Bobi Wine escapes house-arrest on independence day!

Robert Kyagulanyi aka Bobi Wine released pictures earlier today of a cordoned home, road-blocks and a police siege at his home; and also on the road-blocks to his “One Love Beach”. Where he was supposed to hold an Independence Day concert. A concert that the authorities didn’t have the man-power to secure it.

However, they had the man-power to put up roadblocks, several of them, apparently. Both, in Wakiso District and in the greater Kampala area.

Well, that didn’t work out well for the Police Force. The Police Officers could detain the man in his own home. The artist and politician escaped on a motorcycle or boda-boda. As he was able to cross from Magere in Wakiso district and been able to ride to Kamwokya, Kampala. On route to Busabala, where the beach property is.

Surely, the state is looking foolish in all of this. As the boda-boda’s are even riding convoy with the man across town. As the President of the Republic is presiding over events elsewhere and totally forgotten. It proves his popularity and his rise, why the authorities fear Bobi Wine. Because, the public stand behind him and support him. Stops even police from arresting him again.

Therefore, even as this tale is far from over. The proof of his resilience and will is there. That his not following orders from high above. To silence himself and his comrades in the struggle against oppression. That he takes up the mantle and stands up against it.

By all means, for doing what he did today. He will get new charges where he defied orders, “incited violence” or trespassed Bosco’s mind. But that is something that impossible not to do. When without court orders, warrants or legal justification, they put him under house-arrest, which state did earlier this morning.

Alas, that is the proof of the sinister state and lack of freedoms in the Republic. When a man has to break away from his own home to get freedom on INDEPENDECE day. Not just a random day. BUT ON INDEPENDECE DAY. Just let that pickle cherish for a minute. Peace.

Only Museveni can celebrate Independence Day: Bobi Wine’s concert is blocked!

Besides, police would not be able to fully provide the requested for security as our main effort will be on securing the national Independence Day celebrations in Sironko district,” the letter reads in part” (NBS Television, 08.10.2019)

The Osabala Concert at One Love Beach on the 57th Independence of the Republic has been blocked by the Police Force for their ordinary reason. “Safety” and whatever else concerns the state has, as the musician and politician Robert Kyagulanyi aka Bobi Wine was prepared to hold a concert at his venue again. Since, everything else is steadily blocked for him during the last two years.

This is the first concert his tried to hold in the Republic in a long while. Not the first nor the last time the National Resistance Movement will close of venues of other people and politicians celebrating independence day. Because, its only an independence celebration if the President and his cronies are there. If not its deemed unfit and dangerous.

The Forum for Democratic Change (FDC) are planning also an event at the FDC Headquarters at Najjankumbi, but don’t expect that to go through either. As the state has a gift of blocking these events.

I didn’t expect Bobi Wine to get this. Just like the other politicians who has tried to celebrate the day without His Excellency. That is just mere impossible in the Republic. The freedom is limited and only the one given by him. Your lucky if your free and have the liberty to celebrate it. Especially if your figure who oppose him. Than, your freedoms are limited and your moves are restricted. Just like in the manner of the concert of Bobi Wine.

He just had to be blocked. Even if there is no evidence, no clues or no intelligence saying it will be an issue. Just that the orders from high above says so. That the President doesn’t want to be outshined or be exposed for his hypocrisy on the 57th Independence Day. That cannot happen and Bobi Wine just have to shut-up.

That is initially what the President is saying. Expect arrests either today or tomorrow. Of fellow peers, of people going towards One Love Beach. Expect FDC leaders in trouble too. They are always in the mix. While President will bless an venue with his deception of freedom, liberty and liberation, which was made for him and his cronies, but not the whole republic. Peace.

Opinion: The UCC report on breach of “minimum standard” is the anti-broadcasting Bobi Wine Report!

The Uganda Communication Commission report on the breach of minimum standard is really about the media houses, radios and TV-Stations broadcasting events and court-trials. This investigation report goes on supposed breaches of broadcasting standards.

All observations and affairs in these circumstances just happen to be involving the People Power Movement, Robert Kyagulanyi aka Bobi Wine and his affairs with the law. The demonstrations or the return from a police station.

