRIMA IS DEAD ON BOARD PLANE FROM SOUTH KOREA’ 12.09.2015).

Dr. Kizza Besigye statement:

Even in the best of times, sudden death raises strong suspicion of possible foul play. Yet, Gen Aronda’s death happened in times that cannot be remotely considered as good. It occurred against a background of many suspicious deaths of high-ranking government and military officials. It also happened against a background of a specific warning that his life could be in eminent danger. The concerns spelt out in the Gen Sejusa’s letter, which triggered serious fallout in government security circles cannot be ignored, when such a death occurs. It’s prudent that all possible angles relevant to the inevitable investigation into the cause and circumstances surrounding Gen Aronda’s death are explored. This is important for the family, the government and the country at large. It’s wrong to hush up any information that may have relevance to establishing the cause of death”(Kizza Besigye – ‘FARE THEE WELL GENERAL ARONDA NYAKAIRIMA’ 14.09.2015).

Widows statement:

Speaking to thousands of mourners at Kololo Independence grounds where requiem prayers were held today, Lindah said for the 19 years that she has been married, she has never seen any such symptoms of heart failure. “This heart problem that you are talking about, OK, it may have been there but we have never seen it. My [two] children are my witnesses”, she said. “…The 20 years we have been with my husband, I have never seen him fail to get out of bed [because he was] sick.” She said they got married on April 13, 1996” (The Observer – ‘Aronda: widow ‘questions’ heart attack postmortem report’ 18.09.2015).

Big Eye Sources:

Sources say he died of cardiac arrest. However, another trusted source said that the army man could have died of food poisoning. Furthermore, the source says he had complained of stomach pains before facing his untimely demise last night on his flight to Dubai” (Big Eye – ‘Breaking News: Gen. Aronda Nyakairima dead, here’s what killed him’ 12.09.2015).

Bad Omen?

On September 11, the 56-year-old minister of internal affairs, General Aronda Nyakairima, died mysteriously on a flight from South Korea to Dubai. There were rumors that he — like others who might not have carried out President Museveni’s biddings with complete perfection — was poisoned. (Museveni did himself no favors to delegitimize this notion by behaving dubiously at the funeral.) But that wasn’t the only theory. Another one soon arose and gained significant traction: He had been killed by the Amuru women — fragile old ladies who never laid a finger on him and hadn’t even seen him for half a year” (Phil Wilmot – ‘Did grandmothers kill a government minister, nonviolently?’ 08.01.2016, Waging Nonviolence).

Well, this is what is available of possible sources. I don’t know, but since its like this and unanswered. Secondly, not even tried to do a proper investigations on why he died. Something that Besigye asked for and no authority, no security organization or anyone delivered upon.

Like they where afraid of the possible truth and what they could find. Certainly, the closed books, the secrets and the rumours are there for a reason in this matters. As high-ranking officials doesn’t just die over nothing. A General of the higest esteem at the time. They stop for a reason and becomes someone who somebody needs to be stopped. Because, to me, this doesn’t add up and there must be something hidden somewhere. That will unleash the truth. Reveal the missing dots and configure the reasons for his sudden demise. 

A demise like this, doesn’t happen over nothing. Alas, I don’t have the answer, I really don’t, but the mismatch of stories, the rumours and the allegation will continue to linger on. Until answers are provided and have settled the matter. Peace.

South Sudan: Republican Order No. 17/2019 (24.07.2019)

Opinion: Lt. Gen. Tumukunde history of indiscipline and sackings!

Well, I had written another piece earlier today, after being criticised for lacking research on the Lt. Gen. Henry Tumukunde, whose has been taken out of action plenty of times and cried out for unfair treatment. His now changed from going for aspiring for Lord Mayor of Kampala in the up-coming election to now run for President. Because he does this, I will show some aspects of his past. Which the media and the ones paid to write, will not show. An some will say is unfair crtisicm, which it is not!

I got no loyalty to National Resistance Movement (NRM) nor Forum for Democratic Change (FDC). I look up and admire people like Dr. Kizza Besigye, but they doesn’t blind my critical vision. I have seen enough of what Brigadier Tumukunde has done over the years. People will say his a fine leader, why does he get sacked and called indisciplined all the time then, over the years?

Why was he so close to the Temangalo land scandal? Why was this great leader disgraced together with Gen. Kazini after his mission in the Democratic Republic of Congo? Also, why did he have a public spat with IGP Kale Kayihura for so long before being fired again in 2018?

Do you see what I did there?

Seeing the placement of certain activity, something that repeats itself, he was fired or sacked for his actions in 2003 and again in 2018. He has in the mean-time been charged, house-arrested and suddenly gotten hot-again; when he become political mobiliser in 2016 for the Presidential Campaign of Museveni.

So let me show you some sources to balance my claims!

