We all know that the election is going on and that NRM have a campaign slogan as such: “Steady Progress”. This is the time when NRM is telling in each district they visit about the 29 years of “steady progress”. Well, I will not, I am not NRM. And not a great fan of the NRM. As those of you who read my page/blog should understand by now. I will show another story of the #Steady Progress have been under the NRM and Yoweri Kaguta Museveni’s presidency.
#Steady Progress under the NRM-Regime is that there been violence and arresting the opposition leaders with different claims. And have rhetoric that attacks others then look into their own missteps. Especially when Mzee hear the reports of the violence were from NRM-Supporters together with the Police in an area (Ntungamo clashes for instance). There isn’t the first time the President Museveni spreads fear in the name of democracy and not the last. He can put his words into a leopard’s mouth and see if the animal bites.
#Steady Progress is to have close hospitals in the weekends and having no nurses at the referral hospital in the districts. #SteadyProgess is to suspend health workers after showing the terrible working condition of the Health Care facility.
#Steady Progress is to use the colonial law of preventative arrest when it fits the NRM-Regime and if it fits the new law Public Order Management Act then the Police will take care off or silence Political Opposition leader, Human Rights Activist or even random pedestrians.
#Steady Progress is that the police tells the world and journalist on how to conduct themselves and how to be a part of campaign convoys of the opposition leaders.
#Steady Progress is that the Police are interfering in Opposition leader’s rallies instead of securing them.
#Steady Progress is to give a higher pay-rise to the Electoral Commission chairman from 6 million shillings a month to 35 million shillings each month.
#Steady Progress is first to lose the money to sustain and make the National ID cards, and not give them to the citizens. Then later deliver this to the Internal Displaced People in the camps and also immigrants from neighbor countries then the initial voters and citizens of the country.
#Steady Progress is to have terrible roads in and around the villages. #Steady Progress is to finally have rail system working between Kampala – Namanve, but not for the rest of the country, and it had to happen right before the election.
#Steady Progress is to go into neighbor countries with the army without international mandate for securing the friends and caretakers of nations around to secure loyalty to the President of Uganda, not to secure Uganda.
#Steady Progress is to make the currency weaker and weaker. #Steady Progress is to make the Bank of Uganda a personal visa card for the government because of the new amendments to the Public Finance Bill of 2015.
#Steady Progress is to make the nomination of candidates for elections more expensive so only the ones that are friends and cronies of the President will be sure of having the funding and support to stay on as candidates.
#Steady Progress is to bankrupt the national airliner and still only have on international airport in the country, also to get British Airways to cancel their flights to Entebbe and stopping fly to it after the set date of contract with the Airport.
#Steady Progress is to give away expensive cars to Regional District Commanders to ensure the safety of NRM and not the people of the northern regions.
#Steady Progress is to promise loyal cronies more districts and sub-counties to secure loyal men in charge over areas and make the opposition unsure of the new constituency.
#Steady Progress is to have a chaotic internal elections with pre-ticked ballots, late ballot delivery, wrong names on the ballot, stealing the forms for final counting, winners jailed for misconduct, bribing voters in villages to vote for candidates, letting members of other parties vote in the internal ones, sole candidacy in many constituencies and also clear indication of rigged for loyal Mzee men and woman.
#Steady Progress is to land as hunting-grounds or for services rendered for the government either to the likes of Aga Khan or other foreigners, even trade of forests and mineral rich land, to get it pocketed while the Government of Uganda can.
#Steady Progress is to borrow more and more money to fund the aid deficit created by the “Anti-Gay-Bill” fiasco. That left a vacuum from foreign interest together with the strategic loss of partners to sustain their aid to the country and picking other feasible projects there.
#Steady Progress is give money to religious leaders to secure their congregation who their God has picked as leader and who their lord has anointed to the position.
#Steady Progress is to get a bigger government and more ministries so that all the ones closes and most loyal get a place in the central government.
#Steady Progress is to give a person the role of ministry without a portfolio or office
#Steady Progress is to use more on private plans and military equipment then on basic school kits, school buildings or even medical supplies.