This being the reports from Bukedde TV, BBS, NTV and NBS Television. What is really striking from all of this, is that the UCC recommends actions of “remain impartial and non-partisan in the course of their work”. Still, this whole report itself is only looking to breaches following Bobi Wine and sometimes Dr. Kizza Besigye,

These all stems from the same time and incidents surrounding Bobi Wine on the 29th April 2019. The UCC is all looking into the messages about this. Not about any other instance or investigating how the media houses followed the messages of the state. No, only how it blessed the air-ways with content following an arrest of unlawful assembly, as the politician tried to hold an Kyarenga Extra Concert on East Monday; Which the state blocked.

The report doesn’t look into how the state acted towards him. Neither is the mandate of UCC to do this. But it is interesting that their scope is on this and they are showing loyalty to the “high above” this way. Because, it makes it obvious.

That the reporters, the media houses, the radios and TV-Stations should be “non-partisan” the NRM way and not follow up on arbitrary arrest of opposition figures. Because, that incite violence, startle the public to demonstrate or even can cause “riots”. Since, this will not happen if they just show Museveni in 3D all day or make mash-ups of his latest speeches.

This is an targeted assault on media freedom from the UCC. This is biased attack on these media house. Nothing else too it. Peace.

Opinion: Museveni, the liberator turned oppressor!

Back-in-the-day, in a far-away timeline, early in the mid-80s President Yoweri Kaguta Museveni was seen as the liberator, the one who bring hope and possible make a transformational change. However, with time his shown that power is more important than results, than achievements and even his own legacy.

The Republic came out of terrible civil-war, a bush-war, depleted and destroyed after several years of bad leadership, corruption, nepotism and all the ills a society can have. There is no doubt about that from Idi Amin, Tito Okello, Godfrey Binaisa, Milton Obote II and so on. However, with time his started to use their tricks and become like the ones he defeated.

What is more striking is that Museveni has taken techniques used by Mobutu and Moi too. Just because he has the hang of it and can use their skill-set locally where he reside. That is just what he does with power.

He strikes with furious anger, he brings his enemies to their knees and he hope that gifts will turn them over on his side. If they don’t, then they will perish, they will suffer and regret that they opposed him. That is just what he does.

Even amongst his own, the ones former allies and people closely connected has perished and vanished. They have died by mysterious ways. Still, people will not address this or hope that people forget they even lived.

That is why it is interesting, that all the yes men, praising tarmac, bridges and vanity projects. Isn’t seeing that his destroying the economy, his enforcing his will onto every breathing person in the Republic and his misusing his power by arresting, detaining and deciding whose legally in trouble.

If your wearing the right hat, if you have broken the right code and if your treacherous. That is all his decision to make. The President that either bless you or disgrace you. The President can either give you a bread or ensure your dead. That is what he does and what paths his walking on.

He overpowers institutions, he silence radios, he stops the broadcast, he ensures loadshedding and he even sends the army to signal his MPs of what is the right direction. That is what he does, and nothing stops him.

That’s the New Vision, that is the future, the past and present. All in the same memo. The President has no trouble house-arresting, detaining and using safe-houses to silence dissidents. He has no trouble scarring people for life for standing up against him. Using military and security organization to stifle the political movements opposing. That is what he does and frequently.

That is why the opposition are evil and dangerous, because they challenge him. They are boggling his mind and his spirit. The eternal overlord spirit of Nakasero and Okello House. The grandest chief and mastermind, the great schemer and autocrat with a flair.

The National Resistance Movement was in its inception made because of one rigged election in 1980. However, they have presided over rigged elections since 1996 and continues to this day. The charade and hoopla happens with every junction. The President whose supposed to make a difference.

Does just the same. His acts are even more despicable because of that, because he knows. In his heart, in his spirit and his mind, he knows all of this. But he will not say that. That he betrayed his mission, his life achievement and the goals of the liberation. If he does, than he says his a failure and with an ego like him. That will never happen.

He rather aim a gun at me and shoot, then saying he was wrong and that betrayed the NRA. Since, that is what his done. They didn’t go to the bush to get wealthier than God and let Karamoja starve. No, it came to power to liberate and make a new Republic. Which it has done, but also continued on the ill behaviours of the past. To say otherwise is naive. The dead doesn’t speak, neither the hurt in the villages. But there are many lives scorn, just so the President can be in power. Don’t doubt that, if you do, than your neglecting the facts.

There will be a day of reckoning. I don’t know when, but it will happen, eventually. Because nothing last forever. At one stage, the house will loose and the people will win. We just don’t know when the central leadership gives way. Peace.

Opinion: Mzee suspends the use of Penal Code Section 167, but his not repealing it or amending the law!

