Opinion: The reason for the silence of the LoP Kiiza; As the MPs want to secure a lavish lifestyle until death

It’s one of those days I say kudos to the men of Forum for Democratic Change – Youth (FDC-Y) wanted the sacking of Hon. Winnie Kiiza and her position as the Leader of Opposition (LoP). I am amused and amazed that it happens over money and the lavish lifestyle. The escalating funds and extended add-ons of expensive SUVs and Caskets when their imminent death conspire and their lives expires.

Well, that is a good cause, but the FDC Youth should have reacted to the day she went into office of Leaders of Opposition and joined the company of under the Movement and their Executive. That should been a battle-cry, but there we’re none just a silent approach where the trailing election and rigging where validated by the appointment of the Cabinet and the Shadow one.

So that today the FDC-Y decided to counter and ask for axing her today is a bit late. Hon. Winnie Kiiza and the FDC National Executive Committee (FDC-NEC) wouldn’t sack or change the Shadow Cabinet just months after arrival unless there an internal-coup in the party as there in the United Kingdom in the Labour Party where you either against Jeremy Corbyn or Owen Smith. The FDC is not Labour, but there have to be similar acts towards the MPs and he hardliners in the party to dissolve the Shadow Cabinet of today.

So the reason for her silence she is already an accomplice with the fellow MPs who wish the lavish lifestyle and become honourable overnight. The reality of the matter as long as the LoP and Shadow Cabinet is there, the 10th Parliament is in effect and the day-to-day business of the National Assembly will go. So the idea of the LoP to be sacked and change will matter is pointless.

The FDC Youth shouldn’t get the LoP sacked; they should get the whole Shadow Cabinet discontinued and stop validation of the National Resistance Movement (NRM) that is what the FDC-Y should propose in this matter. The monies and advantages of the MPs will raise so sky high the Jupiter. The riches and wealth of the MPs will continue to surge as the level of impunity and little care for service deliver is there in the shallow halls of Parliament.

I admire the FDC Youth stance, as I have the same for the reckless spending of taxpayer’s monies on the already insulting wealthy salaries and other beneficiary programs for the MPs. So the poverty of the government institutions as schools and hospitals should been the main target of the funds and not SUVs for the newly elected men and woman. Alas, that is the case and the Youth are right with their anger.

The Movement are only interested in their selfish interests of their sole elite and their demands. Sometimes they will give monies to the needed and projects of government, but that will be merely a charade of dishonest approach as the Executive gives out pocket-change while he eats fortunes for supper. This is what the FDC should work against and not accept in Parliament. The MPs are just showing their disregard of the people and their work. This indecency of the representatives deserves to be demonstrated against and sought to stop. But to think that the utter words of somebody who validated the rigged election of 2016; than think again!

The FDC Youth shouldn’t sack Hon. Kiiza for her silence on the indecent behaviour of the representatives. The Youths should have reacted to the FDC NEC getting her the gig in the National Assembly in the first place. Her silence is because she cannot go too far in her criticism because she has already altered her motives and ambition to suit the captors of power.

She will be as strong and weak towards the Movement as the Hon. Beti Kamya of UFA. The spine of character has already shown as the where no problems for sending over a dozen of MPs to the Seminar in the United States or the shutdown of Parliament for a week for all the ones travelling so far. There we’re no quarrel in the matter. This proves that Hon. Kiiza is already part of the problem and the get-rich-quick click of Parliament. There isn’t any evidence of otherwise as the suggestions of a possible strong opposition there are dwindling. There are certain men and woman there still, but there far apart as Hon. Frank Mwijukye is one of them. Still, he is a part of losing end and Hon. Kiiza helps him to lose!

Kudos to the FDC-Y for their action and approach, but the gates is closed unless they want to marginalize the Parliament and not just take a bold stance against their own. That I and many doesn’t’ validate the LoP or her Cabinet is becomes of the dissolution decision to support the Movement by becoming it! So the losing end where already taken when the token and signs where made to the Speaker Kadaga and Deputy Speaker Oulanyah earlier this year.

