Concerning Besigye; The Police Force of Uganda only abate their own crime, apparently!

Well, it’s one of these days. Not in the name of CP Fred Enaga where-ever he rest his shallow head; the new muppet in charge of nonsense from officials on regards of House-Arrests and illegal detaining of fellow citizens is AIGP Andrew Felix Kaweesi. The noble man himself we’re publicly utterin these words:

“Police is continuing to monitor and regulate the movements of Dr. Kiiza Besigye as a precautionary measure because he has openly confessed to continue carrying out his defiance campaigns. “We can not abate and aid that crime, “ said Kaweesi. He added that Dr. Besigye is not under police siege as some media houses are portraying it. If he doesn’t involve in activities that breach peace, he is a free man noting that recently, he was in Mbale and Namutumba” (Uganda Police Force, 17.10.2016).

Still, if this is not taking away the freedoms of a man having closed of his property, not allowing him to leave to go to court. Just taking him away without any reason or any charge. Than he is not free. That is not about Defiance Campaign, Defiance Campaign in that regard is a silly excuse, as silly as the excuse of a man Andrew Felix Kaweesi must feel. He is just there because it feeds him and his folks. He can be so proud of his achievement that he is defending the blistering wrongs of National Resistance Movement. The Resistance Movement are having grand issues with Defiance. If it doesn’t sink in, then nothing does!

It besieged if you are booking all guests, throwing food to ground and ransacking every individual going towards the gates of Kasangati. Can somebody please start ransacking everything moving inside and outside the house of Mr. Kaweesi? Also, block his driveway and stand guard 24/7. Then he might now what kind of activities he is sponsoring with his uttering words.

They are monitoring and regulating, but without any consideration of freedom, liberty and justice involved. There are no fresh charges and the Court Orders are now non-existent as the breeches of impunity is staggering. The defence of these activities are just foolish at this point. How can you be a free man when your home is guarded, when your moves is monitored and regulated? Maybe that is Uganda Police thing, that under the following orderly blindly IGP Kayihura is the main assets of his mean. It is certainly not wits. Not that they can understand how the laws works and how they are breaching them, while they continue to pursuit Besigye!

There is not peace and is not freedom at Kasangati in Wakiso at the moment. Nobody claim there is real justice or just behaviour from the Police Force, they way they are acting around Besigye and his property! These acts of brutality where they steal what we common folks call ordinary life. Where his guests are violated as they enter his gates; these without charges or sentencing, proves the neglect of rule of law in the grand Republic of Uganda and under the Executive, the President Museveni who currently lets his Police Force silence his opponent with guards, guns and detentions when it pleases him! Be sure that Mr. Kaweesi has answers for the nonsense, as that is his paid job. Peace.

“House-Arrested without a new Charge”: Dr. Kizza Besigye could not go to registrar at the Judge; where he were to honour his bail requirements!

Again, this is again, again! The Police Force under IGP Kale Kayihura have decided with no pre-warning or added charges to house-arrest Forum for Democratic Change leader Dr. Kizza Besigye. Just because they can so, it seems. The inevitable actions of impunity and disgracing the rule of law. Here is one take on the matter!

Kizza Besigye has been stopped from going to court to fulfill part of his bail conditions as ordered by High Court Judge Masalu Musene. Besigye is supposed to report to the registrar of Criminal Division of High Court once every after two weeks” (NBS TV Uganda, 2016).

With this the Courts are not getting him by the registration that are supposed to be kept until further notice, as the proceedings of the case and the collection of evidence is supposed to happen simultaneously as the charged possible felon can walk and do his normal business until trial. That is not happening with Besigye, as he has to be House-Arrested in Kasangati, Wakiso. Yet, again, just like during the weekend when he been picked up the Police Force and “black-Van” the Torture Van of Kifeesi Police Squad to silence the man and his activities.

He were barred from answer and follow requests from the courts. He is isolated without any consideration to his freedoms, liberty or justice. It is containing him without any justification. The imminent question: are the any precautions rules and acts that can validate these efforts against the citizen?

We should ask that as the continued strive to keep him at bay, arrest, house arrest and detain. To tow his car home and take him to nearest police post together with loyal allies. That is what happens at any threshold of any week. The continued validation of concern of justice arise anytime he thinks of leaving home and going to do both party-work and for instance ordinary stuff as taking out shillings at the Bank.

