Opinion: Tayebwa defends protocol over injustice…

Colleagues, whether you are who or who, no one will be allowed to blackmail this House because I have seen now where we are going. You have started a very dangerous game” (…) “Not any single day will a member come, undress here, try even to commit suicide here. If you are doing it for your constituency and you want to appease your constituency to show you are the one who has worked, do it, but it will never influence any decision I make here” (…) “Started that issue without honourable Zaake being here. Honourable Zaake has not been in this House for over 10 sittings and without my permission, but I have never spoken about him because he is a brother. You leave a colleague, maybe he is in a constituency, but I want to caution you…” (…) “If you ( Zaake) want to do drama, go and do it in your constituency, you can’t do it on this floor. If you want pictures of people holding you up and how you were arrested to use during campaigns, we can organise for you, we are near national theatre” – Deputy Speaker Thomas Tayebwa (29.11.2022).

The Deputy Speaker of the 11th Parliament, Thomas Tayebwa is more into protocol and plenary rules, than into the plights of the people. That is obvious after the recent actions. His acting high and mighty, but he will fall like the rest of them.

Right now Tayebwa is useful. His a loyal subject and one of them who is eating. Nevertheless, when you fall out of favour or do one big miss. You will fall and never return to good graces. It is easy to be boastful and entitled when you have everything.

Zaake might have been out of order. He might have broken a rule or too. However, who would have believed or given him any time of day. Zaake MP has already lost privileges and been scorned in Parliament. It isn’t like his a big-man or a person of vast influence. No, his a renegade MP who fights for his causes. Maybe not doing it by the book.

What he did though, was to infuriate the Deputy Speaker and many others in such a fashion. That the people have to speak out about the kidnapping, abductions, the political prisoners and the “drones” which are used by the authorities. That’s what Zaake did and it’s clever that way.

Maybe Zaake will be punished or get violated in the Parliament. That will not be anywhere near as damaging as the torture he has felt or the injustice the authorities has served him in the past. Zaake MP knows the pain of the opposition leaders, activists and anyone who dares to question the government of the day. He knows the cost and that’s why his vocal about it. No one should blame him for that. He knows better than most how painful and what sort of suffering people are going through.

That’s why the Deputy Speaker can ridicule and mock him. Nevertheless, it doesn’t make the case less important. We know the Government and the Authorities has no interest in investigating or showing the real numbers of the ones suffering injustice. No, they rather act like it doesn’t really happen or is just an anomaly.

We know now that the Deputy Speaker will defend rules, but not have anyone speak out on the injustice done by the state. That is the message. The Parliament isn’t the place for grievances and it will only be Ministerial Statements from the likes of Muhwezi, which will not bring the truth to the table. Because, the authorities would never give a full picture and only small fragments of what is going on.

The kidnappings, the abductions, the keeping people incommunicado and without trial continues. The torturing and the extra judicial killings. That is all done on behalf of the government and the Deputy Speaker honourably represents that… he honours that and he will not have anyone crying out loud. No, he prefers silence and once in a while condoning it. Peace.

Opinion: The Speaker investigates the MP and not the corrupt practice itself…

We know that the Speaker of the August House is partisan and works directly for the interests of the state. This is why the actions of National Unity Platform (NUP) MP for Bukoto South, Twaha Kagabo sparks this reaction. Not because Speaker Anita Annet Among cares about these things, because she clearly don’t, but instead see it as a means to an end. She can use the allegations and the retraction of the payout to start an investigation.

That Kagabo MP used his platform and his titles to unleash these funds. Just shows how the state operating and how easy access to bribes there are for the MPs. The state can so easily payout and give them kickbacks for their services. However, the speaker isn’t interested in that and neither is the National Resistance Movement (NRM). They don’t want to exposed or shown how they “eat”. No, they want the man who told and spelled it out punished. He dared to speak out and unleash the truth to the public. That’s why Speaker Among reacts now.

