Fanon’s words fits Museveni’s current rule: Ironically, that Yoweri was studying Fanon back-in-the-day!

While reading through books in my “library”, looking through and reading again Franz Fanon for inspiration and for enlightenment. There was two paragraphs that was fitting Uganda in 2017. It was like explaining the state of the National Resistance Movement. It was like he painted the picture and shown the reality in the flesh. That his visions of 1960s, could still be the same today, with no changes, but with the same attitudes and the same state of affairs.

What is special about this is that while in University in Dar Es Salaam, President Yoweri Kaguta Museveni wrote with Fanon in mind in his thesis there. Therefore, he would have read this in the past, but has forgotten the knowledge of the wise-man and intellectual. Fanon is perfectly saying what we all are seing today, nothing seems to be left out. Unless, you have the newly minted taxes and the rising debt made by the elite.

However, here is the part I felt was really like today:

In these poor, underdeveloped countries where, according to the rule, enormous wealth rubs shoulders with abject poverty, the army and the police force form the pillars of the regime; both of which, in accordance with another rule, are advised by foreign experts. The strength of this police force this army are proportional to marasmus the rest the nation. The national bourgeoisie sells creasingly openly to the major foreign companies. Foreigners grab concessions through kickbacks, scandals abound, ministers rich, their wives become floozies, members of the legislature line their pockets, and everybody, down to police officers and customs officials, joins hands in this huge caravan of corruption. The opposition becomes more aggressive and the people arc to latch on to its propaganda. Hostility toward the bourgeoisie is now manifest. The young bourgeoisie, which seems stricken by premature senility, ignores the advice proffered proves incapable of understanding that it is in its own interest to veil, even slightly, its exploitation of the people” (Frantz Fanon – ‘The Wretched of the Earth, P: 117, 1961).

The state, which by its strength and discretion ought to inspire confidence and disarm and lull everybody to sleep, on the contrary seeks to impose itself in spectacular fashion. It makes a display, it jostles people and bullies them, thus intimating to the citizen that he is in continual danger. The single party is the modern form of the dictatorship of the bourgeoisie, unmasked, unpainted, unscrupulous, and cynical” (Frantz Fanon – ‘The Wretched of the Earth, P: 164, 1961).

If this wasn’t like reading about the Ugandan experience in 2018, I don’t know, but I felt like it. All the reports, all the news and the state of the NRM. The army and Police force is the pillars of the NRM, not the popularity, neither is the fight against poverty in the midst of vast wealth for the elites. That are also involved with foreign money and exports, that is not interconnected with the whole economy, therefore, the riches are getting vast amount of money, while the trickling down isn’t appearing. Also, the knowledge of ministers, MPs and elites acting with corrupt behavior and misusing state funds is common, as long as the State House is on it too and get their cut. Therefore, Fanon is like mirroring the experience of 2018. This is something he wrote in the 1960s, maybe a bit earlier. But published the first time in 1961. Still relevant today and should he warning. That some things doesn’t change.

Fanon can paint a picture of the NRM of 2018. He does it 57 years ago. And its still viable and shows the reality of what the President delivers in Uganda. The Republic is a disgrace, all the empty pledges and promises from 1986. Just like the President wrote in his own thesis in 1971:

It is the work of the most conscious activists to arouse the masses, raise their political consciousness and give them a vision of a better future and the knowledge and will to oppose existing exploitation by all future means. It is incumbent on the activists to make the oppressed people realise the latent capacity in them to smash the centuries-old exploitation and become masters and beneficiaries of their labor. It is only through raising the consciousness of the masses that the subjective conditions for a revolution will be created” (Yoweri Kaguta Museveni – ‘Fanon’s Theory on Violence: Its verification in liberated Mozambique’ 1971).

So now he has become the man that oppress, the man that exploits the Republic and are the man behind the elites and corruption that Fanon says underdeveloped nations have. His description is straight out of the NRM of today and their actions towards the public. The use of the police and army to keep grips, while eating of the public plate. That is why the worlds of rebellion and activism from the President is also relevant as he was studying Fanon himself in 1971. A decade after Fanon published the book, which of both of us has taken pieces from.

