Let’s be clear Dr. Kizza Besigye isn’t appointed as the UN Envoy for Uganda!

By yesterday an unknown source and someone did photo-shop a picture where the text was spelling out that Forum for Democratic Change (FDC) leader Besigye was handpicked and appointed to be the United Nations Envoy of Uganda. That is a noble position.

KAMPALA–President Yoweri Museveni has this evening named Uganda’s Opposition leader Kizza Besigye as Uganda’s Permanent Representative to the United Nations. “In exercise of the powers conferred on the President of Uganda by Articles 108(1), 108 (2), 113(1), 114(1) and Article 99(1) of the 1995 Constitution of the Republic of Uganda, I have appointed Mr. Kizza Besigye as the new Uganda’s Representative to the United Nations,” said President Museveni” (TheT1mes.com, 26.05.2017).

I would think it is more likely than anyone of the Presidential Advisors, that means the 164 appointed men and woman the President already trust and also pays. These people are more likely to be appointed, even Ragga Dee for his trying to pursuit the ballots in Kampala for the President. There, are so many loyal cronies and people who wants his envelope.

Therefore this story in Red Pepper in March, says enough:

FDC sources have confirmed to PIU that the recently appointed Ugandan Permanent Representative to the United Nations (New York) and formerly with the African Union, Amb. Adonia Ayebare, was agreed upon by both sides late last year as the mediator of the talks aimed at bridging the increasingly widening gap between government and the opposition. “The ambassador has in fact already met both leaders on several occasions to lay groundwork for the talks,” our source added” (Pepper Intelligence Unit, 2017).

So the UN Envoy Adonia Ayebare has had two terms before in the United Nations, but his latest appointment was on the 29th January 2017. It would be strange to be cut short on his third term by just months. To hire the biggest competition and the worst enemy to a honorable position. It is not like Besigye has been bitten by the envelopes or empty promises like Beatrice Anywar or even Beti Kamya.

This was how the news of the newest term for Ambassador Adonia Ayebare: “The President has appointed the following ambassadors and heads of diplomatic missions Pursuant to Article 122 (1) of the Constitution. The President has sent the names to Parliament for consideration and approval” (The Kampala Times, 27.01.2017).

So, with this in mind, we should know that today’s news isn’t real, as Dr. Kizza Besigye wouldn’t trade away Kasangati or the FDC leadership role for becoming an Ambassador for Museveni and his regime. Especially considering the battles between the gentlemen. Knowing Besigye is not the kind of person who stops his causes or his ideas. They are steadfast even as the troubles comes his way. It is more likely that he is visiting Nagalama Police Station in Mukono, Kira Road Police Station or Kasangati Police Station. Before he ever get hired by the NRM and their loyal cronies.

Let’s be clear, I don’t want Besigye detained on fake charges or become a jail-bird, that is what the Movement has done steady in the recent decade. It is their M.O. when controlling the FDC and Besigye. They use the Police and even uses his home as prison on-end without charges if they have too. So it is not like I am thinking of fiction. It is the sad reality of the Police Force and the methods of oppression under President Museveni.

Key point from today’s rumor: More likely that Besigye get’s detained at some Police Station, than him being hired as Ugandan’s Permanent Ambassador at the United Nation. Peace.

Opinion: Minister Kibuule misuse state funds as he flies to see in-laws!

You would think the misuse of government funds would have an end in the Republic of Uganda? But the misuse of State Reserves are endless. Especially by the Ministers and Members of Parliament, that really use every reason in the book to eat of the government plate. That Honorable Ronald Kibuule stepped out of line and used government transport without sanction is clear. That the Minister for Water using for a private visit a Police Helicopter is just disgusting. It proves how little the Minister thinks of the cost of his lifestyle and secondly how it may look. There are clear he just wants to sponge of the state and use the available resources to extend his luxury. If the Minister had use the monies from the suits from the President or even used the car provided by Parliament, than he still would seen as one living life within the means of his public office. But taking a helicopter to visit his in-laws are really showing disrespect to the rest of the citizens. Just take a look!

The State Water minister, Mr Ronald Kibuule, on Tuesday stirred residents of Ntungamo Town in southwestern Uganda when he swung by in a police helicopter to check on his father-in-law.

After the police Agusta AW109 Grandnew chopper landed at Ntungamo Sacred Heart Parish adjacent to the police station at about 4.30pm, curious onlookers crowded to catch a glimpse of the government official they mistook for the Inspector General of Police, Gen Kale Kayihura” (…) “But a few minutes later, minister Kibuule sauntered out of the helicopter with another man and five police guards and headed to his father-in-law John Tumuhimbise’s residence, a short distance from the police station.

