Age Limit: Justices Deemed it legal for the Special Force Command to assault MPs inside the Chambers!

On the 27th September 2017, the Special Force Command or the Presidential Guards came into the chambers of the Parliament, evicted 25 Members of Parliament, these were opposition MPs. Who was against the Constitutional Amendment nicknamed the Age Limit. Whereas it give the President, a Life Presidency and also more terms, as well as the MPs gotten longer terms.

I will focus on what has been the outcome of some of the Court Justices at the Constitutional Court in Mbale. Where the Justices have defended that strangers has attended and been part of the Plenary Sessions, the first and second reading of the law. Especially, since in the days of the amendment being part of the order sheet, the army and police was making sure no one else entered and had militarized the street in and around the Parliament. That should not be natural around the Parliament, they enact the laws and make sure the standing of the state is secure. Not be a war-zone over a bill being read, the army should secure the borders and the wars they are in. They should not be entering the chambers and intimidate the MPs or the lawmakers of the Republic.

All of that should be natural reaction to what happen with the Age Limit proceedings, however, parts of the judiciary are on the defensive mode, in a way that is a disgrace. Will prove that with the law that is still active and in use. That being the Power and Privileges Act of 1955. First the statements from the justices, before the law itself and final comments.

Military intervention arose from Members’ conduct and is demonstrably justifiable in a free and democratic society” – Justice Elizabeth Musoke

I do not agree with the petitioners that the involvement of the army in parliament was unjustified. There were life-threatening incidents in Parliament and therefore it was justified for the army to be called in to support the police” – Justice Cheborion Barishaki

I have no evidence that the Army and Police would have come to Parliament if the MPs did not behave like that. They called it upon themselves, however, Police and Army must be kept out of Politics” – Justice Kenneth Kakuru

The conduct of MPs summoned the ‘beating’ they got from police/army. A number of MPs conducted themselves without the necessary expected restraint they are to blame for the scuffle at parliament” – Justice Remmy Kasule

After seeing those obnoxious statements from the judges. I will first show the law texts, that are my basis for understanding of the rules and why it is wrong to get strangers within the chambers. That speaker are allowed to ban MPs and send them away for disorder. That is fine and usual ordeal everywhere with a Parliament, however, the military intervention is just wrong and made the situation much worse.

Point 5:

No stranger shall be entitled as of right to enter or to remain within the precincts of Parliament” (The Parliament – The Power and Privileges Act of 1955).

Point 18:

Any person who—

assaults, obstructs, molests or insults any member coming to, being within, or going from the precincts of Parliament, or endeavours to compel any member by force, insult or menace to declare himself or herself in favour of or against any proposition or matter pending or expected to be brought before Parliament or a committee; assaults, interferes with, molests, resists or obstructs any officer of Parliament while in the execution of his or her duty or while proceeding to or from Parliament; creates or joins in any disturbance which interrupts or is likely to interrupt the proceedings of Parliament or a committee while Parliament or the committee is sitting” (The Parliament – The Power and Privileges Act of 1955).

So for me it is hard to listen to these judges saying it was fine and dandy for the Special Force Command could enter the chambers, create havoc and evict the MPs. That should be deemed illegal, as they interrupted proceedings, they entered it assaulted MPs and also forcefully evicted them. If it had been the ordinary officers, it would have made sense. But it wasn’t.

It is like these justices didn’t know about this law or didn’t care. Yes, Speaker Rebecca Kadaga, got right to suspend and throw members out, but not send strangers in and let them assault people in the chambers. That is no justification for not in the chambers and neither in public.

This to me is insane and breaking boundaries with common sense. If these people did the same on the street, they would have violated the person and would gotten assault with a battery charge, but since it is inside the Parliament. The Constitutional Court are accepting it. That is just weird, especially from the judges, who are supposed to safeguard the people and give them justice. Instead, they are serving the master and not the public. They are not there for justice, not for something just, but for selfish reasons, I suppose. Peace.

Bugiri By-Election: The Final Stages now and Museveni offers only development there if they vote for NRM!

