Unravelling troubles for Mzee

There are troubles ahead for the Presidency, the Executive as the hardball acts and the premise for today is after the General Election, the truth of the situation have now showed up. As in April 2016 the State House need 70bn shillings as the campaigning had taken the toll on the expenses and also they need fiscal support to comply with running expenses.

This in mind with the Uganda National Roads Authority that last year (2015) we’re suspended by a dozen of road projects from funding from the World Bank. There we’re talks in May 2016 to resume talks to hash out problems of funding, as the roads scandals and the transparency of the industry have been questioned, as of all the sackings in the Government Organization of late. In April the Organizations all of a sudden offered 1000 jobs, as they needed staff to future be able to find tenders and organize infrastructure projects. Proves there are more than just moist soil that are trouble for the tarmac, but also the heritage of alleged corrupt behaviour of both politicians, contractors and servicemen accepting the bribes before the cars can ride on the roads. As the UNRA Executive Director Allen Kagina said: “But while the government road development programme has been growing, medium term expenditure framework ceiling for Unra has been the same,” she said, adding that “this has resulted in the ongoing and planned programme having a deficit of Shs1.7 trillion.”(Musisi, 2016).

As the Executive have promised for long is to have a Crude Oil Refinery in Uganda, with that in mind even the Kenyans before they we’re toiled away they promised funds into the development project as a part of Crude Oil line towards Lamu Port and LAPSSET, a plan that Mzee scattered. Instead he picked the Tanga Port of Tanzania, for reasons he knows, but we knows it is not terrorism and fears of Kenyan borders. It is the money and deal that have been made between Ugandan Government and Tanzanian. As the Crude Oil pipeline is important for the Uganda oil industry, so is also the Refinery; that has new reports about today.  Before there we’re expected that Uganda, for support military and economically would go for the Russian builder and Company under the Rosneft, Gazprom Neft and Transneft, who are run by the RT Global resources, this as a supported deal with businessman interconnected with Vladimir Putin, as we know Mzee we’re in Russia right before buying Russian Fighter Jets in 2011. “The decision to award the contract to the Russian company cements growing ties between Moscow and the east African country, which increasingly characterises the west as a neocolonial aggressor” (Manson, 2015). Today the deal wasn’t in stone, as the deal with planes was okay, but the refinery wasn’t cleared yet: “The Energy ministry Permanent Secretary Kabagambe Kaliisa confirmed the development to this newspaper in a telephone interview but defended “it was not a walk away as such.” (…)”They had demonstrated all it takes, and in fact we had finished negotiations with them and closed all the envelopes” (…)”But they kept going back and forth over the concessions we had given them, negotiated and finished. We gave them all the time” (…) “as a procedure they were supposed to get the necessary clearance back home and it was what we were waiting for. However we received communication they were withdrawing the bond”. Rostec’s East Africa regional representative Andrey Kozenyashev told this newspaper from Moscow that “there is nothing to comment about” (Musisi, 2016). It is only in so many words, that the agreement went sour because the chickens didn’t come to roast, the hidden cost and the transactions between the Russians and Ugandans counterparts was not as expected, therefore the deal stranded; as the Ministry under the orders of the Executive expected to be better paid and secured more funds out of the industrial project. Something the Russians most likely didn’t accept. That’s why the powerful energy, military and resource company has nothing to comment.

As the Oil development issues and the infrastructure in general, as the fallen MPs that are demoted after the fraudulent election losing seats in the 10th Parliament as the NRM MPs are up to 10 or even more who has lost their seats and cannot be in Parliament this term. As Dr. Tanga Odoi claims the paperwork and academic procedure is not at fault in the inner-party, but from the Academic institutions and their verifications, while also threating to insubordinate Tamale Mirundi and take him to court for attacks on his character and acts as the NRM EC. The Irony is that NRM MPs who are demoted got also through the cracks of the Electoral Commission of Eng. Dr. Badru Kiggundu, the engineer who built the machinery and technical procedures for the rigged events and made the options without using his organizations to scrutinize the internal checks and balances at the ruling party and ruling organization NRM-O and NRM CEC who let the NRM EC, together with the EC let the candidates run in the Primary and General Election, before the Courts annulled their works. This shows that it is a grand slam of disapproval and proof of ‘orders from above’ to handpicked members that will only follow and not act on their own. Why all the blame on Odoi, there the NRM CEC and the EC who let it all go?

Even today the Mzee continued with damage control in Parliament as the vetting process earlier dismissed two of the 81 ministers of his cabinet. These we’re: “Harriet Ntabazi, the designate minister of State for Industry and designate minister of State for Works Ismael Orot”, Chris Obore have said that Mzee have written to Speaker Kadaga to re-vet them, so they can be ready for their position in Parliament and Cabinet, because Mzee want the Parliament to reconsider their rejections (Crane Times, 01.07.2016).

The continued madness of the 10th Parliament is continuing, as the 9th Parliament ended with a wish for Tax-Free salaries from the Parliament duties, the campaign and money issues remains, as the MPs have after elections asked for newer SUVs and more expensive cars, now they claim not be paid over the recent year and need refunded funds, to fix their salaries; this happens and some said this to the press today:

“MPs vented their anger more recently at their orientation workshop at parliament. Bugabula South MP Henry Maurice Kibalya asked Patrick Kunobwa, the chief finance officer of parliament, why MPs haven’t got their new cars yet” (…)”Our voters keep asking us why we are not driving the vehicles which parliament gave us. They know that we have been given money to buy new vehicles but they see us driving the same old vehicles and they are asking us why. We don’t have any explanation to give since we haven’t got any communication concerning that; what should we tell them?” (…) ”When I was RDC [resident district commissioner] for Serere, I was given some money as a settling-in-job allowance. Unfortunately, it does not work like that in parliament. I thought we would be given something like an allowance in order for us to settle into our jobs. We expected that parliament…would enable us to find decent places [houses] to stay, vehicles but all we have had to go through is waiting for the first salary,” Kitagwenda MP Abbas Agaba said” (…) “Sylvia Rwabwogo, the Kabarole Woman MP, said: “People thought we got Shs 50m, which is not true. We got only Shs 5m from the president at the time of swearing in [in May] and it was not enough for one to be with his/her family and voters. And remember we have not been working for one-and-a-half years because of campaigns; so, how do you handle such a situation?” (Namuloki, 2016).

