President Farmaajo: “We will pursue them, and we will defeat Alshabab terrorists” (09.06.2017)

The president has termed the fallen soldiers as the true martyrs, as they died protecting their people and their country.

MOGADISHU, Somalia, June 9, 2017 – President Mohamed Abdullahi Farmaajo has sent his condolences to the families and the people of Puntland following today’s ambush on a military camp in Af-Urur, near Galgala Mountains.

The president has termed the fallen soldiers as the true martyrs, as they died protecting their people and their country.

“We are deeply saddened by the tragic loss of a number of our gallant soldiers in today’s attack in Af-Urur, Puntland. They fought hard and bravely for their country, to keep their people safe during this holy month of Ramadan. We will forever remember them, they are the real martyrs.”

The president assured the citizenry that his administration would not show mercy in dealing with Alshabab terrorists who have no regard for the sanctity of life and the holy month of Ramadan.

This once again proves that the enemy we are facing is dangerous, is bent on causing harm to the peace loving people of this country and must be fought with by all means. We must show no mercy in dealing with Alshabab.”

President Farmaajo promised Alshabab would be pursued and would pay for today’s attack.

“We promise that Alshabab won’t get away with this. As of now, our troops are in hot pursuit of the enemy; they will pay for today’s attack. I am confident our forces would defeat this abhorrent enemy.”

President Farmaajo spoke on the phone with the president of Puntland and assured him that the Federal Government would stand by the administration and people of the region.

#UGBudget17: Half borrowed and a third paid back in Interests!

Today the Ugandan government, the National Resistance Movement finally read the Shs. 29 Trillion budget for the 10th Parliament. However, it is not necessary the size of funds and all, which is allocated, but the way it is funded. Like “Government hopes to raise sh14.6 trillion in revenues to fund the 2017/2018 budget” (Uganda Debt Network, 08.06.2017). Of the 29 Trillion, they expect to get close to half of that, but the monies has get from somewhere and also be of use. What is left are relieved like this: “The balance sh14.3 trillion (49.5%) of the National Budget will be raised through internal and external borrowing” (Uganda Debt Network, 08.06.2017). With this in mind, half of the budget is adding more debt. So if a nation already having lots of debt and debt repayment, it still adds another half budget. This is a bad cycle of events.

There lets us put things in perspective: “Our concern is sh9.9trillion, which is 35% of the total budget, will be spent on debt repayment” (…) “Amount of money spent on debt repayment has escalated in the recent past now at 9.9 trillion for fy2017/18” (Uganda Debt Network, 08.06.2017).

Therefore, the state and the NRM are clearly getting funds through loans to pay-off their interests. AS the 35% of spending is on interest in the coming fiscal year. This should worry, even if the corruption, misspending of obnoxious amount of funds through the paradise of Okello house. Still, that 1/3 of the coming budget is paid interest on old loans, which are been made by this government and by this President. What it show is the lack of concern of the future and how sound fiscal policies. At this state, the government of Uganda are clearly footing the bill. They are filling in the blanks for where they in the past had happy donors filling the envelopes.

The NRM and President Museveni is overspending and misusing state reserves, as the revenue and the state coffers do not sustain this massive overspending. Certainly, it is visible, also the worry of the running interest rates and growing debt as close to half of this year alone are by loans. Neither if it is local, by foreign or multi-national financial institution does save the fact, that the state has a problem.

That of the coming fiscal year, the state is borrowing half, and repaying that with 35% says a lot. IT says the fiscal policies needs change and it is dire. The state are clearly walking the wrong path. And remember this, there will be supplementary budgets during the fiscal year, that will expose the overuse of funds and needs for more loans. Therefore, they are surely going to exploit the faith in future, without having the funds for it today. Peace.

Opinion: Theresa May is wrong, no need to suspend Human Rights Laws, there are provisions for the State to keep their citizens safe!

I’m clear: if human rights laws get in the way of tackling extremism and terrorism, we will change those laws to keep British people safe. After the London Bridge attack, I said “enough is enough”, and that things need to change to tackle the threat we face. And tonight I set out what that means: longer prison sentences for people convicted of terrorist offences; deporting foreign terror suspects back to their own countries; restricting the freedom and movements of terrorist suspects when we have evidence to know they present a threat, but not enough to prosecute them in court” – Theresa May (06.06.2017 – at a rally at Slough, United Kingdom).