#Steady Progress is for the President to claim again and again that he is the only Mzee who can keep the country safe and keep control of the army.
#Steady Progress is to have old medicine or copy medication instead of having extra supplies through the NMS.
#Steady Progress is to have ghost-workers, ghost-voters, ghost-schools, ghost-roads or ghost-expenditure.
#Steady progress is to fire all of the UNRA workers and getting the funding for bigger projects through the World Bank cancelled.
#Steady Progress is to see that Uganda Human Rights Commission loses it funding from it’s donors.
#Steady Progress is to hire “Crime Preventers” as securing votes and create havoc in other candidate’s rallies to make sure that people stay loyal to the Mzee, and also ship them from NRM rally to NRM rally to make the party look more popular.
#Steady Progress is to have more and more car accidents on the bad roads, even lose the lives of more Members of Parliament due to bad roads in the districts.
#Steady Progress is for the rich and for the wealthy to take their family members or themselves to health facilities abroad to heal and prosper.
#Steady Progress is to borrow money on the future-oil monies and trade of the oil refinery from Russian state-owned company to buy military equipment.
#Steady Progress is to lose battalions and soldiers in Somalia and leave new recruits with little or no supply. The army in Somalia has to sell equipment for food and necessities; instead of fighting the terrorist group Al-Shabab.
#Steady Progress is that landslides after heavy rains and floods have no covering or security funds from the government nor any restrictions or helping agents to save lives on that matter.
#Steady Progress is given funds of 51 billion to the post-election violence for the Police and army for the “excuse” to secure the safety and peace in the country.
#Steady Progress is to tear down other candidates posters while sealing off and securing with Police force the incumbent presidential candidates ones on the walls.
#Steady Progress is to use a tiny fortune to make a gig-song and have singers on the campaign trail.
#Steady Progress is to pay boda-boda men in town and villages to not drive to opposition rallies.
#Steady Progress is to have a rising inflation and devalue the currency before and after every election time, leading the results for more expensive fuel, food and living prices in general.
#Steady Progress is to send SMS’s to everybody to tell them to VOTE MZEE, even if they don’t are NRM members or belongs with the Party, instead he sends to all Ugandans in the companies to gain support.
#Steady Progress is to pay boda-boda drivers to drive people to Mzee’s venues, give away t-shirts, give away free fuel, feed the public food and give money to the attendance of the crowd.
#Steady Progress is to use 500 billion shillings for campaigning for the presidential candidate, to give out handouts to loyal men and woman in the districts, cars to chiefs and other gifts of that nature to feed the loyal NRM people in up-country and the rest of the country.
#Steady Progress is to close off transmitter of radios who send messages opposing the NRM-Regime.
#Steady Progress is to deliver a campaign package of 20 million shillings to NRM Parliamentary candidates.
We can all see and this a gist of the actions and events leading up to the 29 years of #Steady Progress from Mzee and his NRM party. This was certainly not the things he fought for in the bush-war or the idea he sold at the time. It has surely changed. I could have displayed all the corruption cases, embezzlements and such, but as I said this gist of the actions from the NRM party and Mzee. We have not taken in account his foreign adventures and military actions, or all the people that have been left behind. Peace.
Today Kampala turned BLUE. The FDC colors flying high and blue shirts everywhere. After the Yellow fever yesterday and the buses from around the country and people left behind. There was people stranded in Kampala after the Kololo Independence Nomination Rally of the NRM and there was none buses going back to Lira, Gulu and other places where the buses came from. Though I will not discuss that further! Wait, maybe a hot minute, but it is not important considering the action that really happen in Kampala. What I will discuss it what has happen today and how it has gone.
Though this day of the FDC couldn’t be itself without the honor of the Police showing the People’s President some extra service, both in worth and in namesake, being courted to the Commission by Police Office Besigye and also getting a warning by Uganda Police Force! Because the Forum for Democratic Change has to get that – and is never excused for what they do!
