My Letter to President Museveni after the recent polls and post-election period; I am sorry, but not sorry; Mr. President you are a coward!

Dear His Excellency (H.E.) President Yoweri Kaguta Museveni!

It isn’t easy writing this letter to in this moment as your astonishing Police Force holds 300 FDC agents detained. At this moment Dr. Kizza Besigye is still under house-arrest, as you and your men does what you can destroy the evidence of a flawed election. That you claim to get 80 % of the votes; While your cadre Dr. Badru Kiggundu only gave 60%. If it was so, why were there more army men in the streets than people celebrating your massive victory? That meagre display of people happens after the Electoral Commission announced you the winner of the 5th official term on the 20th February; I am still not giving in, if you have this whole term: it is your 7th. His Excellency, I can’t shave of a decade of your rule that is disrespectful towards you.

I have a hard time writing this word about you His Excellency as a Bush-war leader, a man who has sent so many of his citizens into battles in South Sudan, Democratic Republic of Congo, Rwanda, Central African Republic and Somalia. It is hard to say your acting cowardly. Yes, President and commander-in-chief right now you’re acting as coward.

I know that there are many decisions to take in and to live with. As how to feed your cows and how many cars you need to travel between Mbarara and Kampala. How many you need to hire in the Special Forces Command. That his hard questions. Also it is how to be able to make yourself yet again president of the country you have been ruling since 1986.

The world is looking at your actions Mr. President. The notion of your ways getting viral now, not like when you first took power and could control the media and the people; the people can now spread information. Before the Executive get time to edit the news and message you want spread to the general public. I know that is hard to swallow as you want to rule and have the power of their minds. This is something that differs from earlier times and even when you tried to stop the social media. We know you dislike the Social Media, so during the Election Day and such you really showed how much you hate it; there is still ways of broadcasting there without the ordinary channels that you blocked. I know that hurt your pride and that your “Yes Men” didn’t know about that technical solution. During the Election Day he was also a coward to make sure that Kampala and Wakiso District got the polling material very late, while in Amuru and Kisoro had it on time. So it was cowardly to not give the same treatment everywhere especially with the short distance from the Electoral Commission office and the central region. A very cowardly move… That was so disrespectful actions from the EC and the regime toward the most populace area in the country.

Well, I called you coward Mr. President. I know that is disrespectful from a commoner like me. But the issue is that you’re disrespecting the people and the institutions you have facilitated. While attacking freedoms and liberty of other peoples in your country. That is why you’re a coward in my eyes. It is extraordinary how you have ordered the Police to rig the results and change the declaration forms, while detaining the FDC agents. That is because the original Polling Station forms would not be favour of you Mr. President. At the same time keeping the FDC Headquarter under siege and the house-arrest of Dr. Kizza Besigye; also keeping Hon. Amama Mbabazi under the same treatment on the other side of town. This proves your cowardice ways. As you could not manage the dirty laundry in public and put into systematic order during court sessions as the elections has been a shambles of procedure. Deep inside you, Mr. President you know, what I mean as you went to war because of rigged election. The rigged election of Mr. Paolo Muwanga in 1980 for Dr. Milton Obote. So that you do the same now proves how you have changed. The glory days are totally over for you!

Even with the Go-Forward and Amama Mbabazi petition. You’re still a coward. I mean that because you have acted cowardly. With surely cowardice ways of using all tools of oppression and governmental funds to secure the presidency! This is something you have prepared since the Kyankawazi Resolution during February 2014. That means that you have been two years ago. You have worked for the sole-candidacy and the road to the elections have showed you have become a coward. A sole-candidacy of a coward that can’t have a honest campaign or a honest result. Not even a honest speech or even honest pledges. As a coward you even had to recycle old pledges to look formidable in rural districts; that you only visit if there is rallies and campaigning Mr. President.

The disregard for the other parties to meet and consult their supporters for rallies and mobilization; while you could as president travel all around on government funded trips as a honourable gentlemen and leader. That proves your disregard and is a coward’s way of pre-campaigning.

The biggest coward move from you Mr. President was the booming hiring of unemployed youth in the Crime Preventers program. That was groups of youth used cowardly to intimidate opposition and the public, not securing the violent behaviour or security in general. Second cowardly behaviour was your Post-Election Violence budget and the new Personnel Armoured Vehicles (PAV) and special anti-riot vehicles just before the Election Day. That was cowardly of you and your brigade.

It isn’t easy saying you’re a coward. While the behaviour of the state your sponsor and the men you have around you make you look like a coward. You’re not acting like a proud man. This election and result is not an honest victory, if it had been so Mr. President. It would be more than Uganda Media Centre had celebrated your victory and you hadn’t felt the need to be with your cattle instead of your celebrating people. That is actions of coward.

The coward’s way continued with ban of social media and using the Uganda Communication to shut down radios and broadcasters who was not positive to you. Another cowardly move is how the Police continue to arrest and harass the journalist who follows the elections and the candidates as the ones that have lost their cameras, the ones that been detained, the ones that has been shot and so on. As you the coward you are complained at the state of journalism and the ethics they had while following your campaign trail. At one point Mr. President you suspended NTV Uganda from your trail. Others has felt your wreath and been detained and had to delete photos. You even called all Ugandan Newspapers rubbish and said you only read headlines and looked at the pictures. If you read some newspapers you might read and understand how people really feeling about you. I am sure your listening to your “Yes Men” like Hon. Frank Tumwebaze, Hon. Ofwono Opono and Hon. Dr. Ruhakana Ruganda; they will only tell you what you want to hear and not the truth, Mr. President!

Another cowardly move is the use of tear-gas and use of violence. You have also used mental violence through your hate speeches and sectarianism; something that counter the vision of you; Mr. President and you even speaks with that rhetoric as you called people around Kampala “rats” days before Election Day. Also Mr. President it is cowardly to say you are the only one who can keep the country safe. That is cowardly as you play your safety card and telling nobody else can; as most of the citizens hasn’t seen anybody else being a President.

If I offended you by calling you a coward, than I am not sorry! I am more sorry for the people behind bars, just for their political allegiance or belief in universal human rights. It cowardly not to let them counter your policies and your security outfits. It is cowardly that you not let them speak up and give them that freedom. Even one human rights activist had teaching in Namutumba district got detained for doing so! That is not peaceful and security that talk when you can’t teach youth about human rights without ending behind bars. That is a coward’s move Mr. President.