That Prime Minister Theresa May are obliged to amend her laws and ask for provisions to change them through Parliament. She is fine to do so and follow the procedures of the state, to make the most draconian laws able. As the Tories already before the grand-elections started to unleash laws of old, that we’re in the fashion of King Henry IV. These laws was amend and gives more powers to the government over the Parliament. So the Conservative Party in the United Kingdom has already shown force and will of taking the powers in their hands.

Theresa May isn’t the first to use terrorism to control and to suspend laws to gain more power. That is usually a sign of oppressive behavior and of the Orwellian society. Clearly, a human being like May should consider her words. If not she really wants to show that she can act so much, that she wants to take away freedom and liberties from her own citizens. Instead of believing in the set freedoms and provisions done by the United Nations Charter and ratified legal framework that the United Kingdom must have.

Still, there are enough signs that she doesn’t need to do so, as the provisions that are in place has not and will not overpower a sovereign, neither will it create interference of state control in troubling time. That is if she really cares about the liberties and the just societies the United Nations legal framework put in place.

OHCHR own Fact Sheet on Human Rights and Terrorism:

International and regional human rights law makes clear that States have both a right and a duty to protect individuals under their jurisdiction from terrorist attacks. This stems from the general duty of States to protect individuals under their jurisdiction against interference in the enjoyment of human rights. More specifically, this duty is recognized as part of States’ obligations to ensure respect for the right to life and the right to security” OHCHR, P: 8, 2008).

These challenges are not insurmountable. States can effectively meet their obligations under international law by using the flexibilities built into the international human rights law framework. Human rights law allows for limitations on certain rights and, in a very limited set of exceptional circumstances, for derogations from certain human rights provisions. These two types of restrictions are specifically conceived to provide States with the necessary flexibility to deal with exceptional circumstances, while at the same time—provided a number of conditions are fulfilled—complying with their obligations under international human rights law” (OHCHR, P: 23, 2008).

Than it is the United Nation Security Council own definition:

Security Council Resolution 1963 (2010) reiterates that effective counter-terrorism measures and respect for human rights are complementary and mutually reinforcing, and are an essential part of a successful counter-terrorism effort, and it notes the importance of respect for the rule of law so as to effectively combat terrorism. Resolution 1963 (2010) “thus encourages CTED to further develop its activities in this area, to ensure that all human rights issues relevant to the implementation of resolutions 1373 (2001) and 1624 (2005) are addressed consistently and even-handedly including, as appropriate, on country visits that are organized with the consent of the visited member State”.

(UNSC, 2015)

It is really serious when the United Nations and the OHCHR are saying there no issues between respecting the Human Rights Law legal framework and countering terrorism. Even if the resolutions and legal framework are critical and makes the state more bound to respect the terrorists. This still, doesn’t stop them from having provisions and having strict security in the Member States. The Member State themselves are putting forward rule of law and also has to incriminate inside their territory. However, the security is for the reason of the liberty and freedom of all citizens and all rights to all human beings. It is strange that Prime Minister Theresa May wants to suspend it, while the UNSC and OHCHR are saying it is possible.

That she has to go this far to gain support. Seems more like she could join Nigel Farage and Paul Nuttal, than following the Conservative leadership of the past. These words would not have come from David Cameron or anyone of his kind. This shows how fragile and how hell-bent is on winning this election by any means. That she has to promise on the final leap to suspend rule of law and take away basic human rigths. As the Police Service and Security Organization in our time cannot be able fight terrorism by the means and the values, that most of Europe see as natural. That the Police and Army get stronger laws and more draconian ones to make sure the United Kingdom can oppress and silence freedoms. Instead of fighting it through the means of strengthening the Police and the Intelligence, as the UK has one of the most sophisticated Security Organization in the world. It should have the capacity and if the Conservative had been serious about it, they would have fixed the issue during the last 8 years. Peace.

London attack: How it unfolded – BBC News (Youtube-Clip)

London Attacks aftermath: Mayor Khan acts responsible, while President Trump is a disgrace!