A tiny report on some of these people travelling to Kololo yesterday:
“People in my mother home Kabale you have to inform me on this! Crime preventers who were transported to Kololo on Monday to entertain President M7’s nomination have been stranded in Nyamukana-Ntungamo this evening, that they have spent 2days without eating. That they driver of Kigezi college Butobere who was driving them stopped and parked the vehicle on road-side claiming that the tyre got a puncture. He told them to wait 4 the bus of Kigezi high school which was still behind but they waited in vain and decided to walk on foot.They were crying like babies coz mbu they weren’t given any single coin”.
Adam Bwainka of the People’s Development Party arrived at Namboole for the nominations today on a boda-boda. He has said this today: “If we are going to turn around our Economy. We must be firm on our Education” (…)”I have researched that 100 MPs in the 9th Parliament has never gone to school” (…)”When Idi Amin left Power we had 12 planes, now we have none”. After the nomination the Electoral Commission has given Mr. Adam Bwaina a security detail and a car so he doesn’t have to leave the venue on a Boda-Boda; where he was headed to Nsambya Sharing Hall for starting his campaign!
Further deflections has happen Lord Mayor of Kampala Erias Lukwago has gone to the FDC and taken part of the Nomination rally. Other DP high standing members are Moses Kasibante and Allan Sewanyana. Also Denis Onekalit the MP aspirant for Kitgum and also Naru Nakalema was also a part of nomination of Dr. Kizza Besigye.
“The Blue siege of the city, the energy of our young people! We have a sacred duty to engage our youths to build a stronger prosperous Uganda” – Asuman Kiyingi (Independent Candidate).
At Namboole today the Presidential Candidates got their nominations about the same time as the President had a Press Conference at the Statehouse in Entebbe after having his own nomination yesterday. Where he said: “How can you create jobs without an foundation? That is why the NRM says les priorities peace” (…)”Birigimana exposed the theft in the Office of the Prime Minister” (…)”Bambi, we have been moving forward since 1986, sorry” . While he was saying this Dr. Kizza Besigye was crossing town, I am sure there was more people walking amongst the FDC leader then the brothers watching and listening to the President on the different media’s at the same time. That I say with the Photo evidence of how the capitol looked blue today!
Dr. Kizza Besigye said this after being nominated by the Electoral Commission today:
“I have been nominated by an Electoral Commission that I protest, a Commission that is not independent. We are going to engage in a three phase struggle;
-the first phase is a liberation struggle, to take power from those who wield it using the weapons of coercion and put it back in the hands of the people.
-The second phase is the Reconfiguration of the Institutions of the People (The Electoral Commission, The Police, The Military, The Judiciary etc.) and make them bonafide institutions of the people.
-The third phase is the Transformation of our country to enable the citizens to live in a country that they are proud of, that they share all the resources of the Country equally”.
Dr. Kizza Besigye, the FDC Flag Bearer duly nominated at exactly 12:00 noon by EC Chair Engineer Badru Kigundi. And he is now addressing the press:
“I have nothing against the fine ladies and gentlemen that constitute the electoral commission. I have problems with the institution. We need a truly independent electoral commission”.
The one who got turned away yesterday Presidential Aspirant Charles Lwanga Bbaale came back to be nominated today.
Another candidate who wanted to be nominated was Joseph Mabirizi of The Independent Coalition. At the nominations was his team who was Omar Kalinge, Vicks Kingo and Kyuma Kyayesu.
The only female Presidential Aspirant Maureen Faith Kyala was turned away by not having her credentials or papers ready; not having the papers correct for the A-Levels and National ID papers. Therefore if she wants her nominations she has to had this sorted out before 4PM today. After being turned away she arrived at the same time as Joseph Mabirizi. Then on the second coming today she got her verification and also possible Presidential aspirant.
In the midst of this blue power sessions and other candidates; where was Malcom “Dan” Matsiko? Wasn’t you supposed to be a candidate for the NFT or New Form for Thinking. Wasn’t you a Presidential Aspirant as well?
Ben Biiaro has not been seen at Namboole today… the reports was coming quickly when he only had 45 minutes left of his deadline to show up if he still wanted to be Presidential Aspirant. They we’re also waiting for the nomination candidate for Charles Bbale Lwanga. Charles Bbale Lwanga has been turned away for the second time because he had a cheque of the 20 million instead of a bank draft.