President Yoweri Kaguta Museveni have ordered the Police Force to stop arresting people for being “idle and disorderly” and also release them. Especially, the ones taken in by the Kampala Capital City Authority (KCCA) enforcement. The President want their prosecution discontinued and also stop arresting illegal traders there.

This is clearly a mission from the President who orders this, but if the Republic is supposed to be a land of law and order. Than, the President should get some of his minions to repeal one of his colonial laws, which he has kept and used when in need. Now, his saying the Police Force should stop using it. I will first show, the Penal Code part, which is used and a little history behind why its there today.

The Penal Code Section 167. says:

Idle and disorderly persons.

Any person who—

(a) being a prostitute, behaves in a disorderly or indecent manner in any public place;

(b) wanders or places himself or herself in any public place to beg or gather alms, or causes or procures or encourages any child to do so;

(c) plays at any game of chance for money or money’s worth in any public place;

(d) publicly conducts himself or herself in a manner likely to cause a breach of the peace;

(e) without lawful excuse, publicly does any indecent act;

(f) in any public place solicits or loiters for immoral purposes;

(g) wanders about and endeavours by the exposure of wounds or deformation to obtain or gather alms” (Penal Code Act of 1950).

Short history of the Penal Code:

As such the Africa Order in Council, 1889 was applied to it. Under this Order in Council, statutes of general application in Britain at the time applied to Uganda. One of these was the ‘Idle and disorderly’ Act, 1824. In 1902, the Uganda Order in Council gave powers to the Governor to make laws that apply to the protectorate. The governor passed the Applied Indian Acts Ordinance in 1907, which made the law applicable to India at the time applicable to Uganda. Thus Uganda started using the Indian Penal Code, 1860 until 1930 when the Uganda Penal Code Ordinance was introduced. The Indian Penal Code did not criminalise idle and disorderly conduct or being rogue and vagabond. Similarly, the 1930 Penal Code Ordinance did not criminalise being ‘idle and disorderly’. The criminalisation of both ‘idle and disorderly’ and ‘rogue and vagabond’ was introduced under the 1950 Penal Code, which is still the Penal Code Act in force today, now designated as the Penal Code Act, Chapter 120 of the Laws of Uganda, 2000” (HRAF – ‘ THE IMPLICATIONS OF THE ENFORCEMENT OF‘IDLE AND DISORDERLY’ LAWS ON THE HUMAN RIGHTS OF MARGINALISED GROUPS IN UGANDAP: 23, 2016).

So, now, the President is now suspending the arrests of the idle traders and other people taken by the section of society, which the KCCA and Police Force deems them as “idle and disorderly”. This is part of the Penal Code, which has been historically used by the state to restrictive laws of society control. However, the state has kept it, because its a useful tool by the state.

Now, the President suspend it and stops the Police from using it. However, the law is still enforced, unless the National Resistance Movement or some MPs are amending it or repealing this law. Therefore, the act of the President today with ordering the UPF to suspend doing it. Can only be seen as a temporary suspension or even a PR stunt. Because, the law is still enforced. The law is still active.

This means, the state can still use the law, even if the President has sent a circular and order from above. The law is still there and looking at the public. The Colonial heritage is still there and the usage of it is still common practice. Just wait to the campaign season and general election in 2021, the state will use the Penal Codes like no tomorrow. Opinion: Gazetted injustice with the ban of red berets!

On the gazetted Uganda People’s Defence Force (UPDF) dress code of 18th September 2019, the red berets, which has been associated with the People Power Movement and Robert Kyagulanyi aka Bobi Wine. It is now banned from wearing them, except if your part of the UPDF. The same with the rest of the attires, which is gazetted.

This is limiting clothing, but also banning a sort of cloth, a headwear, which has been directly the image of the opposition movement. The UPDF again being used politically to ban. Not only is the army used to intimidate and to control the public. They are not only defending the territory of the Republic, but also used as a tool of oppression. That is why, special units of the UPDF have been used to arrest and detain civilian leaders, like even taking the Arua 26 and the Kizza Besigye to Military Court.

Therefore, this is not shocking. This is following a pattern, like when the Interim Order of 5th May 2016 banned all demonstrations and the defiance campaign. In addition, this means that the Forum for Democratic Change (FDC) was officially by the state not allowed to demonstrate nor use defiance. That is why we have been here before.

The UPDF is used as a tool this time. To stop people from wearing a certain head-gear. They want to monopolize this headwear. Apparently, they can do that, even after the state known the public and the opposition has used this. This is a direct ban of wearing something of the opposition.

