Press Release: United States Contributes US$9 Million To WFP To Support Refugees In Uganda (06.10.2015)

KAMPALA – The United Nations World Food Programme (WFP) today welcomed a contribution of US$9 million from the United States Agency for International Development (USAID) to provide food assistance for more than 320,000 refugees living in Uganda.

“This generous contribution has arrived just in time, as a funding shortfall was threatening to force WFP to reduce rations for refugees, including the new South Sudanese arrivals,” said acting Country Director Michael Dunford. “Those cuts will not be necessary now, and we are extremely grateful to USAID for its lifesaving support for people fleeing conflict in neighbouring countries and seeking refuge in Uganda.”

Dunford said WFP will use the funding, received through USAID’s Office of Food for Peace, to purchase more than 13,000 metric tons of cereals and beans within Uganda for more than 300,000 refugees.

The support will also allow WFP to provide cash to 20,000 refugees in areas where markets are able to meet the demand. As well as meeting the immediate food needs of refugees, cash assistance has the added benefit of allowing some flexibility for the refugees to buy nutritious foods that may not be part of WFP’s food basket and to manage their household food resources themselves.

This contribution brings USAID’s 2015 WFP support to refugees in Uganda and extremely vulnerable populations in Karamoja to an estimated US$26 million.

Uganda currently hosts more than 490,000 refugees, mostly from the Democratic Republic of Congo (DRC), South Sudan and Burundi. Roughly two-thirds of the refugees in Uganda depend on WFP to meet their basic food needs.

WFP’s assistance for refugees is closely coordinated with the Government of Uganda through the Office of the Prime Minister, the United Nations High Commissioner for Refugees (UNHCR) and NGOs.

At UN Summit for the Adoption of the Post-2015 Development Agenda

Your Excellencies Heads of State and Government,
Your Excellency Lars Løkke Rasmussen, Prime Minister of Denmark and co-chair of the Summit,
Mr. Secretary-General,
President of the General Assembly,
Honourable Ministers,
Distinguished participants,
Ladies and Gentlemen,

I am pleased to co-chair this important Summit as we gather as a community of nations to adopt a new development agenda that will guide our development efforts for the next 15 years.

This historic Summit is the culmination of months of tireless efforts and unprecedented commitment by Member States and stakeholders to formulate a universal, inclusive and transformative development agenda.

I would like to pay tribute to H.E. Sam Kutesa for his leadership and accomplishments as President of the 69th Session of the General Assembly and thank all of you for supporting Uganda in that responsibility.
I also congratulate and convey appreciation to the President of the 70th Session, H.E. Mogens Lykketoft and the Secretary-General, H.E. Ban Ki-moon for their leadership.
Today heralds the dawn of a new era in our collective efforts towards eradicating poverty, improving livelihoods of people everywhere, transforming economies and protecting our planet.

Together, we are sending a powerful message to people in every village, every city and every nation worldwide ─ that we are committed to taking bold steps to change their lives, for the better.

The 2030 Agenda for Sustainable Development, which we will adopt today, is ambitious in its scope and breadth. In the 17 Sustainable Development Goals (SDGs), the social, economic and environmental dimensions of sustainable development are addressed in an integrated way. The agenda also carries forward the unfinished business of the Millennium Development Goals (MDGs).

Over the last fifteen years, we have attained significant achievements through implementing the MDGs. Globally, more than one billion people have been lifted from extreme poverty and improvements have been made in access to education, health, water and sanitation, advancing gender equality and women’s empowerment.

In Uganda, we have been able to reduce the percentage of people living in extreme poverty from 56% in 2000 to 19% currently. We have also attained universal primary education, promoted gender equality and empowerment of women and continue to reduce child and maternal mortality. From our experience, it has been clear that to sustainably achieve the MDGs we must have socio-economic transformation.

It is, therefore, refreshing that in the successor framework, the SDGs, key drivers of economic growth, have been duly prioritized. These include infrastructure development especially energy, transport and ICT; industrialization and value-addition; human resource development; improving market access and greater participation of the private sector.

While the SDGs will be universally applicable, we also recognize national circumstances, different levels of development and the needs of countries in special situations, particularly the Least Developed Countries (LDCs), Landlocked Developing Countries (LLDCs), Small Island Developing States (SIDS) and African countries.

Taking urgent action to combat climate change and its severe impacts is also prioritised in the new agenda. We should redouble efforts towards reaching an ambitious legally-binding agreement on climate change in Paris in December that promotes the achievement of sustainable development, while protecting the planet.