As long as you militarize politics and uses military as a tool to secure your power in the country you’re not a legitimate president. So long you use the police to harass your opposition and civil society, even citizens who are caring about politics and going to rallies. You’re a coward Mr. President. Because all of this shows that you don’t have faith in your presence or your policies. Mr. President it is strange that you don’t believe in your own programs and political framework. As it seems not to be strong enough to bring the masses or gain you goodwill. That shows the moral authority that has dwindled away over time as you have yet to fulfil ten-point program. You’re such a coward that you trust more in the Army and Police than in the political program of his beloved party!

So it is a sorry state Mr. President, your Excellency that I can call you a coward. I could have given you lot words. But that is the most fitting in the way you have threaten your opposition, given fear to your people and rigged this election to come out with honour. You’re not legitimate until the petition is sealed. President Museveni you might have run your country since 1986, but from the start of the pre-election period your actions has been of a man who acts like a coward. The cowardly move was to even amendment to Financial Management Act to make sure you had enough cash for your campaign funds. It proves how big of a coward you are when your opposition had to get funds from supporters; while you had the government funds or state funds to pay for your ferrying crowds and giving NRM village funds.

So I hope more people than me will call for what you are now. I know this will not make me popular, like Andrew Mwenda who is your golden mouthpiece. The worst thing is that you can’t shut me down. Still as long as you treat you’re opposition, your citizens and your government as your own playground, than I will continue to address you as a coward. As it is well deserved as a man who is a hero and democrat does not need armies deployed on the streets during elections, a man who has the public behind him and their votes would see people celebrate and not mourn. A man who has the legitimacy does not need army instead of the people. But you have always relied one the guns and not the votes as you only got one MP under the election in 1980. Than you used the guns and you still do. You we’re seen as a hero from taking the people away from totalitarian and despotic rulers; but now your alike them. You’re a coward who can’t leave power and a coward with government institutions and a arms. That is what you are, not the proud man who built possible democratic institutions, but instead depleted the ideals you built them on. Be proud of that, Mr. President officially a coward who is soon sworn-in for his seventh term. Peace.

Supreme Court 01.03.2016 Waiting for Lawyers

Early in the morning today there was reported that Independent Magazine editor and owner Andrew Mwenda entered and was allowed to enter Dr. Kizza Besigye home and discuss with him. The high work ethic of Andrew Felix Kaweesi and DPC Kasangati of James Kawwyla is busy arresting and sending people away from the area and usually not letting people in. IGP Kale Kayihura must find some well spoken word of wisdom must come soon, as the journalist detained and the amount of FDC agents and mobilisers are piling up into the deadline. While CP Fred Enaga can’t keep up with actions from his peers, the Police Force is acting as a tormentor of the people and opposition; not preserving the peace of the people. As much as the army is still staying in the streets of Kampala and other places on deployment to secure that Regime lives on in a tense state and not in a peaceful harmony between government and its people.   

Another report is that the money-man during the elections that had a son running as a Western Youth MP Gen. Tukumunde was either hurt by a canister of tear-gas or a bullet; the demonstrations against the result of the Western Youth MP.  Even the Police and Army entered the venue of the 800 youths voting for their representative of their region.

While also journalist are sitting and waiting at Kololo to see the opposition delivers the petitions at Supreme Court. They are waiting for the lawyers of the opposition to come with the petitions.

On Facebook after visiting Dr. Kizza Besigye:

Today I visited Dr. Besigye at his home in Kasangati. I did this after reading his Facebook post where he said he felt like becoming a real terrorist. Seeing his dilemma, I understand this sentiment even though I do not agree with it. We held very fruitful discussions on the present and future of Uganda. Even though we disagree on how to promote democratic reform, I have no doubt that he is genuinely convinced that he is working for the good of our country” (…)”But as an old man I told Dr. Besigye that truth is never objective but subjective; it is plural and not singular. We will never resolve the truth of who won the last presidential election but we can begin a dialogue on how to build a better future for our country. I hope all sides to the Uganda political debate see the need to work together rather than to work against each other. Hate will not bring us deliverance but destruction” (…)”If both sides cannot accommodate each other through compromise, there will be no winners. And Uganda will lose. Besigye represents a large disgruntled voter segment. We cannot afford to dismiss their disenchantment. Museveni represents an even larger voter segment. We cannot ignore their views. The challenge is how to create a common ground” (Andrew Mwenda, 01.03.2016).

Mugisha Muntu says: “Police was suggesting to send in their own representative. That is the level of arrogance we are dealing with”.

FDC 01.03.2016 Leave Cars to meet Besigye

The FDC said this:

“We are now heading to Kasangati to meet Kizza Besigye and come up with a conclusive decision” (…)”We are operating under very hostile conditions. Our candidate has been arrested 8 times in 10 days” (NBS TV, 01.03.2016).

Continued House-Arrest:

“Our reporter Bahati Remmy in Kasangati says Police is still deployed outside Kizza Besigye’s home” (NBS TV Uganda, 01.03.2016).

As the media is following the Kasangati, the one journalist detained and taken cameras from yesterday Abubaker Muwonge, was supposed to get back his gear today; instead he will not get for some reason from the Police.

FDC not allowed to have a meeting with Besigye:

“Party officials allowed to meet with Besigye. Only if they leave their cars at this cross section” (Nduhukire, 01.03.0216).

As the NBS TV follows the situation at Kasangati and the FDC meeting at the place today; the NBS Journalist Remmy Bhati has been beaten up by the Police and manhandled by the police.

We still keep the hope and patience despite dictator provocation. “This is the current situation at Dr. Kizza Besigye’s home. The NEC has been told to leave its cars on the junction to Dr. Besigye’s road to the home. Heavy police present that outnumbers everybody else” (Forum for Democratic Change, 01.03.2016).

Also happening the FDC Secretary for Mobilisation Ingrid Turinawe together with a journalist has been arrested and is driven away to a unknown destination. As NTV describes it: “Ingrid Turinawe and a journalist have been held and detained in this van here in Kasangati” (NTV Uganda, 01.03.2016).

