Winston Churchill – Christmas Message 1941

24. December 1941 – Washington DC, USA. 

I spend this anniversary and festival far from my country, far from my family, yet I cannot truthfully say that I feel far from home.  Whether it be the ties of blood on my mother’s side, or the friendships I have developed here over many years of active life, or the commanding sentiment of comradeship in the common cause of great peoples who speak the same language, who kneel at the same altars and, to a very large extent, pursue the same ideals, I cannot feel myself a stranger here in the centre and at the summit of the United States.  I feel a sense of unity and fraternal association which, added to the kindliness of your welcome,  convinces me that I have a right to sit at your fireside and share your Christmas joys.

This is a strange Christmas Eve.  Almost the whole world is locked in deadly struggle, and, with the most terrible weapons which science can devise, the nations advance upon each other.  Ill would it be for us this Christmastide if we were not sure that no greed for the land or wealth of any other people, no vulgar ambition, no morbid lust for material gain at the expense of others, had led us to the field.  Here, in the midst of war, raging and roaring over all the lands and seas, creeping nearer to our hearts and homes, here, amid all the tumult, we have tonight the peace of the spirit in each cottage home and in every generous heart.  Therefore we may cast aside for this night at least the cares and dangers which beset us, and make for the children an evening of happiness in a world of storm.  Here, then, for one night only, each home throughout the English-speaking world should be a brightly-lighted island of happiness and peace.

Let the children have their night of fun and laughter.  Let the gifts of Father Christmas delight their play.  Let us grown-ups share to the full in their unstinted pleasures before we turn again to the stern task and the formidable years that lie before us, resolved that, by our sacrifice and daring, these same children shall not be robbed of their inheritance or denied their right to live in a free and decent world.

And so, in God’s mercy, a happy Christmas to you all.

Pending corruption cases and other sagas

Today I will go through a bunch of corruption cases like I have done before. From the executive of Jotun Mr. Gleditsch who doesn’t see bribes of costumes officers as corruption. A brother like me wonders what he then sees as corrupt behavior. Yara has cases with corruption in Libya and India. The executive Milka of Value Packaging Company in Gurajat in Kutch, the leader is accused and arrested for corruption. In Texas Mr. Witt is in a corruption case because of his former employer Royal Shell Nigeria and the Texan court has cases pending. Former Detroit Major Kilpatrick has 23 counts in his belt by now. In the kingdom of Leshoto a lot of high profile cases against former ministers some are postponed and we’re allowed to ask questions about that behavior!

Odd Gleditsch Jr. who took over the business after his father, the paintmaking business in Sandefjord is quoting for saying this to the Norwegian Brodcasting Company (NRK):

“I would not call it corruption if you pay a costumes officer 50 dollars to move your documents upfront in the pile so that the raw materials get quicker out of the harbor” (Veum, 2014). While Odd doesn’t see anything wrong with that, I do, because if you don’t have guidelines and rules to codes of conduct anywhere then it’s hard to know if you’re either right or wrong, but I have a feeling that Mr. Gleditsch Jr. tried to defend his actions.

Well, four former Yara International AS Executives has been charged with corruption after $8m bribing in Libya and India. Public Prosecuter Marianne Djupesland: “The indictment regards very serious acts of corruption, and the police believe we can prove that these people were involved. But it’s up to the courts to make a decision on their guilt”. The for ones accused of corruption are Thorleif Enger, Tor Holba, Daniel Clauw and Kendrick Taylor Wallace. Mr. Wallace has been accused to paid $5m to a Libyan minister in 2007. This was a deal that was between Yara and Libyan National Oil Corporation, and accepted by Mr. Enger, Mr Holb and Mr. Clauw. The executive of Jørgen Ole Halsestad of Yara now has stated: “For Yara as a company, this has been a very serious case, and the indictments underline its gravity” (Hovland, 2014).

In India Mr. Sunil Rajendra Milka a former partner in the Value Packaging Company has been arrested by the Anti Corruption Bureau (ACB) of Gurajat. He was arrested in the village of Galdapar near Gandihidam in Kutch. He was at the office of the Value Packaging Company when they apprehended him. The case is about misusing the ownership of the company in his wife’s name and also allocation of land (Indian Express, 2014). This case is still to be concluded.

In Texas there is still an ongoing case that has been on since 2007 between former oil-engineer Mr. Robert Witt, his former Employer Royal Shell Nigeria Company for the bribing of Nigerian officials. Mr. Witt has complied to the Texan courts that Royal Shell has tried to destroy his reputation while Shell Senior Managers had paid Nigerian contractors who is working for Nigerian officials (Alike, 2014).

In Detroit former Mayor Kilpatrick has been found guilty on 23 counts of corruption and his contractor Bobby Ferguson found guilty of 9 crimes (Detroit News, 2014).

In Lesotho the former finance minister Timothy Thahane been accused of embezzeling R24m from farming projects. This case has been postponed to the extent that High Court Justice Tseliso Monaphathi commented: “It now seems to be the tradition to postpone these high-profile cases … this should not be tolerated. It affects the reputation of this court and all the courts in this country”. Other high profile cases that have been postponed the former deputy prime ministry Mothetjoa Metsing has been accused of embezzling R50m from road projects. Also former Resources minister Monyane Moleleki made licenses for the diamond industry. He has claimed to be too ill to go to court (Jordan, 2014).

My 2 Cents:

This has to make your mind wonder. If it doesn’t I don’t know how to find cases that makes your mind bubbly. Nevertheless, its international cases from Norway to Lesotho, the thing is that we have to work against on this globe. Because everybody want a quick buck and earn it without doing real work. Or getting an extra meal as a civil servant or percentage as a seller as an employer in a new field for your business. Peace.

Uganda and North Korea signed a friendship pact

On the pages of Parliament of Uganda its words are: “Korea-Uganda Parliaments agree to sign friendship pact” (Parliament.go.ug, 31.10.2014) if that isn’t telling the world something. Its sure is a secure sign. The second in command of Foreign affairs in the DPRK says: “The relationship between Uganda and North Korea is more than an ordinary diplomatic relationship. It is a special friendship built over the years by the relationship between the Presidents of the two states” (Parliament.go.ug, 31.10.2014).

Museveni says during a state dinner with North Korean counterparts that their new arrangement is “fighting imperialism” (…)”Not long ago, the world was divided among the colonizers and the colonized. North Korea, China, Sweden among others, were fully involved in the liberation struggle” (O’Carroll, 01.11.2014).

Just recently an agreement was signed by Minister of State for International Affairs Mr. Okello Oryem and the DPRK (Democratic People’s Republic of Korea – North Korea) Vice Minister of Foreign Affairs Hon. Kung Suk Ung. This new deal settles for a every two years either in Pyongyang or Kampala. Mr. Okello Oryem states: “based on the ideals of independence, peace and friendship and make positive efforts toward the strengthening of cooperation in foreign affairs” (Ashaba, 01.11.2014).

Okello Oryem has stated other places this on the matter: “Uganda has an outstanding army in Africa, so thank you for your contribution towards building the Uganda People’s Defense Force (UPDF)” (Worldbulletin.net, 01.11.2014).

Okelle Oryem has also stated about North Korea this: ““I will also advise him (Museveni) that we should stand by our friends (North Korea). We have always stood by our friends in the region on ICC. Go back with assurance that we shall stand by you” (Wandera, 01.11.2014).

If the free world isn’t listening to this and wondering what this is. Then you can also ask about the old deal that Zimbabwe had trained a special unit for Mister Robert Mugabe in the 90s. If that is still on the table I don’t know, but this deal sure brings money for military expertise. An the regime of North Korea can sure show how to oppress people and Ugandan government see that as a investment worth buying. Also trade information that is relevant for each other can be worth a lot. Considering the ties that Uganda has is well connected USA and also with Russia. Plays big in the AU’s AMISOM and armies in the South Sudan, but by this they are trying to be a bigger power-broker. President Museveni sure knows by now how to play his cards to his advantage. Let see how this plays out.

If you haven’t heard what has happen in Burkina Faso. If so, then these pieces will give you some notion on what has happen in Burkina Faso and also how it’s been and also what has happen in the last 48 hours.

Ban Ki-Moon statement:

“The Secretary-General is following with great concern the deteriorating security situation in Burkina Faso.  He calls on all parties to end the use of violence, exercise calm and restraint and use dialogue to resolve all outstanding issues”(…)”The Secretary-General is saddened over the loss of life resulting from recent events.  He has requested his Special Representative for West Africa, Mohammed ibn Chambas, to visit Burkina Faso tomorrow and welcomes that this mission will be undertaken jointly with the African Union and ECOWAS [Economic Community of West African States]” (UN, 30.10.2014).

AU:

“Addis Ababa, 30 October 2014: The Chairperson of the Commission of the African Union (AU), Dr. Nkosazana Dlamini Zuma, has expressed deep concern about the unfolding situation in Burkina Faso and is following its evolution very closely. We look forward to that transition taking place in 2015. We regret the violence and the loss of life today in Burkina Faso, and call on all parties to avoid further violence. We underscore our commitment to peaceful transitions of power through democratic elections and emphasize neither side should attempt to change the situation through extra-constitutional means” (Psaki, 30.10.2014).