In this manner she has shown her conduct and her will:

Honourable Members, yesterday the media was awash with news of a Member of this House allegedly seeking to return some money whose sources and intentions are unknown. The member in question is Hon. Twaha Kagabo, MP Bukoto South. He was reportedly carrying money in cash seeking to deliver it to some offices within the precincts of Parliament. Hon. Members, the code of conduct for Members of Parliament is well enumerated in appendix F of the Rules of Procedures which amongst others deals with personal conduct, corruption, public trust and improper use of payment. The actions of the member threatens the integrity of this House. I accordingly invoke Rule 175 (1) (b) of the Rules of Procedure and refer the Member to the Committee on Rules, Privileges and Discipline. The Committee should investigate the Member’s conduct and report back within one (1) month. Hon. Members, in a bid strengthen evidence-based legislation, the Parliamentary Commission has established three (3) resource centres fully equipped with computers and printing services; in the Library, development House and Kingdom Kampala. The Clerk has shared the details of their locations on your e-mails. Please make the best use of those resource centres to boost your input in the legislative process” (Anita Annet Among, 09.08.2022).

What is striking from the Speaker is that “sources” of the cash is supposed to be unknown. While the traces of that could be found on accounts and the meeting-point of wherever the MPs could get it. They tend to have a “rendezvous” point and get the monies from a courier. That’s how the stories usually goes, especially the payments that isn’t coming as salaries or added perks in their office. Therefore, the Speaker is acting ignorant, when she knows the practice herself and has “pocketed” funds this way too.

What is even more striking is that she issues an investigation into the manner of which he showed up with the cash. That this was an act of weakening the integrity of the Parliament. However, the Deputy Speaker by being the man who so easily voted to salvage ROKO during last month is more substantial in damage of the reputation and how the procedural works of the National Assembly is. Nevertheless, his part of the tribe and one-of-them so he can walk-it-off. That’s why the investigation will certainly make him a victim and punish the MP. Because, he dared to question a “suit” or “brown envelope”. He was just suppose to eat it and be silent. It was “free” money and it was given to serve a purpose.

The Speaker isn’t defending the integrity, instead she is showing that corrupt practices doesn’t matter, but the publicity of it is another case. If the MP hadn’t said a word or tried to expose the rot in the Parliament. Well… he would have eaten and had a peaceful day. However, he chose to enlighten and show up to reimburse the funds. That’s why his said to be corrupt and like his the only one, which is silly. The “rendezvous” point and the courier most likely had “envelopes” for a majority and they took it. Nevertheless, the Speaker and the like wants us to be believe his the only one. That cannot be true and it wouldn’t serve a purpose to only pay him. That’s just the nature of the game and how you get things moved.

Speaker Among proves yet again to be partisan and work in favour of the NRM. She isn’t a person who works for the state, but works for interests of one party. That is evident. This is why the NUP MPs get into trouble and her own don’t have to worry about a fly. Peace.

Opinion: Among acting as a Speaker and LoP

“Speaker of Parliament Anita Among has rejected LoP Mathias Mpuuga’s decision to replace Ojara Mapenduzi as chairperson of the Local Government Parliamentary Accountability Committee with FDC Gilbert Olanya. Anita, who presided over plenary on Tuesday, insisted that Ojara’s committee is still working on key reports. “I am also aware the committee is in its final stages of reporting on the Auditor General’s Findings for the financial year 2020/21,” the Speaker said” (Jonah Kirabo – ‘Speaker Among blocks NUP from removing Mapenduzi from Local Government committee’ 03.08.2022, Nile Post).

The Speaker of the 11th Parliament this week rejected parts of the Leader of Opposition mini reshuffle of the Shadow Cabinet. The LoP is the one in-charge of the Shadow Cabinet and the ones that appoints the members of it. This is not the duty or the position of the Speaker to withhold.

However, she has already involved herself in using a social media post to launch a campaign and investigation into opposition Member of Parliament Francis Zaake. A man who lost his additional office and post in the Parliament. So, her actions stopping the removal of Ojara Mapenduzi is following a pattern. That is obvious.

Things are to personal and too close to home for the Speaker. She wants to not only control all parts of the Parliament, but also have a say in everything. I wonder, would she have blocked Norbert Mao from becoming Minister? Would she have dared to stop the removal of former Minister Justice because she liked him? Well, I don’t think she would dare to question or even consider asking about a motion or a protocol from the Head of State. No, she is just accepting and moving on.

