Uganda Peoples Congress: IPOD First Summit, 2018 (05.12.2018)

“Arrested 1,023 times.
Incarcerated 217 times.
Indicted of 894 offenses.
Never convicted of any
Seemingly abandoned at the last minute.
The futility of trying to serve Ugandans.
” (Chris Mwesigye Bishaka, 04.12.2018).
There is a cost fighting dictatorship, there is cost fighting a tyrant and military government, that is something someone like Dr. Kizza Besigye knows. He doesn’t just know, but he has meet the force, been house-arrested, been detained, been indicted and charged. Besigye have meet everything, seen any prison-cell and been in any kind of trial. Therefore, nothing is new to Besigye, he has been there and tried. He has taken the pain, the cost and torture, he has been mentally challenged and physical by the authorities. However, that haven’t stopped his attitude and will to continue the struggle.
This is a man who has battled the National Resistance Movement (NRM) ever since he left the party, ever since the cabinet and the government position. As one of them who rebelled against the Resistance Party. He rebelled against the NRM and President, who he considered to forget his place and his mission, as it became self-serving and self-interest, not being a government by and for the people.
That is why he has to pay the price of being arrested over a 1000 times, incarcerated 217 times and indicted for 814 offenses. If this isn’t seen as a massive number, than nothing is. What is more striking is that Besigye have achieved this by leaving the NRM by 1999.
That is only 19 years to be in legal trouble. By this rate he has been arrested 53 times each year. Incarcerated 11 times each year and indicted 47 times each year. If you don’t find this stats staggering. I don’t know what will.
What is more special, is that he isn’t a criminal or felon of petty crimes. He isn’t a pickpocket or a terrorist. Even if he has numbers that would seem so. He is just the arch-nemesis of the President. The man who has gotten into trouble, by being the total opposite of the President. That is why he has landed in so much legal trouble and the state has used all tools to suppress his voice and work. Therefore, expect more to come.
This is a proof of what extent the NRM regime and state does to one person. How much of the freedom, liberty and lack of justice there is.
Besigye is the proof of that. Just look at the numbers alone. They have been created by a margin of 19 years. That is surely some amazing stats. But also sad too, as this is one mans life and his cause. To rebel not only against a dictatorship, but also being a political operative in the midst of tyranny. Where people are even mocking for being detained and house-arrested, because it is so common.
They should understand it and swallow the idea. See the amount and wonder if this could happen to them. Sadly it could, but would they dare to stand beside Besigye in the fight? Would they? Or are they leaving him be in the fight against oppression?
Seemingly, the People Power are working for the same, hopefully Besigye and Bobi Wine can work together, dismantling this oppressive regime. Because all forces of hope needs to work together to reach the destination. But will they and are they ready for the cost?
Besigye has already paid the dividend for years, are other people ready to follow suit? Peace.

Since 15th August 2018 Arua By-Election there been in the works a Treason Charge against the Members of Parliament who participated in the campaign there. This has been the reality since the By-Election, where plenty of the MPs was held incommunicado and were tortured by the authorities. That is why today, the proof of how long the prolonged the case has been already.
We are now in the beginning of December. Today is the 3rd December 2018 and the Gulu Magistrate Court ajourned until 10th January 2018. This one started already after being put on bail on the 27th August 2018, that was nearly 13 days without proper justice or rule of law. As the MPs and the other connected to the campaign was in legal limbo. Therefore, today is another day of disgrace from the state.
That Robert Kyagulanyi Aka Bobi Wine, Gerald Karuhanga, Paul Mwiru, Kassiano Wadri and Francis Zaake are the MPs who are in trouble together with the other Arua 33, who deserves to be credited. As they are connected and linked into the Treason Charge case and possible violence against the Presidential Convoy. However, there are no case against the ones killing the driver of Bobi Wine, Yasin Kawuma. Who had deserved justice, as he was shot directly in the car of Bobi Wine. As the MPs and others was captured by the Presidential Guards or Military Officers in Arua.
