A look into the Maize-shortage in Malawi; As the Government reaction seems slow and reactionary; instead of well prepared; while the hiking of the price and running out at ADMARC storage sounds suspect; Malawian Gov. has questions to answer to their people!

Maize Malawi

This here will be about something simple as Maize, but not any maize as this is staple food. Malawi has had a rocky road when it comes to politics. This here about the agricultural economic structure that is fundamental for socio-economic stability, in an economy where the currency is losing value quickly. The sentiment and the government don’t seem honest in their approach and the opposition is addressing it, but not listen to. That is not something that is a new situation as governments tries to distance themselves from the opposition, but at this point it is a about something key to society as food security to its citizens.

What I don’t seem to understand how the President Mutharika can talk about having a decent economy to buy needed maize, while the economy is stagnating, and the Admarc cannot have given honest numbers of storage as the depleting. While the reports of selling stocks unlawfully and getting the maize prices higher and steady inflation on the price, while at one point promising to buy in Maize due to lack of stock, while the Zambian Authorities saying they have stopped exporting. Then even later telling the people that they are buying from Tanzania instead; that shows that the Government might have used the days between the “Zambian” import to facilitate the Tanzanian buying, while that is direct lying to the public about the general action from the government. The second is saying the government having the money while the funding from it comes from United Kingdom and U.S. to buy the maize. The U.S. gives through the United Nations World Food Program in the country, while the UK gave it more directly to the Malawian government. But before I go to deep, read and see if you get any clarity!

Background on the Maize shortage:

The President on the 3rd February:

“Malawi President Peter Mutharika on Wednesday failed to clear the mist over the availability of the maize in the country following reports that the country’s sole grain marketer, Agricultural Development and Marketing Corporation (Admarc) is running short supply” (…)”My repeated assurance to you that no one shall die of hunger. Based on the assessed requirements of maize and quantities of maize that we have bought, there should have been enough maize in Admarc depots to cater for everyone’s needs” (…)”Admarc, meanwhile, will continue to replenish the maize stocks. In addition, we have additional money to buy more maize if needed” added Mutharika” (Nkawihe, 2016).

Same day release of the economic situation in Malawi:

“Since May 2012, upon devaluation, the Kwacha has lost value by 338 percent from MK169 against US Dollar as currently the local currency is trading at around MK720 against US Dollar” (…)”In a press statement released over the weekend signed by RBM Governor Charles Chuka which is also available to The Maravi Post, the central bank is optimistic of getting the Kwacha back despite its continue slippage against international foreign exchange” (…)”“Malawians would recall, the exchange rate misalignment was so serious that the country had very limited foreign exchange reserves and accumulated huge external payments arrears (estimated to be in excess of US$600 million) held by both Government and the private sector. This created persistent and wide spread shortages of fuel and other critical imports. Indeed, the exchange rate misalignment diverted foreign exchange transactions to the parallel or black market. Prior to the devaluation the official exchange rate was K169/US$ compared to over K250/US$ in the parallel market” (…)“Kwacha depreciation is hurting low-income earners and is creating undue uncertainty in the business community. It is however misleading to portray a collapse of the economy. Despite the debilitating exogenous shocks, the Kwacha has performed relatively better than in other countries when they also floated their currencies in the 1980’s and 1990’s. Malawi continues to pay for its international obligations and foreign exchange reserves have never been better, especially taking in to account the loss of donor direct budget support. Fiscal and monetary policy coordination has been strong despite daunting fiscal pressures”, concludes the central bank statement” (Mb’Wana, 2016).

Days later the opposition question on slashing of the budget:

“The 2015/16 approved budget was initially pegged at K929.7 billion, but is now down to K906 billion with recurrent budget reduced by just over K17.1 billion and the development budget slashed by K5.6 billion” (…)”Leader of Opposition and Malawi Congress Party (MCP) president Lazarus Chakwera reacting to the revised budget, told Nyasa Times that his party is eagerly waiting to hear from the government why instead of increasing the budget to buy maize for people who are suffering with hunger and medicine from public hospitals they have resorted to cutting the budget at this critical time” (…)”Apart from food crisis, shortage of medicine in public hospitals, Jooma said the budget was expected to rise due to the fall of kwacha as the approved budget of K929.7 billion was done when the kwacha was at K450 to one dollar and currently it is selling at 700 which means in actual sense the budget is all below what was needed and to cut it further it will continue squeeze poor Malawians” (Nkhoma, 2016).

The President on day the after:

“In a national on the Malawi Broadcasting Corporation (MBC) television on Thursday, President Mutharika said it had come to his government’s attention that some officers in ADMARC depots are conniving with vendors to buy and sell maize that has been subsidized” (…)”He also appealed to the police to investigate the matter thoroughly and bring to book those who will be guilty of such a malpractice” (APA, 2016).

CSO on the Maize shortage:

“Currently, Government has blamed vendors for the sloppy management at ADMARC which is assuring in a way that Government wants accountability. However, should venders really be part of the blame equation? Isn’t it ADMARC itself that opened its doors at the said odd hours to sell the maize? The Mpherembe ADMARC Depot alleged assault case reported in the Nation Newspaper of Tuesday, 16 February 2016 page 8, perfectly reveals the purported rot in ADMARC” (…)”Sourcing of maize from neighboring countries is very important because it will cut on transportation costs. As such, Governmnet must be applauded for this. However, it is also important to highlight that these neighboring countries are equally affected by el nino but yet have surplus to sell to Malawi” (Mkandawire, 2016).

What Malawi Revenue Authority said to the public on the 11th February 2016:

“Its LEGAL to import maize flour into Malawi BUT it is ILLEGAL to smuggle the commodity. Get an import permit for free from the Ministry of Industry and Trade. You may not even pay duty if you have a COMESA Certificate” (Malawi Revenue Authority, 11.02.2016).

On the 20th February – this happen:

“Government spokesman and Minister of Information, Jappie Mhango claimed there is 60,000 metric tonnes of maize in her grain reserves, enough to feed the nation.” (..)”The delegates booed President Peter Mutharika’s chief adviser on economic affairs Collins Magalasi throughout his contribution as he tried to defend the food situation and authenticate statistics on available maize which he said was enough to feed starving Malawians” (…)“In total we have 50 500 metric tonnes [MT] of maize which has not been released to the people… People have decided to mislead themselves and this is about the maize that we are talking about, this maize is more than what we need,” said Magalasi” (…)”In  his presentation titled ‘Importance of agriculture to development’,  Cisanet’s National Coordinator,  Tamani Nkhono-Mvula  said: “It’s a pity that government is telling us that it has 60 000 metric tonnes of maize in grain reserves but an inside source has informed me that there is only 2000 metric tonnes” (Chilunga, 2016).

Zambia Maize

On the 25th February – Question on the import from Zambia:

“Member of Parliament for Rumphi East who is also opposition People’s Party (PP) third Vice President Kamlepo Kalua has written a letter requesting Malawi President Peter Mutharika to come to Parliament to clarify government claims to have procured maize for Malawians” (…)”He says Zambia has banned exportation of maize to Malawi and Zambia’s Agriculture minister has confirmed the ban” (Auzeni, 2016).

On the 29th Februar – Opposition rally discussing the matter:

“A joint rally in Lilongwe by opposition parties, the Malawi Congress Party (MCP), Peoples Party and the Alliance for Democracy (Aford) has openly dressed down Malawi President, Peter Mutharika as an ‘irresponsible leader’ who they claim does not care about the country” (…)”Chakwera said: ” We do have issues that show responsibility. Look at the hunger and the economic crisis. It’s a mockery to Malawians that despite scarcity of maize in Admarc depots, persistent power back out , water problems , shortage of medicine in public hospitals, rising prices of good, economic hardship Malawians are facing , Mutharika can boldly stand and say he has no problems” (…) ”We are all feeling the hunger together with the Malawians. Its unfortunate that he (Mutharika) does not see and know theres hunger in the country” said Chihana” (…)”The sentiments were made during the rally at Kalambo School Ground which the parties labeled as a solidarity on Sunday, as led by MCP leader, Lazarous Chakwera PP acting Vice Presdent, Kamlepo Kalua and Aford President Enoch Chihana” (Malawi Times, 29.02.2016).

Malawi Maze shortage ques at Storage depot

On the 29th February the first trucks arriving:

“Finance Minister Goodall Gondwe In Parliament: “Treasury has empowered ADMARC to procure another large consignment of 50,000 metric tons of maize from Tanzania. As we see it, we have and will have enough maize in stock that will be more than enough to satisfy ADMARC markets in the coming days” (…) “On the hunger situation, Gondwe says government has everything under control. “Just yesterday some 44 large trucks full of maize crossed our borders into Malawi” (Malawi Voice, 2016).

“About 70 trucks importing maize that government has bought through Admarc have spent more than two weeks at Mwami border in Zambia waiting for clearance from authorities. However, forty-four trucks carrying 500 metric tons arrived in the country on Friday” (…)”Admarc Chief Executive Officer, Foster Mulumbe, assured the nation that the process of  importing all the 30,000 metric tonnes of maize would take two weeks.“This was actually planned, well in advance by government. When you look at the tonnage that is coming, it’s 30,000 metric tonnes. That’s not the tonnage we need currently. We have actually started stockpiling for the coming season. If we are talking about what parliament is saying, they have made their assertion barely 12 hours ago we wouldn’t have been able go through the whole process and have the maize start arriving in Malawi now,” Mulumbe said” (McDonald, 2016).