So there isn’t enough issues for Mzee, as the giant money funding Oil Development are stalled, as the Russians have not complied, the UNRA are having a deficit and only can build when foreign donors pay for the projects, this in the land of Mzee who doesn’t want international community to be involved as they don’t understand Uganda. While the MPs who understand Uganda, are either in trouble with academic papers and losing their seats, if not their economic situation is dire, just like the State House where right after Election. So instead of being Entebbe and Nakasero State House, it is that the representative of the Ugandan people doesn’t have new Toyota Land Cruiser Prado. Like on the 5th February 2016, the Prime Minister Dr. Ruhakana Ruganda just happen to drop off 111 Toyota Land Cruiser Prado and give them to the District Chairpersons with a lavish handover ceremony at Mandela National Stadium.

Just as Mzee have been hardline on the media during the campaign he has himself done in his capacity to secure big-men into his administration to control the media. Therefore Hon. Jim Muhwezi lost his ministerial position and elevated Hon. Frank Tumwebaze to the Ministry of Public Information and Communication Technology, as he will corporate the Uganda Media Centre, State House propaganda and the general covering of the Government. Since he was hard on the KCCA during his recent term and has faith in his direct control of the Departments. In this space the New Presidential Press Spokesman, the one replacing Tamale Mirundi became the former Editor of Daily Monitor Don Wanyama. Just as the PPS Wanyama is a former Monitor editor. Today there we’re reports of another man from the Paper that we’re connected in getting a position under the government umbrella. This is been reported: “The former Deputy News Editor of Monitor Publications Limited, Paul Amoru is set to be elected the National Resistance Movement Caucus Spokesman” (…) “According to sources from the office of the Government Chief Whip and the NRM Secretariat, Amoru has already been briefed to prepare himself for the task” (Okello, 2016). So the former loyalist amongst the opposition writers in the Monitor, proves how the media have been and becoming more state infused as the WBS have been taken control over. There media houses who are under threat and others who will struggle as the Uganda Revenue Authority will use their legal terms to shutdown, close or suspend, as the Uganda Communication Commission will also revoke license towards the ones who question the power to often, as there been reports on.

Just as Hon. Tumbewaze started his term, he ordered fellow Members of Parliament to be assign them to join social media as a way to address their concern and give their voice into the social media and give ways for them address the public directly, not only on NTV, NBS, UBC, Daily Monitor and New Vision. So one who followed that guideline quickly we’re for instance the Hon. The Government and Mzee still want to make sure he has right men in the Security Organizations therefore he has order IGP Kale Kayihura to hurry and promote over a 100 Police officers around the Election, that got done in February 2016, just days before the Presidential ballots was cast, as the months before the General Election, the agreements of collective intelligence office between the Army and other Security Agents to secure a peaceful election. While the Police Officers have also in the months before been moved around the country and certain men have gotten bigger positions in the Police Force, as they have gotten better place for their loyalty to oppress the Opposition.

The Army have also without precedence had a clean-up in the ranks, as barracks after barracks have both soldiers and leaders been taken away, some in the homes other directly while they we’re doing for the state, therefore their been violence and this made a conspiracy to connect this actions together with the FDC party to be able to detain and jail Hon. Michael Kabaziguruka of Nakawa, and the Presidential Candidate Dr. Kizza Besigye, both have been charged with ‘Treason’, also that the army connects had a plan to topple Mzee; this is charges that been alleged before on the Besigye family and members as Mzee likes to recreate history. He just doesn’t know it himself, apparently.

So I will stop with that, as when you set the news and headlines together, with the reports behind the scenes, as the questions on the basic initial reports, as the European Union still want to be cordial relationship even when they have condemn the elections in the recent report of the Election Observers Mission claimed the fraudulent affairs, still they wanted to respect him, until Mzee attacked the ICC with President Bashir by his side. These we’re the days of late when the roads from Entebbe to Kampala we’re closed. So the traffic of Kampala and between central areas of Kampala we’re a total havoc, as with all of the foreign dignitaries who visited like South Korea and Turkey, where the roads we’re closed off and ordinary people had to hike on old dust-roads or walk. As cars couldn’t pass, for safety reasons, even if the dignitaries we’re on the Luxury Hotels and enjoying high life on the expense of fellow Ugandans. Just like Mzee is accustomed to over the three decades in power.

The issues of rising loans on the fiscal budget, the uncertainty of refinery, pipeline to Tanzania, though Total of France have given clear message to Mzee during the newly conducted discussions with Kenyan Counterparts, that stranded. This together with the rising levels of new districts, bigger cabinet, more officials and more bureaucracy both in Parliament and locally with the hashed out districts and sub-counties, as the MPs doesn’t have enough offices or space to the new level of MPs. It seems like the ruling party didn’t think of the consequence of allocating more MPs in Parliament and creating yet again more districts. Not only making constituencies smaller and creating uncertainty of who will be hit by the newly regulated areas and who they represent. Mzee, just did it to make sure he got more loyalist and could gain more LC and LCV who could be his men, than giving way to the opposition.

