He has been the shadow and the loyal subject under the National Resistance Movement and as one of the men has followed President Museveni for decades, until his demise and his lost position of both Secretary General of the NRM-O and the Prime Minister post. Before that he had been a minister and also a long-serving member of the Movement.

Amama Mbabazi went from being the next in line to being an outcast. He tried to become the flag-bearer and presidential candidate in the Movement, but they wouldn’t relieve or give way for anyone else then three decades running president. So he was left out of the party, even as his membership still was there. Still, with that the The Democratic Alliance (TDA) allowed him and Gilbert Bukenya to stand as Presidential Candidates. Mbabazi achieved it with fielding the opposition parties and get Besigye to abandon the Opposition alliance. Therefore there was to major opposition candidates against Museveni. Both of them former allies and close knit in the Movement.

Besigye was the offensive and strong candidate, the man who gained the people and got the crowds that showed his popularity. Mbabazi started strong, but didn’t have the same amounts, but Besigye had been running many times before against Museveni, Mbabazi was a first time against his former boss. Mbabazi got to taste tear-gas, lose his allies, get supporters detained and even getting harassed by the police force for holding preliminary rallies. The reality of the code of conduct that the Movement has had for decades was something now the Mbabazi – Go Forward got to taste.

The sour and bitter taste of getting on the side-line of the Movement, getting their treatment and their recognition, the only attempt of some peaceful transition and smear of democratic behaviour was letting the Election Petition from the Amama Mbabazi legal team getting accepted even as it entered the Constitutional Court close to 30 minutes over the deadline. The rest was well rigged and malnourished to fix Museveni another term. Keep up, business as usual.

Mbabazi has after the election had meetings with the President, with many suggestions and wondering how come. I don’t really pound on that, as he was even pragmatic at the Presidential Debates of still being member of the Movement, while still running as an own flag-bearer in the TDA/Go-Forward outfit. Therefore I had giant issues that he run as an opposition, but still was a member of the ruling party. That doesn’t make sense and doesn’t seem reasonable.

So the NRM member was running on Opposition ticket. Seems foolish right that Norbert Mao and others accepted that request and dignified his approach? But, when darkness has been running for so long, a leaf of hope can resurrect a forest? Well, Amama Mbabazi didn’t run circles around Museveni. He just tangoed and made sure to make a good public figure.

His approach was more use cool designs, try to be a populist politician and hope he took some of the crowds of long-serving opposition. He really didn’t reinvent much or even sell his story strong, because who remember what sort of campaign the Go Gorward Group and allies did run on? I do not remember a single thing of what he did really stand for or what was his grand mission?

 

Mbabazi went underground or silent, nearly a visible character or public figure, as he wants a relief of public dedication behind him. Still, the rumoured visit or meetings with Museveni, proves that Mbabazi really never left, but was more of staged paradigm. You can wonder if he will have the same fate as Bukenya, suddenly be offered a senior position inside the NRM-O?

So that he can be compensated and silenced, not telling stories of old or even scorns the world with the realities of the inner-workings of the Movement. Since he is still paid by the Movement, he will not talk or disobey the President. Even if Museveni did scalp his ambition, and his dream of achieving, the executive position of Uganda. Certainly, the TDA was not built or had the machinery to conquer the movement-based Electoral Commission, neither was the quickly built organization around the Go Forward. Mbabazi wasn’t prepared with party apparatus to counter the Movement. The FDC had 10 years of building a party, Go Forward was months old and not allowed to hold preliminary meetings.

Mbabazi’s attempt was flawed, but dire as the proof of the invalid execution of NRM-O and Museveni who doesn’t care, because he is the only man with a vision. Mbabazi didn’t have his vision, since Mbabazi is Mbabazi and not Museveni. That is simplistic, but still a fact.

Mbabazi as long as he is a NRM-O member, an insider who is partly outcast, because of his wish of higher public office and that he wanted to take his masters place. President Museveni would not accept to lose his place and be succeeded. Succession has never been in the works of the NRM-O or the ruling regime, so that Amama Mbabazi thought he would exchange the current leader was failing from the beginning. The reason behind why Besigye had to start on his own on the outside of the Movement; the same Mbabazi was doing.

So what is up next is in the vision of Mbabazi and if he want to risk his lavish house, as he lost one of his cars as his place in parliament went away after the election. What else of Parliamentary perks he has lost is certainly a few. Other investments or ownership is only known by him and the movement, as Mbabazi wasn’t the most frugal MP. Mbabazi was known for his corrupt and grafting ability while being in power. So his wealth is built on agreements and his close-knitted community while being inside the Movement. Therefore he must know a lot that Museveni doesn’t want out. Therefore as long he is silent, he doesn’t have to fear, but if he would talk or release the intelligence, even if he would drop knowledge on certain older scandals, he could damage the Movement more.

Still, with his membership and dialogue with Museveni. Show’s that Mbabazi even though not official part of the leadership anymore in the ruling regime. Isn’t totally out of the picture or out of the elite, he is just silent relief.

So what do you think Mbabazi is up to and scheming? Is he done as political figure or will he brought into the NRM-O again? Peace.

Opinion: NRM SG Lumumba wants the CAOs only to work together with ruling party; as the Opposition are only creating trouble with the civil servants she assumes!

I got to be honest, when the NRM SG Lumumba or any other in the Ruling Regime is forgetting how they hired people and for what reason; then I need to address the mistakes and the bewilderment in the lacking of institutionalism and professionalism in the Movement. Not that I am surprised as they follow any wink or movement from Mzee. Let’s show first what the Secretary General Lumumba said recently and then what a CAO was claimed to be doing when the Public Service Commission hired a dozen in 2014!