The last day of the campaigns in the Bugiri By-Election, which the final polls are on the 27th July 2018. This is where the candidates of Asuman Basalirwa (JEEMA), John Francis Oketcho (NRM) and Eunice Namatende (FDC). All of this candidates has massive backings from their parties and allies. Where the Police Force have started to follow Asuman Basalirwa especially and his ally Robert Kyagulanyi aka Bobi Wine, whose been followed and monitored by the Police Force. Therefore, you know that National Resistance Movement doesn’t want to lose this new district.

We know, that Museveni is behind his candidate, who will be part of the NRM Caucus and follow his every lead. That is why he went to Bugiri to tell his side of the story, because he couldn’t do without. Museveni have to be a part and also show his power to the tin-soldier he wants from the district. That is just the way he do.

Bugiri by-election: President Yoweri Museveni has pledged to connect the people of Bugiri with clean water, construct for them better roads if they vote NRM’s Francis Oketcho. Museveni said the NRM is a party of action and this has been exhibited bvy the many things that have been done among them construction of better roads and the improved hospitals” (93.3 KFM, 25.07.2018).

What is the weirdest from all the final rallies from Basalirwa, Namatende and Oketcho where packed. That is just weird, all photos from these rallies are filled to the brim. Therefore, the pictures from Museveni rally isn’t alone. The FDC rally had Dr. Kizza Besigye and Patrick Amuriat Oboi, these two people could gain crowds on their own too. That Bobi Wine and Basalirwa would bring people are natural, as the swagger of Bobi Wine hits the masses. While Museveni could for all we know, be ferrying masses from other parts of Busoga and giving them food and gifts. That is what the NRM have done during the General Election last time. So why not do it now too?

Well, Voter Tourism might be a thing. While the bigger story is how Museveni continues to talk. The government will deliver project, only if Bugiri vote for his guy. The Bugiri people will get roads and such, if they do the right thing and votes for Oketcho. That means, the government is only there for you, if you follow the direct orders of the State House. This is the final implication and shows the lack of democratic values in the President.

He only gives, if people give him all power. That is what is just in the eyes of the President. NRM or nothing. No Remedy Mentioned (NRM) continues, as the pledges of roads hits Bugiri, a promise that Museveni have been given steadily since at least 2006 for certain parts of constituency. Therefore, as always with the NRM, there have to be recycled pledges. That is just protocol by now.

What is really insulting, is the state of “if they vote”, that means he will stop funding and stop being acting as President over the Constituency, if they vote for someone else. Bugiri will not get money or tax money for development projects, infrastructure development and everything else.

That is what he is saying.

Bugiri will be yet another place, that Museveni might wipe out of the map. As people will not follow his orders. They are not his property, even if he acts like it. Peace.

NRA/M gone full circle: Demoting 27 rebel MPs!

There are sometimes some ironies, some reflective notes and historical facts, that is just to big to overshadow. That yesterday for instance many of the rebel Members of Parliament, who happen to National Resistance Movement. Was demoted for their non-vote against the life presidency, the age limit amendment to the 1995 Constitution. Clearly, that hurt the feelings and the honour of his excellency at the State House. Since months after, the NRM are now punishing the NRM Rebels MPs.

What is striking is that it took 27 guns to start the Bush-War of the NRA, the now NRM. There were 27 Rebel MPs in 2017 against the Age Limit bill, which give life President to Museveni. That should be a warning, and that is maybe why Museveni is striking so hard against them. Because he knows how many he needed to topple Obote and Okello back-in-the-day.

In 1984:

“Museveni says he took to the bush and began armed resistance in l980, after Obote’s followers allegedly rigged elections. He suggests that the proposed elections in 1985 will be a sham. My estimate is that there are about 6,000 well-armed and well-disciplined rebels, up from 27 at the NRA’s inception. Other exile sources say there are 7, 000 or 8,000 rebels. In most of its confrontations in this area, the NRA seems to come out on top in battles with the Army” (Pike, 1984).

So, a man of a rebellion, should understand others who rebel, even or especially against himself. However, he is so short sighted and thinking he is overpowerful, that even his allies within his own party. Who just differed on the life-presidency, are now people who deserve to be sanctioned and lose privileges. That is just weird, and what is weirder is the amount of MPs, which co-incidentally the same amount he claims he started his rebellion with.