The grand maturity of the NRM is now, as the three decades of Power and with the Old Man with the Hat, has already showed their true color and their visions. The vision is to hold power by any means, get rid of, pay off or silence, even with cold-blood if needed. As there been so many scary fallouts through the decades; just waiting for the next man to be swallowed by the reignited leader who wish to control every piece of legislation, corporation and business in the nation. That is why the Russians we’re left out and he got new promises and deals through the recent visit from South Korea. The unravelling mission, the possession of all power and extending it by hurryingly addressing the dignitaries and fresh relationship; while toiling away the ones that is not a payable; like the recent South Korea also makes the long-term relationship with North Korea touched, as the Police and Army Training through the DPRK are now suspended from 1. January 2017. So the clarity of the donor-funding from South Korea is vastly needed by the Government, though he wants it without strings. So he can use it on the ranch and cars for himself, or loyal elitist to be able to fly to India or South Africa for treatment for a health condition; as Mulago and other Health Care facilities are in disarray, but not a question for the state to really fix or amend, as they want NGOs from Foreign Countries to supply it for free. That is the governance of NRM Regime for the moment and the EU Diplomates and US Diplomates play along as Mzee sends needed forces to AMISOM and Central African Republic. They want say that directly, but their actions speak of it.

The truth will spill out and the issues of silencing and oppression of the opposition cannot be everlasting as the state cannot afford it or have the resources to play that for long, then they have to sell of more land to Aga Khan or other foreign connected businessmen for hunting-grounds in Amuru or other useful areas that are not so needed for loyalty for the President for Life Museveni, he might even trade-off parts of Kaabong just to make sure the loans for the Crude Oil pipeline get built in this term. Don’t be surprised as long as the Ankoli, Brahima and the other who are in the NRM Elite is paid off, the Soldiers who in AMISOM might not get steady pay, but Special Forces Command and the other closest will always be taken care off. He needs the Security Agencies ready to act upon his words, as the people and the others can only cry out for a ‘balance’. But the riches are deemed for him. Peace.

Press Statement: Government of Sudan’s Declaration of a Cessation of Hostilities (21.06.2016)

WASHINGTON D.C., United States of America, June 22, 2016 – John Kirby, Assistant Secretary and Department Spokesperson, Bureau of Public Affairs, Washington, DC, June 21, 2016.

The United States welcomes the Government of Sudan’s declaration of a unilateral cessation of hostilities in Southern Kordofan and Blue Nile. We find this an important and welcome step towards a peaceful resolution to conflict in those states, which we would like to see extended to the Darfur region. An end to military offensives and fighting in these areas would bring much needed relief to thousands of Sudanese and create an improved environment for dialogue leading to a political solution.

We urge the Sudan Revolutionary Front to reciprocate by ceasing all military action against the Sudanese Armed Forces and recommit to the cessation of hostilities it declared nearly two months ago. We encourage bot‎h the Government of Sudan and the opposition to work under the auspices of the African Union High-Level Implementation Panel to translate their cessation of hostilities declarations, which must ultimately include the region of Darfur, into a sustainable end to this conflict. A negotiated solution that addresses the key political and security drivers of conflict in all areas of Sudan will be needed in order to establish a lasting peace.

We encourage all sides to commit to allowing unfettered access for humanitarian organizations to deliver lifesaving aid to all Sudanese citizens affected by the conflict.

The Blame Game: Eritrea cries foul, while Ethiopia is silent; my judgement on the 12th June skirmishes and claims.

While the Government Spokesman of Ethiopia Getachew Reda have claimed that the first shot on the border came from Eritrean forces and claimed they we’re at fault for the military operations on the 12th June 2016. This happens while the Eritrean Ministry of Foreign Affairs claim it was the TLPF that was attacking the Eritrean border forces around the Tsorona Front.

With this in mind, it is not easy when these are sending conflicting information and also using all tactics to address each other internal misgivings. Just like the recent Human Rights Violation in the United Nations Reports from the Group of Experts in June 2016. While the Eritrean are claiming the internal oppression of the Omoro people and the killing of demonstrators; also silencing of media; the issue is that both nations have their blames and violations. The Ethiopian ruling party has total control and military control of the nation, the media is controlled and bloggers are detained for questioning the government, the Omoro demonstrations are hunted down and shut down with military forces. So the Ethiopian Government is far from innocent in their internal bravery.

But the Eritrean are nicknamed the “African North Korea” for a reason, all control is in the hands of the President Isias Afewerki, as the UN reports claim is that there is unlimited subscription to the army, slavery, rape and misuse of the citizens from the government officials, as the centralized power is all in the name of the president as he has control of the economy as the national budget is never released and the control of the money running of Eritrea as all under control of Afeweki. With all of this in mind, with the knowledge of the current affairs, and the escalation and worry of new conflict between Ethiopia and Eritrea, as the fellow nations has been in war before. Eritreans are the ones really blasting Ethiopia in international media and defending their ways of government, as they are blaming Ethiopia even for making the accusations that are made by the experts in the recent report. That proves the level of animosity from Eritrean government towards Addis Ababa, as they might feel left alone in Asmara.

While the Ethiopian in the 12 June military operations claimed the aggression was directed from the Eritreans. After that the Eritreans claimed it was the Ethiopians… so there are a limbo and uncertainty, especially since none of these governments are really open to the media or having press freedom in either nation; while the assurance of the reality on the ground and the intelligence is unsure as they both are secretive from the beginning.

None of these nations are perfect, no nation in this world is, but both nations have scruples and has issues with tampering with human rights violations of different levels, they both have different supporters and allies that need the armies or alliances to mend on other issues either on the African Horn, like the Ethiopian who has soldiers in the AMISOM and other Peacekeeping missions and are an ally of the United States and their AFCON, surely as they pulled more armies from Africa after the failed “Black Hawk Down” in Mogadishu and with that in mind then President Bill Clinton pulled the army of around 1100 soldiers in 1993 from the Horn of Africa. And have been for long a steady military ally against terrorism in the region and also a place where the Americans have had military bases, as recently closed the United States Air Force base at Arba Minch in January 2016.

The certainty and clarity is not here in this matter, as there are many undisclosed reports, as the battlefield are kept for the armies and the media are not free in neither Ethiopia or Eritrea, as the stages are set for propaganda from both parties, as the ones who are speaking free on their blogs in for instance in Ethiopia ends behind bars. While the Eritrean are the best news from diaspora who have trusted messengers through online forums, as the silence and fear of detaining or slavery work for questioning the regime, therefore the amount of people going into exile from Eritrea.