The Speaker is playing impartial and acts like this for a reason. It seems like the opposition was an ally and the loss of prominence hurt her case. The LoP should be able to and be able to reshuffle the cabinet as he pleases. Just as the President can appoint and remove ministers. That’s their position and their offices. Yes, you can question the characters and wonder if they are fit for the job. However, the LoP is duty bound to have a shadow cabinet and the President to appoint his. The Speaker is just there to preside and ensure the appointees get into office through the right procedures- However, here she is indirectly telling the LoP to keep a member, which he deems unfit.

Would Among ever do that to Museveni about a Cabinet member?

The answer to that is a “no” and shouldn’t even think of double-crossing or questioning his reasoning. She is there to serve and collect salary. That’s why reading about the blocking of the LoP is infuriating. Since she is not doing her job but acting as she can control and decide for the LoP. Which isn’t her role.

Speaker Among should know better, but she prefers to be hostile and interfere in other people’s business. She acts like an overlord in Parliament. In this regard she isn’t securing business of the Parliament going as scheduled, but instead take a stance on how the LoP operates. Which she has already done once with the removal of Zake from another office in Parliament.

The Speaker should review her own actions and start to question if she is the problem or the one with serious issues. Since she wants to be the LoP and the Speaker at the same time. That’s how it’s looking to me. Peace.

Opinion: The Honourable Speaker should speak to her master…

Politics is there to stay we need peace, let’s preach peace for the good of our people. Politics is not a matter of death” – Speaker Anita Among (19.07.2022)

The Speaker of Parliament should know who is behind it all. The Speaker who was praised and ushered into her office. She should know who has created this system, the use of force and the state sponsored violence on behalf of the President. Honourable Speaker should know all this, but instead speaks of hearsay and what is supposed to be.

The system that’s currently in play is all fixed and nurtured by the President. He has made it in the image of himself. A man that is living by the gun and dying by the gun. The President is proud of getting into office by using weapons and killing. A sort of lifestyle that he has continued and persisted with. That’s why the second most important thing to always uphold is the Uganda People’s Defence Force and keep the authorities on guard.

The President uses violent words and wants to destroy his opponents. He hopes he can corrupt them, but if that doesn’t work. He throws the law-book at them or uses violent means to stop them organizing in their tracks. The use of political charged arrests, detaining without trail or even extra judicial killings. All done in the mercy of the master and the head of state. This has been going on for years and the Speaker should know this bloody well.

That’s why MPs are behind bars as we speak. Their cases are not moving along, but they have serious charges on them. It is opposition MPs who matters to their constituencies… However, the state is using them and silencing them. They are charged with murders and serious crimes, but that will never uphold in the courts themselves. That’s why they are lingering and never freed. So, it’s just like we are supposed to forget about that.

In the same vein. The state uses kidnappings, keeping people incommunicado and torturing them. That’s all done for their political affiliation and stances. They are targeted for who they associate with and what party they signs up for. Heck, even people who associate with the ruling regime can be assassinated or taken out. Especially, if their ambition is beyond the “standard” of pre-fixed positions made by His Excellency.

That’s why listening to the Speaker who said this in connection with the death of the student at the Guild Elections of Makerere University. It is all sad… but this is a mere reflection of the political atmosphere and landscape, which the state and the President has created over the years. It is wrong to die like this, but the state has killed several of others for their beliefs. They have killed by-standers to rallies and funerals. The state has killed drivers of political leaders and nearly even killed a Minister at one point. Therefore, the violence isn’t anything new. It is just what the state does and it hasn’t haunted the highest office yet.

Speaker Among can mean will and be sincere. However, she should address her master. Who uses rhetoric and orders, which are in dark contrast to her words. When the army, the security organizations and everyone is used for political gains. You just know that the merciless of men is coming to hunt down the competition. That is just the game and the game is rigged in favour of the “high above”.

So, dear Speak…. If you really meant these words. Please, talk with caution and send some vibes to your master, the high and mighty. The man that could change these things. However, dear Speaker, I wouldn’t count on it. Since he earns his bread and butter this way. Peace.

Opinion: The 40 million shillings which makes the world go around…

The 11th Parliament is as corrupt and filled with stooges as the previous ones. The Speaker and Deputy Speaker is the “visionaries” of it and it shows by what sort of characters they are. Therefore, the news of an envelope for voting in the budget of financial year 2022/23 wasn’t shocking. It was more of the same…

The Members of Parliament allocates themselves a higher allowance and a kickback for their services. While teachers, nurses and civil servants will sought far and wide to get any help with the rising prices or the cost of basic commodities. No, this is the representatives and the ones who are working for the people. Who is giving themselves a pay-rise and an additional money-grab. While the President and others tell people to live within their means or eat cassava.