Therefore, today is mockery of justice, as we know the story has changed by the President. The Arua Stone and all the supposed violence. Where the ones most hurt and obviously hit was the opposition. The same opposition who are lingering in court long after the By-Election. This is a sign of how the state takes care of its own and who has value. As the state didn’t take the loss of the Yellow MP Seat in Arua Muncipality, where Hon. Ibrahim Abiriga was from and he was assassinated on the 8th June 2018. Therefore, if it wasn’t for an unfortunate death, there wouldn’t be more hurt. The spiral of death didn’t stop. After that it has been torture and people have been damaged. Just because they stood up to the authorities. That is the truth.
With all this in mind, that the Police say they need more time to collect evidence is for stalling time. If this was true, then they wouldn’t have thrown away the gun-charges and the ammunition they “found” in the Hotel and put on Bobi Wine. Because everyone knew they were put there by the army, as it was monopolized arms and guns of the UPDF. That is why that one was taken away. The rest is only political game with the misuse of the courts to benefit the government. As a time shedding environment and ensuring it is harder for the opposition to do their political work.
This is far from the final time these people are summoned and has trials at the Gulu Magistrate Court. They will be called back, not only in January but all through out 2019. It might be pushed into 2020 or even 2021. Because the NRM and President Museveni usually gifts the long-lasting cases to Opposition leaders.
So, expect that in the case of Bobi Wine and Arua 33. They are all going to be in a treadmill of legal jeopardy. Peace.

Today, again the Uganda Police Force has blocked another Concert, which the Member of Parliament Robert Kyagulanyi aka Bobi Wine from doing on the 2nd December 2018 in Gulu. This is not the first time he has been blocked. It is very common for the Police to block the opposition and their leaders.
This is just a long run of impunity… it is tradition and not surprised, especially considering the Trial Date for the Treason Charge and the Election Violence case on the 3rd December 2018 at the Gulu Magistrate Court tomorrow. Even if that wouldn’t happen, the Police would block it as it is troubling to see a figure of the stature of Bobi Wine come to town. They surely used the Public Order Management Act and to secure the public, but this was within one venue that was notified in the 4th November 2018 and suddenly closed off. The day that the concert was supposed to happen.
Bobi Wine’s statement:
“So yet again, our concert in Gulu has been blocked by the police! We wrote to them three weeks ago informing them of the show and requested them for security. We compiled with all the laws and invested a lot of resources preparing for the show. Today, the police showed up at the venue cutting all banners and other advertising material without giving any explanation. Police patrol vehicles have been moving around Gulu town, removing all the banners and posters! The promoters have been trying to call all responsible officers, and all they say is that they have ‘orders from above’ not to let me perform. Dear brothers and sisters in Gulu, I was looking forward to having a good time with you tonight. Very soon it will be possible. I know that God willing, one day, we shall free ourselves from this mess and be able to enjoy ourselves in the new Uganda. In the meantime, we shall stop at nothing in challenging this kind of injustice and gross violation of rights. We shall communicate to the nation about our next step. Tomorrow we shall be at Gulu High Court at 9:00am, concerning the tramped up charges from the Arua incident” (Bobi Wine, 02.12.2018).
This side of story is sadly to common. If your someone who the authorities and the government sees as a threat. You will be under fire, struggle to do your business and operate as a political party or entity. The ones who are the opposition will be in trouble. As shown with plenty within the Democratic Party, Forum for Democratic Change and Independents. Right now, Bobi Wine is an arch-nemesis on the line of Dr. Kizza Besigye. The only thing missing right now is that Bobi Wine are getting house-arrested like him.
We are seeing, what we have seen before. This is currently the attitude of the police and the NRM regime. Who are attacking their rights to assemble and even stopping their livelihood. When concerning Bobi Wine, it is stopping his musical career and his concerts. He was able to pull of the album launch. Only when he fixed it on his own plot on One Love Beach. Before that, the authorities was blocking him and made change dates.
For Bobi Wine he is starting to feel it and that is showing what troubles that is ahead. They will not make it easy for him. The authorities will clearly make life hard for him. Bobi Wine are now one of the targets of the state. His People Power message is scaring the government and the President. It hits a nerve at a tired public of the 32 years and counting. They are not the automatically loyal subjects of the President or his Movement. Even if that is what the President wishes. Peace.
