“Former Kole Woman MP Joy Ruth Achieng may have had her hopes of becoming a minister dashed after her name was reportedly removed from the list of ministerial nominees at the last minute. Sources told NTV that President Yoweri Museveni changed his mind on Aching after meeting ruling NRM party politicians from Lango sub-region where the opposition UPC politician hails from. The delegation led by outgoing junior housing minister Sam Engola reportedly told the President that Achieng could not be made minister ahead of other more deserving Lango politicians. And as Maurice Ochol reports, two other ministerial nominees were not vetted. Gen. Moses Ali is indisposed while Okello Oryem is currently abroad on state duty. “Jimmy Akena, the contested president of the opposition UPC and son to its founder the late president, Milton Oboteis set to sign a Memorandum of Understanding with the ruling NRM. Political analysts say the new development should not surprise Ugandans as it’s the current trend of political transactions with more politicians expected to switch sides in the near future. While Akena argues that his decision to ally with Museveni was informed by the need for a peaceful transition in 2021, Godber Tumushabe says it’s clear why this alliance took place. It was merely in exchange for ministerial posts and shift of positions regarding opinion Upcoming negotiations are expected to streamline the type of relationship the two parties will enjoy. As CP Fred Enaga of the Uganda Police Force have claimed about the recent so-called rebellion from certain army men and mutiny in the Uganda People’s Defense Force, as they must surely have reacted to their lieutenants and colonels being all of sudden gone and away.

The planned that the Police thinking happened was that Hon. Michael Kabaziguka of Forum for Democratic Change, that have been recently both house-arrested and questioned at SIU Kireka. They are supposed to be behind the atrocities as they have gotten the army men to submission together with Dr. Kizza Besigye into a plot. Therefore the Police have detained 30 army men, also the leader of the group that supposed to be Col. Dan Opit Odwee. That they have also worked with intelligence of Gen. David Sejusa, though that is what the investigation from the Police have so far (Eagle.co.ug, 12.06.2016).

Also this been reported from the first actions in Gulu:

“Family members of Col. Opito told ChimpReports on Sunday morning that he disappeared on Friday from his office in Entebbe and no one has heard from him since then.“Dan (Col. Opito) was taken from his office on Friday. We don’t know where he is now and all our efforts to locate him have been fruitless,” a family member who asked not to be named said” (…) ”The developments follow the attack on a Gulu barracks armory and theft of guns by unknown assailants” (Okello, 2016).

If you feel that this is flying like the eagle it is and has little feathers you smell the same as I do, I smell a hoax and a grand lie somewhere. As the Dr. Kizza Besigye has been defiant, but not violent, Gen. David Sejusa has not as an outsider chosen violence. They are picking on Hon. Kabaziguka, because of his strength and loyalty.  Captain Ojara has been kidnapped by the authorities, but knowledge of his whereabouts certainly not at his day-job. This is happening as the same Police Force has taken FDC Blue Friday activist Babi Kahemba from Rubaga Division of Kampala to an undisclosed location.

As there are more to that is for diversion from the authorities:

“Intelligence officials told ChimpReports on Monday that an attack was thwarted at Mbuya barracks “and the situation remains precarious.” (…) ”Mbuya hill is home to the Ministry of Defence and headquarters of Chieftaincy of Military Intelligence” (Aine, 2016).

If you feel you have read similar actions from the National Resistance Movement after a General Election, you are sadly not wrong, it works perfectly with their M.O. their Modus Operandi, as they are working this way to silence the opposition and spread fear in the population.

In a Press Conference with IGP Kale Kayihura and Army Spokesperson Lt. Col. Paddy Ankunda, they claimed that 1 UPDF Soldier died, 4 Soldiers where hurt and 2 Police Officers was injured as well; they we’re all attacked by the National Democratic Alliance (NDA), the new rebel outfit apparently!

This is as disputed as the 2005 invention of a another coup d’état against the Government of Uganda, and this happen to happen while Kizza Besigye lingers in jail, like he did last time as well for treason. This resembles is a bit alike, it’s like they have copy-written a blue-print to fit the new day and switched names and group, but the UPDF connection and the Besigye function is the same.

“The murder trial of two suspected members of the People’s Redemption Army (PRA) failed to take off at the Bushenyi Chief Magistrate’s Court today because two of the accused were ill. Joseph Musasizi Kifefe, brother of opposition leader Kizza Besigye and Darious Tweyambe said they were unwell and not able to defend themselves in court. Attempts by the prisons authorities to woo them out of their cells at Nyamushekyera government prison failed. Only Kizza Besigye was allowed access to the prisoners. He said Tweyambe claimed not to have been given access to a doctor and refused to appear in court until he receives a medical check up. It is not clear what is ailing Tweyambe or Kifefe. Kifefe reportedly said that even if he was well, he would not appear in court because the hearings are being held at the prison premises. He said it was illegal for his case to be heard in a court that restricted public access. The Bushenyi Grade One Magistrate, Herbert Birungi, made the decision to hear the murder case at the prisons premises last year. He did not explain his decision, saying only that the court could be convened anywhere as long as a magistrate is present for the hearing. He said it wasn’t the first time a case was heard inside the prison. Birungi adjourned the murder to case to April 25th. Joseph Musasizi Kifefe, Darious Tweyambe and Frank Atukunda were remanded in jail on February 1st a day after the High Court in Kampala granted them bail for separate charges of treason. They are accused of murdering John Byarugaba at Imaramagambo Forest in July 2002” (Musinguzi, 2007).