As the event’s unravel on the gates of Dr. Kizza Besigye’s home and FDC Officials are not allowed to enter to finish the petition to have the ability to deliver it to the Supreme Court in time. While that is happening, Dr. Maggie Kigozi has arrived at Kasangati. Gen. Mugisha Muntu and the FDC official’s plea with the Police enter the compound, as Andrew Mwenda could enter without any fuzz. Do you also see the double standard of the loyalist of Museveni and the others?

From Parliament:

MP Odo Tayebwa: “I am not in the mood to attend this plenary session, Mugisha Muntu has been denied access to Dr. Kizza Besigye”. Also: “MP Odo Tayebwa asks for leave from parliament, saying he is not in the mood to attend the session because of what is happening in Kasangati”. Proves his manner to justice, props to Tayebwa!

While the FDC Officials was not allowed to enter his home, the Dr. Maggie Kigozi and the Woman’s Situation Room have been allowed to enter and discuss matters with Dr. Kizza Besigye, while the time is ticking to the end of deadline day. As this is a sending that has come to stall the time until the Supreme Court closes.

After the time and closure of the Supreme Court the Amama Mbabazi legal team came. They came at 17.05 when the time for addressing the court with petition was original time was set for 17.00. So that the Supreme Court. Registrar says he’ll accept their petition after 17h. That is big-men of the court. The Lawyer Severino Twinobusingye was the one representing Amama Mbabazi and was the one who was able to deliver a petiton from the oppostion to counter the result of the election and final annoucement.

“We have failed to file an electoral petition today. We shall announce our next best steps on Wednesday 2nd March, 2016 at 11:00 EAT”.

There will come more as the story unravels. Here is what has happen this morning and the day is far from over and the Police and Government of Uganda. Will not let this one go, they do what they can to hold their hands over the opposition and with force at moment. Everything to stifle their chances to deliver the petitions while using unlawful methods as they have done since pre-election period. Press Release: Social accountability vital for building trust in post-election Uganda (01.03.2016)

Development projects that pay greater attention to social accountability can improve citizen-state relations and trust in Uganda and other fragile countries, according to new research by International Alert.

The report, titled Making social accountability work: Promoting peaceful development in Uganda, evaluates  two large-scale development projects undertaken in Uganda and has been published following the recent elections in the country that have been undermined by widespread unrest and allegations of corruption.

The report states that development projects which build in transparency and accountability components can nurture more constructive government-community relations – vital for closing historical divides between citizens and state that fuelled the civil war in Uganda, and helping people feel they can influence change.

Richard Businge, Country Manager for International Alert in Uganda, said:

“Uganda is not alone in the region in experiencing tensions around presidential elections. It is vital that we avoid post-election violence of the kind seen in Burundi at present and in Kenya in 2008, which points to the urgent need to help more people participate in decision-making and ensure the government and development agencies respond to their concerns.”

An informant of one of the report’s case studies commented that people in northern Uganda had previously felt neglected and humiliated by the government, but relationships improved “quite tremendously” after the project integrated a social accountability component. Teaching communities conflict-management skills also empowered them to resolve more local disputes among themselves.

It was also found that accountability initiatives can help make communities more cohesive. For example, forming local groups to interact with the district government and give voice to local concerns is an effective way of improving citizen-state relations, laying stronger foundations for building mutual trust and understanding.

As well as being a critical component of development projects, the report reveals that technology can also amplify citizen voices and enable better information sharing, therefore strengthening social accountability.

Jo Robinson, Programme Officer on International Institutions at International Alert, author of Making social accountability worklead author of Making social accountability work, said:

“Online spaces can sometimes represent more open forums for discussion on state behaviour than those offline, allowing people to engage frankly in democratic debate not just during election time, but whenever decisions are being made which may affect their lives”.

The report findings will be presented at the World Bank Group Fragility, Conflict and Violence Forum in Washington DC on 1-3 March 2016 (website).

The research was based on two projects: Lakes Edward and Albert Fisheries Pilot Project (LEAF I), funded by the African Development Bank; and the Northern Uganda Social Action Fund Project (NUSAF II), funded by the World Bank.

Press Statement on the Post Election Environment in the in Rwenzori Region (29.02.2016)

Rwenzori Consortium for Civic Competence (RWECO) & the members: Kali, Good Hope Foundation for Rural Development, Ride Africa and RICNET ere accredited as election observers during the Presidential and Parliamentary  on 18th Feb, 2016 & local council elections on 24th Feb. 2016. RWECO and her members deployed a team of 150 as short term observers and long term observers in Bundibugyo, Ntoroko, Kabarole, Kyenjojo, Kyegegwa, Kamwenge and Kasese districts of Western Uganda. RWECO also deployed online platform where comments from observers were remitted through  SMS and plotted on  http://hrcp.or.ug/main. From 17th Feb, to 28th Feb, 2016, 164 messages were verified and viewed on the online platform. We commend the Electoral commission that accredited RWECO and her members during the elections.

However, as Ruwenzori region based observers, we note with concern the post -election violence that ensured during and after the elections on 18th and 24th Feb. 2016.  RWECO condemns the post- election violence that were reported  between   18th -19th  Feb, 2016 at Kasese district Electoral Commission tally center at Kasese district Multi-purpose Hall, located in Nyakasanga, Kasese-Fort Portal Road.  RWECO also condemns the post- election violence that was observed and reported in Bundibugyo District between 24th -27th Feb, 2016 after the election of district chairpersons and district councilors. These acts are either driven by personal egos and not accepting the outcome of the elections. Uganda is a democratic country for which we embrace both national and international standards of election observations and democratic processes for which citizens should welcome the out- come of the electoral process.

We wish therefore to state that:

  1. All acts of post- election violence be condemned by all actors and Uganda Police take the necessary steps to ensure that peace prevails  in the region and country at large;
  2. RWECO and her members also appeals to the candidates who lost the elections to use peaceful and lawful means to address their demands not by inciting  violence in the community;
  3. We also appeal to all stakeholders including, Police, state organs, Religious leaders, Cultural leaders and the media to join hands and give the citizens a message of hope that beyond elections, there is a life to live;
  4. Police bring the perpetrators of post- election violence to face the law of the land.