Maj. Gen. Ben Biiaro of the Farmers Party came 5 minutes before the deadline to get his nomination verified. The Electoral Commission started and scrutinized the nomination papers of his. After a while Dr. Kiggundu stamped and appends the papers. This means that he became the 8th candidate in the Presidential race for February 2016.
While on the road to Namboole and to Nakivubo Stadium there has been one man in the shadow of the Dr. Kizza Besigye has been Gen. Mugisha Muntu. Who has been sitting comfortable and swallowed being in the political shadow of the People’s President!
“A guy (possibly a carpenter to or from a workshop) with a backpack on is back was among a multitude of Besigye supporters lining up the road. He pulled out a hammer from his bag, ran and handed it over to Kizza-Besigye Wrn and he disappeared. I hope that picture will get published. Another man, in front of EC offices pulled out $300 and handed it over to Besigye. He also disappeared into the crowd. To both men, Besigye held his right hand to his chest and bowed to them. That is humility. Those are small gestures that live in my memory. Besigye has made people believe” Source: Ronald Muhinda a Kampala based radio journalist.
At 3PM the traffic was already in a standstill on Jinja Road when the Dr. Kizza Besigye was having his convoy towards the Nomination Rally at the Nakivubo Stadium.
There was a calm and energetic movement through town! IT took five whole hours to cross that; we’re massive crowds meeting the FDC Flag-Bearer. The stadium was filled hours before he came; reasons why it took him such long time to cross town.
The Town went totally Blue and FDC. There was nothing like yesterday. Yesterday was like meek celebration. Where the buses was sent from Up-Country to come to Kampala and while there where people hiking on the trucks to get to Nakivubo Stadium.
At the Nakivubo War Memorial Stadium first speaker today was Gen. David Sejusa aka Tinyefuza. He said this: “We do not make our own shoes, we are wearing dead people’s clothes, that is how you measure what Museveni has done” (…)”Government offers $ 1 per child a day in UPE. Ours (learnt) earn UGX 20, 000 – UGX 50, 000 a day, A $ 1 child can not compete with ours”. FDC Ibrahim Semujju Nganda called out John-Ken Lukyamuzi of the Conservative Party to greet the Supporters. Where Lukyamuzi said: “Those who were here yesterday on Amama Mbabazi rally cannot speak for CP better then myself”. After that Mayor Erias Lukwago congratulated Dr. Kizza Besigye with the nomination and said: “But we have Generals on our side, Gen Sejusa, Col Besigye, Gen Muntu and Lt Gen Lukwago” and ends: “ONE UGANDA” the crowds answers “ONE PEOPLE!”. Gen. Mugisha Muntu came on and said this: “We know our main challenge is to remove the regime in February” (…)”You cannot have a roof without a strong foundation”.
After him came Dr. Kizza Besigye:
“In Uganda, are tired and tired completely” (…)”Our journey begins today, allow me to thank God first” (…)”I want to thank Muntu because the party he leads is a democratic party” (…)”I thank you Kampala dwellers for showing the world today that we have a reason for this struggle” (…)”the reason for all of this is because our county is in captivity. Only a few people decide for all of us” (…)”whatever has brought this current situation is because our country is not our own hands” (…)”You voted Lukwago overwhelmingly in Kampala but he is the office of the Lord Mayor?” (…)”I promise you that I will liberate the country” (…)”I’ve been nominated to stand with you and work with the people”.
Also today in Court:
“Meanwhile, the High Court in Kampala has dismissed with costs the case in which a concerned citizen had sued four top official of the Independent Electoral Commission in their personal capacity for having illegally blocked rallies that were being held by Presidential candidate Amama Mbabazi in the Eastern part of the Country. The four top officials who had been sued are; the chairperson Eng Badru Kiggundu, Mr Jotham Taremwa (spokesperson), Sam Rwakoojo (secretary) and Paul Bukenya (deputy spokesperson)”.

Professor Barya who is one of the candidates also has issued fresh warnings to Amama Mbabazi on using the orange color. Barya maybe you should challange the Orange or the Dutch for it also?

