President Yoweri Kaguta Museveni have started to care about the ghettos. But it seems forced and it is. Because its not like this has been his thing. Most of his sudden government policies has been pushed either by donors or by random blurred lines to counter opposition figures. Now its another one of this. That is because the “Ghetto President” Robert Kyagulanyi aka Bobi Wine has arrived with force. Something he cannot contain and totally control.

That is why the President has to care about the Ghettos. Not because he wants too, because he don’t. He would rather be able to bed the oil companies, get some kickbacks and chill-out with his family on several of his ranches. But, we know he cannot do that.

That’s why he does this:

President Yoweri Kaguta Museveni has officially appointed local Artiste Catherine Kusasira as presidential advisor on Kampala Affairs. Under this role, Catherine Kusasira will be charge of coordinating the young NRM recruits in the slum dwellings. Another local artist Mark Bugembe known by his stage name Buchaman was considered for the position of presidential envoy on Ghetto affairs” (NBS Television, 26.10.2019).

This continues from the arrival of things last year:

President Yoweri Museveni has donated Shs 100 million to Kamwokya ghetto based youth groups. The money was delivered today to six groups at Harvest Church, Kamwokya by a number of government and State House officials led by Col Shaban Bantariza. Two groups received Shs 30 million each while the other four groups received Shs 10 million each” (URN – ‘Museveni donates Shs 100m to Kamwokya ghetto youth’ 24.09.2018, the Observer).

We know all of this happening because the President has to react to Bobi Wine. That is his gospel. The whole salvation happens in the Ghetto since the old man fears the popularity of the Bobi Wine MP. He has such power and stellar trust in the community, that the President has to pay people there and now appoint people to look over them. That is why this happens.

This is a continuation and will be more as we get closer to the 2021 elections. These elections will be fierce in this regard. Especially if the ghettos starts demonstrations or protests, than the army and police will go all-in like they have done elsewhere. However, if he does it is not like he will be less popular, than he already is.

His trying to deflect that his failed this ghettos, these parts of the cities and slums in- and around Kampala. Not like he has done magical things in Mukono, Wakiso or in Greater Kampala. No, he hasn’t and that why it is seemingly a stronghold for the opposition. That is why KCCA came into action, as the state had to take away power from the opposition in Kampala. It is no other way to see it, as he could legally appoint a another leadership to the ones elected by the public.

That’s why its rich that the President appoints more advisors and they are working for the ghettos. He has had policies for them like Slum Dwellers in the National Human Settlement Policy (1986) and now the current policy of the Secretariat for Orphans and other Vulnerable Children (OVC). So the state has done something, but not that its really have changed anything.

This is why the President does this. It is because the upstart is shaking him and making him look weak. The President cannot be that, he needs to look good and be the friendly force in the State House. This is why His Excellency does this now.

He cares about the ghetto, because he needs them suddenly. His not changed their livelihood, neither made difference there. They will still have to hustle, still have to get-by and find avenues to live in their shelters in the slums. Not like the President will build high-rises and proper houses for them. He doesn’t have the funds for that. Because, public housing would been a significant change. That is out of the league of this Presidency. It is not in it.

All for the fear of one man. All is justified to entrap and take control of something that he lost. The people and the peasants, the ones who was on his side, but with time they moved on. Because, they saw that this President didn’t care or act in their interest. Peace.

7. Functions of the Defence Forces

The functions of the Defence Forces are –

(c) to foster harmony and understanding between the defence forces and civilians” (UPDF Act 2005).

What we have seen of photos,videos and so on from Makerere University this week has been heartbreaking. Combined with the efforts of the army to console power, assault the halls of student housing on campus and done despicable acts of violence. This is soldiers in plain clothes violating students and their homes, while cracking down on their industrial action of protest against rising student fees. Therefore, we have seen insufferable levels of violence against civilians by soldiers at Makerere.

The UPDF have thrown tear-gas into rooms, raided rooms of students, raped and arrested them. They have tortured and done acts no-one should ever do. Still, they have done this on orders by the army and gotten there because the Vice-Chancellor Barnabas Nawangwe who got them to torment the students.