Now, the time has come for the FDC-Y to either to take the stance of NRM Poor Youth. Try to disembark from the NRM during the Campaign period to the Go-Forward. If not, they can be a nuisance to their mother party… that will not generate the needed extra youthful idealistic force that either can excel a party or can muster the needed grass-root progress that it needs. The FDC-Y needs to show with their ideas and actions that they want to counter the FDC NEC now and their acts of validating the Movement. Not only by axing fellow Hon. Kiiza, but get them to axe the Shadow cabinet! If they do so and asks for that, than they will create empty space in parliament and also question the election that were. Defy and prove the Campaign of Defiance of Dr. Kizza Besigye worthy! Peace.

The Defiance campaign couldn’t be an easy run; it would be and is a long walk to freedom. There isn’t a short quick and brief change out of thin air. The wish and concern isn’t only on the FDC Presidential Candidate of late Dr. Kizza Besigye. The arrests for Hon. Michael Kabaziguruka of Nakawa and his Court Martial; together with arrest of the ones who dare to protest against the National Resistance Movement in this day and age. Just like the Youth of Democratic Party who demonstrated against the greedy Members of Parliament we’re detained. The oppression of the NRM regime doesn’t go away overnight like morning dew.

For those of you who thought this would be easy. Yes I had hope in February that the FDC and Dr. Kizza Besigye would win, because of the men running he had the best agenda and the needed remedy. The NRM has involved the Central Government in a way where the directions of the fiscal policies and the cash-barred MPs to beg for greed instead of dropping policies and laws that matters. The NRM machine are more caring about skinny jeans, short skirts and porn than having working equipment in the hospitals and steady delivery of needed medicines. This is the proof of the rigid brown-enveloped system blessed by the almighty at the State House.

While that is happening there people with hope and see that the brown-envelopes won’t create any common good, but only for the current elite who eat the spoils of foreign donors and the secretive agreements between government and businesses. Getting mansions and luxurious SUVs before riding to the closest mall where even the Government Spokesperson Ofwono Opondo stole underwear. It’s just how the system is made to blatant regard the men who in all their honour bow their heads to the Mzee on the top. They are allowed to do anything and get away with it. Therefore the ones who counter this paradigm get whipped, detained or even disgraced in public.

Still, with this in mind the blames that the current embattled Besigye is at fault. Not because he hasn’t tried and done what he could empower the opposition with vigour to assemble in Power 10 (P10) Structure and other to counter the NRM Poor Youth or any other group that the Government used to silence the FDC. The FDC mobilisers has been detained as common as the roads development has been bribing state officials; it is so common that the news of detaining a FDC Youth or Mobilisers are day-to-day acts of the Police Force. So it is not like Besigye and the FDC haven’t had heavy-water to carry.

The assurance that the Defiance Campaign wasn’t made in fear of repression from the NRM or the Government; should have been well known as the NRM Regime has since it establishment done what it could to harass and disrupt the rallies of Dr. Paul Ssemogerere and so on. The ones forgetting that is currently forgotten the past. I am sure even the current leader of DP Norbert Mao has had issues under the last Campaign Trial in 2011/2012. Norbert Mao we’re even detained during the campaign in this calendar-year because the UPF cannot help themselves to make life hard for real opposition.

So with that knowledge of this and even after the 10th Parliament have started and the Plenary Sessions begun. This is the start of the new breed of MPs, who wish to get more funds and more salaries then the former legislators. They want to be rich quick and get that on the public funds. They don’t have ideas of their obligations to represent their citizens and not eat of their citizens. Even if they just follow what the ‘Old Man with the Hat’ has teaches them as he came with empty pockets to the Parliament and now decades later are richer than god.

So if the ones caring thought the Defiance Campaign would succeed on its own like a marching band making noise on the gates when it past and everybody enjoying it. You’re wrong because some hates the marching band and other wish they just went down more street. Defiance of Besigye had to get public support and truly be invested in it to get the change happen. The fear of the repression of the regime and their sanctions might be a reason for why it has partly failed for the moment. Because if they wanted they should do more than quickly after thinking of boycotting the “Tubonga Nawe” artists who campaigned for the Cow farmer.

Besigye had #KigwaLeero wishing for a brighter future and make a difference. He asked for a government with accountability and we’re there for the public. Not like the ones that is there now who is there for former rebel who takes the riches for himself and leaves scraps for the elite who is loyal to him.

