President Museveni sanctions now all information on emergencies from the State House!

If you ever needed proof that the departments, ministries and institutions don’t have values in Uganda, than you need the newest revelation. President Yoweri Kaguta Museveni of the National Resistance Movement (NRM), who has run the nation for over three decades. This is proven with the Presidential Handshakes, the growing amounts of MP’s, Ministers and of newly created districts and sub-counties. That sort of government both state-wise and locally has grown out of proportions, this to make it possible to have enough cronies close by and hire them. The government has been built around President Museveni, still he has to control it even more. Take a look!

President Museveni has ordered ministries to stop declaring state of emergencies without his prior approval of their messages to the public. He accused government officials of using loose words which have ended up scaring away potential investors and tourists. President Museveni voiced his concerns in a letter he wrote to the Vice President and copied to all permanent secretaries of all ministries on January 20, this year” (Ahimbisibwe, 2017).

So the controlling behavior of President Museveni, now is to another level since he cannot even trust that the message spread by his ministers are sound enough. He is now controlling the releases of information and vouch for the ones spread from the NRM. The Government is so controlled by him, that it all has to pass by him. Because his rubber-stamp has now to be on the messages.

That the President needs clearance and cannot trust in his ministers, not the agencies or state institutions, proves the lack of transparency, as even the messages has to pass by him before the public gets to know. If it is first in emergencies, than it will on the Presidents desk and he will rewrite it, so that it fits his understanding of it. So if it needs to be addressed as enclave, a colonial relic or even if it is climate change, the President has to speak his peace.

That the Police Force, the Army or any of the ministers can address the matters first in public, to regain trust or even try to amend in the emergency that arrived. That the President shouldn’t have the capacity to control each and every single message the government spreads out. Surely, the President cannot have capacity to follow Hon. Frank Tumbewaze or Uganda Media Centre Chairman Ofwono Opondo’s remarks on the matters. As much as the President cannot have the time or the ability to understand the different events that occur in the Republic.

This here proves that President Museveni only trust himself and no-one else, all his vision has to be spread and people have to believe him. President Museveni wants to control it all and not give way, it is all him and his behavior. Not like Museveni wants to trust anyone. They are only around for Presidential Handshake’s and Brown Envelopes, that is because they follow his system. They know if they stay around and needs it, he will help them out and also create needed jobs for the closest associates.

President Museveni proves with this what we have known for long, that the institutions and the ministries is shell-organizations for the supposed operations of the state. Museveni has to be informed and engaged before actions happens. If it doesn’t happen that way, it is the wrong way and his feels betrayed by his own. Therefore, the ones that falls stopped informing and being independent of their master. Which is Museveni, who feels he is more important than the institutions. Museveni thinks he is the pillar of the State and the key to all the works of the State.

That is why the newest order of controlling information and the flow of information to the public, the enforcement of this proves the systematic control that he has from the Okello House. This proves how belittling the state is and how important the President thinks of himself. The way the State is now his playground and no-one else can play like he do. Peace.

My letter to Janet Museveni: “how thin-skinned are you?”

Dear Sir Janet Museveni!

It’s hard to write dear, when I know your greed together with husband has eaten of state coffers for over 31 years. How your husband has used weapons and laws to silence dissidents. That is why I have to write today, as Dr. Stella Nyanzi has triggered.

Today, the Makerere University again has suspended Dr. Stella Nyanzi after you supposedly honorable Minister of Education had forgiven her. Still, hours after your interview, she got axed at the University. She was questioning your husbands giant promises of maxi-pads to girls at schools, since the NRM and the current government cannot afford that.

The government that you represent both as First Lady and as the Ministry of Education. You have high and mighty told how to act and be, how the poor should live, because back-in-the-day, your family was poor. That was before your husband went on the warpath and dissolved all sorts of government in Uganda. But, hey! That is not important for you, since you have eaten of the plate of the government since 1986.

Your estates, farms and businesses has risen, your knowledge of transaction and how to play politics has grown. So you are now in the second Ministerial Position, not on merit, but because your husbands role as President. That isn’t a lie, it is a fact, even Professor. Venansius Baryamureeba would be better choice in a heartbeat. Though you wouldn’t like that assessment would you?