First I will show two statements from the last few days, than show reporting of the Idi Amin era. There been over 100 arrested, 49 students issued for release today after the Buganda Court and one confirmed dead after the last days protest at Makerere. Surely, a sign off what the government and authorities does. There also been reports of gun-shots and muffling of journalists, also road-blocks to the University. Therefore, very little information coming out from there. That’s why the verification and the total numbers after the raids, the guns, tear-gas and other violations of the University is uncertain at this point. Therefore, its fitting to show the Idi Amin era too, because there is where we are heading with this sort of mess.

Francis Zaake MP statement:

The Guild President Kateregga Julius and other concerned parties who went to check on the detained students at Wandegeya Police Station were blocked for no good reason. As a legislator, I am also concerned about why the military has of late taken over police duties whenever citizens – or students in this case – stage peaceful protests. This is not the role originally envisaged for the army when the UPDF Act was being enacted by Parliament. Ironically, almost none of the armed men responsible for today’s brutality can ably afford to educate their son or daughter at Makerere using their meagre salary” (Saabi Marvin – ‘OPINION: With the Current Tuition Trend, Students Like Suubi Won’t Dare Carry their Metallic Suitcases to Makerere in 5 Years – MP Zaake’ 23.10.2019, CampusBee).

Prof Twinomugisha statement:

What happened in Lumumba is reminiscent of Amin soldiers’ brutal treatment of students and lecturers. Anyone pretending that the situation is normal is like the proverbial ostrich hiding his or her head under the sand. Imagine your son or daughter in a room. Military thugs forcifully open the door, pull him or her out amidst beatings. Your daughter being raped, molested or assaulted! Ladies and gentlemen, this militarization of all institutions, including the Ivory Tower, the citadel of higher learning, must be condemned by all people of good conscience” (Prof Ben Twinomugisha – Statement, 25.10.2019).

Here we have seen statements made on what has happen during this week. Now we will go back in time to the authorities back-in-the-day, the ones that the President was supposed to liberate this students from.

Under Idi Amin:

His statement also coincided with reports that the vice-chancellor of Uganda’s Makerere University and two other academics had been arrested, and possibly killed; and that the elimination squads of the State Research Bureau (SRB) and Public Safety Unit (psu)—whose ranks are made up mainly of Muslim members of Amin’s own tribe, the Kakwa, and other loyal “Nubians” from the west Nile area— were once again at work among the Christians of the Acholi and Langi tribes” (Stewart Sommerlad – ‘Of course Amin must go. The question is: who’ll send him?’, 07.03.1977, Maclean’s).

Vice Chancellor Frank Kalimuzo disappeared in 1972 after provoking Amin’s wrath. In 1976, secret police shot and killed law student Paul Serwanga and dragged away the leader of a women’s dormitory, Nanziri Bukenya. Her body was found later in the countryside. Makerere students staged two major protests in 1976. The first spread into downtown Kampala and was joined by thousands of non-students. The second was confined to the campus and brutally broken up by security forces” (David Crary – ‘‘Oxford of E. Africa’ Tries to Rise Again : Uganda’s Esteemed Makerere University Crippled by Amin’s Terror, Neglect, War” 29.12.1985, LA Times).

Kampala — President Amin addressed Makerere on March 8, 1976 over the shooting of law student Paul Sserwanga in Kampala. After the address, State Research agents and military policemen arrested three suspected student leaders of the anti-Amin demonstration staged the previous day” (Fred Guwedekko – ‘Uganda: 1976: Idi Amin becomes ‘Dr’, 05.07.1998, The Monitor).

We are still not at the point where the soldiers are killing and taking people away to unknown locations. But we have seen bad footage of situations, where the students are getting violated, where the soldiers are tormenting them at night. This is what the soldiers are doing to civilians or students, who are justified to raise their concerns over the raising prices of their fees. They have only a few small avenues to talk about their concerns and the best way to get one the radar of those in power. Is to actually with protests and marches.

