Opinion: Sankara’s warning on the odious debt lent to the continent… is relevant today

Sometimes we need an reminder, that some powers and some states doesn’t come with the best intentions or with a real helping hand. If it is the famous white elephants or the other giant aid initiatives that doesn’t amount to anything. However, what is now at stake is for instance a lot African states and their loans to China. The Chinese has collateral in either ports, state owned enterprises or ability to directly extract the needed resources the current state with huge loans has. This is their trap and Sankara warned about this, just like the French, British and Americans has done in the past too. Nothing new under the sun, just new methods to get ahead.

What I am quoting is a speech done to the OAU in 1987, just a few months before his assassination. Therefore, the words and warnings seems more important. As in our time, the leaders of today is recycling the ills of the past. They are doing it out of greed and in the end, the people and the citizens will suffer. Not the multi-national corporations, not the state itself, but the public whose disregarded and have to reinvent money.

The wise words of Sankara:

“We believe analysis of the debt should begin with its roots. The roots of the debt go back to the beginning of colonialism. Those who lent us the money were those who colonized us. They were the same people who ran our states and our economies. It was the colonizers who put Africa into debt to the financiers—their brothers and cousins. This debt has nothing to do with us. That’s why we cannot pay for it. The debt is another form of neocolonialism, one in which the colonialists have transformed themselves into technical assistants. Actually, it would be more accurate to say technical assassins. They’re the ones who advised us on sources of financing, on underwriters of loans. As if there were men whose loans are enough to create development in other people’s countries. These underwriters were recommended to us, suggested to us. They gave us enticing financial documents and presentations. We took on loans of fifty years, sixty years, and even longer. That is, we were led to commit our peoples for fifty years and more. The debt in its present form is a cleverly organized reconquest of Africa under which our growth and development are regulated by stages an norms totally alien to us. It is a reconquest that turns each of us into a financial slave—or just plain slave—of those who had the opportunity, the craftiness, the deceitfulness to invest funds in our countries that we are obliged to repay. Some tell us to pay the debt. This is not a moral question. Paying or not paying is not a question of so-called honor at all” (Thomas Sankara – Speech given at the African Unity Organisation Conference, Addis Ababa, July 29, 1987).

Let us not forgot the lessons of the past, as we in the present is continuing a cycle of recycling debt, growing debt and cycles of repayment schemes, which will only make the next generation suffer. If not, when the grace period hits and the state doesn’t have a big enough tax-base or revenue. It defaults and has to give away extraction licenses, state owned enterprises and other vital transport infrastructure like ports and airports. Because, that what is happening.

Opinion: China is starting to squeeze the Kenyan Economy!

If you were ever thinking that Beijing would loan and build without consequence. Those days should long be gone. The Chinese are planning to earn money on their investments, they don’t care about the Republic’s they are investing in, as long as they are profits on their investments. They want earn on these loans and since the rate of loans are so high. They are now starting to pick collateral for their infrastructure loans, especially the draining of loans to the Standard Gauge Railway (SGR).

“While acknowledging China’s leading role in the Kenyan economy as a trading partner, the President called for increased Chinese investments in the country. “China now ranks as the number one trading partner with Kenya accounting for 17.2% of Kenya’s total trade with the World,” he said. “Kenya is open and safe for business. Kenya has one of the most conducive business environments in Africa,” the President added” (President.Go.Ke – ‘President Kenyatta Asks China To Give Preferential Treatment For African Goods’ 02.11.2018).

While Kenyatta are acting as it all positive, the reality is that the state are having giant issues with their “investments” and loans there. But Kenyatta wants to make it sound positive, when it really isn’t, just the rate of the loans have grown and the consequences of the relationship with China is now starting to cost. It is the Kenyans that has to pay these loans down and with every way possible. As the Chinese has leverage over the Kenyan government. Take a look at these quotes from media recently!