The letter notifying the authorities:

If you ever thought, there would be justice in a place called Rukungiri Town. You most certainly wrong, there been plenty of occasions over the past few years where the Police Force and other Security Outfits has ambushed and besieged the town. Because the Forum for Democratic Change (FDC) are planning a rally or like today, they were planning to hold a Thanksgiving Prayer. However, the Police Force came there as if it was terrorists on a jihadi mission.
Today, is just another meagre sign of the lack of tolerance, freedom of speech and assembly in Uganda. Again, another proof of how the Police Force is pre-occupied with arresting, ferrying and taking away FDC leaders and activists. As the home of Dr. Kizza Besigye was sealed off early in morning. While, Ingrid Turinawe was taken away from the FDC Offices in Rukungiri and in custody in Ntungamo Police Station. There was countless others who was arrested and who knows to what extent of hurt. Because the police didn’t only fire tear-gas to the public, but also live-bullets. Surely, these stray-bullets can kill.
That they without warrants and any legal effort are putting Besigye again under House Arrest. Shows their intent and the fear of the popularity of the FDC leader. They are clearly sending a message again. The same with the continues arrest of Turinawe, who has been steadily in legal jeopardy. This is all happening because one scheduled PRAYER. Not a defiant rally or uproar to resistance against the authorities. But a GOD-DAMN PRAYER. What is wrong with the authorities to stop these activities and these events?
The Police are calling it an Illegal Ceremony, they are using the Preventative arrests and Public Order Management Act of 2010 as if there is no tomorrow. We know the Drill, but still, it pains to see it returns again and again.
This is what the Police did:
“Police in Rukungiri District in western Uganda Monday blocked the Opposition Forum for Democratic Change (FDC) party from holding thanksgiving prayers for the deceased supporters” (91.2 Crooze FM, 26.11.2018).
That is showing what extent of impunity, as they are trying to pray for the fallen ones, the supporters who stood by the party and lost their lives. Because of that, there is more tear-gas and live bullets, more people detained and huge caravan of mambas, vans and police officers on the ground. Ensuring that the FDC doesn’t hold the prayer.
This is yet another sign of how oppressive the NRM Regime is, how President Museveni carries himself and his brigade against the opposition. Nothing else to say really. Impunity in action, Impunity in orders, and the only correct line is to honour Bosco/Jajja/Mzee/M7, or whatever you call him. Peace.

Yesterday, there was a bad accident on Lake Victoria as a party boat had an accident. This marine tragedy are showing the dire need for laws and regulations to be followed. Instead, the President are showing his magnitude of blame game. Which has been his Modus Operandi (M.O). The President could have used his position for something good. As the reflection of his non-caring and lax attitude is clearly showing.
The President and his regime isn’t really hands-on it. The President will not act upon this, expect for some PR exercises like being in a boat on Lake Victoria without a life-vest the day after the tragedy. Because, that is just showing his prime example of ignorance and care. As there are still plenty that the authorities are looking for, as the helicopters and police-boats have been looking for missing people.
That the President lacks care for his people is clear. That is evident with his statement, he comes with a message of condolences in the beginning paragraph, but from there. It is more blame-game, than anything else. That is proven by the quotes I have taken from his message. Because reading more, than that at this point. Is utterly pointless, as he recklessly before any proper investigation throws the owner of the boat overboard. Also, the mechanical status of the vessel too. Even if both is true, it is early to assume and assess that.
“It seems the boat was overloaded because whereas it had capacity for 50 people only, it had about 120 passengers on board. The passengers also seemed to be partying with a lot of music. They might not have heard the emergency commands of the captain, who is still unaccounted for” (Yoweri Kaguta Museveni, 25.11.2018).
“This is why, apart from the anti-bad fishing campaign which the UPDF has been carrying out for some months now on the lakes, the government has also ordered the electronic registration and monitoring of all the boats so that we can know who is where on the lake and why. The five times I crossed in small boats or canoes some of the lakes of East Africa (thrice Lake Victoria and two times Lake Tanganyika), I found them very dangerous to cross when you are not fully prepared; no overloading, standby engines, life jackets, reliable navigation etc etc. Let everybody take the warning from this tragedy” (Yoweri Kaguta Museveni, 25.11.2018).