Therefore, the answer of the state to do this to them. Is actually devastating, that the ones supposed to shield the Republic is hurting them. This isn’t enemies of the state, spies or murders even, these are average students or citizens who happen to study at Makerere. That is why this shows at what extent this government goes to silence dissidents. That they are torturing them and tear-gasing them.

The acts of Idi Amin has been said to be bad, but the acts under Museveni is clearly not better. He uses soldiers to address to students. That’s the sort of tyrant he is, he cannot listen or do the right thing.

What is more striking, that the UPDF are breaching parts of the UPDF Act of 2005. Which is too ensure harmony with civilians. What they have been doing this week is in breach of that and shows their intent. This isn’t how its supposed to be, but that is what they are doing. Instead they are inducing fear, intimidation and a violent crackdown, which haven’t been done there in years.

There are also unverified reports that today on the 25th October 2019, there are students who are killed by bullets. Shot dead by the soldiers on the campus today. “A few” students are the numbers, which cannot be specified, but surely that will come out. As every single student hurt by this is scorn for life. The state did this to them. The UPDF who supposed to keep them safe, made them unsafe and even took some of their lives.

They will known for the same acts as the ones the previous generation were known for overthrowing. That really says something about our time and how a liberator, became the same tyrant, as the ones he liberated the people from. Peace.

Uganda Police Force: Police Dismantles Additional Criminal Gangs (21.10.2019)

Opinion: DIGP Sabiiti’s security plan is basic policing!

Okay The point I’m making is this: Soldiering and policing, they ain’t the same thing. And before we went and took the wrong turn and start up with these war games, the cop walked a beat, and he learned that post. And if there were things that happened on that post, where there be a rape, a robbery, or a shooting, he had people out there helping him, feeding him information. But every time I came to you, my DEU sergeant, for information, to find out what’s going on out on them streets… all that came back was some bullshit. You had your stats, your arrests, your seizures, but don’t none of that amount to shit when it comes to protecting the neighborhood, now do it? [sighs] You know, he worst thing about this, so-called drug war, to my mind…it just, it ruined this job” – Howard “Bunny” Colvin – The Wire Season 3:10 (2004).

What Deputy Inspector General of Police (DIGP) Sabiiti Muzeyi wrote and spelled out to the media in this weeks “Enhanced Security Plan to Curb Violent Crimes”. It was basically spelling out what policing is all about. Not strange it is like this, when the army is more involved, the leadership is patriotic, loyal cadres of the army and leaders from with the Police Force itself.

That is why these fellows could have been re-watching The Wire or any other Police TV-Series, which has been known for a while. Even Pacific Blue, Luther, NYPD Blue, Colombo and all the editions of Law & Order. All of these could say about the same thing.

What the DIGP did launch was more surveillance and investigation capacities, fingerprinting firearms, improving forensics department and more visible police officers in the traffic. This is all steps of ordinary policing. That is not re-inventing an art-form. Alas, this is not changing the ways of doing work.

That is why what they are wanting to do. Is to directly wire-tap gangs, follow-up on CCTV Cameras and investigations itself. So, that they can follow-up on suspects and find proper evidence to link possible criminals. This should be their works, follow leads and breadcrumbs, even have proper detectives, that detect things and solves cases. That shouldn’t so hard, but you cannot anticipate soldiers and the army men to get this. They are securing a territory, they are in the line-of-fire, they are not getting affidavits, finding the motives and the evidence. The Army will use force to keep safety, they will guard a perimeter and secure a venue. They will not find a person with a guilty conscience and ID a suspect with fingerprints and so-on. This they could have learned from watching TV.

Therefore, this sort of enhanced plan to crack down on gangs isn’t that substantial. It shows more the lack of finesse, the lack of protocol and the lack of work ethic within the force. They are just soldiers on the beat and not doing policing. That is why they are not able to stop the gangs from existing. This is how it seems.

This report and PR hasn’t shown strength or ability to restructure. Instead, it has shown weakness and that they have been focused on other work. The Police is known for monitoring opposition leaders, their gatherings and such, but not handling actual criminals. This is maybe why it has to learn basic policing. Which is a sad sight.