Tamale Mirundi has confessed that Dr. Kizza Besigye made his day today, and coming from A Pro-Museveni guy as him, and a so-called loyalist it means much. Even though he can be crying hyena and buffoon, but now he proved some clarity, maybe?
This here was a peaceful and magnificent day that proves the power of the People’s President and how he overpowered everything else. The Presidents press conference was a weak portfolio to try to distract the other candidates because he supposed to be the main one. Though it proven with the five hour travel and full house. Kampala totally BLUE! Bwanika why did you have yellow tie, by the way? #Wesige Besigye!
While this was passing by the KCCA was busy taking down illegal elections posters that even Uganda Police Force as said they wanted to eliminate.
“THANKS FOR THE NOMINATION DEMONSTRATION TODAY!”
“The people of Kampala have always given me tremendous support at all the three presidential elections I’ve participated in. At all the Kampala elections, there has been enormous rigging. During every Kampala election, several people are arrested with pre-ticked ballot papers; in polling stations covering military barracks, there’s always a rigging bonanza; many people are always disenfranchised by striking their names off the final register etc. However, in spite of all this rigging, Mr Museveni has never defeated me in Kampala! That’s why on top of calling me the “people’s president”, the people of Kampala call me the “president of Kampala!” (…)“Therefore, I expected a good turn out for my nomination today, in spite of the negative propaganda that has been orchestrated for sometime now. Even then, I was completely overwhelmed by the show of support that we received today. I think that it wasn’t simply a matter of supporting my candidature; it was also our people’s way of demonstration their disgust with the NRM/ Museveni regime” (…)”Apart from the unprecedented crowds, there was show of immense energy and excitement. I was given money contributions all along the way- a total of UShs. 2,779,000= (Two million, seven hundred and seventy nine thousand only), US $ 320= and Nine hundred Oman biasa. I am sure that if we had time at the Nakivubo rally, we would have got much more. I also received a sofa seat, flowerpots, potted plants, spray pump, pair of slippers, many sets of handkerchiefs, bread and many various other small items. Thus, the campaign of defiance has begun. There’s no turning back. Continue to watch the space”.
“When the NRM captured power in January 1986, it found the following major problems;
i) Severe shortage of basic necessities like soap, cloth, housing, sugar, blankets, salt etc.
ii) Severe bottlenecks involving
– Shortage of transport
– Badly damaged roads both trunk and feeder roads
– Malfunctioning power and water supply
– Lack of agricultural inputs
– Unutilized capacity in the industry sector
iii) Disruption of life in most parts of the country leaving behind displaced people, orphans and widows.
iv) High level of insecurity
v) Huge money supply in the economy
vi) High rate of inflation
vii) Very unfavourable balance of payments” (P.5, Poverty Alleviation Department, 2011)
The Ten-point program:
Restoration of Democracy:
Constitutionalism and fair elections was part of this point in the program. NRM and Yoweri Museveni made a new launched in 8. October 1995. That their holding elections every 5 years (P.6, Poverty Alleviation Department, 2011).
Restoration of security of all persons in Uganda and their properties: First they did disciplining the army – that got the NRA and UPDF together. Also restoring some safety and peace in the Northern Uganda with the operation to get rid of LRA and also stabilizing things in South Sudan. Keeping law and order with the run of things with UPF (P.11-15, Poverty Alleviation Department, 2011).
Consolidation of national unity and elimination of all sectarianism. President Museveni said himself on 12th of May 2006: “Ever since 1986, when the National Resistance Movement (NRM) ended decades of state-inspired extra-judicial killings that accounted for the death of 800,000 Ugandans between 1966 and 1986, we introduced popular democracy based on a no-party model. In order to defeat the almost one century old sectarianism that had been fomented among our people and had been partially responsible for the upheavals that gripped Uganda, we avoided the immediate re-introduction of multi-party democracy. This model was not well understood abroad although it healed our people from sectarianism based on religious sects and tribes. We ignored the pressures from outside until we were convinced that the mindset of people had changed.”(P:16, Poverty Alleviation Department, 2011).