Defying the regime could not be done by him alone in Kasangati, it could be only be the hardliners who stood by Besigye in his hardships. It has to be made the ones who really want to get rid of the regime of present. It will not be easy and get there easily. Some has spoken of violence and using the tactics of old, like the ones that Mzee used himself to get power. If you do so wouldn’t you be the same as him? If he used guns and guerrilla warfare to get into power and you use the same doesn’t that make you a rebel who dreamed of power and not a true democrat? Even if Ghana’s Jerry Rawlings made it and ushered in a positive political system, that doesn’t necessary work for Besigye.

I doubt that Besigye want to use violence and rebel through the rifles and assassinate his opponents. As he was parts of the NRA and doesn’t want the change to be of the old ways, only through guns and on the battlefield. There is precisely in history that none President or Executive in Uganda has been changed peacefully through the ballot, instead through the bullets, which makes sense at least to those of us who believes in peaceful transitions.

That means that this is not alone on Besigye, this is on the supporters and the opposition itself. That means that struggle of the opposition has to defy the current regime. With means that hurt the regime and that discontinue the fiscal funding of government, that counter the legitimacy of the institutions and the opposition has to build strong grass-root movement that has most of the base in the population. So that you have all corners on the knees and weak; so that the actions of government can be countered by people’s sanctioning them. The best acts of the defiance during the Election period were the use of VPN to counter to Social-Media Ban of the Uganda Communication Commission (UCC). So the people have it naturally in them when they feel betrayed and knowledge of ways to stop nonsense from all-controlling government.

It’s that kind of defiance that is needed. That kind of acts that hurts the MTN and the others who practically funds the regime and keeps the taxation without representation going. Besigye can be blamed, but he is the spokesman and the one who is tormented by the regime already. So the man has done and continues to do his part. The people behind have to use their wisdom and ways to destabilize the regime by peaceful means and even risk their freedoms. As so many youths and people associated with FDC has been during the years. Also other political parties have also felt the pain of being opposition. So the ones blaming Besigye has lost the basic component of it all: the key is always the people! They, the people have the fate of the government in their hands; the Government lives either on the trust from the public or of the fear of the people going against it.

The people decide not only through secret ballots, but through their faith and their assessment of the situation of how they believe they should govern. Some might accept the current regime in silence because of the fear and the belief if they go against it they lose it all. But if those all thinks like this than the organizing against the current regime will not become of anything.

Now with this the FDC and Besigye have to show Defiance and be upfront as they have to use their support to weaken the NRM and their henchmen’s. This is not only defying in court and going from kangaroo courts and smiling on NTV. That is to directly counter the regimes acts in Parliament, demonstrate and boycott. Use other ways with even stronger force and more success than Walk to Work. That will not be easy and that can only happen if the momentum and belief together with the peoples. The Peoples or the Citizens can only act when they are sure they will conquer the regime, if not they will demonstrate and lose the little they have. They lose their hawking job and their voice where they were. That is not acceptable.

What Besigye has to do is not to give in or give up. He is the voice of hope and a brighter new day. But to get the brighter new day for the Ugandan people under a new government who have other belief in institutions and service delivery than the people has to support Besigye and his cause. Not because Besigye is only one who can do this, but because he is the ones who champion it through defiance on his own.

The ones who attacks Besigye for his campaign hasn’t understood it; but is more worrying is that people can only stand behind their voice in the wilderness or leave the belief of regime change. And giving up a 30 year regime and an Executive that has been there since 1986 is hard. Because of the ways the draconian laws and fiscal policies are set-up. That should give reason for the citizens to react with demonstrations and peaceful mobilizations in the ways of the VPN to defy the all-eating NRM and their in-accurate methods of silencing voices which isn’t their own. Opinion: Kadaga’s sudden anger towards the media; the Honourable has lost touch with Commoners and the Common Sense!

Parliamentary Speak Rebecca Kadaga in Parliament: “Let us sue these media houses, take them to court so they lose money”.

Well, honourable Rebecca Kadaga of the noble house of Uganda Parliamentary. There might be misquotes from the Media, even comments and stories that are wrong. But the credit for this is the ruin of the public display and also the tradition of the aghast-house.

If you wonder why the stories come it is because the Members of Parliament loves to be in the spotlight and tell their stories. The media continue to pound on the use of monies while the state borrows more monies and adds debt. This happens as the revenue is kept in the shadow and of the public.

Hon. Rebecca Kadaga said this also today: “I caution the press, the next time such reports are made, editors will be asked to apologize”.

