There aren’t only murders and mysteries on the telly, its real life and not fiction as the Syrian civil war continues rapidly without whomever force and whomever ally around Aleppo or other check-points where the Presidents force, rebels or ISIS are shooting. The bullets don’t have names, but the men and woman on the side-line and at the battle who dies does; the men and woman who loses their life for themselves or a Nobel-cause.

As much as there are forces battling inside the Iraq nation as Government Forces are attacking together with American soldiers ISIS stronghold around Mosul. There are continued fighting inside of Afghanistan. Still battles between civilians and the Indian Army inside the Kashmir state that has issues there and on the Pakistan side of Kashmir. The long battle for freedom or justice, as the Kurds are battling for in Syria, Turkey and in Iraq; being the minority in the middle of the civil war in Syria and Iraq.

That is just some places, as the deteriorating state of affairs are attacking all sort of freedoms inside Ethiopia, as the army and Aghazi squad are killing and harassing the people’s in Amhara and Oromia states. Together with the arrests of bloggers, silencing media outlets, and detaining demonstrators, burning the homes of people and inflicting violence on the citizens. This state of emergency is used as a useful tool to oppress, silence and make sure the violence and killings doesn’t get out; while the Central Government works to find reasons and solutions to ways of total control of minds and bodies in the states of demonstrations against the Addis Ababa regime.

In Burundi the central government are using the Police and army, together with the Imbonerakure that are detaining, harassing, killing and torturing civilians, silencing the opposition and the ones not loyal to the  President Pierre Nkurunziza narrative of keeping power by any means. The Burundian Government has claimed that the Rwandan Government has created armies and guerrillas that wished for a coup d’état against the Nkurunziza regime. Therefore the fleeing civilians are in the wind as the Rwandan government has been wonder for a spell, if they would banish the Burundian refugees a place in the country.

While in the Democratic Republic of Congo, several guerrillas are still running wild, burning and killing villagers in the States of North and South Kivu, Katanga and so on. Where the foreign based groups that have been started in Rwanda and Uganda, continues to battle the locals for the valuable minerals; as even today a former M23 Commander Sultani Makenga who been in Uganda has crossed with a militarized group, surely from Kisoro as before to cause more havoc in the Kivu’s. The ADF-NALU, Mayi-Mayi and others doesn’t create enough death and crimes against humanity already, as the MONUSCO and FARDC haven’t the ability or will to silence them.

In South Sudan, the internal battle that started in July 2016, the resurgence of skirmishes between the SPLA/M and the SPLM/A-IO who are the TGNU and the Opposition party, which is the armies for President Salva Kiir and his former First Vice-President Riek Machar. That has since July battled each other with forces, in Western Bahr El Ghazal State, Equatoria State and Upper Nile State. There been fighting between the two in other states, but just show how big and powerful the forces are. The South Sudanese civilians are the losers who flees to Ethiopia, Uganda and Democratic Republic of Congo, even in Congo because the Opposition we’re there has been asked to leave to other destinations. Therefore the internal power-struggle those fear of genocide, as still creating implications inside other nations.

In Somalia the Al-Shabab, the different state continues to have infighting together with the AMISOM mission. The running battles for land between Galdumug Interim Administration and the Puntland Government inside the Federal Republic of Somalia. Doesn’t really help for a peaceful session and making dialogue in the war-torn nation where Piracy and Khat been the ways of securing funds for ammunition and AKs, not for building a state and security.

Eritrea is closed and the continuation of the flow of refugees, as the internal controlling central government that forces the freedoms and liberties, as the men and woman does what they can to even enter Ethiopia, where they are badly treated. Eritrean reports are staggering as they are even supporting internal guerrillas in Ethiopia and Djibouti to unsettle their neighbours.

There are wars and running battles between government forces and rebels in Central African Republic, Mali, Mozambique and so on. This is happening in silence and without little flash, even as the ones are guerrillas like Boko Haram that are going in between Nigeria and Cameroon, to stop the Government from functioning and spreading fear of locals.

What is worrying how these actions continues, and how there are other I could mention, the issues in Libya, the Algerian complex and the Western Sahara colony of the Kingdom of Morocco.

Peace Ethiopia

The death that dies in silence, in the midst of homes, villages where their families have been living for decades, while big-men fight like two elephants; the grass get hurt, but the big-men be fine. The same is with all of these civil wars, the civilians are dying, the societies are deteriorating, the central government are controlled by little amount of people instead of procedure and rule of law.

The worry is how it becomes pro-longed, how the innocent dies and the power-hungry survive and the lucky get refugee somewhere else in uncertainty, like for how long can they stay, as been seen with the Kenyan Government work to get rid of Somali refugees in Dadaab Refugee camp during this calendar year, while the Somalian Federation if far from peaceful. Even as the Ethiopian troops has went home again surely to use their knowledge to chop heads in Amhara and Oromia. That is what they do now, they just doesn’t want people to know about it.

