Good News: Christoper Aine Come’s Back from the “dead”; but the question remains – What did really happen?

I have written about this before, since there was no clarity of what happened after the Election Violence between NRM Supporters and Go-Forward Supporters in the Ntungamo clashes. That was on the 13th December there with NRM People and Regional Commander involved in the sponsoring of the violence,;therefore the Don Museveni said the famous words of never playing with the Leopards Anus. The Go Forward camp got detained and the NRM supporters got facilitated with monies for their hurt; because the only Ugandans that matters is the ones that follows the vision of the Don.

The Good News:

“Christopher Aine, Amama Mbabazi’s security aide has resurfaced alive and well, four months after he reportedly went missing. Aine has handed himself over to government, according to Gen. Salim Saleh. A soft spoken Aine says he spent the last four months hiding in Tanzania. At the height of Aine’s disappearance, his family accused police of being in possession of their relative. Social media was later awash with a photo purported to be Aine’s body. During the entire time of his ‘disappearance’, police maintained it was not in possession of the aide who was reportedly picked up by police in December” (NBS TV Uganda, 07.04.2016).

Before all of this, the Inspectorate General of the Police Kayihura took out Cash Reward for telling where he was on the new-years. That was necessary skeptical about since it seemed so strange from the Police Force and the amount of detaining the opposition. Especially since this kind of thing happens the detaining family members for questioning the authorities for his whereabouts. That former Police Intelligence worker and now Political Analyst Charles Rwomusushana for posting a picture on social media get detained and questioned at Special Investigation Unit at Kireka. That Norman Tumuhimbise of the Jobless Brotherhood who went looking in the missing person in Nakaseke District without look; and second person to offer reward for finding the man. So with all of these actions while nobody coming up front with great details. And the Police through CP Fred Enaga claiming this and that do not secure the family. While later the Police Slamming the Family of Aine to create drama about his status. That while the son still not-knowing the whereabouts.

So the picture of a seemingly dead man makes a person suspicious when it comes to a Police Force who shots journalist and detain opposition without trials or court verdicts, henceforth the initial thoughts went to he was dead. The assumption should not be weird knowing the violence from the Police Force and the Army in the Pre-Election Period.

On 11th January 2016 I wrote this one the case:

“The starting spin-control in the end of December 2015; show’s a man like me that they know more then what they are telling the public. So we can question what is happening, I don’t have the answers, it just don’t add up. The Police know more then what they release, the Go-Forward team comments are direct, and the family of Aine has been upfront from the get-go since it their son and family member. They are the only ones in this who has been totally truthful and saying how they feel. Something they are entitled to and they should be the first ones to gain information on the matter” (Minbane, 11.01.2016).

We had the right to question what happen and what we’re the truth, as the Authorities and the Go-Forward Group tried to either deflect or attack each other, while the family and Civil Society Organization, together with Political activist went in to try to find answers.

Even with him surfacing today, there is many unanswered questions where was he really? Who has supported him while being gone? Why did the Police detain his family member, Rwomusushana and Tumuhimbise? Because there must be reasons for the issues the Government had with them trying to find out his whereabouts and question the Police in their search for him. The supposed death and the intelligence if the government had it; could have issued something else then the Spin-Control that was done during the month of January in 2016.

It’s good news that has surfaced in the home of Gen. Salim Selah, brother of Mzee, the former General of Intelligence. That the military man sheds light on the giant question that has been in public during the Pre-Election Period and the worry of the Go Forward Security Officer. There were many reasons for this, as the violence from the government could be put in question and the militarized politics that the President Museveni stands for.

When the truth get shed light on and when we can see who coined the most for his disappearance and the agreements for hiding him. Then we will truly know the truth behind it, because parts of the disappearance are still in the dark and the play it did on the Hon. Amama Mbabazi campaign. Also what did President Museveni have done when it comes to the disappearance as well, because the NRM regime could have done a lot and shed light on matter; but that didn’t happen at all!

So the story will continue to unfold and many questions remain, where was Christopher Aine during the Pre-Election Period, and why did he surface today? Peace.

Two People Arrested for Passport Fraud at Entebbe Airport (Youtube-Clip)

The directorate of citizenship and immigration control together with police have arrested two people in connection with passport related fraud at Entebbe International airport. The two, one a Nigerian national and another Ugandan were intercepted during a crackdown carried out yesterday at Entebbe airport” (Dennis Duke, 2016).