“The National Resistance Movement (NRM) secretary general, Ms Kasule Lumumba, has warned district Chief Administrative Officers (CAOs) against being influenced by Opposition district chairpersons while executing their duties” (…) “It has come to my attention that most of the district Opposition leaders use their positions to intimidate our CAOs, mostly those who have been transferred to new offices such as our CAO in Wakiso and others in different districts,” Ms Lumumba said” (…) “When I stop you CAOs from being influenced by the district chairpersons, it doesn’t mean that I have told you to have disagreements with them but when you notice that you’re being influenced, please refuse and report to our offices for technical support. But I also need you people to have harmony and good working relationship with them while executing your duties,” she added” (Kiggundu, 2017).

What are key factors in all job descriptions of CAOs?

“Providing direction and guidance to the Local Government Councils and their Departments in the application of the relevant laws and policies. Supervising, monitoring and coordinating the activities of the District and Lower Council’s employees and departments and ensuring accountability and transparency in the management and delivery of Council services. Developing capacity for development and management of the planning function in the District. Supervising and coordinating the activities of all delegated services and the officers working in those services. Keeping custody of all documents and records of the Local Government Council. Acting as liaison Officer between the District Council, Government and private sector. Advising the Chairperson and Executive on the administration of the Council” (Public Service Commission, 31.09.2014).

So when you see the NRM Secretary general statement, it is fault and mistaken it’s role of the CAO. The CAOs are for the better work of the Local Government Council, that means for all members neither if they are Democratic Party, Uganda People’s Congress, Forum for Democratic Change, Farmers Party or the Progressive People’s Party. What matters is that the results and the work of the Local Government Council, not their allegiance or their place in which party. The CAO are also for ensuring accountability and transparency. Being so means that the CAO has to look over the LGC and their portfolios, their works and their needed assistance across party lines, neither if it is NRM or any other party. Still, the NRM SG Lumumba is more about the opposition creating fear supposedly from the Opposition. Since the NRM are usually pre-occupied with finding ways of bribing justice and rule of law.

The CAO and the LGC are inter-connected neither party involved in the district that matters. The Councillors and other leaders need to know what plans and how to participate together with the CAO to fulfil the guidance and needed state oversight of the works of the district. If this isn’t done, than the checks and balances will be lacking trust.  There need to be a working relationship between the District Council and the CAO. When the CAO will be the liaison of the works done in the district!

So I would wish the ruling party and ruling regime had more tact. But that is asking too much, people like NRM SG Lumumba always create enemies instead of trying to bring an olive-branch. It is not in her character to be peaceful or dialogue. Instead she is on the war-path. Blaming the opposition and giving them a head-spin.

She would never ever have said this about her own, hey she would praise for the work in the districts. NRM SG didn’t say anything about the NRM Councillors because they are perfect and doesn’t try to intimidate or use their positions at all. They are perfect party members and local elected officials who work in wonderful harmony with the CAOs, not like the opposition. This could be the second meaning of what she did say?

Opinion: NRM works on overtime to delegitimize the FDC though various media, since they are themselves an illegitimated regime!

There are running battles between the shadows of the Movement and the Forum for Democratic Change has been going on for a while. This has happen as Secretary General Nathan Nandala-Mafabi wrote this in the EALA Nomination letter to the 10th Parliament wrote: “These clearly spell out the positions of the Ruling Party and the Official Opposition Party in the multiparty democracy. In regard to numerical strength. EAC Treaty is also clear on multiparty democracy”.

So now that the FDC is the official opposition party and not the winner of the General Election 2016, even though the rigging master Eng. Dr. Badru M. Kiggundu of the Electoral Commission and the deputy chief justice Stephen Kavuma had to ban the campaign of defiance, that was the Presidential Candidate Dr. Kizza Besigye who run hard against the ruling party and the ruling regime of President Yoweri Kaguta Museveni and his National Resistance Movement.

So with that in context, the months after has been smeared with irregularities and malfunctions as the NRM and their Police has targeted FDC with full force. This they did with detaining members and leaders without court order, house-arrests, blocking of the headquarters and all sorts of other injustices done with an ordinary fashion of contempt of the constitution and law. These have been done as the 10th Parliament was sworn-in and the President was busy having dignitaries from Turkey and South Korea.

Now that 2017 has arrived and ever since December 2016 the Independent Magazine editor and founder Andrew Mwenda has gone all wild on social media. At the same time TVO has disgraced him and his magazine. The graceful attempts have not been there as the words have addressed each other in fashions that would be in bars and not all in public. So Mwenda are using all tricks with his connections as he even seemingly has traded his popularity and his work ethic for goods from the ruling regime. Because he has gone from being a fierce critic of the Movement and now he defends them.

With this in mind Mwenda has attracted and attacked with more and more staunch words, even as he becoming a laughing stock and a wild-card. Even if he would have pieces of truth, the spin and the propaganda fashion of it all is spoiling facts that might be there. Just like Uganda Media Centre and Hon. Ofwono Opondo spills the beans and defends the Movement with all means. Though his entitled way of sounding more like a NRM Spokesperson than a man who is government spokesperson is showing the transgression of the party itself; just like the NRM inner party election for the EALA done over two days there.