Terrorism and deception are weapons not of the strong, but of the weak.”Mahatma Gandhi

President Donald Trump should be told he is totally wrong and doesn’t have the intelligence to understand or comprehend the ramifications of his acts. As the Lord Mayor Sadiq Khan was responsible and making sure with the proper authorities that the terror-attacks in London Bridge and at the Borough Market. It is insane that he slammed the mayor for his statement and his response to the attacks in his own city. It shows that the President of United States are underestimating his acts and his own judgment of the situation. Surely, he is busy watching Fox News or Infowars to get the daily American propaganda. While the authorities in the land of the terror are working heavily on the investigations into the terrorist and their associates. Therefore, read first the mayors statement, before you the Metropolitan Police statement, before the tweet of President Trump, which shows what state of affairs it is at the White House for the moment!

Lord Mayor of Sadiq Khan statement on the terror attacks in London Bridge and Borough Market:

“There are no words to describe the grief and anger that our city is feeling this morning. Tragically, seven people have been killed in this sickening attack, and more than 40 injured, some of them critically. I am appalled and furious that these twisted and cowardly terrorists deliberately targeted innocent Londoners and visitors to our city who were just enjoying their Saturday night. I condemn these terrorists in the strongest possible terms. They are barbaric cowards and there is absolutely no justification for their evil and unforgivable actions. My thoughts are with the family and friends of the victims and everyone caught up in this horrific attack. I’d like to thank our emergency services who bravely tackled the terrorists and helped the injured. I’ve been in close contact with the Met Police Commissioner and senior officers throughout the night and will be attending the government’s COBRA security meeting. I’d urge all Londoners to remain calm and vigilant today and over the days ahead. We are all shocked and angry today but this is our city – we will never let these cowards win and we will never be cowed by terrorism.” (Mayor Sadiq Khan, 04.06.2017).

Statement by Assistance Commissioner Mark Rowley on the attacks in London Bridge and Borough Market:

You will understand that our knowledge of the incident is still growing but what we understand at the present time is: At 22:08hrs yesterday evening we began to receive reports that a vehicle had struck pedestrians on London Bridge. The vehicle continued to drive from London Bridge to Borough Market. The suspects then left the vehicle and a number of people were stabbed, including an on-duty British Transport Police officer who was responding to the incident at London Bridge. He received serious but not life-threatening injuries. His family has been informed. Armed officers responded very quickly and bravely, confronting three male suspects who were shot and killed in Borough Market. The suspects had been confronted and shot by the police within eight minutes of the first call. The suspects were wearing what looked like explosive vests but these were later established to be hoaxes” (…) “The ongoing operation is led by the Met, working closely with British Transport Police, City of London Police, the London Ambulance Service and the London Fire Brigade. At this stage, we believe that six people have died in addition to the three attackers shot dead by police. And at least 20 casualties have been taken to six hospitals across London. I’d like to repeat our request for the public to avoid the following areas: London Bridge and Borough Market. This is to allow emergency services to deal with this incident” (Metropolitan Police Assistance Commissioner Mark Rowley, 04.06.2017).

President Trump statement on the attacks:

At least 7 dead and 48 wounded in terror attack and Mayor of London says there is “no reason to be alarmed!” – President Donald J. Trump (on Twitter 04.06.2017).

So President Trump has an issue with authorities that are capable to react within 8 minutes of the incident at London Bridge. That is a disgrace of a man who leads the Republic of United States. That he cannot see the greatness of reactions to the Metropolitan Police and the other Security Organizations that the United Kingdom posses. That each single victim is one to many and the innocent who lost both their lives and the ones got hurt by the terrorist is just worth condemning the men who did this. That someone are going in and attacking innocent civilians having a fun-time out during the weekend in London.

With this in mind that Mayor Khan says: I am appalled and furious that these twisted and cowardly terrorists deliberately targeted innocent Londoners and visitors to our city who were just enjoying their Saturday night. I condemn these terrorists in the strongest possible terms. They are barbaric cowards and there is absolutely no justification for their evil and unforgivable actions. My thoughts are with the family and friends of the victims and everyone caught up in this horrific attack”. That is a reasonable way to react to the terrorist attack, as he address it as it is, while saying there is “no justification”. Therefore, with just this quote he shows decency in the midst of the aftermath of the attack. While President Trump uses the same violent attack on innocent civilians saying “no reason to be alarmed”. Well, Mr. President, the authorities used 8 minutes to stop it!