I am supposed to offer you a leaf of appreciation, but I cannot, when I see the regime you work in and the way your acting yourself. You profess yourself to the high and mighty, as even when you entered the Ministry of Education after the election. The First Lady needed all sorts of Police and Security Agents to make sure the dissidents left the building.

So when somebody, a commoner like Dr. Nyanzi writes against you and the NRM, a NRM that has never elected you and you have never had a Primary even to prove your worth. You are not an elected leader, you are selected not on merits, but on affiliation and wedded the President back-in-the-day.

That you are having selective acts towards the ones who parts of your clientele and the ones who is dissidents is proven when it comes to Dr. Nyanzi. She are not allowed to travel on educational travel to the Netherlands, she has been taken to CID on her comments about you and been detained before for her belief in the FDC, instead of the NRM. Therefore, she even got work in South Africa to get peace, but got back now recently. Than, she started where the Ministry of Education failed. Nyanzi started with traveling with “Pads for Girls Campaign”, that have delivered much more than the government who promised it did.

So that must hurt your pride as Minister of Education as a lecture and Dr. at Makerere can do better than the government at their own game. She could gather attention and also inspire people to questions the power to be, that means she questions you and your authority. As First Lady for 3 decades you assume that people respect you, but to honest! They don’t and the way you act, they never will.

Hon. Janet Museveni your years as First Lady and riches has blinded you, it has made you forget the problems of the commoner, and the commoners rather listen to voice of Dr. Nyanzi, than the decadent Minister, which happens to be you. You couldn’t expect that everyone just bow downs and kiss your rings because of your husband, did you?

Mrs. Museveni your husband and his regime is the trouble, as you are making way for the ill ways of the government. Ministry of Education are letting the public schools fall apart and closing private schools, which actually pays their teachers and their staff, also their buildings more intact than the public schools. The district and up-county schools lacks equipment and the teachers rather have small-farms to survive than on civil servants pay. So it is not like your ministry delivers anything else than amounts of ghost schools, ghost staff and illegal tenders.

So that Dr. Nyanzi address you and yours should be expected, that the University is suspending her, that the Police arrests her and that you disclaim her in interviews. Proves that there the classes of highness, which is you Mrs. Museveni and the lower class of Dr. Nyanzi who can easily get ridden off and also use force against.

So don’t speak of respect and honor next time, that you feel is insulted, says more about your lacking understanding of the problems created by the NRM and the lack of accountability and corrupts acts over the years. As the struggles for paying for fees, school-clothes and school-food, is a mystery to you and yours, since you eat of the Reserves from the Bank of Uganda. It is hard in your stolen wealth to understand the poor, when you feel entitled to your position with even merit.

It doesn’t help that you cannot be critiqued and asked of your legitimacy as the pledges of 2015/2016 cannot even be questioned. The Ministry of Agriculture needs funding for their jerrycans and the drip-drop irrigation system that your husband suddenly praise. We hardly believe you as the monies are spoiled and spent on your elite, not on service delivery, if so than the school buildings wouldn’t be falling apart, as the school-kids are the future and not your meal-ticket. Even if you act as they are your meal-ticket and you still eat of the food of the plate,s from the kids and their parents, without any hesitation.

To end this, your thin-skinned and weak at heart, when you cannot handle Dr. Stella Nyanzi! When you cannot handle the voice of reason from a fellow Ugandan. I am not a Ugandan, but surely I cannot accept your intolerance and ignorance as you are a First Lady. Somebody I should respect, but I can’t, that would be lie. Your parts of a thieving elite, who eats off the state coffers without any consideration from the ones you take it from. Peace.

Opinion: Dear Swedes stick to IKEA, please forget the talks between Museveni and Besigye!

I don’t know if I should laugh or cry, but what sort of discussion should be from people who gave us IKEA, Volvo and tiny meatballs. We know that the Swedish needs to prove their worth in the world on other venues, than the Eurovision and hair-styles of Zlatan Ibrahamovic. Still, the recent of willingly sending Pro Bono people to mediate between the long serving, self reliance and thief in chief, the National Resistance Movement wizard, President Yoweri Kaguta Museveni and the Opposition leader, creator of Forum for Democratic Change (FDC) Dr. Kizza Besigye are supposed to talk between cups of tea and biscuits provided with Swedish hospitality.