So with this knowledge the battle of 12th June 2016 can only be discussed and knowingly gain the needed intelligence when the men on the ground can speak freely and address thoroughly. If not they are realizing footage or pictures of the activity, while also proving the validity of the battlefield. As there will always from a warzone and skirmishes even be false statements, even wrong estimates and the reality will come closer, if not juked to fix the stages for either Eritrea or Ethiopia, as both need a straight face towards their citizens and their international allies and community.  As there reports of UAE and Yemen supporting the Eritrea, while Western nations as United States and others are supporting Ethiopia; but that is in general and their obligations world-wide and in military operations, as IGAD and others.

Therefore I cannot say who did what, as the implications of who did what is not certain. The Eritreans are the ones that beating the drum the most in international media, as they want to silence the UN report on Human Rights Violations. While the Ethiopian is easily getting the world to forget the violations against the Omoro demonstrations and Omoro Liberation Front (OLF); with these in mind, these skirmish or military operations just happen when the Eritreans wanted the world to forget the slavery and other accusations and the same with the killings of demonstrators from the Ethiopian regime. What we will not certainly know as these are actions and activity, kept behind sound minds in the central governments in authoritarian regimes who are militarized and not democratic. So the knowledge we will get is indications, but not the actual facts, as the numbers will be spoilt to make Ethiopia or Eritrea bad, the rhetoric will clearly defacing the other by all means. Though the response have been the clearest from Eritrea and accusations the loudest, that does not make it true, if it was so, then the screaming Donald Trump would be wisest politician ever; Ethiopia have another approach and more subtle, though countering the Eritrean, as they also claimed was the reason for the 12th June 2016 skirmishes.

That there been rumors of a plot of taking down President Isias Afeweki of Eritrea, nothing is yet certain about that either, as the “rumored plot” have come in the waters from a unnamed source inside the military intelligence of the Ethiopian hierarchy, and for the moment it is hearsay, but the Eritrean are paranoid; so they do what they can to sell it to the world and those stories are better to sell then slavery and unlimited military subscription of their youth and citizens.

So what I said with many words, nothing is clear, there aren’t enough transparency or accountability to take a true stance, the only thing certain, is that there are taken some shots and that the armies did attack each other, too what extent is not easy to say; as the spokesmen and ambassadors are not talking about that, I am sure that is confidential at both parties. What is surely the fact is that there are fallen men and reported men taken by both armies. That Eritrea has taken Ethiopian men’s life and Ethiopian has taken Eritrean men’s life. Peace.

UN report on Eritrean Gov. oppressive behavior towards its Citizens and its Systematic Evidence of Human Rights Violations!

“Eritrea will wait three or four decades, maybe more, before it holds elections. Who knows?”President Isaias Afwerki

As you read the quotes from the UN Human Rights Council on Eritrea, the amount of paperwork and people involved in the report, there we’re alone 44,000 submissions and also interviews from the Eritrean diaspora in Europe and United States. Just as the report says: “the Commission received 44,267 submissions from 39 countries. Of these, 30,517 arrived by mail and 13,750 by email. The submissions were mostly in Tigrinya and English but a sizeable number were in Arabic” (UN HRC, P: 11, 2016). So there are lots of material and an edge to the evidence in the report, it is not hearsay when those amounts of people are describing certain situations and the state of affairs in a country. I will take out what I see as most interesting findings in this report. As I am sure I am not alone in discussing the findings.

Why the information came from the Diaspora and not inside Eritrea:

“The Commission recalls that it has repeatedly sought permission from the Government of Eritrea to visit the country. The Government of Eritrea has failed to respond despite calls by the Human Rights Council to cooperate with the Commission of Inquiry. The Commission was nonetheless able to interview Eritreans in 13 countries with significant Eritrean populations” (UN HRC, P: 13, 2016).

Financial transparency:

Eritrea is one of the least developed countries in the world, and most of the country’s economic enterprises are state controlled” (…)”As Eritrea does not publish a budget, it remains to be seen whether this substantial new income will be used to enhance implementation of social, economic and cultural rights in the country” (UN HRC, P: 17, 2016). “With respect to sources of Government income, the source added “that is a mystery. Money is deposited at the National Bank. The Ministry of Finance does not know where the money comes from. Only the President knows.” (UN HRC, P: 37, 2016). “For example, witnesses told the Commission that a bank account with 40 million USD in mining revenue had been opened in Qatar in the name of the Director of the PFDJ Economic Affairs department” (…)”Other information suggests that there may be private accounts belonging to the president or members of his inner circle in the United Arab Emirates, Iran, Cyprus, and /or China” (UN HRC, P: 38, 2016).

Freedom of Speech and the independence of the Media:

On Freedom of Speech and Media: “…since the media is Government-owned, you clearly are not supposed to cover anti-government issues. If interviewees say something anti-governmental, you listen but do not use it in your broadcast. A lot of items you didn’t broadcast. At first the bosses told me not to use such material, and then there’s self-censorship.” (UN HCR, P: 34, 2016). “Restrictions on freedom of speech are not limited to just those physically in Eritrea. A witness in Ethiopia told the Commission that after he had participated in a demonstration in Addis Ababa in late June 2015 in support of the Commission’s first report, his mother was arrested in Eritrea” (UN HRC, P: 35, 2016).

On Religious Freedom:

Government control of authorised religious groups also persists. The Government of Eritrea continues to detain under house arrest Orthodox Patriarch Abune Antonio, who was arrested over ten years ago for calling for the release of political prisoners and failing to excommunicate church members opposed to the Government” (UN HCR, P: 30, 2016).

On future Elections:

President Isaias Afwerki has regularly expressed his disdain for what he refers to as “western-style” democracy. In a 2008 interview with Al Jazeera, for example, the President stated that “Eritrea will wait three or four decades, maybe more, before it holds elections. Who knows?” The Eritrean delegation to the 2014 Working Group on the Universal Periodic Review stated that national elections would not be held until “the threats to national security and sovereignty had been eliminated” (UN HRC, P: 19, 2016).