Loan Rate in Kenya:

“Kenya’s current public debt stands at approximately 4.884 trillion Kenyan shillings (USD$49 billion) or 56.4% of the country’s gross domestic product.. This is up from 42.8% in 2008. In other words, the country owes more than half the value of its economic output (GDP)” (…) “China is Kenya’s largest creditor, holding about 72% of the country’s bilateral debt as of March 2017. Studies show that Kenya’s Chinese debt poses a threat because the loan agreements are not transparent, projects are not well prioritised, accounting procedures are weak and it’s not clear what projects are costing” (Odongo Kodongo – ‘Kenya’s public debt is rising to dangerous levels’ 05.08.2018).

Selling State Owned Enterprises:

“The Privatisation Commission has approved sale of 26 state-owned corporations to raise funds to support the budget. The commission, under the Privatisation Act, 2005, was mandated to sell 26 poorly performing state corporations to cut down government spending. Those approved for sale are National Bank of Kenya, Consolidated Bank of Kenya, Kenya Meat Commission, Development Bank of Kenya, East African Portland Cement, Kengen, Kenya Pipeline Corporation, Kenya Ports Authority, and five sugar millers — Chemilil, Sony, Nzoia, Miwani and Muhoroni. Others are Agrochemical and Food Corporation, New Kenya Co-operative Creameries, Numerical Machining Complex and Isolated Power stations, hotels (Kabarnet Hotel, Mt Elgon Lodge Ltd, Golf Hotel Ltd, Sunset Hotel Ltd and Kenya Safari Lodges and Hotels Ltd). Also targetted are Kenya Tourism Development Corporation-associated companies, which include International Hotels Kenya Ltd, Kenya Hotels Properties Ltd, Mountain Lodge Ltd and Ark Ltd” (Cynthia Ilako – ‘State to sell 26 companies to finance current budget’ 03.11.2018, The Star Kenya).

China Selling Infrastructure Loans to Investors:

“The plan will see Hong Kong mortgage insurer Hong Kong Mortgage Corporation (HKMC) buy a diverse basket of infrastructure loans next year and explore the idea of “securitising” or repackaging them into securities for sale to investors, allowing it extra liquidity that it can loan out to finance more infrastructure projects. “This initiative we believe will help ‘recycle’ commercial banks’ capital to be redeployed into other greenfield infrastructure projects, besides enabling wider capital markets participation in infrastructure development under the Road and Belt initiative,” said HKMC Greater China chief executive Helen Wong” (Allan Olingo – ‘China plans to sell off its African infrastructure debt to investors’ 05.11.2018).

We are seeing the growth of loans, that is up 42,8% and the debt level of the 56,4% of the GDP. Because of that, the state are now selling of their State Owned Enterprises. Most likely to Chinese holding companies and investors, who are expecting to gets points on their dollars. As well, as securing their future on the investment. They are selling the central institutions and businesses, which was state controlled, but they will now become para-stalls of the Chinese.

But selling the institutions are not enough for the Chinese. They are planning to take it further. Planning to rehash the loans as sub-prime loans for investors, meaning they are taking the risk instead of the Export-Import Bank of China, where the loans are usually collected and distributed from. Therefore, the loans are another target of more profits as they want to earn on them as well into the Capital Market. Just like the US Banks did with House Loans and mortgages in the past.

While all that is happening and with the knowledge of this, the President is still keeping it cool. Kenyatta is still not saying the brazen truth, that they are a debt-slave to China. Are in such big trouble, that the investment of the SGR are killing the economy and they have to trade-off their assets to keep up with their payments. That is what is happening and this is not really developing, but hurting the economy even more. As this institutions and businesses has been controlling their markets. Now, they will have masters from outside, which are not there to secure the market, but make a direct profit. Therefore, the citizens are not only paying their loans for the railroads, but for destroying their economy. Peace.

A spiteful chant: Where did humanity go?