We thought it was the IGP; some police officers even had to run [home] to dress up. But I think this is pure misuse of government resources; there is no police officer that can ask for this or even a motorcycle while going home, and it is given to him,” one police officer said on condition of anonymity to avoid possible reprimand” (Rumanzi & Kasasira, 2017).

This is a total disregard and disrespect of the people, the taxpayers and the donors. That the state are using and paying for private travels with police helicopter. This should have been taken care of with other means. The Police Helicopter should been used by the Police Force only and for the use in Police functions. Not used for a private trip for the State Minister of Water Kibuule. Kibuule should reimburse the costs of the trip back to the state and assure the citizens that he doesn’t misue the funds in this manner. This disgrace as a minister to use state transportation to for personal travels. As the MP’s and Minister’s are already getting massive salaries and allowances, plus cars and other benefits that the average Ugandan couldn’t afford. Therefore, this is just a proof of how the NRM regime and their cabinet members see themselves, as they can just use State Transportation when needed and without consideration of the spending in doing so. Parliament report on Nalufenya didn’t say much, but what it did say was important!

The 10th Parliament went on a visit to the Nalufenya detention facility on the 19th May 2017, that the Security Agencies in charge of the facility has made this sort environment and this allegations of torture there. Doesn’t come from the wind, but from the certain leaked photos and leaked information from former detainees at the facility. That is certainly the reason for the fear of ending in the dungeons of Nalufenya, as the report is clearly saying more than enough. Also, that the Police together with other security agencies worked to clean up the place and make sure the most hurt detainees was moved. If not the committee would have seen the real-deal. The manufactured story they tried to make, as the sudden massive move of detainees proves the state tries to cover-up their misgivings. Certainly, there are more untold, than told, but the indications are strong enough at this given time.

Nalufenya Detention Facility is a gazetted police station that has been in existence since independence and was initially gazetted for the population of Jinja because of high crime rates in the district” (…) “Nalufenya operates as a special police facility dedicated to handling “handling profile cases” where suspects are brought from any part of the country for investigation and interrogation” (…) “The Committee was informed by the officers (SSP Henry Mugumya) that the police in carrying out the “special operations” works jointly with other sister security agencies such as Internal Security Organization (ISO), External Security Organization (ESO), Chief of Military Intelligence (CMI) among others” (Parliament, P: 6, 2017).

From the inspections of the look of the lock up book/ register, the Committee found that within the course of one week, many detainees were transferred to Luzira Maximum Security Prison and other detention facilities. The Committee therefore, could not establish whether there had been overcrowding or not or whether those transferred had been tortured at the facility” (Parliament, P: 11, 2017).

The Committee observed that detainees at Nalufenya detention facility are held incommunicado. All inmates noted that since their detention, their families are not aware of their whereabouts. They were therefore concerned of the psychological torture of their families” (Parliament, P: 13, 2017).

The Committee is gravely concerned by the lack of coordination in the security agencies in executing arrests of suspects. It is apparent that owing to lack of coordination, the Police cannot always account for the cases of torture” (Parliament, P: 14, 2017).

The detainees seem to live under fear and there is a general fear of disclosure of information to any person. Hence, even when the detainees would want to disclose information, they are constrained” (Parliament, P: 14, 2017).

That the level of fear inside the facility, that the state and their security agencies are really using all methods to pour the power over the detainees. As they are locked away from the world and their families left in the dark. That the usual openness of this report is rare, even as the covering-up and clearing the shop before the Members of Parliament came for visit. Is clear by the Lock-Up book and other initial part of the report. Since the leaked pictures and intelligence from the Nalufenya detention facility, therefore hard to believe that there isn’t anything illegal or torture happening at the place. The Committee of the Parliament couldn’t prove, because the clear moving of detainees and the other factors was shuffled away for the visit. Also, the proof that the Police cannot account for the cases of torture, since it might be other security agencies behind the violence on inmates, might show there are not only possible, but more likely for it there.

So with the little said in the Parliament report, it says enough to know there are implications and problems underneath the surface that the State and their security agencies was covering up, as the level of fear, the level of unaccounted affairs from other agencies and also the sudden move of detainees, are as proof of it as it need to be. There been lot of work and preparation by the Police Force before the Members of Parliament showed-up, to make sure that they couldn’t verify or indicate the leaked information was real. Peace.