This is just enough. They continue to arrest, thief the freedoms and liberties of random citizens, but he is not allowed the same. The double Standard that was evident during the General Election is at standstill now after the ballot is cast and sworn-in 10th Parliament. If this does show how weak and fragile the current government is that they without question, without charges are detaining fellow citizens and the ones not fearing the restrictions coming from doing so. We can only a matter of time ask ourselves if the people can accept one of their own are harassed and tortured in this manner. That none of what think is ordinary is there, because the Security Organizations are there to detain and house arrest you at any point and have the Torture Van to pick you up to Nagalama Police Station in Mukono if you ever think of leaving. Opinion: Besigye arrested again! Can’t Mzee just create a ‘Besigye-Stay-Home-Act’ to legitimize the illegal detention of Besigye?

Today just outside his gates in Kasangati, Wakiso, Citizen Dr. Kizza Besigye we’re arrested and taken to nearest police station, most likely his second home Nagalama Police Station in Mukono. Because citizen Besigye doesn’t deserve freedom or common-man liberty of movement, political affiliation or even congregate outside his compound. His home is a prison and if he walks or drives out he enters prison somewhere else.

This is the we’re getting close to that he has been detained as many times as Manchester United scored goal during 2015/2016 season and that is not funny either. But a sad fact of the state of affairs, under the President Museveni and his loyal subject IGP Kale Kayihura; who really just silences the opposition with powers of impunity and not rule of law.

A report about today:

“Part of efforts being made are to pursue case in court but also petition parliament to prevail on Police to act legally, observe the constitution and respect people’s rights. Renown constitutional lawyer Ladislaus Rwakafuzi and the parliament petition will be presented by Mukono Municipality MP Betty Nambooze to be supported by Buhweju MP Francis Mwijukye” (Katonga Express, 15.10.2016).

I wonder if the Uganda Police and National Resistance Movement have to make a specific law considering people like Dr. Kizza Besiyge and the likes, because they soon to make reasons for the arrest and detaining before crime happens. Since he is arrested every time he moves and thinks of going outdoors and beyond his gates in Kasangati, which is impressive feat how that is a criminal offence to walk outside your home.

The Besigye-Stay-Home-Act as the Public Order Management Act cannot be effective in that manner and President Museveni should know that already, even his credibility must muster something powerful and existential to achieve at this point. The Police Force needs some guarding levels and more than the Colonial Laws as the Habitual Criminals (Preventative Detention) Act of 1951.  But what kind of charge can you put on somebody for walking out their gate?

If you can preventative arrest people for just walking out the gate, why doesn’t this happen to the VP, MP of NRM or of some family members of Yoweri Museveni Brahima-clan in Kiruhura and the married in through Minister of Foreign Affairs Sam K. Kuteesa. Because none of them get detained through walking passed their gates. None of their houses are under siege and none of the loyalist of the Movement is ever really taken. The once taken to court is because of fraud and thieving, but even as the Movement and Mzee has eaten the accounts of Crane Bank are silenced; that should sanctioned against the Bank of Uganda doesn’t have the flex to question the misbehaviour of Crane Bank and the owners of Crane who is either Museveni-clan or his Elite. Because if there we’re somebody else they would have blead in the streets of Nakawa.

Still, this thieving is not sanctioned, but a citizen, a leader in the opposition is illegal alien in his own nation, as he is only allowed to be inside his own compound and even has trouble going to court to answer his phony charges made by the Movements courts that is figment of imagination and set-up to silence him. Besigye-Stay-Home-Act is what President Musveni misses now!

After 30 years in Powers, he has to make a law that reasons for the detaining and house-arresting over time a citizen without reason, as the POMA and Habitual Criminals are not functioning anymore, the extent of these laws are not coving this. It cannot be Preventive Criminality when somebody walks from home, either a possession or public meeting for somebody when they travel from home to Political Headquarter or to the bank.