On the 3rd March – Statement by CAMA:

“In a statement signed by its Executive Director John Kapito, Cama said government does not need to spend forex on importation of maize when there is already enough maize in the country” (…)“Cama is shocked that the Malawi government is importing maize at a time when we all know that there is a lot of maize in the country which is being held by private traders in various warehouses throughout the country” (…) “What is more annoying is that the private traders are hoarding the maize and demanding higher prices that range from K300 to K350 per kilogramme when they purchased such maize from poor Malawians at K60 per kilogramme. And we are aware that the private traders are intending to export the maize to satisfy their greed at a time when Malawians are dying of hunger,” Kapito said” (…)”Government announced that it would purchase 30,000 metric tonnes of maize from Zambia to avert the current food crisis”(Chitsulo, 2016).

On the 3rd March – Statement from President Mutharika:

“I publicly appealed to our Development Partners to help us with additional food and other resources so that we can supplement our own local maize supplies to fight the pending hunger. The aim was to ensure that we should cover everyone who would need food support. I want to thank those friends who came forward and helped us, such as the WFP and others” (…)”Most sadly, I have been told that there is critical shortage of maize at many ADMARC depots. I am further informed that some ADMARC officials are conniving together with some criminal maize vendors, who buy ADMARC maize at night and sell it to poor Malawians elsewhere at very exorbitant prices. In some places poor Malawians are forced to buy this maize at Fifteen Thousand kwacha per 50kg bag, because they cannot find maize at ADMARC. Consequently some of them are now starving” (…)”I also want to appeal to all decent Malawians to examine their moral conscience and reflect deeply. I have repeatedly talked about patriotism, hard work and integrity. Because of hard work and careful planning, my government bought this maize through ADMARC at much higher costs for you to buy only at Five Thousand Five Hundred Kwacha (MK5,500) per 50kg. In effect, these thieves are therefore stealing this maize from you” (Mana Online – Malawi News Agency, 03.03.2016).

Production:

“Talks are in progress between the treasury and two major agro-processing companies to seal an agreement for maize production in Malawi” (Capital FM Malawi, 04.03.2016).

Import:

“While commending government for suspending import license requirements on importation of maize flour, traders in the industry are still calling on government to introduce a duty waiver on the commodity” (The Daily Times Malawi, 04.03.2016).

Second Voice:

“Bishop for Karonga Diocese of the Catholic Church Martin Mtumbuka has said the church is disappointed and concerned with the way many Malawians are suffering because they do not have food and has since called on government which claims to have maize to make it available to the people” (…) “I think that government of Malawi pays people who have solutions to that. So, I do not want to be doing their job by suggesting what they should be doing. All I would like to stress is we were told there is maize, let the maize be made available to the people. And we would also want to say may be the best way is also to stop blaming each other. I don’t want to enter into blame game but the key issue is that people should have the maize,” he said” (Mmana, 2016).

“The Consumer Association of Malawi (Cama) has asked government to order private traders to release maize to the public and break the vicious cycle of hoarding the grain for anticipated inflated prices” (…)”Kapito claimed in a statement made available to Nyasa Times on Tuesday that private traders are hoarding the maize and demanding higher prices that range from K300 to K350 per kilogram, when they purchased such maize from poor Malawians at K60 per kilogram” (…)”Government must order all traders that are hoarding the maize to release it onto the market immediately. Government must recommend the selling price for such maize, knowing fully that it had recommended the buying price of maize from the farmers after harvest” says the statement (…)”The survey was carried out on January 30. 2016. “Most Agro Traders have the commodity but are not willing sale to Admarc or Government due to the fluctuation and instability of the local currency” reads the report in part” (…)”In terms of tonnage – as of January 30 – Pride Produce had 9,000 tonnes; Export Trading 89,000 tonnes, K U Distributors 70,000 tonnes while Trans-Globe had 40,000 tonnes of Maize” (Simutowe, 2016).

How the Government can afford to import maize:

The United States yesterday gave Malawi $27 million (K20 billion) in response to the food shortage that has affected about 2.8 million Malawians. The development brings America’s total contribution to humanitarian response to $ 55 million (about K41 billion) which represents about 44 percent of the K 92.7 billion the country needed to provide monthly food or cash ration to startling population between October last year and April 2016” (Mkandawire, 2016).

How the Government can afford to import maize Part II:

“The UK’s Department for International Development announced today that it is stepping up its humanitarian support to the southern African country, which with today’s announcement will total £14.5m since October 2015” (…)”International development minister Nick Hurd said providing support is not only “hugely important to African people” but also in the UK’s national interest” (…)”The announcement came as the World Food Programme appealed for $38m as the situation in Malawi worsens and the UN agency’s funds wane” (Rumney, 2016).

Zambian export of maize too Malawi saga:

“ZAMBIA suspended maize exports to Zimbabwe and Malawi last week to help build reserves in light of a looming El Nino-induced drought, local grain importers confirmed last Friday” (…)”The suspension has affected Zimbabwe and Malawi local grain importers who are now battling to import in about 150 000 tonnes of maize”(Afriem, 2016).

“Malawi has procured an additional 10,000 metric tonnes of maize grain from neighbouring Zambia that will be distributed to various Agriculture Development and Marketing Corporation (ADMARC) depots in the country to feed people up to April.Agriculture, Irrigation and Water Development Minister Allan Chiyembekeza told journalists in the capital Lilongwe on Tuesday” (APA, 2016).

Afterthought:

As you see with certainty and certainly more to this story than what has been released and happen behind closed doors; I wonder also about how the storage components got empty and that the Admarc can’t control the amount of maize. That is what is worrying and the authorities can’t have a open trade with investors and companies who keeps maize already in storage, as the 30th January reports showed. The issue is that the Government of Malawi has told certain things and Government of Zambia told another, therefore ended up importing from Tanzania and not Zambia, as the time went by and still did not discuss the trade between the companies storing the local produced maize. That was bugs me as seeing the pictures of ques to Admarc storages to get little maize to themselves.

The questioning of the response from the Government and the ability to fulfil the necessary food security in the country; that is justified to ask as the President Mutharika defends and claim that Admarc stealing maize flour and selling it. That might be true to some extent, but still they could not take the whole amount of tonnes over night without any questions. Then if so, wouldn’t the government get reports and receipts, or some paperwork. That explains why the deliverance and due diligence on the work the government outfit has done. So if they stole the whole thing and was baffled thieving. Then the Government should arrest certain king-pens in the system and address the loss to get back the earned silver-coins by the thieves. Since that is not happening and the trades of the maize is rising, the prices spiking while the farmers getting less of a price from the government buying scheme. This shows some industry insiders earning on the spiked prices and getting extra cash for the same product as before the issue of struggling storage of maize flour in the country.

But the government claims at one point to have the cash be able to buy more if needed. While they really need donor funding to do so and get the UK and U.S. to drop their tax money and sending maize to Malawi. While the economy looks bleak by what the already reports is showing. This here is showing some arrogance from the government when they now the numbers and the reports of the storage. As the where are arrogant while they had to know the Zambian governments actions on their behalf. That is so hoping that people who are in a dire situation and hope that nobody is questioning it. Well, I hope they do and also get the government to answer for this as they have been left short by the shortage of the maize and the dwindling economy. Two aspects that is well fitted together and shows certain mismanagement from central government down to the citizens; and it is the citizens that pays the huge price and also the higher price of the maize flour as a cost of the actions that has happen recently. The obvious similarities between the 2016 Elections and the 1980 Elections; President Museveni should be proud!

There been saying that there are similarities between the 1980s General Election and 2016 General Election when it comes to the Presidency and Parliament. Because of that I have checked and read some reports. Here is stories from the 1980 General Election, as the stories comes out and this here is not from articles from New Vision or Daily Monitor, this here is direct reports or educational-papers, even the international media and some of the people involved in the matter like Yusuf Lule and Paolo Muwanga. But there are lots of questions still, but the certainty of British involvement in the result and the outcome has surely come to mind. Here is some information and not just mere speculation to how the General Election went.

Background to the General Election 1980:

“Thus assured of support, Obote now moved in fact to destabilize the UNLF Government in Uganda. In this he found an ally in the Military Commission of the UNLF, whose Chairman Paulo Muwanga and Vice-Chairman, Yoweri Museveni, joined hands to stage a coup against the UNLF in May 1980. But Museveni was out maneuvered by the Obote-Muwanga clique. The latter rigged the December 1980 elections in their favor” (…)”Britain, in tum, manipulated the Commonwealth to send an “Observer Group” to witness the elections – a ploy that served to “legitimize” Obote’s victory, and thus secure the official suppon of all members of the United Nations and the OAU. Needless to add, Britain was the first country to recognize Obote’s fraudulent victory. Margaret Thatcher convinced the Americans to back the regime and to give the green light for IMF stand-by credits. The full regalia of a neo-colonial restructuring of Uganda was opened in front of all eyes to see. Obote was “the man of the hour”. Whilst Britain played a key role in legitimising Obote (through the mediation of the Commonwealth Secretariat), and later in providing him with assistance to train his army, the role other imperialists played must also be mentioned. The Germans, and in particular the Christian Democratic Party and its foundation the Konrad Adenaur Foundation, all linked with German monopolies, have had an historical interest in Uganda, and close ties with the mainly Catholic Party, the DP. They decided that in the interest of protecting broader Western interests in Uganda, Obote’s election “victory”, though fraudulent, must be recognized. The CDU played a significant role in convincing the DP to accept Obote on the grounds that since Obote had offered to “respect” a “multi-party system”, the DP still had a chance in the future” (Tandon, 1987).