Defense and Consolidation on National Independence: By doing this point was to get political independence. That wasn’t officially in place before 1986. Economic independence – that being the result of URA is now collecting 100 times more than it did from 1987 to 2010 (P. 19, Poverty Alleviation Department, 2011).
Laying a basis for building: an independent, integrated, self-sustaining national economy. This has been done by becoming a part of COMESA and EAC. Also 20 policies have become bills to this date. Make opportunity for private sector development. Also the growth the ICT/Telephone business and the Oil exploration will give the economy a boost (P.21-25, Poverty Alleviation Department, 2011).
Restoration and improvement of social services and rehabilitation of the war-ravaged areas. This has happen through the extensive expansion of the health care. Also the new standard in educational system in Uganda: “Article 30 of the 1995 constitution says that all persons have a right to education. Article 34 further states that “A child is entitled to basic education which shall be the responsibility of the state and the parents of the child.” The provisions notwithstanding, fewer than expected children were going to school. So while campaigning for Presidency in 1996, President Museveni noted that there were big numbers of children who were not attending school and/or dropping-out of primary school, largely due to failure by parents to meet education costs. He therefore promised that he would introduce free primary education if elected. Subsequently, the NRM government introduced (UPE) in 1997. Also the building of infrastructure of the road projects that has been over the last 20 years: “One of the major responsibilities for the NRM government is the construction and repair of roads. In order to properly plan for the road network in Uganda, the government formed the National Roads Authority which became functional on July 1st 2008 with the mandate of designing, developing and maintaining the national road network, currently at 20,000 km” (P: 25-32, Poverty Alleviation Department, 2011).
Elimination of all forms of corruption in public life: “misuse of power for personal gain”. It’s been passed since 1986 – 8 laws that been passed to secure the system of bribes, corruption and grafts in the country. The NRM government has also put 8 agencies that follow up the corruption in the country (P: 33-34, Poverty Alleviation Department, 2011).
Settling the peasants that have been rendered landless by erroneous “development” projects or outright theft of their land through corruption.“The land question has been in Uganda since the colonial times. Several legislations have been passed but they have not done much to solve the question. In the late 90’s and 2000’s, eviction of the so called squatters was so rampant that people always, petitioned the President for assistance”(P: 35, Poverty Alleviation Department, 2011).
Encouraging co-operation with other African countries and defending the human and democratic rights of our long-suffering African brothers. “Over the last 25 years, President Museveni has ensured that cordial relationships with other countries are a top priority. Uganda’s foreign policy has been promoted putting in mind other foreign interests and ensuring that other countries do not undermine Uganda’s interests”. The achievement that the NRM government has done by this point is the Tripartite plus Joint Committee with Burundi, Rwanda, Uganda and DRC, Arusha Accord with peace in Burundi, Inter-Governmental Authority Development progress in Sudan and Somalia, EAC where Ugandan interested get a key place and the President involved with the peaceful resolution after the election violence in Kenya. Which is also the biggest trading partner (P: 37, Poverty Alleviation Department, 2011).
Following an economic strategy of a mixed economy – I.E. Use of state and private sector as well as cooperatives in the development process.“Since coming to power, the NRM government developed programs to address infrastructural and economic challenges” (…)”The vision is that ‘every household in Uganda is able to access basic necessities namely: food, shelter, clothing, health and education for material and social comfort and be able to earn an income”. Also the push and to organize SACCOS and cooperatives to get a mix of business and government (P: 38-42, Poverty Alleviation Department, 2011).
Comment to the Ten-point program:
Point One:“The Movement dispatches vehicles to go around ferrying people to the polling station. Once people goes into the vehicles the buying votes begin (…) To ensure that the people who get the money deliver the votes, they insist that a Movement agent at the station votes on their behalf (…) In some villages like Kyeitembe and Nyakabirizi cows were slaughtered, and everyone who accepted to vote for the Movement was given a kilo of meat” (Kobusingye, 2010, P: 116).