Kampala, Monday February 29, 2016

I, Elton Joseph Mabirizi, independent presidential candidate and flag bearer of The Independent Coalition, TIC, congratulate the people of Uganda on turning up in large numbers to vote on February 18, 2016.

I salute the 23 former presidential aspirants who put Uganda first, and backed my candidature. Through their individual and collective effort, we were able to present our campaign messages and to receive votes from every single district of Uganda. We ran a very challenging campaign that lacked equipment and money. But we were efficient.

We completed the race with honor. We did not win the election. We instead proved ourselves as front line stakeholders in Uganda’s democratic struggle. It is in this capacity that I issue this statement. We are not spectators. TIC and I are actors, and will continue to be, in the struggle for true democracy, justice and the rule of law to be established in Uganda.

On February 20, 2016, the Chairman of the Electoral commission declared Mr. Yoweri Museveni winner of the 2016 presidential elections. This is a shame. Mr. Museveni did not win this election. Besides, Dr. Badru Kiggundu, as all reports from local and international observers have indicated, presided over an election that was neither free, fair not credible.

Our own records obtained from our agents countrywide and from our colleagues with whom we cooperated in vote protection attest to the sad fact that the results announced by Dr. Kiggundu were and are a deplorable forgery.

The Independent Coalition and I reject these results. We consequently demand the immediate resignation of Chairman Kiggundu and his commissioners.

Working with our colleagues and partners, we shall challenge this result using all constitutional means available to us, until the stolen victory is reversed and handed back to the true winner of this election. In doing so, we shall not allow ourselves to be intimidated, coerced or blackmailed.

The nation is at cross roads. Something must be done quickly.

To manage the scandal that was committed by Dr. Kiggundu and to avert possible violence, we propose the following:

a) Annulment of the declaration of Mr. Museveni as winner

b) For the avoidance of doubt, a vote recount be conducted, as national demand, as there was no tallying worth its name at the national tally center at Nambole, but periodic announcements of forged results. Results from at least 1700 polling stations were selectively not tallied.

c) To save the country and petitioners from the huge expenses of a court petition whose outcome is not likely to be different from that of 2001 and 2006, we propose an out of court settlement that involves a public hearing on the conduct of the 2016 Presidential election, during which all evidence of electoral irregularities will be presented and analyzed.

d) To halt preparations for the swearing in of the winner that never was.

e) To seek interpretation and guidance from the constitutional court on the matter of the likely event that the public hearing may not have been complete by May 2016

f) Return of the Army to barracks and to substantially reduce the presence of other armed personnel from the streets and some villages, which has created an atmosphere of intimidation, fear and siege.

g) Release all persons arrested on election related offences. Many of these have not been produced in court. Those that are already remanded through the court system should be produced in court as soon as possible and granted court bond.

h) Immediately remove the siege on Dr. Kizza Besigye residence and to guarantee his right of free movement within Uganda and abroad.

i) Establish a Contact Group on the Post-Election Situation comprising at least two representatives from each presidential candidate’s camp, Uganda Police Force, other security agencies, civil society, faith communities and other stakeholders to take care of emerging conflicts and security issues on a daily basis, during this period of uncertainty.

j) The Elders Forum, Inter Religious Council of Uganda, National Consultative Forum, and Inter-party Organization for Dialogue should jointly convene an urgent meeting of stakeholders to agree a minimum agenda for diffusion of tension.

k) All stakeholders meeting as in (j) above, should sign a declaration pledging peaceful resolution of the ongoing conflict and desist from inciting the public into actions that could lead to break down of law and order, as an amicable solution is being sought.

Discussion: My thoughts on a Power-Sharing deal between President Museveni and Dr. Kizza Besigye

This here is something that has surfaced after Gen. Benon Buta Biraaro entered the premise and compound of Dr. Kizza Besigye on the 26th of February 2016. This is just days after the announcement of victory of President Museveni on the 20th February from the Electoral Commission.

So that the days of arrests and detaining of Dr. Kizza Besigye together with the oppression of the opposition party and his loyal officials and agents has been violated and arrested for following up on a flawed and a fraud of an election. The violence and police utilization as a tool to oppress the men who has declaration results forms from the districts agents as the candidates are getting to validate the counting of the ballots from the district before being announced and getting the right verdict of the will of their constituency. This here says it all when the police follows the men and trying to get the FDC officials and agents jailed and at gun-point or to rewrite the forms to fix the malfunction from the registered outcome that was announced from the Electoral Commission; it is in this context there have been talked about the opportunity to have talks to make President Museveni still in power, while giving Dr. Kizza Besigye to become his Vice President (V.P.) in a new government.

Let me be clear: this comes as the presidential candidate of the Farmers Party Gen. Biraaro have been at Kasangati home of Besigye; there been reports of meetings between Inter-Religious Council of Uganda and the Commonwealth Observer Group leader and former Nigerian President Olesegun Obasanjo, as he is supposed to mediate between President Museveni and Dr. Kizza Besigye; he is supposed to be able to talk them both into a deal that with power-sharing and keeping the peace between the persons in question.

This here happen between Morgan Tsvangirai of Movement for Democratic Change (MDC) and President Robert Mugabe of Zanu-PF this happen after 200 dead and violent election during 2008 after a fraudulent election that opposition leader Tsvangirai was expected to have won as his popularity had risen in the public, while the economy had gone bonkers. Thabo Mbeki the President of South Africa mediated in this crisis of leadership and got the deal between the parties, where Tsvangirai accepted becoming the deputy in a coalition government that one that still President Mugabe controlled.

In the South Sudan there been issues in the leadership between the fractions of the Sudan People Liberation Movement/Army (SPLM/SPLA) as they even have an outfit that is SPLM in Opposition (SPLM-O). This is as the power-struggle between President Salva Kiir and Vice-President Riek Machar; they had even used arms against each other. So when they signed a peace-agreement that was settled during the winter of 2015, has stopped the months on months with violence and destruction in the country. President Kiir has become of this also made his former enemy and now Vice President Machar. He was re-appointed after on the 12th of February 2016.

FDC HQ 19.02.2016 Police Siege

This here shows examples of it of power-sharing deals between the ruling-party and the opposition. That is the dream of some people now as the tension is running high while the Police is harassing and detaining the FDC party officials and agents. While house-arresting Dr. Kizza Besigye since the Election Day; so that he cannot file in the petition to counter the declared results of the election results. Something that President Museveni and his security outfits works to stop by any means these days and also destroy the evidence of the actual rigging of the 18th February 2016.