This is still not an issue in nation of Uganda and under the rule President Museveni, which want to be legitimate by every mean possible. Therefore he uses the media and false stories on NTV Uganda where the Party Constitution of FDC is in question. As NTV Uganda wrote yesterday:

A plan to amend the constitution of Uganda’s main opposition party, the Forum for Democratic Change could cause a huge rift among its members if it goes through. The plan is to change clauses in the constitution to allow former FDC leaders another go at the helm of the party. According to the movers, many of FDC’s past leaders have been rendered useless to the party and yet they still have a lot to offer.” (NTV Uganda, 08.02.2017). However, as the story unfolded the FDC leadership debunked the story, Besigye said he would never run as a candidate under that or heard about it. TVO came out saying it was Mwenda who was the source and Hon. Francis Mwijukye wrote this about the farce:

“ Am told that there was a confusing story on NTV last evening about ammending the FDC constitution. Will be hosted on NTV Uganda 8.00 to 8.30am today morning. Let me go and make it clear. I think I was misquoted” (…) ”We were asked about the future of former FDC leaders and party founders. All I said was that I would support an inclusion in the party constitution of a party organ to deal with a council of Elders whose sole role would be to advise where necessary and for institutional memory. There was nothing like allowing former leaders to compete for top FDC positions in the party asked to me. Otherwise I can’t support that amendment” (Mwijukye, 08.02.2017).

When the higher echelons from the FDC are addressing the matter nearly simultaneously with the clip of the story aired, there are clear indications of malpractices in the standard. The NTV surely did this for political purposes. Just as there we’re reports that NTVs Sheila Nduhukire did directly celebrate with the NRM Party when they had done their EALA Primary Elections at the State House. Certainly the media and media houses are getting to close to the ruling regime.

We can just expect that government fuel illegitimate stories in their portrayal to demoralize and legitimize their own existence in power. Because they cannot do it by their own merit anymore, that gravy train left the station long time ago. They will use all means to establish and make the blatant ignorance of Mwenda and use their connections in NTV Uganda to portray the FDC as wolfs or even better wolf in sheep’s clothing.

The NRM and the Movement cannot sell the truth at this point, because that will undress their own existence and their own established fanfare of just cause. The probable cause that has left long time ago, the decades of bribes, thieving and misgivings has now caught up with them. The rigging and ill-forced ways are now what entitles people and therefore EALA elections are ugly instead of silent shows of democratic balloting. The NRM has to use the media and spin to make their biggest threat FDC into a shambolic affair of political charade. Since they have the ability themselves to make itself look unwise.

So the spins and the lies of deception will continue to fluster from the NRM and their media hawks, but still the truth will shine in the end. Peace.

Opinion: Mzee apparently turned a bit honest!

“I am not an employee. I hear some people saying that I am their servant; I am not a servant of anybody. I am a freedom fighter; that is why I do what I do. I don’t do it because I am your servant; I am not your servant. I am just a freedom fighter; I am fighting for myself, for my belief; that’s how I come in. If anybody thinks you gave me a job, he is deceiving himself. I am just a freedom fighter whom you thought could help you also” – President Yoweri Kaguta Museveni (Muzoora, 2017).

The 1986 coup d’état goes full circle; it goes into the wind, get distilled and has been repackaged more than Destiny’s Child best of hits. It’s been sold in so many ways and to so many outlets, that the stories of the battles and reasons for the coup to even happen. I hate that I have to bring up 1986 again. But it’s because the whole legacy and reason for the Presidency of Museveni, is because of his NRA/NRM battle to supremacy in the 1980s. Since Museveni wanted to be different and have a democratic government compared to the predecessors in the republic.

Still, now he sounds more like them and acts like them. He uses the military against them and uses political positions to buy of opposition and even own cronies. Museveni depletes banks and economy. Certainly, together with election rigging and having added economic interest rates, these sorts of significant outbursts prove what is wrong in the Republic.

President Museveni is now showing his true character. Museveni is saying he isn’t a civil servant. That means that he shouldn’t be the Executive, be the Commander-in-Chief or His Excellency. He should be in the bush as rebel. Not be in power and not head of government. Because government is to serve the public with the usage of taxes and using public coffers to deliver public goods and working government institutions that serves the citizens. The government is there for the citizens, not the government for the government itself.

So President Museveni can charge his guns, take his tanks and his jet-planes to scare the hell out of the public during the elections. The rigging might make the President forget his role, as if he we’re legitimately elected he might feared the public and citizens more. But when the public fear him and his guns than they don’t need to have a civil servant, however they have a thief-in-command instead.

President Museveni has invented the “Presidential Handshake” and given way to all sort of non-governance behaviour. As he has tried to get friends and culpable men in power around his neighbourhood, so he has installed and helped keeping totalitarian and despots in Rwanda, Burundi and Democratic Republic of Congo. He has used support of guns to get Paul Kagame as President in Rwanda, sent military support after the third term fraudulent election of President Pierre Nkurunziza, also helped to elect both President Joseph Kabila in the DRC. These men have not proven that they care about democratic societies or the trust in the governance.

Not that Museveni has cared, as he put’s family and loyal cronies in all sort of government institutions, instead of getting the educated or the ones who does it as professions, with lacking level of staff, with massive amounts of ghost workers and forged spending, allocated funds misused and transaction without proof. These is ordinary after 30 years of rule, as rampant corruption, parliamentarian greed and government mismanagement. It is not strange that President Museveni isn’t an civil servant.

President Museveni is the head-crook in charge, the head thief who robs the Republic with passion and for the freedom of his family and cronies, nobody else. Peace.

31st Celebration of NRM Regime with a Yellow Jerrycan’s into the future!

