The Electoral Commission should notify Jajja about their Guidance!

This is a steady show of hypocrisy of the state and the Electoral Commission, as the National Resistance Movement (NRM) and President Museveni are steadily on tour, having rallies wherever and at whatever time he wants.

The President is getting endorsed in every region by chiefs and local leaders, while the Opposition is told to await a magical Electoral Road-Map, which seems unfair, as the President can parade around like the proud-cock he is. That shows the dismay of the free and fair society. As he can do it and doesn’t get into any trouble, while the others are getting legal jeopardy while doing the same.

What is worst, is that this isn’t my imagination, but mere reality. Here is part of the nonsense from the Electoral Commission, which is spitting the face of the Opposition, but you don’t have to worry about, if your Bosco da Don!

Guidance to Aspirants Seeking to Conduct Consultative Meetings and Campaigns. The Electoral Commission has noted with concern that a number of persons aspiring for various elective positions in the General Election, 2021 have started conducting public meetings supposedly to consult the electorate in preparation for their candidature in the 2021 Elections. At the same time, some aspirants are organising campaign meetings and addressing rallies, putting up posters, distributing campaign materials and soliciting for votes contrary to the campaign period set out in the Electoral Roadmap issued by the Electoral Commission. The Electoral Commission wishes to clarify on this matter as follows: 1. At this moment in the electoral calendar, there are no persons nominated as candidates for Presidential, Parliamentary and Local Government Councils elections. All aspirants are therefore, urged to refrain from engaging in active campaigns for these elective positions” (Electoral Commission, 17.05.2019).

This is just a pattern of the paternal state, which is made in the image of erratic President and his ill-gotten, ill-will behaviour. That is a continues thing, that hasn’t ceased to impress me. That the state uses it authority to break, silence and stop the Opposition from gathering, even having a serious voice on local radios. While the President can show-up, pride around and spread his commandments to the public.

What is sad, this isn’t fun and games, but a mere reality of a oppressive state, which continues to do it and explain why it does so. Not giving way, not even trying to forge an impression, they are not trying to alter the narrative. It is actually proud of doing and does so by mere recognition. As no one can really point out the law of the magical Electoral Road-Map and the stopping of electioneering of others, but not of Jajja.

The Don has spoken and his consiglieri gives him bad advice, wisdom that is pointless and meaningless. His made-men is following up on this bad advice and making reckless action towards the people standing in the way of the Don. That is what the President does and the cycle continues. Like a never ending bonanza of nonsense. Peace.

South Sudan Situation Report, 17 May 2019 (17.05.2019)

Inter-communal violence has displaced more than 20,000 people since early March.

EMERGENCY RESPONSE

More than 20,000 people displaced in Jur River County Inter-communal violence has displaced more than 20,000 people since early March and has prevented thousands of civilians from returning to their homes in Kuajiena and Roc-Rocdong, Jur River County.

Since early March, cattle keepers from Tonj have come to Jur River searching for pasture for their livestock. Their attacks on villages in the area have led to reports of killing, rape, beating, and looting. People said they fear to return because of more attacks.

In Kuajiena, nearly 4,000 displaced people are currently sheltering at a primary school and in abandoned public buildings in the town.

In Roc-Rocdong, humanitarians have reported that nearly 8,000 people, mainly women and children have been displaced in Marial Bai and other neighbouring areas. At least 200 people, mostly women and unaccompanied children, are sheltering in a church compound and a primary school in Roc-Rocdong town.

The displaced people have called on the Government to provide security so that they can return home. But attacks continue to be reported in some of the villages, even after the deployment of Government forces to the area.

Humanitarian activities and ongoing to respond to urgent needs: safe water, food, emergency items and emergency shelter, primarily. In April, in Kuajiena, 4,200 people received 15-day food rations, and nutrition supplies to 900 children aged under 5 years were distributed. In Marial Bai and neighbouring settlements, over 7,000 people received a 15-day food ration.
Humanitarian organizations continue to engage with the political leaders in Tonj and Wau states to provide security for the displaced people to return to their villages.