The new agenda also rightly underscores the important linkages between development, peace and security and human rights. We have to intensify efforts to combat transnational crime, terrorism and the rise of radicalization and violent extremism around the world.

We should reject pseudo ─ ideologies that manipulate identity (by promoting sectarianism of religion and communities) and eclipse the legitimate interests of peoples through investment and trade. Where identity issues are legitimate, they should be expeditiously handled.

Excellencies,

We should all be proud of what has been accomplished so far as we usher in this new development agenda. However, the critical next step will be to ensure its successful implementation on the ground.

In this context, integrating the SDGs into our respective national and regional development plans, mobilizing adequate financial resources, technology development and transfer as well as capacity building will be critical.

We have to ensure full implementation of the comprehensive framework for financing sustainable development, which we adopted in the Addis Ababa Action Agenda to support achievement of the goals and targets of Agenda 2030.
One of the major challenges many developing countries continue to face is accessing affordable long-term financing for critical infrastructure projects.

In this regard, it will be vital to promptly establish and operationalize the proposed new forum to bridge the infrastructure gap and complement existing initiatives and multilateral mechanisms to facilitate access to long-term financing at concessional and affordable rates.

The efforts of developing countries to improve domestic resource mobilization, boost economic growth and address major challenges such as unemployment should be supported by development partners as well as international financial institutions and regional development banks. We also need to do more to promote Micro, Small and Medium Enterprises (MSMEs), support entrepreneurship especially for women and youth and enhance the contribution of the private sector and other stakeholders to sustainable development. Through prioritization, the Least Developed Countries (LDCs) themselves can also contribute to their own infrastructure development.

In order to build effective, inclusive and accountable institutions at all levels, we have to ensure that the voices of developing countries and regions are heard and that they are treated as equal partners in multilateral decision-making. At the international level, we need urgent reform of the United Nations ─ particularly the Security Council ─ and other multilateral institutions to reflect the current geo-political realities.

We need a renewed global partnership for development in which all the commitments made, including on Overseas Development Assistance (ODA), trade and investment are fulfilled.

While the Agenda represents the collective aspirations of all peoples, its success will hinge on its ability to reduce inequalities and improve the lives of the most vulnerable among us, including women, children, the elderly and persons with disabilities.

After months of intense negotiations and steadfast commitment, we have before us an Agenda that represents our best opportunity to transform our world.

We have heard the voices of people spanning the globe; from eager children asking for access to a quality education to young women seeking better maternal health; from rural villagers whose farmlands have been ravaged by droughts to the coastal fishermen on Small Island States who fear their entire existence will soon be swallowed up by rising sea levels.

We continue to witness the influx of refugees and migrants into Europe from Africa and the Middle East, which is partly caused by conflict and lack of economic opportunities.

These voices may speak many language and dialects, but in the end their message is the same ─ please help us to live happier, more prosperous lives, while also protecting the planet for our children and grandchildren.

After adoption of this Agenda, it is incumbent upon us all to take the development aspirations laid out in this document and turn them into reality on the ground; for our people, our communities and our nations. This agenda will create global prosperity different from the past arrangements of prosperity for some through parasitism and misery and under-development for others.

The following Security Council press statement was issued today by Council President Vitaly I. Churkin (Russian Federation):

The members of the Security Council took note of the appointment on 17 September, of Mr. Carlos Correia, first Vice-President of the African Party for the Independence of Guinea and Cape Verde, the majority political party in the National Assembly, as Prime Minister of Guinea-Bissau.  The members of the Security Council emphasized this as an important step towards bringing an end to the political crisis that has prevailed in the country since mid-August.  The members of the Security Council stressed the importance of the appointment of a new Government as soon as possible, and in full respect with constitutional procedures.

The members of the Security Council commended the respect for the Constitution and the rule of law demonstrated by the Bissau-Guinean actors, including the non-interference of the security forces in the political situation in the country and the restraint shown in this regard.  The members of the Security Council further commended the peaceful way Guinea-Bissau’s population is following the political situation in the country.

The members of the Security Council again recalled resolution 2203 (2015) and stressed the importance of national reconciliation, inclusive dialogue and good governance.  In this regard, they urged the Bissau-Guinean actors to uphold and proceed with continuous and constructive dialogue, within the established constitutional parameters and with respect for the separation of powers, in order to strengthen democratic governance and work towards consensus on key political issues, particularly with regards to the implementation of the necessary urgent reforms.

