



The Parliament of Uganda: Press Statement on the deteriorating security situation in Karamoja (31.03.2022)









The 1966 District Annual Report concluded on a note of surrender to circumstances; “All of us would like to see Karamoja developed as fast as possible so as to catch up with the rest of Uganda but the major problem is how to do it” (Wozei 1977; 218)
“The Police Anti Stock Theft Unit (ASTU) command in Karamoja has urged its officers to express discipline and observe human rights in the course of carrying out their duties” (97.8 Kazo FM Omushomesa, 31.03.2022).
There are unverified reports that over 309 Karimojong have been killed and we are still counting. That is only the first estimates after the reported Uganda People’s Defence Force (UPDF) operation in the region.
The Karamjoa sub-region is now hit with state-sanctioned violence. The sub-region has 17 MPs and one State Minster for Region Agnes Nandutu who are clearly not stopping the massacre and killings of the state. Which is killing people without trial or due process. They are just turning up and killing them. Just like it is reports of poisoning of goats and such too. We have also seen pictures of burning houses too. So, everything is done to target and hurt the Karimojong.
We know that Commander of Land Forces Lt. Gen. Muhoozi Kainerubaga has been proud of the operation and what has been happening. He has been the voice of the government that has delivered this terror to the Sub-Region. It is not like this is his first doing this or such. He participated with the Special Forces Command (SFC) in Kasese in 2016. So, this man knows blood and bloodshed.
Some are claiming this operation is happening because of either gold or petroleum, which is found in the region. The government wants to disarm the cattle-keepers and take their lands. In a manner of which they are disarmed and cannot defend their land. Therefore, this could be a ploy to take valuable land with mineral resources, which is to be given to foreign investors. This is why the authorities and army is attacking the region with such brazen means.
So, if things are so, it shouldn’t shock anyone that the state and the leaders are willing to do this. They have used vicious means in Amuru and with Apaa land to other investors there. Therefore, the UPDF could serve a favour to some oil companies or other sort of mineral extraction company, which has gotten a go from the State House. However, that is yet to be proven.
Nevertheless, this wouldn’t shock anyone and we have seen the state act out before to prove a point and get their way. This is killings without justifications and done without legal precedence. It is only done to silence and extra judicial kill the ones who defy the state. Therefore, this is showing a dangerous means to an end. We don’t even know the possible amount of fatalities, as we have only the UPDF numbers from 29th March 2022.
This is showing what the GoU is willing to do to it’s own citizens and there is no way they can defend this. This is extra judicial killings on a massive scale. People should be warned and the plights of Karamjo can easily come closer to home. The November 2020 killings in Kampala by the UPDF says it all. Everyone can be touched and lose their lives. If the state isn’t getting their way. Peace.

Civilian losses and displacement of populations have increased because of bloody reprisals by Allied Democratic Forces (ADF) militants.
GENEVA, Switzerland, March 30, 2022 – Amid deteriorating security in the eastern part of the Democratic Republic of the Congo (DRC), the top UN envoy in the country has called for a comprehensive political strategy that includes measures to address the structural causes of the conflicts.
Bintou Keita, who heads the UN Stabilization Mission in the Democratic Republic of the Congo (MONUSCO), was briefing the Security Council on Tuesday, on recent developments there.
She said that only three months into this year, nearly 2,300 civilian deaths had been recorded in the country’s eastern provinces. “This is proof of the inherent limits of only having security operations to resolve conflicts,” she said.
Armed groups
Ms. Keita said the security situation in the country’s east has deteriorated despite the joint military operations against armed groups by the national security forces, known as the Armed Forces of the Democratic Republic of the Congo (FARDC), which was joined by the Ugandan People’s Defence Forces (UPDF).
She said civilian losses and displacement of populations have increased because of bloody reprisals by Allied Democratic Forces (ADF) militants.
In the past three months, there has been an alarming increase in activities by the M23 rebel movement in North Kivu. On Monday, M23 elements carried out horrific attacks, targeting civilians in communities near Rutshuru.
In North Kivu, the situation has worsened because of the use of improvised explosive devices by the ADF. On 11 March, its leadership renewed its allegiance to Da’esh. MONUSCO has also documented a 10 per cent increase in human rights violations and attacks, since last December.