As the diversion goes there was the attack in Kapchorwa on the 5th March of 2016, where the Police Station was attacked by a unknown group called SUN or known as “We, Save Uganda Now!” Uganda Saving Force (USF) have also taken responsibility… but none of they have never resurfaced or been a solid force of some kind.

Their leader ‘Mali Mato’ have no resurfaced or been any kind of obstacle to the Ugandan Government ever since. The same with the Kasese Attacks and the Bundibugyo sub-region and in Rwenzori have been under fire since the General Election of February 2016, there been talk of both rebels, ‘Kirumamutima’; strong hearted men who fights the authorities, though both local politicians and the Rwenzururu Kingdom have said they are not a thing. March of 2016 have been violent there as the Flying Squad and Police officers have killed Royal Guards of Rwenzururu, as well as civilians that also reacted to the rigged local elections as the houses and villages have been burned and left right after. While the UPDF in the put a stamp and promised ot hunt for the rebels and the President followed them with his gun, but nothing have really happen since, so the created fuzz seems to be a Central Government conspiracy in a diversion from the broke State House of Entebbe, or something else he wanted silent before his Swearing-In to the 7th Term.

On this day IGP Kayihura had to tell that Media was misleading the public on the Gulu Shootings, as they question the validity and credentials, as their information and truths are not deep, as their intelligence on Kasese we’re surely misdemeanor in public disinformation and fraud, as the authorities have not taken credit for going directly and killing villagers to silence the region as they had voted against the long-serving President Museveni, who Kayihura listen and follows like a guard-dog. I am paraphrasing but he has said that he follows the orders from “above high”, which means Mzee himself.

So in the year and we are still only in June 2016, we have had the SUN, USF and now NDA, will soon the PDF, JPEG and GIF also attack a government institution based on intelligence and wise words from CP Fred Enaga and IGP Kayihura in defense of the diversion and misinform the public, and not tell the true story. The true story is that the Uganda Police Force is kidnapping and detaining opposition and men who are affiliated with opposition parties, who are either not in the branches positive towards the NRM like UPC-Akena or the UFA, whatever or even the DP-Florence line. We all should know that now and they trying to fix a conspiracy to be able to find a flaw or a plot that can stick.

They need to stick the FDC Presidential Candidate Besigye to something and make a solid assumption of crime, something they don’t really have, other than he has for a long-long decade and a bit longer spoke against and worked to oust the NRM-Regime peacefully, the newly tendered ideas from the UPF, is the Modus Operandi and the names are new. So time for the Not Really Moving (NRM) to step their game up and No Reasoning Mentioned (NRM) for their activity and aggression towards the Opposition this time around! Peace.

DP Press Statement: ” If Ugandans expected something different from business as usual they were badly disappointed” (07.06.2016)

The long awaited cabinet list is finally out. If Ugandans expected something different from business as usual they were badly disappointed. True to its dominant nature of putting partisan loyalty above the public spirit and competence, the cabinet is another dose of more of the same. Apart from the laudable gesture of retiring those who were long overdue for retirement like Henry Kajura, Tarsis Kabwegyere and Dr. Nyiira, the cabinet doesn’t represent any change in political path. The tendency to entrench family rule and hegemony in our polity is still visible no matter the efforts to disguise it.

To the politically gullible, the inclusion of some members of opposition parties in the cabinet may appear to represent a spirit of inclusion. However to the adept and keen observers, the inclusion of people like Betty Amongi (UPC), Florence Nakiwala Kiyingi (DP) and Beti Kamya (UFA) in the cabinet is nothing but despicable tokenism and falls far short of any expectation Ugandans may have had that following a disputed election marred with unprecedented rigging and post election brutality and continued repression, an inclusive government based on a consensus reached through a national dialogue process. In a dialogue process, the direction of the country would be negotiated. We reject tokenism because it simply means trading a few crumbs for a fair share of the loaf of political power. As the Igbo of Nigeria say “No one gets a mouthful of food by picking between another person’s teeth”.

Uganda is a country that is deeply divided and hurting. The nation is badly in need of healing. Museveni’s one man rule ensures that no alternative voice will be heard in cabinet, parliament, the judiciary or even the streets. In terms of democracy, Uganda in the next five years will be nothing more than a political graveyard.

We therefore denounce the new cabinet as yet another lever in Museveni’s power arsenal. Museveni and his cabal are presiding over a malevolent and capricious state capture which is clearly seen in the tyranny of the majority in parliament, the elevation of so called cadre judges in the judiciary and the suppression of civil dissent. This cabinet therefore doesn’t represent a new direction. You cannot make an omelette by shuffling around rotten eggs.

