Opinion: The Rebel born out of War is set to create Peace [according to IGAD]

The executive secretary of IGAD requested the President to intervene and help IGAD find a long-lasting solution to conflicts in some of its member states and he agreed to do so, they asked the President to intervene and help resolve the conflicts because of his experience in leadership and conflict resolution but he said he can’t do it as singlehandedly, he needs to engage other leaders in the region” – Mr Faruk Kirunda, the deputy presidential press secretary of IGAD (01.01.2022) – (Stephen Otage & Paul Adude – ‘Museveni to mediate Sudan, Ethiopia conflict’ 02.02.2022, Daily Monitor).

This is actual disbelief. Not that this idea is anything new. They used President Yoweri Tibuhurwa Kaguta Museveni in the Inter-Burundian Dialogue, which was a travesty of a diplomatic mission and also used his tricks in the 2018 in South Sudan. Therefore, some might say his the right guy, but I beg to differ.

This man has sent soldiers all across the board. This President has used warfare to help his causes. To install puppets and his head of state’s elsewhere. Museveni have used violence, warfare and fierce conflicts to get on top. It is not like Museveni came with peace and peace endured. No, he prolonged warfare in Northern Uganda for years… and he could have silenced the guns earlier.

Museveni has spoken with double tongue so many times. If it was in relations to the genocide in Rwanda and getting Kagame into office in Kigali. The manner of which he took down Mobutu Sese Seko in the Democratic Republic of Congo (DRC). Neither will we need to discuss how he used militias and military operations to bring down Laurent Kabila in the DRC. There is also speculations in his involvement in South Sudan founding father Joseph Garang.

That’s why I have hard time believing in a man that couldn’t even honour the Nairobi Peace Accord of 17th December 1985. It was just the next month and a momentum, which brought him into power. Therefore, he celebrated NRM at 36th Year Celebration on the 26th January 2022 in honour of the takeover and coup d’etat on the 26th January 1986.

So, that man… who used military means and conflict to rise to the top. Is the man that the Intergovernmental Authority on Development (IGAD) trusts to mediate and help solving conflicts in Sudan and Ethiopia. This man is the wrong one and the most insincere one.

Since, during the mediation in South Sudan in 2018. He sent snipers and was the arms-dealer of the state. While trading arms to them not only during an arms embargo, but holding talks at the State House with various of fractions within the conflict there. That is the sort of fella Museveni and that shouldn’t be forgotten.

Museveni supports para-military groups and insurgencies, when it benefits him and his allies. He has done it countless of times in the DRC and it will not stop. That is the sort of President he is. So, I have a hard time to believe him to be neither neutral or seeking peace. He will find ways to make the current leaders free and ensure the big-men in their respective strongholds. Just like he supported President Salva Kiir Mayardit in South Sudan and only held a few meeting at the State House with other parties.

Therefore, having Museveni to play parley and peace is the wrong person to do so. The President hasn’t been sincere and a known liar. So, this man shouldn’t be trusted and his objectivity is usually questionable at best.

The IGAD should seek more qualified and less questionable leader to mediate in conflicts, as this man will not solve anything. Alas, he will only prolong the agony and find ways to benefit from the things happening himself. That’s the sort of man he is and Museveni shouldn’t be anywhere close to the stakeholders in Sudan or mediate in the conflict in Ethiopia.

If Museveni was supposed to do so, I would expect him to gracefully get visit from Transitional Sovereign Council at the State House of Entebbe and bash in their glory. While accepting all stipulations and ideals of army commanders of Khartoum. As Museveni wouldn’t challenge or seek talks from Forces for Freedom and Change (FFC) or any of the other civilian Resistance Committee’s, which is on the streets demonstrating for a civilian elected government. Therefore, it would be half-assed and a lie. Where the President and his Vice would get play, but the others wouldn’t even be touched…

If he would be like this in concern to Sudan. How do you think he would be, in consideration with the stakeholders and the parties of the conflict in Ethiopia? Secondly, who believes the Prime Minister Abiy will even talk or negotiate with Tigray/Oromo leadership, which he has fallen out from. Therefore, Museveni … will not be the guy or the mediator the world needs.

Museveni will not solve or resolve things. No, he will only make a splash, hold hands and sing Kum Ba Yah around the tent-fire. However, don’t expect him to single-handedly make a difference. No, he will just find ways to profit from the situation himself. That is what he does… and that’s the sinister truth in all of this. Peace.

Opinion: The Budget for the FY 2022/23 lacks 2,6 Trillion shillings!

We know that the state during the recent years have been running on deficit financing. This means it takes up loans to pay up for new loans to pay recurring expenditures. The state follows up this negative spiral of lacking of funds to ask for more expenditure than it has funding for. This means, the state is fiscally indisciplined and misusing funds, as they have to later find sources of revenue or take up more loans to fulfil the voted expenditure it has.