Helicopter crash: Investigation launched
Earlier on Tuesday, the mission reported that a search and rescue operation was underway, after a Puma helicopter lost contact with MONUSCO and crashed in the restive North Kivu region.
Speaking at the regular noon briefing, UN Spokesperson, Stéphane Dujarric, said there had been eight people on board, including six crew members – all from the Pakistani military – and two military personnel – one from Russia, and another from Serbia.
They had been on a reconnaissance mission in the area of Tshanzu, south-east of Rutshuru – the scene of recent clashes between Congolese forces and M23.
“An investigation is underway. We will update you as soon as more information becomes available”, Mr. Dujarric said.
“Our thoughts are obviously with the families and friends of those onboard the helicopter, and all of our colleagues of the UN Mission of the Democratic Republic of the Congo.”
Civilians increasingly vulnerable
Ms. Keita sounded the alarm in the Security Council over the considerable erosion of the protection of sites for displaced persons as well as frequent attacks against medical services and other civilian infrastructure.
In the face of these security changes, MONUSCO has redoubled its efforts to better protect civilians in Ituri, working jointly with FARDC/UPDF, deploying support units for FARDC to increase the deterrent effect against M23 in North Kivu.
The Mission is also pursuing mobile deployments to protect displaced persons in South Kivu, she said.
However, without a combined approach addressing both the causes and the symptoms, the efforts of both the United Nations and Congolese forces will remain insufficient, she emphasized, adding that in Tanganyika province, the Mission is closely monitoring the evolution of the security dynamics ahead of its scheduled withdrawal in June.

“After 28 years of service in my glorious military, the greatest military in the world, I am happy to announce my retirement. Me and my soldiers have achieved so much! I have only love and respect for all those great men and women that achieve greatness for Uganda everyday” (Muhoozi Kainerubaga, 08.03.2022).
The first son and Lt. Gen. Muhoozi Kainerubaga is on Women’s Day announcing his retirement from the Uganda People’s Defence Force (UPDF). This means the UPDF Commission and institutions has to be notified and told about the retirement. As the military career is suddenly over and his becoming a civilian. Alas, his still the third ranking Lt. Gen. who happens to be the Commander of Land Forces (CLF) and previous leading the Special Forces Command (SFC). Which is making today very unique.
Because, since 2013 there has been smoke and mirrors. There been slowly growing movements of his rising power. Where he has gotten momentum and more prestigious titles. He has gone up in rank and in responsibility. While only holding the Senior Presidential Advisor title at home. Therefore, we knew things was happening and in the cards.
Gen. David Sejusa aka Tinye aka Tinyefuza warned the general public in letters, which was so grading and so confidential. That the Daily Monitor and Red Pepper was ceased for a week after releasing the first one. Heck, the General had to flee into exile and lived in London for a stint too.
What Muhoozi should consider is that his time in the army and becoming a civilian will come with a cost. He will always be questioned by the actions of the SFC and whatnot. The former Lt. Gen. cannot act like he doesn’t have blood on his hands or have used violent means towards civilians, which can be deemed as terror or torture. Therefore, Muhoozi will now carry on to another office.
Muhoozi will get the next chapter into becoming a civilian and another high ranking official in the government. Where he will have the space and opportunity to evolve. So, the ones paying the gigs and praising brigade of Muhoozi will staunch his every move. They will praise him like a demigod. That’s who he is to them and they are creating an image of greatness, even when he hasn’t created anything substantial. Neither, does he have an impeccable record as an army commander. No, his just been a raunchy and loud individual who happens to have rank.
The ones that believe anything good comes out of this. They are fools. There is nothing good coming out of this. It is the eventualities of a succession plan and a monarchy ticket. That’s all there is and the National Resistance Movement will either be what it is or be rebranded to the new kingpin. Because that is what it all is. Just like there was an UPM and it had to become NRA before it was successful. The same will be with Muhoozi and his fellow cronies. They will dance and sing the songs he wants them too. However, they will not give any service or care to the designated office, which he will happen to take. Some other unlucky permanent secretary or fixed bureaucrat has to lift the burden away from the first son. Because, it is not like his enlightened or have the wits to capture it.
Muhoozi will go to “greener” pastures now, but don’t expect it to graze the fields quietly. No, he will come with all the big-guns and gravitas of his unceremonial presence. This man will not make strides or go through tribulations to go anywhere. No, this man will go without any hurdles or re-runs to get there. The way has already been paved and he can just walk on the tarmac as we speak. While someone else made the road and prospects of getting to that point. Peace.