My honest letter to the newfound peacemaker President Museveni!

Dear Sir, His Excellency (H.E.) President Yoweri Kaguta Museveni!

Though I am surely not so dear to you, I am sure if you we’re ever to read one of my pieces. I would end up in Luzira or even Nalufenya, in a dungeon not seeing daylight before my mind was weaken and my thirst for liberty and justice was all over. That is what would be my ending, if you got your will. As many others who has questioned your rule and your power. They have lost their days and their lives, they have been detained and been tortured. This is something you know and done your orders. That is well-known.

So the last week has boggled me, how you at the time taking the Chairmanship of the East African Community, which goes between the Member States. Therefore, your place there after the Tanzanian President Joseph Pombe Magufuli isn’t shocking. What is more important, is the stages of your concern of the nations around you. How you suddenly want to invest your time and urges to change and give hope the republic’s around you.

That you travel on credit to London to talk on AMISOM and possible peace in Somalia, than later you travel to Tanzania and discuss the sanctions and say the EAC should be able to solve what is in-house, and today you are in South Sudan, giving advice on National Dialogue there. You are certainly occupied with other nations troubles.

In London, United Kingdom on the 12th May you said: “However, our strongly held view is that it is not enough to check Al-Shabaab. Somalia must heal completely and stand on its own feet. In our view, there are a number of bottlenecks that stop the complete healing of Somalia” (Museveni, 12.05.2017). In Dar Es Salaam, Tanzania on the 20th May you said: “Burundi is our member and no action should be taken against it without our input. Our house is our house” (Museveni, 20.05.2017). Today in Juba, South Sudan you said: “Within the party, speak frankly to each other. Reach decisions by voting or consensus. Raise issues by having regular meetings in the party. Insist on having meetings in party organs. Never use force. Violence should be a means of last resort” (Museveni, 22.05.2017).

That you suddenly are the grand peacemaker is weird, the man who done his thing civil-war and coup d’etat in Uganda, you have been involved in two wars inside the Democratic Republic of Congo, you ushered the rebellion and ruling party of Rwanda Patriotic Front/Army in Rwanda. You have sent your army without mandate into South Sudan. The other mandated forces has been operations against Lord Resistance Army in Central African Republic and the African Union Peacekeeping Mission in Somalia (AMISOM). Also, being hired security agents without consent of parliament in the Equatorial Guinea. I am sure you have used them differently, like lately the UPDF helping mission for the SPLA in Bieh State in South Sudan in April 2017. So the use of army for your own gain and the foreign exchange is also well-known.

Therefore, that you suddenly speaks of peace, negotiations and of consensus, it must be a lingo you dislike. As you yourself want to get rid of opposition in Uganda and want only the one who agree with you. Therefore, that you advice President Salva Kiir Mayardit to talk consensus, while in Buyengo Sub-County on the 9th May you said: “I am tired of wars. I want you to vote for pro-NRM members of parliament like our party flag-bearer, Mr Moses Walyomu.” (…) “I don’t want to go back to the bush to fight again. Don’t send me people who will disagree with me in parliament. I fought in 1986 and I am tired.”(Kirunda, Nakato & Katabulawo, 2017). So it is not like you believe the words you said in Juba today, aye? It seems more like a ploy and pigment of imagination, since you need to say this to look wise for the world. But we know that this isn’t the real you, you don’t believe in consensus, you believe in your vision and doesn’t trust anyone else, but yourself.

That you speak of violence as last resort, what about all the tear-gas as the opposition? What about all the harassment of them? What about all the ones detained for their political affiliation? Than, I also have to ask, why did all of the innocent had to die in violence in November 2016 in Kasese? There are so many questions, you should also answer for detaining all the kids of suspects in the killing of AIGP Andrew Kaweesi? If you doesn’t want to resolve with violence, why is the Flying Squad and the UPDF so quick to spread fear every-time there is ballots and elections. Why did you send the fighter airplanes to fly over Kampala on the days after the Presidential Election in 2016? I ask these questions since you tell people not to use violence, but speaking frankly; which I am doing to you now.

So with your history of violence, your love of guns and militarized government. I have little or to be honest. No faith in your mediation. Mr. President you have no character of trying to make peace. You have only made war and stifled your opposition. Therefore, very few of your adversaries are still alive. Most of them is gone, as well as the UNLA mates are gone and others who has stood in you way.