On the State of the Nation Address delivered on 31 May, 2016, we await the National Budget. That is when we will give a comprehensive response. But we have something to say in the meantime. As expected the address skirted around the issue of governance without acknowledging the political logjam we have in Uganda today with an illegitimate government in place led by a person whose victory will continue to be questioned for ages. With characteristic arrogance Mr. Museveni declared, “Having followed closely world and historical events over the last 50 years, I am not aware of any society anywhere in the world that is more democratic than Uganda as far as the forms and structures of democracy are concerned….Democracy is one area where we do not need aid”. We note that this is a qualified statement. It is an admission that Uganda Is democratic only in form. In essence and substance Uganda is a totalitarian state.

The heart of the address was the economy. Mr. Museveni assured Ugandans that by 2020, that is in four years time, Uganda will be a middle income country. This may be an impressive jargon but let’s unpack it. That term is based on the so called Atlas Method that the World Bank uses to rank the economy of countries. Low Income countries where Uganda falls have a Gross National Income per capita of US$1,045 or less. Middle income countries have a Gross National Income (GNI) per capita of between US$1,045 and US$12,736. (Of course middle income countries are further subdivided into lower middle income and upper middle income countries. Lower middle income countries have a GNI per capita of between US$1,046 – US$4,125. Upper middle income countries have a GNI per capita of US$4,126 – 12,735). High income countries have a Gross National Income per capita above US$12,735.

Even without waiting for the National Budget we can say for certain that the absurd proclamation that Uganda will be a middle income country by 2020 is a political hoax smacking of deception and gimmickry. With a balance of trade of minus US$164.6 million, global business confidence of only 54 percent, military expenditure of US$340 million, inflation of over 6 percent and growth at only less than 4 percent, Uganda’s ambition of attaining middle income status under the current NRM economic framework is a pathetic pipe dream that no one can take seriously. This is coupled with an unsustainably high external debt of over 14 Trillion Uganda shillings which costs Uganda a lot of money to service. Then there is the lack of fiscal discipline, high military expenditure, unattractive wages that fuel brain drain, high unemployment of over 60 percent and the run away corruption. This is what constitutes the hemorrhage that Museveni dwelt on during his dull and unimaginative address to a demoralized nation. It is this hemorrhage that is responsible for the heavy tax burden under which Ugandans agonize. What the Uganda Revenue Authority is attempting to do is thus akin to a person collecting water using a basket. Unless the leakages are plugged the whole thing is an exercise in futility. The strategy of fighting corruption using the methods he used to fight indiscipline in the army will not work against corruption. It will be like treating a cancer using Vaseline. While indiscipline in the army is not profitable, corruption has grown into an institutionalized and highly profitable activity. Museveni will not win the war against corruption unless he becomes born again and offer leadership by example. You cannot exhort your flock to drink water while you gorge yourself on wine! Sooner or later the flock will follow your bad example. Therefore the fight against corruption requires a level of moral authority that Museveni lacks. He cannot point out the splinter in the eyes of his followers because he has a log in his eyes. As I have stated before, fish rots from the head. Today, I wish to advise Museveni that when you are sweeping a staircase you start from the top. Let him start from himself and those closest to him then move downwards. Fighting corruption is the one thing in which the bottom up approach cannot work because the bottlenecks in the war against corruption are in the top of the table.

Fortunately, for Ugandans there is a political party called the DP which shuns corruption, violence, dictatorship and militarism. We shall continue to illuminate our political space with viable alternative policies that shall be cogently presented in all platforms. Our impact shall not depend on our numbers but rather by the superior quality of our ideas and the firm foundation on which we stand.

We call upon Ugandans not to lose hope. We shall work hand in hand with other democracy seeking forces in our motherland to see that the NRM, like all totalitarian regimes that have persecuted and oppressed people throughout the ages, ends up in the dustbin of history. We will continue to speak out without fear or favor against all ills that afflict our country and continue to keep hope alive that we shall overcome. The darkest part of the night is just before dawn. Let that hope for a better future keep us focused on the tasks of the present.

As well as he has taken old friends and foes from the National Resistance Movement, there are some moves that proves the Mzee are now involving the others parties and does that to control more of the Parliament, as they even have a place in 80-81 Ministerial Cabinet, in the newly sworn-in 10th Parliament.

You have Hon. Beti Kamya (Betty Kamya) that comes from the Opposition party of Uganda Federal Alliance, she have been strong opponent and dragged and attacked the Forum for Democratic Change of late, and because of that gotten the joy of being minster. And some old quotes from Hon. Kamya: “He has approached me many times” (…)”I think I can manage the vice-president office in the Museveni cabinet. I would surely serve under that capacity” (New Vision, 2014). So two years down, and now it was okay with a Ministerial Post in the Museveni Cabinet.

Another one is Hon Betty Amongi, the wife of hon. Jimmy Akena, the President of the Uganda People’s Congress (UPC). This must be the payback for agreement between the NRM and UPC during the Campaigning period. So this must be part of the agreement between Mzee and Akena, right? Even if she is a NRM MP, she is married to an UPC President, it is like that was given because that.

Then you have also Hon. Joy Ruth Aceng; she is a UPC MP becoming the Minister. During the Campaign in November 2015, who even praised and said also that the voters of her region to Vote Museveni. Have people forgotten that? So it is not a weird choice for Mzee, to pick her into the swollen cabinet of his.

Another halfway UPC is the oldest serving cabinet minister Philemon Mateke, he was a member of the UPC until NRM took power, then he became overnight NRM.