From the 11th December 1980 Proclamation:

“The Chairman of the Military Commission, Mr. Paolo Muwanga, has issued a declaration regarding the confirmation of who shall be considered as having been elected a member of Parliament following the end of the 1980 General Elections” (…)”Any results declared otherwise than in compliance with the provision of the declaration shall not be valid or binding in any publication or such purported result by any means whatsoever” (…)”For the purpose of the 1980 elections to the National Assembly, section 47 of the National Assembly (Elections) Act shall be substituted by the following: “47A(a) when the result of the poll of a constituency has been ascertained, the returning officer shall make no public declaration of the finding but forthwith communicate it to the Chairman of the Military Commission with a confidential report on various aspects of the conduct of the election” (Muwanga, 1980).

Yusef Lule claims this:

“I accepted the cabinet on an interim basis. Once I got to Uganda. I shuffled my cabinet and brought in better people. In the 69 days, I tried to rectify the mistakes. For example, one of the roots of troubles in Uganda has been the recruitment of the army from only a few ethnic groups. The British had started this for their own reasons. But as soon as I was President in Uganda, I ordered the recruitment of soldiers from all elements of the population to make it a national army. Nyerere and Obote immediately saw their plan to sieze power after a year might be thwarted. From the moment on Nyerere withdrew from me the support of the Tanzanian troops that controlled the country” (…)”Nyerere insisted that Lule must resign even though the Consultative Council had no legislative powers. (Indeed, the Ugandan High Court ruled, in October 1980, that Lule’s removal had been unconstitutional)” (…)”Since then have come the Uganda elections of December 1980 and much fighting. Lule is highly critical of the Commonwealth Observer Group (COG) because they issued their much-publicized interim report stating the voting had been relatively free and open, before the results of the polls had been announced” (…)”After the Commonwealth statement, Muwanga, contrary to his supposedly neutral role, intervened in the electoral affairs by suspending the announcement of growing victory of anti-Obote forces, and declaring victory for Obote. Muwanga became Obote’s Vice President and Defence Minister” (…)”After the ballots had been counted in Gulu, the permanent secretary – a close friend – called up  Mrs. Aliker in Nairobi to congratulate her on her husband’s victory by 40,000 votes against 3,000 for his opponent. The tide was running heavily toward the anti-Obote forces. Then Paulo Muwanga announced suspension of the results. There was immediate tension. When Radio Uganda came on air the next day, they first announcement was that in Gulu, Dr. Martin Aliker had been defeated by 40,000 to 3,000. The candidate falsely announced as the winner refused to believe the result” (Munger – Lule, 1983).

Another story of the 1980 elections:

“Meanwhile, in Uganda, controversy raged over the electoral arrangements, amid an increasingly febrile and violent atmosphere. While under the supervision of the Electoral Commission, the actual mechanics of the election were largely in the hands of the administration – in a continuation from late colonial practice, each district commissioner was the returning officer for all constituencies in his district, and was in effect in control of the hiring and supervision of electoral staff. Just over a month before the election, 14 of Uganda’s 33 district commissioners were dismissed and replaced by men appointed directly by the Military Commission; soon afterwards, Obote publicly warned civil servants to ‘stop frustrating the UPC election efforts’.  One man who was a young UPM activist at the time recalled that in his constituency, the district commissioner set about ensuring that all polling staff were UPC supporters” (…)”well over 80% of the registered voters in most places, which meant that rather more than one quarter of the total population voted. This a remarkable number in a country where slightly more than half the population were under 18, while one constituency saw a 103% turnout. Such figures might seem to suggest wholesale ballot-stuffing, and it seems likely that there was some local malpractice involving multiple voting and/or stuffing. But if there was manipulation, it appears to have balanced out, because turnout levels were generally consistent across UPC and DP strongholds.In Buganda, where the UPC suffered more or less complete electoral annihilation, the turnout was as high as it was in the UPC heartlands in the north(the 103% came here). Tito Okello, the commander of the UNLA, ‘praised Ugandans for their peaceful attitude and love for political progress’ and called the election ‘a day of rebirth when Uganda will once more have its rightful place in Africa and the world community’” (…)”The Electoral Commission had, however, fallen silent; its secretary had gone into hiding (and fled the country two nights later) and the rest of its members temporarily vanished from the office.  When it resumed the announcement of results, these showed a very substantial UPC victory. In the end, UPC secured 74 seats, against 51 for DP and 1 for UPM; though in terms of the overall vote, the DP secured more votes overall. The process of tallying at a constituency level had been largely unobserved, since the Observer Group had returned to Kampala on 11 December and – following an outbreak of shooting around their hotel that evening – were largely withdrawn on 12 December” (…)”In his memoirs, the senior British member of the Observer Group, Robert Wainwright, comforted himself that Obote would have won anyway, even had he not cheated in the nominations. Obote’s biographer, citing the Observer Group report, insisted that Obote had won the election simply because of its ‘superior organization’, and dismissed accusations of malpractice as unfounded”  (Willis).

In 1981:

Mr. Obote’s party gerrymandered voting districts, delayed opposition candidates past deadlines for qualifying and in the end shut down a public tally of votes to simply announce victory over national radio. In the last two weeks, the Obote administration also has closed five opposition newspapers” (…)”We are going back on a course we thought we had left, just as things were under Amin,” said Paul Ssemogerere, leader of the opposition Democratic Party. A Democratic Party member of Parliament, John Magezi, said in an interview this week that: ”I’m not sure I understand what’s happening myself. This isn’t even third world politics; this is fourth world.” (…)”The most serious threat to the Obote regime is thought to be a rebel force led by Yoweri Mseveni, who was a member of the six-member military commission that ruled Uganda until the election. Making War From the Bush” (…)”Mr. Mseveni was the only man on the board who did not support Mr. Obote. He formed a political party, but he was trounced in the election that he is convinced was stolen by Milton Obote. Now he is in the bush – with a force of five thousand, he claims – preparing for a major offensive unless the Obote administration steps down” (Jaynes, 1981).

In 1982:

Without the investment budget, the economist said, Uganda’s chances of economic revival look slim. But frequent reports of violence, perpetrated particularly by Government troops, may make potential investors wary. And thus a vicious circle could be created with economic discontent fueling the problems that block economic revival. Many Ugandans still live in poverty. Dispute Over 1980 Election” (…)”Neither do the insurgents seem to offer an immediate alternative to the present Government. The guerrillas undoubtedly have considerable support among the Baganda people around Kampala, who form the nation’s largest single ethnic group. The Baganda have been opposed to President Obote since he banished their king during his first term of office, from independence in 1962 until his overthrow by Idi Amin in 1971. Mr. Obote returned to power in elections in December 1980, which the Baganda opposition charges were rigged, and which Mr. Obote says vehemently were free and fair”  (…)”The President himself asserts that, were the guerrillas to achieve their aims and install a Baganda leader, then the rest of the country – which, he says, voted solidly for him in the 1980 election – would rise up in revolt” (Cowell, 1982).

Certain Acholi feelings about the 1980s:

“This was followed by several short lived junta administration (governments) till the 1980 general election that was generally disputed by the majority of Ugandan political parties that participated. They claimed that the election was “not free and fair”. This led to a re-organization once more into another liberation movement that struggled till 1986 when they finally succeeded in capturing political power by force of arms. In this struggle, some members of the then defeated army were either taken as prisoners of war or voluntarily joined liberation movement or settled back home while a section regrouped in the north in order to launch a counter offensive to gain political power. It is generally accepted that this was the starting point of the Northern Uganda conflict that has changed faces of struggle which adversely affected the people of the greater North” (ARLPI, 2007).

Here we see the British position to the matter and verifying the results and the way the rigging is open and blatant happening, even with witnesses and wife’s getting information about the victory by phone and the day after on the radio hearing and announced that the person didn’t get their seat in parliament after all.

The 1980s elections seem by many means rigged and the reports validate that sense. As some have question if that is true or something Uganda Patriotic Movement used to defend their rebellion towards the state, as the opposition does now; the FDC claims as the predecessor UPM did at one point. The worrying point about the whole election at that time is how the Commonwealth Observers is being used by British Officials, as the Dr. Milton Obote got the verifying force and the international credibility to stop the nuance of asking to accepted. While the Parliament and members was more selected than elected. Just as it seems as after 18th February as the Electoral Commission under Eng. Dr. Badru Kiggundu, put all the eggs in the basket of President Museveni and avoided lots of polling stations to benefit the ruling regime. The way the ruling regime of Uganda People’s Congress did their job and their Paolo Muwanga made the cake for Dr. Obote and his second term in office.

The way Obote told Civil Servants to serve UPC and not work against them, the same way Museveni today tells that everybody should stay behind NRM; they use other words, but initially mean the same. The same is also that Museveni says the election happen in a free and fair fashion as did Obote on the 1980s. They actually could be saying the same words or as similar as can be. They could be like brothers today and President Museveni did everything in his power in the beginning to demolish the legacy of Obote. So that he could be seen as the essential leader of the nation.

Today we see the ways that the army and police are used as tool of oppression as it was done during the Obote area as well. The determination of oppressing the opposition and making life hard for anybody who is not NRM is shown through the pre-election period and now after the polls as evidence today and the recent days where the Police have gone after the opposition with vigor and power. Jailed and detained FDC Mobilisers, Officials and others for affiliations or having the original declarations forms that the Electoral Commission have rigged, so to get rid of evidence.

