
Robert Kyagulanyi aka Bobi Wine – Bail Form/Release Letter (02.05.2019)



This Uganda Police Force and their cadres got some nerve, there another sacred or anything they cannot touch, which the opposition does. This is well-known trick of them. To show-up with plenty of officers and with manpower. To spread fear and try to block an event. Today, the 1st May 2019 was no different in Hoima.
As the Forum for Democratic Change (FDC) was holding a leadership conference in Hoima. As they have tried to do across the Republic, with more or less problems. Today, the Police Officers even entered the stage where the Secretariat and Central Leadership of the Party was. As they were already gathered and starting to organize the event itself.
This was a regional meeting of the party with the leaders within the FDC in the region of Hoima. The districts and sub-counties of the region. This should easily happen without any interference, as this is not a big public rally or even concert. That they block even before the public are gathering around the venues. Unless, its the National Resistance Movement (NRM) they can do whatever and get away with it. But the FDC have to ask permission to travel into towns, hold leadership conferences, but the regime itself can just show-up without any trouble. Peace.

Unfortunate day it has been.
Yesterday, H.E Bobi Wine phoned me and Hon Asuman Basalirwa, requested that we do give him company to the Police CIID headquarters-Kibuli on Monday 29/04/2019.
We had agreed to report at 11:00am but before we had reached our destination, we were intercepted and arrested by Police at Kalerwe while en route to Kibuli CIID headquarters.
We were whisked away to Nagalama Police station in the famous but unpopular Police van.
While at the Police, Hon. Robert Kyagulanyi was charged with unlwaful assembly that is alleged to have been committed while demonstrating against OTT last year.
Bobi Wine has been produced before the chief magistrate at Buganda road Court, he was denied bail and remanded to Luzira Prison until Thursday where he will be produced before the same Court at 10:00am.
They also charged me with unlawful assembly while at Busabala which allegedly happened a few days ago but granted police bond until 10/05/2019.
Same People, arrested on the same day, in the same place while traveling in the same vehicle, charged with the same offence allegedly committed at different times, one given Police bond while another produced before court and denied bail.
That is how unprofessional Uganda Police Force can be!
We shall hold on until this government falls.

Today is a very common day in the Republic of Uganda. Yet another day, where the opposition of the President Yoweri Kaguta Museveni and his National Resistance Movement (NRM) are using all law officers and use of the law to purge the opposition.
As this was an insignificant day, the Forum for Democratic Change and their Year of Action Campaign 2019 was hit again. Early in the morning the leadership who was sleeping at the Bethel Hotel was raided by the Police Force. The others who came into town was asked for documentation by the Police Force to enter and to hold meetings. The Police Force had already disowned and blocked their planned rally at Nyakasanga Grounds at 2 PM. As the Inspector General of Police J.M: Okoth-Ochola hadn’t cleared the event, this is the information given by the authorities in Kasese. There was already a few hundred people who had gathered at the stadium, the way the state got them away was with sending an Armoured Personal Carrier (APC), live-bullets and tear-gas to get them away, which they did to disperse them.
While, this is very common. The asking of documentation of entering a town from the central leadership of the opposition and raiding the hotel they were staying at. Shows their intent from the get-go. During the day, the Police also showed up with tear-gas and violence against the public. Since, the FDC was passing through the town.
Even as the authorities claim about the public rally, the FDC leadership of Patrick Amuriat Oboi and Dr. Kizza Besigye was able to enter town and also hold a leadership conference at the Rwenzori International Hotel. Where they held a successful meeting there. But we now know, that the FDC needs visa or permits to travel around. They need documentation to enter somewhere and show reasons for their trips around the Republic. This is what the Police expects of the FDC.
“Kasese: The guns did not stop our supporters from expressing their inherent rights and freedoms even when the coercive instruments of state that should guarantee their enjoyment of these freedoms and rights were busy blocking them! We shall win by DEFIANCE!” (Forum for Democratic Change, 29.04.2019).
We are now seeing, this as yet another purge on the Opposition. They have to meet with live-bullets, military and police force, as they are trying to gather the public. Alas, the FDC is not allowed or cleared to do so. This is just the continuation of the oppression against them. Yet another violent day, as the FDC just tried to continue their internal-party work and also spread their message. Which again has been attacked by the authorities, because they are active and showing resilience. Even, when the state is giving no way and just trying to spread fear. Peace.

