Opinion: Kenyatta is right, Kenya has potential, but not under his rule!

Uhuru Kenyatta dropped his sort of Ted Talks video-clip on the platform of Daily Nation Newspaper on Saturday, the 7th September 2019. It was supposed to be a motivation speech on how the republic can progress and become a powerhouse like China and Singapore.

Surely, every state and every nation can at one point go into the supreme, get into a higher grander economic and financial stability. That is if the elites, the citizens and the public really wants to strive for that. Alas, at this point, the dynasties doesn’t want that or work for that.

Kenyatta and the Building Bridges Initiative doesn’t do that. If it did, it would have made a difference and put a few more brothers on the pedestal since the handshake in question. However, there is none and for a reason.

The cartels, the elites and the landowners are not interested in big financial development, neither is the state itself; the ones governing is more preoccupied with eating and being spoilt. Than thinking of or even caring about delivering anything substantial to the plate.

Kenyatta in the video sounded like a visitor, someone who popped by Nairobi on his way to Cape Town. Someone who just saw something unique and fresh, thinking this place has options and markets that can be developed, but his been in charge for one term already and in his second year of his second term. He should sound differently, than a NGO or Bilateral Financial Institution. Because that is what he did.

The President was not showing his finesse nor his knowledge. Neither showing signs of progression or hope in his message. More mediocre PR stunt to salvage some grace for September. Not thinking of the implications of his governing or his ways of running things. Surely, the Eurobonds, the scandals and the grand corruption continue to persist. Still, he will say that Kenya can become the next Singapore.

Even if we know that is not true at this junction, because the Political Actors, the ones running the show hasn’t an interest or an care to function that way. That means they cannot eat and that they have to deliver proper public services on the taxpayers money. Not go on big entourage trips eating and living lavish, being at conferences speaking like living legends and then later complain that some ministry is diminishing.

Well, that is why Kenyatta should relax, we know his game, we know the Big-4 and the BBI. We know and he can lie, but we will not eat it. We know that the stakes are high and the concern of the leadership is to find ways to eat. As long as that is key memo, than the development and the changes of society comes second. They are using office for selfish reasons and not for the public.

That is why the Jubilee, the Kenyatta administration will not succeed. In addition, it starts from the top, as his own interests come before the Republic. If not, why is the milk and other businesses thriving, while the state is evaporating.

Well, that is because the leadership is eating, without considering what happens when the kitchen is empty, and there no budget for buying more stock. Peace.

Another look into the BBI!

The BBI is therefore a mockery, a waste of time, a waste of resources and a rubber stamping exercise” (Orengo P: 24, 2019).

Again, there is a new light put on the handshake and the Building Bridge Initiative (BBI), which has no been investigated. I have taken out a part quotes of the September Report from the Uwazi Consortium. This is really showing the truth of the partnership, agreement and the supposed institution of the BBI.

This is really showing that the Jubilee and Orange Democratic Movement (ODM) or the Kenyatta and Odinga working together with this one. What is really striking is that BBI is built on a lie. Since, there is no structure or place where the BBI resides. There is neither a budget nor public documentation, other than the flimsy agreements between the parties. This shows that its a sideshow and not a real government portfolio.

Key quotes from the Report:

The BBI task force has no known physical addresses for its offices. While sources indicated that its secretariat has offices at the Kenyatta International Convention Center (KICC) buildings, enquiries made at the reception of the same buildings did not confirm this. Nor does the task force have a website, postal address, telephone number(s) or email address(s). In the modern world, a website is perhaps more important than a physical address. As such, if an organization has no website, it is almost as if it does not exist” (Orengo P: 19, 2019).

First, if the State is the one underwriting operations of BBI, it is important for the operational budget of this institution to be made public to give opportunity for relevant oversight institutions to test the budget performance of the Initiative against the constitutional principles of fiscal responsibility. Second, and more significant, the BBI is anticipated to make wide-ranging reform recommendations that bear on the governance structure of the country including the electoral management system and a the structure of the executive. These recommendations touch on the core of Kenya’s statehood and sovereignty and will only be effected by way of a referendum” (Orengo P: 23, 2019).

When you see what the Report says. It is really a mirage of an organization. The BBI is big-words, but no signs of existence. It is a paper-tiger. There is no proof of the jurisdiction, budget or anything profound. Certainly, this shows what Odinga and Kenyatta have built with this. They are building a insignificant house on sand and we can just await a storm. Than the non-existent building will be destroyed.

That is why the Technical Committee proposals is really big-big, but possible significant changes if their implemented. Which is both concerning the election petitions and the arrangement of the Executive.