The National Resistance Movement had their Celebration Party and unleashed their new ruling-party national newspaper. I thought that was the New Vision? Apparently, I am other we’re wrong on the Bukedde and New Vision ass-kissing mission during the three decades of President Yoweri Kaguta Museveni. Well, there is so much to celebrate for the NRM!

They have yet another election that rigged and had a new number of sole candidates without any competitions. This is a real victory like stealing candy from a little kid. The NRM can be so celebratory as they are having a too small Parliament, having to few cars for their MPs, added more debt every year into the state coffers with added interest rates on these loans. Together with the waiting of petroleum monies that seems more and more likely to happen closer to 2020 than ever.

NRM can celebrate that they have had a bunch of Vice Presidents, but none has outlasted the long-serving rebel on the throne, that has installed the Jerrycan irrigations as the State cannot afford proper relief or modern irrigation to the their farmers. The cash crops are also struggling as well as staple-food, even the cattle is dying in the cattle-corridor. The NRM has certainly built a perfect nation.

The Uganda Airways, Uganda Telecom, Uganda Broadcasting Company and others  are either gone, near depleted or living on their last legs. UTL the phone company is dead-broke and on life-support. UBC is the only State financed Television Company that couldn’t afford to get licence to send the African Cup of Nations from Gabon this AFCOM2017. NRM has so much to celebrate.

Certainly the lucky guests who got a Presidential Handshake can be all smiles and grin, as the illegitimate government are postponing and struggling with infrastructure projects, as they are all embezzlement projects for the UNRA to trick monies out of the state. The expenses or building roads have sky-rocketed, the Mukono – Katosi Road Project and Kampala – Entebbe Expressway is examples of the open-air bazar of looting under the NRM.

We can question the ambition of the NRM, as they have included all sorts of missions and promises. Most of them shelved out every election cycle, but then forgotten when the NRM MPs and President has entered the Parliament Avenue. The certainty of Steady Progress isn’t there, except for puppy talk of the loyal Musevenists.

This can be said as National Medicak Stores (NMS) are often empty of needed medicines or issuing issues with the sale of copy medicines that we’re not supposed to be on the market. The Hospitals lacking medicines, enough trained personnel, lacking payment structures and salaries as the nurses and teachers even have cash-crops or other jobs to survive. The lacking structure and care for the Health Care is evident as the Nobel men and honourable are travelling abroad for their curing of sickness, as even some of the Generals are suddenly dying as they are travelling to their Asian allies.

We can question if the NRM should celebrate that Nakasero Hospital is now seen as the National Referral Hospital instead of the historic hospital, the Kings Hospital Mulago, the Mulago Referral Hospital Complex that is even missing a well-working cancer machine. The only one that was last bought in 1990s and early in the reign of the NRM! The NRM forgot their mission and let it dwindle like so many other institutions; there are many hospitals without working X-Ray machines and other needed equipment to help the sick patience. This is happening on the daily. The responsibility of this fate is their maladministration and it’s all in the hands of the NRM.

Certainly they can take their Jerry-Cans into the future, with the yellow t-shirts and yellow flags. Still forgetting their mission and their purpose, they have forgotten why they exists! Since they are now only bowing their knees for the Mzee instead of workingfor the citizens. Right now the liberation was only liberating Museveni, but letting everybody else being under his mercy. That isn’t freedom, liberty or justice. That is a dictatorship and Museveni is dictating everything and behind all acts. Just like the biggest scam of 2017, the Presidential Handshake. That proves how little NRM Regime has to really celebrate. Peace.

Besigye not returning to Nakawa Court over the forged “Treason” Charges!

Kizza Besigye: “It’s costly both in time and resources to keep coming to this court for charges that are not going anywhere. I would like to respectfully tell you that I will not be coming back to this court over this matter” (NBS TV Uganda, 25.01.2017)

It’s been now months upon months end. He has been back and forward between the courts and the prisons to address a treason charge that has gone nowhere. It is in the air, but not letting the man himself breath. The man we are talking about is the Forum for Democratic Change (FDC) Dr. Kizza Besigye get rest.

The Police Force and the legal instruments continues to pound on the man, they continue to fling his flesh into court, without new evidence or affidavits to salvage a case; therefore the preliminary acts should be to dissolve and stop working on the case. Stop wasting time in the courtroom and use of space for real cases of breaches of law. That is not something the National Resistance Movement regime has any indication of caring about. They just want to silence the Opposition leader and continue to keep him at bay. Since he has bail-hearings coming every month at the Nakawa Court and the Kabale Magistrate Court that still works on forged case since Walk to Work demonstrations back-in-the-day.

They are continuing to issuing new legal breaches without evidence or any concurring acts of evil intent. This is happening on a basis of silencing him and stopping him from having an ordinary life and stopping his work as a political figure in Uganda. That is the real wish of the Courts and the NRM Regime. To stop Besigye from acting and talking, questioning and achieving the dismantling of their rule.

The ploy and gig is up. It should be in the wind. The horns of deluded mindful ignorance of the ruling regime should be stop and the curve of just rule should appear. However, the reality is that FDC and Besigye can still get under hot water and taken by the law without any consideration.

We are here at a crossroad or junction where the fraud and fiction is more close to the reality than the truth and facts. If mere facts, evidence or even affidavits actually presented to the court, if witnesses and proof of the alleged crimes had materialized to the court. Than the case would matter and the alleged treason charge would mean something. However, at this point it don’t and it doesn’t, it is mere fiction from the NRM regime. A tale of long standing grievences against the opposition and their leaders continue with impunity and injustice. Peace.