Democratic Party, President Norbert Mao have today gone out and said that it is not a Party move that a certain Hon. Florence Nakiwala Kiyingi, who has become a minister in the cabinet yesterday, she was even at one point a “Go-Forward”, but she went into the election one a DP ticket. So she certainly can work with whoever who gets her place in Parliament and now will easily work with NRM.

With the knowledge of having a DP MP, UFA MP and a UPC MP in the Cabinet, the only party left without a MP in the cabinet is FDC, though I would not be surprised if Hon. Nabilah Naggayi Sempala of the FDC would have said yes to become a State Minister in the Cabinet, she would been the obvious choice from the FDC, who isn’t a die-hard and really wanting change in the Parliament. And she is so devious to be able to jump camps to get political gain. I am right, right?

And then some stray thoughts. With ancient history of Mobutu and the two that was not in the giant cabinet of Museveni this time. They being Mbabazi and Bukenya…

Mobutu’s biggest crime, accordiing to the European and American powers that run the world’s financial system, is not that he oppressed his people and kept them poor, but that he would not put the screws on them enough (what Cohen called “economic indiscipline”) behalf of the IMF’s structural adjustment programs” (Scanlon, 1991). “The opposition announcement of a new government came as the new administration of Prime Minister Mungul Diaka faced a major crisis. Two newly appointed ministers resigned from the government that he appointed only Wednesday. Mobutu sacked Tshisekedi from the post of prime minister 12 days ago. Diaka has said that his government to be sworn in Friday balances opinion and regional representation. However, Tshisekedi denied the prime minister’s claim that 40 percent of the 27 ministerial posts had gone to members of the Sacred Union. Key posts in the Diaka government, notably the defense portfolio, have been retained by pro-Mobutu appointees” (Hub, 1991). So Mobutu tried to wind the opposition in his last decade of his regime, even not working well, he made it even bigger than Museveni, Mzee, does not want to give away to much. But Mobutu surely gave some lessons to Mzee; as the Kinshasa government was after rebellion from the opposition. So with that he took some of them in, to silence them and continue to have control.

Somewhere is Hon. Amama Mbabazi and Gilbert Bukenya, wondering how come they wasn’t one out of the 80-81 Cabinet or hired as one of the 141 Presidential Advisors, they could be the ones that get the places that are still occupied by the “dead-ones”. Well, surely Mbabazi is now DP, Gilbert Bukenya was promised after going back from Independent Candidate in the TDA, to become a part of NRM-CEC. While so many others of the loyalist to Museveni is hired in the Cabinet and even the twice loser in the election, Otafiire got a spot to continue to serve Mzee.

My 2 cents on this sad, sad letter from the Forum for Democratic Change National Executive Committee:

FDC NEC is fiddling while Rome burns..

Cry havoc, did you win or lose the General Election of 2016 Hon. rt. Gen. Mugisha Muntu? What point and what kind of envelope changed your mind? What is the point of the asking for International Audit, when you ask for the Leader of Opposition? Doesn’t that counter the uncertain peace that you stated after the Election Day in late February after the first siege of the FDC Headquarter, have you lost faith in ability to change the Political Landscape in Uganda? Have you given up Hon. Rt. Gen. Mugisha Muntu? Do you think this can implicate the lingering former Presidential Candidate, who sworn himself in, in presence of others in the FDC leadership in the day before President Museveni swore his oath. What will it mean to him and his case for disobedience or defying the ruling regime, when you accept with your actions and the actions of FDC NEC to take their minority and Opposition posistions in the 10th Parliament. Have you taken that into accuout, or was it all a charade from you? Peace.

Opinion: What will the Silent Mbabazi do?

There was once upon a time a lot of fuzz around this one politician, as he even at one point tried to become the Presidential Candidate in the National Resistance Movement, even when Museveni is still breathing; he tried to take over the NRM as a Secretary General and as a Prime Minister in the cabinet under Museveni. With that trying he was deflected and demoted from his positions and Dr. Ruhakana Ruganda, his childhood fried as the PM and Justine Kasule Lumumba as the Secretary General of the NRM.

So he seemed at that point to be lost with scarecrows and dustbins, as one of many men that the Museveni have left astray and left to dwindle. Even as he was demoted and had a ruckus internally in the NRM before the pre-election period of the General Election 2016, which led to his fall.

Now that his PM cars have been taken in, surely his pay has been cut off and other fees and Parliamentary bonuses are gone. While he surely have some money from the embezzlement projects of the past, as he has been on list of the most corrupt Ugandans year after year, it isn’t a secret, it is a fact. And the reason why he hasn’t been taken in or gotten trouble in court was because of his close ties to Museveni and the rest of the elite who also happen to eat of the plate where he was having a bargain.

The last big blow and act of his Presidential Candidacy was the Election Petition in Supreme Court as FDC was blocked with helicopter, besieged and even detained. While Mbabazi where house-arrested, but he had enough lawyers to hire so they; the government couldn’t monitor them all as they we’re busy putting in the hourly pay for the guards at Kasangati. So Mbabazi we’re able through his lawyers to deliver the petition 15 minutes after the deadline time. Even if the affidavit and witnesses disappeared like banana-flies and the nurture of yet another term for Museveni.