That isn’t a sign of a growing economy, but a way to further more loans and add more debt, which has to be paid back with interests in the coming years. As the parts of the government budgets are becoming more expensive, as the state has to fulfil and repay on the debts it has already taken out over the years.

The Minority Report states this:
“The government contradicted itself when it indicated that there would be limited supplementary budgets in FY2022/23 but at the same time elaborately articulate unfunded priorities or additional expenditure needs of UGX 2.62 trillion. Unfortunately, the majority report is silent on this fiscal indiscipline. The indiscipline of supplementary budgets is bound to continue and government hos sent indications that a minimum of UGX 2.62 trillion will be sought in due course” (A MINORITY REPORT ON THE NATIONAL BUDGET FRAMEWORK PAPER FOR FY 2022/23 -2025/26, January 2022).

This here should create headlines, because this is planning to take out loans to cover the current debt, which this will be. Since the state needs borrow or take up loans to cover these expenses. This just show how reckless the state is carrying it’s budgets.

As it can create 2.6 trillion shillings without having any sort of funds or revenue to ensure it. Which means someone else has to foot the bills currently. A creditor will take the debt and make sure the state can pay for the expenses. However, the future citizens has to repay for this and that is fiscal indiscipline and deficit financing. As the deficit needs financing and the shortfall has to be covered, which tends to be covered by debt.

This is unserious of the government and a sign of worry. As they are doing this on the first budget for the financial year and we can know additional supplementary budgets will most likely become bigger than two trillion shillings. We should expect more and the shortfalls might become worse, as all revenue isn’t recovered or the estimated tax-base isn’t as huge as earlier estimates and therefore the state couldn’t perform or have fresh funds to pay for the reoccurring expenses. Opinion: Is the PM promoting defiance?

“I want to advise Ugandans to go to petrol stations that have not hiked the prices. Two companies have not hiked their prices. Go and buy from those ones. These others will also follow suit because it’s now not necessary for any company to hike the price above Shs5,000” – Prime Minister Robinah Nabbanja (Job Bwire – ‘Ugandans should boycott fuel stations that keep prices high- PM Nabbanja’ Daily Monitor, 20.01.2022).

We remember just mere years ago when the National Resistance Movement (NRM) government was going after “defiance”. Everyone was targeted for supporting defiance and planned corporate boycotts of businesses connected to the regime and it’s high ranking officials. There was an outrage and disgust.

The regime apologists defended going against defiance and civil disobedience. Now, the Prime Minister of the 11th Parliament and this term is speaking well of boycott. As the fuel-crisis is deepening and the state isn’t doing anything directly to help it out.

Another minister has challenged the need for arresting the fuel-station operators who is sky-rocketing the prices. As it is not a cause-and-effect scenario, as the needs for petrol is bigger than the imports of it. That’s why the prices is going up and the stations are struggling to serve the nation. Therefore, the crisis is a border issue and a supply issue.

Its not the petrol stations fault… it is the whole supply-chain from importers to the producer. As the landlock nation has made it hectic on the border and the border-post has stifled the imports. Even with the temporary stop of testing for COVID-19 on the Ugandan side of border. The Republic haven’t directly patched the hurt. No, it continues to damage the Republic and everyone in need for petrol.

The PM is showing her character her, instead of acting and finding solutions… the PM is speaking of boycotting and avoiding the petrol stations, which has to high prices. The PM should address the rises prices and the reason for it. It isn’t the companies or the stations itself, which is directly at fault. As they are based on the imports of petrol and the possibility of getting steady supplies as well. Because, if it goes empty and such … just proves the reason for the rising prices, as the needs are bigger than the current supply.

The PM should address that and the words of defiance is what an opposition leader should do. The opposition should act in defiance and ask for civil disobedience. Ask the public to boycott and stop using certain services. As that is even possible elsewhere… and when your low on fuel, your low on fuel. Then you need to buy and get more to be able to drive…

So, the PM knows this, as she has 4 wheel-drive and an SUV. She drives around and enjoys the perks of her office. Her office and her title covers for everything. There is no worries and it’s all paid for. The fuel-crisis doesn’t hit home and neither does it damage any of the elites in the government either. They are living lavish and don’t have to worry about pricing or inflation for that matter.

That’s why the defiant and defiance against certain fuel-stations is a foolish move, as it is a populist selection or trick. The state should secure the supply-chain and proper reserves to stifle the prices. Instead, the state is asking for civil disobedience, which isn’t a vibe your supposed to get from high ranking officials. Good luck doing that on the road from up-country to anywhere. So, the PM should reconsider, but don’t expect so. She’s high and mighty, which means she will not face any real consequences for this. Except for writings like mine… Peace.