Brig. Henry Tumukunde: Until recently, Tumukunde enjoyed all the trappings of the family rule. He is married to Stella Tumukunde, a cousin to Janet Museveni. Although he is now not on talking terms with his former boss, pundits say that Tumukunde is under rehabilitation and sooner or later he will bounce back. He once headed the Internal Security Organisation (ISO) and Chieftaincy of Military Intelligence (CMI)” (The Independent – ‘Museveni govt’s Family Tree’ 25.03.2009)

In 2000:

The ‘Sunday Vision’, said the leader of the mutineers, a certain Kitenge, was the former bodyguard of Nyamwisa. He and the other mutineers were flown to Kampala on Friday by the UPDF’s Chief of Military Intelligence Colonel Henry Tumukunde and “MONUC”. RCD-ML has been bedevilled with leadership wrangles in the past two months, forcing the party leader to seek reinforcements from the UPDF to quell rebellions” (IRIN News – ‘UPDF crushes yet another revolt in Bunia’ 04.09.2000).

In 2003:

A statement from State House later said that Museveni had also effected changes in other security agencies. He dropped the chief of his para-military Internal Security Organisation (ISO) spy agency, Brigadier Henry Tumukunde, and replaced him with his deputy, Elly Kayanja” (Spywar – ‘Uganda army commander sacked over DR Congo looting’ 06.06.2003).

In 2005:

Kampala — Brig. Henry Tumukunde not only violated army rules and regulations, but he also “talked too much,” the army has said. “For him to say the president must go! As a serving officer that does not concern him. He talked too much and broke army laws not once, not twice,” the UPDF and Defence Spokesman, Maj. Shaban Bantariza said yesterday” (Frank Nyakairu – ‘Uganda: Brig. Tumukunde Talked Too Much, Says Army’ 30.05.2005).

Ranking of Army leadership:

However, the UPDF chief political commissar, Col Felix Kulayigye, said Brig Tumukunde should not have expected to be promoted because he was on trial. “Did he expect to be promoted in 10 years of which eight he was on trial? Does he want to say that by the time he became brigadier, he was the most senior officer at that time?” Col Kulayigye asked” (Daily Monitor – ‘Tumukunde cries out on UPDF ranks’ 20.07.2013).

Tumukunde, was placed under house arrestand then later court martialled on allegations of making political statements in the media (after he appeared on a radio program), indiscipline and disobeying lawful orders contrary to the army code of conduct” (…) “Tumukunde was promoted in 2015 to the rank of Lieutenant General (by passing the rank of Major General) before being retired from the army, therefore allowing him to become a “political mobiliser”for the 2016 presidential campaigns” (Bore L, (2016).Army Representation in Uganda’s Multiparty Parliament – a critical review. CEPA Policy Series Papers Number 7 of 2016. Kampala).

In 2015:

In 2005 he was forcibly detained by troops led by General Kale Kayihura, now Inspector General of Police. Two years of extra-judicial house arrest continued until his eventual release and the dropping of charges. His rehabilitation was maybe not completely unexpected. His NRM and NRA history speaks for itself, and his wife Stella Tumukunde is a cousin of President Museveni’s wife Janet Museveni. Henry Tumukunde’s role is unclear, but includes managing the controversial ‘Crime Preventers’, a mass nationwide vigilante or community policing network. With their T-Shirts in National Resistance Movement yellow, their loyalty is clear” (Menas Associates – ‘Henry Tumukunde comes in from the cold as rehabilitated spy master’ 09.12.2015).

In 2017:

Tumukunde was convicted of the offense involving dishonesty or moral turpitude, thirdly, whether the appointment of Lt Gen. Tumukunde as the minister is a violation of Articles 80 (2) of the constitution and lastly whether the petitioner (Mr Kanti) is entitled to the declarations sought” (Anthony Wesaka – ‘Government defends Gen Tumukunde’s ministerial appointment’ 01.03.2017, Daily Monitor).

In 2019:

Watchdog Uganda understands that Kulubya failed the “PR” test four times and therefore has been served four publicity invoices amounting to Sh36 million. He published stories about Gen Henry Tumukunde planning to stand as Lord Mayor of Kampala which his bosses say were published to promote the general” (Lawerance Kazooba – ‘Kabushenga deducts Shs45 million from Vision Group editors for publishing Tumukunde, NWSC ‘PR’ stories’ 25.07.2019).

If you want a ghost-soldiering, spat-spewing and power-hungry man to be the Presidential Candidate, be my guest. Let the high ranking and former loyal subject Lt. Gen. Tumukunde be your guy. We can just wonder whose next to praise this man and follow the man.Who will blindy say his fitting leader and has the astounding record. If he had that, why has he had so many scandals behind him and been sacked for his actions? Why? That doesn’t make sense to me. Maybe to his clients and fans.

That is the track-record of this Lt. Gen. and it speaks for itself. Peace.