Opinion: Oryem should look into how the state coffers is spent…

Recently government introduced a small amount of money as OTT but everybody went in arms about a small penny. Everybody is complaining and the moment you introduce a small tax, the entire country is in arms and runs to demonstrate. Where do you want government to get money from, Ugandans should get away from the culture of blaming everything on government. If you want better services, someone has to pay for them through taxes. The better schools, hospitals and roads all come because of the taxes you pay” – State Minister for Foreign Affairs, Hon. Henry Okello Oryem

Hon. Oryem, the State Minister have defended the government for issuing new taxes and expenses on its citizens. As this is happening, all bigger infrastructure projects are taken with foreign donations or loans. The state is loaning more and more funds, the devolution and the expensive growth of Local Government combined with ever growing State Security or Defence Operations makes the state bloated. Plus you have the open bazaar, grand corruption and lack of service delivery. Therefore, the Minister should be a bit more careful to defend the actions of the state.

Oryem, the National Resistance Movement are more careful to pay off needed people for their loyalty, than actually deliver state functions. That is why the Parliament are steadily occupied with getting new loans for infrastructure or even basic services. There Health Care is depleted and that is why the MPs and VIPs cannot get treatment in the Republic, but have to transfer to India, Kenya or South Africa. That is what the big-men does, because know the Hospitals aren’t all good.

That is why Oryem should be a bit more silent and not expect people to be happy for paying taxes. As the people have to cover, to fix and pay school-fees, pay higher for Mobile Money and spend more on basic commodities. Not like they are getting better services, just more expensive. The state is already mismanaging such vast amounts of money and paying ghosts too. There are teachers who hasn’t been paid for months and using energy on side-projects to make a living. Therefore, the State Minister should look into that. As the budgets are as big as light-bulbs for schools, which was built during the time of Idi Amin. Not like the NRM have used fortunes on keeping the Universal Primary Education a float.

Oryem should look into this and maybe even check more closely how the little taxes is spent in the Republic. Because, the misuse, the corruption and the growing debt is a signal of mismanagement, which again is a reason why people don’t like pay taxes. That is all within reason. The only thing that really working is the monitoring and the facilitation of tear-gas, live-bullets and arresting of opposition politicians. Peace.

The 10th Parliament: The Patrons of Greed!

“Ugandan taxpayers to spend Shs 197.8m annually on social media tax and data bundles for Members of Parliament. Parliament will provide at least 5GB monthly data bundles at Shs 30,000 and Shs 6,000 monthly Over the Top (OTT) tax for the 458 legislators” (Kampala Dispatch, 16.05.2019).

Well, so there we have it. Yesterday is yet another party in the 10th Parliament of Uganda. Where the Members of Parliament indulges themselves with funds on the taxpayers dime. Instead of serving the public with working services, they are more afraid of their own pocket, in the limited time they are in office and in the capacity of MP. Therefore, they have to ensure, that all things are covered for the bottomless years in Parliament.

The MPs are already tax-exemption for their salaries, so that the pay they are getting for being in office is already non-taxed. With this in mind, they are earning about $8,715 monthly, this without the various allowances.

The MPs have a Free State funeral all covered by the state. They have free suits and tailor-made clothes. They have eating allowances, town-allowances, consolidation fee, committee sitting fees, housing sitting fees, town running allowances, free lunch, social security, and so on. The ways of eating, as an MP is boundless, a boundless empty pit.

These 458 MPs just have to eat like there is no tomorrow. They are planning to get fat. These people are now mushrooming all sort of expenses and putting it on the state. I am sure by next year, the significant others expenses are covered by the state, the side dishes and the remittance to relatives is paid in full. Because, there are endless roads for these people to get the state to fill the blanks.

This will be their legacy, that they were eating on an empty plate, a state which by all means take up loans to build and run the Republic. If not await donors to be able to pledge for basics of the state, in that one, the MPs are preoccupied with their own earnings than actually serving the public. Certainly, the financial system isn’t that great, but they are becoming a huge burden on state, by definition and by their own making, as they are piling on demands, which the state has to comply with.