The Swedish Government has confirmed that it has been approached and, has accepted, to mediate planned talks between President Museveni and former presidential candidate, Dr Kizza Besigye” (…) “The government of Sweden is involved in supporting and promoting dialogue in many parts of the world, as part of its policy of conflict prevention and support to peace processes. Sweden has been asked to facilitate a possible dialogue in Uganda,” Swedish Foreign ministry spokeswoman Katarina Byrenius Roslund, noted in reply to email inquiries from this newspaper. The “discussions are still at an early stage”, she noted, adding: “When there is concrete progress to communicate, we will do so” (…) “Ms Annika Söder, the Swedish state secretary, has been agreed on by the principals as the mediator for the expected talks. She flew into the country last week and held separate back-to-back meetings with the President and Dr Besigye on Thursday and Friday, respectively, in what knowledgeable sources described as “exploratory” (Butagira, 2017).

First and foremost, can the Swedes explain the content of tear-gas into public meetings, police blocking, detaining of FDC Youths, falsified charges against the FDC leadership, the Public Order Management Bill who is created to stop meeting of anyone else, than the loyal men of Museveni. How can there be talks between the parties?

Secondly, when every travel and meeting of FDC and Besigye is met with heavy police force, blocking of main roads and tear-gas when they congregate. What is there to discuss? What perimeter of Kasangati he is allowed to leave before it is an issue? What sort of ideas do the Swedes have in mind, except selling Volvo and SAAB to Uganda, instead of Isuzu and Toyota!

Seriously, that the Government of Sweden must either be blind or ill-minded if they think this will give way. If they know the history of Nairobi Talks of 1980s. When the National Resistance Army and the other parties gathered to iron out the differences. Than that was used to forge more way for the NRA agenda and silence the others with guns and ammo. Not generate peace without knowledge of Museveni landing on top. So this is in his blood and the blood that is shed for him to gain all power.

In July 1985, conflict between some Langi and Acholi soldiers led to the overthrow of the Obote regime. The coup, which brought General Tito Okello to power, shattered the military alliance between the Acholi and Langi and escalated ethnic violence. The Okello regime invited all fighting groups and political parties to join the military government. Every armed group and political party, with the exception of the NRA, joined the administration. The NRA, however, engaged the regime in protracted peace negotiations held in Nairobi. In December 1985, the Nairobi Agreement was signed under the chairmanship of President Moi of Kenya. However, the Agreement was never implemented and Museveni seized power on the 25th January 1986” (Global IDP Database, P: 18, 2004).

So will the Swedish buy into the mantra that everything can be reassembled and rebuilt? Since they want to forge a relationship between Besigye and Museveni. Museveni, who rather take up guns and get rid of opposition and vowed last year to destroy the opposition. Well, I am sure the Swedish we’re busy finding ways to export designer materials, than following the post-election dogma of Museveni. Since a man who only believes “he is the only man with a vision”. That is the man who is supposed to co-operate and negotiate with an advisory! Really?

A man who doesn’t want to talk about succession and doesn’t want to speak about his lingering in charge. A man who has run a country and nation since 1986, has nothing more to win or to gain by playing soft. If he does so and the Swedish is dumb enough to buy into the fake wood and think they get mahogany, than they will offer donor-funding and possible other prices for the so-called negotiations between the NRM and FDC. Even as the FDC Headquarter we’re a year ago a crime scene and many members and leaders we’re detained on manufactured charges.

There shouldn’t be these sort of talks at this point, if so, than the Swedish are legitimizing the thieving of Museveni and his NRM elite. Does the Swedish government want that on their plate? Is that the Swedish people’s prideful mission to support and trust in a corrupt and militarized government, while they at the same time is using Besigye as pawn?

The Swedish government, if they care should back-off, go home to Stockholm. Cut their aid and stop the talks. As they will only give more way to dictator and his clientele at the Okello House. There aren’t anything else to give.

Did the Swedish government do any research and care about the track-record of the Museveni regime? Have they seen how many mysterious deaths and men who has worked close who has either had to flee or been detained by his regime? Have the Swedish considered their implications in establishing legitimacy of the current leadership? Who doesn’t care if they bankrupt their country? While they are driving expensive cars on the State coffers?