I know someone should educate President Trump, but that train is long far gone. Since he has no-heart and no common sense. We should pray for London and continue to live like before. Not let the terrorist stop our daily lives. Than we are letting them win and spread there fear. Like the fear that President Trump wants to earn points on. But on this one, he should get some education as he is wrong and he should spread the message of hope and give props to the authorities who acted swift and continues to investigate the attacks and their associates. So the Police and other authorities can continue their good work. Peace.

Opinion: PM May’s Plymouth Herald Interview graced with blissful ignorance towards the marginal constituency!

If I was to really get at the burr in my saddle, it’s not politics — and this is, I think, probably a horrible analogy — but I look at politicians as, they are doing what inherently they need to do to retain power. Their job is to consolidate power. When you go to the zoo and you see a monkey throwing poop, you go, ‘That’s what monkeys do, what are you gonna do?’ But what I wish the media would do more frequently is say, ‘Bad monkey’.”Jon Stewart

This week’s interview with the Plymouth Herald as she was campaigning in the South West of England. As the General Election of the United Kingdom runs closer. I feel it is important to show grace and tact to the local constituencies. Plymouth is a marginal seat and with the dwindling polls of the Conservative and less of a percentage between the Conservative Party and the Labour Party.

Therefore the coalition of chaos is getting closer, than the strengthening the Tories for the Brexit negotiations. Instead of showing class and policy as the Tories could have had a better campaign, as their manifesto was a sensation of tax-breaks for the rich and cuts on welfare. In the margin’s of error is that the Labour Party has a social-caring manifesto and where they are putting forward meaningful policies. Even if Jeremy Corbyn are seen as Marxist, but he is more consistent, than what the Prime Minister Theresa May. We can see how she lacks campaigning and being honest with the pledges. Prime Minster May are again nonsensical in her interview.

In Plymouth, Theresa May botched an interview, it is horrific how little she answered and how little she answered. As the Plymouth problems didn’t matter or if she even had been briefed about the situation. This is as if she didn’t want to mind it and thought it would be easy to answer the local press. Because with just looking into two of the four questions asked by the Plymouth Herald to Prime Minister May, she didn’t really answer with anything. It is not like the Conservative Party head honcho had any answers or thought true the implications of Brexit to the constituency of Plymouth. Take a look!

Q: “Prime Minister, welcome to Plymouth. We’re in one of the most marginal seats in the country here. Are you getting nervous, and do you see Plymouth as a ‘must win’ next week?” (…) A: “No, I’m very clear that this is a crucial election for this country” (…) “We stand at an important moment, we need to make sure we get the Brexit negotiations right, but also have a plan to take this country forward, to build a stronger, more prosperous future for Plymouth, for families here and across the whole of the United Kingdom” (…) “So I’m going out and about around the whole country, talking to people with that very clear message that they face a choice on June 8.” (Blackledge, 2017).

Q: “A lot of people in Plymouth voted for Brexit because they saw a better future ahead. How will your Brexit plan make Plymouth people better off?” (…) A: “I think there is a better future ahead for Plymouth and for the whole of the UK” (…) “There are opportunities when we leave the European Union. But we need to have the right government in place, the right plan to grasp those opportunities” (…) “We need to get Brexit right, just 11 days after the GE we will start those Brexit negotiations. I’m the Prime Minister, I’m the party leader with the plan for those negotiations” (…) “But it’s about more than this. it’s about building that prosperous future for families in Plymouth and around the whole of the country” (…) “I’m confident we can do that, I’ve got a plan for a stronger Britain, I’m confident we can build that stronger economy with better opportunities for young people, better opportunities for families, and I’m optimistic about that because I believe in Britain and I believe in the British people.” (Blackledge, 2017).

This here is a proof of the lacking policies and guidelines for the future with the Tories. If you believe the Brexiteers and the Tories after this one, than your blind. The blindness will be eating you and you would be walking in total uncertainty. Since PM May isn’t answer the questions. She is just bringing a word-salad instead of actually coming with wisdom of how she will deliver the promises. Like Plymouth doesn’t get any consideration or concern.

The constituency of Plymouth and the problems there are not worth her time. Instead more important to say the whole United Kingdom will be prosperous without the European Union. Even if there isn’t anything in the near future proving that the Brexit will be positive. If it will be so, it isn’t because the Tories have been prepared or had a well-figured out polices to become independent from the European Union. The Tories here is on the limb. Tories isn’t proving that they care about Plymouth and doubt that is the only constituency that May has no current plan to help. Peace.