“We are following very closely the ongoing events in Burkina Faso. The European Union is very concerned about the current situation, with reports on casualties following the violent demonstrations that took place today. Now that the law proposal on the revision of the

Constitution has been withdrawn, the European Union calls upon all parties to refrain from the use of violence and engage rapidly in a constructive dialogue. The European Union stands ready to step in to facilitate this process” (EU, 30.10.2014)

“Authorities in Burkina Faso must rein in security forces that have used excessive force to crack down on peaceful anti-government protests, Amnesty International said today” (…)”he use of excessive force to crack down on peaceful protesters is unacceptable and the transition authorities must act urgently to rein in security forces,” said Gaëtan Mootoo, Amnesty International’s Researcher for West Africa” (…)”It is crucial that those responsible for the killings and beatings of protesters, journalists and other civilians are identified and held accountable. Officials at the highest level should publicly make it clear that excessive use of force will not be tolerated,” said Gaëtan Mootoo” (…)”People took to the streets of Ouagadougou and other cities yesterday to protest against an attempt by President Blaise Compaore – who has since resigned – to amend the constitution to extend his long stay in power” (…)”They began beating them with cords, then they shot live bullets. ACHPR:

“The African Commission on Human and Peoples’ Rights (the African Commission) is closely monitoring the political and human rights situation in Burkina Faso, in particular since the first demonstration that took place on Tuesday, 28 October 2014 to protest against the bill to amend the Constitution” (…)”is concerned about the worsening political crisis and its disastrous consequences for the stability of the country” (…)”is deeply concerned about the acts of violence and vandalism which led to the burning of the National Assembly building and destruction of the property of the national television station leading to an end to its broadcasting activities”(…)”is concerned about the death of several people during clashes between the population and security forces”(…)”is concerned that the violence is inconsistent with the ideals of democracy which is the goal of the demonstrations”(…)”The African Commission strongly condemns the violence and urgently appeals for a return to calm and a restoration of order. It also calls on all the parties involved, notably the entire political class to embrace dialogue with a view to arriving at a political consensus that will lead to free, fair and credible election consistent with constitutional provisions. Tobias Ellwood the Minister for Africa said: “We are deeply concerned by the violence which has taken place in Ouagadougou, seemingly as a result of government plans to amend the Constitution of Burkina Faso so that the incumbent President can seek another term after 27 years in office” (…)”The UK reiterates its support for the African Union Charter and for peaceful and democratic transfers of power. We urge all parties to exercise restraint, to adhere to non-violence and to return to dialogue to resolve this issue” (31.10.2014, UK).

WikiLeaks – The interesting times of the Derg(or the Dirg) in the 70s Ethiopia

This is maybe my longest blogpost in history and I am sure I’m not going to compete with this one. There was just so much juicy information about a time in Ethiopian history which is not really discussed or talked about. This documents and briefing’s from the American Embassy and Reftels that was sent to the US is telling a story that is interesting today. I personally have much more knowledge about Meles Zenawi and post him, then the time before. It has been discussed in certain books that I have read on the political history on the Great Empire of Ethiopia. What often portrayed about this time is very blurry. With this stories that I have found on WikiLeaks, they might shine a light and give some of the other ones who read my blog some new insights to special time in Ethiopia. This is at the time of the rule of the Derg and the PMC Chairman Lt. Gen Haile-Mariam Mengistu!

  1. November 1974:

The DERG executed 62 civilians, military detainees and hostages. Some of this people is the once that are involved in the top officials who are supposed to topple the PMC. One of the men who is supposed to executed are General Aman former Chairman of PMC, Also Prime Minister Endalkachew Makonnen, the Emperor’s grandson Admiral Desta. The one not on the list is the former Emperor Haile Selassie (WikiLeaks, 1974).

This happened because of an inner struggle for power between General Aman and Haile Miriam Mengistu, the last mention is the one that is suspected to inherit the title after General Aman. Amans strategy has been to collect his supporters and especially from his own area in Eritrea. Second part of it Pro-Monarchist has used Aman to stage a comeback. Third is too reduce the 120-man membership to 15 best educated junior officers, this to have a Junta especially made for General Aman. Fourth strategy is the disagreement over Eritrea. Where the PMC has stepped up the military actions and the PMC is not for a separate state as a solution and has sent reinforcement to secure the military situation. Fifth strategy for General Aman struggled because of his close ties to Haile Selassie. Haile Selassie is held at the Menilik Palace. Another press report is rumored that he will be executed (WikiLeaks, 1974).

Who is Haile Miriam Mengistu?

Was the official VC in the Provisional Military Commission (PMC), he is the chairman of the Armed Forces Coordinating Committee (AFCC). This has been in control since June in Ethiopia. HMM is an ordinance officer, a training officer of the 4th division in Addis Abeba (WikiLeaks, 1974).

The thing that is fearful for the American views of what is happening in Ethiopia. Soviet is trying to supplies and arms to the country (WikiLeaks, 1974).

25th November 1974:

This power struggle that happen on the 24th November happen a fight between Aman and the PMC. The foreign policy is still not certain. But first manifestation of this is the follow up on the Soviet offer of military equipment a few months ago (WikiLeaks, 1974).

30th January 1975 – Land Reform:

In a Land Reform seminar that was a two week this was opened at the National University (former Haile Selassie I University). There was 900 civilians, 400 military participants that was briefed by 28 expert lectures and 15 other military and civilian speakers. The experts and speakers spoke on topics of socialist programs and ‘administration of land and land reform’. PMAC Mengistu termed the participants “disciples of change”. Mengistu said that all of them carried the responsibility of building a greater Ethiopia. Minister of Land Reform Ato Zegeye Asfaw said: “Socialist Ethiopia will give land to the tiller and collective farms and communes will take care of the land and its utilization for the common good of the people” (WikiLeaks, 1975).

18th February 1975:

Heavy fighting has occurred in Asmara at the 18th. The attacks we’re concentrated on the Ethiopian Military Installation but also the American-Run Electricity generator in the other side of town (WikiLeaks, 1975).

There we’re two more demonstrations for Pro-Provisional Military Government in Addis Abeba that day. One was made out of war-veterans and the second one is in benefit of OAU, but both demonstrations was for the Ethiopian Unity. PMAC Haile Mariam Mengistu hold a speech in from of the veterans – where the main focus was to keep Eritrea as a region in Ethiopia (WikiLeaks, 1975).

The PMG has announced to confiscate land from 7 former Ethiopian ambassadors this include Zewde Gebre Selassie, this is because of their rejecting to move back to Ethiopia. Zedwe has now been changed with Kifle Wodajo who now is the Ethiopian Ambassador to the US (WikiLeaks, 1975).

22nd July 1975:

On the 18th of July a three day delegation led by Louis Reyes, Cuban Ambassador to Iran and EPMG official has signed a joint communique for diplomatic relations. Reyes said: “the historic victory of the Ethiopian people can serve as an example to Africa and the rest of the World”. Maj Mengistu said: “there is a lot Ethiopia can benefit from your Cuban experience” (WikiLeaks, 1975).

2nd Octorber 1975:

There is friction between Chairman Teferi Bante, First Vice-Chairman Haile Miriam Mengistu and Second Vice-Chairman Lt. Col Atafu Abate. The second echelon Viz. Major Sisay Habate and Lt. Col Asrate Desta (WikiLeaks, 1975).

In the last year there been two major coup plots. The two main people against the government, first student development campaign from E.G. Major Kiros Alemayehu and the one in charge of media – Major Nadew Zekarias (WikiLeaks, 1975).

The Derg has struggled with price-control and minerals exploration (financial restraint).The government has been civilian administrative structure down to Woreda(county level). The civilian cabinet has been stable. Below the ministers is now permanent secretary (department manager) and vice-ministers (the same as assistant secretaries). The government is still not consulting the technical experts before public policy statements. They have even announced without checking with Urban Land Reform. Future policy decisions are for rural land reform, nationalization of banks and insurance agencies etc. Also getting less technicians in government to get consensus (Wikipedia, 1975).

22nd October 1975:

Addis has been tense the last three days after rumors of tension between Mengistu and Atenafu. This has threats to dissolve the military council and either both or one of them are arrested. The view the Derg shows the picture of unity to the public (WikiLeaks, 1975).

21st April 1976:

PMAC First Vice-Chairman Major Haile Miriam Mengistu had his first national speech on both Ethiopian radio and TV.

The main points of the speech was how the feudal system of both Menelik and Haile Selassie.

  • The imperialist has used various techniques infiltrating the system with missionaries, teachers, merchants and entrepreneurs, government advisers and experts.
  • The Ethiopian Revolution have accomplished the deposition of former emperor, declaration of socialism, nationalization of means of production and distribution like rural land, urban land and extra houses. A new labor law and formation of Peasant association.
  • Mengistu announced to the public that their scientifically working on making Ethiopia a People’s Democratic Republic.

22nd April 1976: Ethiopian revolution to continue:

Vice Chairman Mengistu has asked for continuing support for it, that authority from center to the provinces. Also still no recognition of the Eritrea which is a special case.

Important part of the programs:

The program is based on far-left militants and also on a Marxist model, and a Workers party is created, which is supreme and has to govern operation of the government. Also the focus on class struggles.