The members of the Security Council recalled the Council’s commitment to support the authorities of Guinea-Bissau and noted that the pledges made at the March Brussels International Donor Conference required a stable political environment in order to most effectively materialize.  The members of the Security Council further noted that courageous and inclusive political steps should be taken to help realize these pledged commitments, in the best interests of all Bissau-Guineans.

The members of the Security Council commended the coordinated approach and common messaging from regional and international actors, including the Economic Community of West African States (ECOWAS), the African Union, the United Nations, the Community of Portuguese-Speaking Countries and the European Union throughout this period.  They further highlighted the efforts of Presidents Macky Sall of Senegal, Alpha Condé of the Republic of Guinea, and Olusegun Obasanjo, Special Envoy of President Muhammadu Buhari of Nigeria, to facilitate dialogue in Guinea-Bissau.

The members of the Security Council also welcomed the decision taken by the Extraordinary Session of ECOWAS Authority of Heads of State and Governments held in Dakar on 12 September 2015, to extend the ECOWAS Security Mission in Guinea-Bissau’s mandate until June 2016 and recalled the provisions of resolution 2203 (2015) in this regard.  In this respect, they commended the decision of the European Union to provide financial support to this Mission.

The members of the Security Council reiterated their full support for the key role and active engagement of Miguel Trovoada, the Special Representative of the Secretary-General and Head of the United Nations Integrated Peacebuilding Office in Guinea-Bissau (UNIOGBIS), including his good offices and close coordination with the international community.

It’s been a day with heavy deployment in Burkina Faso. The recent activities are still under way and the reports from the ground and they will continue to come. The Coup d’etat which is happening as we speak is strange especially thinking about the recent process that the nation has been under in recent months. That the military has all of a sudden carried out! The releases that are released are from certain big organization, multilateral organization and bigger nations that have a say in the world.

African Union statement:

“The Chairperson of the Commission of the African Union (AU), Dr. Nkosazana Dlamini-Zuma, continues to follow with deep concern the situation in Burkina Faso following the abduction yesterday, in Ouagadougou, of the President of Faso, Michel Kafando, Prime Minister Yacouba Isaac Zida and some members of his Government, by elements of the

Régiment de sécurité présidentielle (RSP), as well as today’s announcement of the appointment of “new authorities” (…)”She welcomes the unanimous condemnation by the international community of these acts, which constitute a serious threat to peace, stability and security in Burkina Faso, the region and the rest of the continent. She calls on all the AU Member States and the international community as a whole to ensure that this attempt to undermine the Transition is defeated. The AU considers the announcement by the military of the “dismissal” of President Michel Kafando and the attempt of substituting him with “new authorities” as null and void” (…)”The Chairperson of the Commission reiterates the imperative for the defense and security forces to operate under the control of the political authorities. She stresses that the repeated destabilization attempts by elements of the RSP since the beginning of the Transition highlight the need for security sector reform in Burkina Faso, as part of the efforts to deepen democracy and strengthen the rule of law in this country” (African Union, 2015).

Amnesty:

“The situation in Burkina Faso is deeply worrying. The interim president and all those detained must be immediately freed and their physical integrity protected,” said Gaetan Mootoo, Amnesty International’s West Africa Researcher” (…)“The security forces must respect the right of the population to protest peacefully, and take action to avoid any more deaths or injuries,” (…)”The coup d’état comes just two days after the National Reconciliation and Reforms Commission recommended that the RSP be disbanded following accusations that its guards opened fire on unarmed protesters during last year’s anti-government protests” (Amnesty, 2015).

Freedom House:

“The Presidential Guard’s decision to detain key members of the transitional government weeks before the election is a direct threat to Burkina Faso’s transitional process,” said Vukasin Petrovic, director of Africa programs. “It is imperative these officials be released and citizens of Burkina Faso be given the opportunity to peacefully vote for their new government” (Freedom House, 2015).

South Africa;

“South Africa strongly condemns any attempt to seize power through extra-constitutional means or the resolution of political disagreements through the use of force. This incident is a serious violation of Burkina Faso’s Constitution and the country’s Transitional Charter. South Africa calls for the immediate release of Interim President Kafando, Prime Minister Zida and other leaders, and appeals to the people and all political leaders in the country to refrain from any violent activities that may further undermine peace, security and stability in the country. We urge all involved, including Burkina Faso’s security forces, to adhere to non-violence, and to debate issues in a peaceful and inclusive manner” (RSA, 2015).

United Nation:

“The United Nations stands firmly behind the transitional authorities and President Kafando.  The Secretary-General notes the strong support of the people of Burkina Faso for a peaceful transition and urges compliance with the transitional calendar, including the upcoming elections.”(United Nation, 2015).

