Opinion: Museveni has a lot’s of plans, but he never follows any of them

Why do you talk of 2040? This is for the “bamulyabyengedde” (technocrats). It is not for me, me I know we can hit it even by 2030. Not only hit it but also exceed” – President Yoweri Tibuhurwa Kaguta Museveni (04.12.2021).

Ever since the launch of the 10 Point Programme, the National Resistance Movement/Army (NRM/A) have shifted their programs, plans and whatever strategic document to fit the donors or the international community to get fiscal support to run the government.

The Movement and it’s government have released such huge and vast programmes. They have launched three National Development Plan (I, II & III). The same government have unleashed Vision 2020 and Vision 2040. While also never addressing the “fundamental change” promised with the 10 point programme. So, we can easily see there is no lack of planning and fiddling the pen to create some admonishing paperwork. Still, even with that massive paper-trail there is little to show from it.

This in combination with the NRM Manifestos and pledges. The state is riddled with promises and plans of which will never see the light of day. Neither will it be implemented, since nobody has the power or the currency to do it. This is why these are documents and plans made for the multi-national development banks and UN Organizations to fund and fill in the void of the state.

That he now downplays and plays like at this rate everything will be great. It is a play for the dubious people, as he haven’t achieved his promises before and neither will he do now. He has promised wealth and middle-income country status for ages without getting close. That isn’t strange either, as most things can be solved by wheels or vehicles. It is the model of all operations and daily narratives over the years. If you have an issue, either call a security detail or purchase a car for an appointed subject. Therefore, the issue or the problem is resolved immediately. However, that isn’t governing, but running a huge car-lot.

This is maybe why he feels it’s a hassle or a disturbance to have plans to follow. Since these cannot be rigged, tampered with or changed to whatever purpose he has in the now. The measures, stipulations and pledges is written “in stone” and cannot be amended before you have another plan to takeover from the previous plan. While the demand and the ideals of the old man might change with time. Secondly, he has new cronies and a larger patronage to take care of as well. All of this is all indulging the possibility of implementing such a large scale plan. In addition, the running deficits and expenses are not creating opportunities to change things. Alas, he don’t have the space to do it. Because, he has inflated the state to such a scale, which makes it hard to redeem at this point.

Hitherto lays the disarray of the whole thing. It isn’t the technocrats or bureaucrats fault that the Vision 2040 isn’t fulfilled. These folks only works on the mandate delivered to them and the office of which someone appointed them. Alas, the inept government is created by creating even more offices than it needs. Needless to say, someone has to feed the NRM Primaries losers after every election and the old stalwarts needs a envelope to be loyal to the cause. This is why there will be expenses and lack of implementation of anything. The incentives are not there and the economy isn’t up to par.

I didn’t expect when the launch of Vision 2040 that it would be implemented or delivered. That’s why they had previously not followed or tried hard to achieve the previous ones. This is just what they do. Make fashionable statements and huge plans to seek funding for a lofty or bloated ideals, which will never see the light of day. Just like all the financing and donations to a new headquarters for the NRM. That we haven’t seen either, but just epically appears ahead of the elections. As the NRM needs a treasury chest to pay all parties and everyone aligned with it’s goals ahead of the polls.

Therefore, when Museveni speaks ill of Vision 2040. Don’t be sad or grieve. It wasn’t made for the republic, but to fools some Americans and Europeans to dole a lot of funds on wasteful project with no future. Except for keeping a busy-body very-busy at an development office in Kampala. Peace.

Opinion: Bobi Wine is getting the whole Besigye-Treatment [in Lira and Mbale]

These days we are seeing the former Presidential Candidate and Member of Parliament Robert Kyagulanyi aka Bobi Wine, the National Unity Platform (NUP) leader is getting similar treatment to what Forum for Democratic Change (FDC) leader Dr. Kizza Besigye gotten over the years.