Maybe, the UPF should hold seminars, hold course and even have bonus evenings in the police stations with talking points and questions after watching the Wire or anyone else. To see, if there are anything they could learn to do their actual job. Peace.

Opinion: Bobi Wine, apparently, the Enemy of the State!

Bobi Wine went to America and said that people should not come invest in Uganda. That means he is an enemy of progress in Uganda. In the 1960s, I was a member of DP but when I couldn’t say, ‘don’t build the Masaka-Kabale Road because I am not in the government, because that road is my road –it’s not for the government. When you go and tell foreigners that they should not come and invest in our country, you are waging war on our prosperity. So why then do you want to come and take advantage of that prosperity? (…) “That may be one of the reasons [for cancellation of Bobi Wine’s concerts] I suspect, I have not talked to the police in details” (Yoweri Kaguta Museveni on BBC News Africa, 18.10.2019).

It is now evident that the Uganda Police Force and the authorities has blocked a total of 156 concerts, which Robert Kyagulanyi aka Bobi Wine has tried to do. Also, in consideration the various of charges pinned on him. From being charged with treason, inciting violence and so-on. Like a common criminal not allowed to do his profession on the side of being a Member of Parliament. It would be like killing the cows and impounding, grabbing the land and expropriate the land to foreign investor to start ranching on one of the farms the President owns.

Because, what the state has done, is effectively stopping his other career and political messages through music. The have blocked him and his fellow artist to express themselves. There been all sorts of requirements, but the state has in the end blocked it.

If it is not a big enough venue, not enough toilets, not enough officers or the ability safeguard the venue in question. The Police Force will say that, as the artist and MP has to by law, notify the authorities and get rights to perform. This is what the laws are saying and he has complied to this.

Still, the state has blocked him and silenced him this way. It really shows how the state are using their power. Because, the state has an enemy and that is Bobi Wine. His now not allowed to pursuit his career, since he shouldn’t advantage of the prosperity of the nation.

Still, the President and his men can do that, all the time. The President can siphon, steal, land-grab or do whatever. Even spend the fortunes of the future, take out loans on the future and expect people to praise him for tarmacking roads.

Therefore, we know know the the enemy of the state. Even if it has been public knowledge for a while. Since, the MP and artist cannot move without getting into trouble. That is because the state are awaiting around the corner, if not they are trying to house-arrest him like other opposition leaders in the past. Peace.

Opinion: Mzee, what progress has Bobi Wine stopped?

Since June 2017, as he won the Kyadondo East By-Election his been an active troublemaker for the President, because he has stood up to him and his causes. That is why, the President tries to deflect and put blame on the MP, Robert Kyagulanyi aka Bobi Wine. Instead of looking into own acts and mischief made.

It is not as if the MP tortured himself after the Arua By-Election in 2018. Not like him made the headlines of not being allowed to leave the country for treatment. It is not like its his fault, that the Police Force and their brigades are blocking every avenue and venue for his concerts. That is the state apparatus. Therefore, the enemy of prosperity and the enemy of good political PR is the state.

That’s why its insulting what the President is saying on BBC News Africa. Like he thinks that people are this damp. That he thinks people are not seeing through the shades of grey, that they cannot configure the ordeal and see the reasons for all of it.

This is like the evangelical prosperity gospel kind of nonsense too. You know, if you don’t follow the teaching of the pastor and his church. Your whole business will fail, your whole family will be deceased, and God forbid, if you’re a farmer your crops will not grow. So, with that in mind. The President is pin-pointing wrong.

If it wasn’t for Americans, many government programs wouldn’t have funding, lots of the UPDF equipment and training wouldn’t be there. The list goes on. Therefore, the man should come down about that. After his rise to power, he shake hands with Ronald Reagan and Bill Clinton. Therefore, be at ease, Mzee, take it easy.

I don’t see that Bobi Wine has stopped any progress, but instead shed light on some of the businesses. That the President doesn’t want light shed on. Because, you just want to rule indefinitely without any question or bargain. That is just the way it is.