These days:

The National Resistance Movement (NRM) has reshuffled its leadership of sectorial committees and dropped all MPs who last year opposed the passing of the controversial Constitutional Amendment Act that removed age limit from the Constitution. On the other hand, NRM lawmakers who supported the removal of age limit have been rewarded with appointments to committee leadership positions. Government Chief Whip Ruth Nankabirwa tabled the new names in Parliament for approval, a formality that was done without much trouble” (Arinaitwe, 2018).

Among the 27 NRM MPs that opposed last year’s Constitutional Amendment that scrapped presidential age limits and extended the tenure of Parliament and Local governments to seven years, were MPs who held leadership positions as committee chairpersons and vice chairpersons” (Kabuubi, 2018).

The message of the 1980s have clearly died down, the party of born out of rebellion are now supposed to be into submission and nothing else. The Saga Continues. Peace.

Bugiri By-Election: Otafiire spewing out utter nonsense in defense of the NRM!

If I was the National Resistance Movement Flag-bearer or MP candidate for Bugiri, I would be amazed and in awe over the sort of words Gen. Kahinda Otafiire had there. That being said, nothing has been said or reported of any value from the man himself. That being John Francis Oketcho, he could just be a tin-soldier in the ranks whose lucky enought run for the office. Because that is how it seems, since all the big-men and the other parties makes the headlines before the polls on the 27th July 2018.

Everyone knows Asuman Basalirwa and Justice Forum is running with Robert Kyagulyani aka Bobi Wine as his vocal supporter with the masses there. People also knows that the Forum for Democratic Change have fielded their candidate, this being Eunice Namatende. Therefore, this is a contended race without any shadow of a doubt.

However, Kahinda Otafiire cannot help being himself, as he is reported to have said:

“The Minister for Justice and Constitutional Affairs, Maj Gen Kahinda Otafiire, has cautioned voters against electing Asuman Basalirwa as Bugiri Municipality Member of Parliament (MP), saying “it will increase violence in the country.” (…) “My dear Ugandans, let us not engage in bad acts and vote for the National Resistance Movement (NRM) candidates in order to improve on the country’s economy” (…) “Some government programmes have not been implemented in constituencies across the country due to Opposition MPs fighting the (NRM) government” (Asuman Musobya – ‘Basalirwa will increase country’s insecurity if he becomes MP, says Otafiire’ 24.07.2018, Daily Monitor).

It is just weird how this man is a minister for Justice, when people have died because violence done by his party and the state own security agents, this being police officers and others in the name of the Republic. That he blames the surge of public recognition and care for the by-election is an issue, when Bobi Wine and Basalirwa are creating public rallies and movement on the grounds as the days to polls appear.

That is to be expected of the NRM and their co-conspirators, they are blaming everyone else. He just like his master Museveni. Otafiire wouldn’t even been in cabinet, if he wasn’t such a loyal stooge. He lost both the NRM Primaries in 2015 and the General Election 2016. His political life is only in the mercy of the President. That is why he is as he is, I suppose, indebted to the king and his crown.

It is not like the NRM have controlled the violence as is, they are not even make good measures and the police are more a front of peace, than taking real criminals to court. The NRM haven’t the best track-record or showing real justice, unless it fits the paradigm of the State House. The NRM Justice Minister should trade the waters a bit more careful, but he cannot, because he has only a political life for the simple reason:

Museveni gave it to him and now he has to pay back in return. The NRM shouldn’t blame the opposition, they are in majority and can vote anything they want, they can find the money if they please and could put in the effort to make a difference. However, the NRM are just blind tin-soldiers of the President and await him to call in the NRM Caucus to get right direction before a vote. Therefore, the lies are tiring. The people are tired and 32 years of nonsense has to stop.

Otafiire you know better, but you are just a loyal stooge. If I were Oketcho, I would hope that people say less and just hang around the campaign rallies, because this is just foolish and he should know it too. Peace.

Opinion: If the Sheema Rally is how you feel Mzee, please reinstate the Resistance Councils and abolish Multi-Party Democracy!

That is why it is important to elect representatives who sit in the NRM caucus where decisions are made and who can lobby for projects for you”Yoweri Kaguta Museveni on the 20th July 2018.

I think the time is up for fooling everyone. I am tired of the old man and his wisdom. Yesterday, he proven again, that the Multi-Democracy of Uganda isn’t important to the President. The act of putting it into law in 2005. Was just to make the donors happy, because he really shows disregard for the people’s will to pick the candidates and not the ones he has prepared for them. He wants loyal tin-soldiers to follow his whims from the State House when he calls in the NRM Caucus, which means all elected majority of Parliament at his place. That is why he shields the opposition out and silence them.