“The United States Ambassador to Uganda has raised concern that government appears to be sacrificing the civil liberties of citizens rights at the altar of maintaining stability. Ambassador Deborah Malac who was addressing students from higher institutions of learning here in Kampala says the poor organization of the elections and detention of opposition politicians has dented Uganda’s democratic credentials. RESPONSE TO US AMBASSODOR MS. DEBORAH MALAC
7th April 2016

The Uganda Government notes and takes strong exception to the continued unfair criticisms about its elections and human rights records by the US Ambassador Ms. Deborah Malac. We would like to briefly respond as follows;
The U.S. Government sponsored an election observer team under the Electoral Institute for Sustainable Democracy (EISD) in Africa, through the International Republican Institute (IRI) Washington D.C. This was led by former Zambian President Rupiah Banda, which issued a report giving credit to Uganda’s just concluded elections. We would like to advise Ambassador Deborah Malac to carefully read that report. Unless she is giving it a vote of no confidence, then she is at liberty to keep referring to and relying on the partisan and very shallow EU report.
lt is strange that Ambassador Malac doesn’t refer to the report her government commissioned. Secondly, she doesn’t acknowledge that late delivery of ballot materials was in only two out of 112 districts in Uganda. These were isolated incidents and indeed time was extended and all voters who wished to vote did cast their votes, and those votes were counted, tallied and added to final results.

Since the publication of the Uganda Presidential Election results, none of the observer groups has come with credible evidence to challenge the results posted by Electoral Commission. We therefore wish to ask them to either adduce evidence or keep their peace for good. Otherwise, we know that some groups in the US and EU, including diplomats accredited to Uganda, funded and are still funding opposition elements in Uganda to cause government change outside the constitutional framework but are disappointed this hasn’t been successful as yet.
The U.S., which uses raw power to project its influence and interests around the world, is the least competent to ask other nations for democratic accountability. Uganda’s democracy is progressing well and we are satisfied with both the pace and achievements registered so far.

Well, yesterday we saw brutally how a Ugandan Police Officer was writing on the Release Bond to Dr. Kizza Besigye. It is now proof where that seriousness is taken from. As the “About Us” part of the Uganda Police Force is not functioning or well made. The level of unseriousness is staggering and not caring about the message the Police Force is sending out, by doing this. But hey, they rather being in the Anti-Riot Vehicles and throwing tear-gas instead of acting as respectable men and woman serving the people, but they just serve the Executive! Peace.

I have to ask; Where is Wangegeya Police Station, Mr. Officer? I think you guys arrest and detained wrong person as Dr. Col. Kiiza Besigye must be an interesting character! The same UPF Police Officer also wrote “Prossession” when tthe right word is “Procession” as Dr. Kizza Besigye is quoted with as well.  Well, what else can you expect from a Police Officer who clervly just follows orders and does not think for himself. As the Naggalama Police Station is an ordinary place for Dr. Kizza Besigye to spend his time in.  Must be weird for the Officer to write a bond as he is not used to either. IT wasn’t done during the routinly activities after the Presidential Elections. So why now ,Mr. Officer? With the current and adherent stay from hours during day eating dinner there and then going back to rest in home. Something Besigye did many days during the late February, but does this look like a organized procession?

This is an organized one right? Why wasn’t any of them in detained? Well, wait there where more people praying at Watoto;then in the streets of Kampala at this moment of celebrations for the NRM in Kampala. My bad Mr. Officer. Forgive this is the almighty N-R-M. No-Rescue-Me. Not-Repeat-Me. Nonsense-Raised-Me. And so on.

Dr. Kizza Besigye can show up in Wandegeya Police Station close to Makerere University. I am surely he will struggle to pass without making an illegal pocession through Central Kampala. As was the issue before the grand Election Day, but the NRM have forgotten that piece of intelligence together with their ability to write correctly.

I rest my case. Peace.

As the FDC Leader Dr. Kizza Besigye got detained the reaction sparked instantly in the FDC branch in Entebbe, where a group of FDC supporters went to walk-around the State House in silent demonstration against the oppression of their party.

This was not something the NRM-Regime could accept, this defying spirit and peaceful demonstration around the premises of state property, so the FDC supporters who was walking along the sides of State House, was finally taken by the Special Force Command and detained as well.

Also later in the day the FDC Officials went to Naggalama Police Station in Mukono to visit the detained leader:

“Visiting The People’s president at Nagalama police station.I am with General Muntu, Hon Wafula, Hon Nandala, Hon Mwijukye, Pastor Ngabo e.t.c. The OC CID, DPC have all fled their offices” (Doreeen Nyajura, 2016).