Today is a very common day in the Republic of Uganda. Yet another day, where the opposition of the President Yoweri Kaguta Museveni and his National Resistance Movement (NRM) are using all law officers and use of the law to purge the opposition.
As this special day, Robert Kyagulanyi aka Bobi Wine was supposed to be summoned for an interview for his charge of inciting violence and unlawful assembly on Easter Monday, as he that day was planning to hold an Press Conference on his property. Where he was blocked again from holding the Kyarenga Extra Concert there.
So, as Bobi Wine was summoned to CID Kibuli, however, as he was passing through Wakiso District and into Kampala through Kalerwe market. The public was really gathering around the politician. This really was infuriating the authorities. That is why they arrested him as his convoy was one the way to the Criminal Investigation Directorate (CID) to answer for his crime and give a statement. This would not happen. As he was taken away from Kalerwe by the Police Force.
They later took him to Nagalama Police Station, as they didn’t want to make fuzz about him. Later they moved him again to Buganda Road Magistrate Court, where they charged him for unlawful assembly and civil disobedience as he was in-charge of a protest against the social media tax and OTT Tax in July 2018. After this he was remanded to Luzira Maximum Prison. Where his now remanded until 2nd May 2019. This is just mere days after the same Police Force house-arrested him without any proper charges or warrants. They are continuing to stifle his political work and also his career in general. In the same fashion, Francis Zaake, and other associates of Bobi Wine have been arrested today. Therefore, his not alone in the fight for liberty and justice in the republic.
All of this was just because he was supposed to make a statement at the CID. As he was crossing the town, he ended up, re-arrested, taken to Court and put in prison. This within less of a half-day. That is the effectiveness of the Republic, when they are purging on the Opposition. Peace.

Yet another day of this, as the Forum for Democratic Change (FDC) came into Lira town as part of their National Tour, which have turned violent. As the aggressive attacks from the authorities happens at every junction. The Police Force haven’t let the party organise a rally, a conference or even broadcasting at talk-shows on local radios. Only blocked it and served live-bullets, tear-gas and arrests, even tried to abduct and arrest Besigye while on-air.
In Lira was nothing different. As the Police Force came with mambas, tear-gas and live bullets to disperse the crowds. Also, do whatever they could block the radio-show, where Dr. Kizza Besigye was scheduled to attend and appear. This didn’t happen, just like anywhere else.
This story of the troubles of FDC gets old. Not because it isn’t important, but because it is the same story. Just another town, another village and another district. All over the republic, the Police Force is going after and using the Public Order Management Act (POMA). They are using it as a tool to stop the all gathering and deeming them illegal. If not making all opposition movement illegal, like moving from one property to another like Bobi Wine did earlier this month.
However, this shows, why ONLY National Resistance Movement (NRM) can be a national party, the rest have to be fringe parties with smaller bases. As if the FDC tries to build, organize and hold meetings. They are meet with the police brigades, the water-canons, tear-gas and switched of signals of the radios. How could Bosco speak nationwide if the state did this to him? Didn’t think so.
Therefore, the state is deliberately stifling the works of the FDC. No matter if they apply or trying to follow the procedures of the POMA. The state will not sanctions or accept it. Just like the headaches of Bobi Wine to hold concert even on his own property. That is just the way this state is. To stop the Opposition from assembling and even spreading their message, the state fears that. That’s why its using all tactics to silence the opposition and stop them.
In Lira, as in Kitgum and so on. It just continues. As long as Jajja gives them a nudge. Peace.

There is something that isn’t right in the Republic. As wherever the Forum for Democratic Change (FDC) is opening up Party Offices or holding leadership conferences. It has to be with violent force from the Police Force. Just like yesterday, when the FDC was gracing a local talk show on Tembo FM, the authorities switched off the radio station. So, that the public couldn’t get the information about the opening the next day through the airways.
However, this didn’t stop the party from entering town with the central leadership and access the offices of the Party. Even if it meant, tear-gassing the town of Kitgum. Live bullets and what else the authorities has to offer the opposition party. It shouldn’t be this hard to build a political party and actually try to have district offices in the Republic. But it is, because the state using its resources to follow, monitor and silence the ones who dissent.
Today, was another day of heavy weaponry and tear-gas in a fashion, we have seen elsewhere. Even as the leadership got to meet the local leaders in Kitgum. The hardships and the hassle of opening offices, shows the disregard for a level playing-ground is there. Where every step of the way is a hurdle, where the law-enforcement isn’t there to secure the premises, but instead trying to fight the opposition party away.