The way the Police have deteriorating the opposition after the elections. So they could not gather their evidence and they continue to arrest candidates agents; as they try to deliver evidence and Declaration Results Forms to the Central Organization to secure the evidence and gather the basics to the petition. If you think this kind of actions talks of somebody who want to share power. Then your blind man trying to lead another blind man; that will lead the government with somebody else, seems more like a man who wants to own the executive position. Especially also his own words for the opposition and blame of stifling development on MPs, Opposition MPs and LCV of Opposition is usually the reason for the wrong kind of development. The last straw was when he wrote in the article on the 27th February that the opposition is an “endangered species”. That says what kind of methods he will use together with the “knock-out” victory he proclaim in the article is just wild-talk from a President.

If President really wanted to have dialogue and actually honor Dr. Kizza Besigye and his FDC; than he hadn’t constantly stopped his movement and opportunities to make a petition or meet fellow officials to make a best casework possible. This here is viable and exercise of violent behavior that does not give credible and legitimacy for President Museveni. Except for his loyal cadres and payed mouth-pieces; the ones that has accepted his salaries for being there for the NRM and the Government under the Museveni umbrella, it is not like that will change with Dr. Kizza Besigye as V.P. The only result of such a match is to give credit to the fraudulent elections and kiss and make-up. But not do a substantial groundwork and honor the voters that were not taken care of during the Election Day and the tally that followed.

I do not believe that this is a good idea. For the simple argument: Legitimacy of a NRM-Regime and the NRM led Government. I stay clear on that point as the results has been deliberately cooked while mouthpiece of NRM Andrew Mwenda blames on twitter that opposition is lying; Mr. Mwenda there to many perfect scores and polling stations that doesn’t make sense; especially that 100% for Museveni in 133 stations, every single registered person, living and dead, every ballot and not a single invalid ballot. For some strange reason Mr. Mwenda every single ballot in those polling stations went to President Musveni! That is an amazing achievement when NGOs and CSOs who followed the elections claimed that the voter educations was lacking and missing during the pre-election period. So there are certain and even more questionable acts of fraud as the Declarations Results Forms that has altered so they can be compared to the released result from the Electoral Commission. And the voter intimidation and the way the army and police acted accordingly even facilitated rigging in certain areas, questions also the faith in the ballots and the tally result from this presidential election exercise. And with all of that mind; the FDC and Dr. Kizza Besigye should not legitimize a government who got power in that way, and by house-arresting their presidential candidate days in and days out without a warrant or reason.

The only one earning on this President Museveni and his NRM, by trading away a ceremonial position of the Vice President; silencing the opposition and their claims while still having the Executive power. The same way President Mugabe through thorough negotiations gave the V.P. to Morgan Tsvangirai, but got little legitimacy and even credit for sorting out peace between political parties. That gave him also time to give more power and access to it to the Executive. That is the same way would happen with President Museveni and instead of Mbeki negotiating the agreement; It would be Obansanjo. He is not the kind who serve power away and if a person get to much of following. And that follwing not beeing directed  to him or he feels that person has to much control in the NRM; then he clips your wings. Just as he has done in the past with Gilbert Bukenya and Amama Mbabazi; they are the essential former loyalist to NRM and Museveni, but is now outplayed by their former master.

In the same way President Museveni would have done with Dr. Kizza Besigye. At this point former Nigerian President Obasanjo should just take a ticket home to Lagos instead of trying to mediate between the NRM and the FDC. As this here is a stalemate and deserve to be one until justice and rule of law is followed; not only orders from President Museveni. That is the tale of the day and the way the Police and Army uses to oppress the opposition.

As he has said he wants to destroy the opposition and make them go away as they are burden to his rule. And when a President has that kind of wish and does not respect the ballots or electoral reform that does not fit him. Why should the opposition give him the honor of legitimizing his stay in power?

Dr. Kizza Besigye, Amama Mbabazi, Olara Otunnu, Norbert Mao and all the other opposition leaders should shun the President and not honor him. Instead they should stay away from or not negotiate with him, until justice prevails and the truth of the matter get to the surface as the blatant disregard for the election from the regime is obvious and carefully orchestrated and taken care of to secure President Museveni, not the will of the people, just as Dr. Milton Obote did what he could to secure his will in 1980 election.

I will hear go through the basic statements, I will not offer the President of Uganda, his excellency the whole article as he in my opinion doesn’t deserve it as his police is harassing innocent opposition people and people visiting opposition people. Therefore as that happens this here will be an exercise of questioning the quotes I feel matters from his recently released article, but we know that President Museveni loves himself. His vision of what he has done since 1986:

Well, Mr. President, but it is okay that you were supported during the bush-war of Colonel Gaddafi of Libya during the 1980s, but hey! You needed the support and blessing from them and that is the difference, right? The same has been with the continuation after gaining power having and getting support from United States for his armies to fight the wars. That they don’t want to engage in, but that is okay, right? Since you talking about bullets, is that the same you use against the people who demonstrates and dies as they oppose your reign or have they not understood your revolution that you seem to own?

Well, Mr President, the issues of governance while following the magical works of the NRM, there can nearly in any district show that the money is not going where it supposed to, the roads are not built or in a sub-standard way, except for the ones that are built by direct investments or donor aid from foreign powers. The schools are depleting, the UMEME is half of the time on, the other half on, always a district where the electricity is gone. I could go on, but a bit boring Mr. President, right? You have given a peace and security, but to what price when you go against everybody who is not you ally. The country has national security, but the public is not safe as the people who are opposition can be detained for just existing and you address the people of Kampala rats as they votes opposition is not validating your own people. Your opinion that you deserve 80% is something you to have talk about with Eng. Dr. Badru Kiggundu and he might can alter the results they was on the 18th February; as he has already assured you 60% and with the strength of the opponent you keep under house-arrest. You should think about the rigging strategy and might splash out more money under the next pre-election period, maybe even earlier than a month before the polls.