What happened at the radio station at Mbale and Lira is common practice. That the regional appointed bureaucratic goons are doing to the opposition. The Residential District Commanders (RDCs) and District Police Commanders (DPCs) are following direct orders to block people like Bobi Wine and Besigye. That is just part of their protocol and what they do.

It is not fair or justified, but it is the mere reality. What is happening in these towns and places. We have all seen before… it is just a new generational leader, which the old man is blocking from moving and speaking. While the same party and President will say his nothing to fear. Which is really ironic, if you didn’t fear the man. Why don’t let him speak and operate like anyone else?

No, we know the Police Force is more busy scheming and finding ways of pinning crimes on opposition leaders and activists, instead of catching thieves, murders and blue-collar criminals. That’s just the mere reality and the Uganda Police Force (UPF) is embedded in partisan politics. They are so beholden to the throne and his decrees. These folks aren’t there to serve the general public or the needs of the people. No, they are there to uphold the reign of their king and that’s it.

This is why Bobi Wine will be in trouble. It doesn’t matter if his up-north, in the east or west. He can be in central (Buganda) but that doesn’t matter either. If he wants to be on a radio in Mukono or Busoga. Just forget about it. Bobi Wine won’t get access and the state will find all sorts of excuses. However, the President and his men can go on radio-tour anytime they want. This is because this is his kingdom and everyone is his servants. That’s why he prefers to sit in a high chair and dole away money to begging citizens. This is what he has become and his proud of it too.

It is not shocking that there is arrests, tear-gas and blocked radio-stations. This is what the National Resistance Movement (NRM) does to it’s enemies. Because, the NRM got nothing to prove or nothing to give. They have only monopoly on violence … and that’s what gives it additional life. The NRM surges on violence and secures the levels of fear is living within the population. That is what the NRM saying by doing over the years. It is not because the NRM values the 10 point programme or any promises made over the years. Nah, these are just empty pleas and to make some headlines. Since, the NRM and the President cannot keep up with them or even have the funding for any of it.

That’s why any serious challenger has to be silenced and stopped in their tracks. This is why Bobi Wine is getting the Besigye treatment. Bobi Wine haven’t been detained or arrested in such a way yet. However, Bobi Wine doesn’t have the years that Besigye have in the trenches. Bobi Wine needs years to be able to hit the numbers of charges, days behind bars and pending treason charges too. Therefore, Bobi Wine is only at the beginning of it. Even with the heartache of aftermath of Arua By-Election.

Bobi Wine now tasting the bitter fruits of popularity and being the voice of reason. Which is in the Republic, a voice of Treason. That’s the just the way things are… and it’s tragic. Freedom is limited and justice is only for the chosen few. The rest is prey waiting to taken by the predator. Peace.

A Supplementary Budget in 2021 is paying the State House salaries of 2018/19!

In the Budget Supplementary Appropriation Bill Number 3, which is dated 27th September 2021. This is now up for the Budget Committee to discuss, as this Supplementary Budget will be covered by added debt, as the state is adding another 2 trillion shillings in spending.

Part of that spending is going to the State House, which is 285 billion shillings, which is covering recurrent expenditure on salaries, wages and other expenses of the State House. If this was for this budget year or for last year. That would make some sense, but the Supplementary Budget is stating the billions of shillings is paying for Budget Year of 2018/2019.

Why haven’t this been covered in the salaries or recurrent expenses of 2018/19 or 2019/2020? The state had Supplementary Budget these years as well. This is usually scheduled moves and sometimes they have even more of them.

That this wasn’t covered before or even in the budgets before seems strange. This isn’t just some random excuse or such. The Financial Ministry should show the needs and reports of the lacking funds. Since this is three year old expenditure. There is a need for proof and lack of salary slips. I doubt the State House didn’t pay it’s staff or the Presidential Advisors. As the State House is close to the President and these are his high ranking official.