So there is so many of the same traits that it is staggering… and the ways they are conducting the elections and polls; are nothing difference than from Obote, the man he fought for 5 years in a Bush-War to free the peasants, making himself to be like him. That is impressive as he was supposed to be an intellectual and a wise-guy who could make Uganda democratic, what that has happen is that President have made government of Uganda now acting the same ways as the ones he ousted. That is ironic and sad at the same time. Wished for the people Uganda another President who respect rule of law, the role of the executive and the true power of transparency and accountability, but that will not occur under President Museveni as he now will only seek his own gain and not care about the general state of Uganda; as his power and keeping that is main objective, everything else is secondary. Peace.

My letter to President Museveni on the recent polls and actions during the general election 2016

Dear His Excellency (H.E.) President Yoweri Kaguta Museveni!

I write to you in this moment as you are in the midst of another turmoil called Ugandan elections. I know you are trying to ensure your kind of peace and your kind of democracy. Though we are many who disagree at what levels of freedom and validity of your concern of the ballots that the people of Uganda has casted during the last 48 hours in the country.

As you was the man who went to the bush for rigging after the 1980s. When the political platform Uganda Patriotic Movement which you founded Mr. President; was shattered in a well manufactured election by President Obote and his cronies. The same you are delivering today. The different are the amount of people, electronics, cellphones, parties, candidates, districts, cars and strength of the army. As you have seen the different the country is since you seized power in 1986.

You have gotten a Police Force and Special Force Command who kills and destroys; and in the end, doesn’t give assurance of safety; as the “mambas” and tear-gas thunder through streets; as they demolish and kills the democratic values the country supposed to have.

You as commander-in-chief and a fellow army-man even before the polls, in the weeks before pictures of you shooting rifles and later calling out that you was the only one who could keep Uganda safe; doesn’t speak of integrity of the laws and systems you put in place or the governmental structure you have been in charge of; if the legacy of your rule is that you couldn’t let anybody else become President in the country and have the ability to control the army. As if you have secrets in the army you don’t want the society to know.

Mr. President your continuation of detaining opposition leaders, presidential candidates, human-rights-activists, journalists and such does not speak of the free society for the peasants you wanted to liberate in the 1980s. It seems more like the society you wanted to free, have you now made in the same image as the your predecessors did. It does not speak of freedom or liberty seeing army men walking down with AK47 in broad-day light and taking ballot-boxes His Excellency! That sounds more like a totalitarian state and a police state. What was the hurry of the Special Forces Command the other day, when they had to take control of Nakasero Hospital on the day of polls?

Mr. President you did not only go to the bush for fighting against the vote-rigging regime of Obote, you went to war because of the knowledge of the Northern control or the Acholi in the army; this was even proved by Professor Gingyera-Pinycwa at Makerere in 1988. You have during your time turned the Government Officials, Army and Police into a Ankoli or Western-Ugandan people in the institutions, and the people connected to you Mr. President. You have made the state in the image of Obote!

Mr. President you have a flash car, flash air-plane, big-farm, own businesses, your brother Salim Selah own businesses, your daughter owns businesses and the Museveni family is interconnected in higher parts of life, the same as the cronies of the Obote, difference is that your family has been living for decades on the laurels of you His Excellency!

I beg you too see your ways and think about the values you talked about while being in the bush and the peoples who died for the reasons that the peasants deserved a government who truly represent them and tried to build society together with them. At some point you did, you even by narrow escape and people believed in you; the reforms and constitution and laws was positive. The reaction was that the country got more donor funding and strengthening of the army. Also a better relationship with the countries around as Idi Amin and Obote had offended Tanzania and neighbors.

The then peasants are now grown people and know all of your terms, known your rhetoric and how you have changed. Mr. President you have had the chance of going with glory, but your lingering into power has proven to be one of your sticking points, even if that beats your own words that was: “The problem of Africa in general and Uganda in particular is not the people, but leaders who want to overstay in power”. Today you are in a elections that if you wins you will start your official 5th Term, though I am coining it your 7th. I am sure you will disagree with me there Mr. President, but I have issues with taking away your first decade in power.

Mr. President I know it is much to ask as your wasn’t officially elected in 1986 and as if you get men to cook the ballots to fit you now; to think about what made you go to the bush in 1980, and what made the start of February 7th and 8th with the battle of Kakamba School and taking the town of Kiboga Town to take some guns for the guerilla warfare. This here should make you think of the progression and the state of affairs, as the army, elections rigging and governmental institutions are placed and made for you instead of the peasants you was out to liberate.

The lives that have died during the polls and during the pre-elections period should be a reminder of the way you have made the state of affairs right now. Mr. President you have done everything in your power to let out information by stopping mobile-money and social media; even if your own media-houses spread information through them. As you also will try to remember the opposition men and woman who has been hurt and gone by your army and police. Mr. President you serve your opposition as much as your own yellow brigade of yes-men even the people of Elegu close to South Sudan as much as the men in Kisoro close to Rwanda, the people of Bududa district; the people of Mbale and Tororo district and even in Kawempe, Kampala. Peasants and blue-collar men deserve security and not having “mambas” driving around making kids and parents afraid to buy splash at the Muhindi store down the street. The helicopter shouldn’t wake people up and look for people with pre-ticket ballot papers for you who hasn’t been counted. Mr. President! This here is your people and the people who at one point trusted you and thought you wanted them well. The times have change and the opposition should be given a chance as you were given. Mr. President you have represented them for ages, but you do not own the country or the people; I am sure Paul Ssemogerere would like to ask how you rigged the 1996 election. Those years nobody can’t take back, but at the same time; Uganda and Government of Uganda deserves a future!

Mr. President, as it seems by the rallies and the will of the people, you should give them a chance to have a positive change. Give the peasants and the people what is theirs. Their will and ballots, their representatives and their lives that has been altered by your orders and the way you have used government funds to get tear-gas and bullets, instead of medicines for hospitals and wages for teachers. You know this Mr. President and don’t think of it or haven’t been advised about it. Times for that to change as the people should be behind their President and be sure that the government entities as Army and Police working and hurting them now.

Mr. President the Army and Police is issuing and making violence against the people and not securing their homes as they are securing your power. That is not what 1986 was about. You know that Mr. President, the constitution of 1995 was not about your staying in power for life Mr. President. Mr. President this cannot be what legacy you want to live behind. You might write two editions of Sowing the Mustard Seed, but it is the people like me, who either build reputations or destroys it; As the truth of the different times of your regime Mr. President, the times has changed since 1986 and 2016. 30 years of power should be enough for any man. Mr. President do you remember the smile on the face of President Jakaya Kikwete of Tanzania when he gave-way to the new President of Tanzania? That is something that also could been you and the people would have remembered the big-man who had it in him to step-down and let new blood control the country. Mr. President I never expect you or any of your men to read my letter. Though I hope that somebody tells you the sentiment and the care; the concern of the state of affairs, the violence, the unnecessary deaths and the careless attacks on democratic values from the government entities.

#UGDebate16 the Second Presidential Debate at Serena Hotel; Even the His Exellency graced the Debate; and so much more!

The Special Forces Command was early around Serena Hotel to secure the premise before the debate happened as pictures of them walking around the premise from early morning. This here piece will be certain quotes and not every ones as the debate is like a long book. I have taken the ones I have though is worthy of compelling and thinking of. This here will be different then my first debate coverage as President Museveni, the ghost of Bushenyi was at the event; even if Shaka Ssali was mediator somebody who was under fire from NRM before the event as he has been forceful as a journalist under Voice of America African desk and channel.

It seemed like the famous show-up of the Yellow booklet of the President as every time he was hit with “facts” he lifted in the air as he had answers of the other candidates; like he is only one who knows and have the arguments. The worrying part was that the moderator’s was that Shaka Ssali was not asking question to the President, but to everybody else, check the footage again; if I am wrong! The other ones gave lot of more time to the candidates even if certain got less, but they gave more freedom then in the first one as Allan Kasajja was not a part of the team now.

I will start with a few fun quotes from Museveni, as I don’t fell taking the Mabirizi jokes, as they will you know get spread online by other people anyway; as he came late as he was eating Rollex at Kawempe and forgot time. Mbabazi was deflecting and diplomatic again, without saying much, but this time not sounding like NRM imposter which was refreshing as he promised a change with his manifesto this time. Prof. Baryamureeba was just talking education and wondered if he would show some more character as a man and a leader, which took too long time, so he didn’t make any progress from last time. Bwanika and Biraaro continue to sound like exiting outsiders. But they were not really rebuttal by Museveni, Mbabazi or Besigye. The trio was the Markie and especially Museveni. What angered me was his arrogance in the beginning; it was like he was mumbling when Kyayla had her opening statement. As he was not used that people questioned his leadership. He never got used to it or appreciated it as he had to use long time answer everybody; more than anybody else! I know I am not wrong in that assessment.

Top Quotes of the Debate – That we’re unnecessary:

Museveni: “Problem with this debate is that we don’t have enough time to exhaust the many points raised”. Second one from Museveni: “If you want good accountability don’t make false accusations. There is no government that is accountable like the NRM”.

I will now take the best Opening statements as I see it. They speak for themselves!

Bwanika Opening Statement: “30 years ago I went to Kabale to get into high school. I saw a group of men pull a young lady to rape her. With the help of1 man we rescued her. That’s why I am in politics. I cannot continue to watch while our country goes down the drain. I believe I can help this country to move forward our economy”.

Dr. Kizza Besigye opening statement: “Serena Conference Center has profound influence on his being here tonight. 1981, I was incarcerated in this building. Actually, in the direction where candidate Museveni came from, In Feb1981 I was incarcerated in this building (Serena hotel). In1980 I supported Museveni; when he was running for Uganda Patriotic Movement We fought a war because of rigged elections. But we disagreed later. I’m here because off mismanagement of our politics. I am here to help in any way to set that foundations for our country. Museveni spoke about the problems of Africa is leaders who don’t want to leave”.