So that President Museveni comes with a stern warning to everyone to be prepared in a written statement, to show up with no life-vest himself in his vessel on Lake Victoria. Will forever be imprinted on my mind, as people are waiting for the remains of people drowning in the Lake yesterday. These are family, friends and loved-ones who are gone. They are all missing because the laws and the regulatory affairs for marine vessels are not followed.
That the company didn’t follow the regulations with the Ministry, might not even follow protocol on the amount of people on the vessel, might all be true. But that isn’t the point after the tragedy. It is more the lack of control and the of real consequence of breaking the laws. If they are already in place, the business could still move-on, without consequence if the vessel had gone as usual. However, the tragedy hit and lives have been lost. This because the state, the marine units of the Police and the Ministry of Works and Transport. Even other authorities that didn’t have the ability to fulfill their mission, that is because the President haven’t cared or seen the need.
The President should have consoled the Republic, the President should have shown care and asked to wait for the Police and Army to investigate. As the families and friends are mourning their loved-ones, who died in the accident yesterday. The President didn’t do so, he came with arrogance and guns to shores of Lake Victoria. Showing his attitude and his vision. Blaming anyone in sight.
Even promising new ways of registration of vessels. However, this methods will not stop boats from running with to many in the crew or on-board. Just as long as there are no Fika Salama on the roads, the drivers of special and taxis are filled to capacity and far over the reach of seats with passengers. People knows this and the President does too. There are even bodas with dozens of people, and these are only supposed to have two persons on-board.
Therefore, the President has laws and regulations, but his authorities are not able to comply or even care for the public. That is a disgrace and shows how little other than self interest for being there. That is why he warns others, but doesn’t use it himself. He could even have a life-vest on, while being on the Lake. That is the kind of man he is. Peace.

I wonder if Yoweri Kaguta Museveni ever listens to himself and his own advice. Because his own words so often are compelling to his own activity. Just like yesterday, he continues his rants of wisdom. This is something from the 32 years regime, who continues to pursuit their own game. It is nothing, that seems to stop them in their ways. They are just collecting whatever they can, even when there is no proof of doing any good by doing it. They are pushing taxes on the public, without giving service delivery back. They are just taxing them and making life harder.
President Museveni also spoke on surveillance of the Telecommunication Industry and use of Cellphone. Because he believes that the Companies are not paying their fair share. He is really proving his dictating ways and his micro-managing to the next level. He has the answers for more taxation and the answers to solve the lack of funds for the state reserves. Take a look!
“The third measure is electronic monitoring of telephone calls because the telecoms have been under-declaring their revenues. URA was depending on figures provided by the companies instead of independently monitoring them” (Museveni, 23.11.2018).
“Fourth, we must electronically monitor all money transfers. URA and BoU should do this. We recently started a tax on mobile money and social media. The mobile money tax was good because we had a large portion of people who are in non-monetary GDP.” (Museveni, 23.11.2018).
What is more worrying is that he wants to practically surveillance of the telecom industry. He wants to follow the airtime and cellphones, to check if the Telecommunication Companies are underwriting and lying on the usage of the telephone-services. This is furthering the opportunity of the state to follow and monitor the public, they will have the excuse to do so, by checking if the Airtel, MTN or other companies are telling the truth.
The last piece is that the President says the Mobile Money tax was positive, because it shown the amount of people who living in a non-monetary society. That the Mobile Money Tax are showing to what extent the public are living without bank-accounts and by direct cash services. That is why the Mobile Money has been important all over Uganda, because it has given people ability to pay over another platform, which wasn’t costly, but opening to transfer from instance family members in Kampala to the ones up-country.
Therefore, the Mobile Money tax has made it more costly and more of a bother. This hasn’t made it better, but made life harder. However, the President doesn’t see the good for the people, but the good for his spending in the State House. Which has grown by adding more taxes and not checking the consequences of doing so. Peace.