“KB supporters terribly beaten and arrested here at Nagalama police station, the bodabodas that were transporting them have been arrested 2!” (Doreen Nyajura, 2016).

Also been said about actions there:

“Police are scared and firing bullets in Nagalama now. The people have had enough of the police criminality, we have to confront these goons. They have arrested even Mr. Ajuna the FDC candidate Fort Portal municipality as if he is a petty criminal” (Moses Atocon Atyeko, 2016)

There will come more, as it evolves and as the Government of Uganda, and the Police continues to stifle and undermined the opposition in Uganda. Peace. 

Press Release: MRG calls on Uganda government to investigate cause of escalating violence in Rwenzori region (04.04.2016)

Kasese attack

Minority Rights Group International (MRG) expresses grave concern about recent clashes between the Bamba-Babwisi and Bakonzo communities in the Rwenzori region, and calls on the Ugandan government to investigate the root causes of the conflict.   The violence has left at least 33 dead, 10,000 displaced and 366 houses burnt.

The first attacks broke out following the declaration of local council election results on 27 February, although many brushed them off as simply post-election violence. However, despite heavy police and military deployment, the killings have continued, with victims including a 13 year-old in Kanyansiri village in Bundibugyo district.

Addressing a press conference, President Yoweri Museveni told media that although his government had never deployed the army to quell a tribal conflict, he was going to now do so.

‘While we understand the President’s urgency to solve this problem, a military solution treats the symptoms not root causes. There is need for genuine dialogue among communities in conflict, mediated by a team of experts,’ says MRG Africa Office Manager, Agnes Kabajuni.

The events playing out in Rwenzori replicate a scenario in 2014, when violence between communities claimed 72 lives.

According to MRG, the causes of the current conflict in Rwenzori date back many decades.

For instance, to solve the Rwenzururu war, a guerilla campaign waged by both the Bakonzo and Bamba to gain recognition and secede from Toro Kingdom, then President Idi Amin negotiated a settlement to create Rwenzori District for the Bakonzo, Semliki District for the Bamba and Kabarole District for the Batoro.

The Rwenzururu Kingdom, now comprising Bundibugyo, Kasese and Ntoroko districts has since the 1980s established itself as a movement which has continued to pose a serious threat to central government control. In order to calm the ethnic tensions in the region, the government in March 2008, after a ministerial committee recommendation, endorsed the Kingdom of Rwenzururu as a cultural institution headed by King Mumbere.

However, the decision to endorse Rwenzururu Kingdom was done with no prior and adequate consultation of both tribes in Kasese and Bundibugyo, pre-empting demands for recognition of other tribes like Basongora, Banyabindi and Bamba.

‘It is telling to see two groups, which have long co-existed and intermarried, now fighting with each other. At a political level, the government has to facilitate a genuine mediation process involving the Bakonzo under the Rwenzururu Kingdom and the Bamba cultural institution in order that they may peacefully co-exist once more,’ says Kabajuni.

‘As a long term strategy,’ argues Kabajuni, ‘the government has to address the economic marginalization of the communities in the Kasese, Bundibugyo and Ntoroko Districts, caused by historical injustices relating to land, equality, decision-making and economic opportunities for all tribes.’

UPF Press Statement: The Police explain the reason for detaining Dr. Kizza Besigye before going to FDC HQ at Najjankumbi for Tuesday Prayer (05.04.2016)

The Uganda Police Force has learnt that tomorrow 5th April, 2016, RTD. Col Dr. Kiiza Besigye will attend prayers at the FDC party Headquarters at Najanankumbi. The prayers shall be held within the enclosed party premises and this therefore does not violate the law.

What is of particular security concern however, is information that after the prayers RTD. Col Dr. Kiiza Besigye intends to drive in a procession from Najanankumbi through Clock Tower to Container Village which is one of the most highly populated areas in Kampala City.

The purpose of this statement therefore is to caution RTD. Col. Dr. Kiiza Besigye to desist from carrying out any procession tomorrow because he has not notified the police in time as required by the Public Order Management Act sec 4 (1) 5(1). Violation of this law calls for sanctions as provided by the Act.

The public is strongly advised to shun anyone who tries to involve them in any unlawful activity that is likely to disrupt safety and peace within the city and which could result into damage to lives and people’s properties.

The Uganda Police Force assures all Ugandans and in particular the business community in Kampala that all measures are in place to ensure public order as well as security for persons and properties.By Blanshe Musinguzi