285 billions not paid out in 2018/2019 seems fishy to me. Not like these people didn’t get paid or had their benefits paid out. These are the men who would cry out in the press and be angry if so. These people are influential and important to the President. So, he wants their loyalty and they are his cronies. That’s why I have doubt that these got left behind and without pay. No, this is something else and the Ministry of Finance, Planning and Economic Development (MoFPED) should prove the validity of this, because I have a hard time believing the real need for this.

These billions will go to the wind and to cover some pet-pee of the President today. Not cover old expenditure or salaries. No, these are already covered or paid. Since, the State House always gets bountiful budgets and even confidential posts, which can used whatever the President see fit. Therefore, there is a lie here and I just don’t know what. Peace.

The NRM are preparing to scrap bail permanently

Cabinet queues behind President Yoweri Kaguta Museveni as they heed to his call for the lifting of the right to bail. Lawyers want wider public consultation on the same & strengthening of investigations by the security agencies rather than scraping off the right to bail” (Red Pepper Uganda, 16.10.2021).

The National Resistance Movement and President Yoweri Tibuhurwa Kaguta Museveni is all out and against the opportunity for bail before release of criminals in the Republic. This is clearly a plan to reform and again change the 1995 Constitution. However, this is setting a dangerous precedence, which could inflict harm on the ones enacting it.

What is striking here that one key principal of law is abolished by doing this. The state is practically implicating a person and saying they are guilty before trial. They are not innocent before proven guilty. The state can pin and put on charges on political prisoners and activists, which fits the penal code. Where the application for bail after per review of a judge isn’t needed. Alas, meaning the person is seen as a criminal and felon before even tested in the judiciary system. That is neglect of rule of law and injustice.

This is an deliberate act and a sinister one at it. The NRM and the President will with this have yet another legal tool to keep people indefinitely behind bars. As they can be charged with serious crimes of murder, manslaughter or treason. While being behind bars and not able to challenge it in the free world. They will be behind bars and not have access to attorneys or help. That will help the government to silence dissidents and the ones who are vocal against it.

We should be worried about it. The Constitution has been revised after wishes from the President before. That has been directly for selfish reasons and for his own benefit. Now, it is to prove his power and his whims. The Cabinet has no balls or ability to say “no”. They cannot say this wrong or even not right. These folks doesn’t have the spine, as they are “yes men” for the President. While these people could easily when fallen out of favour with the President be charged and taken to cout. They could suffer the consequences of this law. That wouldn’t be shocking. Neither would it be, if Odrek, Muhoozi or even Salim Selah could be touched by this one. They could all be victims of it and justifiably so.

The NRM is playing with fire. The state is already misusing the penal code and the justice system to crackdown on the opposition. It is already violating the Constitution and keeping people detained without trial, sentencing and tortured in ungazetted safe-houses. Political prisoners are kept for a year and even longer behind bars without any proof of their alleged crime. They were punished for insulting the Don. That’s all really and now they will have legal intent to keep it that way. This is really at a dire stage. There is no jokes here and only no mercy.

Museveni and the NRM have no heart. This sort of enacted law and change of constitution shows their way of governing. There is no middle-ground or concern, only the vision of man and his every wish. Museveni clearly cannot foresee the future and what this can cause. He can ensure innocent civilians are behind bars without proper procedure. Manufactured charges and they have no remedy to challenge the system. That’s what he wants and it’s tragic.

This is disgusting and disgraceful. Nobody should accept this. The NRM should know better, but clearly they don’t. The Cabinet is filled of cronies and puppets who dances to whatever song Museveni sings. That’s so sad and at this point it’s inevitable.

I just wonder, in his after life and Muhoozi Kainerubaga is behind bars on phony charges. Will he cry river from the clouds or will be giddy? Because, his manner and ways punished his son… that could easily happen as a retribution to all the years of tyranny of the father. Don’t be shocked if these things happen. That is how mankind is and revenge is a powerful sentiment. Never underestimate what people are willing to do after being scorned for years.