The Police was ordered to disperse the crowds, stop the gathering as the opening of office was happening. The public didn’t let go of the idea of actually opening. As they did. But it shouldn’t be like this. Even if this a cycle that continues. Today it was Kitgum in Northern Uganda. Next time its somewhere in Western Uganda or Eastern Uganda, even in one of the municipalities of Kampala. Because, the same rules are put up everywhere and the Police Force have bountifulness of budgets, funds and equipment to go after the opposition.
Therefore, this story is one out of a dozens. There is more to follow, as long as the public accepts it and let the Police Force, the authorities and the orders from above high. All control this and that gives the nod for these actions to continue. Peace.

We now after a few days knows the verdict of the house-arrest and the charges put on Robert Kyagulanyi aka Bobi Wine. Whose been in house-arrest since 22nd April 2019 or Easter Monday. As he had scheduled a Press Conference on his property, as the state had barred and blocked him from holding his Kyarenga Extra Concert there later that day.
However, the Police Force violently took him from his Toyota Land Cruiser and also used water-canons, and tear-gas to get people away from the convoy of the politician/musicians. That is not seen as illegal or as a criminal affair. As they are the law-enforcement is allowed to use brute force and take people away. Even when there is no warrant or legal justification to do so.
Now, days after, the Police Force have sent a letter to Speaker of Parliament Rebecca Kadaga, saying the reasons for his arrest. They claim that the MP was inciting violence and unlawful gathering. This is common crimes in Uganda, they are soon more common than pickpocketing and theft. Since, the Police Force issues these alleged crimes as often, that its as common as the sky-rocketing rate between the shilling and the US Dollar.
It is hard to see the MP to incite violence, as he was driving his car to his property. If it is illegal to gather on his own property too. Than, surely we should be worried about the gatherings in the compound in Wakiso District too. Surely, Barbie should be afraid of even meeting with her husband now. Since, just to meet and greet him could be seen as a criminal offence. Maybe even drive home to Magere could be seen as unlawful gathering. Who knows? Because, if your someone who challenge the throne, they will pin whatever on you.
This is just another method of the NRM and IGP Okoth-Ochola to misuse power. In the means of silencing a big critic. This time being Bobi Wine, next time, who knows, but could be anyone. Because, if your someone who goes against the President and his click. Expect the vile force of the Police Force to pin your some charges and have to answer for it. Even if it doesn’t stick in court or have the evidence. That is what they do. Peace.

“The Police is still at Hon Kyagulanyi’s home who will make a statement at the police tomorrow over a range of charges, and it is improper to make a statement” (…) “Police says Hon Kyagulanyi has committed some crimes, so he has been summoned to make a statement at the CID either today or tomorrow. Because the Police are preferring charges against him, i am unable to make a statement beyond this” – Internal Affairs, State Minister Obiga Mario Kania explaining the House Arrest today in Parliament on the 24th April 2019
There are sometimes things get stupid before they get better. At this moment, we again see how the orders high above makes everyone around seem dumb. Today, the State Minister of Internal Affairs Obiga Mario Kania shown utter ignorance and also showing how little rule of law means to him. As he cannot explain to fellow lawmakers, what supposed laws Robert Kyagulanyi aka Bobi Wine have broken and what warrants the house-arrest of the MP.
This we already knew yesterday, when the MP was house-arrested, that the Police Force nor the National Resistance Movement (NRM) can directly have evidence of a crime. That is why they still doesn’t have the Arua Stone or evidence on the treason charge put on him from August 2018. However, they are now making up a new case because of he Easter Monday 2019. They will try to make something up, as they we’re the one violently arresting him and tear-gassing the public. While the criminal, is the one who just tried to show-up on his own property. Which is by all means, very impressive even for the Uganda Police Force.
This shows more of the impunity, the lack of the rule of law and the misuse of power. At this very moment, Bobi Wine is the victim of this. His just the latest target of Police Force and the NRM. That is why they are again trying to find fault and make him a criminal. So, that the politician cannot do his work or his profession. That is why they are blocking his concerts and also his ordinary life. This is the cost of standing up against President Museveni and his rule.
President Museveni doesn’t care, as long as his enemies pays or gets intimidated by him. This is done with the Public Order Management Act, the Penal Code or any else breach they can pin on somebody. This time its Bobi Wine. Even if the State Minister Obiga cannot answer the reason for his house-arrest.
It could be anything, but most likely, he has offended the DON and killed his MOJO. He has hit the pride and the arrogant cow-herders buttocks. So, that he cannot stomach it and has to use the law-enforcement against him. Peace.