His a threat to you, that is why his an enemy. Not because his a severe danger to the Republic. Nevertheless, you thinks the Republic will not stand the day you cease to hold the keys to power. We know that, but you can act as if we don’t already know. Peace.

Opinion: How many Besigye lessons do we need before we listen?

You are talking about 2021 elections, I was a candidate in 2016, and after elections, I was charged with TREASON for declaring myself winner. We are going into 2021 and that case has not been heard” Dr. Kizza Besigye (on NBS Breeze, 16.10.2019)

Well, there has been plenty of this, where Dr. Kizza Besigye the People’s President has spoken on these matters. This is not brand new, neither is it unique. However, his analysis is still as vibrant as before. The need for this clearly there. As the National Resistance Movement and President Yoweri Kaguta Museveni continuing their reign without question. Even, if there are major issues with his rule and the methods done to continue his self-styled President for Life project.

Therefore, the excerpts of the NBS Breeze Programme on the 16th October 2019 was a breath of fresh air. His saying what his said before, as stated, but still. These things doesn’t seem to sink in. Like people are brushing it off, instead of understanding why he says it.

Then there is a question of legitimacy. One, we have an illegitimate person who violated the Constitution by detaining his opponent to declare himself. Two, a person who is in office illegitimately, he has already illegitimately appointed the new Electoral Commission headed by Simon Byabakama. By the way, Byabakama was my prosecutor on very funny cases. Thirdly, this illegitimate president violently destroyed the Constitution and invaded Parliament with his troops in order to procure an amendment to allow him contest beyond 75 years. Of all the people who have so far shown interest to contest for the presidency, only Museveni is already 75 years. Museveni would not have been a candidate if he had not destroyed the Constitution” (Dr. Kizza Besigye on NBS Morning Breeze on the 16th October 2019).

This is all well-known now, the things that Besigye is stating is facts. It is mere view of what Museveni has done. How his used his state power and control to secure his future. While that has happen, his also ensured that the opposition got into trouble. So that the issues would go away. However, breaches of legality and the violations of rule of law doesn’t go away. Even if all the courts of the Republic has accepted this. Still, we are supposed to believe that 2021 will be different , than 2016?

Who are we kidding?

Well, let me say it like this. A man whose made his life a con. A man that has rigged every single election his been in-charge off. Would you expect that man not to rig the up-coming one? Do you expect him to be honest? A man who constantly has made every single By-Election into a War-Zone and rigging competition of sorts. There is so much trouble ahead. That legitimacy is only the first bargain of the upcoming election.

That Besigye is still on bail three years after and not had to answer. Proves the ordinary troubles of a real opposition. As suddenly the Court will call trial and continue the case. However, the will not be produced affidavits or witnesses to ever create a viable case. Alas, this is being used to make it harder for someone to campaign and such. Just like all the old court cases coming and happening in the campaign period for Besigye in 2015 and 2016. This will most likely happen in 2020 and 2021.

We know the game. It is rigged, but people will not take the lesson. Getting National IDs and going into an Election. Bobi Wine and People Power means well, their reigniting flames and showing positive flair.

But, we all should remind ourselves of these words:

The struggle I know and understand is that we are looking for a country and first mission should be to recapture the country and then once we reclaim the country and have power over it, then we can choose and leaders and create rules how to choose leaders” (Dr. Kizza Besigye, 16.10.2019).

Because, right now Museveni decides and makes the changes. No one else does, except if they are his straw-men like Raphael Magyezi. There been others who carried the load of the President, but later are lost sheep without any office. That might happen to him, because he was useful to him that given year.

Museveni right now has all the cards, which he has kept close since 1986. That is why the struggle is the same. Just listen. Peace.

Opinion: Mzee made a 9 Point Plan to end insecurity last year, now his giving DIGP Sabiiti 48 hours to solve it!

I have given 2 days to Commander Sabiiti of the Police to come out with a plan to combat these gangs. The IGP is away in Peru for a meeting. I will look at that plan, comment on it and it will, then, be communicated to all of you. It is easy to defeat these gangs. Their crimes will only add to the credit of the NRM because we are going to defeat them. Yet, the People have already seen the bankruptcy and the criminality of these groups and those who back them” (Yoweri Kaguta Museveni, 15.10.2019).