Mbabazi was able to collect the smaller parties and certain endorsements early in the campaign, like Otunnu and Mao, but they didn’t have their whole parties behind them, as the Opposition either we’re accommodating Museveni as UPC or parts DP did the same; while the Central leaders like Otunnu and Mao risked their own political capital in the former NRM Cadre. The Democratic Alliance had other smaller parties, but they did not have an impact as they wished to have. Especially when the FDC pulled out and Besigye felt he was the strongest Presidential Candidate besides Museveni, which was true.

With all of that in mind, as he has played his cards and is left on the table, he is not in parliament and will not be a Politician. He might be able to live on interest as he should have been able to fill his coffers in the years in the NRM elite. Still the Go-Forward Organization is either something he plans to build-on or if not, he has to forge new ways to reach the potential he seemed to have out of the gate.

Museveni Mbabazi

Now he is in a pickle and in a blurred line where he has to decide, is his principals or is his own political life important; does he want to be outsider and opposition? Or does he want to be a loyal NRM cadre under Museveni? If you are in the NRM you have to be loyal to the vision of Museveni and nothing else, something he expect of the whole country, but trust me; he is not only man with a vision in Uganda. If there we’re so there wouldn’t be any businesses and ideas in Uganda, as entrepreneurial as the Ugandans can be; that is cannot true, Mzee.

Let be clear he can now either go the way of Mr. Mahogany, who after joining in the TDA went crawling back with broken heart and kissed the ring of Museveni; while doing so he would get a position on the NRM National Executive Committee as he is a “historical” in some points. If not he have to go the way of Besigye and create a strong opposition party with members and supporters allover. The last part is hard work and takes dedication. As if he does the latter… and if the Museveni would let him come, as I am sure he does, as he forgives, but never gives them the space and opportunity they had in past.

The last piece of political play he did was to offer Besigye lawyers for his sham trial in Moroto now in May, but he did not take the offer for special lawyers for his quick trial in (Nakawa Magistrate Court) Kampala before he was driven back to Luzira. Certainly he still tries to play a role in the Opposition, but does not have a platform or the reach that others who have danced in the wilderness for longer time.

That Mbabazi have hard days ahead as he is not naturally in the headlines, he is not in the NRM Elite, not a direct part of the FDC wrangles with the vote rigging, though surely his numbers we’re duped too. Still, he have been more silent and not made himself an opposition figure. Joseph Mabirizi has done more to take a stance against the whole shenanigans. Mbabazi went to court with his petition and after that been very silent. He tried in waiting period of collecting evidence to travel to Kasangati, but was sent back to his home and house-arrest. Little have been done since, just utter Silence…

The Silent Mbabazi, not the ones in the headlines, not the one with the answers and intelligence of the NRM, and why is he like this, is he worried? Is he unsecure of his future? Does the knowing that he either has to build on rocks and not on already fertile land scare him? He has been used to drive in sponge in the waters of others and drain the gold out of it. Now he can’t as he is alone leader of Go-Forward, and if it is more than a fluke and real organization, he has to invest and start to use loyal supporters and build his party. If not go back on his knees and kiss the ring of Museveni.

What will the silent Mbabazi do? Peace.  

Opinion: The acts against the will of people, as the Opposition are under-fire in the Burundi, Rwanda, DRC, Uganda and Kenya. Impressive how the Opposition is burning while the government tries to get away with it!

We live in a Post-Modern world they say, still our leaders acts like medieval times, they are forcing themselves on their nations, on their economies and use their knights to secure their kingdom, their republic and fiefdom. The Opposition who is not accepting the legitimacy of these medieval acts upon their nations are harassed and taken to court, by them who act like they are above the law, as they decree the laws and are the head of state. Therefore this pattern isn’t new; Machiavelli would be proud and wonder if these leaders had read his work “The Prince”.

Just as the wreckage of the local laws and ushering in the third term for CNDD-FDD President Pierre Nkurunziza, who has used the Army and Police to control the country by all means, as the Opposition are dwindling away… like the assassination and killingsof Zedi Feruzi (Union for Peace and Democracy – UPD), Jean Paul Ngendakumana (Front for Democracy in Burundi – Frodebu), Patrice Gahungu (Union for Peace and Democracy – UPD) and Pontien Barutwanayo (National Liberation Forces). Are some men who are gone in the wind by the power-hungry president in Burundi, while Opposition leader who wanted to live like UPD Agathon Rwasa accepted the role as Deputy Speaker in Parliament; so the leadership of CNDD-FDD controls while the real dissidents are either dead or fled as the safety to be opposition in Burundi is not a safe position as the leadership have proven vigilant in getting rid of the ones who stands in the way of Nkurunziza.