I know Museveni doesn’t consider that. His in advanced age and thinks his a demigod. However, he should reconsider this stance. We know that will not happen, but it would be refreshing. Peace.

Opinion: Awaiting either a private bill or a constitutional amendment to abolish bail

We have been here before… the National Resistance Movement (NRM) have twice altered the 1995 Constitution to favour or personally help the will of the President. Now, the President is on another war-path. As he wants to have all legality to keep people in prison and not free them. Since, he believes killers and the ones doing serious crimes deserves to behind bars without the constitutional right for bail or be temporary freed until trial or sentencing.

This is showing the viciousness of the state. A state that already uses the authorities, security organizations and law enforcement to target and detain the opponents of the state. This state uses Panda Gari’s or “drones” to pick-up, abduct, kidnap and keep civilians incommunicado for days. These people are not produced in court within the 48 hours timeline. Neither is there a trial or proof of guilt for their supposed crimes. Many has been tortured or extra-judicially killed by the authorities. That has happen during the reign of Museveni and how he operates.

Those actions is clearly not sinister enough. The state who already uses the Chieftain of Military Intelligence (CMI), Internal Security Organization (ISO) and Uganda Police Force (UPF) for their own gains. This is done to intimidate and make it impossible for dissidents and activists to organize. They are blocking and finding ways to silence the main opposition too.

That is why the President wants to take away the ability to get bail. The courts are issuing this and they are tending to come with conditions and the “culprit” or alleged criminal has to appear before the courts. This is happening while the investigation and the case is pending. However, when it comes to political active and opposition members. They are arrested for charges, which the state never proves or produce evidence. The state is prolonging the cases and never stopping them. The criminal cases against an opposition can last for many years and never been closed or dismissed. It can take a decade or even longer. Therefore, if the bail goes away. In practically for cases like these. The person charged could be behind bars for a decade without sentencing or proper case work. That is detaining innocent civilians and non-criminal without prejudice. This is making the citizen guilty before proven innocent. That isn’t rule of law, but lawlessness.

If the NRM does this… they do that to please their master and his whims. It will be a practical issue and assure the President that he can punish his enemies without any court order or a sentence. He can keep them detained and they don’t have the right to be released pending trial and sentencing. The state doesn’t need to produce evidence or witnesses to build cases. That is the evil side of this.

It wouldn’t be shocking, if the Minister of Justice and Constitutional Affairs Kahinda Otafiire or a private bill from a loyal cadre within the NRM caucus. They would do that to abolish the article 23(6) or amend it. The NRM did that with the term limits and the age limit as well. So, this wouldn’t shock anyone if they did.

However, the previous articles was directly about the Presidency and his office. This can be a legal jeopardy for citizens in general. Taking away bail means the citizens looses their rights and if they are arrested. Nobody can bail them out or pay bond to get them out. That is injustice and shows what the regime is willing to do.

Yes, the regime and the President is already serving the public injustice with the “drones” and ungazetted safe-houses. The state is already misusing it’s power by re-arresting people released on bail. Taking them to a new prison and a new incarceration facility elsewhere. While they are adding new charges or pinning it on the citizen. That is what the state is doing towards two NUP MPs these days and these tricks has been used before.

So, am awaiting two types of legislation delivered in Parliament. That is done to secure the ambition of the President. Either the Minister coming with his testing of the popularity of it or a private bill to do it in favour of the will of the President. Because, the NRM and Museveni is willing to alter the Constitution and this is the manner the state does it. Peace.

Opinion: IPOD is officially dead

The Interparty Organization for Dialogue (IPOD) was rejected by the largest opposition party the National Unity Platform (NUP). The IPOD was just set-up in 2010 even if it felt like it has been there forever.