  • Public sector is to becoming bigger and private farms will get more government support.
  • Nationalization of both production and distribution with private incentives are enhanced.
  • Veterans are now offered financial, educational and health benefits.
  • Woman are mobilized for productive work and freed from limited roles that have been available for them.

The Ethiopians problems will be tackled from the devolution from the center of main authority. The Eritrean problem is still not questioned in a special way, it’s seen as a provincial issue. The foreign policy of Ethiopia is remained unchanged (WikiLeaks, 1976).

24th April 1976:

There been unauthorized demonstration that was followed by government warning against “progressive” that takes control over shops and private business. There been attempting of looting stores and shops near Addis Abeba, in Nazareth and Debra Zeit (WikiLeaks, 1976).

Because of this Mengistu has promised free speech and freedom to demonstrate. This led to unreasonable behavior from the public that has threatened the public order. Mengistu himself has said their promoting: “raising revolutionary consciousness of the masses”. The hope is that the Ethiopian Easter weekend which is a family and religious affair which will lead to more calm and less tension – which will last over the weekend (WikiLeaks, 1976).

24th May 1976:

Megistu has had a MediVac to China on the 20th May. What Haile Mariam Mengistu is expected to have it can either be gastritis which can lead to stomach cancer; he could have a brain tumor and also hurt after a gun wound. The unscheduled flight from Bole Airport went at night 22:00 – where it was reported to leave for China. Lt. Col. Atnafu returned to Addis Abeba from Gojjam (WikiLeaks, 1976).

10th September 1976 – Condolences for Mao’s Death:

The Ethiopians sent messages of condolences to Wu The and Hua Kuo Feng. The leaders of the revolution are also being in the Chinese Embassy signing in the condolence book. The message from the leaders is setting Mao on the levels of Marx, Engels and Lenin (WikiLeaks, 1976).

24th September 1976 – Assassination attempt: 

Eyewitnesses tell that there were automatic weapons firing that happened near a football Stadium at 2025 from two civilian automobiles. One was moving west from the revolutionary square. They fired both in the air until they turned south past fourth division headquarters. The followed by an explosion and another further down the road a few minutes later. A dozen store windows broken after the shooting. Following the incidence the EPMG put up a road block in the intersection surrounding the area. All vehicles and passengers are being searched. The roadblocks were taken away the day after (WikiLeaks, 1976).

25th September 1976:

Heavy military control in Addis Abeba this morning after yesterday’s incidence. There has been big patrol activity after the attempted on Haile Miriam Mengistu the day before. Rumors have it that Mengistu has been injured in either leg or foot (WikiLeaks, 1976).

26th September 1976 a staged morning Workers-Rally:

Before the staged morning Workers-Rally there been an ambush on Haile Meriam Mengistu the 23th September. Which wounded him and this lead to Peasant Associations and urban dwellers to meet in the Revolution square in solidarity. It was a four hour event, which was hold tight by armed guards where the speakers spoke on the importance of keeping up the efforts of the revolution. Next troubled date for the PMC will be the 28th when schools reopen (WikiLeaks, 1976).

CIA involvement in Anti-Regime activity:

CIA is supposed to be supporting Placards and EPRP. News broadcast is saying: “EPRP is Cia”(…)”Away with CIA agents, disguised as tourist”(…)”paid CIA agents”(…)”Yankees go home”(…)”No more chills and CIA” (WikiLeaks, 1976).

29th September 1976:

Some rumors has been spread that it was a fake assassination attempt on Mengistu. This happening after the rally is to make him a hero. Also put restraints on the EPRP as a CIA front. There is issued more strikes. It will also be occurring more executions even though none of the would-be assassins. PMAC has gotten more support from the rallies and media this is from the peasants groups and workers. The reaction to it has put EPRP who has been seen as responsible for the attempt. Students might make trouble without the EPRP assistance. The violence of this last week might end up some calm this week (WikiLeaks, 1976).

29th September 1976:

Izvestiya reports also that there was an assassination attempt on PMAC Haile Mariam Mengistu. Also, there was one important sign in one of the demonstrations in Addis: “bring CIA intrigues to an end” (WikiLeaks, 1976).

3rd November 1976 – Afro-Asian People’s Solidarity Organization (AAPS) Conference:

At the conference it was a total of 7,000 or 8,000 peaceful Ethiopian attendance mid-afternoon rally to support and also show solidarity to Southern Africa. Chairman Ato Tesfaye Tadesse who introduced AAPS Second General Yousef El-Sabat, Iraqi Deputy Secretary-General of AASP Nouri Abdel Razzak, Secretary General of ANC Alfred Nzo, Crypriot Dr. Vasses Lyssarides, Soviet Pressidum member Figret Tabeev, Angolan representative Dr. Olga Lina, Vietnamese representative Tran Hoai-Nam, Cuban delegate Ramos Claudis, Yemen representative Anis Hassen Yahya, West German Committee of Anti-Imperialists solidarity delegate  Peter Wal and Delegate of Western European Public Organization Conon Gor (WikiLeaks, 1977).

Main rhetoric from the conference is against racism, imperialism, oppression, praising the Ethiopian socialist revolution and hospitality. We’re they also was supporting complete liberation of Southern Africa. The Vietnamese, Angolan, Cuban and the ANC did not mention the US during the conference. While other made references to the economic ties between Southern Africa and the US. The delegates from abroad are set to establish legitimacy for the PMAC and Mengistu (WikiLeaks, 1976).

2nd May 1977 – TV interview of Haile Meriam Mengistu: 

He will be interviewed by French and Swedish journalists and will be aired on French TV. One of the main questions was related to the Expulsion of U.S. Official Personnel last week. Mengstu has answered to that U.S. agencies whose activities has been terminated and were in Ethiopian on the basis of old agreements with Haile Selassie. The revolution is now clearing out the leftovers from the imperial era (WikiLeaks, 1977).

17th May 1977:

Ethiopian-Vietnamese relations are strong, especially considering the wish from the Ethiopians of getting former U.S. Military equipment from the Vietnamese. There been secret visits from Ethiopian officials to Vietnam. There is not sure if the Vietnamese will support EPMG. A support with to the Ethiopians … they can complicate their relations with PRC and the US (WikiLeaks, 1977).

25th May 1977:

Claude Cheysson from the EEC and was a part of a three person delegation to Addis Abeba the 18th -20th of May. PMAC Haile Mariam Mengistu signed a 30 million Birr aid accord during the visit. This aid accord was based for a rural water development project. This aid accord is part of the already with 280 million birr that will be available for the government of Ethiopia. The EEC program mission was completed in the June of 1976. Then there was put aside 100 million birr. The Amibara agriculture development project which has a aid accord accordingly to be set for a 35 million birr. The EEC follows the guidelines of determines which projects that gets funding. Foreign Affairs minister Col. Dr. Felleke Gedle-Ghorghis: “the government gives priority to rural development. Particularly agriculture, which employs vast majority of the Ethiopian people” (…)” Multi-purpose package programs which provides support to small holder farms through extension, livestock and range development projects”. The projects will be mostly into a agricultural sector, either development with infrastructure like rural roads. Also projects that are about industrial development which is focused on the output of agricultural produce. 10 percent of all the development is going to other then national development but for projects for regional projects. This kind of projects is the once that are on the Lake Rudolph and the Omo to develop tourism (WikiLeaks, 1977).

29th May 1977 – Speech to the Naval College and Military academy gradution:

(This was happing at the Jubilee Palace – Former palace of the Emperor Haile Selassie).

Chairman Lt. Col. Haile Mariam Mengistu saying: “there will be no problem with regard to arms”. Further comments from the Soviet Union and that helped and “won high benefits” because of the Ethiopian revolution. Fear from “reactionary of neighboring areas”. Mengistu focused on the responsibilities to the motherland, secure national unity and also territorial integrity. He characterized American imperialism as an arch enemy and is now in league with reactionary Arab regimes. American imperialism he says: “by cutting its arms aid” (…)”now it’s time when we have to crush anti-revolutionary encirclement with unity and determination stronger then steel and hoist a new banner of victory at price of our blood”. On Djibouti want to forge a stronger relationship with: “neighboring reactionary forces” (…)”to withstand any and every step which might be contrary to national interests of Ethiopia in Djibouti” (WikiLeaks, 1977).

30th May 1977: Meeting with the Egyptian ambassador.  

The position of Ethiopia is that Mengistu is not strong, but if he can last until September, then he can be in a stronger position. PMAC Mengistu has to be effective with the use of the peasant army which is now in training. The peasant army will not be used in Bale-Ogaden region because of the Somali tribesman and the semi-desert where the army would be a disadvantage towards them. The result of the guerrilla war has hurt Ethiopian army and the Ethiopian situation in Bale-Ogaden has been bad for them. Some even describe it as a “bloodbath”. With this situation the civilian-military relationships in Addis could become tense. The Civilians might even use the peasant military army and Kebele Defense Forces to make a move against PMAC. Mengistu went on a two-day visit Libya after being in Moscow; this was to secure funding of Soviet War Material. This is to secure shipment of heavy weaponry from Libya to Ethiopia. Also a possibility for Cuban forces into Eritrea (WikiLeaks, 1977).