The 555 MPs was offered a huge fee as incentive and a bargain for doing their actual duty. They should scrutinise and have general oversight over the budget. Every vote and need should be looked into. The MPs should state the needs or the usage of the funds. However, by the manner of which the budget is passed. It seems like its ceremonial and pre-fixed ordeal where the MPs just has to accept and move-on. As if the Ministry of Finance, Planning and Economic Development (MoFPED) has everything covered and they should just nod their heads all along.

It is not strange that they accept the verdict and let bygones be bygones. When the money is coming in and it didn’t cost them anything. They are just accepting “free” money and can easily spend it however they deem fit. Nevertheless, their role as legislators and MPs is pointless. When they are not doing their job and is only stooges for the State House and the machinery of the “high above”.

We have seen this before and these sorts of votes will happen again. They called them suits or whatever really. As long as the National Resistance Movement (NRM) and their MPs follows the program, which is whatever Museveni deems fit. That’s the gist of it. They are additionally paid for their services and they have already high allowances, salaries and levels of perks. It is not like the MPs is unfortunate or lack wealth. No, this is the gig to go after and the state abundantly pay you.

While the less fortunate gets even lesser. The value of currency and lack of revenue makes it harder to get by. Meanwhile their representatives are getting paid-in-full with add-ons. These ones are living the high life. They are living life like there is no tomorrow and topping up at any given opportunity. Therefore, there is no second coming or worry…

It just shows how there is one world for the citizens and another for the MPs. Peace.

National Unity Platform (NUP): Statement on the 40m Uganda Shillings given illegally to Members of Parliament (14.06.2022)

Opinion: The Speakers have become a Wasteland for Public Expenditure…

“Speaker of Parliament Anita Among, her Deputy Thomas Tayebwa get Shs 2.8billion cars. Prossy Akampurira Mbabazi, the Rubanda District Woman MP, also a parliamentary commissioner, confirmed the procurement of the two luxurious vehicles” (91.2 Crooze FM, 07.06.2022).

“The decision was endorsed by the parliamentary commissioners and money to purchase the Shs2.8billion cars [for the speaker and her Deputy] was approved,” Hon. Prossy Akampurira, the Rubanda District MP, also a parliamentary commissioner” (91.2 Crooze FM, 07.06.2022).

“Parliament has concluded plans to procure official residences for the speaker and the deputy speaker. Inside sources say funds have already been made available for the procurement, though the figures have not been disclosed” (NTV Uganda, 07.06.2022).

The newly elected Speakers of the 11th Parliament has no scruples spending from the state coffers. They are getting new cars, housing and they already has a vast money-pit of allowances, salaries, and perks in office. These two are already high earners but expect to get more for their services or contribution to the state.

You would think these two was running the nation and was the vocal point of it all. Since, they are so well paid off and has such funds to build houses for them as well. They had already cars as MPs and big-big salaries as part of the Parliament. So, it wasn’t like they weren’t well off already. These two had it all and now they want more.

This is what greed looks like and they are doing this amid rising inflation, lacking funds, and showing their ignorance of the plights of the people. The people they represent and works for as speakers to begin with.

These was two ceremonial vehicles and additional housing. When we know they have all the high-end salary, allowances, and other stipulated payments, which makes them rich in office. It is not like these would starve at any minute or be worried about dried out bank-accounts. No, these two would have a pay-day and would be well-off.

This is privilege and the burden of that is on the state coffers. The state covers the expenses and all the costs of the matter. These are luxuries and can only been seen as such. Since, the speakers has a pay and could afford to get a humble abode in Kampala. However, they are now living like royalties and expects to live as such.

That’s why they had to have new ceremonial cars, as the cars bought to fit Oulanyah and Kadaga wasn’t good enough. Now, they are also getting houses paid. It just shows how they can be reckless and spend like it is no tomorrow. It is their turn to eat and it’s evident that they think that way. Because it is like they fear that this opportunity is too good not to get well off from. Peace.