The Movement and President Museveni, this is not funny, it is not noble and not justice. You’re so far from freeing the nation and steady progress. The only thing steady is the actions of impunity and disgraceful behaviour of the Police towards innocent citizens. As the playing-field is not alike and the rights of people is diminishing in the light of ‘Old Man with the Hat’ who controls and use the government to punish the ones who doesn’t subscribe to his greedy vision. Just as we are talking today we’re in mid-October and the Presidential Election are already months away and the Treason charge continues to linger over the life Forum for Democratic Change Dr. Kizza Besigye. He had to today again had to pass out of his home in Kasangati, that has been besieged around the weekend and been detained without reason or charge during the Independence Day, he was that together with many of the FDC leaders and FDC Youth League who we’re captured like their we’re doing co-operated effort to directly undermine the authorities, instead of celebrating the Nation 54 years of Independence from the United Kingdom and their British Empire.

Well, let’s be clear that is not cool, no matter what excuse the poor excuse for a man called AIGP Andrew Felix Kaweesi displays of meagre character and use of laws that makes CP Fred Enaga into a legend of spin-control. That says more about the Police Force disposition as the carrier of rule of law and instead their work to institutionalize their oppressive behaviour against the Political Party and their Defiance Campaign.

Today as the Treason Charged man called Besigye we’re passing through from his homestead towards the Nakawa Court. He we’re blocked at Sheraton Hotel as the Police Force wouldn’t even let him answer to the call of a case that the DPP Mike Chibita hasn’t been able to carry out the collection of evidence or credible courtship for Besigye. The Treason Charge against Besigye we’re filed on the 13th May 2016 from the CID Headquarters of the Police Force, the noble man charging him we’re D/SSP Mark Odong. He must surely be remembered for signing of on this nonsense as the loyal muppet he is for the NRM Regime. Here are the words that Besigye said on the Court-Steps of Nakawa today!

Besigye addressing the Press today:

”I am about to protest coming to this court, I will continue fulfilling my conditions of bail on the same case. When they are ready they will call. It’s been more than 5 months since o was arrested and there is still no case that they have to present against me”.
Again: Nakawa court adjourned the treason case to 16th November 2016. Postponing the case indefinite to make his life in the limbo and courting him like they have done for years for charges under the Walk to Work, even in Kabale Court, which still in 2016 is not yet finished or even sentencing on year upon end; the phony charges and court games are used to silence and stop the Opposition leader from having capacity to live normal and work as a political figure against Mzee. That is the plan all along.

Sorry, wange, sorry brother; it’s enough, your gig is up. Please stop the Mock-Courts, the Kangaroo Courts and the misuse of funds to save face. Wait, the Ugandan Government cannot get enough money to keep the upkeep of Makerere University Hospital or Electricity at times for Mulago Referral Hospital, while the President has funds to buy new Russian Helicopter to his expansive US aided army. South Sudan: Machar’s War-Cry proves that the SPLM/A-IO making ready for a new Civil-War against SPLM/A or Kiir Government!

“We have been driven back to the bush,” James Gadet, a spokesman for Machar, told the AP on Saturday in a call from Nairobi, Kenya” (New Wires, 2016)

This is serious, this is sad and this is dangerous. The fleeing rebel have gone back to his safe haven in Khartoum where he we’re back-in-the-day when the SPLM/SPLA we’re fighting for liberation from the Khartoum government and free the South Sudan republic. So we’re full-circle with that.

Dr. Riek Machar just came back in late April 2016 and not before long. He wouldn’t return if he didn’t get his military arm into Juba. As much as the Peace Agreement we’re supposed to get the SPLA-IO into the SPLA or the ordinary army; there seemed to be no intention by either party to really make that happening. Just as the TGoNU government we’re fixed together with enough ministerial positions for both parties. So the parties we’re starting of the parliamentary actions. So that the government we’re not only supposed to follow Presidential Decree, but with parliamentary procedures as agreed upon in the Peace Agreement.

Dr. Riek Machar we’re fleeing after the Skirmishes in July where the returned fights between Gen. Salva Kiir’s bodyguards and the soldiers of Dr. Riek Machar.

This was mentioned of the skirmishes before Riek Machar fled the country:

“War started in South Sudan at 5:10pm and all Riek Machiar’s bodyguards killed.As we speak both Salva and Riek are held up at statehouse in Juba and general Paul Malong whos the chief of staff has deployed tanks surrounding statehouse and he’s believed that he’s the one that incited Salva’s bodyguards to kill all Riek’s bodyguards and even the mad Paul Malong ordered his soldiers to open fire at American CIA vehicle” (Taifa Takatifu-News, Opinon and Analysis, 08.07.2016).