Uganda needs a better vision for the future, but the guidance cannot be by Museveni. He has forgotten the knowledge and wisdom Fanon had. Museveni has forgotten the tales of rebellion and the tales of resistance, therefore, he has used the army and police to oppose defiance. That is because Museveni has forgotten the reasons why revolutions are created. No one knows when that could happen, when that could spark, but the lack of delivery, the lack of governance and institutions, will sooner or later explode in his face.

No matter how great his police and army is, because you can detain a dozens of activists, but you cannot keep the whole people hostage. You cannot do that, you cannot stop a revolution. You can try, but if it really appears. Then the shallow organizations in and around the NRM will fall. That is because oppressed understood their power that they had latent and could use to topple Museveni. Peace.

Opinion: Museveni’s misguided Labor Day Speech of 2018!

Its hard time taking the Labor Day Celebrations seriously, as the President for Life, the fountain of honor, never does wrong and always has the right way out of issues. He never needs checks and there is always somebody else at fault. Even as he has run the republic since 1986. Its the Presidents bad product and lack of governance, which is the reason for the defaulting state. This is his vision, his institutions and his results. Its not only his hands that builds, but its his programs, his provisions and his sort of ideals, that comes to bear fruit. The lack of harvest, is because of lack of shade, water or fertilizer. Which could have been procured, irrigated the water-ways or even ways to keep it, however that is costly. Something the President doesn’t want to spend. So here is the mesmerizing quotes from the President today.

I wanted to bring Cuban doctors because our own doctors behaved very badly and unprofessionally… The doctors who went on strike made me want to go back to the bush” (…) “The issue of Cuban doctors which I keep hearing about, I wanted to bring Cuban doctors because our own doctors behaved very badly and unprofessionally, they tried to incite their fellow doctors to leave patients to die but they failed” (…) “We the freedom fighters have been working for Uganda for either no pay or low pay, I’ve been fighting for this country for the past 53 years, I’m the president of Uganda, I get a low pay, 3.6M shs salary and I accepted it in 1996, the MPs tricked me” (…) “Underdevelopment means not being able to utilize all your potential, you have potential but it isn’t fully used. That’s why we were colonized, we were colonized for political reasons however, we had also lagged behind in our potential” (NBS Television, 01.05.2018).

This is small outtake of what he did say during the speech. This is a gist, but gives you sense of the headache he has to defend himself after all these years. He is quick to blame the doctors, but who hasn’t facilitated them and given them a livable wage? That is you Mr. President.

Who hasn’t developed Uganda? That is you Mr. President. You could have made Uganda better if only followed the 10 Point Program, that you have forgotten along the way or discarded like an old mango. Because surely, the ideals of UPM and 10 Point Program would have revolutionized today’s Uganda. Instead, “you pity a fool” like Mr. T. and it’s time for you to look at it from another angle. This is making you look foolish. You have been on the top of the Pyramid for 32 years running, you could have, but you haven’t. Its all your fault!

You can call yourself a freedom fighter, but the public doesn’t feel free. You freed them from Milton Obote, Idi Amin, Paulo Muwanga, Tito Okello and Yusuf Lule. However, you never freed them from the National Resistance Movement/Army (NRM/A) or yourself. You are free, but the people are bound by you. Because your not leaving, you are imposing yourself. Certainly, the meager paycheck cannot be the real deal, since you are the wealthiest in the Republic. You have more value than all Members of Parliament combined. The amounts of businesses your family owns, the vast estates and farms. You are far from poor, you are Richie Rich Rich. So you can try to lie to novice, but pardon me, I’m not.

So, this is a disgrace of a labor day speech. Where the workers are not appreciated, neither values of ethics or the safety of it. By the way, where was the message of solidarity? More like workers are lazy, not good enough and if you don’t follow my command. I will get someone else in your stead. Such a gentlemen, this President.