The Lt. Gen. Muhoozi Kainerubaga and Commander of Land Forces (CLF) of the Uganda People’s Defence Force (UPDF) has again thrown his opinion to the public domain. As the third ranking official of the army, presidential advisor and the first son of the President. His the epitome of what is both wrong and proving how erratic things are in Entebbe/Kampala these days.
Muhoozi’s tweet is causing a stir and it’s not the first time. It is even published articles in foreign press like BBC and elsewhere. As he takes a stand on foreign affairs. Just like he stand behind Tigray in Ethiopia or now defends Russia in the invasion of Ukraine. That is the sort of fella and brother he is…
Lt. Gen. who is an avenger and a war-lord. That’s why his proud of the warfare in the Democratic Republic of Congo. That’s the sort of man he is. Just like he was trying to have a beauty contest between Ugandan and Rwandan woman after the short talks in Kigali with President Paul Kagame. That’s the sort of man he is…
We surely know the rumours of him chewing woman and not being loyal to his wife. Even as he praises her looks and person on social media. We know about that and he is the male Sheila Gashumba, who has her dirty laundry leaked by her ex recently. Clearly, the same sort of affair is associated with Muhoozi too.
So, maybe he should continue living the life of a socialite in Kampala. Instead of behaving like a mad man on Twitter. As his a prominent guy and his father made him that too. Next up is trying to learn some tricks from “Bad Black” since just defending Muhwezi and calls torture a small thing. Surely, if he gets a painful experience in the future, we can just downplay it. Like he downplays the harm, the damage and the pain, which his government applies to it’s dissidents.
Muhoozi is no good. Muhoozi is everything that is wrong with the current regime in Kampala. He is the image and resembles what is totally despicable about it. Muhoozi doesn’t value the unjust behaviour of the state, neither does he care about the prospects of more human rights violations. Yes, he bashes in it and wants glory for amplifying destruction with his forces. He don’t mind the deaths, the pain or the suffering on others. That’s why he defends and stand behind Moscow in the battle to annex the whole of Ukraine.
If the Republic is supposed to be great or move forward. You will not move forward the likes of Muhoozi. He will only go backwards and use ill willed means to defend his prestige. He wants to manifest and be the grandeur of Kampala. That’s who Muhoozi is and he has lived the elite life. Not like Muhoozi would ever understand the plights of the random civilian on the street. No, he has eaten with the rich and been a spoiled brat in the corridors of power, all of his life. Not like he has any worries of the world. Since, his father has bailed him out and given him a life-line. He wouldn’t be a Lt. Gen. or have run Special Forces Command (SFC) if it wasn’t for his father.
That’s why he doesn’t understand the ramifications or the possibilities of outcry after tweeting like a mad man. Defending the imperial troops of Russia. That’s just who he is and he has no issues about it. He thinks people will stand behind him and be proud of President Putin. That’s because Putin is a dictator like his father.
He just proves what wrong with both him and his father. His tweets are just undressing the bashing glory of oppression in the Republic.
Muhoozi is just a symbol of everything that is wrong in Kampala. That is the reality here and he cannot run away from it. Peace.

This General has caused a lot stir over the years. He has clearly been a resound opposition during the years of 2013, as he revealed the “Project Muhoozi” and the plan of ushering the first son as the successor of the President. He went a year away in Exile and formed a political party Freedom and Unity Front (FUF), which he used as a vehicle in exile.
Gen. David Sejusa aka Tinyefuza aka Tinye have a huge standing in the Uganda People’s Defence Force (UPDF) as he served as army commander and also a member of High Command UPDF, the UPDF defense council and a member of parliament representing the Uganda People’s Defence Force.
Reported about his first retirement request:
“On December 3, 1996, Sejusa who was then a presidential aisor on Defence and Internal Affairs, wrote to President Museveni as commander in chief, resigning from the UPDF. “With great difficulty, I have decided to resign as a member of the Uganda People’s Defence Forces…There are several reasons but most important among those is that I feel I am unjustly being harassed over my testimony before that Parliamentary Committee…To require me to appear before the High Command so that action is taken against me is rather too high handed,” Sejusa wrote” (The Observer – ‘Retirement – Will Sejusa Have His Way This Time?’ 03.01.2015).