Where did humanity go in our time? When did we cease to care about other people’s struggle and their causes? When did that cease to matter? Because in our time, the rich and wealthy are securing more and more resources, while the poor is having no ways to get out of it. The states are closing their borders, stricter rules for refugees and asylum-seekers. While in dictatorships, the harassments and the internally displaced numbers are rising. The rich countries are investing in warfare, but not taking charge for the fleeing refugees from the crisis. They are trying to pay the states in regions and close the borders in migration routes. There is no heart, just cash-money. The heart has left, and the ignorance is rising.

The deaths of civil wars, the displacements of draconian laws and of dictators doesn’t matter. The lack of dialogue and of political freedoms, that doesn’t matter either. The lack of compassion and of political will change is also okay. As long as the troubles from afar doesn’t touch us. However, we will seal of the borders and make sure the innocent victims of internal disputes and skirmishes hopefully can cross the border to the closest country and not seek refugees in Europe or in the United States. Because, we cannot mange to show some humanity and heart.

The blood in your veins should boil, but for most. We don’t give a damn, they don’t give a fig. If their villages are burned to the ground by the military. If the Police is detaining people without any justification. If the state is securing the demise and death on fake imports. All of that doesn’t matter, as long as it doesn’t happen where we are.

This is the despicable. This is the reality. Our time, our reality, what our representatives put forward and make sure to build big invisible walls and mechanisms to close borders. To make it less achievable and costly to cross. Even more dangerous, as the perils of death and destruction at home isn’t better. But to leave can also cost your life, either by crook or by the book. Secondly, there will be nobody to even care to look.

This should be disgusting. Knowing that people are dying fleeing civil-wars and dictatorship, than when they are entering our safe havens; there is no one caring for their ills and troubles. They will just shrug it off like dirt on their shoulders and move on. There is lack of solidarity and heart. I hope in my time, that the Republic’s and Nation’s that close their borders never start warfare with themselves. As the ones who saw what we did. Might also give us no helping hand. They might say, we saw what your parents did to us. Why should we save the kids to such despicable people? Why do you deserve safe haven, when you couldn’t help our kind in need?

That is what I worry about, because we never know when the tide change, when society start to deteriorate or self-destruct. That is within us and we never know. We could be next, right now it is our brothers from afar, next time it could our closest neighbor or even ourselves. Than, they will remember our cold hearts and lack of compassion in the times of need. Peace.

Opinion: When will the grace period of the Chinese loans end? – While, Kenya and Uganda continues to borrow more!

The Government of Kenya and the Government of Uganda, should both worry about their arrangements and their growing debts, as the non-sustainable rates of debt and higher interests. As the unnatural growth of the national budget, where the lack of revenue is covered with more state debt. To cover both salaries and development projects. All of this has happen over the recent years. As more and more of the yearly budget goes to pay interest on old loans, as the old loans also mature and the rates will become more dire. As the strength of the economy isn’t going in the same rates as the loans. This is in the end a debt trap. A debt trap China has used in other countries.

Sri Lanka is the recent example, which has come into a debt trap, where the Chinese loans has become so dire, become so big and not able to recover. That the collateral for the state was to favorable lease the harbor of Hambantota to the Chinese. They had too, since they couldn’t repay the creditor from Peking. That should be realization from all the others who borrows big and think that the Chinese will not get something valuable back for their funding.

This should be a warning for the Kenyan and Ugandan counterparts, this should be a warning for President Kenyatta and President Museveni. That is if they care about the state resources, about their minerals and about the possible extractions from their republics. If they want to be debt-slaves, or lease away the crown jewels to the Chinese, because they promised favorable debt plans, that in the end put them in juxtaposition, that they cannot come out off; unless they trade away something very valuable. If that would be licenses to drill oil in Turkana or in Bunyoro.

Who knows what the end-game of these massive loans are and if the Presidents and their parties plans to repay them. Or hope that the next generation will try to invent new way of generating money. If so, then they are saved by rare luck and not by planning ahead. These loans are big and taking bigger and bigger slices of the GDP. They are going far beyond the levels of revenue and possible future forecast of funds. Therefore, the loans can only at this point benefit the ones giving them. They will get the repayments and the interests. If they don’t get that, they will take collateral and take other state entities to get their values back. The Chinese are doing that in Sri Lanka, they could easily do that with Kenya and Uganda too. They are in for the taking and ready to muscled out.