“The other mistake is the selfishness and dishonesty of some of the NRM leaders.  When money is sent to do political work, these leaders steal it.  The money that was sent to help the Village Committees to buy stationery was stolen by some leaders.  The masses come to know about it and they, really, get annoyed.  Those who stole that money must refund it or be arrested.  It is not only the dishonesty; but there is the attitude of only undertaking missions for money” (Museveni, 2016).

Well, Mr. President you have set the premise when you let people eat grant-money and secure funding projects never existing, while eating the money. As long as you have splashed money to loyal subjects who creates ghost schools and teachers than you have made the dinner and dessert, but only the subject that got the money got to eat; not the public in the constituency or county in question. The thing is that you should give back all the money you have been embezzling before the cronies does, as the nations has higher debt now than ever because of the monetary policies you have made in recent years. So that your loyal cadre steals money on your watch and does not get punished, is a token of your leadership and your values, as you know than they can be bought and shut-up for a lollipop while you take a ride in your expensive car to your extravagant farm.

Leadership culture in the Parliament:

“This spirit was undermined by the ego-centric MPs that were misusing their presence in Parliament and the vague Constitution of 1995 on the issue of remuneration for Public Servants to award themselves huge salaries.  This selfishness and short- sightedness transformed the MP job from being a mission – oriented job to being a rewarding job for the individuals involved” (Museveni, 2016).

Well, Mr. President, these MPs are often the men you have handpicked during the selections in inner-party circle, you’re the primary leader and de-facto chief of them. You see the premise of how the parliament is conducted as even general in the army said publicly that they fear you. You have made them selfish, as you are selfish and the centre of attention, as nothing gets put forward unless you have stamped. That has been told by many sources Mr. President. You have yourself together with loyal cadres offered cars, higher salaries, higher nominations fees for MPs and that they need to earn back, secondly: there been steady reports under Ninth Parliament that the MPs got paid to vote “Yes” or for a law that was in favour of your stance and for that they got millions of shillings each. That is the vision you give them and how your cadre and loyalty model feed the MPs and Parliament. So you have made this leadership structure and the way the usage of Parliament is. So you have been rewarding them for this behaviour and wanted them to act this way.

What NRM always do:

“We were able to give a knock-out on the first round to the opposition, as we always do, because of, mainly, four factors: promoting unity among the people; peace; electricity; and the new tarmac roads in areas that had never seen much development” (Museveni, 2016).

Well, Mr. President if your rigging the votes calling it a knock-out, or the police and military continue to presocute and arrest fellow opposition while calling out for unity is a little wrong. If you really wanted peace and unity you would not arrest and detain Amama Mbabazi and Dr. Kizza Besigye. You would not get a helicopter to throw tear-gas into the FDC headquarter in Najjankumbi, but that is just me Mr. President. If you really won a knock-out, wouldn’t the streets been filled with people in similar ways the Kampala went blue on 5th November 2015. As your hired Crime Preventers at Kololo was stuck in town after your rally the day before, I am sure you’re neglecting or trying to forget that fact.

Last remarks:

“The NRM Secretariat must be very active in sensitizing our masses” (…)”We have the capacity to resolve the residual problems, one by one.  That is why the opposition in Uganda is an endangered species” (Museveni, 2016).

Well, Mr. President have called them rats, now the opposition is endangered species, this kind of talk proves the values that the President owns up to. It is a dangerous ways that the NRM secretariat should be active to clear the opposition behaviour and thinking by sensitizing it, as well as the problems shall be resolved one-by-one as the opposition will be destroyed as it is an “endangered species”. He must see how this rhetoric and words complied with the security outfits arrests, detaining, house-arrests and violence towards them does not clear the masses or the population, but instead make him and his party look like a militarized politician who incarcerate the citizens and makes them subjects who follows his orders, instead of making up their own minds, as the police continuously attacks the oppositions.

As you see, I got bored by the fact of the article that President Museveni is discussing the victory, but not telling the reality of the victory or how he got the crowds to all those rallies as he paid so much money and spent so much funds to ferrying crowds. As he struggled many places to get them to come! As eye-witnesses said there we’re people in the area they had never seen before, something he did certainly not to write about. We all know why because that notion hurts his pride and honour, especially also his beloved National Resistance Movement aka the Movement.

Now that I have discussed his article, let me just briefly look at some aspects of the rant the State House of Uganda dropped on social media on the 25th February:

“A lot of (Opposition leaning) ‘Facebookers’ are alleging that the ‪#‎NRM rigged the election. That is all ‪#‎NOISE or even ‪#‎TANTRUMS.

* Why don’t you get and/or provide evidence and go to courts of law?”(State House Uganda, 2016).

Well, you writer of the State House, you have missed one important aspect, how can the opposition create any evidence or any indication on the rigging into a fully-fledged paper or petitions, when your army and police arrests, detains, house-arrests and beat the opposition aides, officials and leaders. It is not easy to send petitions in to Court when your operations are being sieged by the security outfits. That is direct orders from the State House and the incumbent President! I am sure the State House would struggle to do proper work if the locals in Entebbe would siege the buildings and have guns around the gates, telling who to come in or go out. But that is just me!

Let me continue as the rants of the State House continues apparently:

“If the elections have been rigged, let’s hear from the winning Opposition candidates (MPs, Mayors, Councillors) to that effect – otherwise their behaviour smacks of double standards. Did they win through rigging?

* Losing NRM candidates (including 24 Ministers) have exhibitied political maturity by conceding unlike losing Opposition candidates and supporters who shout ‘rigging’.

* It is the Opposition who have been rigging knowing that the NRM still has widespread support in the country.

* Talk or comment in your individual capacity – don’t assume that your opinion is that of all Ugandans or readers” (State House Uganda, 2016).

Well, State House writer certain winning MPs from the Opposition has come with the claimes Francis Mwijukye, Ibrahim Ssemujje Nganda, Nathan Nandala-Mafabi and the list goes on. So the State House has a deaf ear or only reading into things as they see fit. It is not double standards; it is just that they don’t have faith in a system where the majority of winner seemingly fits the NRM-Regime, while the reality on the ground has not been likely for that. But the State House is directly paid by the President, so surely your loyalty lay to him and not with the people. The NRM candidates are surely been spoon-feed and secured their position in the hierarchy of loyal cadre, certain NRM losing MPs has been violent used police forces to attack the courts like in Lira, or the men in Gulu who went all out to change the results. There is also the stories of Kasese and other areas where the NRM losing MPs has not showed maturity, as we also saw the maturity of the NRM when the Independent NRM candidates lost the NRM Primaries, but that is just me right?