Opinion: Mzee has the final word from the NRM High Command to the ballots of the August House

Today, at Kololo Ceremonial Grounds, I attended the special sitting of parliament to elect the Speaker and Deputy Speaker. I congratulate the NRM and the ally groups. I also congratulate the other group. Thank you for sitting and behaving properly. To those who have won (my own NRM candidates), I urge you not to go around celebrating, we are mourning and actually, this election should not have happened but the law required so. It is madness to have this election when Oulanyah is not buried, people can think we are witches. Now to the Honourable Members of Parliament, whether you are in the Opposition, NRM or in the Army, in order for us to succeed as a country, you must work for the people. You all know how we can get our people out of poverty but you keep meandering in other things” (Museveni, 25.03.2022).

The Parliament has become the National Resistance Council by definition. They are the House and the Parliament in name, but in action… it is just a big council of National Resistance Movement Members of Parliament (MP). These are following the guidance of the party and the will of His Excellency. Therefore, the only thing they will do is to follow his orders and decrees.

Because, we know the Office of the President or the National Resistance Army/Movement High Command writes their decree or order. The decree or orders is later designated to the National Resistance Movement – Central Executive Committee (NRM CEC), which is the first place to sanitize it and make it legit. After that, it’s implemented in the NRM Caucus before it is taken to the Parliament. So, all the steps and the journey of a decisions is all handled and controlled. There is no free will or direction where the NRM MPs can go without a direction and everyone knows it.

The NRM MPs are in majority and what they decide will happen. The President has ensured this with election rigging, gerrymandering and all the tricks of the book to secure total control. He does it with the use of the authorities, blocking parties from operating and all the other means of which has made it impossible for the opposition to gain any sort of power. That is why his ending up with the final say.

It is his system by making it out to be a multi-party system. However, it isn’t far from the no-party system. As the other parties only have minor votes and part of the Parliament. They are participating in the name, but got no say and their motions is easily dismissed. Their candidacies and opportunities is close to none.

When the President has decided, gotten acknowledged in the NRM CEC and later directed the NRM Caucus. The plenary session can happen in the August House and his “Council” will vote in his favour and after his bidding. The ones who rebels or acts out of line will be addressed. They will be questioned and possible get into trouble. These are the NRM Rebels, which tends to be manhandled and losing their perks. This is what he does… because nobody should question the only man with a vision.

We knew the results when the NRM CEC wrote their position earlier in the week. We knew that the NRM would just follow where the President pointed and nothing else would happen. It was written and executed according to plan.

The NRM High Command has it all in order and everyone else just obeys. There is no chance. Nothing is missed and the journey of the votes is only formalities. This is how things are and not expect MPs or dissidents inside to be left of the hook. They will be taken care of and they will regret it. Peace.

Opinion: Tayebwa and Among will make the House into a Partisan Den

Now that it’s official and the voting tomorrow is in session. The news that Chief Whip Thomas Tayebwa is the anointed Deputy Speaker to take the place of the current Deputy Anita Annet Among. We know the drill here and the most likely result tomorrow is that both of these gets the promotions in Parliament.

So in advance, congratulations and hope you can resurrect your legacies. However, in the grand scheme of things of things. I doubt it… and these two cadres are the token loyalists and egocentric puppets, which are the sort of fishermen that the President has prayed for entering his party all his life. These sort of small-time schemers and elite, which is easily corrupted and tricked into thinking they are doing their own gains, but initially just serving the purpose of the State House.

President Yoweri Kaguta Museveni must be so happy. That his getting the partisan people of Tayebwa and Among to these roles is just a blessing for the old man. He gets the epitome of hacks and insufferable people to represent his causes in the Parliament. These will wait for the whistle and ensure the NRM is at the heart of things.

Tayebwa has proven this all on his own. That he says just censoring Muhwezi was a target against all of the members of the Movement. When he could say that as a Chief Whip and staunchly defend the merits and questionable act of the Minister. We know that he has the ability and heart to strike even harder as the Deputy. He will follow the foot-steps of Among and cause even more damage without proper procedure or protocol. Just to throw the opposition into a tail-spin and escalate even more tension between the parties.

Among already proven that with her handling of the Zaake case and removal of title as Commissioner. Therefore, we know how she plays and used the office as Deputy. Now that she’s the boss and the Speaker. She can be even more ruthless and insincere. I don’t expect her to change or suddenly become a person of integrity or honesty. As that ship has sailed and she has proven there is one standard for NRM and another for the rest. That’s just how things goes and now the Parliament has to follow these sets of guidance and rules. If not… she can use the same argument again to revoke or censor someone.