Opinion: One law for Andrew and another for the brothers of Robert

Through his official Twitter account Kainerugaba, who is also the first son, said that Mwenda is part of the Army’s fan base, which is ‘just an excited’ lot. “My bro Mwenda is part of the massive fan base that UPDF has because of the great work we do. They want to wear our uniforms, hold our guns and even pretend to fly our aircrafts. It means nothing. They are just excited beings. A victorious army like ours is used to such adoration,” he tweeted. Early this week, videos of Mwenda, a media personality and founder of the Independent Magazine, circulated on social media, attracting criticism from the Ugandans online, who quickly pointed out that his actions are criminal and punishable under the Army Law” (Betty Amamukirori – ‘Muhoozi defends Andrew Mwenda on military attire’ 09.01.2022, New Vision).

It is now clear that there is a distinction between the ones who are part of the elite and who is serving the state, which Andrew Mwenda now clearly is. As of last year and since Robert Kyagulanyi aka Bobi Wine went into the political landscape. He has galvanized youth and used a red beret, which has “illegal” and people have served time in prison for wearing.

That’s why it’s special and unique to see a civilian like Mwenda. The Editor and journalist at The Independent Magazine. Getting all out in military fatigue and being praised by First Son for doing so. The Commander of Land Forces in the UPDF is accepting this and letting him do it. However, we know his same army and state wouldn’t have allowed anyone else do this in the opposition.

We know already that the National Resistance Movement MPs and High Ranking Officials are all in military fatigue when they have lectures and seminars at Kyankwanzi every year. We have seen them gallivanting around with the fatigue. All from Jennifer Full Figure to the former Secretary General Lumumba-Kasule. We have seen it all and it’s not news, but we are seeing the hypocrisy and the use of law applied to one part of society, and easily dismissed in others.

164. Unauthorised sale or wearing of uniforms, etc.

(1)

Any person who, without authority—

(c) wears or uses any decoration supplied to or authorised for use by any member of the Defence Forces or any decoration so nearly resembling that decoration as to be likely to deceive,

commits an offence and is, on conviction, liable to imprisonment not exceeding seven years.

2) Subsection (1) does not apply in relation to any uniform or decoration for the purposes of any bona fide stage, film or television production or military representation.

(3) Any person who by act, words, conduct or otherwise, falsely represents himself or herself to be a person who is or has been entitled to wear or use any uniform or decoration referred to in subsection (1), commits an offence and is, on conviction, liable to imprisonment not exceeding three years” (Uganda People’s Defence Force Act 2005).

We know Mwenda was sitting in the helicopter and being proud-cock of participating with the UPDF. Where he was showing it off to the whole social media as well. He was in military fatigue and wearing the whole uniform for anyone to see. I doubt it was a film-production, television clip or indirectly a military representation. No, it was just a display that his in the anointed elite and “one-of-them”.

I’m looking forward to the display of a movie role or the next UPDF promotion clip with Mwenda acting out his military dream. Where he displays his inner Terminator or Rambo. Because, surely something has to come out of this. It is very clear that the National Unity Platform (NUP) has been violated here. If the ones in the inner-circle can do it, but the ones opposing the government cannot. Then the interpretation of law isn’t justified. Since why should one brother be allowed and another not? The law and the text is the same. The UPDF Act haven’t changed or says, if you are affiliated to government or associated with the National Resistance Movement (NRM), then you are justified wearing military outfits, uniforms and fatigues. No, it states that only UPDF actives are supposed to wear it, unless your doing specific movie or television productions. Therefore, Mwenda should be held under contempt just like the NUP activists, members and leaders who has faced the law for wearing a red beret. That is just fair, if there still is any resemblance of rule of law in the Republic.

As it stands now… there is one law for Andrew and another law for Robert. Peace.

Opinion: Todwong’s fool’s errand

The Interparty Organisation for Dialogue (IPOD) is still engaging the National Unity Platform (NUP) so that it joins them. In a document released by the IPOD council chairperson who doubles as the National Resistance Movement (NRM) secretary general, Richard Todwong, he said as leaders of different political parties, they are still engaging NUP as to convince them to join IPOD. “We want them to work together towards finding solutions to the governance and political challenges we may experience as a country,” he said” (Simon Peter Tumwine – ‘We are still engaging NUP to join IPOD, says Todwong’ 04.01.2022, New Vision).

The National Resistance Movement Secretary General Richard Todwong and IPOD council chairman has work ahead of him. In the same article the National Unity Platform Secretary General David Lewis Rubongoya says at this point it’s not purposeful to join the IPOD. Where he stated the IPOD has to change and listen to the stipulations the NUP gave, which we know the NRM won’t do.