The Chinese doesn’t play and doesn’t play with money, they will recollect and they will recover the funds spent. As they are not playing games, they are really investing and hoping to get paid-in-full. They are waiting for the numbers to go from red to black. They don’t expect to loose, and if they do. They will figure other ways to collect the lost.

President Kenyatta and President Museveni should know this, but I doubt they are thinking in this direction right now. They are eating and not caring, but their states and their economist should worry. As the growing debts has a backside, not only the interests and the lack of development it creates, as they have to find bigger revenue to cover the debt and the mature loans, as they have to settle old affairs and such. They don’t go away or get deleted over nothing. They got to take charge and find a way to solve it.

The Chinese will take advantage if they start to default, if they struggle to pay, which could come, if the loans and the negative spiral of lack of revenue continues. That is if the state doesn’t find ways to repay. Than, the Chinese might take a port, might take state owned enterprise, but surely they will be paid-in-full. Peace.

The sorry state of the nation of WaBenzi!

You are now entering into an alternative universe, where we have a nation called WaBenzi. Where the elites was eating of the state reserves, where the elite was there because of their connections with the political elite. A political elite made by patronage and nepotism. This political elite was made out a liberation battle done decades ago, either from a foreign force or from some dictator, whose legacy was murder of ethnic groups or even expelling others. The leader on top would be seen as a hero back in the day, but with lingering time, the party (the Movement) and the President would tarnish his own reputation for lingering on.

While that is happening, the written word is losing meaning in WaBenzi. Because the political are afraid of challenging the President and his party. They might have some newspapers, but their circulation isn’t on the basis for anyone outside many urban townships of the nation. Neither is the social media sites. The intelligence that has been leaked, has made the elite to shut-down, arrest and revoke the licenses of these media houses. Therefore, the media is careful and awaiting approval from the elite before publishing. They are careful with how they address the President and his movement. Because they don’t want to question his rule. At least not too much, because they don’t want to suffer. They got families to feed. Even if there is an inflation, even if the economy is in shambles. Even if the rising debt and lack of foreign exchange is hurting the economy.

The patronage is destroying the state, the lack of institutions that is meaningful is shown from anything from SIM-CARDs, or even as foolish as monitoring porn. The boards are busy bodies, while the state is eating the funds for the top-class. The state owned enterprises are giving away tenders to developers without any oversight of the contractors or their delivery. If this get public scrutiny, the President will offer them a new chance after a short suspension. Because someone he knows are eating of this plate.

In WaBenzi, the elite can get away with murders, they can get away with thefts and even land grabbing. As long as the State House is informed, it doesn’t matter if the house is a colonial masterpiece or a grand-farm. Everything can be taken, even evict whole villages for foreign investors, for factories which is promised on the land. The state can take away land for roads and for rail projects, even if the building is only on planning stage and not even the tenders of building it is open to the public. Therefore, if a garden estate for one of the elites is built there instead, it doesn’t matter. The elite of the Movement can do whatever they want.

The people of WaBenzi is so used, they are used that the President can what he wants and say whatever he wants. He can contradict himself, he does that weekly and yearly. If you followed the President. You know he talks against corruption, but let his ministers who is caught in international fraud walk around like nothing happen. The WaBenzi is so used to lied to, that their ignorance and lack of care is natural. They are tired and praying for the ending of the President. Because the President doesn’t plan to leave.

The WaBenzi are used to that the government talk about fair share of resources and development projects, even if the elite in West is getting more, than the Central, Eastern or Northern Regions. The Western has the best schools, the most Cabinet Members and the best infrastructure. The networks of hospitals and other needed government structures are there, but not in the others in that extent. The schools are decapitated, the police stations are unworthy shacks and the government offices for higher officers are looking like mansions for high-end business-men. The mayors and councilors are well-fed, the police-officers are beating on the public to get fed, the school-teachers are having side-jobs or even farming on the side. The civil servants are asking for kick-backs and fill their plate to do their civic duty, because the salary hasn’t risen in decades. If paid on time, it still would barely be enough for the rent of their home.

