Opinion: The Ugandan Police is so embedded into the Politics; that it’s level is questionable; as IGP Kayihura decides and ushers political work: when he should focus on crime and not on Besigye!

The Ugandan Police have monitored and been a political engine for long but the recent days and months to prove to what extent. As the realization of how embedded in the ruling it is. There is not only the ways the Uganda Police Force is detaining Opposition and Monitoring Opposition leaders. That with the knowledge of the Democratic Party members, Forum for Democracy leader and supporters; the way the Police uses it’s time to cause havoc around Besigye every time he kicks his shoes on the outside of the compound of Kasangati, Wakiso.

We are at the point as I have realised something that is not only a Police State where the Police is embedded with the Political Framework and monitoring the Opposition. That is bad enough. It is nothing positive when you know that the Police is Preventative Arrest and dropping more charges on the Opposition leaders then there are Malaria Medicine at the Yumbe Referral Hospital. Not that says lots of the state of Yumbe Hospital, more about the state of Police who has the time to add charges on every movement from the several citizens who have a mind of not being parts of the National Resistance Movement, henceforth challenging the freedoms and liberty of these individuals deserve.

Well, the Police Force have taken the liberty to involve themselves directly in the Politics. As the Inspectorate General of the Police have taken decisions that he shouldn’t have. Not in an ordinary state of affairs, as his job should take criminals not decide political issues. The IGP Kayihura have taken the decisions to crash consultations meetings and stopping the opposition from having ordinary work and assemble in districts and towns around the country. Well, that is under framework of the Public Order Management Act. That is not what made me think today. It is because as the Councillors of Kampala was sent to the Executive or President Museveni, with the cover-up of the involvement of the Police in that shin-ding.

What made me think was the knowledge of the existence of a Senior Super of Police Susan Kasingye Commissioner Electoral & Political. That the Uganda Police Force need a person to commission the Electoral and Political offenses and the admission of doing political work in the country as she must have a Commission who monitors and decisions of the Political Parties as she can’t be as useless as Hon. Byandala the Minister without Portfolio. Ms. Kasingye the daughter of Kayihura must have something to do, as she must be involved in the care of collecting information and spying on the Political Parties. If Norbert Mao thinks of drinking in Gulu or Padre; If Mbabazi thinks of filling gas on the only car he has in his driveway and so on.

But to have Directorate and Commission on Electoral and Political should boggle your mind and send the “Yes, Minister” squabble and crass reality as if a man throws the egg to the wall and think that it still be a whole egg. An egg is fragile and will break on the moment it hits the wall. That is something we knows as we know how weak the eggshell is before throwing it into the air.

As we still remembers how the public shunned the local councillor elections and the tiny numbers as the Electoral Commission was tallying the results. In midst of this there was waiting for the final call from IGP Kayihura to verify if Makerere Division of Kampala where the results was showing that Doreen Nyanjura was the winner, but the EC didn’t verify and accept the result before Kayihura had given his thumbs-up; as there was speculated that he tried to trade the position to somebody else and the deal went through. And if it is so, then the Political system is totally infiltrated by the Police Force.    

When you also knows that the Daughter of Kayihura is a SSP Kasingye and works with the Political Aspect of Policing then you can start to wonder what they are up-to and to what extent as the Police Force have already destroyed and inflicted their presence into the sphere of the opposition parties and their assembly. The other is the way the IGP Kayihura have all through the Pre-Election period and Campaigning either stifled the opposition or ushered the stage for the ruling party. That is evident through the stages, radio-closing, guarding the government buildings, anti-riot police following the campaign trails and detaining opposition members and electoral monitors right after polls. The Police involvement is embedded in the structure of the state. It is not the equation that they should be in, they should catch and secure that their no theft, killings and crimes done, not what Mbabazi or Besigye is up to as citizens of the Republic of Uganda. Monetary gains over the citizens needs is the reasonable way for the Ugandan MPs

The level of arrogance that they have learned from the Executive, Chief Whip and Secretary General of the NRM comes to hunt the Parliament of Uganda. The Members of Parliament is set in their ways and used, sorry accustomed to monetary gains on the bills of the tax-payers already. The Income-Tax Amendment is just the new niche. They have already subsidized cars, housing, supported health-care and other add-ons that make their jobs easier and profitable.

As Reported in the Daily Monitor Today:

“Addressing a news conference in Parliament yesterday, Mr Peter Ogwang (Youth Eastern) and Mr Henry Musasizi (Rubanda East) warned civil servants like Mr Muhakanizi, who this week condemned their tax exemption deal, that they are also waiting for them in Parliament during the consideration of the Auditor General’s reports. “We cannot pass the budget until we are sure that our amendment to Income Tax Bill has been concluded,” Mr Musasizi said. “In case the President does not sign the Bill, it will still come back to the same people in Parliament. These are hard facts. We will still pass it without fear or favour.” The MPs also took shots at civil society groups which are raising public awareness over the controversy. “The public should be with us in the struggle to facilitate MPs. We need facilitation to go to our constituencies because a Member of Parliament without money cannot have confidence. But there is an option, if they want us to drop the amendment, the government should give us Shs30 billion in additional funding to cater for increased salaries and benefits for Members of Parliament,” Mr Musasizi said. Mr Musasizi, who moved the amendment to the Income Tax law, also revealed that what he did had the backing of the President.  “We agreed with the President in the [ruling party’s parliamentary retreat in] Kyankwanzi that we should not increase our salaries and benefits but tax on our allowances should be lifted to maintain the status-quo,” he said” (Mugerwa, 2016).