Therefore, Happy Labor Day, Mr. President for Life, Yoweri Kaguta Museveni, in solidarity and for a better tomorrow, but before dawn. However, we are not seeing hope with you in charge of it. Peace.

Robert Kyagulanyi MP aka Bobi Wine – Labor Day Message 2018 (01.05.2018)

Today is the INTERNATIONAL LABOUR DAY.
We celebrate every Ugandan worker home and abroad whose labour sustains our mother land.

The men and women who dig the land from where we get food. The women who by 4:00am are in our markets selling commodities. The men who travel different routes transporting us in taxis and on boda bodas. Our citizens who put on uniform and stay up in the night to keep us safe. Our health workers who without proper facilities and equipments do everything in their power to treat us. The midwives who must use anything at their disposal to help our mothers bring new life. Our teachers who, despite little pay still make it to class every day to teach our children. And yes, all Ugandans whether in the formal or informal sectors, who work hard and earn their bread from their sweat- you guys are the champions: the heroes of our nation. HAPPY LABOUR DAY.

And Mama, those who simply exploit our people are also here. Those who impose taxes on anything and everything in the name of increasing the tax base when in actual sense they are just increasing their stealing base. Those who milk the tax payer dry. Those who have no compassion for the poor person, the common person. Those who undermine the sweat of our people. Mama, all of them are here. Give us a signal on what message to give to them on this Labour Day.

Opinion: Museveni doling out gifts in the West again, this time in Rukungiri!

If you we’re ever in doubt of favoritism from the President Yoweri Kaguta Museveni, he has again proved how much love he has for the Western Parts of Uganda. He has an obsession, not only with hiring and appointing fellow cronies from the region, but also dole as much of the state funds into the area. That was proven today.

It is happening as the certain parts of West Nile Region are asking for help, because of their dire needs. The state and with the meaning of state, Museveni decided that Rukungiri district deserved some favors. They deserved suddenly more 500 billions of shillings into the Operation Wealth Creation (OWC) and 193 millions of shillings on the Rukungiri Municipality Carpenters. This is a district with over 300,000 citizens, but it is big step giving this huge amount of money to significant projects.

He gave away trucks and dozens of boda-boda’s to the district. At least there was photo-ups of this and the wood machinery to the Carpenters of the town. Clearly, in a way of showing the use of government and spreading the message of his government. This is again, a proof of his mismanagement. Instead of letting the businesses grow naturally or letting people themselves make it possible. He has to come with gifts like any random NGO to Rukungiri. This isn’t sustainable practice, but a patching of the hurt.

To think that these millions of shillings and billions spent on the OWC will create a miracle, is very naive, it is very stupid to think so. It is in the best interest for Museveni took keep things cool and get the needs at low levels. So he can spare a few dimes here and there, but keep most of it for himself.

Nice that he gave boda-boda’s to the district. But why aren’t this happening in the Easter or Northern Districts for that matter? Why was it that Mbarara Urban Poor was getting rations of food during the last year, but the Isingiro, got breadcrumbs? When another region was starving… That is what doesn’t make sense, even if it partly does.

Because the Western Elite is gigantic, the men who has represented the district of Rukungiri, isn’t only Dr. Kizza Besigye, but Gen. Henry Tumukunde and the late Gen. Aronda Nyakairima, to mention a few of the gentlemen in the this area. Therefore, this district has significant factors and backers, still the Western shouldn’t overshadow the rest. Even if it does at this point.

That is what is so obvious, so vindictive, how the state and Museveni dole out this funds and gifts to this region. Just like it has done at others too. Dropping Tractors and needed agricultural gear, while other regions cannot even get the 2016 promised hoes. That is the level of impunity and lack of institutions, lack of governance and structure. Something the Museveni has created and is proud off. Since he is eating the biggest slice of the cake.

What was dropped on Rukungiri District today is pocket-change, small-fry and no big deal. It is for the ones getting a boda, a truck or even parts of the OWC grants. No doubt about it, but in the grand schemes of things, it is pocket change. Not significant and worth mentioning in the minds of the budget or the audit of it.