And you shouldn’t wonder about our scepticism to your accountability and just behaviour as the MPs are following a long road of doling out when it is needed for the Executive. The Media will only say what the shadow looks like and not just get the media begging.

There isn’t weird that the media and opposition reacts to the funding of cars up-to 200m UGX and all the benefits of being in Parliament. Together with the weekly fees and other housing fees; also the one point of trying to avoid income-tax on their salaries like ordinary folks.

So the MPs greed will be discussed and with the knowledge of certain MPs todays show the disrespect of the National Resistance Movement MPs.

Hon. Julius Abua Acom said: “We should keep the money for burial a secret, UGX68 Million shouldn’t be in the public eye, for people will curse us”.

Minister Chris Baryomunsi said: “Media should respect Parliament in their reporting. Parliamentary commission needs to come up with guidelines”.

Hon. Jalia Lukumu N. Abwooli Bintu said: “Government needs to come out and give us UGx500 Million for a brand new cars, we dont need to shy away, it is our right”.

When you are having MPs who flaunt their wealth and want to use taxpayers monies like kids wants to eat candy then you know the system is rigged and maladministration. The Parliament cannot be healthy when Hon. Jalia Bintu of Masindi who has already asked in 2015 for the locals to consult with her; this happen in September 2015 when she needed the locals of Masindi’s goodwill. Now that she is back in the seat of Parliament she can eat the loads of monies instead of actually delivering services to the schools or roads. She got the guts of asking 500 millions shillings for 430 MPs in the 10th Parliament. That is not a small forfeit or bargain that is a substantial fee to the upkeep of the fellow parliamentarians. As much as the 200 Millions of shillings to the 430 MPs that is supposed to go there.

That other fellow MPs want to keep the upkeep and the expenses of the Parliament secret says more about the MP and his party than he likes to admit. But a man wouldn’t come with ideas of those means the Lira District and Okute County MP Acom has rigid ideas of accountability and who they represent in the Northern Uganda. As the man who represents the Okute County thinks the government shouldn’t tell how the Government spends their monies; which is insulting to the people who elected the Independent Candidate or accepted that he became their representative. He shows how disgraceful the men and woman can be in the Aghast-house.

So when you have ministers of this kind and by all means what is said in the house of Parliament will be let out the light. That light that shines on the papers and transcripts, the audio that leaks from the house and the ideas of the people running the house will either shade of glory, content and disarray. As the actions of the Parliament will set the precedence of how the nation can act and behave. How the systems will be built and by what sanctions that are to follow. The light will either be hopeful, graceful, merciful or disgusted.

That Rebecca Kadaga doesn’t understand the excessive actions of her Parliament doesn’t get praise or the glory she thinks it deserves. That is because what does the massive spending of government funds and taxations of common folks. The Commoners are paying more tax and the donor’s aid is being used to secure helicopter and private planes to the President. The MPs want their share under the shade of the man with the hat. As they are gotten used to the men and woman who enter the halls are finally eating. Therefore they want to get there because that is biggest business-venture they can get into in the nation.

So with this in mind; if Hon. Kadaga really wanted the press and media-houses to write stories and articles about them and the kinds of men who haste inside the chambers for titles, deeds and revenues. That is why they desist from the duty and becomes their own men of fortune by squandering tax-money to themselves instead of development projects and salaries to fellow civil servants.

So please Hon. Kadaga get your ducks in the row. Get the common-sense if your sense is still common. Because you act like spoil brat who doesn’t like that the beans are spilled because of you wearing the most expensive jacket to class. Than the other classmates will discuss and feel out of bound; in the same way the ordinary Ugandan will feel about doling out expenses for cars, travels, medical trips to India and so on the bill of all the taxpayers.

Time to silence and bow your grace. Your sense is not common and the articles will pile up when you don’t respect the people and their toll of work for your own courtesy. Rebecca Kadaga times to silence your threats and your acts of silencing the media. Now you can think more about to deliver the public some public good and not the MPs more wealth. Peace.

IG Kakooza uncovers corrupt behaviour at all corners of Uganda in the May 2016 Report!

Because of General Election 2016, this one here got lost for me, but not for too long as the Report from Inspectorate of Government that came in 27th May 2016 has some clear issues within Government.