The opposition would not have issues keeping Declaration Results Forms if they we’re rigging the elections as the Police are putting FDC officials at gun-point and putting the Headquarters of the party under siege, if they was rigging the elections, there would also most likely been more FDC or opposition party MPs. The actions of security agents and outfits proves that they have not done so, if so it would be foolish as the NRM and the Police are close connected in the works of rigging this election to the benefit of the man who secures the salaries of the writer from the State House. That means your blind loyalty is proven in this text and your rant is not better or worse than the opposition on social media. The difference is that the opposition get behind bars while you drink tea in safety.

I know that my comments is far from what everybody’s view in Uganda, as I am a man who has no problem to counter everybody. At this moment I doubt I do so. If I did that, then the Mr. President hadn’t needed to write this article defending his “knock-out win” or the State House writing their rant! As much as your view is not the ones everybody in Uganda stand by either, while you complain of the rants online, you did the same; to defend the State House and the master of the House; President Museveni. Your defence of the matter and the election is weak tea and giving a bitter after taste. We all have seen the party partisan ideas and acts of the police have become and is now used as a tools for the President. This is something the writer of the State House of Uganda certainly knows by now!

Well, Mr. President, I did not like the rhetoric of your article and the way you described that people would not understand certain aspects that is disrespectful of your own people.

Let me show one phrase:  

“I talk of moneylessness, rather than poverty.  This is because the poverty statistics are not easily understood by the public“ (Musveni, 2016).

Well, Mr. President, thank you for disrespecting the ones who so-called gave you a knock-out victory as they can’t understand statistics, if that is so, haven’t you had 30 years to teach them that, if that a lost cause since they live in poverty or are money-less while your government supposedly collecting more revenue, but while the numbers are higher so is also the issuing of money and the amount of money is connected to value of the currency over the 30 years, the 100 shillings used in 1980s cannot buy as much today as it could back then, right? So the steady inflation and deteriorating of monetary policy has surely not made the economic climate better, as much as the education who cannot be understood by the general public; your wrote that yourself Mr. President, not me. That says enough for that you have neglected certain parts of the education and the levels of understanding of own society as they cannot be trusted with statistics while you in your own article live on dropping number of collected tax. As you do not show the value of the shilling or the rates that gives real indication of the revenue made by this. But that would not be good for your result or argument, right, Mr. President?

I know you won’t read what I have written, I doubt any of your cronies, but surely somebody will catch a whiff of it. As they can question your words and behaviour as they should. Peace.

Anti Riot Police 30.01.2016 Before FDC Campaign Kabale

Recent days reports of how the oppression and harrasment of the FDC continues. Something that has been going before the Pre-Election period. As the Police continues to work against the opposition members, their methods are getting clear; there was reported that around 15 FDC supporters was taken from Kasangati while trying to visit Dr. Kizza Besigye.

Dr Kizza Besigye says about the situation today: “Situation at my home is getting worse. All traffic is now diverted from the road passing by our home and no one is allowed to come near home” (…)”David Mpanga & Ernest Kalibbala have been stopped at a roadblock in Lutete (3km before Kasangati) and told they can’t come to my home!

David Mpanga has commented on the matter: “Myself and other lawyers were invited to to attend. My colleague and I were stopped at a road block from attending the meeting”.

There been reported that four NTV Journalist and two Daily Monitor Journalists, while they we’re trying to enter the Kasangati home. They have been detained by the Police. As their equipment and also the driver for the NTV crew has been taken. And escorted in a dark van to Kasangati Police Post. There been reported that 11 more journalist gotten the same treatment by the Police as well. All of this arrests has happen without a direct reason from the DPC of Kasangati.

The more reports from the FDC, is that UPDF under orders of Andrew Felix Kaweesi has directed all people from entering the Kasangati area. As also Wassaw Birigwa, Gen. Mugisha Muntu and the legal teams of Amama Mbabazi and the FDC also have not been allowed to enter the home of Dr. Kizza Besigye! All the Traffic is general now blocked from the home. The UPDF and UPF is now evacuating all of the area and surroundings there.

At Wampewo where Amama Mbabazi was on the way to Kasangati to see how the situation of Dr. Kizza Besigye, he was there blocked from coming to him, but not allowed! The Police is claiming his life would be in danger if he enter the Kasangati area, apparently. What they was supposed to do (Kizza Besigye and Amama Mbabazi) was to compare their notes, the feasibility and what strategy of the petition. That is the danger that Police see as the Opposition are dangerous now-a-days!

Police to Amama Mbabazi: “We have info about what you are going to discuss with Besigye and we don’t want that meeting to happen”.

Today the reports are getting clearer as the FDC agents and officials who have the declarations forms from the election. They have tried to get to FDC Headquarter in Najjankumbi, they are not getting access to it. Those who have gone to the home of Dr. Kizza Besigye with the papers, has been beaten, tortured and arrested by the Police. Today at Najjankumbi:”Ibrahim Ngnda Semuju On Capital Gang: “When we went to visit our FDC headquarters , which are under police siege , Gen. Muntu opened the gate and he was immediately arrested and ordered to squat down by armed crime preventers “.

In the last 48 hours there been reported from the FDC that 40 agents and officials from the party has been taken to custody or threaten in a manner which isn’t gentle, they are either detained at the Kireka Police Station or Kasangati Police Post. And the one in charge here is DPC Kasangati James Kawalya who does what he can to stifle the business and life of Dr. Kizza Besigye.

Also reports of the Police are “Heavy deployed” and have surrounded the Rukungiri FDC offices in the town. So the Police is really working against the party at all levels and what Hon. Mafabi has said during the week that FDC officials, agents and supporters been at gun-point to either rewrite or give up declarations forms from the 18th February elections. Hon. Nathan Nandala Mafabi wrote on the 25th February: “Security agents and NRM functionaries are looking for our agents and FDC leaders across the rural areas of Western, Eastern and Northern Uganda to sign falsified Candidates’ Declaration Result Forms. They are being put on gun point to sign them with either an exchange for money or get arrested for those who refuse”.