After this one and the return of skirmishes in Juba, the battles continued in Wau in Western Bahr El Ghazal and the SPLA-IO closed the Kaya Road in Yei at the Morobo County. There we’re also battles between the armies in the Central Equatoria.

So when the battles between SPLM/A-IO and the SPLM/A continued the rebel leader Dr. Riek Machar fled the country. These happen while the battles happen in Juba and the rest of the county. So the place where he where fled we’re questioned.

Until MONUSCO spelt the beans:

On 17 August, at the request of the Government of the Democratic Republic of the Congo (DRC) and acting on humanitarian grounds, the UN Stabilization Mission in the DRC (MONUSCO) extracted the former Vice-President of South Sudan, Mr. Riek Machar, his wife and son along with 10 aides from a location inside the Garamba National Park, Haut Uélé province, in the north east of the DRC. Mr Machar had crossed into the DRC from South Sudan, accompanied by several hundred people, including armed elements and civilians” (…) “In total MONUSCO has handed over 117 individuals, including Riek Machar, his wife and son to the DRC authorities. Weapons have been removed from all those transported by MONUSCO” (MONUSCO, 2016).

Just as all this was happening the TGoNU under the leadership of President Salva Kiir went on and asked for Dr. Riek Machar to come back, but not for indefinite time. With that in mind the TGoNU appointed Gen. Taban Deng Gai to the First Vice-President and take the position of Machar. This has been over time established as the return of Machar we’re more unlikely. Even a battalion of 6000 soldiers deflected from SPLM/A-IO to the Juba Government. While the Maribor Garang de Maribor resigned from his ministerial post and turned back to Machar. There been deflection both ways and also different reasons for why people does so.

By late August the Khartoum government we’re saying they accepted the fleeing rebel into their capital as he was healing from wounds and we’re getting recuperating there in safety. Just in the same days the FVP Taban Deng Gai where in the Sudan Capital discussing the peace-agreement between the nations in bilateral talks while the South Sudanese Authorities we’re disappointed in the Sudanese for letting him stay there.

The new FVP Taban Deng said this in an interview 22. August in Khartoum:

Riek Machar did not comply with my advice when he arrived Juba. After he was sworn in, he chose to locate behind Jebel Kujur and continued the same practices that led to the outbreak of the last war in 2013. He is not aware of the things that might anger and please the president, which could influence the relationship between them. Choosing this isolated place after coming back sent the wrong message, suggesting that he was preparing a parallel army” (…) “We did not try to assassinate Riek. If I wanted to do so, I would have withdrawn his guards. He moved with a great force, which led to a clash between the parties. In my opinion, Riek planned to kill Salva Kiir because he moves with great guard force and Salva Kiir wanted to kill him. All his guards died and Salva Kiir assumed responsibility for returning Riek to his house and was concerned with this matter. He asked an officer named Marial to give him a ride to his house and told him literally, “I do not want Riek to be hurt” (…) “Angelina’s ambition to be the first lady led him to this situation. Machar has not looked back since 1991, when many people were killed. In 1997, he signed an agreement with al-Bashir and was not able to implement it, which led to splitting the Nuer into small groups fighting each other. There are problems with Machar’s behaviour – he did not learn a lesson from the previous events, especially with regard to Angelina’s ambition. I am sure the events of July 7 and 8, upon which Machar left Juba, were planned by Angelina who gives orders and says she is the defence minister” (Yam, 2016).

So when news broke about the recent outburst and plans of the SPLM/A-IO in Khartoum and the war-cry from Riek Machar, we all should know there are giant possibility of these men to fight each other with armies to secure supremacy instead of dialogue as the IGAD-Plus extraordinary meetings seems to be as fruitful to peace as the former Tanzanian President Benjamin Mpaka lead Inclusive Inter-Burundian effort. Nearly pointless as the Generals and their battalions are ready to fight over the spoils while the soils is not tilled and 1 million citizens has fled the scene and the United Nations forces are not capable to keep calm in the PoC camps. There are too many disastrous outcomes of the conflict and to many people hurt by it. This also leads to loss of food production and weaken efforts to build institutions and facilities to serve the public. Those who earn on this the suppliers of army equipment like the Canadian firm selling War Trucks to the SPLA and the others who serve it with loyalty and earning huge profits.