However, don’t tell me the West of Uganda, isn’t favored, the proof is the actions. That has been known for long. That is why the main roads there has been better the rest. Peace.

Hon. Nankabirwa continues her cult-like praise of Museveni!

I would like to assure you that Museveni is here to stay. He has the power, the money and other resources that are necessary to push this country to greatness,” Nankabirwa said” (…) “Those who opposed the move to amend the presidential age limit are now living cowardly. They feel ashamed of the fact that their efforts proved them wrong at the end of the day. For us in NRM we proudly say that our stand was the best for Uganda,” she said” (Namanya, 2018).

Ruth Nankabirwa, the government chief whip continues her praise and being a loyal subject of the President. President Yoweri Kaguta Museveni must be giddy to have someone praising him in this manner. She is now a useful mouthpiece, she is praising him and heavier, than Beti Kamya, which in itself is special. In the championship of praising Museveni in the current day, Nankabirwa is in the pole position, even in front of Lewis Hamilton.

She is now praising him and allying herself with him, in a way, where her fate is bound by what happens with Museveni. There isn’t anything of policies or political belief. It is just bound by her alliance with Museveni.

This here is just an act to solidify her position and show that she is loyal to the President. That is why she is even proud of the abolishing the Age Limit in the Constitution. Just to give more time and ability for the President to continue to rule. When the NRM speaks for the best, it is the best for the President and then the Republic. Because the President always comes first. Last mentioned was Uganda. That is because, Uganda has been blessed with Museveni in their eyes. He can do nothing wrong and if he does it you too blame.

That is why the President is quick to blame his cronies and his own people, there is never his fault. But he expects that people like Nankabirwa praises him and gives him the fountain of honor. Not that a man of his stature do wrong or doesn’t listen to advice. Even fellow peers at the time of the makings of the Constitution, warned him about term limits. That he didn’t want to hear, but had to revise when he had spent that time in office and didn’t want leave. The same appeared again, as his age was closing in on him.

Now, the President needs his fellow MPs and Cronies to praise him, even if it is wrong. The people who was against abolishing the age limit isn’t cowards, but they have just seen the Republic and the Parliament, mostly sold to the President. They are not representatives anymore of the people, but of the President. There are few who are real and who try within the system to represent the people. However, there is very few and those who does, like even within the NRM would be fined and sanctioned by the Party. The NRM Rebel MPs was even talks of sanctioning them.

Nankabirwa, we know your loyal, but your words are still not true. Museveni isn’t a visionary anymore, and your just trying to catch your next paycheck. We understand, we do and we are not blind sheep following without thinking straight. It is hard to believe that Museveni will bring the republic to greatness now.

Museveni has had 32 years and there is still very little progress made and the achievements of the past is now getting tarnished with time. Also, the lack taxation, the added debt and the cronyism that is destroying the state. If that is greatness in Nankabirwa eyes, than I am sorry, but I beg to differ. It isn’t greatness, its self-inflicted destruction of the state in favor of one man and his cronies. That is not development, but using the state as a racket. It has been done now for over 30 years. However, that is just me. Peace.

Uganda Police Force Press Release: Riots in Yumbe District (28.03.2018)

Joint Communique on the occasion of the Official Visit to Uganda by His Excellency Paul Kagame, the President of Republic of Rwanda (25.03.2018)

1. At the invitation of His Excellency Yoweri Kaguta Museveni, President of the Republic of Uganda, His Excellency Paul Kagame, President of the Republic of Rwanda, paid a one-day Official Visit to Uganda on March 25, 2018. His Excellency President Paul Kagame was accompanied by the Minister of Foreign Affairs, Cooperation and East African Community and other Senior Government Officials.

2. The two Heads of State held Official Talks at State House, Entebbe in a cordial and friendly atmosphere on a wide range of bilateral, regional and international issues.

3. Their Excellencies noted the existing bonds of friendship and mutually beneficial cooperation between the two countries and reiterated their commitment to strengthen them further. In this regard, they reviewed cooperation particularly in the sectors of railway and air transport as well as electricity interconnection.