Stop playing with politics. I have told you that in 1962, people though politics was a joke. The resultant was loss of lives; we suffered.” (…) “That woman [opposition Forum for Democratic Change (FDC) candidate Virginia Plan Mugyenyi] will not help you at all,” said Museveni. Also the NRM chairman, Museveni said Mugyenyi, like Mwijukye, would have no access to the party’s caucus meetings which discuss development projects. He reminded the voters that NRM had the numbers in parliament and it would be safe for them to vote for Tumwesigye if they wanted to see Sheema Municipality develop” (Samuel Kamugisha – ‘Museveni: Mwijukye Is A Useless MP; I Struck Buhweju Off Uganda’s Map’ 20.07.2018).

Let’s be clear, if you feels this way Mr. President, stop the charades, be the real self and reinstate the Resistance Councils of 1986-87. So that the Local Councils and Local Government can be all in-house and controlled from the State House and through the Office of the President. Just the way you want it.

While you at it, since the Members of Parliament from other parties have no value. Pleas, just Please, make the state a ONE-PARTY State. That will be real you and the sincere judgment of what you are Mr. President. Museveni, you are already showing disregard for Mwijukye and his time as an MP. Therefore, why do you even bother with elections and doesn’t just ask for having direct elections of MPs through the NRM Primaries and internally. There isn’t any reason to have Multi-Party in Parliament if they are not existing to you.

You are directly diminishing the districts and sub-counties that has voted in favor of the opposition. You are showing what sort of disgrace of a man you are. Mr. President if you represent that other than your own narrow mind, you would be there for all communities, no matter who represents them to in Parliament. However, that is not the case and is shown with your meager display in Sheema Municipality.

Be real, be honest Mr. President. You are not representing the whole country, just the NRM. If you want it all NRM, abolish Multi-Party Democracy and also reinstate the Resistance Councils of the 1980s. Than, you would be honest with yourself and your dictating ways, also the public would know the real you. Not the fake forgery of a man you really are.

President Museveni, we are tired of lies and deception. Just show the real you, as you are directing everyone of your tin-soldiers from the State House, through your decrees and decisions. Instead of having several other parties within the Parliament. Just let the people decide who they think is the best within NRM and not have others. If you are for this.

Upon capturing power, the NRM introduced the Movement political system, under which all Ugandans belonged. The Movement united Ugandans under one political system and partly cured the deep-seated sectarianism that has been sowed by the political parties. Political party activities were formally suspended in 1992” (Pascal Kwesiga – ‘NRM’s political achievements’ NEW VISION, Tuesday, January 26, 2016).

So, please Mr. President, just go back to the real you. Suspend political party activities and make sure all are under the umbrella of the NRM. If you have the feeling that opposition MPs are useless and their areas doesn’t exists anymore. Than, you might just abolish it and stop the faking it to the Republic. You might have done this to please foreign donors, but those you don’t care about anymore. We know this and they know it too.

Stop playing and show the real self. Your already President for Life. Show the reality and stop playing. It is getting real old. Peace.

Bugiri By-Election: NRM Press Release – “Re: NRM Mourns Dead Bugiri Voter” (20.07.2018)

#UGSecurity: Police will now enforce rules that makes them ready to be robbin’ the hoods!

There are sometimes, just sometimes you wonder if the blind is leading the blind, that the naïve or foolish is the leaders and the public just have to follow it blindly. That is how it can be perceived by plenty, because the latest “brilliant” and obvious idea from the head-honcho of 32 years is to ban hoodies from motorcyclists and drivers in general. It is foolish, it is not the hoodies that kill people, but the magnificent guns. When someone pulls the actual trigger. That the person behind the gun have the training and ability to shoot-and-kill anyone on the spot. The headgear and the law will not matter to a killer; the killer will pass through this and be undetected anyway.