U.S. Statement:

“The United States strongly condemns any attempt to seize power through extra-constitutional means or resolve internal political disagreements using force” (Kirby, 2015).

On a total different note:

“today confirms that operations at its Mana Mine in Burkina Faso have not been interrupted by the coup d’état that erupted yesterday in the Ouagadougou area” (…)”The Mana Mine is located 270 kilometers southwest and a five-hour road trip from the capital of Ouagadougou. We are closely monitoring the situation with our partners to ensure the continued safety and security of SEMAFO employees” (La Valliere, 2015).

Afterthough:

Hope this was some insights and hope when it has transgressed over the recent day. I have nearly ever read that governments and human rights organizations have been positive to a coup d’etat in any country. So that they are telling and condemning of the actions of the military should been seen as reasonable in any sense. The process of the matter and the reactions is normal. I and other just pray that this lead to security and safety for the public. The Burkinabe should get political and economic freedoms that they deserve, because there to many coup d’etat’s in the country. If they get this by yet another coup d’etat we cannot be sure of. That this will generate wealth or generate any kind of stabile government is not certain. Especially when they jail the ones that we’re leading the transitional government that was in place for the moment and time. And the outcome of this will lead to outrage and issues between the public and the new military government. The issues between the Burkina Faso and the outside world will also be in jeopardy and the legitimacy of the government would be hard task. Reasons for the coup and knowledge will be dropped later and the stories behind will surface. For now we will hope and pray that this will lead to something good. Though it’s hard to know since the ones grabbing guns and taking it by force isn’t often a way to a healthy democracy or peoples republics. The last one who stepped aside and made a difference this way was Ghana’s Jerry Rawlings. But he is a rarity in this world. Peace.

Press Statement of the Peace and Security Council of the African Union (AU), at its 537th meeting on Kenya’s efforts in fighting al-Shabaab and its plan of relocating the Dabaab Refugee Camp (31.08.2015)

The Peace and Security Council of the African Union (AU), at its 537th meeting held on 24 August 2015, was briefed by Ambassador Monica Juma, Principal Secretary in the Ministry of Interior and Coordination of National Government of the Republic of Kenya, on Kenya’s efforts in fighting al-Shabaab and its plan of relocating the Dabaab Refugee Camp.

Council reiterated its deep concern at the growing threat of terrorism and violent extremism and the resulting impact on peace and security on the continent. Council expressed the AU’s condemnation of all acts of terrorism by whomever, wherever and for whatever purposes. Council stressed the imperative for continued and enhanced efforts to combat this scourge, on the basis of the relevant African and international instruments and its own decisions, notably communiqué PSC/AHG/COMM.(CDLV), adopted at its 455th meeting held in Nairobi, on 2 September 2014. Council underlined the need, in fighting terrorism, for a comprehensive approach and to uphold the highest standards in terms of human rights and international humanitarian law, bearing in mind the relevant provisions of the AU 2004 Protocol to the 1999 Convention on the Prevention and Combating of Terrorism.

Council condemned, in the strongest terms, the cowardly and heinous terrorist attacks committed by al-Shabaab in Kenya, resulting in large numbers of deaths and serious injuries, causing massive destruction of property and disrupting the daily life of ordinary Kenyans. Council expressed the AU’s full solidarity with the Government and people of Kenya and its condolences to the families of the dead, and wished speedy recovery to the injured. Council reiterated its support to the Government of Kenya in its efforts to combat the al-Shabaab terrorist group. Council also reiterated its appreciation to Kenya for its contribution to the AU Mission in Somalia (AMISOM) and the sacrifices made in this respect.

Council expressed its appreciation to the Government and people of Kenya for hosting large numbers of refugees at the Dabaab camp, since its establishment in 1990.

Council took note of the planned relocation of the Dabaab refugee camp, as part of the Kenyan Government overall efforts to prevent attacks by the al-Shabaab terrorist group. Council agreed to undertake further consultations on this issue with all concerned stakeholders, with a view to contributing to the search for a sustainable solution that would take into account Kenya’s overall national security concerns, whilst respecting relevant international and African instruments, including the 1951 United Nations (UN) Convention Relating to the Status of Refugees and the 1967 UN Protocol Relating to the Status of Refugees, as well as the Organization of Africa Unity (OAU) Convention Governing the Specific Aspects of Refugee Problems in Africa. Council requested the Commission to submit to it a report on the issue, with recommendations on the way forward, by early October 2015.