This is what Riek Machar was saying:

““wage a popular armed resistance against the authoritarian and racist regime of President Salva Kiir.” (News Wires, 2016).

If this wish get into the hands of the soldiers and they listen to Dr. Riek Machar than there are more bloodshed awaiting with the ones who just lost their lives recently. Not only with the current news of possible draught and loss of food production; has this resulted into hunger and civil war in republic? This has been a battle between the two leaders who wants to run the cash-strapped nation who has been blessed once in a while by the Troika, U.S., UK and Norway. FAO has told about possible hunger and less farming as the fleeing citizens and the ones inside camps instead of having their own farming. They fled because of army battles and insecurity. This reacts into the unstable yields and safety. That with the war-cry of yesterday doesn’t make the outcome of food security any better. With the amount of South Sudanese refugees in Ethiopia, Democratic Republic of Congo and Uganda; the Adjumani refugee camps has grown substantially over the recent months. This is happening while the international community is not pledging enough funds for the men and woman who has left everything behind because of the battle to run South Sudan continues.

The War-Cry yesterday is not bringing hope of dialogue as these men are continuing to show that it is easier to grab the AK-47 or order tanks than speaking of process and making institutions. The War-Cry of Dr. Riek Machar against President Salva Kiir shows the wish of power by the opposition and the extent he will go to take it. This is happening as the return are just briefly months since it happen and the Swearing into be a part of the TGoNU. So the time and work for the Peace Agreement must be seemed as a sham deal by either party. The works of the IGAD and Troika have been a dodged even before the ink got dry.

So now in September, not far away from April; we are returning to 2013 and new rounds of ammunition as the uncertainty of the battalions, armies and loyalties. The friction between who is SPLM/A together with who is SPLM/A-IO?

Together with the resurgence of the SPLM-N in Sudan in the Darfur conflict that lingers on without any kind of stop from rebels and government forces. The peace in the region is continuing to be a question of utopia and not a reality. The Generals cannot talk and apparently only shoot at each other.

This is not the end of battle between Kiir and Machar, they will not stop apparently to one flees or dies. They use force to silence each other. The dialogue and Peace Agreement are not worthy of the paper and time spent on making it. As the months from when it was conceived, to when it was started implemented and now to its end as the SPLM/A-IO is dismantling it with a cry of bush-war and calling counterparts a rogue regime. While the FVP Taban Deng Gai claims the wife of Machar is the one behind the recent skirmishes in Juba.

There the fickle situation turns bloody quickly already in 31st July I wrote “Worrying signs of a new Civil-War in South Sudan”. Now the words of wishing to create it come from Khartoum by Dr. Riek Machar. None of us should accept this as there are already to many people who has suffered in this power struggle. There are too many who has fled their homestead in fear of rebels and government soldiers taking advantage of the situation. The burning of homes, fields and killings of neighbors will continue with the war-cry of Machar. The ones who believes he wouldn’t act upon it, has not followed the man’s wish for power by any means. As much as Salva Kiir Mayardit has no plans to step down from the Presidency.

What we can now that the words and actions of July, the Ethiopians saying their borders are closing for Machar, that the little friends in diaspora is dwindling for SPLM/A-IO while the government of Kiir will have just defense war against Machar. While the U.S. might discuss a Arms Embargo, but to what effect it will have as long as Kiir has loyal support from President Yoweri Museveni in Uganda as long as he pays. Museveni has friends from Moscow to Washington if he needs arms equipment and training. Something Museveni has no problem to deliver as long as the payments are happening without the Parliament or the Central Government in Kampala really knows.

Machar doesn’t have that suction unless Omar Al-Bashir still wants to align himself with him as he let him be there to “heal”. What we can now that the peaceful nation building is getting further and further away as the heads are colliding in the bush and in words. We could hope for another outcome, but the Generals stay Generals and their knowledge of guns and ambush is greater than of process and procedure. That is the proof of the acts of these men and lost are the potential state-building of youngest nation in the world. Peace.

Opinion: Countering the nonsense of attacking Besigye as there are more dire need reactions from the supporters if they want change!