That is why we know the document and IPOD mission to get the NUP in the fold is a suicide mission. Unless, they are open for a revolution and total changes, as we know the IPOD haven’t dropped anything of sense in ages. The last big conferences or heads of parties has been a big presser and an envelope session.

So, I understand why NUP doesn’t see the relevance to be sitting around with Party Presidents and await for His Excellency to lecture everyone before dipping back to one of the State House’s or ranches. The NRM SG could be honest about it, but don’t expect it.

The IPOD didn’t help the parties in the manner of Public Order Management Act (POMA) and the other means of the state to oppress the opposition. This forum is a wasted forum and an organization who only buys the President time and make him see who he can compromise. The IPOD isn’t all that and I am glad that the NUP see this.

The NUP is just showing it has no intentional works in the future. They just wants everyone on the platform and at the venues when they are gathering. It looks better when all the major parties are at the event and conferences. Just like it looked bad the times Forum for Democratic Change (FDC) boycotted it. Clearly, that wasn’t enough and it wasn’t like that changed things either.

The NRM SG can make it believe that the IPOD has a mission and wants to achieve things. However, that is far and beyond at this point. The ones funding this should see it for themselves. Nevertheless, they are just the credit-card and the bank willing to fund this foolish enterprise, which leads to a road leading to nowhere. There is no end in sight and neither any objectives. It is just existing and become a pathetic organization.

Todwong can act like IPOD is relevant and has a place, but that doesn’t make it true. I cannot remember any achievements or any sort of “governance” changes coming out of IPOD. That is just the mere fact. The NRM Caucus and it’s documents has more value than any of these gatherings… and that says a lot. Even forgotten letters from the President has a significant possibility to change things. But… IPOD… who …. are …. we …. kidding?

Right?

Todwong stop this charade and get out of here. This is nonsense and you know it. Peace.

Opinion: Orikunda’s Hero is a Zero

Today in the Nile Post, Sam Evidence Orikunda got a piece published called ‘Why President Museveni is my hero of 2021’. These sort of article and think pieces must be written by people who is seeking a higher office or wants to be loyal token soldiers to the President. Because, these sorts of texts doesn’t have the composure or the arguments to back it all up.

It isn’t strange if Orikunda wants a better job, as his currently a Deputy Residential District Commander and that’s an unforgiving office in a district in the republic. As he needs something more to aim for and more fulfilling. I don’t blame Sam for that. This is maybe the reason for the praising of the President. In the hopes that the State House and some of the cronies in the entourage of the President will recognize him. That’s how it looks…

Just read this: “Though some people had predicted doom to befall against our country but they forgot that we had an experienced leader in state house” (Orikunda, 03.01.2022). Nobody with a sincere heart wants doom to befall on anyone or a Republic. However, what people have wanted is to change the leadership and have a peaceful transfer of power. Yes, that will be doom on the current regime and it’s leaders, but the troubles wouldn’t necessary trickle down on the republic. Only the elite and the current cronies who is eating of the plate of the experienced leader in the State House.

He continues: “After completion of the electoral process, the Electoral Commission in accordance with the law, declared President Yoweri Museveni as the winner of the elections and that was the best gift for us since as the movement we believe in the politics of continuity and ideology. The EC and the judiciary conducted the much anticipated swearing in and we have since then focused on service delivery and keeping the country safe for the citizens to work and develop themselves” (Orikunda, 03.01.2021).

Sometimes I wonder, if Museveni and the yellow leaders are able to cast spells or potions on their inner-circle, because this sort of reasoning boggles my mind. Like did the Deputy RDC even see how the elections was orchestrated? Didn’t he see the misuse of power, authorities and total deprecating results that came out of it?

It is like his living in another universe and didn’t see the open rigging. Didn’t catch the misuse of law-enforcement and the total disregard of the will of the people. Where there was no choice and the majority was prepared yet again for the National Resistance Movement (NRM). It is outrageous how quickly we are supposed to forget the arbitrary arrests, extra-judicial killings and misuse of power to get political gains. That’s what’s really frightening and how easily a crony is glossing over everything.

While also acting like it was a continuity and ideology that was the reason for the victory. When we know damn well that it was the guns and glamour. Not the policies or the pledges, manifesto or anything of that sort. Neither was the courts following due process and the Electoral Commission worked on command from “high above”. Therefore, the Deputy RDC lives in an alternative reality, which I cannot recognize.

He continues: “During the campaigns, the opposition went to people and said that the NRM was taking advantage of the lockdown to campaign for themselves and harass the opposition” (Orikunda, 03.01.2021).