My letter to the 10th Parliament on their reckless behaviour!

Dear Members of Parliament!

I know by now that you doesn’t’ care much about the National Economy or about Transparency as you excluded yourself from the citizens you represented when you gave yourself a giant tax-break with no-income tax. That is the way you are I guess, reckless misbehaving children who are creating havoc in the candy store pointing at all the different kinds of treats and wants them all, even if it make them sick of sugar; they still want it all!

You guys, ladies and gentleman, the so called nobles, the so-called honourable citizens of the Republic have no totally forgotten your place and your reason for co-existing in the Republic. You might think that your above the people, the citizens, the one that you represent exist because of. Even if you think you exists and breathes eats and have pleasure because of President Yoweri Museveni, let’s be clear he is just using you!

I am not mad that you want to have air-conditioner in the North or the Eastern Building of the Parliament, it’s hot and you guys doesn’t want to turn into hot-air or Wokoloso. I know that, you want to peaceful creatures, which doesn’t kill Kasese or support arms for the rebels in Democratic Republic of Congo. You want to keep cool and be great support of the Republic.

I am furious over you wish to grand yourself 4 station wagons for whatever purpose of trading socks at Kololo Airstrip or having secretaries to drive some of you around on your shopping spree at Game or Garden City. That is all up to you and the use of the Station Wagons that you acquire to Parliament. You already have a massive fortune in Car money and doling it out when you started your terms as MPs because your official duty needs that the public offer you luxurious transport. Not take Taxis, Specials or boda-boda’s to Parliament Avenue, which is beneath you. You just like eating the monies of the public who would so!

I understand that the Parliament isn’t built for nor have the facilities for all the MPs now. Since you’re Executive, the chief of Rwakitura and the whole nation has let the nation sore with districts and parishes since his dire beginning of power in the 80s. It was nearly any districts when he entered the building as a Defence Minister under Dr. Milton Obote, now it is more than pages in the Kampala Eye and whatnot Tourist Information brochures that are delivered at Entebbe International Airport. Therefore the amount of MPs has soured with the amount of districts; a cow hasn’t been butchered as many ways the districts in Uganda has been during the last decades under Museveni.

So that the MPs needs office space and rebuild their accommodations is responsible acts of the Parliament, though costly because the share amount of MPs created under the President all of his terms. The MPs are in this one reacting with sense, but they should question the need for all of their services, even if it means giving up their wealthy new acquired lifestyle in the Capital.

What makes doesn’t make sense to me, in a nation where the state doesn’t have enough funds to allocate for the Presidential Jet or Helicopter of the farmer of Rwakitura. So when the current reflection of that in mind, the 10th Parliament are allocating funds and finding ways of giving Speaker Rebecca Kadaga and Deputy Speaker Jacob Oulanyah. Because these noble creatures and honourable minds needs to take into air and land wherever. Since their roles in Parliament is damn important that they need to follow the Presidential Jet and Helicopter that the State House cannot allocate enough funds too. So they can all stand still at the Helicopter Landing-sites in Kampala. At the Merry for the Kadaga and Oulanyah who dearly need them for their service of the country. They need to be mosquitos who can travel in the air and suck funds out the taxpayers coffers like the mosquito suck blood of their pray. If the Speaker and Deputy Speaker are lucky they will give the nation malaria as of the purchase and maintenance so the inflation keeps rising and the dwindling economy needs more debt to feed the fiscal imbalance of the state budget. The same state budget the Parliament allocated funds to their helicopters. Their needed helicopter that they will silence the MPs and show their way in Parliament; the Parliament will controlled by the waving wings of silence and the blood sucking drones the Speakers have become.

If you don’t understand the spending is of the chain, when the Mulago Hospital still lacks needed equipment, when other state institutions is depleted and civil servants not getting salaries. At that moment of time… the Speakers doesn’t need more perks, they need to be fiscal responsible and show the Executive just ways, since he is not caring about the Bank of Uganda’s hard work to stagger Inflation and the running debt rate. So when they are using public funds as their playground, these runs rapid wild in spending to be sure they can play all the cool games and be spoiled kids. That is what the Parliament and MPs are right now. Time to stop, rehash ideas and think of accountability, transparency and being fiscal responsible! Peace.

Opinion: Tired of the ‘last words of Mwenda’ against the FDC and Besigye!

Mwenda, Andrew Mwenda the Independent Magazine owner and editor, the man who knows all about how to rant against fellow political opponents, than a month later praising them, like they are the next one to save the world. In one week Museveni can be the worst and the other week he will be the hero. The same is with the Forum for Democratic Change and Dr. Kizza Besigye, all through December 2016 and this beginning 2017 his focus has been bashing on Besigye like he is AIDS.

Mwenda has a fetish or worse a deluded mind where he uses all kind of words to address why Besigye isn’t the President, without considering the fact of the power of ‘the old man with the hat’. The editor rant is about the organizations, the loss of local elections and the losing of presidential election going back to Dr. Paul Ssemogerere of the Democratic Party who ran against President Museveni and all of his campaign we’re filled with attacks and brutality. Just like all of Besigye’s has been, it is a reason why he is for the second time in his life-time charged with treason against the Republic. All of those explanations vanish like water meet the heat of the sun and becomes part of the air.