The Church of England: The General Election, June 8th 2017 (06.05.2017)

5th May 1941: Ethiopia liberated from Italy – Full Liberation Speech from H.I.M. Haile Selassie!

No human lips can express the gratitude which I feel to the merciful God who has enabled me to stand in your midst on this day, of which the angels in heaven and creatures on earth could neither have thought of nor known about. Before everything else, I want to tell you and to make you understand that this … is a day on which a fresh chapter of history of the New Ethiopia begins. In this new era, new work is commencing, which is the duty of all of us to perform.

As We remember the affliction which befell Ethiopia, which had preserved her independence for many thousand years, was attacked in 1888 E.C. (1895-6) by Italy, which had harbored aggressive designs against her for many years and intended to destroy her freedom, her brave sons fought at Adwa and she retained her independence. The Treaty of Wuchale was not the only cause of the battle that was fought at Adwa. It was only a pretext for the ongoing aim that Italy had of ruling Ethiopia. Although the Great European War interrupted her plans for a time, notwithstanding her outward pretensions of friendship, Italy made preparations to invade Ethiopia. Since her defeat at Adwa, she had been irate that justice prevailed against her.

When Italy began to wage a war of aggression against Ethiopia, although We knew We were not so well armed as she was, We countered with what strength We could muster, because it was Our duty to resist an enemy that had come to seize Our country. But as it was apparent that she was bent on exterminating Our people with poison gas, the use of which was prohibited by international law, We went to appeal to the League of Nations and claim justice. As it was feared that the hostility started by Italy might spread all over the world, and as it was a period when all those who were charged with the responsibility of government were trying to save the world for the catastrophe which has since befallen it, the [leaders] worked to bring about understanding in the world to prevent the spread of the conflagration. At the time our true friend, Great Britain, received Us with sympathy. I remained there working, but in spirit was constantly with my countrymen, whose blood was pointlessly and ruthlessly shed at the hands of the Italians; with the monasteries and churches that were being burned down; with those forced to take refuge in foreign lands; and with those suffering and being afflicted in the wilderness, in the caves and in the forests of their native land.

How many are the young men, the priests and monks whom the Italians pitilessly massacred during these years? You know that in Addis Abeba alone many thousands perished during the three days following St Michael’s day on Yekatit 12, 1929 [Feb. 19, 1937]. The blood and bones of those who were killed with spades and pickaxes, of those who were split with axes and hammered to death, pierced with bayonets, clubbed and stoned, of those who were burned alive in their homes with their little children, of those who perished of hunger and thirst in prison, have been crying for justice. Everybody knows that this act of barbarism and cruelty was not perpetrated in Addis Abeba alone, but [also] in the provinces of Ethiopia. There is hardly anyone who has not been caught and beaten, kicked, humiliated and imprisoned.

Now We shall pass on to the new history that is before Us. five years ago on this day the fascist forces entered Our capital city. Then Mussolini announced to the world that he had established a Roman Empire in Our country, Ethiopia. He believed that the land he declared conquered would forever be in his hands. The gallantry of the Ethiopia people is recorded in history. But as We had no ports through which to import armaments necessary for people, we were unable to obtain them. Fifty-two nations condemned Mussolini for his actions. But he boasted of his violent deeds and took no heed of their condemnation. The past five years have been years of darkness for you, my people. But you never lost hope, and in the Ethiopian hills you gradually grew [strong]. The enemy never ventured to come near the mountains on which you were, because, enduring every hardship and affliction, you, the warriors of Ethiopia, safeguarded your freedom during the past five years. But in spite of the fact that he could not conquer the country, he spent many thousands of millions of lire, saying that he was civilizing what he could hold. He spent all that money not because he desired to improve the conditions of the oppressed Ethiopian people or to mitigate the injustice he had done. It was because he wanted to plant a fascist colony in Our sacred land of Ethiopia and to impose on her the rule of oppression which he had planned. He tried to exterminate the Ethiopian race and did not even entertain the idea of giving her the administration of either a mandate or a protectorate, which, in any case, would have been considered a heavy yoke for Our people. But all the money that could be counted by the thousands of millions and all the prepared armaments served a purpose which Mussolini never intended. At the time when Italy revealed her intentions of entering the war in order to be able to snatch from a defeated France as much as she could, the number of soldiers, the amount of money and the armaments she had sent to Ethiopia were enormous. The regular troops she deployed were not less that 250 000, she also had amassed provisions to last many years in case she was encircled. Trusting in, and bragging of , the invincibility of this military force, the fascist government proceeded with implanting dictatorial rule in Our country. But something happened which the fascist government did not take into account–the fighting morale, essential in modern war, demonstrated by you.