President Museveni, a leader and Commander-in-Chief since 1986, what sort of history and guidance can you bring from you experience and reasoning inside the Ugandan Republic, to build bridges in Burundi and South Sudan? Other than, bring the Special Forces Command and blow the possible enemies to pieces, Mr. President is that avoiding violence? Or throw tear-gas at consultation meetings of Opposition parties, is that mediation and consensus, Mr. President?

I am just asking because this is your advice… your own advice to the fellow brother in South Sudan, Somalia and in Burundi. Kinda hard to follow where you reside and run the nation, aye?

Opinion: Tired of NRM apologists defending the record of President Museveni!

It is depressing, it is sad and it tormenting to listen and read the defenses of National Resistance Movement. The defense of the 31 years of rule, the rule of the for life President Yoweri Kaguta Museveni and his cronies. The cronies and their 10th Parliament, the By-Elections that are rigged in favor of the NRM Regime. The government of Uganda is totally controlled by the one in-charge, the President and kingpin.

The Parliament are following orders and making amends to seem to be different. Therefore, the results of elections are more to just show overpower, but not to have real elections. As the NRM sends buses and pays of villages with small-fees and commodities. There aren’t anything fruitful or sincere by the regime. The ones who put dissidents in the Nalufenya prison. Where they will be beaten, tortured and get ill. As well, as in the overcrowded prison in Luzira. The organized silence of opposition, as their rallies are filled with tear-gas and police brutality. If not the ones who are feared by the NRM are put on treason charges and called terrorists.

President Museveni with his patronage, his bloated State House, the massive cabinet and the Presidential Advisors. There certainly enough ghosts, fake bills and misuse of state reserves to write books ten times thicker than the bible. We can know by the lost trillions of the Petroleum monies, as the “Presidential Handshake” is a drop in the ocean. As the UNRA and other agencies has misused the taxpayers monies. This happens with such ease and lacking finesse, but the agencies looking into graft and corruption is compromised, because the ones leading it are loyal Musevenist.

That the government and budgets are bloated. That the financial and economic state is in deep distress, as the state is suffering from lacking provisions and revenue. As well, as they are struggling with the stop of donor friendly relationships. People’s and Foreigners trust in the leadership of Museveni has been dwindling. President Museveni are also already prospecting the revenue of the oil and petroleum, even before it has surfaced. Therefore, the future will also be compromised by the deals done today.

The defenders of the NRM now, does not believe in real democracy, as they defending the rigging and militant Movement. A President who has no trouble with killing and destroying to stay in power. The ones defending him has no trouble to stand by a man who empties the treasury and state reserves with no hesitation. As well, as the men and woman who stays by the regime, are easily taking land and resources, they are eating of the plate and selling it back to the Ugandans. This with impunity and without any consideration of the ones who loses their chances.

It is a nation who has a government, not based on merit, but on loyalty. The loyalty to Museveni and his agenda. The agenda to work for him and his ideas. Not work to develop the nation, but develop the estate of Museveni. The idea of real Movement is ploy from the master himself. He just needs shadows to work for him and for envelopes. Not a real party who deliver policy or working for the future Republic. No the Movement is now a shell used pounce out the empty ideas of greed, nurture of the estates of Museveni and of the staging the power of the old-man with the hat!

President Museveni and his apologists knows all of this, they live by this and has faith that this is ideal and the dream. That someone comes with empty promises and lives by the fake party celebrating the 1986 coup. The coup that overruled the government and the old constitution, that President Museveni couldn’t pigeonhole. That has he done to his own and plans to do it again for his 8th Term.

The apologists can say he created safety, but he also created warfare and civil-war to get to power. Some called it a revolution, other calls it a takeover. But with time it wasn’t for the idea of a people’s government, but more a government and state built around the revolutionary, who didn’t really believe in the words he spoke.

The ones defending him, is defending a lie and that for the sake of eating. Not for the benefit of the Republic or the public. The struggling public is pawns, they are just needed props now and then for the Movement. As they praise their master, as they know if they get to close or too ambitious they are surely losing their place. Therefore, all of them are loyal cadres, elite and patrons who surely basks in the pasture of the President. But really, they should know it is on borrowed time. No-one knows how long the patronage and military can be serviced, how long they can all live on the charade and the misuse of power.

Certainly, the President knows this too, therefore, he uses all ways to make sure and get people on board. Even if that lets people starve, let them cheat on food reliefs and even use refugees as bailing-out card on the struggling economy. That is solely made of the patronage and grand-corruption orchestrated from the seat of the President at the Okello House. He can created all sorts of schemes and manufacture new ways of promoting better agriculture or better yields, but it is all ploys of generating more funds for his own. Not for the public to earn or get better output of the seeds and seedlings. If so, than the agricultural should be booming after 30 years in power.