Does the Swedish government need this win or this talks to gain international recognition, and not only sell IKEA furniture? Time to take the dozens pieces and assemble that the chairs in Umeå, and step away from Kampala.

Or do the Swedish government and their team no problem with losing their credibility for helping a fellow dictator? Peace.

Maj. Gen. Muhoozi, says “he has no ambition for Presidency”, but the meteorically rise seems like ploy to usher him in!

No, I do not have the ambition to be President. I am very happy being in the military and that is where I intend to stay for some time,” Maj Gen Muhoozi said (NBS TV Uganda, 31.01.2017).

Major. General Muhoozi Kainerubaga spoke out in an interview yesterday, not that it out of water now that he has gone through the ranks in the military, had years of specialized training in the United States and we’re running the Special Forces Command or the Flying Squad. That he is the son of the President Yoweri Kaguta Museveni, do show that family matters and the reason for the meteorically rise. Maj. Gen. Kainerubaga can claim otherwise, but deep in his heart he knows that is the reason.

Muhoozi Kainrubaga has been a project in the making, that when revealed documentation from Gen. David Sejusa aka Tinyefuza who leaked it to the Daily Monitor. “Gen. Sejusa has kicked up a storm after the Daily Monitor last week published a letter he wrote to the director of the Internal Security Organisation, asking that he investigates claims of plots to assassinate top government officials opposed to the “Muhoozi Project”” (Splash Radio, 13.05.2013). So the questionable rise to power and to become a Senior Presidential Advisor after years inside the army. Therefore, the letter didn’t just stir troubles for Gen. Sejusa, but also closed the Daily Monitor after the release of the letter. Like the Government and Army didn’t like the release of this information.

So if the army and government didn’t like this internal plan come into the public. Than, why was their an issue with the closure of a newspaper and the leadership? One of who is today the Presidential Spokesperson Don Wanyama, who know is crony instead of an opposition voice inside the Monitor journalist.

In 2016 to the Observer he said:

As you heard, I don’t have the ambition to be president. I am very happy being in the military and that is where I intend to stay for some time. It [Muhoozi Project] doesn’t exist, non-existent – that is a red herring. You have never heard of a message where I promote myself, it is always from the promotions board. That is the process in the military” (David Muhumuza – The Observer, 25.05.2016).

So that the Maj. Gen. Muhoozi could easily now be the giant plan the President has in the making, as the years goes and his age sinks in, he needs somebody to carry the torch. Still, the Ugandan Republic isn’t a family company or LLC. Even if the President acts of the state funds and Bank of Uganda is his coffers.

That their has been less of questionable reporting of the acts of the Flying Squad or the Special Force Command as they have violently oppressed people, can be understood that the Maj. Gen. Muhoozi has even had a close relationship and it could be romantic with Journalist Sheila Nduhukire, who has traveled with the general to Somalia and other UPDF missions with him. So the comforting news instead of questing the UPDF and rise to power, haven’t really been there.

Therefore, the son of the President except for the dossier released by Gen. Sejusa has skated by and enjoyed the rise. While other in his generation haven’t gotten to his place or had the possibilities. They have all been left behind or is still in lower level in the army. If it wasn’t for being groomed and made ready for bigger stage. The army is also so he should be rougher and experienced in battle, as the father was a bush-warrior and general. The father wants the same for his son and therefore the Special Force Command was to check if he could do operations and could carry out assaults on the ones who needed to be silenced.

However, he continues to play the role of I have “no plan” and doesn’t want to be President. Still, the rise to power and the senior adviser role is made for him to be the next in line. Gen. Muhoozi, the Presidents son certainly has the initial hope to keep the torch lit. Still, this is not family business, even if the President acts like it is.

President Museveni as all fathers wants the best for his family and sons. That means that Gen. Muhoozi has gotten special treatment and own parts of the army to lead. Therefore, he went from Special Force Command into the Senior Adviser role, proves that the father wants him to learn the political game too. So that he knows the guns and commando operations. Now he will learn to venture into politics.

So this is yet another step into the reigns and the control of the National Resistance Movement, as the father and son plans away to make it natural change. How it will happen, but surely Gen. Muhoozi has no plans to dwindle into a village and be a farmer, just like the father has no plans to run one of his farms. As the NRM Regime plans to subtly subdue and suddenly over night change from Museveni to Muhoozi. Like we didn’t know and forgotten the dossier in 2013.