Reported about his second retirement request:
“Once again, it all depends on the wish of President Museveni as commander in chief. Dr Busingye Kabumba, a constitutional law lecturer at Makerere University, said in a Monday interview that legally speaking Sejusa can succeed in his quest to retire. “Gen Sejusa enjoys the right to retire or resign for as long as he follows the established procedure. But the grant of his wish is a matter that is dependent on the political reality of the time,” Kabumba said” (The Observer – ‘Retirement – Will Sejusa Have His Way This Time?’ 03.01.2015).
He has blocked his request again in 2022:
“The judges explained that the approval of the application to resign can be withheld on reasonable grounds and that the effect of not communicating the approval or disapproval of the application meant that Gen Sejusa continued to be a serving army officer. “ln practical terms, he remained the serving officer of the UPDF after the statutory 90 days and this amounted in practicaI effect, for the intervening period before he receives his or her approval or refusal of the approval, a refusal.” The Court of Appeal consequently overturned the judgment by Justice Margaret Oumo Oguli that had indicated the Gen Sejusa had been retired from the army” (Kenneth Kazibwe – ‘Government wins case to have Gen Sejusa back in army’ 14.02.2022).
The NRA Commander and insider within the National Resistance Movement who fell out with the President. Is clearly not allowed or blocked from civilian life. As he has lost his privileges in Parliament and within the UPDF. However, his still a soldier in their eyes. While Gen. Sejusa haven’t been involved or worked within the national army for years.
We know the fallout was already in 2013 and that’s 9 years ago. The General is close to 10 years in defiance of the President. The President did promise his retirement in 2019 but the Courts have clearly not allowed it. Therefore, the General is still part of UPDF to this day.
Just imagine when the Party and the Government can do this to its own. A man who was a commander and a resolute soldier in their liberation war. When they can retaliate and act this way towards him. Yes, his been an insider and has vast knowledge of how the NRA, UPDF and NRM operated. As he was a trusted army commander and he did excel in his role. However, his still a person who has his rights and is justified to retire.
The reason for not doing is, as simple as if he speaks or utter words of defiance he can be challenged in Court Martial and be seen as treasonous. It would like his mutineer and going against the army, which he happens to represent. Even if he hasn’t been in command or held an office within it for years. That’s the only reason for this quagmire and lack of results.
It’s tragic, but it’s like the saying:
“Keep your friends close and your enemies even closer”. That’s evident here and it’s all in the open for the whole word to digest. Peace.

That the Acholi Parliamentary Group should worry about the state of affairs locally and the lack thereof. Yes, they can be offended and cry havoc over some demonstrations held by National Unity Platform (NUP) activists in Seattle, United States, where Speaker of the Parliament Jacob Oulanyah is currently getting his treatment for his illness.
However, the Acholi MPs should worry that they have 5 district without hospitals and the ones they do have isn’t up to scratch. One the Lacor or St. Mary’s Hospital in Gulu is run on donations and not on government subsidies. As well, as one of the other hospitals in the region is Gulu Regional Referral Hospital, which lacks housing for staff, which was it has failed to complete after commissioning it 8 years ago in 2021. While the same hospitals also have trouble with it’s power supply, which is also insufficiently run oxygen plant at the hospital. That was reported also in 2021.
Therefore, the Acholi MPs should worry about the state of the hospitals it has in the region and the lack of thereof, which is striking. These MPs are more about image and displeased that Oulanyah is getting into trouble for his medical tourism. That is done, because the Ministry of Health and the Hospitals of the nation cannot help his sickness. This is why the state and the taxpayers are paying for his services, travel and costs of treatment. That’s why the Acholi MPs should worry about that tab and how these funds could have been utilized in the Republic.
Instead, the Acholi MPs are not showing a power move. The Acholi MPs should be concerned about how their citizens and constituents have to go far to get to the nearest hospital. Secondly, they might not able to get the treatment they need or deserve. Third, I doubt the state will foot the bill for any commoner from the sub-region to do the same. Because, we know these sorts of services only get footed and covered for the high ranking officials. A person in Kitgum or in Pader can forget to get this sort of medical help or ability to book a flight to the United States.
This is the failure of the MPs and the representative of the region to understand. They are fine that their own asses and possible offices is safeguarded, as they are regarded as honourables. Nevertheless, the citizens and the ones living in their region doesn’t have the same opportunities. The citizens has to walk long or get transport across the sub-region to get to a medical facility or even a working hospital.