The hospital are lacking basics, politician of opposition parties are trying now and then to help out. They use their salaries to buy sheets, beds and even medicine. As the national medicine importer and delivery system is understaffed, lack preparation and even the tools to have enough medicine for all institutions. The lack of funding and governance is hurting the hospitals. As they cannot afford to pay their bills, as black-outs and lack of oxygen are common place.

The Electric company is run by private contractors and also private investments from abroad. The development of the energy companies and the plants are all based on either multi-national funding or possible foreign investments. These are done in random, while the different part of the sector is underfunded and also because of the issues from within, is overpriced, hard to get good rates on the electricity and also often blackouts. This hurts the industries, the public, who has to have generators and cannot trust the government run company to deliver enough and stable enough electricity.

The WaBenzi is hurt by the Western, little Elite whose eating of everyone’s plate. They are grabbing it all, while all part of society is hurting. They are not even caring about the Parliament, where the laws are rubber-stamped and secured in favor of the will of the President. The legislation is to favor his agenda and not the good-will of the people. The Elite is more busy securing tenders and their own future, than securing the better institution and society for the public.

The WaBenzi has strict laws on political gatherings, the laws are to secure that no-one will ever have the power or possibly can topple the President. No one should be able to create a protest or demonstrations that could take him down. He has the army and the police on his side. They are keeping people at bay, even invade the Parliament to get his will served. The Courts are listening to him and the orders are happening to his service. Opposition leaders can easily find themselves behind bars, the ones who voices against the Movement will easily get into trouble. That is the state of WaBenzi. Where the thieves and murders walk free and the opposition is the real criminals. Therefore, the trust in the Police and Security Organizations are not there. Because they are misusing their powers to arrest innocent people, activists and youths who are standing up against the President. He cannot manage that.

The government is usually fixing issues that doesn’t matter that much and making sure to make a stamp. Has some sort of campaigns, and making taxes on ordinary stuff, but not making sure the taxation is used properly. That is because the existence of the regime is because they feed the elite. The WaBenzi elite needs the President and the President needs the elite. The chronic patronage and nepotism combined with grand corruption is like daily. The Executives, the funds misused and the mismatch behind the use on programs and what is left to the public is staggering. The President claps his hands and gladly take his percentage of it too.

This is just a story about WaBenzi, how a country became a hostage of an elite that lives on the goodwill of the President. They are there and don’t want change, because they eat. Even if the people starve, even if they cheat on levels of poverty, even if the elite cheats on the amount of people living there and how many projects they have for development. The aid is still coming, the United Nations will still show up and pay for the supper of the poorest of the poor.

While this continues, the liberator who promised to never rig elections. The President has appointed and made sure the Commission who controls the elections are in his favor. The Election Laws are always amended and changed just before. So that the so-called opposition has another disadvantage. Not only that the state is busy giving away gifts to the public during rallies, even busing them to the stages if they have too. Paying off the popular musicians to perform and also pay-off journalists to write favorable coverage. The President is also busy paying the clan-leaders, the religious leadership and even some appointed leadership in the districts. They are getting cars and houses, as a token of their good work and making sure the President is elected again.

The President is also busy using the army and police to harass the opposition in the run-up to the election. Even make them illegal to make a point. The ministers and the Security Organization will defend it as constitutional and say the opposition are making war, not only campaigning. The President will use vile language and say people are fools if they trust anyone else. The Police will bar people, will be more into politics during campaigns, than actually doing police work. The Police will defend their monitoring and the micro-managing of the people. This is all to install fear and secure the President, that people will not really challenge the Presidency.