4. The two Heads of States observed that the Joint Permanent Commission (JPC) between the two countries provides a good mechanism for discussing matters of mutual interest and strengthening cooperation. They therefore directed their Ministers responsible for Foreign Affairs to convene the next JPC within three months.

5. His Excellency President Yoweri Museveni congratulated His Excellency President Paul Kagame, the Government and people of Rwanda on the successful hosting of the historic African Union Extra Ordinary Summit in Kigali on March 21, 2018 during which the Agreement establishing the African Continental Free Trade Area as well as the Protocol on Free Movement of Persons were signed.

6. The two Heads of State reiterated their commitment to the economic integration of Africa, accelerating industrialization, development of regional and continental infrastructure to improve the livelihoods of the peoples of Africa. His Excellency President Yoweri Museveni commended His Excellency President Paul Kagame, in his capacity as current Chair of the African Union, for his leadership.

7. His Excellency President Yoweri Museveni expressed his appreciation to His Excellency President Paul Kagame for honouring his invitation and for the fruitful discussions they held. His Excellency President Paul Kagame, on his part, expressed his appreciation to His Excellency President Yoweri Kaguta Museveni, the Government and people of the Republic of Uganda for the warm reception and hospitality accorded to him and his delegation during the visit.

8. His Excellency President Paul Kagame extended an invitation to His Excellency President Yoweri Museveni to pay a State Visit to the Republic of Rwanda. The invitation was gladly accepted and the dates will be agreed upon through diplomatic channels.

Minister Jeje Odongo’s MPS on the NCIC is revealing!

Minister of Interior Jeje Odongo own Ministerial Policy Statement of 15th March 2018 are very standard sort of document, but certain statements from there is telling. Especially on the Vote 120 on National Citizenship and Immigration Control, what it is, is apparently, reasons for why it need to be addressed, because it is a real lack transparency and not taking care of the Republic.

The NCIC is compromised of: “Deployed 300 Immigration Officers and Immigration Assistants at the borders and regional offices. This recruitment and deployment has improved border control and post entry management of aliens. This has improved representation of the ethnic groups of Ugandan and staff gender ratios” (…) “Insufficient funds to undertake constructions: Immigration offices are in very small single room measuring less than 8ftX8ft which accommodates more than 5 immigration staff. Furthermore, the Headquarters is housed in what was formerly a warehouse with some services provided under tents. Limited Staff accommodation. Some borders operate in wee hours which necessitates presence of accommodation for staff. This limits space for offices, e-services and board meetings. The Directorate requires UGX25.8bn for constructions. Porous Borders: Uganda has 52 gazetted border points along 2729 km borderline operationalized through the cluster approach. This leaves part of the borderline unmanned which compromise security and revenue generation. The Directorate requires extra UGX1.9bn for border operations” (MINISTRY OF INTERNAL AFFAIRS – MINISTERIAL POLICY STATEMENT FOR THE FINANCIAL YEAR 2017/2018, P: 62, 71, 2018).

It really is showing that something is lacking when you have 52 borders and staffed three hundred officers. That means that each border post would have about average 5 officers. Just think about that, when the border needs to be open 24/7 and there would be more on certain border-posts, also at Entebbe Airport as well. Since lots of the ones entering Uganda come by planes, not only by foot. Therefore, the NCIC is underfunded, but also understaffed.

The 300 officers are not only keeping track of the foreign workers, visitors of the Republic, but also issuing passports. Therefore, the NCIC is even more important to be staffed, because of the need of control of the borders. The republic cannot have open borders and have control of the revenue and neither also population control. It is seemingly bad planning and at random. But the porous borders and the gazetted borders should have officers. Since they are issuing in the last year over 65,000 passports last year. The Officers are really busy doing and not only looking into the ones moving across the borders.

If this body is supposed to control the migration, register and secure that no-one overstays their welcome. They need bigger funding, more officers and more training. Since that must be lacking, when the borders are seen as porous. Peace.