I wonder, this is an experiment, what if the Public Order Management Act was measured in way, where it didn’t hurt the opposition or any dissidents of the government, the President and the National Resistance Movement, but instead went directly and worked against them. I know, its impossible at this point of time, but that is why this an example. An example that has been running in my mind all day.
Let’s say President Yoweri Kaguta Museveni was stopping in a roundabout in the middle of Kampala or even at Owino Market without any prior notification to the authorities. Where he would cease the ordinary life and people would congregate around his Toyato Land Cruiser, but also around the convoy of Special Force Command (SFC) and so-on. Still, because he didn’t apply to be there and hold this meeting.
The authorities would than be sanctioned to send the Police Force, the Residential District Commander together with the Regional Police Commander and the Kampala Metropolitan Police had to intervene. They could even send the Flying Squad there to stop the crowds to gather around the President. Arrest the “ring-leaders”, the people who he was planning to meet. Seal of the venues and tear-gas the crowds. Even put the President in the back of the black-van and drive him back to Okello House. Where he would be in House-Arrest until he followed the Police Order and didn’t incite violence. As he did on that day without notification to have a meeting with random people on the streets of Kampala.
In the same fashion as the National Resistance Movement was planning to hold a Conference and Leadership Training at Kyankwanzi. The Party would have to inform about the planned scheduled program, about the media meetings and the addresses, where the press is supposed to participate at the venue. Where the Police Force would swiftly deny entry because they don’t have manpower to keep the NRM safe or the public. As the NRM would still go ahead on their own property, the Police Force would have to seal of the venue, arrest Secretary General Justine Kasule Lumumba, Prime Minister Ruhakana Rugunda and Dr. Tanga Odoi. As they are parts of this, others that might be picked for rowdy behaviour and inciting violence would be Frank Tumbewaze, Ofwono Opondo, Kahinda Otafiire and Maj. Gen. Matayo Kyaligonza. All of them would be behind bars, awaiting trials for unknown alleged circumstances and the state awaiting to produce the evidence of it.
As those circumstances and contexts seems fine and dandy. There are others, that would seem fitting too. Since the NRM likes to ferry crowds in and around election times. Let say the NRM went around with their gadgets, their little soaps, foods and thousand shillings notes to the villages,as the NRM Village Projects always appear on the Campaign Trail of the Party.
As your playing that in your mind, as the NRM are travelling in the deep villages of Moroto or Adjumani. As the NRM Buses are ferrying crowds to the venues of the nearby stadiums. Where the President, his musicians and the SFC is in and about. The Police Force are coming with their mambas, arresting the coordinators of the Campaign. The driver of the President is taken to unknown location. His Land Cruiser is towed while he is still in it. The shocked NRM Party are following and trying to block the Police from doing this. While Secretary General Lumumba is trying to alarm the press. The NBS and NTV journalists following the Campaign Convoy is arrested and heading by another police van to Arua. The President is landing at the Moroto Magistrate Court, where his charged quickly before his airlifted to Luzira Maximum Security Prison. While the rest of the Campaign Team is either trying to get detained activists out of prison in Moroto Military Prison or awaiting trial themselves. Since, they have all broken the peace and public order by ferrying the crowds to the venue. A venue they hadn’t the clearance of the Police or the Police didn’t care about the notification and stopped it anyhow.
This was just three random scenarios. Very real scenarios, which the Opposition meets every day and all the time. Especially, when trying to gather or do political work. They cannot manage to do it, without the police intervening or being in the way of their work. The Opposition, if they try, they end up house-arrested, detained or charged with a crime. Even if the only thing they tried to do, was to actually do party work.
So, when the likes of Frank Tumwebaze saying the Police have made the Opposition heroes. Well, the Police have made them felons and outlaws, by just doing their duty and to be the checks and balances in the system. In a system that monitor, control and charge them, any time they can. This is the system that is built around the Public Order Management Act, as the Opposition has to beg to gather and do political work. Which is not a given, because the Police can use any reason or any excuse not too. That is just the way it is, but the NRM can do whatever, since the President and NRM has the Police and the Army. That is why the President can make a meeting without any form of notification and doesn’t need to follow the POMA. Even if he should, because he shouldn’t be above the law, but actually abide to it. Like everyone else. Peace.