Well, Deputy IGP Steven Sabiiti Muzeyi has really only about 24 hours to finish the plan to challenge gangs as a Police Officer, a high ranking security official and a former Major General in the army. This on orders and by commands put on Social Media yesterday by President Yoweri Kaguta Museveni. Who should have just sent him the package of already well-written ideas from last year. Unless, these are already fixed.

Because on the 20th June 2018, the President dropped his 9 Point Plan to end insecurity. Which was an extensive plan, but you can bug now 1 ½ year later if the Uganda Police Force and the other agencies did comply to this. Even if the magical plan of last year was implemented and put into action.

Like are the police able to collect fingerprints and ID guns? Are the police able to find out by register of boda-boda’s? How is it going with those specialized helmets for boda-boda drivers? Haven’t the CCTV’s done anything, now that they are actually up and going? How is it going with the building of that forensic laboratory? What is going on wit the Flying Squad? Are the any regulation of drones? How is it going with the thieves den on WhatsApp and on Social Media, any signals of catching up on that? Finally, have the Police and Customs acquired any scanners to secure transit of cargo?

This is brief and quick asking of the 9 Point Programme, as the DIGP Sabiiti only has one more day left. But if felt I left out the breadcrumbs of the DIGP to follow, as he stated earlier in his text: “However, for today, I will only comment on the pigs that are attacking People with pangas and mitayimbwa (steel- bars) and robbing them” (Museveni, 15.10.2019). Not that he has to register or look for lost pigs. No, that he has to register pangas, get people to them illuminated numbers in a registry and also combat illegal imports of steal bars. Maybe even, secure previous 9 point plan and actually enforce it.

Who knows, maybe the bans of hoods wasn’t an bad idea, since the Police Force neither has capacity or resources to follow up on previous orders above high. DIGP Sabiiti won’t say that, because than he might be forced to resign or get assigned to a foot-post in Kotido district or something.

If the President was serious he would have given him more time. As he himself hasn’t finished any of his previously made plans, starting all the way back to the 10-Point Programme, before the Vision 2020 or 2040, even the National Development Plan I and II. Therefore, the man should be a bit more patient with his technocrat or civil servant. However, don’t anticipate that. But just like the 9 Pointer of last year.

The additions made by the DIGP will be put in a stacks of paper and forgotten. That is just the way it is, because the funds are only for monitoring opposition and not fight actual crime. Peace.

Opinion: A little bit of defiance overpowered the independence celebration!

Today was supposed to be the day that President Yoweri Kaguta Museveni shined in the Bugisu Sub-Region and in Sironko District. Where he together with all the flair, the state machinery, the army and dignitaries. Even Zimbabwean President Emmerson Mnangagwa was there to bring the festivities to the next.

However, the actions of his state apparatus, the acts of his own security organizations and their compatriots failed. They were supposed to have a smug party and celebrate the spoils of 57 years of independence. Instead, this day will not be remembered for whatever trophy or award Mnangagwa got or the speech of Museveni.

No. Today will be remembered by what happen in Wakiso district and in Kampala. There was another fellow taking the headlines and stealing from the military parades of Sionko. The man who overtook the mantle and the spotlight was Robert Kyagulanyi aka Bobi Wine.

His not the first opposition figure (Dr. Kizza Besigye and Ingrid Turinawe) to sneak out his own home, as it is besieged by police officers and road-blocks. Which was the case today, as the news of Independence and Magere was sealed off. Still, Bobi Wine found away and he took off.

What is even more amazing was that Bobi Wine was able to dip through traffic and pass into Kamwokya. He was able to drive-in convoy during the day and even jump onto a boda-boda while the police tried to arrest him. This all made fuzz and the video-clip of this is online. It went viral. Because, it shows the lack of freedom and how one mad had to defy the authorities.

This is defiance in-action. Where one man took it and showed the world what it means to stand-up against the oppressors. He could have been a defeatists and been behind sealed of premises. Instead, his action showed the public what a little effort can do.