So this here is proof that his word had sense behind them. The struggle of Dr. Kizza Besigye and the whole party continues as the NRM-Regime is in high-gear as they try and do whatever to get rid of evidence of the electoral fraud and the vote-rigging as the paper-trail left behind and given to FDC Officials and agents, because they have kept this evidence that gives the Electoral Commission, the partisan police and the NRM who try to cover-up their misfortune and acts of actual coup d’état as the actions is not for free and fair elections. The peaceful actions are not there, as the FDC continues to get under fire as a visible unit of opposition; this here is not exemption. The Police oppression, harassment and tactical use for the NRM are so visible. We know IGP Kale Kayihura will write more nonsense to clean his hands from the actions of his police. Just as his boss President Museveni blames everything on everybody else, even if it is his fault. That is the way that he are and can’t help to do something else. Well, the people should know about the issues in general happening with the FDC, that Dr. Kizza Besigye continues to be under house-arrest is an issue, but there is also more oppression that needs to be addressed and put light on! Peace.

Yet another day under house-arrest as the world follows the situation and the way the depressing; Uganda Police Force continues to hold Dr. Kizza Besigye house under siege and have no direct answer other than “preventive arrest”. They have not directly complied with it, while Kale Kayihura wrote in a statement on the 24th February:
“Rtd Col Kizza Besigye is not under house arrest. He is allowed unlimited access to his lawyers, family and party officials, among others, and is not in any way hindered from preparing to legally challenge the results of the Presidential Elections if he so chooses to do so”.

Well the DPC of Kasangati must be counting his boss or the direct orders of his master; if not it is a pure lie on the 24th February 2016 as the Uganda Police chief Inspector General of Police Kayihura. The DPC of Kasangati James Kawalya has the power to either let people in too Dr. Kizza Besigye or not. Therefore up to 15 people and supporters of Presidential Candidate has today been taken to custody by the police as not “everybody” can visit him; as they have to check if you fit the profile of the men that enter the home.

The ones that was allowed earlier in the morning today was one of his lawyers and also newly elected Lord Mayor Erias Lukwago was allowed into the premises with foodstuffs and having a chat with Besigye.

Also later in the day the European Union Election Observers Monitoring (EOM) mission during the General Election in Uganda was courting together with the American embassy riding a big convoy through Wakiso into Kasangati. They could not drive to close and had to have a conversation with the the director human resource development for Police, Mr Andrew Felix Kaweesi. He had to allow them to enter! As the EU EOM was not able to meet him yesterday meet him then, as he was arrested and taken to Kira Road Police Stations and deployed in the evening back to Kasangati. The issue is that EU had to court the Police to enter the compound. This here shows that the words written in the hands of IGP Kayihura from 24th February is utter lies; if he was a free man, the police would not arrest FDC Supporters, would not siege his home and would not tell who could enter and who would be lucky to get to meet him. That is not freedom or liberty, which is a house-arrest where the Police decide for Dr. Kizza Besigye and tell him if he can leave or can visit! This here proves the arrogance of the Police and how the use some words of peace, and does unjust actions the second the public shows the blind eye or doesn’t watch carefully.

Take a look at this arrogance as the loyal supporter show trust and care for his candidate:
“FDC supporter seen escorted by a number of police officers as takes food into the private residence of Ugandan Opposition heavyweight Dr. Kizza Besigye, barricaded by both Ugandan military and Police force for a week since polling day”.

From clear sources when they arrived in the convoy this was the message from the Police:
“A European Union (EU) delegation has been denied entry into Kizza Besigye’s Kasangati home. The delegation arrived this afternoon in a convoy of about six cars. Police which remains deployed outside the residence declined to let them in” (Forum for Democratic Change, (26.02.2016). Something that changed after a conversation with Andrew Felix Kaweesi before entering by foot, because the compound is closed for cars for the moment, as the Police has to secure the area! For some reasons they wouldn’t discuss or really tell, while we all kind of figured it out; as the subtle ways of the Ugandan Police doesn’t really exists... as seen through the pre-election period and continue every single day!

This here shows that there are no moral standards to the leadership of the police as they use the force to the people; as they are treated as subjects, not as citizens as many of the ones by the gates of Kasangati has been detained and driven away. As even the ambassador and the representative from U.S. and EU had to plea to Human Resources Kaweesi as he has the final say together with DPC Kawalya who orders and gives the opportunity to let them in or not. I am sure If they wasn’t international observers and ambassadors that could really sham and destroy the little integrity of the government, they would not have entered the premises and had the talk with Dr. Kizza Besigye. This here proves the mobility and the arrest that he has. If this does not give way and prove the determination of the Police to keep him monitored and also secured in their power instead of giving him an opportunity to talk to his FDC officials and also petition the elections. As the NRM-Regime fears that, because of the massive rigging; they would not go to this extent if he was somebody who doesn’t have the support or political capital to force a change. That is why the Police is not around Joseph Mabirizi’s house, only Professor Joel circles around it to get new jokes to his TV show.

So IGP Kayihura shut-up and talk’s sense, as you ask the public to talk sense and not sensationalize events and rhetoric from the opposition or media. This time it all makes sense, and it is common sense as the facts and the fiction from the Uganda Police Force is just foolish and they could you know; easily see that he manipulates the laws and use Public Order Management Bill as it was intended  the“Anti-Besigye Act” used to suppress his party and his affiliates, as the NRM can do as they want and nobody; especially the Police does not mind, but if the opposition, and especially Dr. Kizza Besigye and the FDC officials; than it is another story and even doing the same; is illegal while it’s okay for the NRM.

So now that Dr. Kizza Besigye continues to live under house-arrest, get detained without a warrant or reason other than pure fiction from the Police, as he supposed to generate chaos or violence; while the Police kills and throw tear-gas unto civilians, while he last time ask for people to walk to a destination, not grab arms and bring down the NRM-Regime as the rhetoric from the IGP Kayihura could sound like. That is the honest truth, though Gen. Kayihura would never say it, because his NRM-Police has loyalty toward President Museveni. That is why the Police secure peace from the President Museveni (that is main objective). The Police does not need to think to much about the government of Uganda or the citizens;  who apparently is the people, because none of them is President Museveni. The IGP Kayihura they are second fiddle and not that important, because he just follows orders directly from President Museveni. Peace.