Rule of Law:

“Although low level community courts exist, most Eritreans interviewed immediately dismissed any suggestion that they could file a complaint for a rights violation. There was a palpable resignation among people towards the endemic injustices in Eritrea, as well as a fear of re-victimisation. In the absence of a constitution, an independent judiciary, a national assembly, and other democratic institutions, the Commission has found no progress in establishing the rule of law” (UN HCR, P: 20, 2016). The Cost of freedom from detention: “Witnesses cited costs of avoiding imprisonment ranging from 50,000 Nakfa to 2,000, 000 Nakfa, as well as confiscation of property, including homes, suggesting that the assessment of “fines” may depend on the wealth of the family” (UN HRC; P: 40, 2016).

Military Service:

“On the issue of duration of military/national service, a witness who was conscripted in 2003 and remained in national service until he fled Eritrea in 2015 stated that: “…the national service is still for an indefinite period; in fact when I joined the national service I was never informed as to when I was going to be released from service. The Government has not announced that it will reduce the service period to 18 months; it is still indefinite and we are all very aware of this.” (UN HRC, P: 22, 2016). “According to an expert on Eritrea, those discharged from national service remain in the People’s Army or militia or “reserve army” after their discharge, and must be available at any time the Government chooses to call them. Thus, most cannot qualify for Eritrean exit visas, and those who opt to leave without such a visa remain liable for the crime of “desertion.” (UN HRC, P: 22, 2016).

Using Military Service as a Working force for the state:

“According to one witness, “the Generals receive salaries, but also receive income from agriculture [and other commodities] that is not accounted for. Production costs are low because they use free conscript labour. This income is not disclosed to the Ministry of Defence. The President knows about this but does not interfere” (UN HRC, P: 41, 2016).

““Air Force planes are outdated and there is no proper maintenance. So, the Air Force has shifted to plantation activities. For example, there was a piece of land near the airport… [The Chief of the Air Force] took that land for plantations. [He] would bring almost three quarters of Air Force conscripts to work on the plantations, and the equipment used on the plantation comes from the Air Force and Ministry of Agriculture. It was very hot on the plantations. [Conscripts] were not paid any money for this work. They were told it is part of our duties. If they refused to work there, they would be sent to the [nearby detention facility].” (UN HRC, P: 23, 2016).

Generals are handpicking woman who are on subscription to be their “Wife’s” and solitary responsibility to please the General: “One day, …a female soldier…from my unit was…assigned to General […] to prepare food and do cleaning; it was also made clear to her that she [was] supposed to please [the General] in bed whenever he wanted. […] She provided this service to [the General] for many years. [Three years after it started], she got pregnant [from] him and gave birth to a baby girl… She told me that she did not do this voluntarily but [because] she was afraid. She said she was not allowed to leave the house and sometimes she was locked up.” (UN HRC, P: 58, 2016). A former female trainee in Sawa, who described the situation of these young women stated that “[t]hey are their personal slave.” Another female military trainee reported a typical day to her friend: “Dreadful life starts in the morning: I prepare his breakfast, wash his clothes, prepare lunch, prepare coffee ceremony, prepare dinner, and then prepare to be ‘his wife’. I have had this life for the last six years.” And more from the Sawa: “We watched sexual abuses. Systematically, they forced girls to obey their instructions; to have a relationship with them. If she doesn’t obey, they find any kind of military punishment. It is commonly the [d]ivision leaders, the highest ranks who would do that. All people would go back to their [d]ivision at the end of the day. The leaders select girls personally. After six months, he would change her, take a newly arrived. The 11th grade students…have to pass their last year’s exam in Sawa. They take them. Once a woman is assigned to a General, they stay there [to] do office work, chores, etc. ‘there is no rule, no law.’ Sometimes when the girls see the car of the General approaching they hide. What if they become pregnant? […] When it happens, they make abortion traditionally. The girl doesn’t even want to let the colonel know. One of my best friends was a ‘personnel’ of the Colonel. He told me that the nick name used to get a girl is ‘goat’. Sometimes when newcomers arrive they asked assistants to bring new ones.” (UN HRC, P: 56-57).

Another said that “in 2014, there was military training. I was sick and even had papers certifying that I was sick. But they didn’t believe me and I was [detained] for six months without due process.” (UN HRC, P: 23, 2016).

What the Government says about the Military Service and their work:

“Indeed, Presidential Advisor Yemane Gebreab himself has stated that: “the challenge for us is to be able to find jobs, skills, training, and business opportunities for [conscripts] when they are released,”100 suggesting that prolonged military/national service is not, or is no longer, motivated primarily by national security concerns” (UN HRC, P: 24, 2016).

Shoot-To-Kill Policy:

The Commission received credible evidence that a shoot-to-kill policy was issued and that it has not been rescinded. The writers denying the existence of a shoot-to-kill policy did not explain the basis on which they concluded that such a policy does not exist. Very few, for example, said that they had passed through a border without interference or without the assistance of smugglers. The Commission is aware that the policy has been implemented in a less rigorous manner in recent years” (UN HRC, P: 15, 2016). “An example of extrajudicial killing reportedly took place on 3 April 2016, as military/national service conscripts were being transported through the city centre of Asmara. When several conscripts tried to jump from the trucks, soldiers reportedly fired into the crowd, killing and injuring a considerable but unconfirmed number of conscripts and bystanders” (UN HRC, P: 32, 2016). A witness said this: ““In September 2015, the battalion commander told me if anyone attempts to cross the border to Ethiopia just shoot at them. He told us to shoot people down if we see them crossing. I couldn’t ask about this order because I would have been killed or jailed; I had to implement it. If you don’t implement it you won’t be seen again. I know 3 soldiers who spent 20 years in service. They told me I had to implement the order.” (UN HRC, P: 33, 2016).