Here is the ruling:

“Museveni banned wearing of hoodies following the murder of Arua municipality MP Ibrahim Abiriga. “H.E the President of the Republic of Uganda while addressing parliament of Uganda on state of security in the country on 20th June 2018, directed that inter-alia persons riding motorcycles/bicycles and driving motor vehicles should henceforth not wear hood. This also extends to driving/riding while putting on anything that can conceal/obscure facial disposition,” reads Mugyenyi’s message in part. He adds, “You are therefore directed to enforce H.E directive by arresting/apprehending defaulters thereof.” The officers have also been ordered to conduct community policing meetings to educate the public over the directive. Banning of hoods was one of the 10-point security plans, the president presented to parliament last month” (URN/The Observer – ‘Police to enforce Museveni hoodie ban’ 19.07.2018).

So now a month a later the Uganda Police Force is working high and mighty, they are pushing the envelope and making sure the youth are driving in smart fatigue. Instead of them hoodies. Because there are the root to all evil, not the guns or the thieves themselves. No, the ones that cover their face. They are all turning into criminals by appearance now, it is like magic, and you go from being a citizen into a master thief by putting on the hoodie.

That is how it looks like, a magical show of appearance, where the person goes from being an innocent worker, and turned into a master criminal working out inner demons to figure out how to empty the reserves of Bank of Uganda. Because, that is what the hoodie does to you. You become a fantastic arch nemesis of the state.

To be President Museveni cannot be easy, sharpshooters for his MPs, ban of hoodies and also the obstacle of actual trying to forge peace elsewhere, when everyone else is conspiring against him. When no one understand him or his orders. Everyone will misunderstand this one too. So, when is the burka and the hijab ban coming? Alternatively, is the arch criminals only Christian Urban Youth?

We should be allowed to ask that question to his royal highness, the grandest of them all, the banner of the hoodie and the one who rose from 27 guns unto vast power for decades. What provision of law is this directed under? Is this the penal code or the public order management act? What is it?

Because it seems like something taken out of thin air and blown out of proportions. Just like all the empty promises made by H.E. over 32 years. Peace.

Museveni: Tries to lecture the public on the supposed massive victory at the LC1 Elections, but he misses the mark!

President Yoweri Kaguta Museveni is insecure these days, since he is writing and typing like there is no tomorrow. Long time since he has written this much, could think he was running a president another term. Well, this is in defence of the Local Council Elections, which was recently held for the first time since 2001. That is showing how little it really matter, when the state cannot afford or care for the elections to be held for every term. They are hold whenever the state feels like it and the keepers of the LC1 can keep it until next scheduled election, which means over decades and close to two if they are very lucky.

So, President Museveni is lecturing, I am just taking my favourite passages, I don’t want to waste our time with bottlenecks and empty promises. Just so the pure venom of his words against his own people. While defending the so-called victory!

This massive win by the NRM is in spite of very active and sustained media demonization of the NRM by the social media users, the enemy paper, the Monitor, some Radio and TV stations, not to forget some elements in the opposition Parties. Some of the elements have even gone to the extent of murdering Ugandans – Sheikhs, women, children, State officials like Kagezi and Kaweesi as well as ordinary villagers like the ones murdered on the New Year. All those liars, charlatans and criminals thought that by these methods, they would make the People hate the NRM or fear to associate with it. These liars, charlatans and criminals forget two things. One thing they forget is that Ugandans, especially the village people, are not fools and they are honest. They are not easy to deceive. When you go to Acholibur, just South of Kitgum, where a new long tarmac road, all the way from near Packwach, passes and you say the NRM Govt has done nothing, the villagers can easily tell who the liar is. That is the same story all over the country. Secondly, these liars, charlatans and criminals forget that there is God who sees everything” (…) “Politically and ideologically, the parasitic groups use sectarianism of religion or tribes or promote gender chauvinism (looking down upon women, neglecting the youth). The pro- national groups counter with the four principles: nationalism, Pan-Africanism, social- economic transformation and real democracy of the masses like we saw recently in the Women and LCI elections. The venom of the unfair media and social- media attacks on the NRM exposes the intentions of some of these groups” (Yoweri Kaguta Museveni – ‘Local Council election victories prove correctness of NRM ideology’ 16.07.2018).

You know that this is a bitch mode of Museveni, as he is blaming and calling media houses out. It is so common that he picks on the Daily Monitor, that if it wasn’t a big Foreign Investor who owned it, it would have been closed or raided. He speaks the power of his “democracy”, but blames certain parts of the opposition parties. That is not how it works, but in the mind of Museveni it does, because they are not loyal to his every whim. Everyone cannot kiss as Mwenda or even Opondo.