Point two:
Observer commented earlier this year: “A Human Rights Watch report recently claimed that some elements in the Ugandan contingent had sexually abused vulnerable Somali women and girls. The UPDF contested this claim but pledged to investigate. Earlier, The Observer had reported about army officers ‘selling’ places to soldiers seeking to be enlisted for the mission” (Observer, 2014)

Point three:
Museveni himself has pointed out earlier this year: “Uganda started off her Independence, in 1962, on a very weak foundation. This was, mainly, because of bad politics pushed by opportunistic sectarian groups and manipulated by external interests. The sectarianism, as we have pointed out many times, was based on religion, tribes and gender chauvinism (marginalizing the women). There were only three women that I remember in the Independence Parliament of 1962 to take one example. Within four years of Independence, the then Prime Minister had to abolish the 1962 Constitution because of the contradictions that were getting ever sharper” (Museveni, 2014).
Point four:
Commenting on the political independence: “Richard Nduhura (…) In 2001 he contested for a parliamentary seat against Reform Agenda’s Spencer Tiwomwe. Nduhura’s agents were engaged in gross electoral malpractices, including multiple voting, underage voting, ballot stuffing, and bribery of votes. Discussing the points of education and infrastructure let me first address the educational policy. Baryamureeba says: “Uganda needs to consider reforming the education system if we are to focus on skills-development as a country. Primary school education should be reduced to six years and it should focus on setting a solid foundation or building blocks of the child’s education. At primary school level, children should master reading, writing and arithmetic”(…)”Primary school teachers are focusing on terminal national examination instead of imparting these essential skills. There are skills that are necessary at primary school level, but are not examined in the Primary Leaving Examinations (PLE). As a result, teachers focus less on such skills” (…)”All students, who complete primary education should be allowed to seek ordinary level education (O’level). At the end of O’level, students should sit the Uganda Certificate of Education (UCE), which is a national examination” (…)”free education should be provided at primary school and O’level education only. Beyond this stage, education should be optional and the students should meet the costs. The Government needs to stop providing free education beyond Senior Four, because it is neither strategic nor sustainable” (…)”Then Grants Board should have clear guidelines of how these institutions can access funds and to what levels. This would reduce on strikes in these institutions as a result of demanding for more funds from the Government” (Baryamureeba, 2013). On infrastructure study on economic planning and building in Pallisa and Soroti: “The planning of roads should factor in the economic potential of areas as the current system under MoW only considers roads in bad situation. This will improve on accessibility to areas that have identified themselves as economically productive” (..)”The level of funding for roads should be increased both under machine based as well as labour based methods. The latter method was seen to be effective in contributing to income earning opportunities of the local communities which helps government achieve twin objectives of poverty reduction and road provision” (EPRC, December 2010).
Point Seven:
Let mention a few: The Dr. Latigo scandal of 1986 – the Uganda Airlines payoff that made him lose his top position over the airline. Another one was Santana Vehicle Saga in 1988 where the Ministry of Defense wanted ‘Land-Rovers’ but this deal between Uganda and Spain made the deal for Santana’s. They had paid for 260 Land Rovers and not Santana’s so that $6,8m worth Santana’s shipped versus the $8m Land Rovers that the bid was set for(Mugabe, 2013). We also had the CHOGM 2007 the dealings with Mr Mahogany and Mbabazi that there was huge mismanagement of public funds that was we’re meant for the CHOGM 2007. Also the Global Fund 2008 the scandal of drug and malaria. The money went to phony organizations and also take-away money to PMU. Termangalo land scandal the deal between NSSF and Mbabazi that forced the fund to buy the land. The ID Scandal of 2010 where the Government borrowed a lot of money and never kicked off the project (New Vision, 2013).
This shows how little serious the 8 laws and the agencies that supposed to follow the monies that are giving and shared from the government to different entities. So I do think I will comment it further.