So after months of campaigning, the elections usually ends with days of tensions. While the Commissions are cooking the numbers, the ballots and the paper-trail, the police is busy chasing the opposition and the civil society. Offices are raided, the media are under attack, the internet is blocked and the observers are watching idly by, while silently saying the process has to move-on and electoral laws can be changed later. It is still progress for society. That WaBenzi had an election, even if it was rigged and the President took total control. He left nothing to coincidence. The public of WaBenzi was props to buy legitimacy for the Presidency, the Commission was another tool and the international observers was there. Just to secure the display of elections was shown. That people could que and wait in line before being registered to vote. Even if there was pre-ticked ballots. Even if the police officers was working and making sure the district got the right result. As the Police arrested people entering or even being party officials registered to be looking over the tally and getting copies from the return officers at the Polling Stations. That doesn’t matter. Because the result has to be in favor of the incumbent President in WaBenzi.

That is just WaBenzi, we are all happy that this what WaBenzi has to offer. This is what the WaBenzi gives of governance, of institutions and of lacking taxation without representation. We are all looking idly by, why the WaBenzi is taken for granted. The President knows this and lives on, happy and ready.

If you demonstrate or try to strike, he will catch and make a treacherous human being, because no one has the power to question the power of the army and the liberation. Even if the liberator only liberated himself and his cronies. The rest has to be hostages in the President’s will and President’s vision. That is the decision of the President, who can get away with anything and no-one cares. Therefore, the nation of WaBenzi is misused and the people are too. Every single day. Peace

When did it become okay? That the Politicians of our time are richer than businessmen!

Something is wrong in our day and age. When the Members of Parliament, the politicians and the appointed leadership are richer, than ever before. When the politicians and the ones representing us are richer than the ones building factories and owning businesses. That is just wrong, that is not right. It wasn’t supposed to be like this.

The Members of Parliament, the politicians, the councilors and the local government officials wasn’t supposed to be the kingpins and have the biggest mansions. They are supposed to represent us and make sure that society are working for all of us. Maybe with different ideology and party affiliation, but their existence and their livelihood depend on the idea, that they are representing us. The politicians are supposed to be there for us and be there as guards. And if we don’t like they way they are guarding our society, we change them with someone else in the next election. That is how it is supposed to be, right?

However, that is not the case in our day. To many places they are honorable, they are noble, they have more businesses than businessmen, they have more investment too. They are using their connections for government tenders and also trading with State Owned Enterprises (SOE). All of this so they can sponge off the state and secure even more profits on the dime of the citizens. Instead of delivering and representing, they are become traders of faith and billing society too.

That wasn’t the intention. It wasn’t supposed to be rigged elections and fixed results. That makes sense for the leadership not representing the people or delivering. Since they don’t have to, it is just a charade securing the leadership “legitimacy” with an election, but the people didn’t elect them. That was ghosts, bots and algorithms. They have no interests in caring or delivering. Neither has the ones who used a coup to gain power. They fought there for their own will, not depending on the goodwill and trust of the public.

There are so many leaders and MPs, so many parliamentarians who seems more preoccupied with their SUVs, Mansions, Salaries and expense accounts. That they are not considering the troubles of the working people, about the pensioners and the ones unemployed. They are just happy go lucky, that the fortune hit them. The poverty, the lacking services and the misuse of power doesn’t mind them. These people could make it on their own, that is why they are unfortunate. Not that it’s the MPs, the Presidents or the representatives who didn’t see who they represent.

When we forget that they are representing us, they are representing the ideas of our society and the will of change that is needed. There is always need for change and need for productivity. There is always need for service delivery and making sure the government are accountable. However, when the representative is more keen on their own pockets and getting connections to enrich themselves. Then they loose their meaning and their purpose. They are then marionettes for the elites and the corporations. The politicians becomes stooges and relics instead of the representing the people of their constituency.

This has to change, we have to change this, we cannot accept that the MPs, the politicians are taking us for granted and using us for their own gain. They are there to serve, unless they don’t change. We have to serve them, we have to demonstrate and boycott their well-wishers. We cannot just look at these leaders of ours and be happy with it.