IPOD haven’t lived up to its potential and neither is the organization at any use at this stage. Unless, the President and his regime wants positive publicity. If not he tries to intervene and participate to get his will. He has also used to seek opposition and undermine their efforts as well. Where he has tried to find the “Good DP” and the “Good FDC” as well. That is what he does and the manner of which this works is futile now.

That’s why its healthy that NUP isn’t becoming a member of IPOD or participate in the Summits/Councils, which isn’t delivering anything worthwhile. Not at this point in time and been nothing substantial to show for either.

We know Museveni is hurt that the party of Bobi Wine and with a massive mandate in the Parliament isn’t showing up. He is playing with the older parties and the ones who doesn’t have the same relevance as before. This is showing that the IPOD is fading…

IPOD haven’t been a tangible asset or a enterprise for good dialogue either. The President has shown up late and the Summits hasn’t showed any progress. The last thing that happened was that the President promised billions of shillings to party coffers and nothing else.

The IPOD haven’t been used for electoral legislation or reform. Neither has it been used to ensure a level playing-field for campaigns or party work. No, it is only used for a decoy and buying the President time. For some strange reason the Dutch is willing to pay for the parties and meetings. They hopefully enjoy the empty slogans and statements, because it hasn’t paid-off.

The time of the IPOD is over. The IPOD is overrated and it isn’t working. So the Dutch should stop wasting their time and money. The IPOD is just a tool to legitimize the President and his regime. It can look like he has dialogue and a drive for “multi-party” democracy. When in reality he would crash and destroy them at any given moment.

Therefore, someone should do the IPOD a favour and hold a final ceremony. Now that the NUP isn’t part of it. The signal of it’s death bed is final. It should have been the times when FDC in the past boycotted it. However, they always returned …

IPOD should be buried and the casket of IPOD should be held in the halls of Parliament for a week to mourn the deceased. Nevertheless, there shouldn’t be any sorrow or pain in it’s demise. The IPOD never served it’s purpose or objective. It became a wastage of time and funds. This is why the burial would be a nice ending to a tragic story of a futile organization. Peace.

Opinion: Greetings Mwenda

It’s been a while since the Independent Editor and Magazine owner Andrew Mwenda has written a “Last Word” and on the 5th September 2021 he released another edition in this series called “To Whom It May Concern”. Fittingly I feel the need to respond to this.

In the starting paragraph, he really sets the tone for the article: “section of the Ugandan talking heads have made a fetish of “credibility”, particularly the sort of “credibility” purchased by denouncing President Yoweri Museveni as a murderous tyrant who has destroyed Uganda. To preserve such “credibility”, opposition leaders like Dr. Kizza Besigye and now Robert Kyagulanyi (Bobi Wine), take very extreme positions that make it difficult for them to grow their political appeal beyond a significant and loud but, numerically, a minority of opposition activists” (Mwenda, 05.09.2021).

Well, where do I begin. It is just like Mwenda doesn’t want to go to the heart or the cause of the problem. Only reflect on the opposition and deflect from the creator of the current affairs. That’s because his carrying the water of his master and wants to salvage his legacy. Therefore, he demeans and distort the pleas and the causes of the opposition. Calling it a minority and saying it has lack of appeal. While there is no dancing in the streets or jubilation for the lifelong Presidency of Museveni.

First: “It should therefore be obvious that if any politician wants to command a political majority, they need to build a supra partisan base who appeal is trans-group.  I think this has been Museveni’s greatest strength. He appreciates that you cannot seek any form of purity in a diverse country in Uganda and succeed. He has, therefore, made himself flexible and adaptable. He does not demand purity – whether of ethnic, religious, ideological or policy nature. Instead, he is willing to work with anyone even when they don’t agree on many things” (Mwenda, 05.09.2021).

