



Statement by Hon. Sam Kutesa Minister of Foreign Affairs at The Briefing to the Diplomatic Corps on the Status of the Uganda-Rwanda Relations (17.05.2019)














“The House has passed a clause in the Road Bill, 2018 that provides for paying of road tolls. The clause provides exemption to presidential convoy, emergency vehicles like ambulances, fire engines and military, police and other security vehicles on emergency duty” (Parliament of Uganda, 14.05.2019).
Well, if you find it expensive or outrages the new toll-roads built by the government. Where the public have to pay down debts as toll to pass. Then, you have one way to get rid of that problem; this is all thanks to the gentleman and nobles at the Parliament. Yesterday, they put a clause, an exemption for the Presidential Convoy. So that the convoy doesn’t need to pay to pass on these roads.
This is opening new possibilities. So, if your driving on the Entebbe Expressway. If you have the time. Just wait until the President and his people is riding pass. So, that you can join the convoy, because who knows whose part of it or not. Especially, if you have a tinted SUV or a White/Black Toyota Land Cruiser Prado. You are set for life on this place. You might never have to pay again. Because your naturally part of the Presidential Convoy. Its all magic baby.
That is the gift of the Republic, where his majesty, His Excellency, the Fountain of Honour is blessing his peasants and servants, as they should oblige and follow suit. This meaning, every time they pass by the Convoy. They should dip through traffic and pass into it. Because, no one really knows whose a part of it or not. Except for the snipers, the luggage-cars and whatnot the President needs at all time. Also, a few of his advisors, as he has over a 100 of them to pick off at any moment of time.
That is why, the new way of driving cheaper is to tax into the convoy and drive through the tolls, as that is the way of exemption. Be a leech and a smart pawn. A person who is ruthless and has the ability to blend into the long line of cars, which is all supported by several of police cars, mambas, Special Force Command and an unlucky cousin. So, in that mix, a fellow random gentleman should pass by too. In such a manner, that he also escapes the added tax on the toll roads. That is just fair game. Peace.

Surely, I would never anticipate anything of democratic values or understanding of Parliamentarism from the dude behind the burning Buhikira Royal Palace of the Omusinga Charles Wesley Mumbere Irema-Ngoma and killing of his royal guards plus other casualties. I would not expect that man to care about Members of Parliament, that they supposed to control him and give him as a Lieutenant General a mandate. As the Lt. Gen. Clearly doesn’t understand his role, but that is because the President is acting a militarised leader and not a representative of the people.
The whole NRM is praising the army and what it does. Therefore, it is not surprising that Lt. Gen would say this stuff. However, this proves that the army can easily invade and be strangers in the national assembly as they did during the Age Limit Plenary Sessions on the 27th September 2017. This is done to prepare for the President for the General Election of 2020. Clearly, the Lt. Gen. is ready to do this again. Who needs Parliamentary rules, when the army is ready to cause havoc, because of chaos.
The army man is not finished with his speeches, as the opposition also get also under fire. This being another stern warning, since this man cannot shield himself from himself nor the ability to understand his place again. That is not new, but his just repaying favours to the ones who has promoted him. Therefore, he is defending the UPDF and indirectly the NRM. Which he knows is the reason for his fortune.
“You will not destabilize peace in this country when we as UPDF are here, UPDF will not allow this. We fought for this peace and we shall defend it at whatever cost because we are trained to do that. You will meet us ready, you will meet fire and you will meet a disaster” – Lt. Gen. Peter Elwelu
The Lt. Gen needs some civic education, maybe even some understanding of politics and parliament, but we cannot blame him for this. He is just trained to be this way. We couldn’t expect a man whose proud of killing innocent civilians and being promoted for it. That he would care for civilians, neither caring for civic education either.
The Constitution of 1995 is very clear on the article 79: “Functions of Parliament.
Subject to the provisions of this Constitution, Parliament shall have power to make laws on any matter for the peace, order, development and good governance of Uganda. Except as provided in this Constitution, no person or body other than Parliament shall have power to make provisions having the force of law in Uganda except under authority conferred by an Act of Parliament” (Constitution of 1995).
Clearly, the Lt. Gen cannot grasp this, as he thinks the army has the control and set the bar. Instead of remembering the representatives of the people, the lawmakers are the one setting the standard. Something, the army man doesn’t understand. Maybe, he doesn’t want to. As he just want to show force and intimidate the MPs into submission like the President likes.
Also the Constitution says what the UPDF are supposed to do in the article 210: “Parliament shall make laws regulating the Uganda Peoples’ Defence Forces and, in particular, providing for— the organs and structures of the Uganda Peoples’ Defence Forces” (Constitution of 1995).
Surely, it is not the army man whose supposed to regulate them, but the other way around. This is by law, by the Constitution, the one guiding law and principal document of the Republic. Therefore, the mandate of the UPDF is set by the Parliament. This is why the argument of the Lt. Gen is foolish. He should start to grasp reality, but then again his a hired gun for the regime.
I don’t expect the man has studied the Constitution, his been busy with weapons instead of picking brains, except exposing brain-matter. Peace.

Not that this is news, but last go-around in the General Election of 2016. The Authorities sealed off all activities of the Forum for Democratic Change (FDC) and even barred it from entering its own headquarters. They even took a lot of printed materials and arrested several. Even put the defiant leader Dr. Kizza Besigye behind house-arrest for God-Knows how long without charges, warrants or a proper Court Order. This was all because of DEFIANCE.
Now, as the People’s Government and People Power Movement have joined forces to dismantle the regime. They are hurrified and need remedy. That is why the Minister of Internal Affairs Jeje Odongo have summoned all leaders of Security Organizations like ISO, UPF, UPDF, Veteran Affairs, Prisons and Attorney General to a meeting of the National Security Council discussing the matter of DEFIANCE.
This is very ironic that the NSC has to discuss this, seemingly they all are part of the Resistance or the Resistance Movement. It is such a special narrative, that keeps on giving. That the NRM are struggling to cope with the public or even especially the opposition openly being in defiance of them. They want to delegitimize the state and its activities, also block and boycott. That is what being defiant means. Certainly, this is hitting the strain, that the People Power and People’s Government have decided that this is the way. Not that its easy, but surely the State trying figure it out now.
This is a real spark and proving how powerful the acts are, especially if they are joined by all walks of life. If the public really riot, demonstrate and not caring about the tear-gas, road-blocks and the danger it causes, by assaulting the privilege and the armed regime. Because, by standing up it, it will cost, a lot and many will spend time behind bars. Even sadly loss of life, because the authorities of these regimes uses bullets to intimidate and make a point. The ones on the frontline will be touched, whether they like it or not.
So, if this DEFIANCE is real, it has to be materialized, into a collective effort. A journey of oppression, which in the end will hurt the authorities and the state. In a way, where they cannot return. That the NSC speaks of it, only proves the power of it. If it is really used as intended. Because, it doesn’t help if Bobi Wine or Besigye is defiant against the state alone, there need to be a uprising of epic proportions to shake society to its core. To make Bosco aka Jajja aka Museveni loose his cool. He has to see a revolution that will make him naked. Which will make the guns, the mambas, the tear-gas and all the things that keeps the balance out of order.
Until then, there will only be more bloodshed, more land-grabbing, more corrupt behaviour, not to talk about empty propaganda to make the Fountain of Honour look like Angel, while we know he is the devil. Peace.