Museveni Opening Statement: “Other time I did not come because I was far away. I am here to talk about Uganda, not fiction. In 1900, Uganda was made up of different kingdoms. In 1962, it became an enclave economy. In 1962, Uganda was hinged on 3 Cs (cotton, copper and copper) & 3 Ts (tobacco, tourism and tea). NRM has revived economy. I’m glad I came here to talk to you directly. I’m not sure about mode of debate because it doesn’t give enough time. Talk about Uganda as it is, not as it should have been because it wasn’t”.

1986 Joke

Now I will show the basic different views on certain cases and themes of the evening; as the Debate took a lot of the many topics that was hard and also very specific. The candidates had different view on the matters and how they think of solving or the natural answer to the topic. The most highlighted for me was ICC and DRC/Somalia. Or the Army in the politics and the army abroad as a tool for the government, the important issue of accountability in any issue; while certain candidates fixed on that; the other ones deflected that one.

On Insecurity:

Kyalya: “I would make sure there’s total peace among the kingdoms”.

Museveni: “On regional insecurity, insecurity is ideological, sectarianism, religion or tribe. It is a step forward that we no longer have wars in Uganda”.

Mbabazi: “Democracy can thrive in Uganda; Ugandans are free to vote whoever they like”.

Biraro: “Ugandans don’t need to go to Somalia to develop it, Somalia should develop itself”.

Besigye: “You can only go to a country to support it if they already have stability but if it doesn’t have it, then you can’t add value”.

Baryamureeba: “Involving ourselves in other countries’ matters, we will raise more enemies thus creating terrorism”.

Bwanika: “Uganda should have pulled out of ICC yesterday, it doesn’t show any fairness, we should build our own African systems”.

More on ICC:

Museveni;A founding signatory of the Rome Statute, on ICC: Yes we should be out of the ICC. ICC is not serious. It is partisan. There are so many people who should have been tried if they were serious. The way to go is to have our own African Criminal Court. Trying to work with ICC was a mistake” .

Here we see the different approach on the matter as the candidates see different reasons for the insecurity. The strangest thing was Bwanika and Museveni totally agreed on something and had an accord. It was a miracle that even Justice Ogola could not have for-seen!  

When it comes to the basics of insecurity their approach either seemed to be on the rights of Ugandans and their life would not be safe if they was not taken cared of; as if the borders and army is strong, but not food on the table what is the value. And certain like Kyalya was putting it in the hands of having peace in between the kingdoms as they have been pushed together by the British colonial power and now has to be sorted out to generate security in the country. This here was not the most heated piece of the evening that came when they started to discuss the exploitations and army invasion of Democratic Republic of Congo.

On the DRC and Somalia:

Biraaro: “The UPDF’s continued role in Somalia is not a threat to stability in Uganda.

The only weakness with UPDF in Somalia is that it has no end. We need to put a time limits to operations”.

Besigye: “It is not a bad idea to send UPDF to help other countries. The problem is how it is done. Not only did we go into Congo without consensus but our mission was also contentious.

Deploying of UPDF must only be to support a political process. Going to enforce a political solution is reckless”.

Museveni rebuttled: “I object to Besigye’s stand. We intervened in Congo to defend ourselves. Congo was harboring rebels who were killing our people. We couldn’t accept that. Rwenzori is now peaceful. We defeated ADF and Rwenzori is now peaceful. Nobody can play with the security of Uganda when I am president”.

Besigye: “Unconstitutional behaviour of our government in Congo led to unpaid reparations worth $10bn. Ugandans are as aggrieved as the people of Congo as per the actions of our government”.

Mbabazi: “as an authority on the DRC matter, the ICC decision wasn’t based on the presence on Ugandan troops in Congo. He went to defend the Ugandan stance in the Hauge”.

While this question and topic was heated and made reasonable depth to the occasion as President Museveni was really irritated with Besigye questions on the actions done in the DRC, and also the way UPDF has been a part of the AMISOM mission in Somalia. While Museveni more said was a self-defense, though getting rid of two DRC presidents in short amount of time, doesn’t seem like self-defense for His Excellency, you would not just get rid of Mobutu, but also Laurent Kabila after that, that was not to destroy ADF and LRA, that was more and an government enterprise. But dear President, please continue to lie to yourself and your cronies. Mbabazi knows this an was very silent on the matter, nearly defending Museveni in a rare banter and tone, as if he tried to prove his loyalty towards him. Not being an alternative to him in a way; and a dangerous stance to do so if you supposed to candidate in contrast to another one, right?

“When I listen to the talk here, it confirms that there is one person who can manage Uganda”.

This one here is just classic Museveni as he want to confirm for himself that he can only run Uganda, that he believes as he eats of everybody in the country and want to continue the party that he has had since 1986. On the Economic Prosperity:

Bwanika: “”Uganda’s economy is only $27b. It cannot even attract McDonalds”.

Kyayla: “”Ugandans have not endeavored to even learn Swahili yet it is a and official East African language, how do we expect to get jobs in Kenya and Tanzania?”

Besigye: “”If you have a corrupt system you cannot attract genuine investors, Ugandans should be helped to invest in their country.”

Barymueeba: “”If you go to our supermarkets here you will find mango juice manufactured in Cairo,We need to look at global competitiveness indicators. Rwanda beats us. So we do not compete”

Museveni: “Tax collection has gone up because of the investment. Indians are very dynamic business people… The talk here confirms that it is only me who can manage Uganda. These candidates want ready-made things”.

The issue here is the way Museveni thinks that his tax-collection is the basis of the investment climate, as if the stability and added workforce that does not add to the statics. The system need an overhaul as the State is not prioritizing or sufficient has mechanisms in place to generate the added value or regenerate the economy as it stagnates. Even if the corn or maize production has tripled since 1986, that does still not tell enough consider all the unemployed youth and little industry that are existing. That Uganda export is true and the country has ability to do so much more if the infrastructure and roads network had been a priority. The EAC is weak since the states has not used it well, or wanted to use it well, since they all have agendas. Nobody want to be the weak one. I was surprised by Prof. Barya as he proclaim that Rwanda has a better state then Uganda, as if the coffee export there is on the same level as Uganda and as the economy is better? That is a fiction as the size of the Rwandan economy is smaller and more fixed towards the government then in Uganda, as in Uganda it is a single elite who controls the economy and the materials that are exported. Something that need accountability and look into as the Kenyan need to look into the Tea and Sugar Cartels!

Mabirizi: “We need to invest more money in agriculture and tourism,  Oil can spoil our environment. When you go to the international market oil is going down. So we should invest in agriculture”.

Bwanika: “Oil does not belong to anyone. It belongs to the people of Uganda” Abed Bwanika This notion that oil belongs to individuals should never be heard of. Oil belongs to Ugandans and not individuals”

Besigye:Oil is certainly a curse in the hands of an unaccountable and corrupt regime. Oil can create complications including environmental disaster when mismanaged. In our plans, we think oil should be given specific attention and should have an authority. part of oil revenue should be saved for future generations”

Museveni: “The oil was discovered by the NRM… under my leadership and direct command. Uganda is now an exporter of human resource in terms of petroleum experts. Oil money will be used for infrastructure, science and innovation. It will not be used to import perfumes. I don’t think there is anybody who can be more accountable on oil revenue… we have a law passed by a multiparty Parliament”.

Besigye Rebuttled: “Oil was known to be in Albertine, even before Independence. He says NRM caucus was ‘ferried to Kyankwazi, drilled and came back to Parliament & reversed resolutions on oil law”.

Museveni: “”The British looked for between 1920 and 1956 and wrote a report that there was no oil”.

This here topic got heated as did the DRC adventure. The issue was how the Oil and what the oil-money can do. As the accountability is not there, as the WikiLeaks have shown and also how the Government has courted Tullow and sold the operations to other companies after that; there certainly some stories that is not told in the saga of Oil in Uganda. That I am sure of since Museveni want to eat that money, since he has been waiting on the operations of the oil-industry. The lie from Museveni was about the British as he want accept it wasn’t found before him. Since he is the man knows everything in Uganda and can assess anything; especially if he can earn money on it while the people or citizens will not. That is why he had to address Besigye and say he was wrong, as Besigye could never be right on any topic as he is not the man with the hat or the Museveni. Because Museveni is the only one who understands Uganda, you see how stupid that is Museveni? I don’t think so, because you were lying to your citizens on live-TV yesterday and without any scruples, you who started the evening as the history teacher and ended with lies!

Let me take the lie for what it is:

I rest my case. 1925 and 1938 is ages before NRM even was birthed by President Museveni, even decades before he started Uganda Patriotic Movement. Get real or go home Museveni!

On the Age and longevity in Power towards the end for President Museveni:

“I think this is a wrong argument. It’s a diversion. People need to be given the right to choose”.

Well that is all you as you cannot see other people then yourself Mr. President. It is not a diversion. Your former self mister President said it was problem with African leaders that they overstayed in Power! Therefore you became what you claimed was an issue. Therefore it is not a diversion except you want to deflect it as you never seem to want to leave power as you see yourself the one fit. I am sure there are more people who can be fit as President as they can either be able or live into the position. As you weren’t born a President Museveni, you took the power with arms and rifles mister President! The People can choose you or not. But the way you play around with it is to keep the guns and rise fear to continue to stay in power. Which is not letting the people choose, but your choosing for them. And when you go to your farm, please take with you the Yellow Booklet or binder; enjoy the cows and calls to Daniel Arap Moi! Peace.