17th June 1977:

The East German Politburo member Werner Lamberz together with a two Foreign Affair deputy minister Willerding, Foreign trade deputy minister Clausnitzer, Deputy Planning Commission Chairman Dieter Albrecht and several other SED-Central Committee members. They are on a visit as a delegation from the 13th to the 17th in Addis Abeba (WikiLeaks, 1977).

This delegation has had lengthy discussion with PMAC Chairman Haile Mariam Mengistu and PMAC Second Gen. Capt. Fikre-Selassie Wogderess at both FONMIN and National Palace. Also the delegation went on a inspection tour of the Siga Meda military training (WikiLeaks, 1977).

The Soviet Union has made a EPMG a priority and until this date, been spending great funds on the banking on it and hoping for solidarity, some free advice and also high levels visits. On the negative side the Ethiopian put up a front to the Somali Ambassador during the 15th July. This hasn’t served the Soviet Block interests, and can only lead to more polarization between the Soviet clients in the Horn (WikiLeaks, 1977).

22nd June 1977:

On the OAU African Refugees day on the 20th June Haile Mariam Mengistu called upon the OAU members to ratify OAU convention on African Refugees. At the same time he urged Ethiopian refugees to return home without fear of retribution. Mengistu noted that there is special cases and need efforts in Zimbabwe, Namibia and South Africa (WikiLeaks, 1977).

UN High Commission on Refugees (UNHCR):

There been movement from Somalia and Ethiopia. Eritrean youth, one identified as Kidane Kibrom has stayed in Hargeisa and El Garis Ethiopian Refugee Camps where has for the last 14 months. Kibrom claims 118 Ethiopians has had a hunger-strike in the camps for lack of jobs and training. UNHCR is claiming that the funds they have put for the camp is being used for other purposes then the camp (WikiLeaks, 1977).

6th July 1977 – Mengistu on the Middle East:

Mengistu on the settlement on the Middle East question is that Israel should be recognized, but also a quick withdrawal of forces from the Arab territories since 1967. Also added the Palestinian people have a right to a homeland, but must be a peaceful means in a peaceful settlement (WikiLeaks, 1977).

7th July 1977 – OAU statements: 

Lt. Col Haile Mariam Mengistu was not interested in the interference from Somalia and Sudan on Ethiopian affairs. Mengistu was committed to “special committee” on the problems between Sudan and Ethiopia. This will solve the matter in a way Ethiopia sees fit. Like on the Eritrean question: the position they have is that Sudan wants to assure them independence. Mengistu met with 5 of 9 states in the committee to discredit by most OAU. Mengistu did say at the summit that there was a difference between Sudan and Somalia as problem makers. The Somalian view on rule of law is a total disgrace and has a long standing territorial claim. Where the Ethiopian issue with Sudan is more of a Sudanese leaders where they undermine the Ethiopian unity and territorial integrity (WikiLeaks, 1977).

15th July 1977;

On the 14th of July there has been report of movements from the Ethiopian army. The reports are saying that the army has left the base of Tatek Meda Training base going to Eritrea and Ogaden. The number of army personnel is 83 bus loads of militia bound for Assab. EPMG is reported to reverse the actions in Northern Eritrea, but its most likely to be sent to Massawa. A small contingent of regular army has been sent to Asmara from Jimma in the Southwest Ethiopia. There are even reports of more army movements. The numbers of movement is 16 planeloads (some of them was aircrafts including some 720 BS), even militias are planned to be moved to Dire Dawa. Most of the bridges and highways to Dire Dawa are out of order. Therefore the trainload of 25 cars apparently left Addis Abeba but they will not come whole way directly to the destination of Dire Dawa. They have to hike the rest of the way when the rails are done (WikiLeaks, 1977).

19th July 1977:

Mengistu called in the French Ambassador after seeing the ambassadors from east European countries in Addis Abeba. In this meeting with the eastern European ambassadors he told about the bad situation in Eritrea with the fall of cities of Keren and Decamere. He even complained about the aid the Soviets did not give to Ethiopia. Mengistu also claimed that Somalia Army Units has crossed over the border into the Ogaden. The French ambassador considered the war already had begun. The Romanian Ambassador added that Mengistu had said “Opposition-Controlled the territory including the Omo-Valley and the city of Beica 50 kilometers from the Sudanese border”. Mengistu also claimed that the Eritrean “liberation forces” has gained triple strength because of support from Sudan and Saudi Arabia (WikiLeaks, 1977).

23rd July 1977:

The issues that Djibouti has by the border to Ethiopia are making a lot of trouble. From Sudan has given a non-flight and also no overflight rights for any Ethiopian Registered Aircraft (WikiLeaks, 1977).

Further PMC Lt. Col Haile Mariam Mengistu has received at Grand Palace Issa representative who has described the Somalia attacks as “calculated criminal act on the part of Mogadishu regime”. The Patriotic Media is telling victories stories of Ethiopian revolution and the continued call for voluntary contribution to the campaign (WikiLeaks, 1977).

There seems to sabotage on the Addis Abeba to Djibouti railway. After the Somalian Mogadishu based government has sent infiltrators to blow up bridges along the railway. Though the Sudanese doesn’t seem eager to comply to Mengistu accusation of closing the airspace (WikiLeaks, 1977) .

Issa representative comments: “acts of provocation for the consequence, of which Ethiopia should not be held responsible, reactionary regimes of Sudan and Somalia fully responsible for the deterioration of peace and security in Eastern Horn of Africa” (WikiLeaks, 1977).

From the 25 of June 1977: the final stages of military training of the People’s Militia to fight against the Western-Somali Liberation Front. The Ethiopian People’s Militia fights for peace and stability on the African horn. On the 25th of June the military contribution gets a one-month salary over the one year campaign (WikiLeaks, 1977).

25th July 1977:

PMAC Haile-Mariam Mengistu has from the 23th of July coordinated the Armed Forces and People’s Militia. The Headquarters are set in Harar for the fighting in Eastern Ethiopia and in the northern Ethiopia are located in Asmara. Because of this there was appointed 3 new Joint Commands and 4 new division commanders (WikiLeaks, 1977).

5th August 1977: U.S. Arms assistance to Somalia:

PMC Haile Mariam Mengistu is not happy with the arms supply of Somalia which is seen as a foreign threat. Mengistu stated that the U.S. relationship had with previous government – described as a close cooperation in economic and defense. He had no intention of criticizing the US Government. US failure takes seriousness of Ethiopian security. In Emperors time with Sudan Government used Socialist arms from USSR and China to support secessionist movements in the North. Somalia was amassing arms from the USSR, they have 300 tanks. When Ethiopia asked for help from US Government they got empty handed. Ethiopian has reserved and has no actions towards US. What damaged Ethiopian image was the example of Spencer and Levine who helped Anti-Revolutionary feudalists to flee to Sudan and supplying them with American arms. Mengistu said that EPMG can no longer rely on US supplies. This is to protect independence and national integrity and will look elsewhere for arms. Ethiopia sees this to keep territorial integrity and fear of aggression from its neighbors that the US Government now supports (WikiLeaks, 1977).

8th August 1977:

Former Ethiopian Foreign Minister Kifle Wodajo together with ex-minister Gedamu Tesfare thinks that the west is judging Soviets possibilities to settle the differences between Somalia and Ethiopia. What is important for Mengistu is the power and not Ethiopian nationalism, even with the growing pressure from the Soviet. Even the agents within the Revolutionary Council are partly open to give up parts of the Ogaden. Somalia claims to a larger area then only Ogaden. The set up will be to give the most of of the Ogaden. Kifle believes that the Soviet can on the contrary to the western believe that the war between Somalia and Ethiopian can be solved to Soviets advantages. Even the regimes terror tactics is silences the public (WikiLeaks, 1977).

9th August 1977:

Moscow is seeking to save the Pro-Soviet regime of Lt.Col. Haile Meriam Mengistu from being overthrown or collapsing, especially with last military defeats like the ones in the Northern Province of Eritrea and the disputed region of Ogaden along with the Somalian border. There is a claim is that the Soviet has a deal in order for both Somalia and Ethiopia. This deal will give the most of Ogaden to the Somalia but the significant towns of Harrar and Dire Dawa gets to stay Ethiopian. There has been reaction on the issue from the Somalia President Mohamed Siad Barre. Instead it seems more like the Western Somalia Liberation is supported by the Somalian Government. On next Thursday there will be a special mediating committee of 10 African countries in Libreville, Gabon, where delegation from both Somalia and Ethiopia. Spokesman from Western Somalia Liberation Front says: “we do not expect any pressure and even if they do this, we will not accept it” (…)”out lands extends up to the Awash river and we are not going to compromise. We are going to take back all of our land” (…)”under no circumstances can we stop before taking Harrar and Dire Dawa” (…)”today that Somali territorial claims covered all of the Ethiopia’s four southeastern provinces of Bale, Sidamo, Arrusi and Harrarghe and are not limited to Ogaden region itself”. The disputed area of the Somalia and Ethiopia is 1/3 of the land mass Ethiopia and the equivalent of half of Somalia. The issue that Soviet has that they want to continue two have to Marxist states and not lose either. And with the nationalism in both countries it will be a feat to keep Mengistu in power when losing all that land. Ethiopia claims that Somalia has gone in will full-scale invasion from regular Somali Army Units. The Somalian Government denies this but says that the Front’s army is 30,000-man guerrilla. At the same time the goals and claims of territory from Somalia is the same from both government and the guerrillas (WikiLeaks, 1977).