However, the defense of this will be in the patronage and by the spokespersons appointed by the President. These ones will make a fuzz and say the Opposition never was a viable option and never had the leadership to overturn the Movement. The Movement has always been the only option, they say and use new ways of saying so. But that doesn’t make it true, as the rigging and the intimidation is used to forge this facade. The flawless untouched ballots doesn’t exists, there has been all sorts of play to get the will of the President.

President Museveni, even detain opposition, he uses safe-houses and some like Sam Mugumya are detained in the Democratic Republic of Congo, with no plan of getting him home. Him and others are lingering abroad as the political prisoner lingers in uncertainty. This is the legacy of the revolutionary, who became the draconian and the militarized government who uses all means to stay. He uses all methods on earth, Machiavellian and Orwellian blended in a Yellow Color with no fear of repression… no fear that the Movement can be touched, but when the moment appear. Than the Ugandans shouldn’t lose it, because they have already lost so much in the name of Museveni. Museveni has stolen the past and the present. His men has rewritten the history and tried to become the grand hero, and the generations from the rebellion is dwindling away. The young generation only knows the folklore and should beware, it is not all what it seems. The ghosts are not only in the budgets, but they are haunting the President from the past. They are the ones he stole to gain power and to silence the opposition. These souls will ask in the after-life, why he did what he did to them and also why he punished their grand-kids. Since they all lead the same faith. They all got to feel the pain, with no mercy from the leadership controlled by the President.

That is why there are no defending a man like Museveni. He has used all tricks, even was able to deceive the west for decades to pay for his decadence. Certainly, he must laugh about the dumb-white men and their agendas. His grin must be wide thinking of all the sorts of cars, airplanes and ranch expansions that are paid by the friends of direct-state aid. They have kept his roof and his ammunition, to oppress and to relief his patronage. Therefore, if someone is defending this man. Think of his track-record and all the souls he has left behind. Peace.

Debatt: Hva hadde skjedd i Norge om en leiesoldat eller fremmedkriger hadde tatt liv?

Idag er Joshua French tilbake i Norge, på selveste 17. Mai etter 8 år i fengel i Kongolesiske fengler. I en fremmed republikk der han reiste inn uten lovlig våpen, sammen med en kollega (Tjolstov Moland) som var innvolvert i mulig drap av deres sjåfør. Dette etter å vært en del av ulisensiert selskap i Kampala, Uganda. Der våpentrening og ammunisjon ble brukt i Uganda. Alt dette har skjedd, det er definitivt at de var en del av ulisensiert sikkerhetsselkap som reiste på oppdrag inn i Kongo. Det er akkurat som dette er glemt. Til og med Politisjef eller Politidirektør Edward Kale Kayihura kjente ikke til den virksomheten eller hadde registrert selskapet som French jobbet for. Alt dette burde sees som skeptisk på de motiv og de jobber de hadde i Øst-Afrika.

Derfor er ikke jeg helt sjarmert eller synes det er helt greit at han kommer hjem. Ville vi latt det samme skjedd om mennesker kom med ulovlig våpen, med ulisensiert sikkerhetsselskap og vært involvert i drapssak. Ville vi latt disse menneskene bare forlate landet og ikke respektere det livet som har gått tapt. At den kongolesiske rettstat og suverenitet ikke virker respektert. Den flatterende holdningen fra nrodmenn. Som ser ned på beskriver rettsaken som brutalt og nedverdigende. Vi burde kanskje passe oss selv, vi har selv et rettsvesen som ikke er perfekt der vi sender mindreårige asylsøkere til konfliktsoner og krigssoner, uten å tenke konsekvenser. Der vi bryter med internasjon rett og justis.

Jeg er ikk stolt av den norske regjering idag og det de har fått til. De har satt dobbelt-moral i spill, der en nordmann kan komme hjem, som en fri person etter drap i utland. Der ja, personen har sonet i fengsel og moren har fulgt etter. Likevel, det er en familie og lite en rettstat verdig. Jeg er ikke stolt. Heller fortvilet. Alle sprer gleden, men burde vi være det? Hva om lignende hadde skjedd i Norge?