So certain ones are putting the budget on a stalemate in favour of getting more money and not paying tax as ordinary citizens as they are MPs and for some reason deserves more facilitation then the people of Kalerwe or Kaabong. The ignorance and arrogance is just learned by the Inner-Circle of the NRM. This is just the works of decades of decadence from the ruling elite and now the chicken comes to roost. The egg is ready to put in the basket and the MPs are ready to be paid their salaries without having income-tax.

The interesting is that the Kyankwanzi 2.0. that was recently and made implications to the doing of the Parliament, how it was practically empty as the NRM CEC and the Executive set the agenda for the next Parliament, the 10th One. The tone of now more benefits for the MPs in general, no salary increase for the MPs; the Income-Tax Amendment is an increase of salaries as they will get all the monetary gain and not pay for their facilitation for being an Member of Parliament instead of secretary at the district office in Mbarara.

That the MPs want to stifle the voting for the 2016/2017 budget for the steady “progress” of the country proves what values the representatives of population have. They are in parliament to eat, get fat and get bonuses that would be out of reach in other jobs. They want to make their life splendid on the tax-payers salaries and not become a “tax-payer” as long as they are representing the tax-payers. Which in turn is ironic; just recently they passed legislation that was made to fix the budget shortfalls of 2015/2016 as certain ministries was broke after the economic maladministration during the NRM campaign. That was done in hurry to secure salaries of the State House and other positions of the state. So they can offer something as long as the Executive also get his cut. But now they are forcing the Parliament and becoming hostile to create a functioning economic climate in the sense of their pockets. That is what they are initially saying. The proud men and woman who is supposed to be representing the tax-payers are saying that does not deserve to be taxed by the state. So who deserve it then?

The ones representing the tax-payer should pay tax. The ones that levy new taxes and regulations should themselves get taxed on what they earn. It is over the edge to see the moment of monetary greed from the Members of Parliament in Uganda. Their act of disgrace and attitude towards fellow citizens is overbearing. But they have just learned from their Executive who has teach them how he runs the Racket and racketeering, so that the NRM elite and the inner-circle also want their goods and glory as long as the cost is not theirs. The same way the Executive get funded for cars, jet-planes, housing and cattle-farms. Now the MPs want’s the same as their master. Peace.

Steady Regress of Health Care in Uganda; Only 20 gets to Aga Khan in Nairobi not 400 cancer Patients; also other issues in the decaying health care!

As the weeks goes the mitigated reports of the down-fall of the common-health care and the depleted systems from the Government have made and controlled for 30 years. The torn and crossed fingers and the light-speed of embezzlement of funds come forwards as the most recent ones is just more disgusting.

There been reports of 400 out of 17,000 was supposed to be lucky cancer-patience’s. Now this was been said during the week:

“  A statement sent to The Observer on Tuesday April 19 read “The Aga Khan University Hospital in Nairobi (AKUH-Nairobi) announced today that it will work with the Government of Uganda to provide as many as 400 cancer patients with free treatment in response to the breakdown of Uganda’s only radiotherapy machine” (…)”But now Dr Orem says the offer can at best may cover no more than 20 cancer patients. “The offer of the treatment of Aga Khan is confirmed but the clarification is that they are offering 400 fractions or dosages of radiotherapy not 400 patients to be treated. What that means is that; one patient may take more cycles or may take more fractions of treatment. So that means in all fewer than 400 will be treated. I think that needed to be clarified. Only average maybe about five or six [doses per patient]. What usually happens is that the doctor calculates of the amount of dosage of radiation that a patient needs. It may be above 30 then you divide that in what we call fractions or sessions the patient should have”, Orem says” (URN, 21.04.2016).

So instead of having the surplus 16,600 who the country doesn’t have the potential to send to the Radiotherapy treatment they might need. Now it is down to 16,980. That 16,980 that is sad number if they only takes 20 people. 20 people, then it is the ones that closest connected to the NRM regime and the rest are on their merry. This is just an insult from the Government of Uganda and also their partner in Aga Khan who even during the pre-election period got more land in Uganda! Disrespectful!

Well, there is more disgrace from the Ugandan Government and their health-care units. As Remmy Bhati of NBS TV Uganda writes: “Apparently, this is Mulago National Referral Hospital in a total black out. Iam here attending to my special patient. Power has been off for close to 3 hours. No candles, no generator, no Solar. Patients are receiving treatment on torches. In this period of a black out, three patients have breathed their last because machines couldn’t work without power. The on duty nurses on a night shift have tried their best to save the patients but in vain. Watching people die because of Electricity is very hurting” (Remmy Bhati, 22.04.2016).