If they wont represent us, then we have to get fresh blood. Get people who actually care and give a damn. Because the ones in our time are greedy, selfish loot of people, who needs to recognized and be dealt with, before we are dealt with and we will be left behind. Peace.

Opinion: What will we leave behind to the next generation?

I wonder if our leaders of our time is considering their legacy and the aftermath of their decisions. Its like the constant breaking news, the steady flow of information and the reactions are more damage control, than actually policies for a sustainable future. Where the actions of today either creates more hostile environment or more fragile institutions for the next generation to gaze upon. Its like we should wonder, what we have to do. To be sure the kids of today, will have states and institutions that are considered good.

We can wonder if the states are built more for corporations and multi-national financial institutions and their needs over what the citizens need. We can wonder if the linear move of financial services is built for the multi-national corporation and their sophisticated tax evasions, which is legal, but still questionable by all parts of society. Because of citizens does so, they will be punished by late-taxes, while a corporation can create a shell-company and move the money like a saint.

We can really wonder what will be left behind, as the states are fragile, the military powers are extended and more countries are affected of violence and senseless killings. By both militants and by state sponsored armies. All of this are creating havoc and making the states weaker, while the injustice roam. Citizens are fleeing injustice and insecurity, trying to find shelter and a new home. While the riches nations are putting up higher walls, making it more dangerous to pass and making agreements on the borders. To stop them and even send them home into violence and possible death by association. This is all happening, day to day.

In many countries it is dangerous to be opposition. If you oppose the ruling regime, you will be arbitrary arrested, your family will be monitored and you might be assassinated. Your business will be taken over or destroyed. The elections are rigged and the appointments made by the elected officials are obnoxious. They are made for facilitating the parties and their cronies. Not to build institutions or departments to deliver services to the citizens, but instead its used for cronies of the leadership of the day.

So it seems like tomorrow is forgotten, because the latest burning fire is more important that thinking about the future. If we could avoid it or even try to find solutions to avoid fires. Stop the dry forests, find out why the temperatures are arising and all the other issues for the running fires. It has to be stopped. The reasons for the businesses has the ability to take out profits where they initially earn it and put it into accounts in Tax Havens. That takes away needed funds and state reserves to secure delivery of needed functions of the state. Which all costs from planning to delivering, from salaries to procurement. Everything has to be covered by the taxes and the revenue made within the state, therefore, when the corporations are allowed to move profits without taxes. They are initially using the state and citizens, while also shelving the needed costs of actually doing business in the state. Even if it is profitable today, it might be more costly tomorrow. As the bankrupt states, the initial degree of defaulting on loans and the interests pay by the state. Take away even more services and possible development of the needed ministries and departments by the state. It is an evil circle, which in the end, make it impossible for the businesses to do business, since the public cannot afford and the state cannot afford either. Since they are all paying down loans, instead of growing the economy with need for the products these businesses make.

If the leadership of today had cared and had thought it through. They would have had more mechanisms, would have had more secured definitions and actually built institutions with protocols to fix possibly tomorrows problems. Instead, we are trying to configure and find solutions again and again. We are trying again to fix similar problems, with lacking funds and times. We are having meager responses and lack luster performances. Where we are building up personality cults and armed generals as leaders, while forgetting why we have governments. The governments that are there as representatives and providers for our day to day lives.

Still, that vision is far fetched and also seems like pipe-dream. Where the states are more and more complying to multi-national corporations and their interests over the needs of the citizens. If not they are complying to the leadership or one single leader who control the state itself. The democratic values are dying, the benefit of representation is dwindling and the face-value of the government. The government is losing value, while the ones leading them is enriching themselves instead of serving the citizens. They are doing this, this way since they are obliging the corporations and cronies instead of serving them.

Is this the legacy we want to leave to the next generation? Is this the state of affairs, we want to be remembered for? That we let them take us and use us for our time and when we lived. That we didn’t build a better tomorrow for us the citizens, but to make sure the leaders and the corporations earned on our hard work and dedication. Its clearly somebody is compensated, while the rest is bleeding.