Point Eight:
To prove some of the actions of the government that opposes the ideal of Point eight. “Agnes Kirabo, the FRA Coordinator, says there is no need for any apology to Ugandans or the President and that it is the President himself who should be concerned at the spate of the land grabbing vice considering that it is at the heart of failing his Ten Point Programme” (..)”Sources at ULA say that the ministry has in the past investigated their sources of funding and warned them against getting involved with Mubende issues where over 22,000 residents were evicted from their land, their crops destroyed, houses burnt from about 10 villages by security operatives to give way for a plantation forest by UK’s New Forest Company Uganda Limited (NFC) on the orders of President Museveni” (…)”Oxfam and ULA also rattled the government when they released a report indicating that 22,000 were evicted from their land in Mubende. When this reporter travelled to Mubende at the height of the crisis, officials at the Resident District Commissioner’s office which handles the land issues (showing the president direct involvement since RDCs answer mainly to the president) said that Oxfam had done a false report and asked the reporter to go back to Kampala” (…)”FRA, for instance, invited hundreds of peasants who testified about loss of their land to investors, government and army officials. The NGOs launched the land losers’ directory on the same day. The book is intended to document all land losers” (…)”Orombi noted: “UJCC welcomes the ongoing initiative by civil society organisations that have brought together ULA, FRA and UJCC whose main aim is to educate Ugandans on their rights and challenge oppressive systems and structures that have led to unlawful eviction of thousands of Ugandans from lands they have occupied for generations. (…)”But a more contentious one that has already pitted activists against President Museveni is the Amaru eviction of over 10,000-17,000 people from Apar into pabbo sub-county. Although president Museveni has in the past threatened to deal with those who claim that government is behind evictions, increasingly, he is personally directing more and more evictions including this one and the evictees themselves are coming out to criticise him”(Matsiko, 2012).
Point nine:
“In 1983 and 1984, six countries in the Horn of Africa – Djibouti, Ethiopia, Kenya, Somalia, Sudan and Uganda – took action through the United Nations to establish an intergovernmental body for development and drought control in their region. The Assembly of Heads of State and Government met in Djibouti in January 1986 to sign the Agreement which officially launched IGADD with Headquarters in Djibouti. The State of Eritrea became the seventh member after attaining independence in 1993(IGAD, 2010)”. Somali Prime Minister Abdi Farah Shirdon Saaid commented this: “The Ugandans have contributed significantly and a lot, and this is now a critical moment and in light of that we are of the view, if the media reports turn out to be true, it may be a challenge”. On the same note the Ugandan Foreign Ministry said in a statement: “Uganda’s withdrawal from regional peace efforts, including Somalia, CAR (Central African Republic) etc would become inevitable unless the U.N. corrects the false accusations made against Uganda, by bringing out the truth about Uganda’s role in the current regional efforts” (Biryabarema, 2012). “Ugandans lead a 5,000-soldier strong contingent of African Kony-hunters operating all over central Africa, and their presence in the CAR falls under a continental mandate” (…)”Paddy Ankunda, Seleka were targeted because they have somehow allied themselves with the LRA. “We know we don’t have that mandate but since [Seleka] are in bed with our enemy, we’ll treat them as such,” he said. “Seleka had never tasted our fire. I think it was important that they taste our fire so that they are careful.” (…)”in May, Ugandan foreign minister Sam Kutesa promised the United Nations that his country would contribute 400 peacekeepers to MISCA, the African Union-led peacekeeping force in CAR (in September to become the UN-led MINUSCA)” (…)”Given Uganda’s public description of Seleka as “the enemy”, can Uganda really be trusted to act as a guarantor for peace?” (Allison, 2014).
Point ten:
“President Museveni said that the issue of their remuneration was well appreciated by the Government. However, said that the NRM Government had decided to embark on national development through emphasizing building infrastructure, such as roads, so that they would be used by the population to get homestead income. He stressed that without roads and infrastructure in general, the country cannot grow.“Infrastructure such as roads and electricity were the foundation for development. Having it right in the economy would attract investments that would in turn increase employment opportunities and income generation in the country” (MediaCentre, 2014).
Afterthought:
Now I have been beating every single point of the program. I just had to. Hope it was worth the time put in…I was thinking of adjusting the ten-point program versus Vision2040. But to address it properly would be too long and wouldn’t be sufficient in this form a blog. I sure have more evidence of how the NRM regime hasn’t lived up to the promises of the ten-point program. This is just a cup of tea. So hope it was sweat. Peace.