That he defends these victories in the villages and the securing the LC1 shows how weak the NRM is at this point, when they couldn’t have ballots or secret voting, but on the court yards of the villages, like it was peer pressure and the use of military was apparent in and around the country. The villagers aren’t fools, but Museveni still acts a fool. He thinks they are not tired of his ways and his attitude. Museveni uses these villagers as pawns of his power and his party, while forgetting, that the Electoral Commission didn’t field opposition candidates and neither are there a level playing-field, as the elections has been postponed and the meetings of opposition have been closed outlawed by the Public Order Management Act (POMA). So, when Mr. President speaks his heart of about democracy, maybe, just maybe, think of the grounds that the FDC, DP or UPC has to jump through, while the NRM can do as they want. Even ride in the Police Cars to rallies to stop FDC from doing it in the same village. That is how the “democracy” are in Uganda at this point and time.

That he calls them liars, have he forgotten how he had to use a Personal Armoured Carrier in Alebtong in November 2015. Surely, the roads standards have magically become better in these districts since he took power yet again in 2016. He can forget, he is already advanced age and should rare his cows, not be in politics anyway.

It is time to pack his bags and leave, he forgets and cannot even keep his lies straight, while blaming other parties like always. It has grew really old on me. The art of peer pressure isn’t how elections should be, if the EC and the NRM was serious about LC1 Elections, they would have spent time on ballots, on training of officials and also shown tact to have observers from CCEDU at it. However, since of none of that was appearing, we know this was school-yard pick a captain for the football stuff, not a serious election. Even if the master Teacher spent his time writing his piece.

Opinion: MPs Security Detail is prepared to be modern day Santana Scandal!

Shiish, there are just some news that doesn’t capture your eyes quick enough. I have read the letter, but didn’t capture all the details, neither the costs. However, there was several of gentleman at the Daily Monitor, that did. Therefore, I am writing here today, because of the possible cost of buying cars for MPs new security detail. This has been ordered by the President and his words is law. No matter how expensive or how insane it is.

Here is the case from today:

“On June 29, President Museveni ordered Finance minister Matia Kasaija to urgently procure bullet-proof cars with “sharp shooters” from the Uganda People’s Defence Forces (UPDF) to protect lives of the MPs against what he termed “terrorists”. However, he did not give specifics on the cost of the vehicles and other related expenditures. Daily Monitor interviews with car manufacturers revealed that a 2017/18 model bullet-proof Land Cruiser pick-up costs about $520,000 (about Shs1.9b) while a 2017/18 model bullet-proof Hilux pick-up costs about $166,000 (Shs630m). This here deal is made for corruption and for ghost costs appearing out of nowhere. This here is just built for that. It is amazing if the government starts procuring, knowing with its history and misuse of state funds. This is the perfect blend, buying vehicles and add-ons on the spread-sheet, claim later added cost without explaining where the funds went. If not order things that never appear. That is also a beauty.

With this in mind, here is the old story that could be re-produced by buying the security detail:

I wouldn’t be amazed if the Ministry of Defence, the Minister of Finance and the Prime Minister would make a scheme worth paying off for. They would secure kick-backs and additional funds, this is a too important project and the safety of the MPs is the highest priority. Everyone knows that. Not that this is misusing of funds and making sure the MPs are driving around like hostages in their Republic. Nah, that is not important at all.

That the 456 MPs who already are allocated money for cars and upkeep of them. Still, they need a second one, with specialized produced safety gear, seems more like they are traveling past war-zones, than friendly neighbourhoods, what about the actual people that live there, are they safe?

Well, that was bit of subject. However, the reality is that this is made for corruption. Someone in the regime will eat and use this as package to get loaded. We can just wonder who and who will be put in charge, who will fake needed equipment and who will give away knock-offs instead of the real deal.

This MPs security deal can be a gold-mine to the right individual. However, whoever that might be, he has to remember to give the king his cut. That meaning the President in the State House, if not your see quickly the other side of the barrel. He has no issues getting rid of people. That is proven in history too.

I wish I could be hopeful, but to me, they are cooking another Santana Scandal. This time it might be the Hilux Scandal or the Land Cruiser Scandal of 2018.