25th August 1977:

Chairman Lt. Col Mengistu said during a patriotic rally on 24th August. That Ethiopian revolution is supposed to bring equality, justice, democracy and a classless society. Mengistu was also addressing certain groups as masquerading as progressive but in reality is “anti-people” the groups is expected to be EPRP and EDU. Also he was direct on the Eritrean secessionist which he called aristocratic and ex-patriotic control over Eritrean production. External enemies are set to be Bare and Somalis (WikiLeaks, 1977).

“It sad commentary that even USA which championed Ethiopia’s rights in 1935, has today betrayed its own cardinal principles, and reward aggression by refusing to deliver weapons bought by Ethiopia for it own defence. Such attitudes will only add fuel to the flame and disturb international peace and security. Indeed it is an unwise act from so great a height” (WikiLeaks, 1977).

If the US Government wishes to have a normalized bilateral relationship with the Ethiopian government, then it has to become a link between two. Especially with Ethiopian sending a ambassador they intend to send to Washington (WikiLeaks, 1977).

31th August 1977:

There have recently been small insurgencies from Somalia in Ogaden region. Ogaden region is in flames. Policies been announced on the 10th and 17th from the State Department Spokesman. The ambassador (the U.S.) is refraining from supplying arms to Somalia. Further on thinks the ambassador that the U.S. government should not take sides in this dispute between Ethiopia and Somalia. Berhanu Bayeh says that the immediate concern is that US Weapon and spare parts. The holdings of arms have been occurring during the last ten years. Because of that the people of Ogaden has suffered because of this. The Ethiopian Army has gone after the invaders, but has issues with having equipment. Now lacking the defensive arms that Ethiopian army gotten earlier from the US Government. Mengistu wasn’t in the way of ordering new shipments of arms. This was more honoring older contracts and sending both ammo and spare parts to the Ethiopian Army. Also, that the arms would be delivered and resumed immediately (WikiLeaks, 1977).

There has been official Ethiopian Ambassador in Washington, USA. This is since 10. February 1975 (WikiLeaks, 1977).

19th September 1977:

There been rotations and new appointments in the government there is 32 who are both civilian and military that are changing positions. This is three ministers, an Armed Force Chief, Air Force Commander and 16 Ambassador-designated (WikiLeaks, 1977).

4th October 1977:

The Nigerian Federal Commissioner for Internal Affairs Alhaji Umaru Shinkafi was in Addis Abeba the 3rd October. The Nigerian President Gen Olusegun Obasanjo sent a special message to PMAC Haile Mariam Mengistu. In that message it was details on his mission to establish normal relations between Somalia and Ethiopia. Make sure that they follow the good progress for the meetings in Gabon in August and follow up these. Still with these negotiations happening there is still heavy fighting in the Ogaden. Ethiopia will like the Nigerian efforts both for Inter-African but also on an international perspective (WikiLeaks, 1977).

31st October 1977:

Cuban Foreign Minister Malmierca is reporting that Mengistu will shortly take a trip to Cuba to meet Castro. This will escalate the presence of Cubans in Ethiopia and might make a difference in the friendship between the nations. This visit from Mengistu might not deliver any change to the relationship if the comments from US Policy Advisor Alfredo Ramirez Otero. Even Castro doesn’t have a specialty for Africa in any way politicially. The Cubans has already a tiny presence in 300 “teachers”. There is a big possibility that the Cubans have forces fighting the Somalian for the Ethiopians. The Cubans want to have talks between the Government of Somalia and the Government of Ethiopia. It is accepted that the Soviet and Cubans have told Mengistu has to show moderation towards the US. The Cubans are opposing the struggle against the Ogaden and the Eritrean. Malmierca has said “that the Ethiopian and Somalian should get into some talks” (WikiLeaks, 1977).

25th November 1977:

The Ethiopian Foreign Minister Felleke Gedle-Ghiogis will be in Sierra Leone for a OAU Ethio-Sudan Committee meeting (WikiLeaks, 1977).

28th November 1977 – Italian Communist Party visit Addis:

The Italian Communist Party has favored the Ethiopia over Somalia. Italian Communist leader Giancarlo Pajetta a MP in Italy has visited Ethiopia. The plan was made by Berlinguer and a Derg Representative. It was on the 60th Anniversary celebration in early November in Moscow. The Italian Communist Party has been unsure about the Ogaden war and the Ethiopian Revolution. The Italians have traditionally supported the Somalia’s and the road to Socialism and the alliance with Moscow. Because of the visit they now show their full support of Ethiopians. Pajetta feels the PMC Mengistu devotion to the world communist cause. The Italians has tried to get the Ethiopians to have talks with the Somalis. The Ethiopians will not discuss anything with them until the forces from Somalia are out of the territory. Pajetta had hope that the friendship with Ethiopia would open it up talks. The visit of Pajetta most important effect is that the PMC will have the Moscow support of EPMG and also support the Eritrean liberation force PLF. They want to give them autonomy from Addis. There have also been no words that Pajetta also went to Mogadishu (WikiLeaks, 1977).

14th December 1977:

Haile Mariam Mengistu told two U.S. congressmen: “it is not our objective to cross our borders once we have thrown the Somalis out of Ethiopia. We intend to repeat the same mistake as the Somalis”. Mengistu stated further: “Policy of non-aligment” (…)”Peace, equality and social justice” (…)”A struggle is going on at every level between those who would like to see the old reinstituted and those who are determined to protect the revolution” (…)”intent and the objective of the revolution have been remain the restoration of Human Rights to the greatest majority of the Ethiopian people”. Representative Bonk from the congress is hoping for a peaceful solution in the Ogaden region, the Chairman of the PMC Mengistu said it wasn’t necessary to involve the OAU in the conflict (WikiLeaks, 1977).

24th December 1977:

Said Barre went on a visit to Madagascar where he hold a speech at the international airport in Antananarivo where the message was “Other party (Ethiopia)” should also come to Madagascar. Barre said the talks with the Madagascar government officials where he said: “the great questions of today notably concerning eastern Africa, the Somali-Ethiopian conflict, Somali-Malagasy relation” (WikiLeaks, 1977).

It’s not a one-night’s affair to fight corruption – Companies and civil servants in bid for something extra

We live in a day and age where we have global companies. The great nations with giant economic systems: Even civil servant can get extra money in exchange for some easier way to handle business in the territory. We all know it happens from time to time. From land to land, town to town, village to village etc. So here we are and I got some stories to tell.

In China the only and leading party the Chinese Communist Party, they are going after the biggest fish now. The corrupted man is supposed to be Zhou Yongkang former Security Chief and Oil Czar. The party is doing this they say for “disciplinary violations”. He rises in power through the national oil company China National Petroleum Corp. President Xi Jinping is doing this after his pledge of fighting corruption in 2012 (Leavenworth, 2014).

In U.S. a former up and coming GOP candidate to the national Republican Party is set for trial for a corruption case. Bob and Maureen McDonnell they are charged for using their office to gain money and gifts in exchange for influence. Before indictment Bob repaid $120,000 and then dined any wrong doing. The prosecutors have found 615 items of luxury value (O’Dell, 2014).

Even Smith & Wesson Holding Corporation has agreed to pay up for fixing deals on offering international clients bribes to secure the agreements for law enforcing and military contracts. They agreed on 28. July to pay the sum of $ 2,000,000: this for breaking the Foreign Corrupt Practices Act (FCPA). S&W hired a third party agent in Pakistan to give a police department $11 000 worth of guns this resulted in selling a total of 548 guns to Pakistan worth a total of $ 210 980, that mean they earned $ 107 852. The company did also certain activity in Indonesia to a third party agent there. Also in Turkey they sent someone to sell handcuffs and firearms to the police. They also used third party agents who did activities in Bangladesh and Nepal to get contracts (Terrill, 2014).

In Trinidad Jack Warner keep humming. This time not involved in FIFA cases. The last local election and allegations of corruption, Jack Warner is now the Chairman of the independent Liberal Party. He is ordered to pay Faaiq Mohammed $ 220,000 in damages, also $ 42,000 in legal cost. Mohammed has said to the press: “It will not deter me. It probably should not have been but it has not deterred me. I will continue to work hard and work towards helping the people and serve the people. So far I am doing a pretty good job at it and I am hoping to continue, and before my term is up I will be one of the best councillors within Trinidad and Tobago” (Ramdass, 2014).

In Vellore, India in search for water and drilling water. The companies who is pumping and setting up the drilling is paying officials into pockets after recent reports. CPM district secretary A.Narayanan is saying this: “We charge between Rs 80,000 and Rs 90,000 to sink a 500-foot borewell”. The cost for a sinking borewell Rs 72 lakh for 36 borewells and its cost for each borewell price of total Rs 2 lakh. The politicians after the word of A. Narayanan: “It is obvious that Rs 2 lakh to Rs 3 lakh per work would go to the corrupt officials and ward Councillors. The amount would be shared among everyone in the Corporation” (Chitharth, 2014).