You were able to destroy the enemy who were superior to you in numbers and equipment, because you are a people of bravery and mercy and because you cooperated and knew the strategy of war. The British troops, who were fighting for human rights on other fronts…needed time to get ready to come to the assistance of Ethiopia. and free her. But you, warriors of Ethiopia, harassed the enemy by cutting his communications [and] by restricting him to his fortifications. In spite of the great numbers of troops in which he put his trust, he realized that the Ethiopian people from one end [of the country] to the other hated him and his rule. He understood also that it was impossible for him to live in such a country and in the midst of such a people. Even by using poison gas and bombs and by [committing] atrocities. he could no longer hope to enjoy overlordship in a country where he was terrible undermined. He realized that the soldiers who surrounded him were adversaries more powerful than he was. He spent his daring and money to meet his adversaries. Then he looked around, if perchance he could find somewhere where he could take shelter in Ethiopia, but he could not find even one place.

When the time came, Our great ally, the British Government prepared to launch a proper attack against Our enemy. As soon as I knew this, I left for the distant land of the Sudan, which borders us the west, and entered central Gojam. In Gojam Our enemy had strong fortified positions, powerful troops, airplanes, and artillery. On comparing the number of Our soldiers with those of the enemy, We found that We had one soldier for every 20 of his. Moreover, We had no artillery or aircraft at Our disposal. The fact that I was found in the midst of my warriors at once attracted many thousands of men. And the fear and anxiety of Our enemy increased. While my soldiers were harassing and cutting off the enemy’s communications and , after having driven his troops across the Abay river, were pursuing them towards Shewa and Begemdir, I heard the good news that British Imperial troops had, with incomparable speed, retaken Our capital city and were pushing towards Dese in the north and Jima in the south. In the same way, the troops who started from the Sudan destroyed the fortress at Keren with brilliant force and utterly defeated the enemy. And as the time came for my return to my capital, I mustered my soldiers who were scattered in every direction in pursuit of the enemy… I am exceedingly happy that I have been able to arrive here at the head of my soldiers, the enemy who was found on my path having been defeated, and to break the power of the common foe. I am deeply thankful to Almighty God that I stand today in your midst in my Palace, from which the fascist government has fled.

People of my country, Ethiopia!

Today is a day in which Ethiopia is stretching her hands to God in joy and thanksgiving and revealing her happiness to her children.

This day , on which the people of Ethiopia are freed from the oppressive foreign yoke and eternal servitude and on which I am enabled to rejoin my people, whom I love and have yearned for, will be honored as a holiday to be commemorated annually as a Great Ethiopian Anniversary. On this day we shall remember those heroic warriors who, determined not to surrender the great charge passed on to them by their fathers, became martyrs, shedding their blood and breaking their bones for the freedom of the land they loved and for the honor of the Emperor and their flag. Their heroic deeds will remain recorded in Ethiopian history.

The tribulations and afflictions, which befell us during the past five years and which cannot be recounted and enumerated in detail, will be a great lesson to us all and, with industry, unity, cooperation and love engraved in your hearts, will be a great incentive to your to be my helpers in the construction of the Ethiopia which I have in mind. In the New Ethiopia I want you to be a people undivided and endowed with freedom and equality before the law.

You will have to join me in my efforts for the prosperity of the country, for the riches of the people, for the development of agriculture, commerce, education, learning, for the protection of the life and resources of Our people, and for the perfection, on modern lines, of the country’s administration.

It is my firm wish and purpose to merit the blessing with which God in His mercy has visited on Us, first, by showing Our gratitude to Our allies, the British, by the release of the Imperial troops to fight the common enemy on other fronts, and by supplying them with troops whenever they may be needed; secondly, to do work beneficial to the people and the country by establishing in Our Ethiopia a government which will protect Our nation and make it respectable by guaranteeing the liberty of the people and freedom of conscience.