If the National Resistance Movement (NRM), the ones running the government wants a multi-party democracy or act like its there. Maybe not ban their gear in general. Because, it proves again, that President Yoweri Kaguta Museveni and his minions in acts won’t a one-party state. That is why he was so reluctant to let go of the movement system in the past. This is a history we cannot forget.

In this instance, it is repetition of the past. The NRM and Museveni uses the state as a oppressive machine. Finds some significant faults with the opposition bans it. That is not new.

This is the red berets, which is now a cardinal sin, unless your part of the UPDF. Together with the other hand-picked attire, which they see fit. We can await the radios to ban Bobi Wine songs, we can await to see more of these issues. Just like the bans of concerts of Bobi Wine too. Therefore, this is following a common pattern.

This is not happening to the DP Block or the UPC for that matter. No, its happens to the Opposition that the President fears. That is why he can use the military, which the militarised politics of the NRM has personalized over the years.

This will be controversial, there will be arrests, the police force will enforce this and we will see an outcry. However, will this show the public how far the NRM does to control them? Is this enough or will laws of draconian acts continue without any actions against it. Will the public accept this and move-on, as the state again tell them how to think, act and how to be?

This is what the NRM does, just another proof. Peace.

Opinion: Mzee’s rebuttal to the US sanction on Kayihura falls flat!

It was just a matter of time before Mzee or President Yoweri Kaguta Museveni was about defend former Inspector General of Police Edward Kale Kayihura, the loyalist and bush-war hero. Who was demoted, put through a trial and since then been in the shadows lingering without any concern.

Now that the United States had put sanctions on Kale and his closest families. This has ruffled with some feathers and hit the pride of the old man. Not that its surprising. Its expecting by this point. He don’t want to answer for his crimes and his own actions. That is why he will deflects his comrades ones too. Because, he has to save himself. To think otherwise is just being naive at this point.

I will not comment on the whole thing, because that is just a mere waist of my time and most likely yours. So, I am instead taking a few extracts of and will break those down in ordinary fashion. So, here we go.

Before I comment on the action of the USA Govt in the matter of Kale, I should, first of all, say that, that excitement among some elements of the Opposition shows the poor quality of their spectacles when it comes to issues of Africa and Uganda. Why do they think that going to the USA or, indeed, any non-African country is so important that if you are not allowed there, it will amount to a painful punishment? I know of no Country that is more beautiful than Uganda on Earth Planet. It is actually a sacrifice for me to visit any non-African country on account of bad weather, strange foods etc” (Museveni, 22.09.2019).

For someone whose steady jet-lagging elsewhere, its hypocritical of him saying this. When is daughters are barred from giving birth in Uganda and has to this abroad. Therefore, when his ministers are taking health-care tourists and so-on. He should really make sure the beautiful is better equipped. However, his terms on the opposition is directing attacks on them. Instead of looking at own grievances. Which he tends to do. Because, that is way of defending himself.

I would say for someone whose has had the need for the support, the co-operation and the aid of the United States. It is very rich to call the opposition poor quality in this manner, when he spoilt the opportunities to use this for making the Republic better. That is why they are happy, that the US sanctions Kale, because the Ugandan are shielding him and not really enforcing rule of law. That because, if they do, then it will hit the President that ordered Kale to do certain human rights violations and crimes against humanity. But not the President will pursuit those, why? That will implicated his own ass and he don’t want anyone touch the leopards anus. Remember?

However, for Kale or other Ugandans who are suspected to have made mistakes, they will always be handled in Uganda. That is why we shall never hand any Ugandan to, for instance, the Court in The Hague- the ICC. Kale is already facing whatever mistakes he is suspected to have committed in our Courts. What value addition is, then, there from external actors?” (Museveni, 22.09.2019).

Without to much repetition, how much else than being demoted and taken on charges is Kale at this point? His not really serving time or answering for his crimes in office. That is because his part of the Bush-War elite and the ones that the President cannot touch. The invisible NRA elite who can do whatever they want. By all means, we know the President fears the ICC for his crimes in Uganda, Rwanda, DRC and elsewhere. He don’t want to answer for those, as he wants to be shielded and expect to get away with it. That by using Pan-Africanism and other Isms to look smart.

I’m tired of bullshit and you should be too. So take a sip of coffee, milk-tea or whatever tasty beverage you got close. Since this madness got to stop, but I don’t know when. Peace.