Mwenda’s rants concluded with today’s word calling FDC a Cult on Facebook. Where he was calling literally Besigye a Cult leader, because Mwenda has to grind out every little bit of anger into the public sphere. He added videos of the inauguration of Nana Addo in Accra where Besigye we’re invited, Mwenda had this to say about the Ghanaian President speech: “In these two videos, newly elected Ghanaian president, who invited FDC cult leader to his inauguration, parrots the inaugural speeches of Bill Clinton in 1993 and George Bush in 2001. Besigye’s 2010 manifesto copied David Cameron’s Conservative Party manifesto almost word for word” (Mwenda, 08.01.2016). So his words are saying itself how he has to attack the man for attending and being invited while Museveni is busy bodying himself to drop “Presidential Handshakes”.

“Besigye’s despotism in FDC:

Earlier in the day he wrote this too against Besigye: “Most of the FDC leaders i have interviewed ran away from NRM after witnessing the same trend. Now they say that compared to Besigye and his FDC fanatics, M7 and his NRM look like the best democrats one can find. In short Besigye had established a ruthless and intolerant dictatorship over the FDC and now relies on the cult of personality rather than on institutions to govern” (…) “While Besigye fanatics claim I have been hired by NRM to tarnish the name of their cult leader, the information I post here is always supplied to me by the top ranking members of FDC who want to rescue the party and Uganda’s democracy from the tyranny of extremism and the despotism of Besigye” (Mwenda, 08.01.2017).

So he continues his rants, his words of direct attack, as there are rare breed and the Besigye is giant problem. Besigye is the reason for the losses; Besigye is the reason for everything. If it rains it’s Besigye, if it snows it is Beisgye, if it is wind it is Besigye and if it is sun by all means it is Besigye. That is how you can talk in the sense of Mwenda. He is the weatherman who always will pin the blame on Besigye, and by all current codex or modus operandi it will be boiled down to Besigye. Nobody else, the others are needed props in tale of fatigue, lacking organization or even repeatedly popular personality of Besigye. Instead of asking why was there yet again Primary Elections where Besigye won over Gen. Mugish Muntu. Something that didn’t happen in the Movement, where Museveni where sole-candidacy for Presidency and Mbabazi wasn’t allowed to run against him! Something that Mwenda wouldn’t mention, for one simple reason, it will blow his mind and lose his marbles. Mwenda will be little prick who thinks he is a genius, but misses key aspects of matter. Like you need water or milk to drink tea. You can try to boil coke, but the tea will not mix well, but boiled milk or water will make a perfect blend.

Mwenda’s rants are now pointless and personal, like vendetta against the FDC and Besigye. Like he has to attack them! He cannot do anything else, if not he loses his mind. I know I write against Museveni a lot too, but usually with context of economy or recent acts, but Mwenda recreate the election and the internal organization of FDC without caring about factors that are put into play with no regard of the political status in the Republic. FDC are not alone on the losing end of Movement, but Mwenda acts like they are the only one, there is UPC, DP, Farmer’s Party, TIC, UFA and so on.

Like yesterday’s rant: “Besigye die hards are either cowards or hypocrites or both. While they make the loudest noise on how they are ready to die for him, they have done nothing (except for insulting critics on social media) to prove they are worthy of their claims. Each time Besigye goes to town, Kale Kayihura sends only eight (8) police men who pick Besigye like chicken, bundle him over a pickup truck and take him to police as these “ready-die-for-our-man” fanatics watch helplessly” (Mwenda, 07.01.2017).

He goes again into insults not only Besigye, but his supporters, because what else there to do. Because he doesn’t have a valid argument as long as he is putting FDC and Besigye in vacuum, the same kind of empty hole his arguments and reasoning is for the moment. 2017 stroke Mwenda and his mind went haywire. To prove the nonsense of this man, let’s take a piece of the rant of the day before:

“Over the last 16 years, Besigye has concentrated all the meager resources of the opposition on one singular objective, to capture the presidency. Yet we all know that maintaining the presidency is the most important objective of M7 and the NRM where he has concentrated most of his resources” (…) “Now FDC is much weaker relative to NRM. Not only that. NRM is also backed by the power of the state. By concentrating all opposition resources to attack NRM at its most fortified position, Besigye has expended his meager resources to secure an objective where he has the least chance of success. This is a strategic blunder” (Mwenda, 06.01.2017).

The relative argument itself is disgusting, because even if NRM is a ordinary party as Mwenda make it seems, it still is freighting how little he consider how the ambitions are under siege in the NRM, therefore handpicked and rigged members are becoming leaders, but that part of the argument is lost on Mwenda. Because that makes NRM more fragile than Mwenda wants to say. As well as the FDC primary model is better than NRM, though not perfect it still are more democratic than NRM ever will be. Another reason why the debate of Muntu and Besigye in the FDC are a valid one, directly opposite in the NRM where there is no discussion if VP Edward Ssekandi or PM Rukhana Ruganda will ever challenge Museveni. But that is a silent and a mute-point. If doing so your devaluing the epitome of all Ugandan wishes is to have Museveni for life as the chairman of the Movement and Executive of the Republic. Another thing, Mwenda doesn’t have the balls to connects when taking in consideration the stalemate in FDC and in other parties. In a state where it isn’t really democratic, in the sense that NRM are rigging when needed to control the Parliament and all other political offices in the country. The rest is just a front. Strange that Mwenda cannot mention that either. But that is another illness, that his eyes looks away from.

The flawed and the lost plot, is why all of sudden has went into mayhem and going all in to attack FDC and Besigye, Mwenda seems like only dreaming and thinking about them. That is the only thing that boggles his precious minds and the only discussion he can have in the Independent Magazine, as the other obstacles of the Republic can be redundant.  Peace.