The Defiance campaign couldn’t be an easy run; it would be and is a long walk to freedom. There isn’t a short quick and brief change out of thin air. The wish and concern isn’t only on the FDC Presidential Candidate of late Dr. Kizza Besigye. The arrests for Hon. Michael Kabaziguruka of Nakawa and his Court Martial; together with arrest of the ones who dare to protest against the National Resistance Movement in this day and age. Just like the Youth of Democratic Party who demonstrated against the greedy Members of Parliament we’re detained. The oppression of the NRM regime doesn’t go away overnight like morning dew.

For those of you who thought this would be easy. Yes I had hope in February that the FDC and Dr. Kizza Besigye would win, because of the men running he had the best agenda and the needed remedy. The NRM has involved the Central Government in a way where the directions of the fiscal policies and the cash-barred MPs to beg for greed instead of dropping policies and laws that matters. The NRM machine are more caring about skinny jeans, short skirts and porn than having working equipment in the hospitals and steady delivery of needed medicines. This is the proof of the rigid brown-enveloped system blessed by the almighty at the State House.

While that is happening there people with hope and see that the brown-envelopes won’t create any common good, but only for the current elite who eat the spoils of foreign donors and the secretive agreements between government and businesses. Getting mansions and luxurious SUVs before riding to the closest mall where even the Government Spokesperson Ofwono Opondo stole underwear. It’s just how the system is made to blatant regard the men who in all their honour bow their heads to the Mzee on the top. They are allowed to do anything and get away with it. Therefore the ones who counter this paradigm get whipped, detained or even disgraced in public.

Still, with this in mind the blames that the current embattled Besigye is at fault. Not because he hasn’t tried and done what he could empower the opposition with vigour to assemble in Power 10 (P10) Structure and other to counter the NRM Poor Youth or any other group that the Government used to silence the FDC. The FDC mobilisers has been detained as common as the roads development has been bribing state officials; it is so common that the news of detaining a FDC Youth or Mobilisers are day-to-day acts of the Police Force. So it is not like Besigye and the FDC haven’t had heavy-water to carry.

The assurance that the Defiance Campaign wasn’t made in fear of repression from the NRM or the Government; should have been well known as the NRM Regime has since it establishment done what it could to harass and disrupt the rallies of Dr. Paul Ssemogerere and so on. The ones forgetting that is currently forgotten the past. I am sure even the current leader of DP Norbert Mao has had issues under the last Campaign Trial in 2011/2012. Norbert Mao we’re even detained during the campaign in this calendar-year because the UPF cannot help themselves to make life hard for real opposition.

So with that knowledge of this and even after the 10th Parliament have started and the Plenary Sessions begun. This is the start of the new breed of MPs, who wish to get more funds and more salaries then the former legislators. They want to be rich quick and get that on the public funds. They don’t have ideas of their obligations to represent their citizens and not eat of their citizens. So if the ones caring thought the Defiance Campaign would succeed on its own like a marching band making noise on the gates when it past and everybody enjoying it. You’re wrong because some hates the marching band and other wish they just went down more street. Defiance of Besigye had to get public support and truly be invested in it to get the change happen. The fear of the repression of the regime and their sanctions might be a reason for why it has partly failed for the moment. Because if they wanted they should do more than quickly after thinking of boycotting the “Tubonga Nawe” artists who campaigned for the Cow farmer.

Besigye had #KigwaLeero wishing for a brighter future and make a difference. He asked for a government with accountability and we’re there for the public. Not like the ones that is there now who is there for former rebel who takes the riches for himself and leaves scraps for the elite who is loyal to him.

Defying the regime could not be done by him alone in Kasangati, it could be only be the hardliners who stood by Besigye in his hardships. It has to be made the ones who really want to get rid of the regime of present. It will not be easy and get there easily. Some has spoken of violence and using the tactics of old, like the ones that Mzee used himself to get power. If you do so wouldn’t you be the same as him? If he used guns and guerrilla warfare to get into power and you use the same doesn’t that make you a rebel who dreamed of power and not a true democrat? Even if Ghana’s Jerry Rawlings made it and ushered in a positive political system, that doesn’t necessary work for Besigye.

I doubt that Besigye want to use violence and rebel through the rifles and assassinate his opponents. As he was parts of the NRA and doesn’t want the change to be of the old ways, only through guns and on the battlefield. There is precisely in history that none President or Executive in Uganda has been changed peacefully through the ballot, instead through the bullets, which makes sense at least to those of us who believes in peaceful transitions.