While in Rwanda, the neighbor who have had a government under the Rwandan Patriotic Front since 1994, where the current second term President Paul Kagame is consolidating his position while the opposition lingers or have no place in the landscape as the militarized politics there does accept anything else then the will of Paul Kagame. Therefore the leader of the FDU (Forces Democratiques Unifies) Victorie Ingabire Umuhoza is lingering in jail since 2013 and is sentenced to a 15 year jail time. While the fighting Democratic Green Party of Rwanda with their leader Frank Habineza have worked to stifle the abolishment for Presidential term limits, but before that it took the party four years to be verified through the lawful process of the country when it was allowed to exist in 2013. So it is not like the President Kagame is happy about having the DGPR and the FDU in the country. Today the Lawyer (20.05.2016) representing Victorie Ingaire Umuhoza has been expelled from the African Court of Human and People’s Rights, the African Union Courts in Gambia. So the case on human rights must have tanked or been dismissed by the court, but nothing is clarified on the situation on the matter and Victorie Ingabire Umuhoza (FDU) there!

Katumbi

In the Democratic Republic of Congo the leadership around the Second Kabila, or Second term President Joseph Kabila, where there are supposed to be an election later this year and the running up to it. As the MLC have lost their leader at the ICC with Jean-Pierre Bemba charged there recently, as he was part of the “unity” government together with Kabila until the ICC caught up with him. While the Opposition have been under fire as Felix Tshisekendi is even behind the main contender in the DRC. As the Opposition went behind Moïse Katumbi, the ones behind on the 4th May 2016 was the G-7, the Collectif des Nationalistes and also Alliance pour la Republique. So the Football Tycoon and former Governor of Katanga have gotten heavy loads behind him and his candidature, while Kabila have been driving together with the military in Lubumbashi and other places. While that intimidation have not been enough as the supporters of the opposition have felt the tear-gas and Police Force dispersing them. Moïse Katumbi is now charged with hiring mercenaries and threatening National Security, with an arrest warrant on him. Certainly an effective to silence main candidate before the Presidential Election later in the year, since the Kabila government have not lead to progress or any clear-cut development. Just to put some intelligence on it: “The Police has” embarked on the track of an operation called OP Congo whose objectives, human resources , logistics, finance and modus operandi , appear to be known today as Cow Boy “, the code name that refers to Moïse Katumbi ” (LE SOFT INTERNATIONAL, 19.05.2016). With this in mind we can see how the Police have planned to take down the candidacy of Hon. Katumbi in favor of Kabila and continue the supremacy of the Kabila Family over the Congolese Republic!

In Uganda after a hectic and shady election, with the Police involved directly in Opposition parties movement and also government control of the Electoral Commission that had to select the men that was decided by the Executive, President Yoweri Kaguta Museveni, the President since 1986 who have total control of National Resistance Movement and tries to crash the opposition. The way he does that is to get rid of strong leaders from Parliament like Dr. Olara Otunnu while paying loyalty to new Party Leader Hon. Jimmy Akena of Uganda People’s Congress (UPC) and also not allowing Norbert Mao from Democratic Party of Uganda, therefore weakening that party to. Finally to by decree of loyal judge Stephen Kavuma who banned the Defiance Campaign for the Forum for Democratic Change (FDC), that has made it “legal” for the authority for the Police to house-arrest, detain and siege the Headquarters, in general making all activities of the Opposition Party illegal. By that extent making the Presidential Candidate of FDC Dr. Kizza Besigye that had the support of the people while the Ruling Party rigged the election with amp-speed had a mock swearing-in the day before the “official” one towards the Seventh Term of Museveni. Since then has been taken airlifted from Kampala to Moroto, and after local unrest in Moroto, taken back to Kampala, and he is now charged with “Treason” as he has questioned the powers to be and the President, as the sham election that we’re held is righteous to ask the legitimacy of it. So now the People’s President Besigye is now behind bars, while Museveni does what he can to again consolidate all power and continue everything as usual, while the FDC is harassed, detained and silenced by the Court Order. Even JEEMA Fourm has had visits of Police Force and even artist of Bobi Wine have been detained because they speak up against the regime. So the Police Force and the Army is the strength behind Museveni, not loyalty or love from the People, that he has lost and dwindled away, therefore he pays MPs to get the votes he need, not because of his vision or wisdom of building the nation. Therefore he prosecutes and takes down the FDC as they are everything he is not…

In Kenya, where there are some kind of calm, though there is not criminalized the Opposition, as the Opposition parties are in a Coalition, the same as the ruling regime under the Jubilee, who will become one-party instead of Coalition into the General Election in 2017. Jubilee Alliance Party will soon be truly founded though existed without legal paperwork. While the Opposition in the Coalition of Democratic and Reform (CORD-Kenya) are demonstrating against a biased Independent Electoral Boundaries Commission (IEBC); something IEBC are under fire by the Opposition coalition CORD-Kenya on three Mondays. The Nairobi Metropolitan Police have gone too far in dispersing the Opposition demonstrators, as the Police Brutality is not only water-cannons and the tear-gas against leaders or the people, together with the violence of fighting and kicking civilians, even shooting at Hon. Raila Odinga car at the last demonstrations. So the violent Police are now showing hatred against the Opposition. The Kenyan Government is not detaining or directly harassing the Opposition, but the tear-gas of demonstrations and not listening to claims, instead counter-claiming they are trying to use the laws and Electoral laws to shun them from power, while even making laws to fix and allow the Jubilee Coalition to become a legitimate party in the state. So the leadership of Jubilee allows them to fix as they need, but not see the questions of opposition and use tear-gas to silence them before the General Election 2017. There are worrying signs of oppressive behavior… and also Jubilee MPs who attacks the legitimate demonstrations and questionable acts from the IEBC in the past and in the coming future election. That shouldn’t be masked to the side as the dialogue and discussion between Jubilee and CORD-Kenya, should settle this early, so they could work initially for peaceful election in unison political climate, instead of creating a valley between the Coalitions. That is not something Kenya needs…