That is why they are the Patrons of Greed. The ones who has no other way to sustain themselves, than eating the meat of the dying carcass, that as what these people does, while in power. No bounds, no stop and no plans to settle for less. Only to get more and more without any considerations of the implications. That is what the Parliament and the MPs are doing. Peace.

Opinion: Do you want to drive Tax-Free on the Toll-Road? Dip through as part of the Presidential Convoy!

“The House has passed a clause in the Road Bill, 2018 that provides for paying of road tolls. The clause provides exemption to presidential convoy, emergency vehicles like ambulances, fire engines and military, police and other security vehicles on emergency duty” (Parliament of Uganda, 14.05.2019).

Well, if you find it expensive or outrages the new toll-roads built by the government. Where the public have to pay down debts as toll to pass. Then, you have one way to get rid of that problem; this is all thanks to the gentleman and nobles at the Parliament. Yesterday, they put a clause, an exemption for the Presidential Convoy. So that the convoy doesn’t need to pay to pass on these roads.

This is opening new possibilities. So, if your driving on the Entebbe Expressway. If you have the time. Just wait until the President and his people is riding pass. So, that you can join the convoy, because who knows whose part of it or not. Especially, if you have a tinted SUV or a White/Black Toyota Land Cruiser Prado. You are set for life on this place. You might never have to pay again. Because your naturally part of the Presidential Convoy. Its all magic baby.

That is the gift of the Republic, where his majesty, His Excellency, the Fountain of Honour is blessing his peasants and servants, as they should oblige and follow suit. This meaning, every time they pass by the Convoy. They should dip through traffic and pass into it. Because, no one really knows whose a part of it or not. Except for the snipers, the luggage-cars and whatnot the President needs at all time. Also, a few of his advisors, as he has over a 100 of them to pick off at any moment of time.

That is why, the new way of driving cheaper is to tax into the convoy and drive through the tolls, as that is the way of exemption. Be a leech and a smart pawn. A person who is ruthless and has the ability to blend into the long line of cars, which is all supported by several of police cars, mambas, Special Force Command and an unlucky cousin. So, in that mix, a fellow random gentleman should pass by too. In such a manner, that he also escapes the added tax on the toll roads. That is just fair game. Peace.

[Useful Tool] Kiatta went from being a Godfather to a Felon!

[On IGP Kayihura] “How? I am not a policeman. I am his friend and I can’t stand anyone who dares to get in his way” – Abdullah Kitatta

Abdallah Kitatta, the Boda Boda 2010 Association leader and former ally of ex-IGP Kale Kayihura was today charged with unlawful possessions of firearms and sentenced to 8 years and 8 months time in prison. This happen at the General Court Martial today. Over the last two days the proceedings has happen and sealed his fate, as he was arrested by CMI during last year.

Therefore, the end of the former powerful patron of the state, even the former NRM Chariman of Rugaba Division. Certainly he had power, not only over the Boda Boda 2010, but also the connections within the Uganda Police Force. He was someone to be associated with and he could get vouched for.

Kitatta was someone who you would fear and his people could get a whim of something and deal with it. They would silence someone the authorities wanted to silence. That is why his not arrested for the possible crimes committed, but having arms. Which shows that the authorities and Police Force didn’t charge him with possible crimes, but with possessions. This is really giving a lenient sentence for the former godfather and patron.

Surely, the UPF, the former IGP and the President knows this, all of them has at one point used the services of Kitatta and therefore cannot charge him for that. Since, that was done in favour of them and he cannot tell those stories now.

In by November 2015 the Boda Boda 2010 had a reputation for extortion and thieving on accord by the Police, as the dreaded offices in Makindye was known about. As the Association would take care of their own and ensure the bypassers would loose their cash and even their boda. That is the sort of racket it was. That was reported about back-then. Who knows, what its been behind, which haven’t been in the open.

In this regard, I have a feeling that the charges could have been more severe, as the actions of the Boda Boda 2010 are much worse. Still, the authorities didn’t care about that, maybe because that would cause a headache for Kayihura or Museveni who both at one point blessed this operation.

Kitatta now has to fall on his sword, the man whose fallen from grace and is now a felon. Not a godfather, not a big-man, but just a man whose facing time behind bars. 8 years to be exact. Peace.