In New York, a French man was arrested for two years in connection with bribing in Guinea, where the French man worked as an advisor for the mining corporation BSG Resources. He admitted to try to bribe Mamadie Toure, the widow of the late president Lasana Conte. This was in efforts to try to get contracts to large iron ore deposits BSG Resources. The company had business on the northern parts of Simadou mine. The Guinean government is now planning new auctions on the area. Even though the company BSG Resources is claiming they did nothing wrong (Ax, 2014).

Now, I have told enough stories right. It isn’t any local problem. It’s global. We’re living in a global village. Companies are worldwide and using any kind of practices to get an upper hand and earn a few extra shillings here and there. Government officials using their jobs and opportunities to earn something honor for good civic duties in the name of their position. While we’re sitting and often doesn’t grasp what that really happening and what it might do to our society as a whole. But that is enough from me today..

WikiLeaks – The reports from 2007-2009 about the Presidental aspiration of both Uhuru Kenyatta and Raila Odinga

Well, today is this blog in the name of WikiLeaks. For the simple reason the documents I found was to interesting to not be addressed and take the quotes which give an impact on how the Americans address the pre-election Kenya. This is the Election which Uhuru Kenyatta the chairman of the Kenya African National Union (KANU) and William Ruto the leader of the United Republican Party (URP) their Jubilee Coalition won over Rail Odinga and his Orange Democratic Movement (ODM). But here are the quotes and transcripts that were interesting in hindsight of history and also seeing the view of the US into the matter.

Odinga’s Presidental Plans and how sees the opportunity to win the election:

“The Ambassador told Odinga the United States remains optimistic that there will be a credible, positive electoral process, and urged Odinga to continue speaking out against violence and exploitation of tribal politics. The Ambassador commended Odinga for having delayed a huge rally planned for Nairobi because it conflicted with a planned pro-Kibaki rally, rather than risk confrontation. (The rally was held in Nairobi,s Uhuru park October 6, with an estimated turnout of over 500,000.) The Ambassador emphasized the U.S. interest in moving quickly to coordinate post-election priorities should Odinga be elected” (…)”Odinga, who just days before the lunch suddenly emerged in polls as the front-runner, said he is anything butoverconfident. He commented that polls are not always accurate, and he said he recognizes the formidable governmental machine and the money behind Kibaki,s campaign. However, Odinga said that his Orange Democratic Movement (ODM) party is better-positioned overall to win than is Kibaki,s newly created coalition Party of National Unity (PNU)” (…)”Odinga said that ODM is doing its own weekly polling both on issues and specific races. The ODM polls track closely with the national polls showing him significantly ahead of Kibaki. Odinga,s comments reflected something we have heard from numerous other sources: that the ODM,s &war room8 and strategy are at this point far better organized than Kibaki,s effort, which is rent by internal divisions. Odinga described these divisions in some detail, noting that there are at least three competing groups seeking to dominate the campaign: the technocrats, the so-called Kikuyu elders, and several key financial backers. As a result, the Kibaki campaign has been disjointed and without a coherent message, Odinga said”(WikiLeaks, 09.10.2007).

Odinga is working to achieve victory on the first ballot, but is simultaneously working on a strategy to deprive Kibaki of 25 percent of the vote in at least four provinces, which would force a run-off (…)”Odinga is working to achieve victory on the first ballot, but is simultaneously working on a strategy to deprive Kibaki of 25 percent of the vote in at least four provinces, which would force a run-off. Odinga noted that his and Kibaki,s base votes are about 30 percent each, emanating from their respective tribal groups, the Luo in Nyanza province and Kikuyu in Central province” (09.10.2007).

Odinga feels (in an opinion that is widely shared) that former President Moi,s support for Kibaki in Rift Valley may prove counter-productive with Moi,s Kalenjin tribal group there, and Odinga claimed he will get 80 percent of that vote” (…)”dinga cited the danger of misuse of government resources and said local chiefs have been told by Minister of Security Michuki that they will lose their jobs and have to be elected (they are appointed now) if Odinga wins. Kibaki and his team are also warning that Odinga,s support for &majimboism8 (strong local autonomy) will create chaos and reinforce tribalism. (Note: “Majimboism” was first promoted, unsuccessfully, immediately after independence by those who wanted to deny land ownership and other rights to Kenyans deemed not indigenous to a region” (WikiLeaks, 09.10.2007).

“Odinga is part of the same traditional political class as Kibaki. His hands are not clean, though perhaps relatively cleaner than some. While he says he understands the need to reassure groups which feel threatened by his possible election, an Odinga victory would constitute a sea-change for Kenyan politics in several respects. It would be the first time a sitting President lost an election and handed over power to the opposition. It would represent a seismic shift in Kenyan tribal politics. Paradoxically, his election would in one sense be the result of the worst kind of tribal politics (playing up anti-Kikuyu resentments), but in another sense it might actually represent progress through Kenyans demonstrating their willingness to &try another tribe,8 a comment widely heard in different parts of the country. The responsibility would then be heavily on Odinga to prove his commitment to improve the welfare of all the people of Kenya. We should also reflect on our own rhetoric regarding the maturing of Kenyan democracy and our faith in the ability of the relatively well-educated Kenyan electorate to set the nation,s agenda for the next five years” (WikiLeaks, 09.10.2007).

Cabinet question:  

“Annan remains intensively engaged by phone with the two leaders, and I am coordinating closely with him. We are supporting various efforts underway to bring about another meeting between Kibaki and Odinga to iron out a cabinet deal” (…)”Kibaki and Odinga have agreed on a cabinet size of 40, with each side getting 20 positions. Odinga insists that for the sake of real power-sharing he must receive at least a few of the highest profile ministries. Kibaki has not offered any of these, and insists that what he put forward is fair”(WikiLeaks, 09.04.2008).

Cabinet Question Part II:

“Uhuru Kenyatta, who currently holds Local Government and is a presidential aspirant, does not want to give up this powerful ministry. Kenyatta is important to the cohesion of Kibaki’s Party of National Unity. Martha Karua, who is also a presidential aspirant and who was Kibaki’s lead negotiator in the Annan-led talks, holds Justice and Constitutional Affairs and does not want to relinquish it. Kibaki sees Foreign Affairs as his personal domain. Odinga is under enormous pressure from William Ruto, who is key to the crucial support Odinga has in Rift Valley. Ruto feels threatened by the government’s allegations that he was involved in organizing and supporting the Rift Valley violence which followed the election dispute” (…)”Kibaki repeatedly insisted that he has offered all that he can. He said the problem is that Odinga keeps changing his conditions and demands for an agreement (moving the goal posts, though he did not use that expression). Kibaki sounded patient and exasperated at the same time. “His behavior has put me in an impossible position,” Kibaki said. “I do not want to create another crisis by being the one who makes this deal not succeed.” Kibaki went on to say that “I’ve reached a point where I cannot change, because if I do I will look useless to my people. I will lose all my credibility” (…)”Kibaki did, however, leave the door open. “I want to move this country forward,” he said, “and I know that I cannot do that without a deal with Odinga. For the sake of finalizing an agreement, I might be willing to make additional concessions on ministries,” he continued, “but there is no guarantee that Odinga would not simply take that and then put on yet more conditions” (WikiLeaks, 09.04.2008).

Kibaki thanks USA for setting up the talks:

“Kibaki expressed great appreciation for all the efforts the U.S. has been making to help Kenyans, and asked me to talk to Odinga to get him to accept what is on offer” (…)”Kibaki said that I could also tell Odinga that he (Kibaki) is willing to make additional ministerial changes within 2 months following installation of the cabinet” (…)”Kibaki claimed that there will be more Kalenjins (people from Rift Valley) in the government once Odinga is prime minister than there has ever been before. This, Kibaki maintained, would benefit Odinga and strengthen his credibility by showing results” (WikiLeaks, 09.04.2008).

Odinga talked with Ambasador over lunch:

“Odinga agreed with this assessment saying that, in some respects, it mirrored his own situation” (…)”Odinga said he is reluctant to meet with Kibaki again unless there is a strong prospect of reaching agreement. He proposed having two people from each side meet to work out a final agreement” (…)”I talked at length with Odinga about the advantage he will have once he becomes Prime Minister, almost regardless of the specific nature of the cabinet appointments. He agreed with this, but said that accepting a deal without the 2-3 ministries he wants would risk splitting his party and thus weakening his leverage within the government and within Parliament” (WikiLeaks, 09.04.2008).

Annan following up the Cabinet deal:

Annan urged Kibaki and Odinga to meet again, and he urged Kibaki to yield at least a couple of the high profile ministries. I have been in frequent touch with Annan, and we are closely coordinating efforts. The evening of April 8, Annan told me it may become necessary for him to come to Kenya at some point to press Kibaki and Odinga to finalize a cabinet deal. He had planned to come for the planned April 12 swearing-in of the new cabinet and Prime Minister. Annan expressed great appreciation for the Secretary’s continued engagement, saying it is essential to SIPDIS moving Kibaki and Odinga forward” (WikiLeaks, 09.04.2008)

“After the unsuccessful Kibaki-Odinga meeting on April 6, both sides went public. That evening, Kibaki and Odinga made positive statements emphasizing their commitment to reach a cabinet deal and urging the Kenyan people to remain calm” (…)”The impasse over the cabinet has heightened tensions, and sporadic violence flared in several places on April 8. This did not become generalized violence, and the country is currently calm. A very positive corollary to these rumblings of unrest, however, is the mounting chorus of voices from supporters of both sides, and indeed from Kenyans everywhere, echoing our pressure and demanding that their leaders resolve this impasse immediately” (WikiLeaks, 09.04.2008).