President Museveni is not running for his 5th term, but he is running for the 7th! Proving it by going through his previous terms

I know for some of you people this will blow your mind; some of you will tell I told you so. Other people will be like? How dare you insult my intelligence, well it depends on how you deem history and how you let the victors rewrite it. As President Museveni has been a victor and won over his predecessors like Yusuf Lule, Tito Okello and Milton Obote, even Idi Amin together with Milton Obote and the Tanzanian Army in late 1970s. So President Museveni has won the power through guns. At the same time as he has lingers he has tried to rewrite history as the people neglect certain fact.

We are supposed to see the people of Uganda to elect the 10th Parliament as this is the end of the 9th Parliament. I will not discuss that matter, as that is not important me. We could discuss if there only been 9 functional Parliament and representative government since independence in 1962, or should we also count the ones that we’re before this since the British introduced Parliamentarism in Uganda in 1882. Then it is with certainty more than 10 of them. If so is that based on the new constitution after independence or the newly written to fit NRA/NRM in 1995? Then so I understand the coming 10th Parliament. Still, this is also worth discussing and the matter of how we value the predecessors and the tools they left behind for the men of today who rule. Feel me?

This here is not a reflection on how Uganda Patriotic Movement (UPM) lost and got 4% in the 1980s and 1 seat in Parliament, as this was the first outfit for President Museveni. Museveni didn’t even get a seat as he lost to Sam Kutesa in the distric he was running in; that is a worthy side-note!

His first term – Overthrowing Okello in 1986:

But his first term started as he was sworn in and the New York Times described it like this:

“KAMPALA, Uganda, Jan. 29Yoweri Museveni, whose National Resistance Army descended on this battered capital city last week and overthrew the military Government of Gen. Tito Okello, was sworn in today as the new President of Uganda” (Rule, 1986). Here is in my opinion his start of first term, as he took it by the gun. As he was sworn in as President of Uganda, which initial means he got the appointment of rule as he defeated his opposition at that time.

 His Second Term – Election in 1989:

“The elections in 1989 also included elections for the majority of seats in parliament. Candidates for all these elections stood strictly as individuals and not as representatives for a party although several of them publicly were known supporters for one of the older parties – including the UPC. The Ugandan constitution was abolished in 1966, and no basic consensus has ever since appeared on the most basic issues like: how to elect a President and whether the country should be an unitary state or a federation including several kingdoms” (P: 40, 1994, Tidemand). “As already noted, the 1989 elections were held under strict anti-party rules since the NRM government had suspended all political party activities. Indeed, the Resistance Councils and Committees Elections Regulations, 1989, forbade all use of party symbols, sectarian appeals, and threats of force, the offer of food or drinks and the display of candidates’ posters. The absence of open campaigning made it impossible to discuss policies” (Bwana, 2009). “Out of a total of 278 seats, 210 members were elected without party affiliation” (African Elections).

This here election was one, and gave NRM time to rebuild and rewrite a new constitution. So this gave way for his second term in my opinion. Since the first term was from 1986 – 1989. From 1989 to 1996 is his second as there weren’t elections towards the parliament and presidential candidates, which means that the country was still controlled tightly by the NRM. Before the 1996 election there was election a Council for writing the new Constitution. That was put into place in 1995.

His Third term – 1996 elections:

“The presidential election was preceded by an aggressive electoral campaign which was dominated by intimidation, vote buying, bribery and promises of material benefits. These methods were employed by both the opposition and the incumbent government during the 39 days which were allowed for presidential campaigns. It would seem that the aggressiveness of the campaign was dictated to some extent by the limited time allowed for each candidate to cover all of the country’s 39 districts, which meant that candidates were allowed one day of campaigning in each district. Again, this arrangement favoured the incumbent, President Museveni who had been in power for 10 years and was therefore well known to the electorate, compared to his challengers. Moreover, the electoral law allowed him the continued use of his presidential privileges which made the 39 campaign days less problematic” (Muhumaza, 1997). “The I996 presidential election was deemed a ‘step forward’ by many Western diplomats, although before the election some diplomats privately questioned how the election could be fair because of the fact that political parties were not able to organise to compete with the political machinery of the NRM (Reuters, 6 May I996). Despite private reservations, the official donor attitude was that the losers of the election should not contest the results. When Paul Ssemogerere went to the European Union Parliamentary Committee on Development to complain about the unfairness of the election, the committee told him to accept his defeat (The New Vision, 3 June I996)” (Hauser, 1999).

Interesting allegation about campaign money to Museveni in 1996:

It was for instance alleged that one presidential candidate received funds equivalent to 600 million shillings (US$600,000) from certain foreign organisations while on a pre-election visit to Europe; and that another candidate had been funded certain Islamic countries. Similar insinuations were hurled against President Museveni who was alleged to have got financial contributions from the Indian community in Uganda” (Muhumaza, 1997).

The election results from the 9th of May 1996:

The results was: “Yoweri Kaguta Museveni: 74.33 %, Paul Kawanga Ssemogerere: 23.61 % and Muhammad Kibirige Mayanja: 2.06 %” (African Election Database).

This here was the official first term as he was this one. Even if he had already been ten years in power, that is why I am saying this is his third term, as he had the first one from 1986 to 1989, when the overthrow Okello, second after the parliamentary elections to the first presidential election in 1996. That lasted to the 2001.

Before the next election this was reports on the great democratic environment President Museveni was building:

“Political parties are prohibited from holding party conferences, a ban which severely hampers their own internal reform. Since this ban has been in place since 1986, reform in the structure and leadership of political parties has been virtually impossible. Attempts to hold party conferences have been met with strong and unambiguous warnings from the Ugandan government that they would prevent such meetings” (…)”Since coming to power, the NRM has used a state-funded program of political and military education called chaka-mchaka to spread its message that political parties are destructive sectarian organizations responsible for Uganda’s past woes, an argument that resonates given Uganda’s recent political history. Chaka-mchaka thus serves to rationalize the NRM’s denial of political rights of freedom of expression, association, and assembly. Government leaders, including President Museveni, often refer to advocates of democratic reform as their “enemies.” Other structures of local government such as the local councils (LC) and the Resident District Commissioners (RDC) serve to ensure support for the NRM, and often create a hostile climate for advocates of pluralism” (Human Rights Watch, 1999).

Fourth Term – General Election in 2001:

KAMPALA, Uganda, March 14— President Yoweri Museveni swept the hard-fought elections here today, in a victory that he called an acclamation of 15 years of peaceful rule but that his main opponent said was won only by extensive cheating” (…)”My votes are like Lake Victoria,” Mr. Museveni told tens of thousands of supporters this afternoon who marched to an airstrip downtown after the results were announced. ”They never dry up.” (…)”The main election monitors in Uganda said, however, that most allegations of cheating appeared to be against forces loyal to Mr. Museveni, estimating preliminarily that between 5 and 15 percent of the vote may have been won fraudulently. The fraud included people being forced or influenced to vote by election officials, intimidation and people being denied the right to vote” (Fisher, 2001).

The results are: “Yoweri Kaguta Museveni: 69.33 %, Kizza Besigye: 27.82 %, Aggrey Awori: 1.41 %, Muhammad Kibirige Mayanja: 1.00%, Francis Bwengye: 31 % and Karuhanga Chapaa: 0.14 % (African Election Database).

Reactions to the election:

“Amnesty International (AI) agrees with the Besigye opposition that “the Presidential elections in Uganda have been marred by allegations of human rights abuses, both before and after the elections on 12 March 2001. An increasing number of human rights violations against opposition supporters, including illegal arrests and detention without charge, ill-treatment in detention, and alleged unlawful killings were reported by the Ugandan press in the weeks leading up to the elections. In some instances, supporters of President Museveni were also targetted.” (Afrol.com, 2001).

This here was the official second term, while I am saying it is the fourth one, that lead to him opening the Multi-Party elections in 2005. Also the referendum on term limits came into force in 2005. As the constitution made in 1995 gave the limit of the Executive Power and President had the ability to be elect twice. As he wasn’t elected in between 1986 to 1996; 10 years without accountability and still becoming a donor pleasant government as Structural Adjustment Program got eaten up by the Government of Uganda in that period. As President Museveni even met with U.S. President Clinton; as he was the new future leader of the “third world” development.

Here are the issues in 2005 with the abolishment of term limits:

“Museveni and his supporters, who pushed a controversial constitutional amendment rescinding presidential term limits through Parliament this month, are urging an overwhelming “yes” vote while the weak and fractured opposition want the country’s 8,9-million eligible voters to boycott the polls” (…)”Under current rules, political parties are allowed to exist but may not have branch offices and may not field candidates in elections. The only fully-functioning political entity is Museveni’s own “Movement” organisation to which all Ugandans theoretically belong” (Mayanja, 2005).

As it was voted in by the public he was allowed to be the Presidential candidate in yet another election. The one that happen in 2006!

Election 2011 Uganda

Fifth term – 23rd February 2006 Presidential Election:

As some context and pretext over the other issues written in between 2001 and 2006; this here is following the close and tense contest that was held in 2006; as the NRM was weaken over time, as the fatigue of running the country since 1986. As the fourth term was already showing how much they tried to continue to work under the Movement System, instead of giving way to Multi-Party Democracy, as people voted in the second referendum poll. Here is some things happening right before:

“A spokesman for the ruling National Resistance Movement told New Vision that the government had complained to the U.S.-based Web server which hosts Radio Katwe, Brinkster Communications Corporation, claiming that the site was publishing “malicious and false information against the party and its presidential candidate. (…)”Local journalists have expressed fears that the government could similarly block The Monitor’s Web site on election day, when the newspaper plans to keep a running tally of votes from across the country. “Our Web site has been going offline every day for the last three days” for several hours at a time, Monitor Group Managing Director Conrad Nkutu told CPJ. He added that while the problem appeared be a technical glitch, “we are also suspicious it might not be.” (CPJ, 2006).