Hva om et drap hadde skjedd på Lund i Kristiansand. Der det var to utlandsk statsborger uten opphold eller våpentillatelse hadde drept en norsk taxi-sjåfør. De begge jobbet for et utlandsk sikkerhetsselskap som ikke lisensert i Norge, ei heller i Sverige hvor de opererte fra. Der de hadde hatt våpentrening i Uppsala. Der de planla oppdrag og jobbet samme med andre. Hadde vi godtatt denne holdnigen og hatt denne reaksjonen. Om vi visste at to personer med utlandsk statsborgerskap hadde drept en norsk taxi-sjåfør på Lund i Kristiansand. Ville vi latt personene forlate landet og uten benådning? Ville vi godtatt at personene fikk gått fri og uten noen tvist med landet som de kommer fra?

Dette er dobbelt-moral og hvorfor det er irriterende. At vi oppter så hyklerisk. Det er ubeskrivelig og forkastelig. At en person som har vært med på lyssky virksomhet i Uganda og Demokratisk Republikken i Kongo (DRC). Ville vi har latt en person eller flere, hvis de drev med virksomhet som leiesoldater eller fremmedkrigere, ulovlige sikkerhetsvakter- og sikkerhetsselskap i Norge. Ville vi latt disse gått fri etter drap her i Norge/Kristiansand?


Jeg tror ikke det, det ville overgått vår rettsforståelse, våre tanker rundt det tapte livet og vår forståelse hva som rett. Vi kunne ikke godta at noen tok liv her og for så å kunne forlate kongeriket etter få år sonet her. Der de da ville være fri menn i landet de er statsborger i. Hvis ikke du ser hvor krenkende dette er på kongolesiske myndigheter og deres rettvesen, så vet ikke jeg hvor blind du på den falske frihetssfølelsen som man innhar.

Da lever i fortsatt i en kolonialistiske tankegang, der vi er mer verdt or vår rettstat betyr mer den kongolesiske. Noe denne saken viser at mange gjør. Til å med Statsminister Erna Solberg, gir krass kritikk av den Kongolesisk stat og dens rettstat, nå som French returnernte til Norge. Vi burde også ha gitt kritikk til nordmann som drev lyssky virksomhet og som burde under alle omstendigheter vært under soning i Norge. Ikke fri, eller er det greit at nordmenn i utlandet dreper? For slik kan vi også tolke denne dagen, at drapsmenn fra utlandet vil vi gjerne ha tilbake igjen?

Vi vil bare ikke ha fremmedkrigere som ikke er etnisk Norske tilbake igjen, de som drar til Syria og dreper for grupperinger der. De kan sone fengselsstraffer, men om en «ekte» nordmann er med på drap i Kongo. Så er det fest- og glede. Lenge leve dobbelt-moralen og kongeriket Norge. Der vi frigjør lykkejegere og drapsmennen på det Afrikanske kontinent, men har problem med andre. Peace.

The Calvary arrested Besigye and blocked the planned ‘My Land, My Life’ rallies in Isingiro!

It feels like we have been here before, the attempt of stopping democratic rallies that was planned to be hold in the district of Isingiro today. ‘My Land, My Life’, as he earlier in the day was taken by Police and assaulted out of his vehicle on the Kikagati-Isingiro border, close to the Isingiro district. He was taken by the Police into Ntungamo, where he was detained for the day. Dr. Kizza Besigye arrested while traveling to a rallies, seems like the pre-campaign period of 2015 are mentally back in the minds of the Police Force.

This is not the first neither the last time the police will violate his rights in might of the National Resistance Movement and the wonderful dictator President Yoweri Museveni, the grand peacemaker of Congo, Rwanda and South Sudan. But in his own home, he cannot even let a political advisory travel and hold rallies. Therefore, again he was taken without warrant, without warning and without care of safety.

Moses Muzima, the Isingiro District Police Commander, says they arrested the FDC officials for attempting to hold a rally in the market place and refugee settlement without police clearance” (Daily Monitor, 2017). We all saw that coming? The Public Order Management Act (POMA), the Anti-Besigye Act, the blessed gift of Parliament in 2013! The one used to silence the opposition and their rallies, whenever and wherever needed. So that the Police Force can assault and detain without any issues, not even use the Penal Codes or former colonial laws to arrest someone.

So the Police Force, together with Mambas, whole Police convoys was driving him home in Kasangati, as the whole day was in the hands of the Police. This all done without any issue of law or recognized criminal attempt of the opposition leader. Except for putting fear into the Movement and the Police Force loyal to him.

Yet, again the State doesn’t care about justice, freedom and liberty. There are clearly violations of these as the draconian law are now used to stop Dr. Kizza Besigye from campaigning for land reforms, as the land grabbing are happening rapidly. Peace.