The Oppositions does not have it easy and the levels are proven, the worst are Rwanda and Burundi, even if the DGPR is allowed to exist as long as they don’t really challenge the presidency and their regime, because if they do they will be behind bars for National Security sake like FDU Victorie Ingabire Uhuhoza. While in Burundi the Opposition to the third term president Nkurunziza have been assassinated or killed, this while the government together with stakeholders have had peace-talks with stakeholders and also the remaining Opposition; the Opposition that has not already been killed or assassinated. In Uganda the FDC former Presidential Candidate Dr. Kizza Besigye is charged with “Treason” and still many of the FDC leaders and supporters detained, while the headquarters are sieged by the Police. In Democratic Republic of Congo the Opposition Presidential Candidate Moïse Katumbi is charged for hiring mercenaries and causing problems for National Security, while the incumbent President tries to stifle the best candidate in the up-coming election by doing so, as the Opposition Parties have gone behind candidature of Katumbi. Also in Kenya, the place where it is the best in these countries to be a Opposition, as they are more free, but to an extent, if they question the government or the Electoral Reforms of the IEBC; that is not accepted by the Nairobi Police who brutally disperse the demonstrators of the Opposition and the Opposition leader Hon. Raila Odinga have been tear-gassed and his car been shot at. So there is time to settle down for the government and time for dialogue, so the escalated violence doesn’t continue into the elections, as the citizens of Kenya doesn’t deserve that and neither does the demonstrators who are being violated around the Anniversary Tower.

Hon. Nsereko for Deputy Speaker was flawed from the get-go; we knew the paid NRM MPs would honor their Executive by voting for Hon. Oulanya; and my comments towards the Empty Suits!

I am sorry to say this, it’s the spirit of Olara Otunnu that is running through me; the 10th Parliament is running on the same veins as the end of the 9th Parliament. A rigged and well-fueled spirit of the Executive, as the bribes from above high set the standard.

Even Judge Stephen Kavuma, the man behind the decree suspending and abolishing the FDC Party, solemnly swore in Rebecca Kadaga, the loyal bird with feathers for the Executive into Speaker of Parliament, as she speaks and thinks like the Executive. Who knew right?

And you the run for Nsereko is not fair one when the National Resistance Movement even get people like Col. Kulagye to step down for Hon. Oulanyah who has no scruples to gain certain levels of power. As Jacob Oulanyah knows and all who follows knows is that he is elected on ghost votes and not on the local voters as they shunned him.

Hon. Joshua Anywarach wanted to suspend the secret ballot on the Deputy Speaker rally between Oulanyah and Nsereko as then the NRM could check who ate the money fairly and who might not be loyal to the party line under the Executive, though the Speaker Kadaga did not accept that ruling.

That Hon. Oulanyah becoming the Deputy Speaker is not surprising as the money was thrown to the NRM MPs to buy “Suits” and be loyal to the party line, and select the men who the Executive had handpicked for the affair, as he knows that he can control them and their decisions, by throwing pocket-chains while the Executive clears the Bank of Uganda and all other funds for himself. As he keeps the Members of Parliament Ignorant and silence the Opposition… those who don’t believe that ask either FDC or JEEMA about that recently?

Even if Nathan Nandala-Mafabi was a part of the opening of the House and the Parliament, still the Forum for Democratic Change is not in a peaceful place and in a honorable position, while they are either in courts, detained or harassed by the Police Force.

So the news of this today shouldn’t surprise you:

“Only 398 members of 427 MPs have so far registered for the sitting today. Voting delayed as Clerks counter check” (NBS TV Uganda, 19.05.2016).

I am sure 20 of them is either on house-arrest or even detained as we speak, because they surely parts of the few MPs from the FDC that the NRM Regime and their Police Force have silenced as the crackdown on the opposition, that went into high gear in the days running up to the swearing in of Museveni for his seventh term.

“Hon. Rwamirana and UPC’s Hon. Betty Amongin second nomination of Hon. Oulanyah as deputy Speaker of the 10th parliament” (NTV Uganda, 19.05.2016).

While the Uganda People’s Congress, was as expected acting as a NRM branch of token loyalty, something Otunnu 2 years ago spoke about that the NRM had paid several of the leadership to follow Museveni instead of the Party Line, so the historical party have switched from being a one of kind and instead is as loyal to the Executive as the other parts of NRM-O and the NRM CEC. That is sad sight and shows what price the agreement between Hon. Jimmy Akena and his central leadership in the UPC have done with the NRM during the Election. 

Just as the Executive have crashed the opposition, he has also done everything in his power to succumb the Media as he hated the release of the obvious Muhoozi Project that even escalated this week, as he sieged Daily Monitor and shut down the paper for days after a letter was released through the paper and from Gen. Sejusa’s files. People forget that so fast. So yesterday’s announcement should be put into the space:

“President Museveni has appointed former Daily Monitor Managing Editor Don Wanyama as his Presidential Press Secretary replacing Tamale Mirundi” (NBS TV Uganda, 18.05.2016).