Aftermath after the first Multi-Party after NRM got into Power:

“The multi-party elections of 2006 saw only slight improvements from 2001, notably in the area of media freedom. Dr Besigye ran against President Museveni for the second time, but now as the leader of a new political party, the Forum for Democratic Change (FDC), and garnered 37.39% of the votes, as against Museveni’s 59.26% majority. Dr Besigye’s Supreme Court case regarding the 2006 elections has become famous due to the ruling that Museveni was the rightful winner despite the Court’s acknowledgement of widespread electoral malpractices and vote rigging which were considered not to have substantially affected the results of the elections” (…)”For any engagement with these political parties a number of issues need to be taken into consideration, these include the multi-party system and the fact that the political playing field remains un-levelled in favour of the NRM. As such, donors operating in Uganda need to be cognisant of the implications of this, for the ruling party and for opposition parties. International donors have and continue to play a significant role in financing and monitoring Uganda’s elections. In the 1990s, the UNDP was the lead institution for donors who wanted to co-finance Uganda’s elections. The UNDP’s mandate involved managing a donors’ basket fund, and recruiting and supervising specialised technical assistance to support the EC and civil-society organisations to carry out tasks allocated to them” (Sekaggya, 2010).

Some Pretext: “The 2011 Uganda elections have attracted a record 8 Presidential candidates from seven political parties and one Independent candidate. All the Presidential Candidates have been on the campaign trail marketing their manifestos to Ugandans and have dispelled earlier assertions that some of them, seen as weak, will pull out of the campaigns that like in 2006 were expected to majorly be between incumbent Yoweri Museveni of the National Resistance Movement and Dr. Kizza Besigye of the Forum for Democratic Change” (Rulekere, 2011). “FGD respondents said that this happens mainly on the election eve whereby candidates and/or their agents carry gifts and money in vehicles which have had number plates removed and they pack somewhere in the village and then walk from door to door giving money and/or gifts” (…)”Daily Monitor of Friday 7, January 2011 carried a lead story that President Museveni gave out $2.15 million (USh5 billion) in cash and pledges between July and October 2010 but the opposition is charging that such patronage is giving the incumbent an unfair advantage in the February 18, 2011 vote. Mr Museveni always conducts a countrywide tour before each election, during which he makes pledges and donations Critics say this is a disguised campaign that allows him to offer inducements to potential voters out of the public purse, a privilege unavailable to other candidates” (…)”Incumbent candidates have readily used their access to state resources to provide an unfair edge when running for re-election. This includes cash payments from the state treasury, use of state owned property and vehicles, as well as the fulfilment of campaign pledges during the campaign period. Voter have given up on their elected officials to fulfil campaign promises and seek to extract as much benefit as they can around the campaign period” (DMG, 2011)

The Commonwealth Observation Group noted this:

“The main concern regarding the campaign, and indeed regarding the overall character of the election, was the lack of a level playing field, the use of money and abuse of incumbency in the process. The magnitude of resources that was deployed by the ruling National Resistance Movement (NRM), its huge level of funding and overwhelming advantage of incumbency, once again, challenged the notion of a level playing field in the entire process. Media monitoring reports also indicated that the ruling party enjoyed a large advantage in coverage by state-owned radio and TV. The ruling party in Uganda is by far the largest and best-resourced party and following many years in power, elements of the state structure are synonymous with the party. Further, reports regarding the “commercialisation of politics” by the distribution of vast amounts of money and gifts were most disturbing. Indeed, the „money factor‟ and widespread allegations of bribery and other more subtle forms of buying allegiance were key features of the political campaign by some, if not all, the parties. By all accounts, the 2011 elections were Uganda‟s most expensive ever. It is therefore important that for the future serious thought be given to election campaign financing and political party fundraising. This is more so given that there are virtually no checks on the levels of campaign financing and expenditure due to the cash-based nature of the campaign and the lack of stringent campaign financing regulations, both of which facilitate the use of illicit payments to voters as inducements and has the potential to undermine their free will” (Commonwealth Observers Group, 2011).

Afterthought –Run in to General Election 2016.

1986-1996: First and Second Term!

So I have now gone through the Elections since 1986 until today in 2016. That is thirty years in Power for the Executive Power and being President Museveni. 1986 to 1996, he didn’t really become elected as President as he did a coup d’état in 1986 to bring down regime at the current time. So the period from 1986 to 1996, there was an election in 1989 a Resistance Council elections which barred the Parliament with elected men and woman from the NRM/A, but was not an ordinary election to bring the people’s will in full effect and not even electing President Museveni, but securing polls to validate the rule of NRM at the time, also in my consideration to shut-up the donor-community; so they see the “democratic” vision of President Museveni. He even made a stunning Constitution in 1995. President Museveni had set the standard with two term limits and other regulatory tools to secure accountability that was new in Uganda, together with swallowing the Structural Adjustment Program to secure massive amount of funding to rebuild the country and secure Universal Preliminary Education. Something the citizens of Uganda got excited about and also gave him praise abroad.

Third Term 1996-2001:

After the 1996 Presidential Election was his third term elections, and the official first term (which I can’t take serious) as he had already ruled for a decade, and you can’t shuffle that off that easy. Even with the bodies and violence to get the power in 1986, it cost so much suffering to gain that power; so to eradicate that and call this his first term, is to neglect the first ten years of power. Something we should be to damn wise to not. There we’re still not a Multi-Party Democracy or Elections as President Museveni doesn’t really believe in that; as the nation had to after this go through two referendum polls before initiating the hassle of letting people be controlled by other party functions then the NRM.

Fourth Term 2001-2006:

So when the fourth term came in 2001, he had already been long enough in power to already using up the constitutional rights as the Executive Power and President of the land. He was still popular and gained a lot of support. Even if the election was rigged and had a massive malpractices; the initial issues is how he pleaded and mixed up with referendum terminating presidential term limits to fit himself and rewriting the constitution of 1995 in 2005, so he could run off a third time. The second score of joy for the people was the second vote of the polls for Multi-Party Democracy, meant that the public could vote for other parties then the NRM during the 2006, as much as they could still as ever; vote for the old man with the hat! After 20 years in power he still used sufficient tools to be able to get voted in. And also stifle the completion in his favor, as the man who took power himself in 1986.

Fifth Term 2006-2011:

Set for the fifth term in 2006. The NRM and President Museveni at the time was re-introducing of multi-party election and continuing to go as the candidate, to secure the total tally of 25 years; when the term would be done.  He fixed the 1995 constitution one year advanced so he could run again! This time the third official campaign and polls, though still, with the 10 year as ruler before an election means, initially fifth. This here was the start of the down-turn as he now showed more and more the authoritarian leader and totalitarian state, compared to donor-friendly character he was when he first was sworn in 1986 and steady ship he hold while elected in 1996.

Sixth Term 2011- 2016:

As his sixth term in 2011, there was already starting to crack with the NRM leadership and the people, as they we’re ready for new leaders and a new executive. As the Kampala Riots and ‘Walk to Work’ demonstrations; proves that the leadership is in a fatigue state where the public is tired of the NRM and their ring leader President Museveni. Even still with well rigged machinery the NRM “won” again the election. To finish of this one, he had to swallow a few scalps to secure his sole candidacy, he had to break of Gilbert Bukenya his loyal fellow, he had to push of cliff Amama Mbabazi who wished to take his seat in the NRM, which is not a possibility unless you are the clone of Yoweri Kaguta Museveni; something Amama Mbabazi is not! In early 2014 he had to set up his machinery ready and get his party in line so that he could get the spot again with the Kyankwanzi Resolution in February 2014 and set his goals on the 7th Term as the Executive and President of Uganda, in the 10th Parliament. That is another timeline I am not sure of, I am sure there are more then 10 elected or appointed Parliaments and sessions in the great republic of Uganda. It is just a a way of rewriting history as the NRM is famous for.

That rewriting history comes in the sense of saying NRM and President Museveni is contesting for the 5th Term, I am saying his fifth term was between 2006-2011 his most turbulent ruling period after his first term in 1986-1989 when he still struggled to keep the whole country into peace, as there was still guerrillas and militias wanting to unsettle the new regime in Kampala. As we have seen, and we can see, there is a pattern and there is a reason why I am saying “we could really see his democratic wish” as the elections and malpractices seems like the same as when he took power. The rigging he claimed he wanted in the 1980s and why he lost as the UPM front-man, it seems to be same as it was under Dr. Milton Obote, the only difference is that he has been able to be stable and keep a strong army to spread the fear so that nobody has tried to really use a coup d’état against him. There been allegations in the past, and even persons been alleged in court for treason against the state, but they have been more political motivated then actual forces or militias in the sense they went to the bush to get rid of President Museveni. Though LRA and ADF has gone after his head, but failed.