Opinion: President Museveni said “I am tired” and want to indirectly reinstate the Movement System!

It is just one of these days when the President Yoweri Kaguta Museveni reveals that he wasn’t in favor of the Multi-Party Democracy, even if he claims to be elected and have credible elections abroad. It is always his vision and his perspective that matters, the others should just follow and listen to the high and mighty Musveni. No-one else has a vision like him and his party, which bow their knees, gets Presidential Handshakes and also kisses ring when they have too. That is something the Opposition MP’s doesn’t do, except for the “Good DPs” and the level-headed UPC MP’s. Still, he has something obvious to say today!

President Museveni addressing Bulago Primary School in Buyengo Sub-County in Jinja District:

I am tired of wars. I want you to vote for pro-NRM members of parliament like our party flag-bearer, Mr Moses Walyomu.” (…) “I don’t want to go back to the bush to fight again. Don’t send me people who will disagree with me in parliament. I fought in 1986 and I am tired.” (…) “He said people who are not of his party fear to discuss with him matters that are pertinent to the development of the country. And for that to be avoided, he will need Members of Parliament who share his ideals and vision for the country” (…) “He threatened that should Kagoma voters vote for an opposition candidate, their wish for good roads and other crucial utilities such as power will be no more”(Kirunda, Nakato & Katabulawo, 2017)

He is clear, if you disagree, that means war, not negotiations or discussions to find a level middle-ground. Since it is only one-man with a vision in Uganda, and that is the President. The Wonderful Dictator who is on his 7th Term, not 5th, even if he is rigged in 5 times in row. There was still a decade that gets shaved off in the calculation. I will write that until my ending. Since he deserves to count all years from 1986 and not only from 1995. While we are on that. Under President Museveni, there wasn’t always Multi-Party Democracy.

Three years after the Coup d’etat:

As already noted, the 1989 elections were held under strict anti-party rules since the NRM government had suspended all political party activities. Indeed, the Resistance Councils and Committees Elections Regulations, 1989, forbade all use of party symbols, sectarian appeals, and threats of force, the offer of food or drinks and the display of candidates’ posters. The absence of open campaigning made it impossible to discuss policies” (Bwana, 2009).

So as President Museveni forbade other parties and their political parties after taking power. He created together with the NRM/A a Movement System to control the local party politics and have structures that he could have oversight of from the State House. This was not a Multi-Party System. A special system that are now overturned into the Local Government system, still it is inherited by the RC system, that the party unleashed in the end of 1980s and tried for a long while. Explained by this Scottish student in 1993!

Importance of Movement System:

Two statutes, the Resistance Councils and Committees Statutes 9 (1987) and the Resistance Committees’ Judicial Power Statute 1 (1988), codified and expanded the system of local Resistance Committees that had sustained the NRA in its war against the second Obote regime. The genesis of the Resistance Committee system can be traced to the Mayumba Kumi (or ‘Ten Houses’) experiment of the UNLF in the early 1980s, which in turn was linked with the Tanzanian Ujamaa philosophy (Oloka-Onyango, 1989; Baringo, n.d.).” (…) “The RC statutes divided each of Uganda’s 34 (now 38) districts into 5 administrative zones; village (or ward in towns and cities), parish, sub-county, county and districts” (…) “The extent to which the RC system offers the levels of popular participation claimed by the NRM/A also requires consideration. The RC Electoral system operated in 1987, 1989 and 1992 of direct elections only at RC1 level means that the population is excluded at every stage from choosing candidates for higher office. This limitation on direct popular participation in the RC system recurs at a higher level where the links between RC4/RC5 and the NRC and government ministries become rather uncertain. By 1992, there existed no power of recall for members of the NRC beyond elections day itself” (Smith, 1993).

With all this in mind, the tiredness of having opposition. It seems that the President is ready to control the Parliament, the Local Government and have only local cadres that are his. The ones that he knows he can bribe and have under his structure. That means he wants to back to late 1980s and early 1990s when the Movement System and Resistance Councils were the thing. Where the Ministry of Local Government could fire a Resistance Councilor or others, if they didn’t follow the direct orders of the President and his State House. This seems real now.

This seems like the thing, as he wants to take away development and public service if they doesn’t follow his orders in the By-Election in the Jinja District. That proves the lack of democratic values and wish to honor the ballot. But hey, he has for 30 years rigged himself in and made sure his cadres has gotten positions, why else would Gen. Kahinda Otafiire still be a Minister? Not because of his brilliant intellect, but for his loyal assets and following orders of the President.