It is just like we don’t know the man he speaks of or what he has done in office. Yes, the National Resistance Movement (NRM) is across the Republic and has members from everywhere. However, the base and the ones in-charge are from one tribe and one ethnic group. That’s why the President has his family all close-knit and a kitchen cabinet, which rules beyond the powers of the offices in government. We are just supposed to forget that and think, because the NRM has a representative from Karamoja. That it is a national party and for everyone. This is just a place and a façade… not the mere reality as the NRM CEC and anyone with power comes from one area. If they differ with him or his ideals, which is changing after what is profitable can easily be expelled or lose their offices. That has happened to, everyone is supposed to follow the “correct line”.

Second: “For someone interested in influencing public policy, whether through mass media or private meetings, there is more to be achieved engaging Museveni than in denouncing him. In my engagements with him I have been impressed by how open-minded Museveni is; he is always willing to listen and to take advice; especially when backed by facts and based on sound research” (Mwenda, 05.09.2021).

When the personification of the state is supreme it all has to go through one man. In this instance, it just happens to be Museveni. That is the only truth Mwenda spills here. However, for the only man with a vision and self-serving individual like Museveni will not change his mind. It is only changed when he sees no benefit or profit out of the policy or order. Therefore, believing in sitting with him and discussing will bear fruits are naïve. It is like thinking you can sway a stubborn and self-righteous man. Well, that won’t happen and it’s a delusion. If you work with Museveni, you are willing to compromise and play into his games. Then there is no difference between you and the other foes his connected too. That is where Mwenda is wrong.

Third: “I believe that Museveni, like many of his contemporaries in Africa, is genuinely committed to transforming Uganda, just like Besigye and Bobi Wine are genuinely committed to liberating it. For Museveni to achieve his goal, he needs power – he cannot transform Uganda when he has been overthrown (and therefore in jail or exile) or been defeated in an election (and therefore in Rwakitura grazing cows). However, retaining power involves navigating a treacherous terrain of coup plots, internal intrigues, making compromises and giving concessions; especially in an ethnically diverse society, that often undermine the pace at which leaders can realise their goals” (Mwenda, 05.09.2021).

If Museveni would “transform” Uganda that would have happened ages ago. There is no reason to believe that now. He is not interested and not serving even the ideals of his 10-point programme. Yet along any of the other fancy development programmes he has unleashed on the general public over the years. These are just cannon-fodders to the UN organizations and multi-national development organizations to find ways to get grants and donations.

Yes, nobody can “transform” anything when they are overthrown. That is a bargain that Museveni has asked for, since he doesn’t believe anyone else can run the Republic. He has retained power, but not built structures or institutions worthy of their names. It is all a reflection of his hackwork and lack of statesmanship. Museveni rather spoil and grind every dime out of a project, than build something sustainable. If he wasn’t the personification of the state… he wouldn’t worry about treason or compromise. Because, all politics and politicking are to one extent compromise between two parties seeking their objective goals. Alas, Museveni rather destroy the other party, than working with them, unless he has corrupted them.

Fourth: “Neither Besigye nor Bobi Wine is a radical extremist by character. But to keep their base happy they have to act as radical extremists; using language uncharacteristic of them. They are strategic radical extremists” (Mwenda, 05.09.2021).

He has called both People Power/National Unity Platform (NUP) and the Forum for Democratic Change (FDC) all sorts of name. Andrew has called the supporters extremists, hoodlums and other derogatory names. That’s why this is no shocker at this point. Just a mere reflection of Mwenda is. Because, he cannot understand the activists, members and whatnot who wants to end the Museveni era. They are “militant” and maybe willing to use defiance as a means to an end. Since, Museveni and his regime gives no way to other ways of a peaceful transition. Not, like the NRM or Museveni has offered any other way out or bargained to secure the future. No, his just lingering in power by the gun, using the authorities and even killing the opposition, if he has the opportunity too. And Mwenda wonder why people get “radical” or get organized in various of ways. Museveni is lucky that his opposition haven’t started their own bush-wars, because they have had the same reasons to retort, in the same fashion as Museveni did in the early 1980s. Not that I want that, but Mwenda is surely not selling his point. With the knowledge of the system, the militarization of politics and the usage of arms to bend the will for one man.