The NRM and the President did. There was several of districts and candidates that could mobilize or travel to districts, as RDCs and others blocked them. Heck, authorities barricaded hotels and made it impossible for Bobi Wine to travel into districts. Which never happened to Museveni. He was allowed everywhere and there was never an issue in concern to COVID-19 when the Yellow brigade came to a town near you. The Coronavirus was only a problem when the opposition like Bobi Wine or Partick Oboi Amuriat was near you.

He continues: “Some couldn’t even allow a meeting of five people to take place, however our less caring opposition leaders wanted to go ahead and do rallies so that Ugandans get infected which is inhuman, the president had earlier said that anybody who mobilises crowds in the days of the pandemic is intentionally committing murder. Those who understood remained home, followed campaigns on television and when the voting day reached they voted candidates of their choice” (Orikunda, 03.01.2021).

Here he shows the point again. There is no proof of this and data suggesting this. Yes, COVID-19 and the coronavirus is spreading in public gatherings. However, there is no proof that the opposition spread it or made dangerous mass gatherings. There is no evidence that can be associated with that. Neither is there any relief, as the NRM held massive rallies and primaries with voting in lines, which is gatherings of sorts. Which is as bad as the spontaneous and planned outdoor stadium rallies, which the state blocked from the opposition due to COVID. So, the writer is coming with baseless allegations. While we know the blocking was intentional, as the NRM Primaries had bigger rallies and gatherings than the opposition was allowed to months after. Just to be real.

Secondly, the murder committed was by the authorities and the law-enforcement, which actually killed, abducted and arbitrary arrested opposition candidates, activists and polling agents for that matter. They are the ones that killed and took life. Heck, the authorities even killed civilians in the November Massacre in Kampala. There was murders on the campaign trail in Masaka. There was so many times people died and countless unsolved murders, which implicates state involvement. Therefore, the writer and Deputy RDC should be concerned about that. Not only implicating the opposition with unsubstantiated claims, which he has done recklessly.

The last piece here is really outrageous, as we know the television and radio was functioning fine for the NRM and the Yellow candidates. However, the opposition or independents barely had airtime. The RDCs and others blocked the opposition from local-radio shows and others during the campaign. So, it is not like the home-sitters could get a broad perspective from linear-based media. No, that was all Museven and all NRM with a dose of opposition, now and then.

He continues: “Even in the scaring days of the pandemic the government under the Stewardship of President has come up with new programs of getting Ugandans out of poverty, the NRM principal of social economic transformation will be realised. The Parish Model program which is coming soon with the pre -activities already done in several districts will see a number of focused Ugandans get out of poverty and create incomes for themselves and their families. The mentality of substance agriculture will soon end so that we can have food and also earn some Income. This among many were the promises of the Movement in the recent campaigns” (Orikunda, 03.01.2022).

This is selling the same schemes as it has done since the early 1990s and hoping for different result. The promise of wealth and middle-income country is something Museveni have done endlessly. However, his cows are drinking cleaner water than many citizens. That’s because the citizens isn’t his priority. The Emyooga, the Parish Model, the Operation Wealth Creation and such are just schemes to enrich the leaders and the ones in near proximity of the President. These things will fizzle out and become redundant. Since, there will be lack of results and Gen. Salim Selah needs a new hustle and new reason to live lavish in semi-luxurious hotel in Northern Uganda.

The NRM has promised the change of the economy and such since forever. Just as long as Museveni has been in office. Therefore, I don’t trust him a second. That he will bring changes to that in 2021. Not when he haven’t achieved it in the early 1990s or 2000s. This man has decade and tried every trick in book. So, he clearly don’t mind not to resolve it. If it had been dear to his heart and his pockets. It would have been in order like his farms or like the State House.

He ends with: “President Museveni has made tremendous achievements in 2021 and I think he is the hero of the year” (Orikunda, 03.01.2021).

I do not see the tremendous achievements, neither any positive results or signals. The debt-recycling, the deficits created by this government, the lack of revenue and the current huge patronage will only create more issues ahead. As the pay-roll, the massive local government budgets and the expenditure, which the state cannot carry. Plus the likes of the Deputy RDC who hasn’t a vital or important role. As there are many conflicting offices in each district competing to be relevant. Therefore, this state isn’t growing, but deteriorating. Make bills it cannot pay and the next generation is billed for it.

I don’t see how it did a good job or even achieved anything new. The Nile Bridge was fine, but that’s only one piece of infrastructure and they had to fix the gravel or bitumen on it twice. Nothing is done correctly at once. Just like not keeping Presidential Decrees and paying medical interns on time. Because, that’s how a hero is governing I suppose. While keeping dissidents incommunicado and not producing them in court in time. Since, that is modus operandi in the Republic, as we speak.

I cannot understand how he got to this and how he could write this piece a clear conscience. Is it that easy to lie and deceive when your part of the government? Is that how you get ahead in the NRM these days?