Leaders & Signals:

“Both President Kibaki and Raila Odinga are demonstrating a strong commitment to implement the political accord signed on February 28th” (…)”Kibaki and his team have been referring to Odinga as the “prime minister-designate,” even though the implementing legislation had not yet been passed by Parliament” (…)”Parliament on March 18th passed legislation amending the constitution to create the positions of prime minister and two deputy prime ministers (see ref B). President Kibaki and Odinga, both MPs, participated in the friendly and constructive debate on the bill, and set a very positive tone” (…)”Odinga will be sworn in as prime minister next week, and that the composition of the cabinet will be announced at that time” (…)”Formation of the coalition government is one among a number of steps needed to implement the accord. The other two main areas of implementation include formation of three commissions (on election irregularities; on election violence; and on truth, justice, and reconciliation), and moving ahead with the institutional reform agenda (constitutional, electoral, land, and related issues)” (WikiLeaks, 20.04.2008).

Annan and the Nigerian Foreign Minister:

“Former Nigerian Foreign Minister Oluyemi Adeniji, who Annan asked to work with the parties following his departure, has been ably chairing the continuing talks on the reform agenda. Annan is remaining in touch with Kibaki and Odinga, and has made clear that he has not abandoned the process. To continue this process, formation of a formal “Secretariat of Eminent Persons” with AU and UN personnel, as well as outside experts, will follow the implementation of the coalition accord. Odinga & Kibaki – Safricom and Aid:

“On March 14, Odinga dropped his earlier opposition and signaled his support for the March 28 launch of the Safaricom initial public offering, which will provide the GOK with $770 million in badly needed cash for the budget” (…)”Kibaki and Odinga jointly chaired a meeting with donors and international financial institutions on March 17. As reported septel, they appealed for approximately $480 million in support. At the meeting I circulated a paper laying out the humanitarian assistance that we are providing and making clear our commitment of $25 million in new assistance” (WikiLeaks, 20.04.2009).

The Corruption story of Muhwezi and Mukula amd the NRM:

Many Ugandans were happy to see Muhwezi and Mukula, members of the so-called “mafia”, arrested for corrupt activities” (…)”oo Much or Inefficient Corruption. Kategaya and Musa Ecweru, Minister of State for Relief and Disaster Preparedness, told P/E Chief the core issue was that Muhwezi, Mukula, and Kamugisha took more money than they had been authorized and failed to account for it. Muhwezi had been found “not politically responsible” in a Cabinet white paper follow-up on the Global Fund Investigation report in March. According to the Kategaya and Ecweru, the debate within the Cabinet over Muhwezi’s fate was heated, but that ultimately a majority of ministers rallied behind Muhwezi because they themselves could be implicated for corrupt activities. The President accepted the Cabinet recommendation, but still wanted to find a way to “clip Muhwezi’s wings.” The President decided that the use of the immunization fund for personal gain would provide a strong case against Muhwezi” (…)”Succession Politics. Another possibility, and not excluded by other theories, was that the arrests were an attempt by President Museveni to remove potential successors. This includes both Jim Muhwezi and First Lady Janet Museveni. Both have presidential ambitions and both profited beyond Museveni’s expectations from the embezzlement. Muhwezi’s financial independence, alleged ties to the Forum for Democratic Change’s Kizza Besigye, and the perception that he was advancing his own political ambitions rather than the ruling party’s could have contributed to the decision to arrest him at this time. Several Cabinet members say that Muhwezi, the former Chief of Military Intelligence, has been allowed to get away with corrupt activities because he has files on key political players and the First Family and has threatened to use them” (…)”The NRM-dominated Parliament also selected Muhwezi to head the Parliamentary Group for the Commonwealth Heads of Government Meeting. One Cabinet member told PolChief that there are signs of other politicians rallying to Muhwezi’s side because they fear they could be next in line for an arrest warrant. Ugandan Boarder Tension:

“Museveni and his Congolese counterpart Joseph Kabila met in Tanzania to discuss border issues after Congolese military units moved a border demarcation four kilometers into an agreed-upon no-man’s zone on the Ugandan border” (…)”Lt. Gen. David Tinyefuza, Museveni’s security czar, reported to Museveni that Congolese units allegedly erected a border crossing four kilometers on the Ugandan side of the border. However, a team of security officials led by Deputy Director of the External Security Service Emmy Allio, who is from West Nile, determined that the Congolese had not moved the demarcation posts into Uganda, only into the agreed-upon no-man’s zone. In his report to President Museveni and the Minister of Security Amama Mbabazi, Allio argued that the GOU should not “make a big deal” out of the incident. He found that the powerful Governor of Ituri ordered the move, with backing from some elements in Kinshasa, but that Kabila was likely unaware” (WikiLeaks, 21.05.2008).

”According to a joint statement released by the Ministry of Foreign Affairs, Museveni and Kabila “noted with satisfaction” that progress had been made in the border demarcation process. They pointed to the Fifth Session of the Joint Permanent Commission in Kampala December 12-15, 2007, the Joint Border Remarking Committee in Bunia and Entebbe, and other bilateral engagement on the issue as evidence that efforts to find a diplomatic solution to the border question were ongoing” (…)”Museveni and Kabila agreed to accelerate the co-administration of the Rukawanzi Island as the demarcation process takes place. Situated on Lake Albert, Rukawanzi Island was at the center of the August 2007 border flare-up that led to the Ngurdoto-Tanzania Agreement. The Oil-deals and Boarder Tension:

“The most recent border tensions comes in the wake of Kinshasa’s decision to revoke an oil exploration concession to a neighboring block in eastern Congo’s oil-rich region that it had granted to Tullow Oil and Heritage, two of four oil companies operating in western Uganda. The Congolese government awarded the tender to South Africa’s state oil company PetroSA, claiming that Tullow and Heritage violated Congolese territorial waters on Lake Albert (refs A and B), (WikiLeaks, 21.05.2008).

Museveni’s Plan to “Ring-Fence” Bunyoro:

“An internal July 15 memo from Ugandan President Museveni has deepened the ethnic divide between groups living atop newfound oil reserves in Uganda’s Western Region.  The memo, which was leaked to the press on August 2, instructs the Minister for Presidential Affairs to consider restricting key elected offices – including parliamentary seats – in what was once the Bunyoro Kingdom in Western Uganda to ethnic Banyoro only.  The memo also recommends preferential land ownership rights for ethnic Banyoro for the next twenty years.  Museveni’s memo may have been designed to appease, or perhaps distract, Banyoro leaders angered by long-standing land disputes and the government’s continued refusal to reveal plans for oil revenue sharing (reftel)” (…)”Museveni has not backed away from the idea of investing specific ethnic groups with special electoral privileges in Western Uganda, and several members of his Cabinet who hail from Bunyoro have ratcheted up pressure on Museveni to move forward with his proposal. Museveni’s apparent willingness to consider rewarding one ethnic constituency by disenfranchising many others reinforces concerns about his re-election strategy for 2011 and Uganda’s commitment to the transparent management of impending oil revenues” Sampson/WikiLeaks, 19.08.2009).

”Two other individuals of note reportedly also spoke at the August 15 Bunyoro Symposium: the Bunyoro Kingdom’s spokesman Henry Ford Miriima and Presidential Advisor on Land Issues Kasirivu Atwooki. In recent days Miriima has advocated for taking President Museveni’s “ring-fencing” idea even further, arguing that non-Banyoro living in Bunyoro should assimilate into Banyoro culture and adopt the Banyoro language of Runyoro” (Sampson/WikiLeaks, 19.08. 2009).