He ends with: “I am not willing to purchase “credibility” by mutilating myself. Besigye and/or Bobi Wine can afford to because the price of self-mutilation is the presidency. So, to the many people that write to me or about me almost demanding that I become a spokesperson of their grievances, with the hidden blackmail that I have changed, and therefore not what they knew, here is my message: I do not want to be anyone else’s version of Andrew Mwenda. I want to be Andrew Mwenda’s version of Andrew Mwenda” (Mwenda, 05.09.2021).

It is funny and tragicomically way of ending this article. As he speaks of selling itself for the Presidency. While Mwenda is trading his own name and reputation to safeguard the current status quo. He rather defends the tyrant and the tyranny, than oppose the oppression. Mwenda calling them “sell-outs” for the Presidency. Because, they dare challenge the man who charges, kidnaps, detains, attacks with weapons and even kill their supporters.

We know Mwenda changed, alas he will not resemble the man who was a speaking fire at the KFM Radio days. Maybe, that was just a front and he was faking it. If that is true, then a sorry excuse of a man. More than just trading off his career to be a spokesperson for this presidency. His just a “finessed” OO and that’s not a good look by the way. Well, we can never know, but what we do know. Is what he has said and done over the years. That is already been published and therefore recorded too. Therefore, he can never save or return to the promise, which his career looked like in the past.

That’s why he must undermine and mock the opposition. These folks still have some resemble of hope, which he doesn’t have. They can speak the truth and be blunt about it. While Mwenda got to trade carefully and mind his manners. Because, he can never challenge the Throne again. Peace.

Opinion: MPs 200 million pay-off [and who cares about the pandemic?]

This week it has been revealed that the 529 Members of Parliament is receiving Shs. 200 million shillings as a one time “envelope” to purchase a new vehicle. Because, it is such an important prospect and bargain to pay the elected officials with cars. They have already hefty salaries, allowances and perks in office. This is just one of these one-time offers that they can eat quickly off.

Every single MP gets 200 million shillings in July 2021, months after the elections in January 2021. That’s become a custom in the Republic. After an election and swearing-in, the new MPs and the old ones gets a huge pay-off in the millions of shillings to purchase a vehicle. This isn’t new, but its still insane.

Especially, considering the state have taken up huge loans to cover deficits and loans to cover the recovery from after the pandemic. The state isn’t using these vast funds buying vaccines, PPE or investing in the Ministry of Health. No, they are using more money on a car-fleet. A fleet given and paid for by the state.

This is 105.8 billion shillings spent on cars or vehicles by the state. That is how to misuse government and wasted spending. The National Resistance Movement (NRM) and the President does this to buy loyalty. Because, for some strange reason… no MP is complaining or returning these funds.

It is not like the MPs are having an outcry or asking to refund the pay-out. The MPs should ask why they are getting this and why now?

We know the MPs are scheduled to get funds for the vehicles, which it does … in the beginning of the term. The 11th Parliament isn’t doing anything new… and nobody is shocked by this. The MPs are just following tradition at this point.

However, now as the state cannot afford to buy vaccines or has the ability to invest in the Ministry of Health. Nevertheless, the MPs are the priority and their wealth needs to be taken care off. That’s why this is happening. Just to ensure the MPs will be loyal to the President and his causes. They have already accepted the 200 millions shilling envelope.

If the MPs had a trouble with this. They would do like with the Age-Limit Consultation Money. The MPs would cry havoc and made a fuzz. That’s something that’s not happening at this point. This is just ordinary programming and no-one want stop it, apparently.

The MPs are just to accept this and clap along. They are dancing to the tune and hoping to have a party. Because, the feast is already covered by the state and they have huge payouts in the making. This is just the beginning. Peace.