Opinion: I miss Olara Otunnu, already!

After this General Election of 2016, he promised to step-down after the continuing process of keeping him away from the Presidency of Uganda People’s Congress as there we’re a strange placement of UPC in connection with the NRM government, as they got cabinet positions. The fighter and long-time human-rights activist and politician said he would give up politics.

“Tension at the opposition Uganda People’s Congress Party hit the boiling point on Friday, as supporters of the newly elected party President Jimmy Akena, battled with outgoing president Dr Olara Otunnu” (…) “The latter, who announced his resignation at the end of his term, is unsatisfied with the process through which Mr Akena was elected president last week, citing irregularities that characterized the entire process that must be probed” (…) “Sources in the party told us a new committee led by one Patrick Mwondha was set up, which will provide interim leadership until the July Delegates Conference when the new President will be endorsed” (…) “The council will handle all party activities leading to the July 10th National Council and July 11th National Delegates Conference” (…) “All this took place in the presence of president elect Jimmy Akena, who was occupying the party Vice President Joseph Bossa’s office” (Segwa, 2016).

This continued with a long process where Jimmy Akena finally overpowered Otunnu and kicked him out of the party, together with others who has essentially cleared the party of the loyalist behind Otunnu.

Therefore the realization that we do something bold again could appear, but instead he did this: ““Ambassador Olara Otunnu, the embattled UPC president’s time at the helm of one of Uganda’s oldest political parties is up. The man eagerly waiting to hand over power says his attempts have since been failed from 12th of June 2015,when he scheduled to officially hand over power only to be sabotaged by what he calls the Akena faction coup – d’état” (NBS TV Uganda, 10.05.2016).

Now months after I have to drop a few words for this man. Who has a long history in Uganda Politics and all of sudden has silently disappeared, something he didn’t deserve and he could have become more vital if people had given the man a chance. That is not something I alone could believe as he has been important for many during his years in the UPC. A place and heart of a fraction that Akena never can carry, because honest political craft isn’t Jimmy Akena’s way, if it we’re so the battle for Presidency of late would have been without tension, court dates and kicking out people out of the famous Uganda House.

But when looking away from the hurt, let look at the gentleman that Ugandan people now has lost, as he turned civilian and surely has a position with good people around him. Because he has the experience and the wisdom to lead and to focus his capacity at greater things!

In 1982 – New York:

“’There’s been a mistake,” he told Mr. Otunnu, who is Uganda’s representative to the United Nations. ”We don’t accept diplomats.” Mr. Otunnu kept looking, and found another apartment. ”Everything looked O.K.,” he said, ”but when I came on the appointed day with my check, I was told it was no longer available. I had a friend call up and cross-check, and he found the apartment was still available. So I went back with him, and they were embarrassed – they said the apartment was indeed available, but they couldn’t give it to me because I was a diplomat.” (…) “He found a third apartment, but he was again rejected and again for the same reason. Mr. Otunnu, who eventually found an apartment in a new building, remembers his experience with anger. But, he said, it is a ”common story” for diplomats.” (Bennetts, 1982).

In 2009 – ‘About his role in 1985:

Melina Platas Izma asks: “Some of your critics have alleged that you were involved in the coup of 1985. What is your reaction?”

Otunnu: “That is absolute falsehood. It is a vicious smear campaign being peddled for political reasons. At the time of the coup, I was based in New York. First, there were those reports about tensions in military barracks on the outskirts of Kampala. When I contacted my superiors in Kampala, I was assured that the incidents were not serious and were nothing to be concerned about. But then, in very quick order (and to my great shock), came the coup itself. I knew absolutely nothing about it and had no part whatsoever in its planning or execution. After the coup, I travelled to London for a previously scheduled meeting of the Commonwealth Commission on Small States. While in London, I was summoned home. At that time, I called Mzee Milton Obote from Shafiq Arain’s office. He told me how the coup by Bazilio Okello had unfolded. He knew I had nothing to do with it. He concluded the conversation by telling me: “The situation in Kampala is very dangerous. Be careful. And stay in touch when you can.” I did stay in touch with him. During the Nairobi peace talks, I travelled to Lusaka to consult Mzee.  Much later I would visit him while I was now based in New York. From time to time, he would send me messages. In fact one of the persons who carried an important personal letter from Mzee to me on one occasion was Chris Opoka, the current Secretary General of UPC. When I reported to Kampala, at the urging of Paulo Muwanga and Tito Okello, I accepted the assignment to initiate and facilitate the peace talks. That was my primary responsibility as minister. At the time, in a television discussion with Col. [Zed] Maruru, I defended the record and programmes of UPC from what was a wholesale visceral condemnation of the party without any regard to facts. I argued for an objective assessment of UPC’s record across the board – both its achievements and mistakes. Incidentally, soon after the coup, and before I left New York, Museveni had called from Gothenburg in Sweden (my telephone number was given to him by Betty Bikangaga from Geneva), urging me to return home to facilitate contacts and eventual peace talks: “The people who are in charge in Kampala know you and we know you; you can serve as a go-between and help to build confidence for talks.” (Izama, 2009)

His own statement in 1994 as member on the Commission on Global Governance:

“I think it would be equally difficult to have Germany and Japan join as permanent members without seeking some way to redress the imbalance which will be accentuated–the North-South imbalance within the Council. At the very least during this transitional period, we would need to have what one might call “tenured members” of the Council. Those who would serve for a period longer than two years–maybe five, six or seven years–but who would not be permanent members. A possible formula would be three-plus-one. Three tenured members would be drawn from the three regions of the world which are now not represented on a permanent basis–Africa, Latin America and parts of Asia. The remaining one would be a global seat, tenured, elected on the basis of some rough standard of good UN citizenship. It would allow a number of countries, who would not necessarily belong to the three regions mentioned previously, but who contribute very actively to the purposes of the UN, to be invited to serve on this tenured basis” (…) “Now I come to the use of the veto, which obviously has to be discussed in any context, whether it is transitional or long-term. In the long term, I am not sure what the fate of the veto is going to be. I have a feeling that it will be a major issue of discussion. As we move into a world that is more democratic (in spirit if not always in practice), the veto will increasingly be questioned. But in the transitional package, I see the veto being retained by those who now have it, for purely practical purposes. They will not cooperate on anything that prejudices their right of veto” (Otunnu, 1994).