What it indicates is how many civil servants that use their position to gain extra funds and salaries, but also with the knowledge of troubles gaining enough income or salary on time therefore the acts of cheating, grafting and impersonation seem like a way out of poverty and actually just eat for a brief moment. That doesn’t justify thieving, but proves the systemic defaults on its own.

The Government and this IG has business to handle as there are cases in may districts and areas of the Republic only in the last 6 months. This here is just some fragments of the report from the IG. Still, shows the extent of Corruption in the current 30 years of the National Resistance Movement. How President Museveni can be proud of the system he has lead and built over the years. Take a look!

Breaching of the Leadership Code:

“In one (1) investigation it was recommended that a refund of Shs.3,480,000/= by a leader be made for using a company vehicle while he received transport allowance. A policy guideline on transport and fleet management was also recommended for the institution investigated” (IG, P: 17, 2016).

Lacking funds for the IG:

“Although Government has shown commitment to avail more resources to the institution as evidenced by the IG budget growth from Shs.13 million in 1986, Shs.3.1 billion in 1998 to Shs.35.4 billion in 2013 including donor support, the funding provision under the IG ceiling is still insufficient compared to the operational cost of investigations, prosecutions, verification of declarations and public awareness programmes” (IG, P: 33, 2016).

Government Institutions who hasn’t acted on IG recommendations:

“Alleged abuse of office and fraudulent tendering during the FY 2008/09 by MMC: The Senior Finance Officer/MMC was directed to refund. UGX 3,600,000/= being half of the money misappropriated to IG Assets Recovery A/C in BoU and thereafter present evidence for deposit to the IG failure of which she would be prosecuted in Courts of Law” (IG, P: 38, 2016).

“Alleged abuse of office by the Ag. PPO, Sembabule District: Mr. Turyarugayo Monday was directed, within three months, to refund Shs.4,890,804/= to IG A/C in BoU, which he irregularly earned in salaries for no work done” (IG, P: 38, 2016).

“Alleged abuse of office and mismanagement of a contract to extend council block by Lyantonde district officials: Submit Mr. Christopher Okumu to the DSC for appropriate disciplinary action for advancing Shs.150,000,000/= to M/S Bakaruma Contractors Ltd” (IG, P: 39, 2016).

“Alleged embezzlement of Shs.3,092,691/= meant for villages and 5% for Parishes in the FY 2010/2011 by the former Sub-Accountant Rubaya S/C In Mbarara: The Accountant should pay Shs.3,092,691/= within sixty days to the IG Assets Recovery Account with Bank of Uganda failure to do so will lead to tougher action being taken against him” (IG, P: 40, 2016).

“Alleged abuse of office and mismanagement of funds worth Shs.14,000,000/= by Kazo Town Council: The CAO Kiruhura should submit the Physical Planner Kazo to the DSC for disciplinary action for false accounting of Shs.2,000,000/= and failure to account for Shs.4,096,000/=. The Physical Planner ordered to pay Shs.6,096,000/= to IG Assets Recovery Account within 60 days. The Senior Physical Planner, Ministry of Lands directed to refund Shs.2,250,000/= received for facilitation for the work he did not do” (IG, P: 40, 2016).

“Alleged judicial misconduct and bribery by the Chief Magistrate Ibanda Court: The Chief Registrar Courts of Judicature should submit the Chief Magistrate to the disciplinary committee of the Judiciary for disciplinary proceedings and he should refund Shs.13,154,000/= to the Judiciary” (IG, P: 42, 2016).

“Alleged abuse of office and misappropriation of CDD funds by Busiisi Division Officials: Town Clerk to recover Shs.1,800,000/= being funds for Agahikaine Kibingo group that was put to personal use” (IG, P: 42, 2016).

“Alleged mismanagement and abuse of office by the Headteacher of Rukondwa Primary School in Masindi: Letter issued to Head teacher directing him to refund Shs.470,000/= through Assets Recovery Account being money he misappropriated as Headteacher of Rukondwa Primary School between 2004 and 2006” (IG, P: 43, 2016).

“Alleged forgery and impersonation of a teacher at Nyanja P/S in Rakai District: The teacher was directed to refund a total of Shs.19,579,287/= within 90 days with effect from 13/05/2015 which he illegally earned in salaries masquerading as a teacher who had left the teaching service in 2005/2006” (IG, P:43, 2016).