This happen to some of fleeing Eritreans:

On May 22 2016, Sudan collectively expelled 313 Eritreans back to Eritrea. Another 129 were similarly sent back from Sudan several days earlier. According to UNHCR, the prior to the forcible returns, the Eritreans had been tried and convicted in Sudanese courts of “illegal entry” into Sudan. According to corroborated reports by unrelated witnesses, in the days prior to the expulsions, Eritrean authorities visited Eritreans in a Sudanese prison to register the identities of those to be returned. The witnesses also reported that upon arrival in Eritrea, the returnees were arrested and detained. They further indicated that those who were in the national service, prior to leaving the country, were detained at Adi Abeito prison on the outskirts of Asmara, and that those who had not yet undergone military training are currently detained elsewhere, including in Tessenei and Hashferay, apparently awaiting transfer to military training centres” (UN HRC, P: 25, 2016).

Afterthought:

There is so much evidence that come into a 94 page UN report; this one shows so much of it, I have focused on the witness reports and their testimonies, as this is Eritrean citizens who have fled the regime in haste to Europe or America. There even some men and woman who are creating issues for their families left behind.

The Eritrean state is all controlled around the President Isaias Afwerki, as he knows all about the finances, state media and the military. The Military or the Army is both “free working force” as the extensive breaches human rights and committed to keep away the state from lawful activities, as the Generals and Army Officials are themselves skimming of the system and use woman and men, as they please. This creates unlawfulness in the militarized society of Eritrea. The witness reports are a sad sight and the totalitarian control from the President Afwerki shows the extent to how they control their citizens and uses their manpower to earn money for the Government, but not support or being there for their citizens.

And if they try to flee or desert from the military or the country, the other army command can shoot-to-kill fellow citizens, as they do not follow orders from above, as they are in the hands of the government and the army. This together with the torture of fellow citizens; they are detained without trial and kept in jail to infinite, as there are no constitution or rule of law in the nation.

The damning evidence is clear, the Eritrean government cannot just silence this, as there are over 400,000 who has fled from the country, and 44,000 have written in to the United Nation Human Rights Council, with their experience and witness reports shows the level of system behind these actions, it is not just one rare coincidence that certain people are detained, tortured or becoming slaves for the Generals of the Military. That even the Air-Force is so depleted that the men who are assigned work on labor unites instead of becoming air-men for the Eritrean Air-Force.

That is enough for now. It is not grand state of affairs, the level of impunity and lawlessness and the attitude of how the Eritrean State are treating their fellow citizens and keeping their records only in the hand of the President Afwerki and nobody else. Peace.

Press Statement: Inaccuracy, and biased positions of Troika would not help innocents in South Kurdofan and Blue Nile (08.06.2016)

Unbroken Conflict in South Kordofan and Blue Nile

WASHINGTON D.C., United States of America, June 7, 2016 –  The Embassy of the Republic of the Sudan expresses its deep regret for the latest statement issued by the Troika  (USA – UK – Norway) on 27th of May 2016, on the situation in South Kurdofan. – The biased and unbalanced statement by the group has just repeated the old positions that don’t help bring peace to the people of the two areas, and only send the same negative signals to the rebels to continue their barbaric behavior in attacking innocent civilians without facing any consequences.

The Government of the Republic of the Sudan while confirming its commitment to the negotiations and dialogue as the only way for peace settlement in the two areas, expects clearer position from Troika towards the Road Map  by applying pressure on rebel movements who refused to sign it, sparing no efforts to impede peace process and dialogue in Sudan.
The Troika statement mentioned the Road Map but still there is a lack for strong position and firm commitment towards it.

The claims mentioned in Troika’s latest statement about the expulsion of the Head of the Office for the Coordination of Humanitarian Affairs (OCHA) in Sudan  is completely inaccurate. The acting official was granted his work permission in January 2014 on the basis of transitional period, the Government has renewed his stay permit for extra period ends in June 2016 waiting for a new nomination for the position and still waiting for that.

The Government of Sudan while reiterating its keenness to work with the UN agencies in the humanitarian field has the full right to evaluate the performance of UN officials and their level of cooperation.
The Humanitarian Aid Commission in Sudan (HAC) has presented in its recent statement a brief assessment for the work period of the  UN official that witnessed tension in the relations and lack cooperation.

The official concerned was requested to be issued a provisional stay permit in his capacity as ACTING head of OCHA Mission in Sudan. Though the said status remained as is up to date, the Sudanese authorities  fully cooperated with him and secured renewals of his  tentative stay permit. However, ahead of the upcoming renewal , OCHA was advised of the situation. That step should in no way construed as rejection of the presence of this UN organ in Sudan or the appointment of a new resident head of it.

Juba & Khartoum agree to open up common border (Youtube-Clip)

South Sudan and Sudan have begun talks that seek to expedite the bilateral cooperation agreement between the two countries. They have signed several agreements on security arrangements for demilitarized zones and the opening of 10 border cross points. The following statement was issued jointly by the governments of the United States of America, the United Kingdom, and Norway:

The members of the Troika (Norway, the United Kingdom and the United States) are appalled by the Sudanese government’s aerial bombardment of civilians in Kauda and the Heiban area of South Kordofan, including the bombing of St Vincent Elementary School on 25 May. The Sudanese government has a responsibility to protect all its citizens. We urge all parties to end the violence and allow immediate humanitarian access to those in need. We believe that the Roadmap presented by the African Union High-Level Implementation Panel represents the way forward.

The Troika countries are also deeply concerned by the government of Sudan’s de facto expulsion of Ivo Freijsen, the Head of the Office for the Coordination of Humanitarian Affairs (OCHA) in Sudan. The government of Sudan’s action contributes to the increasingly difficult environment to address humanitarian needs in Sudan. The humanitarian situation remains critical, with over 5.4 million people in need of humanitarian aid. We fully support OCHA’s mandate in Sudan and call on the government to review this latest decision, and lift restrictions on the timely delivery of humanitarian assistance to all Sudanese affected by crisis and conflict.