In 2005 – His work for Children in Conflict:  

“Reacting to his departure as Special Representative of the Secretary-General for Children and Armed Conflict, UNICEF said today that it was deeply grateful to Olara Otunnu for being an outspoken advocate for millions of children caught in conflict around the world” (…) “She praised Mr. Otunnu for insisting that egregious violations of the rights of children in armed conflict cannot be overlooked or forgotten, and that the cloak of impunity must be lifted for all war crimes and abuses committed against children” (…) “Ms. Salah also hailed Mr. Otunnu for his close work with UNICEF in negotiating the landmark resolution passed by the Security Council last week, which establishes a comprehensive monitoring and reporting system for children affected by armed conflict” (UNICEF, 2005).

In 2007 – Otunnu could return:

“The Ugandan Government would not accept &rewarding8 the disaffected diaspora and &terrorists8 through the peace process. Museveni argued that if regime critics such as former U.N. Special Representative for Children in Armed Conflict Olara Otunnu wanted to return to Uganda to run for office, they could do so. If northern Uganda was &thirsty8 to have Otunnu represent it, then a member of Parliament should vacate his seat for Otunnu to compete” (WikiLeaks, 2007).

In 2010 – Leadership role:

Last weekend, UPC delegates gave you a hoe to get back to work for Uganda, and the job is very big. Luckily, you bring to the job two very distinct qualities that will allow you to become part of nation building. Foremost, as a former diplomat on the world stage, you are known across the globe; when you call, leaders pick up their phones to listen. Your ability to network, and to connect internationally will serve Uganda well as a developing country” (Opiyo, 2010)

In 2013 – liberate Uganda:

The selection of Prof Omara-Otunnu who comes from northern Uganda may raise eyebrows to many in Uganda but a source close to FUF told The London Evening Post, that the front’s leadership is determined to have leaders from all regions of the country and that no particular tribe would monopolise the front as is the case in the ruling National Resistance Movement. Omara-Otunnu will need all his international experience in bringing together many Ugandans who have for years been frustrated by Museveni’s leadership and are being united because they all share one desire, that of removing Museveni from power and returning the country back to the people” (…) “A practical idealist and visionary, Prof Omara-Otunnu has devoted most of his adult life to promoting democracy, human rights, sustainable development, social justice and the ideal and practice of a common humanity around the globe. He engages these causes as a scholar advocate and a practitioner, by shaping policy and building structures and alliances through which to effect positive change in society. For his achievements, Professor Omara-Otunnu has received international recognition, including the luminary award given by the international affairs council to individuals who have made significant contributions that have profoundly impacted the world” (Gombya, 2013).

When you see this kind of words and his rich history from the cradle and in the midst of battles as the rise of Museveni was happening, while he also became a negotiation partner for the government of Obote. So he was on the losing side of history. Olara Otunnu we’re a man who at one point of time, though if I remember correctly that the youth had a say in the Obote government after the fall of Idi Amin where Museveni we’re Minister. So the turn of the coup of 1985, made him flee and also his reputation after years abroad made him a candidate for international works in the United Nations Organizations and partners. Therefore he is man with wide knowledge of the world and of his own nation.

Therefore it saddens me that he is now totally silent. That a man of this stature we wing-clipped by James Akena. That a man of hypocrisy and deceit like Akena could bring a man like this down! Otunnu had deserved another outcome. He has been steady and wanted the positive change of an accountable-government and a transparent election where a government like that would be elected. Certainly a vision he hasn’t seen in his time. Where also a transgression in his own party lead to his fall, as Akena made power moves and in the end cut the ties with the man of a rich history and also knowledge.

Otunnu, the diplomat who has a long career has now been gone into oblivion. The reality is that the man who has worked hard for justice for children and against war-crimes. As well as working of peaceful change from Museveni. That hasn’t occurred instead a man who turned loyal against all odds to Museveni got control over UPC. The Party that are old and stood against the Museveni paradigm is now gone. The UPC that stood against and lost that is well known now.

Otunnu has had many transition and been through many storms, been in exile and been through the worst of the worst. Many might not know this, but they should. He is not a relic or forgotten man; he should be a treasure to counter the NRM propaganda and the NRM control of the historical facts. He has been in the midst of the creation of the NRM from the outside and knows what the losing team looks like. He knows the struggle to get back their legacy and recharge a broken party. A party that betrayed him and took him for granted.

UPC was too good and to deceitful to be connected with Olara Otunnu! Olara Otunnu deserves credit for the work for the cause and I miss him from the public sphere. I am sure it does him good to be out of the spotlight. But the politics and the history of Uganda needs men like this. Who fights within reason and with enlightenment, with the tact and procedure and not with brown-envelopes and impunity! Peace.