That President Museveni wants to have men and woman who listens to him and doesn’t challenge him. Therefore, he is telling in Jinja District, that he didn’t go to war in 1986 to have people questioning his rule. His legacy now will not be that he re-released the Multi-Party System, neither that he Constitution delivered a fresh start, as his lingering time in power. Proves that he has gone backwards and become alike the men he overthrew. There isn’t anything different between Dr. Milton Obote distrust in Institutions and Political Affiliations, the only difference is the names and the times. The misuse of army and police to harass the opposition is not different either. The use of government resource in elections are also facilitated for the Movement to counter the opposition. Therefore, the wonderful dictator is alike predecessors, only difference is his ability to overstay!

President Museveni is tired, because he cannot understand that people still question him. That people still doesn’t believe in his vision. That is because he forgot to deliver, he didn’t care to deliver and wanted all along to control it all from the Okello House. There wasn’t with prompt and glory that the Multi-Party Democracy became law, it was two elections and amendment of the constitution that the President didn’t want to deliver. President Museveni wanted it all inside the Movement and the Resistance Councils, which he could assess and control. So now he had to allow other people create their own parties, where they have their own guidelines and programs, not his! They doesn’t have his vision. That is so tiring for him. Therefore, he now want to return back in time, to the Movement System and the Resistance Councils.

He wants total control and he says it, because he is tired of men and woman who doesn’t accept his vision. The vision of looting, dismantling and disorienting the citizens for the wealth of the Museveni family. The rest is history, as the value of currency, the added state debt, the lacking of transparency and patronage is extensive. Therefore, he doesn’t want it question of his state and his system. It is all what he created and made over the decades as the supreme executive. Certainly, the glory days and the days of hope is gone. Just like the days stalwart Besigye would help the old-man creating the Resistance Councils as well. Peace.

The Calvary tried to block “My Life, My Land” Campaign rally in Semuto Town in Nakaseke District!

In Nakaseke District. The Uganda Police Force have been preoccupied with blocking meetings with Dr. Kizza Besigye and the Forum for Democratic Change, as their national campaigns continues. As this was happening when they we’re traveling to Semuto, where the Party and FDC leadership held rallies. While the Police Force and District Police Commander Justus Asiimwe were prepared with roadblocks around the town and also police officers in the town center. There we’re also Armored Personnel Carriers (APC). The Police did what they could do to block. But when he did enter the town and held the rally for “My land, My life campaign.

Certainly, the FDC have been holding campaigns in Mubende and Luweero where they have recently met the same hostile Police Force, as they are all trying to silence and stop the gatherings. As the people shows up when the People’s President and his FDC comes to town.

Yesterday the AIGP Asan Kasingye issued this statement relating to the public meetings of the FDC: “We wish to appeal to the members of the public to desist from attending their unlawful assemblies and to ignore the messages of incitement and disobedience from the above members of the party” (Uganda Police Force, 05.05.2017).

So the Police Force are calling it an unlawful assembly in Nakaseke District, this will not be last place that the FDC and their campaign team will meet hostile security forces. This is because the Police Force has decided to silence and stop the opposition party from campaigning for their cause. This was written by Erias Lukwago: “I would like to extend my heartfelt gratitude to the people of Nakaseke District for their firm stance and resilience in the face of brutality and mayhem unleashed by the Police in Ssemuto town this afternoon” (Erias Lukwago, 06.05.2017).

So the intimidation and harassment continues and the FDC are under-fire where they go, where the police are following, monitoring and blocking where Besigye goes. Instead of stopping violent crime and the insecurity that appears on this sort of activity.

While the Red Repper reported this:

Police unleash all the might on Besigye in Luweero Triangle as criminals ravage the city and entire country. Three businessmen were murdered last week in Masaka. Hardware tycoon kidnapped and murdered in Bushenyi this week. Two more kidnappings were reported yesterday in Mbarara and Bushenyi districts. Two businessmen were in past three weeks shot dead in Makindye, a Kampala suburb” (Red Pepper Uganda, 06.05.2017).

So there are certainly mismanagement in the Police Force, they are more keen on being involved in politics, than actually fighting crime and solving them. Since there seem to be problems that the Police has to solve, but isn’t fit to carry out. The reports from Red Pepper is really worrying. Doesn’t seem like the Police are occupied with that, more with if the FDC are campaigning or having public meetings, which should be seen as misuse of the public resources. Peace.