Because, if so… then it makes some sense. Even though that is sad and depressing. Peace.

Opinion: Opposing the NRM is apparently going against God…

Leadership comes from God. All those opposing the government are going against God’s will”Rogers Mulindwa (NBS TV, 02.01.2021).

The National Resistance Movement Spokesperson Rogers Mulindwa on the 2nd Day of 2022 has said these words. He has taken a deity and a using the transcending powers to get people to be loyal to the NRM and the Government of Uganda. I am sure God has bigger worries and better things to do.. than ensure people natural loyalty to any government on planet earth. As God almighty has to listen to all the pleas, prayers and acts of faith from all believers across the world. He should be preoccupied with healing hearts and taking care of the souls who wants to be redeemed. Alas, not worry about about opposition to Museveni or any of his party affiliates.

That’s why I have to drop some wise words from the Proverbs, since it seems a sensible way to prove my argument today:

12 Wisdom will save you from the ways of wicked men,

from men whose words are perverse,

13 who have left the straight paths

to walk in dark ways,

14 who delight in doing wrong

and rejoice in the perverseness of evil,

15 whose paths are crooked

and who are devious in their ways” (New international Version, Proverbs Chapter 2, 12-15).

It is wicked to think opposition to a tyrant and his tyranny is going against God. That is the wicked men and the false prophets, which Jesus spoke against. As Museveni and his kind speaks of peace, but deliver brutality and death. That’s why you know their acts aren’t sincere or within reason. It is just to stay in power.

We are now seeing NRM Spokesperson saying being in opposition to the government is against the will of God. Isn’t that making God a very tiny person and such? Why should we delight in the people who do us wrong and delivers evil? It shouldn’t be this easy, but the spokesperson is defending a government that uses violence, torture and arbitrary arrests of civilians. A government that plans to stop the opportunity for bail or bonds. So, we know law or justice isn’t a main concern for this government, neither is due process, as several of political prisoners are kept behind bars without any sincere action of the authorities.

That’s why, I feel more sorry for the plights and legal jeopardy the weak, the poor and the ones suffering, because of the government. It gives God more reasons to listen to them and help them. Instead of being there for the wicked, perverse and crooked government, which the spokesperson defends by any means. I am sure God prefers to be there and heal the suffering of which the government put on it’s citizens.

12 I, wisdom, dwell together with prudence;

evil behavior and perverse speech.

14 Counsel and sound judgment are mine;

This proverbs here prove again what is wrong with the NRM and it’s government. As it’s Ministers, Head of State and everyone in office is arrogant. They are so proud and vicious. Yes, to fear the lord is to hate evil. However, what is righteous is to not be evil and participate in all acts, which God doesn’t prefer. Which we know the NRM and their leadership indulge in. Therefore, the bible itself is speaking up against the rulers and the government. The bible is opposing the NRM and it’s leaders. That should be a warning and their wicked ways should be exposed. That’s what the opposition does and it’s not offending God.

The opposition is actually showing it’s wisdom and is not following wicked men. That should be the reality of it all. However, don’t expect a spokesperson or anyone associated saying this. They will dismiss it and find some excuses to defend their actions. These folks don’t mind the civilians dying or the arbitrary arrests. As long as the evil deeds are not happening to them. Peace.

Will CJ Owiny Dollo circumvent the Constitutional rights of Bail by using his Constitutional Powers?

Today, there have been leaks of a Court Justice Alfonse Owiny Dollo has written a guidance, which will circumvent and guide judges to block “bail” for certain offences in the Republic. This is happening, as President Museveni and his allies have worked overtime trying to find ways of doing this. CJ Owiny Dollo would give way and make things easy by doing this. 

133. Administrative functions of the Chief Justice

  1. The Chief Justice—
  1. shall be the head of the judiciary and shall be responsible for the administration and supervision of all courts in Uganda; and
  2. (b)may issue orders and directions to the courts necessary for the proper and efficient administration of justice

(2) Where the office of the Chief Justice is vacant or where the Chief Justice is for any reason unable to perform the functions of his or her office, then until a person has been appointed to and has assumed the functions of that office or until the Chief Justice has resumed the performance of those functions, those functions shall be performed by the Deputy Chief Justice” (Constitution, 1995). 

We are seeing here that the CJ has the constitutional power to guide and issue orders for proper and efficient administration of justice. Alas, if CJ Owiny Dollo does this he needs the legal arguments and ramifications for his guidance. Since, he needs to prove if it is proper or within the current laws and efficient administration of justice. That is what CJ Owiny Dollo needs to do. As his the man who vouch for and supports this idea by signing his name into the guidance of the courts. 