The situation is dire as there been Power outage for the last 4 days at Mulago hospital, the old Kings Hospital of Mulago. This was the proud hospital, that doesn’t even have a radiotherapy machine and doesn’t even have electricity to ordinary function of the hospital. It is just sad to write it and bleak state of affairs. This is not steady progress. This is steady regress. And it is actually worse.

At the Soroti Referal Hospital have not had power for a week. Because of that there are no surgery happening at the hospital and that is sad enough. With the knowledge of similar actions and loss of electricity in Mulago and the same conditions, but longer at Soroti says it a systematic failure.

One doctor serves 15,000 patients. In Arua Referral Hospital there are only 4 doctors! That is also a visible sign of the maladministration and lack of funding of that hospital. 4 doctors! That you have two hospitals without electricity and one with nearly enough or few doctors is nearly an ordinary building not a hospital. Since at a hospital you should get treatment and healing of sickness and diseases! Peace.

The Battle for the Oil the Coast; Double pipelines seems to be the END-game: Kenyan on their own, while Uganda picks route through Tanzania!

There was not too far ago when the Government of Kenya was dreaming in their wild pipedream to advance their own ideas and manage to hook the Ugandan Government so they wouldn’t continue with the progressive agreement with Tanzanian counter-parts. In the end it seems like the waves are long gone. The wind from Lake Albert never seemed to turn.

We had to wait until 23rd April 2016 to be reassured that the President Museveni and his NRM could not be persuaded to be a continued or locked into the LAPSSET:   Lamu Port Southern Sudan-Ethiopia Transport. So it would be from Hoima, Western Uganda into the Northern Kenya bypass into the prospected lines would go there both from Ethiopia and South Sudan down to the shores and bays of Lamu Port.

Instead Uganda have continued and promised to honour the 2015 Memorandum of Understanding with Tanzania the Uganda–Tanzania Crude Oil Pipeline (UTCOP); that goes from Hoima or Lake Albert through the Tanzanian nation down to the shores of the Tanga Port. This is also because of the agreements and assurance of both governments and also the new Oil-Drilling companies in Uganda like Total and ENI. They have also spoken their peace and does not feel safe as where the Pipeline goes through uncertain areas of Kenya.

So there will be two pipelines and in close reach and also with distinguished end-game; as the economic prospects are changed, the rates for oil-transport will be lost in the sight of Kenya. The Kenyan cannot now have future prospects of the oil-rates and jobs as a Pipeline gives. They will have cough-up the funding and most likely more borrowed money for the grand infrastructure.

The Ugandan will use funds and borrow monies to fund the pipeline-building and also give tax-payers and jobs in Tanzania. The rates by just transporting the oil from A-B will be a good tax-base for the Tanzanian Government. President Kenyatta hoped that his close relationship would help him and also with his Deputy Ruto also campaigning for Museveni to give something back. Seems like that didn’t help as the President Kikwete already have sweetened the tea and offered something that also helps to calm down the Oil-Drilling investors and their envelopes.

CS Keter of Kenya must be disappointed as his detained moment in Tanga Port came to nothing and the KDF forces inside Somalia are the reason for the fallout. Though I doubt that is the main reason. That is the diplomatic reason from the Ugandan Government. Ugandan Government and NRM-Regime is about money. They are all about the money, therefore the non-accountability and non-open tax-regime. The Ugandan Government would never say that is the main reason, but if Total, ENI and CNOOC words and tax-base is the current controlling the reasons for President Museveni. As he wants them on his side; so he can have secret deals with the Oil-Companies and keep the low-key taxes; not to talk about the un-disclosed agreements between them and the government of Uganda.

Therefore I am not surprised I think they only went into the talks in Kenya to please their neighbour and trading-partner as the relationship have soften over the last few months and the President of Kenya and President of Uganda have cherished more time together. As President Museveni have played the big-man and asked for suitors while waiting for the words from the Oil-Companies. The excuse of not taking Kenya is certainly been given by the Oil-Companies as the Ugandan President will only take the highest rates and the lowest fees for the construction. We can see that the borrowed monies that will be used should have low-charges and be clearly not too bad to GDP or the national inflation.

Still, the matters remain how the relationship really is between Uganda and Kenya. As they have fought over the little Migingo Island and chicken export fiasco. An the Recently also covered a squabble over Yellow Fever Notes to give to Border Patrols to be relieved and be allowed to Enter into Kenya from Uganda. So with the decision to abandon all hope for Kenya and totally give way to Tanzania; will be hurting the pride of the Harambee in the coming weeks. Especially since the Kenyan has tried to get the Ugandan’s to use their port instead. This backfired and didn’t work.

I hope that this doesn’t stop the other Northern Corridor Integration Projects (NCIP) as of the Standard Gauge Railway and others that can connect the nations and bring softer transport of people and goods between the East African nations. Certainly the matter is at hand and the justification would be “terrorism” as why the pipeline didn’t get extended. Though I believe it is much more to say “cash money” and in general the black gold revenues.

This here will certainly be uncovered over time and the real reason will show-up by the Al-Shabab is a deflection and we know the gig is up. Peace.