“Alleged embezzlement of Shs.85,000,000/= from Malaba Town Council: The CAO, Tororo was directed to submit the name of the former acting Town Clerk, Malaba Town Council and currently Assistant Chief Administrative Officer, Tororo to the DSC for appropriate disciplinary action for spending revenue earned from property tax, contrary to section 37 (2) and (3) of the Local Government Rating Act, 2005” (IG, P: 44, 2016)

People arrested by the IG:

“Hon. Abraham James Byandala, Minister without Portfolio: Abuse of office, Influence peddling, Disobedience of lawful orders” (…)”Asiku Ben, Accounts Assistant, Yumbe District Local Council: Embezzlement, abuse of office, forgery” (…) “Kiddu Ssali Bonny, former Chairman LC III, Lukaya Town Council & Luyimbazi James, former Town Clerk, Lukaya Town Council: Abuse of Office” (IG, P: 58 & 59).

People Concluded Prosecution cases:

Wanyaka Samuel, Director Parliamentary Budget Office: Convicted on all the counts and sentenced to ten years in prison. He was further ordered to refund Ug. Shs.822,965,000/= which he stole” (IG, P: 61).

This here is just key aspects of the Report, not the whole one, but show’s how certain levels of corruption are and how it is taken. The smaller ones and the ones that are not important can be questioned and asked for refund. The others are being equitted or using long trial time to hopefully be forgotten.

There in the smaller district centrals and provincial towns where the cases are in North, West and East, but very little in the Central parts of Uganda; which is seem a little bit weird as the Central Government institutions are in Kampala and the teachers and supervisors that are taken to the Inspector General of Government are further in the districts. Not that I can believe the Ministries and Central Government is clean, as this report even at one point claim:

Kalungi Robert, Principal Inspectorate Officer, Inspectorate of Government: Soliciting and receiving gratification; Convicted and sentenced to two years imprisonment on each count” (IG, P: 62, 2016). When even the Government body working to uncover corruption and graft are soaked in it as one of their own are taken doing the deed. Then the Central Government has to have an issue, not only Principals at Primary Schools in Mbarara, but also at Ministry of Sports and Culture.

The pride of the nation is not at stake, this is the ordinary, the normal and expected. The word of warning come and goes from time to time. Still, the validity of these claims is strong and shows the level of corruption. This is surely the same in 2016, as it was the last 6 months in 2015. Even more during the campaign of the NRM and General Election usually flamboyant spending from the Government; this is towards the folks and extent the boundaries of corrupt behavior to get the citizens to drop ballots in good faith.

So we can look forward to the next report if it is censored by the Central Government, that wouldn’t be surprising. So we can see if the IG get the ability to drop more stories or if the creative NRM will hide the corrupt behavior.

The ones coming here is not a good look as the small and minor, even bigger institutions has corrupted and abused their office for their own gain. This is a giant problem and comes from the top that doesn’t serve the civil servants and also often doesn’t allocate the needed salaries on time. That makes the civil servants creative to get the needed funds. The Government of Uganda got work to do, but as long as the NRM and their Mzee leads the realm I am sure there will be more of the same, because that fits him just fine. Peace.

My belief now is that the President Museveni we now see; Is a leader without a Vision!

The Parliament of Uganda is supposed to discuss and read the Constitutional Amendment Bill of 2016. This happens as both Speaker Rebecca Kadaga and Deputy Speaker Jacob Oulanyah will not want to be responsible for ushering in the bill. As the current parts of the bill is to amend the Constitution.

The 1995 Constitution that already have been amended and fixed to be perfect for the Executive and his party; the strangest thing is that President Museveni didn’t see his future and how he would act. Because the Constitutions have already abolished the Presidential Term limits, something that happen just in time for the third term; for some reason the President had only written the ability to have two terms. That is without counting the first period where he wasn’t elected, but selected by the gun!

President Yoweri Kaguta Museveni and his National Resistance Movement (NRM) prove again their inability to be honest with themselves and with the public. That is because their leader and President don’t have a true vision. Except for the vision that is the man with the vision, without knowing what that vision is. Because if he knew what vision he had the stability of government functions and built institutions would be steady. Since it isn’t so, it’s a proof of the inability to have a steady vision.