Important BBI Technical Committee Proposals:

Limit election petitions to one petition and one appeal(save for presidential election which ends at petition at SCoK), e.g. county/regional assembly: petition at High Court and one appeal at High court; others: petition at High Court and appeal at the CoA)” (BBI, 2019).

Constitution

– Restructure the Executive to re-introduce a parliamentary system

A president elected by a college of legislatures

Functions of the President as defined in the Annexure

A Prime minister and cabinet appointed as per annexure.

Public service commensurate with the above proposals

– Provide for establishment of a national and regional electoral commissions, whose members are nominated by political parties” (BBI, 2019).

As we see, the organization is built on shady ground. Therefore, it is hard to feel the possible touches of BBI. As it is a mirage of the leaders in the Republic. They are not even showing the proof of its existence, unless your downloading the paperwork of the Technical Committee, the appointments and the agreements between Kenyatta and Odinga.

That is why, it is only the headlines, the comments made in the media. Alas, the organization wants to make adjustment for the republic, but per documentation. It doesn’t even exist. The BBI should show proof of where it reside, if it has a budget or even is just mockery of a handshake, which has created peace between to parties. However, there is no other proof of what it does or where it be.

That means, the Technical Committee of BBI could suddenly appear from wherever, the same can the minutes, the conferences or the planned reforms. Since, there is no natural existence.

The BBI should prove its place, because now its hard to believe anything it does. Another Ghost-Operation, I suppose. Peace.

Opinion: Judiciary is reaffirming what we already knew about the Building Bridges Initiative!

Despite submitting themselves to the process, the country’s top judges called the bluff of Building Bridges Initiative (BBI), almost falling short of accusing them of purporting to reinvent the wheel” (…) “Unless BBI addresses itself with honesty, candour and courage to the question of why these existing institutions and initiatives are sub-optimal in their outcomes, then it is report will merely join the already existing large body of work to be ignored, undermined or poorly implemented,” the judges say” (Nzau Musau – ‘How Judiciary called the Building Bridges Initiative team’s bluff ‘ 01.09.2019, Standard Media).

The Building Bridges Initiative is a fashionable way of making dialogue between two parties, the ODM leader Raila Odinga and President Uhuru Kenyatta after the Fresh Presidential Elections of 2017. However, the BBI has been a side-show and a stepping stone. It has not been refreshing idea or organization to reinstitute anything.

What the BBI has done is to dismantle and reconfigure the opposition in a way, where they are technically the opposition, but not really. Since the Opposition like Odinga is a half-way Prime Minister, but not as Super-CS Fred Matiang’i. Odinga has a sort of governmental role, but hasn’t at the same time.

While the President is buying time by letting associates and people connected to Odinga working together on a invisible projects, where the Odinga walking around and being supported. As the government doesn’t have a main opponent. On the other hand the state also get Stephen Kalonzo Musyoka too and hires him to fixed position in South Sudan. We can reassure that Moses Wetangula is acting as an opposition and also Musalia Mudavadi, because they have not gotten honourable roles by the Jubilee. If they had, they would have taken it to eat too.

Odinga sold the NASA and CORD as he got affiliated the President through the BBI. They are using the BBI as a shield. As much as they are using that has also been co-operating closely because of the famous handshake. They both started a team play, where they can play for the gallery, not really do much. Have a committee and technical team, but it will not reinvent or change anything. It is buying time … for the next elections in 2021.

The BBI is buying time for the ODM and Jubilee. Also, WDM in the mix. But the FORD-Kenya and ANC feels left behind. They are not on the spoils of the poorly coordinated BBI, which even the JSC is saying.

It is a smokescreen and a play for the facade. The BBI was made to ensure peace, but at the same buy time. Nothing else. You can make it fancy, but when its not delivering anything substantial other than giving people titles. It is really not something workable and functional unit.

This is not making better institutions, but only ensure jobs for the ones connected. Peace.

Uganda-Rwanda Tension Part VIII: A look into the Parliament Report on the closure of Uganda-Rwanda Border

On the 23rd August 2019, the Minister of State for East African Community Julius Wandera Maganda sent the report on the Closure of Uganda-Rwanda Border. This report has been made to update the EAC Committee. Still, the public deserves to get the numbers and the gist of the closure. What it really means in the hard numbers and with the cross-border trade.

Clearly, the closure has had an affect on both republics. As the Report states are that:

Following the closure of Cyanika, Katuna and Mirama Hills Border Posts on the 27th Feb 2019 by the Republic of Rwanda, as part of their mandate, the Ministry of East African Community (MEACA) has undertaken a number of steps as indicated below”.