While we’re wounded and taken for granted. Should we react, should we question and should find ways to demonstrate our discontent with the current affair. As our state mind cannot accept being taken for granted and being used in the favors of people we don’t know and doesn’t represent us anyway.

We should about this and wonder, how can we recover and make they do? What can we do as citizens to get this back? Get them to represent us instead of them. Be for us and work for us and not work for them. Neither work for the corporations or the cronies, but work for us. That is not to much to ask for, but it wouldn’t be easy.

We have to work together and dismantle this. Because the governments cannot be traded-off and we be used only to vote before every term and then left astray. We cannot accept that the illegitimacy of the current state. With leaders disrespecting both their citizens and the state institutions to stay in power. That is how it is, but not how it should be.

I don’t have any solutions, but we have to start discussions and consider our ways. Think and find ways out of this mess. So we can leave a better world for the next generation. Not leave a world with leaders and states, where the citizens are disenfranchised and lost with few options. Where the corporations together with multi-national organizations are taken control, instead of the governments. That is not how its supposed to be with the civil service and the ministries/departments of our states.

We need change, we need something else. We shall not and should not accept to deliver this mess to the next generation. They never asked for this and should not have to work against it. We should deliver are better world to them and not leave a battlefield and a turmoil, while hoping we have given them the work ethic and the skills overcome it. Peace.

Mzee was it Warfare or Budget, Mr. President?

President Museveni: “Yes, it is true I was a rebel, but sometimes rebellion fails. I was fighting a just war” (#UGBudget17 Speech, 08.06.2017).

Today was the day the Budget Speech from Minister of Finance, Planning and Economic Development (MoFPED) Matia Kasaija as the Parliament we’re delivered the total budget for the Financial Year of 2017/2018. This one has already been voted for and was a summery for the representatives in Parliament to know the values of their ministries and the projected use of the revenue of the state will have. Still, on this day, the President of 31 years, the rebel of 1980s decided to wear military fatigue and be wearing the gear as a General. He was not the executive in some sense, he was the military general. The gun-loving and militarized politician Museveni was allover today.

Therefore I have to take a piece of law, which could be used as the UPDF Act of 2005, where it states on 164: “Unauthorized sale or wearing of uniforms, etc.

(1) Any Person who, without authority –

(c) wears or uses any decoration supplied to or authorised for use by any member of the Defence Force or any decoration so nearly resembling that decoration as to be likely to deceive” (UPDF Act 2005).

So even if he is Commander-in-Chief and the Executive, he is still of contempt of the Parliament and their rules, when having to show-up in military fatigue or military uniform. As if he is storming to war and not trying to speak well of the budget framework and the voting for the post in the budget. This is clearly lacking the gravity of the acts of contempt. Wearing it in a sessions which is unauthorized or seem as wrong.

Therefore another part of the sub-section part (3): “Any person who by act, words, conduct or otherwise, falsely represents himself or herself to be a person who is or has been entitled to wear or use any uniform or decoration referred to in subsection (1) commits an offence and is, on convection, liable to imprisonment not exceeding three years” (UPDF Act 2005).

So when he as President is wearing the military fatigue or uniform in Parliament, I cannot take that man seriously for doing so. Even if he didn’t really violate the UPDF act, still his acts by words or even falsely representing himself, since he is not a full-time general, but a President of 30 years. His revolution or coup d’etat ended in 1986. A disco-tune that should have lost meaning two decades ago, but since he is still the President. That year is still magical like some of old Disney flicks.

Time to leave the Military Uniform Mr. President! Time to leave it behind and also be and act like a President. If he was in war or had to save Parliament from an angry powerful militia. Alas, it is not so! Time to relief the attire and be peaceful man, especially since he is supposed to help with the National Dialogue in South Sudan, but easier to sell arms than negotiate peace, right Mr. President?

So was it a sign of warfare from the President or his NRM Way to prove that the bullets gave him power to bless the budget? Peace.