Because of that lack of vision and ability to see his own future and how it will turn by his actions; it was by rare luck in the race between him and Dr. Paul Ssemogerere that he blasted out the pledge the citizens the promise of Universal Primary Education (UPE) and he actually worked for it for a while, especially when the donor funds to it came as well. The President Museveni doesn’t have a vision and has an ability now to fix his future. If he had than he been on the farm and not spoken the same lingo of fighting corruption while dropping brown envelopes and extra fees for signing bills and acts in Parliament. That is why the Parliamentarians are travelling to the United States.

That the man who spoke of leaders sitting to long and talking retiring after two terms is still there shows that he has no real vision. If he had a real vision he would have left behind a legacy, a fiscal responsible government and made ready for the next in line to continue his progress. But President Museveni doesn’t have it in him, his only vision was himself. So the Constitutional Amendment is in another Member of Parliament’s Hon. Kafeero Ssekitoleko and Hon. Paul Amoru who doing the bidding for their master.

Museveni Kyankwanzi 01.08.2016

Even if it was his idea as it is not really news, it has been at former leadership trainings on Kyankwanzi Resolution of 2014 of the Movement said this:

“Live in Kyankwanzi where the NRM orientation and retreat is on going! Resolution has been passed to extend the term limit from 5 years to 7 years!”.

This never happen, because the vision of the President is not existing. If so then he would have managed to pulled through the 2014 Resolution from the Leadership Conference of the Party. But the Museveni doesn’t have that. He we’re able to pull through as younger man and still without fatigue of age the Constitution and nearly 10 years later fixing the Constitution again to amend his lacking vision.

The lack of vision, the vision which isn’t a vision; if he had a vision he wouldn’t be a walking budget who drops 100m Shilling at Nakawa SACCO and also at certain public NAADS in Mukono recently. If he had a vision there would be accounts, accountability and structures for these monies and not just when he pop-by like limited edition Santa Clause. Well, that is because of lesser known vision and knowledge of the reality on the ground.

Just like the vision must be lost in all the giant programs and infrastructure projects that doesn’t seem to be genuine and honest to fix them all; seem more like business to get loans and aid than actual development. That’s like recycling old pledges and promising town and city status during the campaign. Yet, another proof that he has lost his touch and views of any kind of vision.

So that the man is now using MPs to secure his future and getting MPs to vote himself into longer stay in power, isn’t powerful, it isn’t revolutionary. If it was revolutionary than the former despots and tyrants of the world was the ones who drove engineering and invention; most likely that happen in places where people wasn’t told how to think. In the same mind when a leader doesn’t accept the will of the ones he leads; he isn’t visionary. What he really is? More scary; because the values of the citizenship… gets devalued because their leader doesn’t have any vision and doesn’t need to deliver anything to his citizens.

I know it is harsh, but I have compelled him to be racketeering gangster. A man without a vision and just running government on random is being on the up-and-up!

President Museveni doesn’t have a clear vision, when the main goal is getting fellow Members of Parliament to vote himself for life. That is the endgame of the Constitutional Amendment Bill of 2016. If they abolish and rewrite the words of a President cannot be older than 75 years old. The Old man with a Hat doesn’t have a vision under the hat. On his head now he has a hat and he has an expensive car, he buys the MPs to vote his will and uses the speakers to whip them into his line. If he doesn’t’ do that his family leader Gen. Salim Selah talks and fix. Just like he did with the lost-boy Go-Forward Christopher Aine of the Amama Mbabazi Campaign Team; who he got to show up like a rabbit out of a hat.

President Museveni isn’t visionary anymore; he isn’t clear and doesn’t have clear prospect of what he want. Other than getting loyalty by the ones he can pay for their silence and get credit for other people’s work. If not he will complain that others haven’t completed it.

The President is without a vision and only leads because he get checks and controls the people, not because he cares about Government or the Institutions of Government; he is there for his ego and his own wish to rule them all. Therefore he has pushed for the East African Federation, but he will not get the will of the Tanzanian, Rwandan or Kenyan to set him over them. They don’t respect him in that way, unless they can gain some pocket-change from the old man with the hat (Still not a vision). That is why they we’re both fighting for his attention now recently, because the Tanzanian and Kenyan wanted to be sure of the Crude Oil Pipeline.

By now, he doesn’t work for better government, but for a better position for himself and his family. That he even said in an interview to BBC in 2014. So the people shouldn’t forget that. Peace.