Who is this General Martin Kenyi? The one South Sudanese Rebel supposed to be behind the insurgence in Yumbe!

As the reports were of the killings and even abduction in Yumbe District recently, the Police and Army have been silence. I just saw one note and one name of the leader of the South Sudanese rebel and his group that seeming is based in Equatoria. I will look into how where and what. The Gen. Kenyi have done it before, even in December 2014, the same rebels went into Uganda and killed. So there is a history of these actions with this man.

In November 2014:

“”bushes and forest is only for Dinka and Nuer, Equatorians cannot manage the forests”.Kiir quotedly said (…)”Martin Kenyi had 50 houses in Juba and what we will do we will just confiscate all those houses and he will return back here” Salva Kiir on the rebellion of General Martin Kenyi!” (…)”Gen. Martin Kenyi is yet to declare himself, however, youth in various towns of Equatoria from Nimule, Maridi to Yei have not been in good terms with the SPLA-Juba forces”(Nyamilepedia, 28.11.2014).

In December 2014:

“General Martin Kenyi is urging all the patriotic elements in Juba and Equatoria in general to abandon the bloodthirsty regime of Salva Kiir and his cohorts from Warrap and Awiel and join the SPLM/SPLA, the forces of change and revolution” (SPLA/SPLM, 16.12.2014).

In July 2015 the United States Mission in Juba released a letter that proclaimed who the Sudan Government supports in the new South Sudanese state, as the resentment between Juba and Khartoum have lingered. Still the letter show that logistical help from the Government of Sudan. Here is the letter:

“Close sources to JJ Okot, confirmed by other higher sources in the Military elite, with insiders knowledge, revealed that a highly secretive meeting with its minutes classified, was conducted by the chief of general staff, Paul Malong, Defense Minister Koul Manyang Juuk, and the die hard kiir’s supporter J.J Akot, to ensure, General Martin Kenyi does not live and must be assassinated” (Nyamile, 08.01.2016).

In February 2016:

We equatorians have been suppressed and treated as second class citizens in our own country. Our land has been grabbed in our own eyes. Our women and daughters have been rapped in our present. Dictator Kiir himself got two teenage girls pregnant in Catholic church as good living example. Because of all these grievances, we have joined Dr. Riek Machar Teny-Dhurgon to unseat tyranny Dictator’s regime and replace it with Federal Republic of South Sudan whereby state will have its own autonomy. Twenty-one states, under federal system, are our number one choice to get rid of marginalization and live free in our own land. We will take back our land that they have illegally grabbed.” said Brig. General Martin Kenyi.

South Sudan Rebels

Gen. Martin Kenyi explained: “Now, I am General Martin Kenyi. I am from Equatoria. I am also part of that JMEC. I represent IO…..We have presented initially 83 cantonment sites. These 83 cantonment sites included cantonment areas in Equatoria and Bahr El Ghazal. When we came to Juba, in the process of our deliberation; these cantonment areas have been asked to be reduced. We have reduced our cantonment areas to 36. The government has 11 cantonment sites. The government does not have cantonment areas in Equatoria and Bahr El Ghazal- but we do. And this has never been challenged…” (Radio Tamazuj, 18.05.2016).

Machar Kiir

SPLA Reaction to the rebels recently:

“In their letter of complains directed to Salva Kiir and JMEC, a copy obtained by this news site, the group warned Kiir and his men of retaliatory attacks unless Kiir ends hostilities and unlawful arbitrary arrests which terrorizes the entire region of Magwi County, “we will not rest but shall protect our land and families in face of continued aggression directed towards our people” said the letter” (…)”This week the SPLA-Kiir invaded Dereto, a village near Moli Tokuro, and arrested several people including women, many of the arrested people allegedly have been tortured; one particular eye witness recounted the moment the soldiers arrived in the village at the time many of the villagers were still in their beds early morning. The soldiers demanded the villagers to produce the members of “the rebels of General Kenyi” who live in the area because the soldiers claimed they had heard gun sounds/shots in the previous evening” (…)”The invading soldiers accused Loku Tony John and many other young men who were rounded up from their homes in the early morning of being rebels. After they were tortured and thrown in an open pick-up truck they were driven to Moli Tokuro SPLA barracks, since then their relatives did not hear from them, apparently they were said to have been badly tortured and being kept in inhumane conditions” (…)”The group in its letter a copy seen by SSLN, urged the president not to put the interest of the cows first but to focus on uniting the people of South Sudan rather than engineering his tribal gangs to escalate more war base on ethnicity. “ Kiir must make up his mind if he wants peace let him pursue peace, if he still thirst for war he will get it the same measure as he would like to take the war to other people” read the letter partly” (…)”The group warned Kiir of escalating tension in what is known as relatively calm region of Magwi County. “If he pursue others, his men too shall be pursued, guaranteed”, “do unto others as you would like them to do unto you.” Added the letter” (May 14th 2016 – “Kiir Continues to Give orders to Arrest Civilians in Mwagi County Eastern Equatoria State).

“As things stand for now subsequently, there was a high level of preparation to surround and crash the SPLA-IO forces in Bahr El Ghazal and greater Equatoria. Kiir still believe the genuine popular uprising in the Bahr el Ghazal and Equatorian regions must be suppress and crash out by use of military as he and his tribal elders who want to rule South Sudan base on their Dinka belief of the born to rule” (…)”The government believe the rebel forces in these areas have different interests, thus in the mind of Kiir and his tribal Jieng Council of Elder these groups are not part of SPLA – IO rather choose to label them as road bandits or robbers whilst accepting the leaderships such as general Alfred Lado Gore, Martin Kenyi and Gen Dau Aturjong to take part in the TGoNU” (…)”It was confirmed that, as discussion is going on in the Parliament, the government had mapped the SPLA – IO forces in Bhar El Ghazal and Equatoria and continues to issue absolute rejection to recognize the two greater regions of Bahr El Ghazal and Equatoria as part of SPLA-IO” (…)”However, some of Kiir’s very own military generals from the two excluded regions expressed their dismay, they said the authoritarian regime led by Kiir is not ready to embrace its lips service slogan of “ one people, one nation,” “Since the government believe in its military power, the future of the negotiated peace is unpredictable, though nobody have appetite to fight senseless war again, but the people of this great nation have no choice than to liberation themselves from tyranny if reform is not given a priority” said the heavy weight generals who asked for their names not to be reveal as the matter is still on discussion” (May 23rd 2016 – “The Dinka Centric SPLM-Kiir, Rejected cantonment for the 3rd time for SPLM-IO Forces in Bhar El Ghazal and Equatorian Regions”).