This shows how mismanaged their adventure of going after the NUP. The Acholi MPs should ensure more voting of funds to the hospital and Ministry of Health. They should ensure the region and the districts have working hospitals with staff, medicine and equipment to help the ones getting sick. In such a fashion that Oulanyah doesn’t have to get fit-to-fly across the world for a hospital bed. That shows the world how these parliamentarians has failed their role and the ones who voted them in.
Since they rather wants to a pissing contest with NUP MPs and the Opposition party. To defend the honour of the speaker, instead of honouring the constituents who they represent on the daily. These are the ones they should care about and not that anyone demonstrate against the speaker. He is just one man and the state clearly couldn’t take care of him at home. That’s why the state had to foot the bill and pay for an expensive flight to the U.S. for him, which we know wouldn’t happen to any ordinary citizen of the state.
That’s why only the high ranking officials and the ones who is part of the anointed elite is allowed to be medical tourists on the bill of the state. This is what causing the outrage and the demonstration against Oulanyah. The same concerns could be put on the late Rev. Simon Lokodo who died while under treatment in Switzerland. Therefore, we know something is wrong in the Ministry of Health and the state of the hospitals in the Republic. If everything was working and they were proper places to be at. The High Ranking Officials would have stayed home and not travelled abroad to get treatment. That is just the reality here and its evident of what is lacking. Because if everything was working. Oulanyah would have been treated at Mulago or Aga Khan for that matter in Kampala. The same could have been said about Lokodo.
It is time the Acholi MPs reflects about that and not feels insulted by a few demonstrators. The Acholi MPs should worry about their districts and the lack of proper medical care or facilities there. Since that what’s really wrong here and the reason for Oulanyah’s fate in the first place. Peace.

Well… here we go again… and this is tragicomedy at it’s finest. Yesterday President Yoweri Tiburhurwa Kaguta Musevei was presented with 91 individuals from the “Kikankane” chapter/group/unit of the National Unity Platform (NUP). Alas, the non-existent entity was proclaimed by Col. Charles Oluka, the Director General of Internal Security Organisation (ISO) who claimed these fellow citizens participated in the November 2021 riots in Kampala. Alas, that is the evidence, which the President was resided with and spread his message about.
However, NO ONE HAS EVER HEARD about this group. This is not like the P10 of the Forum for Democratic Change (FDC). This isn’t one of the many sub-groups and NRM organizations, which has various of extent and functions. It isn’t a hidden Poor Youth or Yellow Brigade. No, this is a made up function of people from God knows where and all for propaganda purposes.
It must be hard living on lies and fictitious events like these. Where nothing is real and stage a play for the cameras. That must be tiring, as he evidently pulled on a display and tried to make this a publicity stunt. Like the old man with the hat, the another rap and mzee had the capacity to get this people to change from NUP to the NRM.
Well, if it isn’t GNL Zamba, than it might be the rally driver Duncan Mubiru aka Kikankane who has inspired these folks, because it is certainly not the NUP. They were all in army fatigue and well prepared for the display yesterday. It all seems a bit well rehearsed and planned effort. That’s why ISO colonel knew how to pin-point them directly.
You can wonder if these people believes the words coming out of their mouths or they just join along for the team. We cannot make the President look like a fool. So let’s just dance along to his silly tune and get fed for once. Who knows where these people came from and for what other reason than making the President for Life looking foolish.
When you are making up stories and want to sell them. At least make it believable and how some touch with reality. Have some common sense and don’t make something up that is to good to be true. Because when you do that, it is most likely a lie. If it is the truth, you don’t have to lie about it, but just have to spell it out.
These folks can be LDUs or street vendors who has been kicked out of the streets of Kampala lately and had no where else to go. Who knows?
What we do know at this point… is that GNL Zamba and Duncan Mubiru should feel offended to use their song and nickname for jokes… because that’s it and it’s skit.

Kakwenza Rukirabashaija fled into exile today and his not the first dissident to do that in 2022. He is the second high profiled writer and activist to flee the Republic. Dr. Stella Nyanzi fled into safety in the end of January 2022 and it was official on the 31st January 2022. It is only two weeks in between the fleeing of Kakwenza and Nyanzi.