What I would finally announce to you, my people, is that today is a day of rejoicing for us all. Today is the day on which we defeated our enemy. We shall see that our enemies are disarmed and sent out the same way they came. As St George who killed the dragon is the Patron Saint of our army as well as of our allies, let us unite with our allies in everlasting friendship and amity in order to be able to stand against the godless and cruel dragon which has newly risen and which is oppressing mankind. I charge you to consider [our allies] as brothers and friends [and] show them kindness and consideration.”

European Council (Art. 50) guidelines for Brexit negotiations (29.04.2017)

Brexit implications on the UK legislation concerning sanctions!

Her Majesty Treasury and Her Majesty Government, the Tories and their White paper on legislation concerning sanctions are interesting read, as you can see how combined the laws and the execution of the framework have been with the European Union, as well as the legality connected with the United Nations Security Council. This proves how laws and combined efforts have been the norm in Europe of late. That the United Kingdom government have complied and worked directly with Brussels and New York, to establish the information and the legal assistance to sanction state, businesses and individuals crossing into the United Kingdom.

Therefore, this White Paper from the HM Treasury says certain aspects the government have to work upon and how the kingdom have to make new laws to fix the issues. These issues has to be handled as the Brexit will certainly impact the legislation on sanctions and how the UK going to handle it. The words of the report is telling and expel the facts in a deep way, secondly the report also colorfully extend the needed for different sort of laws; that is both open-government and also making sure data get kept secret. This shows how much work the UK government have with rewriting and reforging their own legislation with the leaving of the EU. That cannot be worked out with a few phrases, but has to be build on a which paradigm and what precedence the Tories government seem fit. Just take a look!

This consultation is about the legal powers we need to maintain sanctions as a viable instrument of foreign policy. It is not about the policy goals themselves or how we will align UK sanctions in future with those imposed by the EU or other international partners. However we recognise that sanctions require broad application to be effective and we will continue to work closely with allies and partners to this end” (HM Government, P: 5, 2017).

The legislation will need to be in place before we leave the EU to ensure that we can preserve current UK sanctions policy, although entry into force will be timed to coincide with the date of our actual withdrawal. While the UK is a member of the EU we will continue to exercise all the rights and obligations of membership including with respect to the Common Foreign and Security Policy” (HM Government, P: 8, 2017).

Those subject to UK sanctions will be able to challenge their listing by requesting an internal review, where this is consistent with our obligations under UN Security Council Resolutions (UNSCRs). The sanctions will remain in place while the challenge or request is being considered” (HM Government, P: 21, 2017).

The Government will always seek to sanction an individual or entity on the basis of open-source evidence which can be disclosed to the listed person in the event of a legal challenge. However, in certain cases the Government may wish to rely on sensitive material, the disclosure of which would be damaging to national security, international relations or another public interest. In order to protect the sensitive material from disclosure but make it available to the presiding judge, a closed material procedure should be available” (HM Government, P: 22, 2017).

Asset-freezing regimes will contain grounds for permitting otherwise prohibited activity to authorise the release or making available of certain frozen funds or economic resources to pay for:

a) the essential needs of natural or legal persons, entities or bodies b) reasonable and necessary professional fees and reimbursement of incurred expenses associated with the provision of legal services c) the fees or service charges for routine holding or maintenance of frozen funds or economic resources and d) extraordinary situations or expenses. Any new sanctions legislation would provide the Government power to obtain and share information relating to sanctions. The Government’s ability to share information will extend to Government bodies, agencies, regulators, businesses, operational partners, other public bodies and international partners. It will be similar to the ability to obtain, use, and share information under current EU legislation and will be consistent with, and subject to the safeguards in, the existing UK and international provisions regarding the sharing of information” (HM Government, P: 36, 2017).

These laws that they have to fix and make are substantial if the United Kingdom still wants to comply with the United Nations Security Council, as well as if they wish to have good functioning body with the rest of the European Union. Even though the legality and the dominion will be all United Kingdom and their sovereign powers as a state, they still need to be in coherent with the rest of the world.

This shows that the powers of the Tories and the questions left behind and the unknown hurdles of the current leadership. As this is just one sort of legislation that has to be fixed in due time and with the process of both houses. That the importance of the sovereign state make sure that their laws are complied, that their statutes can be used and that the sanctions can be put on actors that breaches the codes of the United Kingdom. Certainly, the Tories Government and Brexiteers didn’t think of the issues complied with the legality of sanctions. Peace.