Afterthought:

The general, who have been a part of the liberation struggle, is now a rebel against the SPLA/SPLM. So after my digging he have an issue with the Juba Government and such. Still, he has even in the past entered into Uganda with rebels and killed. Therefore that General Martin Kenyi is now a direct enemy of President Kiir, as he has not only confiscated his houses in Juba, but now wanting to get rid of him. So there will not be a an agreement between these two “the Way” it went with Dr. Riek Machar and his SPLM-IO.

The troops of SPLM-IO might have harbored the rebels of Gen. Kenyi, as there are some reports of, certainly Machar would have used any guns he could get. And would not be surprised if President Bashir really supervised with logistical help to Gen. Kenyi and his rebels; as Bashir wants to do what he can to weaken Juba and that government. So we are at point where Gen. Kenyi is not only problem for Juba, but can be for Kampala, as Kiir is friendly with Museveni and when they are friend and the borders are porous, than he and his rebels can easily cross from South Sudan to the Northern Uganda. Therefore the UPDF should either corporate with the SPLA, or ask to help if they want this rebel general. That with the knowledge that Gen. Kenyi has a grand standing with the population in the Equatorial State and in Bahr El Gahzal; so the government have to take a stand of how friendly they want to be amongst one of their big-men. Peace.

Sometimes I wish I did grasp the movements in politics and was not allergic to bullshit; not that it is shocking that the European Union walking away from Museveni because of ICC statement from Museveni. While they are still wishing to have a cordial cooperation between the Europeans and Ugandan Government, as that what they said today in the Chimps Reports. That was a sad read… and silence hit the room!

Well, the short term memory of these European diplomates who either works directly for Total E&P who is steady waiting for the suspended case at the International Centre for Settlement and Investment Disputes under the World Bank, as it was suspended recently; latest was that the case was suspended and will be considered again when all parties are savvy and that happens on the 18th August 2016; if not when Hon. What’s His Face is selected by President Museveni to run the Ministry of Energy and Mineral Development. But that is then, and must be the priority of having a cordial relationship with Uganda.

As they have all forgotten what the European Union Election Observers Mission found out and should have shunned the Swearing-In ceremony if any of the words in the report was worth typing:

“Vital electoral reforms did not take place prior to the 2016 elections. Proposed amendments to the electoral legislation, compiled under the ‘Uganda Citizens Compact’, aimed at enabling the conduct of democratic elections, including to increase transparency in the appointment of the EC’s members, to restore presidential term limits and to improve parties’ financial accountability, were disregarded by the executive. Consequently, the legal framework contains gaps and ambiguities and therefore, in several instances, falls short of international principles for holding genuine democratic election” (…)”While legislation contains provisions on reporting and disclosure of political finance, these are neither followed by parties and candidates, nor enforced by the EC. This lack of transparency weakens the credibility of the elections” (…) “Consequently, the legal framework contains gaps and ambiguities and therefore, in several instances, falls short of international principles for holding genuine democratic elections” (EU EOM, 2016).

So, the works of Eduardo Kukan seems to be in vain or only done so he could get a Splash and write a report, while the European Diplomates could go back to busy as normal, only with scrutiny of the ICC comment and trying to leave the election behind. As they now are wanting to this and forgetting their own credible and just had an election that falls short of international principles for holding genuine democratic elections; but that is not important for the European diplomates, because February 2016, is so far away from May 2016. It’s like a life-time in European time and in diplomatic pressure time, as it is such a fuzz to ask for justice and credible elections when you are a donor country and giving aid to the Government of Uganda. It is like President Museveni is right, foreign diplomates and Western diplomates doesn’t have heart to really do scrutiny, unless it is LGBTQ or they we’re detaining white journalists.

These White Zombies who are in it to win it, even if faking it to make it or something like that. What the European Union gains at the moment except for being hypocrites and short-term memory and not having any character, other than weak as sass. Soulless bastards from Europe with no swag and honor of fellow brethren and just throwing the works of even other EU personnel who made time and effort to scrutinize the whole affair of an election and you show up, to the man who held not a genuine election and lack of transparency to reaffirm you partnership with that guy. Are you serious, where do you European Union diplomates stand? Either you are dancing on sea-waves smoking some pot in a shisha or your totally dead-inside, henceforth a Zombie diplomat with no character as you are only there for business of the European nations and not to really stand for anything politically. As the walking away is not really doing anything then looking like kids who didn’t get to play with the cool-kids at the birthday-party; so congrats European Diplomates, you have yet again done a splendid job in Uganda.

Time for the European Union to either step-on or step-off as they can’t one day say that the Government of Uganda is cheating their elections, then weeks after wanting to reaffirm relationship with that cheating government; that is not real and shows that the EU Diplomates are only empty suits, zombies with no values and could easily be changed with some Boris Johnson assholes or another numbskull from Amsterdam instead of the ones that are parts of the EU Delegation to Uganda. As these men does not care about European Union Election Observers Mission and cares more about certain known values, as they are funding AMISOM and other missions that Ugandan Government carries out, so that EU doesn’t need to send armies to certain areas on the African continent. Why can’t these Zombies just say that, instead of acting so porous and wage, like cracker on the end of the table instead of hard as rock; they could act as men, but that is not diplomatic in the eyes of the European Union, I guess? Peace.