That means that this is not alone on Besigye, this is on the supporters and the opposition itself. That means that struggle of the opposition has to defy the current regime. With means that hurt the regime and that discontinue the fiscal funding of government, that counter the legitimacy of the institutions and the opposition has to build strong grass-root movement that has most of the base in the population. So that you have all corners on the knees and weak; so that the actions of government can be countered by people’s sanctioning them. The best acts of the defiance during the Election period were the use of VPN to counter to Social-Media Ban of the Uganda Communication Commission (UCC). So the people have it naturally in them when they feel betrayed and knowledge of ways to stop nonsense from all-controlling government.

It’s that kind of defiance that is needed. That kind of acts that hurts the MTN and the others who practically funds the regime and keeps the taxation without representation going. Besigye can be blamed, but he is the spokesman and the one who is tormented by the regime already. So the man has done and continues to do his part. The people behind have to use their wisdom and ways to destabilize the regime by peaceful means and even risk their freedoms. As so many youths and people associated with FDC has been during the years. Also other political parties have also felt the pain of being opposition. So the ones blaming Besigye has lost the basic component of it all: the key is always the people! They, the people have the fate of the government in their hands; the Government lives either on the trust from the public or of the fear of the people going against it.

The people decide not only through secret ballots, but through their faith and their assessment of the situation of how they believe they should govern. Some might accept the current regime in silence because of the fear and the belief if they go against it they lose it all. But if those all thinks like this than the organizing against the current regime will not become of anything.

Now with this the FDC and Besigye have to show Defiance and be upfront as they have to use their support to weaken the NRM and their henchmen’s. This is not only defying in court and going from kangaroo courts and smiling on NTV. That is to directly counter the regimes acts in Parliament, demonstrate and boycott. Use other ways with even stronger force and more success than Walk to Work. That will not be easy and that can only happen if the momentum and belief together with the peoples. The Peoples or the Citizens can only act when they are sure they will conquer the regime, if not they will demonstrate and lose the little they have. They lose their hawking job and their voice where they were. That is not acceptable.

What Besigye has to do is not to give in or give up. He is the voice of hope and a brighter new day. But to get the brighter new day for the Ugandan people under a new government who have other belief in institutions and service delivery than the people has to support Besigye and his cause. Not because Besigye is only one who can do this, but because he is the ones who champion it through defiance on his own.

The ones who attacks Besigye for his campaign hasn’t understood it; but is more worrying is that people can only stand behind their voice in the wilderness or leave the belief of regime change. And giving up a 30 year regime and an Executive that has been there since 1986 is hard. Because of the ways the draconian laws and fiscal policies are set-up. That should give reason for the citizens to react with demonstrations and peaceful mobilizations in the ways of the VPN to defy the all-eating NRM and their in-accurate methods of silencing voices which isn’t their own. Press Statement: Uganda’s Chief of Defence Forces expresses confidence in Somalia’s stabilisation efforts, urges the media to focus on success stories (14.08.2016)

Kampala, 14 August – Uganda’s Chief of Defence Forces, General Katumba Wamala, has expressed confidence in Somalia’s stabilization efforts.

General Wamala described the African Union Mission in Somalia as one of the continent’s success stories, saying it actualises the African dream of having African solutions to African problems.

He was speaking in Kampala, Uganda, last week, where he officially closed a 4-day AU-UN Mandatory Media and Communication Trainer of Trainers (TOT) course. The course was attended by military and police public communication officers from the Troop and Police Contributing Countries to AMISOM, Somali National Army and Somali Police Force.

“We need to aggressively communicate where Somalia was before the war and where it is now. We need to aggressively communicate the positive developments taking place in Somalia” General Wamala challenged the media, during his address to participants at the TOT course.

The training was organized by United Nations Support Office in Somalia (UNSOS) Training Unit in-conjunction with AMISOM Public Information Unit through the AU-UN Information Support Team (AU-UN IST).

The aim of the TOT is to increase the pool of trainers for the media and communication component of the AU/UN Mandatory pre-deployment training.

Troop Contributing Countries (TCC’s) comprise Uganda, Kenya, Ethiopia, Djibouti and Burundi. Police Contributing Countries (PCC’s), on the other hand, consist of Kenya, Uganda, Sierra Leone, Nigeria and Ghana.