The Presidency in Uganda isn’t a family matter, even if the current President thinks so. He can even switch the constitution and amend it. So that Muhoozi by law has the rights, soon the President might do as they have worked for long change the age-limit. Museveni has no legitimacy and would use all tricks to stay in power. Therefore, using his son as sideshow could possibly be a sort of play of the old man. Still, he would also see that Muhoozi takes over for him when he is done.

We can just wait and see, if like the first lady becoming a minister in the cabinet, the son could soon in the next shuffle in Parliament become a Minister for Defense, so that he follows the family line. Museveni was a Minister for Defense, before becoming a rebel and going against the then Obote government. Peace.

Leaked U.S. Concept Note describes the wished changes in the UN Peacekeeping Operation Missions!

The United States delegation to the United Nations have leaked a document on planned discussion for the United Nations Security Council that are to be commenced in next month (April 2017). These notes are clearly setting the course and wish for the goals and ambition of the discussion in the UNSC. This concept note is supposed to be a Peacekeeping Operation Review. That would lead to certain decisions by the Member States and the Council Members.

The reason why the United States delegation to the UNSC about the Peacekeeping operation:

As of January 31, 2017, there were 99,034 uniformed personnel – including 85,408 troops and 12,786 police – serving in the 16 peacekeeping operations overseen by the UN Department of Peacekeeping Operations, with an approved budget of $7.87 billion. UN peacekeeping is a vital aspect of the organization. However, a significant number of PKOs have mandates conceived years – in some cases decades – ago that are no longer supported by a political environment conducive to achieving the Council’s aims. It is crucial that missions contribute to increased safety and security, but they can also create a subsidized and unsteady peace that can quickly become a dependency that discourages long-term solutions. The UN becomes trapped in these frozen conflicts and peacekeeping missions that were initially conceived to provide temporary security to allow space for political solutions to take hold instead deploy for years without clear mandates or exit plans”.

Because of the cost, the longevity of the peacekeeping operations as they are creating a vacuum between the government hosts, the peacekeeping mission and the hostile forces. This is a consuming and makes it hard to generate any sort of sustainable peace, as the peacekeepers keeps a buffer and stops the need for a strong foundation of central government and their own security forces. They can always trust on the Blue Helmets to appear when needed and serve the citizens.

The United States has certainly ideas as this is their core idea for the discussion in the UNSC: “We encourage Council Members to consider whether current peacekeeping operations continue to be the best suited mechanisms for meeting the needs of those on the ground and achieving the Council’s political objectives, or if changes are needed”. So the US Mission to the UN wants the Peacekeeping Operations to achieve the political objectives and not be a stalemate operation that keeps the upkeep of unstability and uncertainty in the host nation. That is certainly a noble quest, but with that the UN Peacekeepers need to revise their missions, their mandate and their will of force, as their peacekeeping missions has been done in such diplomatic ways.

The United States delegates outcome of the review:

While no product is envisioned, we encourage the Council to apply the lessons and methods discussed in this meeting to our regular mandate review process to ensure that conditions still justify the missions and that political processes conceivably lead towards realistic, achievable solutions”.

That this is a quest and wishful thinking for the US mission, the United Nation needs votes and make sure the Members would strike agreement on the possible idea of changing the Peacekeeping Operations. The Blue Helmets are clearly on the loosing end of the stick, as their missions are not seen as fruitful, more like a costly operations not creating the effect and stage the peaceful transition in the host nations.

The UNSC and the Members should be hopeful to change the political climate and use the force to create the peace they are to make. If they weren’t peacekeepers than they wouldn’t be an issue, as if they we’re regular army on a territory, they should keep their citizens safe and the borders. The Peacekeepers has a mandate and mission, still they haven’t always been able to comply with that. Also, they have obligations not only to the United Nations, but to the host nations regime. Therefore, if the UNSC wants a bigger mission or extend their mandate, they still have to negotiate with the host nations.

The US Mission and the UNSC have to work on it and it is about time, as the AMISOM, MUNISCO, UNAMID, UNMISS and MINUSMA, who all should need a change of mandate and level of force if they should be properly creating the peace and make way for the central government. Peace.