Yes, this is giving way to the President who wants this change. As he wants the state to be more strict and use the leverage of law to punish his enemies even harder. This isn’t used to fight crime or criminals, no this change of laws will go after the political prisoners and activists who fight for justice and liberty. Which is ironic, as the ones who will be targeted by this change and guidance, are the prisoners of conscience and not career criminals with manslaughter, murder or being a serial killers. No, this will hit opposition MPs and the ones who have offended “the Don”. 

CJ Owiny Dollo will be this term Raphael Magyezi, as he intends to revise the Constitution in favour of the President. Owiny Dollo is willing to risk his name and everything his worked for. Just to serve the President and his whims. This isn’t to better the republic or make things more just. No, this is just the recent revision which fits the current state of affairs for the President. 

It is really foolish to do this, the President and his people are really shortsighted. As this will get applied to the opposition and dissidents right now. However, if the pendulum suddenly changes and the current elite is losing power. They could be the end of this stick and be punished with the same manner. This means the high ranking officials and their associates could be taken in and not be released in a timely fashion. Because, the President and National Resistance Movement (NRM) did this in 2021. So in 2026 or any other year the stakes might be different and the ones in power deserve to feel the pain they put on others. 

CJ Owiny Dollo should fear for the future if he is allowed to use his office to make this happen. It is just like former Prime Minister Amama Mbabazi who ensured the Public Order Management Act (POMA) becoming a law, which was used against him when he stood as a Presidential Candidate. The law that he pushed got used against him. If someone finds something serious in the past of the CJ Owiny Dollo he could be detained without question. No only the men or leaders around Bobi Wine, but someone who used to be a token ally of Museveni. 

The end of bail will haunt this government. This tool will not only go against the current enemies of the state. No, this can be used against others too and give credence to keeping people behind bars without proper justice. As the state doesn’t have to produce or ensure proper proceedings, as the state can use without court orders or sentencing making people guilty. That the state does this to its citizens shows how far the dictator and the President are willing to go. As the law isn’t only battered on innocent civilians and dissidents, no the state is rigged against them, in such a manner that the Constitution doesn’t matter. Since, the latest CJ has given guidance, which is countering it. 

The ones sharing this on will possibly be backfired on. CJ Owiny Dollo can carry the water for His Excellency, but this will not clench his thirst. At some point of time, the President wants more than water and more than a cup of tea. He wants the bar and the side-dish. CJ Owiny Dollo is serving a purpose now, but if he doesn’t comply later. He will be stationed elsewhere or be retired… Peace.

Opinion: Is the NUP having their “defiance” moment?

Mufumbiro made the statements amidst cheers from the crowd in the presence of the party secretary general David Lewis Rubongoya, the deputy president for Central Region and Leader of Opposition in Parliament Mathias Mpuuga Nsamba, and several party’s top notches including MPs. But Mpuuga hastily hit back in disapproval of Mufumbiro’s confrontational approach of removing Museveni from power, saying they have preferred a more strategic approach of capturing other than creating false hope to the highly enthusiastic support base that is yearning for change. Mpuuga indicated the current leadership is so committed to offering proper guidance and leadership of substance in the turbulent times when they are faced with a stubborn, ruthless, and a tough competitor capable of unleashing violence against his opponents” (URN – ‘NUP split over approach to dislodge Museveni’ 29.12.2021, The Observer). 

In today’s The Observer there is reported that the leaders within National Unity Platform (NUP) have different ideas on how to move forward, as the final end-game and goal of the party is to remove a dictator. However, the objectives are agreed upon, the way of which is to work and succeed seems to differ. That is very clear. 

Mufubiro and Mpuuga clearly disagree, in such a way of which the Forum for Democratic Change (FDC) had two separate camps or fractions at one point. The FDC was split between the “defiance” and the “pragmatic” approach. The same seems to happen within the NUP as well. That is just reasonable, as the growing pains and the amount of politicians associating with the NUP. Everyone wouldn’t agree upon everything and neither have the same perspective. If a party is real and people have ideals or dogma behind their actions. Then you will have heated arguments and discussions to achieve the same objective goal or achievement for that matter. Therefore, no one should cry havoc and say the party is over. 

What is happening here is all natural and it makes sense. That’s why the FDC in some ways split between the ones following “Defiance” and the ones who were pragmatic, joining the Alliance for National Transformation (ANT). So, what we are seeing here has happened before… 

What we also should know is that the Mpuuga has been on the front-line since the time’s of Action4Change and Walk to Work. So, it is not like he has tasted rebellion and been on the barricades fighting. He knows the costs and paid the price of being arrested for his political activism. Therefore, when others would feel the same within his party. The Leader of Opposition should understand and want to resolve with actions. That the LoP speaks of strategic ways seems to be a sophisticated way of saying there are other means than what Mufubiro promotes right now. 