When we know all this and this is the outcome of the death of Oulanyah. It is clear that the cadres and the well-grounded MPs within NRM is becoming extinct. When this is the best they have to offer and who they are endorsing to such roles. Theses people should be trusted and be people who will follow the words of the procedure and the law. However, these are so partisan and so selective in their reasoning. That I doubt they will ever do so.

These people will bargain and ensure the NRM and the President decrees are followed. Without any oversight or accountability. I expect the 11th Parliament to be so partisan, that the Leader of Parliament will often boycott or not participate. Neither will many of the Opposition MPs. Who don’t see grounds or values in the Plenary Sessions. As they are muffled and not taken into consideration. The majority and the NRM has a head who will silence and brutally engage with them. Therefore, things are not getting, but instead worse…

These two running the show. It will be a circus and a partisan at that. There will be no middle-ground or sort of impressionable scene. The ones that is chosen has already proven that by their actions and words. The titles and ranks might change, but we know these two bleeds yellow. Therefore, the sights on the Parliament will be so too. These will not account or care, because these has only interest of the Movement and nothing else.

That’s why there should be other types of cadres and MPs elected to these roles. However, the NRM CEC and the likes doesn’t even shield the need to totally suffocate the opposition. Peace.

Opinion: The Public Trust in the 11th Parliament is at an all time low [and it’s not because of Zaake]

We know that the Deputy Speaker Anita Among only in her dreams wish she had the reputation or ability to bring confidence to the role of the chambers like Rebecca Kadaga ones did. However, she cannot and never will. The Deputy Speaker must miss Speaker Jacob Oulanyah. As he oozes some confidence and bravado, which she doesn’t. Neither can she set any good agenda or program, which will really help the nation.

No the stagnation of the Parliament is evident. The 11th Parliament is a stale atmosphere and not the sort of place for the future. That is done on purpose and the Parliament is most of the time busy with mediocre plans, lack-lustre government programs and adding more debt. The state isn’t discussing the gas, petroleum prices or commodities become more costly. The public isn’t seeing that..

No, the Deputy Speaker is saying Zaake has a deliver her an apology within a week and get the opposition to give the Parliament a new name for Parliament Commissioner after the late night vote against Zaake. That is how the Parliament is acting in 2022.

Just as COVID-19 Funds are unaccounted for, Parish Development Model is launched and there is plenty of other things on the table. There is lack of funds, fiscal incapacity and deficit recycling of debt. There is unsecured government loans and lack of transparency of these. As well as other dire matters, but her own honour is more important for “public trust” in the 11th Parliament.

That is when you know someone has the audacity. She acts like the Parliament and the lives of the MPs is hers to control. The words and the speaking in private or public doesn’t matter. Heck, if it is done in the Chambers or in Committee. Hell, it doesn’t even matter if it is quickly typed on social media. No, as long as her honour is breached. She has all the rights of the world to strike vengeance.

Who cares if teachers are lacking pay? Hospitals are run like shoddy public enterprises? If the medicine is running low or out of date? Who cares if the roads authority or any other state owned enterprise is run like a sweat-shop with no future earnings? Well, that doesn’t matter for the Deputy Speaker. As long as nobody questions her or her own words.

She just deserves the medal and the glory. Anita Among is the greatest among men. Her majestic outlook on life and her attitude is what everyone should aspire too. Where you have the guts and the gull of going after an opponent and later clip of his wings. While talking about procedure and calling it a transgression. Alas, she also offended him, but he has to double down on apologizing after taking away the role in Parliament.

The Deputy Speaker could make her role prominent and in the absence of the Speaker. Prove that she was worth a damn. Instead, she’s insulting herself and just showing the world how she is beneath the role. The ones entertaining this is accepting that one person is the victim, the judge and the executioner of the same petition. That’s what she has done and her majority party has played along.

This just shows how pointless and vindictive the NRM is. They have no spine or hearts, they are just out to take the others down. While they don’t address torture or even understands a torture victim among their own. Instead, they are punishing a victim, who was ridiculed by the Deputy Speaker. Who is again asking for Zaake to humiliate himself and beg for forgiveness. While she haven’t been held accountable at all.