Tension because of Museveni’s plan to “Ring-Fence” Bunyoro:

“Tensions between the Banyoro and “immigrant” populations in Bunyoro have been simmering for some time. President Museveni’s memo significantly heightened these tensions by elevating them to national prominence. Explanations of why Museveni seized on the Bunyoro question now, after more than two decades in power, focus on two topics: elections and oil. Using Uganda’s 2002 census as a guide, one local news magazine noted that the Banyoro are in fact not marginalized and that ethnic Banyoro hold 10 of the 14 parliamentary seats from the four districts that make up the Bunyoro Kingdom. Although Banyoro appear to be the largest ethnic group in these districts, they do not hold a majority. Restricting elected offices to only ethnic Banyoro would therefore disenfranchise a majority of the population resident in these districts” (Sampson/WikiLeaks, 19.08. 2009)

“Captain” Mike Mukula, disgraced former Ugandan Health Minister and current National Resistance Movement (NRM) vice-chairman for eastern Uganda, warned that the 2011 presidential elections will be worse than the deeply flawed 2006 presidential contest. Mukula, whose political reputation was battered by the 2006 Global Alliance for Vaccines and Immunization (GAVI) scandal, said the September 10-12 riots provided a brief preview of one potential election scenario. He also said President Museveni’s popularity was decreasing within the NRM, and speculated that Museveni may be interested in setting up his son, Muhoozi, as dauphin. Mukula said Museveni ultimately listens to only two countries – the U.S. and the U.K. – and urged the U.S. to pressure Museveni to reinstate presidential term limits. Mukula himself, however, hopes to run for president in 2016″ (…)”Mukula lost his Cabinet post in 2006 and was briefly imprisoned in 2007 after being accused of diverting USD 1.5 million from the Global Alliance for Vaccines and Immunization (GAVI) program to NRM coffers. Describing himself as Museveni’s “fall guy,” Mukula blamed his involvement in the GAVI scandal on Museveni’s need to placate international donors concerned about corruption, and his own rising popularity as evidenced by a newspaper poll that listed Mukula as more popular with the NRM faithful than the President” (…)”Now the NRM’s vice-chairman for eastern Uganda and a key member of Museveni’s re-election campaign, Mukula complained that there is no separation between the NRM and Ugandan state institutions. He called the military Uganda’s “fourth estate” and said Museveni regards the army as his personal political party. Mukula highlighted the complete dominance of Museveni’s Banyankole ethnic group throughout the government, military, and business community, and asserted that the NRM now serves as nothing more than platform for the President, springing to life only during election campaigns” (…)”Bukenya, an ethnic Baganda, as the NRM’s most popular leader. He said Museveni kept Bukenya on as his Vice President to keep tabs on Bukenya’s potential presidential ambitions” (…)”Mukula said the recent political moves made by Museveni – from pandering to ethnic Banyoro along Lake Albert (ref. A), to the recognition of the Rwenzururu Kingdom in southwestern Uganda and the decision to support the minority Banyala’s quest for autonomy from the Buganda Kingdom (ref. B) – were all designed to obtain the two percentage points needed to push Museveni from 49 to 51 percent during the first round of voting in 2011” (…)”Mukula said Museveni was increasingly patterning himself after Robert Mugabe and wants to position his son, Lieutenant Colonel Muhoozi Kainerugaba Museveni, as his eventual successor. Muhoozi returned from the U.S. Army Command and General Staff College in mid-2008 to assume command of the new Special Forces, a still-murky component – or potentially entirely separate unit – of the praetorian Presidential Guard Brigade comprised of all the PGB’s elite, technical, and specialized non-infantry capabilities. Noting that Muhoozi may still be too young to mount a credible presidential bid in 2016, Mukula again volunteered that he had presidential ambitions of his own for 2016” (Sampson/WikiLeaks, 23.09.2009).

The Oil-deals between ExxonMobile/ENI/Tullow/Heritage Oil Company with corruption and deals made with the Ugandan Government:

“A December 17 report by the External Security Organization (ESO), which Intelligence Coordinator General David Tinyefuza allegedly forwarded to President Museveni, says Security Minister Amama Mbabazi is “eyeing” a $200 million commission for securing a deal between Heritage Oil and the Italian firm ENI” (…)”confidential Ugandan intelligence report on negotiations between Heritage Oil and the Italian oil giant ENI (see attached document and reftel). Tullow has previously expressed concern that ENI is using illicit payments to Ugandan officials to obtain government authorization for purchasing Heritage and depriving Tullow of oil holdings in Lake Albert” (…)”The report says western governments – including the U.S., U.K., Sweden, and France – oppose the opaque ENI deal, that Tullow hopes to sell 50% of its Ugandan holdings to ExxonMobil, and that ENI offered Ugandan officials facilitating an ENI-Heritage agreement a $200 million “commission” (…)”The report claims that Mbabazi is using a front company belonging to the European owner of Asante Oil, and that ENI representatives distributed “fat envelopes” to a number of visitors – including Energy Ministry officials, representatives from the Office of the President, journalists, and Bunyoro Kingdom officers – while installed at a safari lodge in Murchison Falls National Park close to where drilling has occurred. NOTE: EconOff witnessed ENI’s presence at this lodge during a trip to Murchison in early December. END NOTE. Much of the report highlights ENI’s Libyan ties and accuses Qadhafi of funneling money to the Bunyoro and Buganda Kingdoms to destabilize the Museveni regime. The final two sections of the report purport to “show how ENI corrupts a country’s leadership and forces them to take unpopular selfish policies,” and the “dangers” of an ENI/Libya deal” (Sampson/WikiLeaks, 13.01.2010).

Continuation of Mbabazi and Government involvement in Oil-Deals:

“We believe Mbabazi is positioning himself for a significant payoff, but the security report is undermined somewhat by Tullow’s apparent involvement in its drafting. In December, ExxonMobil said it lacked concrete evidence that its Ugandan interests have been harmed, but noted that ENI’s involvement has had a negative impact. If the Heritage-ENI sale proceeds unchanged, it will significantly reduce the value of Tullow’s Uganda holdings, zap ExxonMobil’s interest, and put Uganda on the road to rampant oil sector corruption” (Samson(WikiLeaks, 13.01.2010)

“President Yoweri Museveni has ordered the freeze in order to protect the rights of locals, whose tenure continues to be threatened by the influx of business people interested in the oil-rich land, Stephen Birahwa, a lawmaker representing Bulisa told Dow Jones Newswires” (WikiLeaks, 29.05.2011).

North Korean victories over USA(they claim and other democratic suggestion from the DPRK-KCNA)

Spokesman for U.S. State Department Assailed for His Invectives against Election in DPRK

Pyongyang, March 13 (KCNA) — The spokesman for the DPRK Foreign Ministry gave the following answer to a question put by KCNA on Thursday as regards the invectives let loose by the spokesman for the U.S. State Department against the election of the deputies to the Supreme People’s Assembly (SPA) of the DPRK: As already reported, the election of the deputies to the 13th SPA successfully held on Mar. 9 in the DPRK strikingly demonstrated the absolute support, deep trust and indomitable will of the service personnel and people of the DPRK to remain single-mindedly loyal to the respected Comrade Kim Jong Un, holding him in high esteem as the unitary center of the unity and leadership. All its citizens of the DPRK took part in the election to consolidate as firm as a rock the people’s power chosen by themselves, fully enjoying their rights as the genuine masters of the state and society, and voted for the candidates with loyalty and patriotism. The spokesman for the U.S. State Department was so impudent to say that there is no democracy as regards the election of deputies to the SPA. This is nothing but a ridiculous jargon of those who can not understand the advantageous election system of the DPRK as they are engrained with repugnance toward the Korean-style socialist system. The U.S. had better feel ashamed of the American-style election which decides everything with fraud and swindle and its dollar-almighty election system in which a duck on a pond can be a president if it has money, and mind its own affairs before impudently finding fault with others. No matter how desperately the U.S. may try to slander the social system of the DPRK and pull it down, its single-minded unity will be further consolidated and Korean-style socialism centered on the popular masses will emerge victorious.

My thoughts on the press-release:  

This memo or press-release from KCNA is iconic. It’s a classic. You should print it and put into a glass-frame. That there is tension between the Democratic People’s Republic of Korean (DPRK) and the United States of America (USA). That the USA is slamming North Korea’s voting practices shouldn’t come as a surprise to anybody. But that DPRK is saying that the people choose and voted for the candidates, that the Supreme People’s Assembly (SPA) is literary picked by them, one candidate in each districted, gotten handpicked by the party, then all people of the republic told to vote for them. That is sure some kind of loyalty, patriotism it’s not because well, I am sure there a capital punishment if you are not voting, kind like the ones in Greece where you are fined for not showing up. But, I am not talking about Greece today, I am talking about DPRK and USA. That USA spokesman doesn’t understand the North Korean democratic model isn’t the truth. Not that USA has a clean model and could get some scrutiny. The issue that it’s comes from North Korea. Another funny fact calling it ridicules jargon from the spokesman. Then claiming the money controlled and fueled democratic model of USA. Which has some truth behind it – because if you’re a serious candidate you need funding on high level of corporate mega giants to solve the monies issue of a campaign. So the KCNA is telling a certain truth, but they are not the right folks to discuss it. So that the USA is “slandering” the “social system” of North Korea shouldn’t be a big talking point of any election model or refined people’s choice of leaders. It’s a third generation Head Chief, El Presidente or the Head Narrow-minded in Charage(HNIC). Kim Jung-Un is far from a democratic elected president of his republic. Neither what his press agency comments and says it’s still not switches the facts on the ground. That KCNA is talking about the single-minded unity (then I’m thinking about not democratic societies because they have a unity based on fear) and about Korean-Style socialism (back to the first one with the fear based society). That USA doesn’t have total unity is just looking at the different bases of Republican Party and also the Democratic Party, the minor ones and a few independent ones who doesn’t get enough credit by anybody for trying to beat the two parties who run the shinding called Washington, White House and Capitol Hill. So here we are at the issue of the SPA and résumé of Capitol Hill or the Congress. When KCNA will claim the North Korean will win and be “victorious”, I got to be honest that is far-fetched. USA isn’t the cornerstone of any democracy, but calling North Korean that would be insulting to Plato, Archimedes, Benjamin Franklin and George Washington. I think Wesley Snipes has to learn them a lesson, maybe Dolph Lundgren can show some skills. Peace.