When I was reading the article and the arguments between the party leaders of NUP. I felt a moment of nostalgia, as the NUP is now going into the same issues of which the FDC did. Instead, of having one unified way forward. There are internal squabbles and talks about how to move and operate. The NUP has decide and show resilience, unless they prefer being part of this system and be a token opposition to the dictatorship. Sooner or later they might be washed-up as Mao and the Democratic Party (DP). Because, if they are just supposed to negotiate and strategically move. Then they are just using time and spending time in office, unless he means more industrial strikes, civil disobedience and coordinated riots. Alas, there is nothing of that in the talks of Mpuuga. Which could mean that they are supposed to revolutionize the system from within. 

If Mpuuga really believes that works… then he has not followed the FDC and the pragmatic members of that party. Since, they didn’t get rid of or had a peaceful transition because they joined IPOD or was part of the multi-party elections. No, it has just been more of the same and the FDC haven’t toppled the President. The National Resistance Movement (NRM) is in full cruise control and has nothing to fear. Especially, if Mpuuga is becoming a knock-off Muntu. If that happens… then the NRM and Museveni will linger on with no trouble and only some ceremonial disobedience, which is as powerful as mosquitoes sucking for blood. Yes, they can do it and bite. However, they will never suck enough or do damage to hurt the system they are sucking from. Peace.  

Opinion: Elections in the Republic under Museveni is run like an Casino

If the Kayunga District By-Election results proves what some of us has been saying. It proves that the state machinery and the electoral commission is working in tandem. The state and the State House has all the advantages in a race. The state agencies and authorities are all coinciding with the memos, decrees and the whims of the “high above”. That’s why elections aren’t open, independent or fair. Free and fair elections is a myth here and it’s all rigged to fit the Presidency.

Let’s be clear, here is unwritten rule that you don’t challenge Museveni and expect to win. He might act like it is a fair fight or an open race. The President allows a few challengers, but they will not have the same spotlight, the access to media or even ability to campaign like him. They will be violated, silenced and stopped from doing their ordinary politicking. While the President can canvass, campaign and be on every single media house any part of the day. Meanwhile, his authorities, regional leaders and whatnot blocks the main opponent from doing the same. They are blocking the venues and making the assembly illegal even during election road-map, which is just made to mask the proposed “election period” for everyone.

This has been occurring for so long. This didn’t only happen in 2016 or in the General Elections in 2021. There been so many By-Elections hit by this and we can surely go back to 1996 and forward to know. Anyone who has had a legit campaign and popularity have suffered by the hands of the state. These folks have been called any name of the book and been blocked for “safety” reasons. The state have blossomed into a war-machine, using the military and police to enforce the will of one man. That’s why they have no real chance of winning or ability to do so. The state has made it impossible, as the parties can only convene in the headquarters in Kampala and they are blocked from operating nationwide. Only the ruling regime can be able to do so and freely. That party will not have issues with primaries or anything. They are allowed and nothing will be illegal. While the opposition cannot even open a party office in up-country without meeting security agencies and have arrests as well.

That’s why the General Elections and Elections in general in Uganda is run like Casino. The state and the NRM is the HOUSE. In concern to a Casino, the house never loose. Yes, it allows some to win and make them hooked. They allow some big prices get taken, as it is a hook to get you tricked into the system. Alas, the House is rigged to win. It might give some the idea that they can win. Nevertheless, the whole race and the crab-table is rigged for the House to profit. You can play blackjack, poker or whatnot. Whatever game you play… the Casino will win and have profits from it all. If it didn’t it wouldn’t operate or roll out the games.

The Casino during Museveni have given away some prices and illusions of victories for the opposition. However, the whole elections are made in a manner of which he wins. Not only does he win, but the NRM will secure the majority across the board. The opposition will not able to field candidates or even hold primaries to have flag-bearers in newly minted districts. Neither does they have the cash to pay to stand as a candidate. While the state has endless funds and the state machinery behind it. This is why the opponents can have great cards on its hands, but it will not matter, because you might win one round… nevertheless the next race will be bloody. There will be no return and the Casino will ensure to get returns on every investment and game. Therefore, the opposition is only being another player, but a sucker who will inevitably loose.

Museveni and his Casino is opening the tables, but the dealer and everyone else knows the NRM will win in the end. The players might believe they have a shot and get some prices. However, they hope the opponent continues to play and will loose all the coins he had. Maybe even ruin their careers and have to borrow from loan-sharks to repay the Casino it’s debt. That’s where Museveni can come in and swoop the opposition candidate from the other parties. In manners of paying off their debts and make them loyal to him. This is what he has done and how he rigs it.

So, never expect Museveni or the Casino to let anyone really win. He only does to make it look like the illusion it is. That is the reality here and it’s tragic. Peace.