So the Daily Monitor who has been less of an opposition paper and been more in favor of the NRM, shows it’s true face as in the reality they have been shadowed by the regime ever since. So with this in mind, that an opposition like Muhammad Nsereko tries to become Deputy Speaker is flawed, as the UPC and Daily Monitor is not really opposition anymore, you have to fly birds with Chimps Reports. While just let the boggled mind still believe that Andrew Mwenda is think-tank on his own, while sounding the horn of the corruption and his own corrupt mind, that is fitting with the ush. 5M suits of 19th May that gave way to Jacob Oulanyah and his gracious ways.

So my mind went like this while the MPs we’re voting in the Parliament. This is what happen after the secret ballot that even certain MPs was afraid about, since the NRM MPs gotten more money to vote for the candidate that the Executive have decided for them. As Hon. Rebecca Kadaga:  “If everyone has voted I now invite MP Nsereko and MP Oulanyah to nominate atleast 2 agents”.

Kadaga and the Parliament are after two hours voting as the Speaker didn’t’ need a vote, since she was unopposed. While the Deputy Speaker between Hon. Oulanyah and Hon. Nsereko. Even as the counting was going on, the Executive wanted to control the voting and tallying as he wants his vision on everything and that has gone stronger with his age, soon he will tell the cooks at the parliament how much bananas they need in the matooki to make it the Western Ugandan way; President Museveni: “I would like to raise a point of order”.

Speaker Kadaga: “No your Excellency. As this happen”.

As they count Daily Monitor recounts the tallying like this:

“CORRECTION: MP’s jeer when Nsereko’s name is read out. Well It is Oulanya, Oulanya, Oulanya and they reply yeeee” (Daily Monitor, 19.05.2016).

So seems like this set the standard and that Oulanya or Oulanyah is the one to be the deputy speaker in Parliament, as I expected when I woke up this morning and would be the same when I was going back to bed tonight. President, the Executive Museveni had paid the NRM to be his puppets in the house and Parliament and he will continue to pay them to act in his stead in Parliament. It cost to be an empty suit in the Ugandan Parliament first of the verdicts and bought choices of the Executive is 5 Million Shillings and surely give way for Hon. Oulanya.

The results of voting in the Parliament on the Deputy Speaker were this:

Oulanya – 300 Votes,

Nsereko – 115 Votes,

Invalid – 1 Vote.

The one invalid vote must be somebody special, who do you think is the fellow who made the bo-boo in Parliament today?

As the NRM Party wrote seconds after the announcement:

“300 votes cast in favour of Jacob Oulanyah for Dep Speaker of #10thParliament” (NRM Party, 19.05.2016).

With this result is there some way that Eng. Badru M. Kiggundu the voting genius can cook this result to a massive result, and make it even more aggressively win in the Parliament, as the Executive believes he should have sanitized the whole of the Parliament.

So my thoughts from this morning was justified, as the Executive had to be there and spread his fear and intimidate the newly selected NRM MPs who doesn’t know his procedures and his rule. In the Parliament in Uganda, you are if you are a NRM Member there, you are a mouthpiece of the President Museveni and not your own mind, just look at Otafiire, did he sound like a wise-man or somebody who thought on his own? The same will be with his new cabinet, where people will work for the Executive, not for the grand state or the progress of Uganda, but to centralize the Power amongst the Executive, nothing else, and the Opposition who is there, is so that he can pin-point at them and smile to the Donors, “We have sort of Multi-Party Democracy, but they got no party in decisions, but they are there, remember give me and my Government money!”.

Enough of the nonsense at Parliament while Dr. Kizza Besigye ferment in Luzira, and is charged with treason, while the Opposition is harassed and treated as criminals, because they stand-up against the Executive and does not follow his mission, sorry vision. To the Executives way to gain wealth for himself and his family that he has worked on over time. Still, I will leave with the statement from the FDC Secretary Harold Kaija as he was freed today after days on days in SID Kireka. Take a look!

“FREE AT LAST

I want to thank all that stood with me when the Dictator jailed me for 9 days at SID Kireeka for defying Justice Kavuma’s order!

In the Kireeka cells I found Ariho Sam well known in the FDC circles at MUK. He is charged with treason. He inserted my name and that of Michael Kabaziguruka in his statement as one of the people he consulted while starting his activities. I asked him why, he told me he had been beaten. I find this strange!! The truth is that I had not seen him for 7 years. He called me one day and u invited him to office. I told him that our party was only involved in Non Violence Actions.

I want to thank my Brother Hon. Nathan Nandala-Mafabi I made a One Man Protest at the SID offices until I was released yday. He asked to be jailed with me if they didn’t allow him to go with me.

From what we gathered, all FDC cases, the IGP has the final case.

I can’t forget those who didn’t fear to come to Kireeka to visit me. Hon. Mwiru Paul, Hon. Adeke Anna Ebaju, and her sister, Hon. Wafula Oguttu, Hon. Ibrahim Nganda Ssemujju, Dr. Odwer, Senior Counsel Rwakafuzi.