There has been certainly new rules for entry between Uganda-Rwanda:

i. There is still free movement of persons (Ugandan Nationals and other Nationalities) to and from Rwanda save for the Rwandan citizens who are only allowed entry and no ex;.t from Rwanda.

ii. The only Rwandan nationals allowed exit from Rwanda from the borders above are the drivers on transit to Kenya and not to Uganda.

iii. It was also noted that the Ugandans who cross to Rwanda only go there mostly to attend Parties or Funerals, and not business as the environment for Ugandan goods and products is hostile.

iv. Whereas Ugandan nationals are allowed to enter Rwanda, it is unfortunate that Ugandan goods/products arc not allowed entry. These are rejected with no reasons given, no rejection notes/documents are provided. Many drivers have suffered the disappointment of being told to turn back to Uganda”

All of this has consequences. Just as the financial implications by this alone. The Ministry can show that in FY 2017/18 value the imports from Rwanda at 160,293,270,436 UGX and in FY 2018/19 it has gone down to 123,338,816,439 UGX. This is downfall of imports of 23.05 % from the last year.

The consequences for the export to Rwanda is also hit. In FY 2017/18 was 585,436,037,282 UGX and in FY 2018/19 is 426,884,832,406 UGX. This is a downfall of export in the amount of 27,08 %. from the last year.

The results of the closure of the border at Katuna has ensured that there was no trucks passing this pass, between March 2019 to the June 2019. When the trucks started to crossover again. Still in a fraction of what was done in the past. Before February 2019, the average inflow and outflow of trucks was above 3000. However, in the months of March to June 2019, there was less than 500 every month. Even ZERO in the months of April and May 2019. Before, the numbers has started to rise, but not more than 300 in June 2019. Surely, One-Tenth is a major change and has affect.

This has resulted in more traffic, within the inflow and outflow at the Mirama Hill. Until February 2019, there was usually about 300 passing in both directions. However after this it was around 2000 trucks passing through every month between March to June 2019. Which is showing that there are blocking of trucks and also the total numbers of trucks passing on both passes is less than 3000 in both directions. That is really hurting the cross-border trade between the Republic’s. It is easy to see.

The closure has had an affect and the new measures on both sides. Has hit the trading, but also general movement. That is visible and surely, would be nice to see what the Rwandan Parliament would write as a counter to the Ugandan side. To see if their have another explanation for this. Peace.

Opinion: Matiang’i must be an extraordinary CS!

By the new Presidential Order, the Executive Order of no. 6 of 2019 has now given more added tasks for Cabinet Secretary Fred Matiang’i, This is the second time this year, earlier in the year in about January 2019 he already got more to his portfolio, which meant he got in-charge of the National Development Implementation and also the Coordination of the Government Ministries.

Now on the 22nd August 2019, the same CS gotten even more to take care off in government. The faith put in the man is extraordinary. CS Matiangi in the newest presidential order is that his in-charge of the Co-ordinating Delivery of National Priorities and Flagship Programmes within the Presidents’ Delivery Unit and also National Cohesion & Values within the Directorate of National

Cohesion and Values.

This is not all, in addition, the CS and its ministry got also this:

II. REGISTRATION OF PERSONS & IMMIGRATION

II.I To foster the integration of the functions of Registration of Persons and the functions of Immigration, the State Department for Interior and the State Department for Immigration & Citizen Services are merged to establish the

STATE DEPARTMENT FOR INTERIOR & CITIZEN SERVICES.

II.II The State Department for Interior & Citizen Services shall be domiciled within the Ministry of Interior and Co-ordination of National Government” (Government of Kenya, 22.08.2019).

We all ready know that the CS is the special one, the one whose has the unique eye and handling of the business of President Kenyatta. Surely, to have him as an overseer, nearly a sort of Prime Minister and trusted CS. He has shown enough finesse for Kenyatta to have him to overlook the “Big Four” and also check upon the Building Bridges Initiative (BBI). Matiang’i must feel like an overlord.

That because Matiang’i get all this trust. He can impregnate daughters of church-leaders, initiate all out war on NASA during the Post-Elections in 2017 and show his loyalty ever since. Since, even if he failed as lecturer and also had big-scandals in office in the past. Still, his the sort of man that Kenyatta needs apparently.

Matiang’i must have some secret tricks or some methods to his trade. As the fate put into him is extraordinary. Even if there is not much to show for it. Unless, it is ordering extra public holidays and ordering people to leave the bars early for national census. Also, the loyalty towards the Huduma Namba and whatnot.

CS Matiang’i has done everything right in the eyes of Uhuru. If someone would be the golden-boy, the one to take up the mantle after Kenyatta. Seemingly, it must be him. Since, so much of the government work is put into his hands. Peace.