President Museveni is now trying his best to get into his 7th Term, and we should not be surprised by election rigging, malpractices to destroy level playing-grounds for political parties, paying for votes and using both government institutions and government funds to be re-elected; Even supress the court to secure the validation or dismiss the allegation of election fraud in the 2016 election. I fear for the public response this time and how the security agents of the state will address them. As the Gen. Katumba Wamala of the UPDF will surely do what he can to impress President Museveni and Police Boss IGP Gen. Kale Kayihura follows orders blindly made by the Executive, as if he wants to shut down demonstrations and revolts against the totalitarian regime that the NRM has evolved into. As they are used to stealing the elections and taking the people for ransom to gain riches while the average people toil in poverty. There is time for change with a government with transparency, accountability and good governance; as the government now is famous for not caring about this issues and becoming dependent on feeding the cronies and loyal men of Museveni instead of serving the people. Here today I am going through some worrying reports, the leaked note I have read, have been discussed in other media, therefore my article is thicker and deeper. As I want to show the results and responses of the governmental officials from Burundi and Rwanda on the matter. Some of it should be expected, as Rwandan response would never say that actually tried to topple President Pierre Nkurunziza, which President Kagame could have that in him, would not be new considering how he together with Uganda President Museveni went and toppled Mobutu Seko Seko.

The recent news has also been questioned by some sources; I will add that tape in the end where that journalist asks if it is manufactured. You can have your take on it. The matter of violence that President Kagame has in the past and near present time in DRC, he could have had the capacity to pull it off. He has it in his veins just like President Museveni. Therefore we should not be shocked if this is facts and that the Burundian authorities is aggravated, the way the Burundian government has gone against their own opposition is not a just, but the cause of stopping a neighboring country trained militia or guerilla force should be reasonable. That proves the fragile situation in Burundi and that behind the scenes the powers around try to earn coins on it. Here take a look!

Kivu Provines

Training of militia to topple Nkurunziza:

The Group spoke with 18 Burundian combatants, not associated with the Front National de Liberation (FNL) in Uvira Territory of South Kivu Province. They told the Group that they had been recruited in the Mahama Refugee Camp in eastern Rwanda in May and June 2015 and were given two months of military training by instructors, who included Rwandan military personnel, in a forest camp in Rwanda. Their training included military tactics and the maintenance and use of assault rifles and machine guns, as well as ideological and morale-building sessions. Some told the Group that they were also trained in the use of grenades, anti-personnel and anti-tank mines, mortars and rocket-propelled grenades. They were transported around Rwanda in the back of military trucks, often with Rwandan military escort. The Burundian combatants told the Group that there were least four companies of 100 recruits each being trained at the camp while they were there. Six of the trained combatants that the group spoke with were minors. They told the Group that the military training instructors at the camp knew that they were minors. The Burundian combatants showed the Group fake DRC identification cards that had been produced for them in Rwanda, so they could avoid suspicion while in the DRC. They crossed the Rusizi River in small groups at night from Rwanda into the DRC just south of the Kamanyola border post, with the assistance of a network based within the DRC. Like the FNL, they reported that their ultimate goal was to remove Burundian President Pierre Nkurunziza” (UN, 2016).

Arms to the trained militia:  

“Several individuals were arrested in October to November 2015 in Goma, North Kivu Province, on suspicion of involvement in arms smuggling from the DRC to other countries. The perpetrators are Rwandan or Congolese nationals and were caught at the Congolese-Rwandan border post with the weapons. Some of the weapons were hidden in bags of green beans or manioc, and other were hidden in the chassis of a car. The Group interviews the perpetrators some of whom confirmed the weapons were to be used in support of armed groups in Burundi” (UN, 2016).

Burundian embassy to Hauge stated this:

“Burundi welcomes the fact that the international community is beginning to discover that the source of the insecurity afflicting Burundi is Rwanda. Information available to the government of Burundi and credible information from some media (France 24) and investigative reports by some International Experts, including UN Experts have confirmed that Rwanda which is a neighboring country to Burundi recruits, trains and arms Burundian citizens including minors in the MAHAMA Refugees Camp in Rwanda and sends them into to the territory of Burundi to commit armed attacks against civilians, security and military targets” (…)”   We know that some countries and some components of the international community have suspended or even stopped economic cooperation in order to force the democratically elected institutions by the sovereign people of Burundi and validated by the national and sub-regional judicial powers to submit and hand over power to anti-democratic Burundian forces. On the basis of credible information pointing to unprovoked acts of hostility and destabilization sponsored by Rwanda and executed by the violent opposition as the direct causes of the violence in Burundi, the Burundi Embassy in The Hague urges the countries which suspended economic cooperation with Burundi to review their positions” (Diplomat Magazine, 2016).

Kagame Nkurunziza 2011

Burundi response to the news:

“The CNDD-FDD Party condemns Rwanda over its neocolonial purposes for having implemented the plan of Burundi occupation so as to lead the country through an ethnical vision which Paul Kagame would have used as he had done it during the period of FPR Inkotanyi . The Burundian democrats remind him that if there had been no complicity and the politico –military support of the MINUAR, the FPR -Inkotanyi would have never taken the power in Rwanda and Paul Kagame has made use of genocide, sacrificing his own brothers to take the power. It is what he wanted to do in Burundi, while outrageously overusing the word genocide as experienced in his country” (…)”It is also unbelievable that the aggressor KAGAME has never been blamed by organizations such as the African Union, the United Nations , the European Union and other international organizations and that on the contrary, most of those organizations and States have not done nothing but connived, imposing him an international force. Burundian People cannot be mistaken taking into consideration what MINUAR has done to help Kagame take the power. KAGAME wanted and want to apply the same experience he has lived in his country. He has created a rebellion under the blessing of some politico- mafia settings among others Louis Michel, and his friends to bring back the G7 and the G10 of Buyoya to the power by the cheating of a putsch and a government of transition. Therefore, the dangerous use of the word genocide and ethnic are nothing but shields for those pseudo nostalgic politicians with bad ideas” (Nyabenda, 2016).

Burundian Opposition claims:

”The opposition Burundi Democratic Rally (Radebu) chairman Jean de Dieu Mutabazi echoed the remarks, saying Rwanda was behind the war in a sister EAC member state and was worsening the unrest that has so far claimed hundreds of lives. “There’s this neighbour of ours, Rwanda, under the warmonger President Paul Kagame, who has been fighting in DR Congo and recently wanted to fight Tanzania,” Mr Mutabazi charged. “He is the one providing arms and logistical support to the rebels attacking Burundi.” Jacques Bigirimana, president of the FNL party, said although the belligerents were keen on national dialogue in a bid to end the political crisis, the country was under siege from what he termed as “destabilisation forces sponsored by Rwanda” (Ihucha, 2016).

Rwandan reaction:

“Last December, Rwanda’s President Paul Kagame dismissed as “childish” allegations that Rwanda had stoked instability in Burundi and said Rwandan troops would play no part in any intervention in the neighbouring country” (Ihucha, 2016).

Rwandan Foreign Minister counters the report:

“Speaking to reporters on Friday, Louis Mushikiwabo, Rwanda foreign minister said that allegations were baseless and lies. “Rwanda hosting a big number of Burundian refugees in various refugee camps in the country does not mean training them to overthrow Burundian government? We cannot chase them back to their home country if they are not sure of their safety. Burundian government is in better position to look for a possible lasting solution to bring peace in Burundi,” she said” (China.org.cn, 2016).

MONUSCO statement recently:

The Government of the Democratic Republic of the Congo has sovereign and primary responsibility for the protection of its citizens.  MONUSCO stands ready to support the Government in these efforts, in line with its mandate to protect civilians. In this regard, MONUSCO welcomes the Government’s acceptance of the Mission’s proposal to resume coordinated offensive operations, which resulted in an agreed arrangement for military cooperation on 28 January 2016. With regard to cooperation with the FARDC, MONUSCO is confident that the measures put in place with the Government to mitigate risk and provide appropriate monitoring where necessary will ensure that MONUSCO-supported operations against ADF, FDLR and other armed groups are undertaken in line with the United Nations Human Rights Due Diligence Policy” (MONUSCO, 2016).

EALA statement on Burundi:

“Leontine Nzeyimana, Minister for EAC Affairs in Burundi however included a mix of representatives from government, political parties, and civil society. On her part, the minister noted: “As it has been happening in Burundi since the early 1960’s, the electioneering period was marked by negative propaganda intended to create in Burundi a political and institutional instability” (…)”The importance of this crisis to the EAC, the Report added, was brought home by accusations leveled against a Partner state by the Government-led delegation. Except for one Report, the delegation was unable to provide adequate evidence to the Committee to validate the claim that the Republic of Rwanda is hosting and militarily training Burundi refugees” (EALA, 2016).

There is lots of statement that is hard to verify or grasp. Certainly all of the actors have a place in the motions and want to achieve something to prove their worth. The Government of Burundi is the one that is under fire, and for the moment they will be as long as the attacks on the opposition and way to civil war is continuing, while the refugees goes into DRC, Tanzania and Rwanda, even in Uganda.

The conflict and crisis has made the inter-dialogue stifled and the African Union hasn’t made any progress on the issues in the country. While Rwandan government might have seen it as it golden hour; as they saw it in the DRC back in day. So here we are in this day where Burundi is a pawn while the Government and Burundian National Forces, does not only fight their own public to stay in power, but might also fight against foreign trained forces; which it might happen and wouldn’t surprise me as the history of President Kagame lingers on. As he centers more and more power in Rwanda around himself in neo-Museveni way, he looks more and more like President Museveni, just a Rwandan counter-part. So President Nkurunziza is under fire and has a lot of work to generate peace, but this seems like a way to get there.

The results of this are that we can question if the Rwandan government wanted to bring down the Government of Burundian one. If not so the United Nations wanted this to slip out so their wish for peacekeepers could gain foothold in the UN Headquarters in New York, as they have seen the African Union have given-up the direct African answer to the conflict. Peace.