So, it is clearly a pattern here. Dr. Nyanzi was for in exile in Kenya from end of January 2021 to April 2021. We don’t know how long Nyanzi will stay in Germany now, but this is the second time she says she’s in exile.
We are now seeing Kakwenza has crossed the border and without a passport, which is kept by the authorities, as the writer and activist wasn’t allowed to travel for medical treatment elsewhere. Today is really a worry as he has turned into a fugitive now.
This shows how limited the freedom of speech is and what the ones who dares to challenge regime has to do. The regime is clearly on a warpath and directly targeting the ones who writes, types or thinks outside the correct line. It is clear that there is only one man with a vision and the ones who doesn’t follow is endangering themselves.
That is why Kakwenza and Nyanzi had to flee. We know they have both written and stated on social media publicly what they feel about the regime leaders. They have written texts which humiliate and mocks the President and their family members. Since then they have been in legal jeopardy and been harshly treated by state security agencies.
It is not strange they both have fled and it is a sign of the times. As dissidents and honest actors in their writing they are getting barred, attacked and tried to be silenced by the state. This gives them all the reasons to flee or leave. Since, their voices are not heard and if so… it makes a court case or a torture case, which we have seen recently.
This just shows what the state does to the ones who doesn’t comply or follow the “guidance”. They have dared to write insulting words and been direct in their dissent of the regime. That has cost them a lot and they are also mocked. However, the state shows how limited the freedom is and what sort of liberty the state operates within.
They are just the proof of how limited and lackign ability to speak freely there is. These two are proof of the dictatorship and how the security agencies are working directly for the first family. As they are serving the avenging powers upon those who offend the Don or his Son. Therefore, everyone should know about this.
If your own citizens has to flee into exile to be able to speak their mind. You know the Republic is a heaven for the dictator and not for his subjects. Peace.

In the Consolidated Auditor General Report of December 2021, which was released this week. It states how terrible the things are in the hospitals across the Republic. This is not in one of them, but it comes back and the report is really showing how the state hasn’t invested or prepared the Ministry of Health, neither the budgets to ensure the hospitals has the beds, equipment and personnel to cope with the needs. That is very clear and I will show it here…
Butabika National Mental Referral Hospital:
“According to the patient admission schedule and the strategic plan, the Hospital currently handles between 750 and 780 in-patients per month compared to its bed capacity of 550 patients. This implies that 200 to 230 admitted patients either share beds or sleep on the floor” (Auditor General, December 2021).
Kawempe National Referral Hospital:
“It was noted that the Hospital stored expired medicines without disposing them as required by the law. Out of the seventy four (74) items of expired drugs, I observed that thirty six (36) had expired by end of December 2020 (representing 49%). Under the circumstances, lives of patients are threatened by the existence of expired medicines at the hospital premises. I noted that the Referral Hospital was heavily congested with patients crowded in the wards and some sleeping on the floors. This was further evidenced by the data collected on Bed Occupancy Rates which showed an average BOR of 113% for the year under review. Congestion was also observed in the stores where some items were placed directly on the floor exposing them to damage” (Auditor General, December 2021).
Kiruddu National Referral Hospital:
“A review of drugs supply chain management revealed that on several occasions there were drug stock-outs which left Kiruddu Hospital without several essential, vital and necessary drugs. Inspection of the hospital drug stores revealed that some drugs/chemicals had expired in the Hospital stores. This could have been due to low utilization rates, receipt of drugs with short shelf life or placement of orders that do not match the usage patterns” (Auditor General, December 2021).
Mulago National Referral Hospital:
“The Hospital spent UGX. 474,479,100 on refurbishment of the MRI machine. The equipment included: autoclaves in the central sterile service department; patient monitors in the accident and emergency surgical unit; blood coagulation machine in the clinical laboratory unit; ICU beds in the intensive care unit, and CT machine in the Radiology department” (Auditor General, December 2021).
After reading such things, you wonder how the state of the hospitals is across the republic. As these are just four of them. This is not all of them, but only four. Where there is overcrowding of patients and either lacking medicines or having out of date ones. This is really telling how the Ministry is mismanaged and underfunded, as the staff and hospitals are not well served. Neither can the other agencies supporting the hospitals be well-run either. As the state haven’t cared for them as well.
This here is a tragic record and after the global pandemic. The state should have the basics in order, but clearly that’s too much to ask. Peace.