We shouldn’t allow this actions to happen, this killings, this violence and the silence of freedom, liberty and justice to our fellow peers, we should act upon it, question our power-to-be and the men who rules over these armies, the ones creating the havoc and the ones who are behind the crimes against humanity. Those are the ones that earning money on the wars and the ones that doesn’t want the words on the acts; those are the worst ones in it all as they are accomplices to destruction of lives and societies as we speak. OHCHR Report 2016: Proven Human Rights Violations in the DRC!

The newest report from Office of the United Nations High Commissioner for Human Rights (OHCHR) together with United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) dropped a report about Human Rights violations this October. These shows the violations of human rights, killings and rapes that have happen over a certain time period.  The reports themselves say enough about the extent of how the Government and their Security Organizations does, plus the guerrilla warfare and the results of that in the DRC.

The reports are vivid and direct from political prisoners to rape incidence… the words themselves of what they did to the civilians there. Take a look!

Initiatives and public advocacy conducted by the Congolese authorities, with the support of the international community, have resulted in the conviction of State agents for sexual violence in conflict in at least 231 cases, during the period under review. Also, according to information made available to the UNJHRO, at least 447 soldiers of the Congolese National Army (Forces armées de la République démocratique du Congo – FARDC) and 155 agents of the Congolese National Police (Police nationale congolaise – PNC) have been convicted for acts constituting human rights violations during the period under analysis. Despite the remarkable efforts made and considering the structural and financial difficulties facing the judicial system, this is a very low number compared to the 4,032 human rights violations committed by State agents. This, in addition to other factors, also shows that lack of effective prosecution contributes to the commission of other violations” (OHCHR/MONUSCO, P: iv, 2016).

Conflict Areas of Congo:

“During the reporting period, the six provinces affected by the conflict in eastern DRC, namely Ituri, North Kivu, South Kivu, Haut-Uélé, Bas-Uélé and Tshopo provinces registered the highest numbers of 5 human rights violations and abuses, which were mainly committed by combatants of more than 30 different armed groups. Between 1 January 2014 and end of March 2016, among the armed groups, the combatants of the Democratic Forces for the Liberation of Rwanda (FDLR) committed the largest number of abuses (685), followed by the Front for Patriotic Resistance in Ituri (FRPI) (662) and the Lord’s Resistance Army (LRA) (424). These abuses were mainly committed during attacks launched on villages, in a bid to control territories rich in natural resources or in reprisal against some individuals suspected of cooperating with parties to the conflict” (…) “. State actors have also committed human rights violations in eastern DRC, in particular FARDC soldiers and PNC agents. These State actors, mainly FARDC soldiers, committed human rights violations or violations of international humanitarian law during military operations against armed groups” (OHCHR/MONUSCO, P:4-5, 2016).

Political Prisoners:

“In the current electoral context, concern has been expressed in relation to actions taken by the judiciary and viewed as Government interference in the justice system. For example, the Special Rapporteur on the situation of human rights defenders expressed concern about “the arbitrary detention of three human rights defenders, Mr Fred Bauma Winga, Mr Christopher Ngoy Mutamba and Mr Yves Makwambala, which seem to be related to their legitimate and peaceful human rights activities” as well as “allegations of illegal obtaining of evidence, procedural flaws and unfair trials”. The Special Rapporteur further “voiced his concern at the difficult situation in which human rights defenders exercise their right to freedom of association, of peaceful assembly, of opinion and expression, in the DRC” (OHCHR/MONUSCO, P:9, 2016).

Prions:

“Weaknesses in the penitentiary system have been raised on multiple occasions during 2015 Etats généraux de la justice, and identified as a major obstacle to the fight against impunity. The UNJHRO has documented the escape of 2,604 people from detention centres in 2014 and 201526. Mass escapes take place on a regular basis throughout the countr” (…) “One illustrating example is the mass escape of 18 October 2014 of 326 out of the 433 detainees (130 condemned persons and 196 people in preventive detention) from the prison of Butembo, North Kivu province, following an attack on the prison by four men armed with AK-47 trying to free nine detained soldiers who turned out to be absent from the prison. To this day, only about a hundred of those escaped persons have been found” (OHCHR/MONUSCO, P: 10, 2016).

ADF Violence:

“From 1 October to 31 December 2014, at least 237 people – including 65 women and 35 children – were killed by suspected ADF combatants. At least 47 civilians were wounded, 20 were abducted and two were victims of sexual violence. During this period, suspected ADF elements have attacked at least 35 villages, using machetes, hammers and knives, amongst others, and carrying out summary executions of civilians. During the same period, the UNJHRO also documented the destruction and looting of houses. From 28 February 2016 to March 2016, civilians were targeted by suspected ADF combatants in several villages on both sides of the border between North Kivu and Ituri, in Bambuka-Kisiski (Beni territory, North Kivu province) and Bandavilemba (Irumu territory, Ituri province)” (OHCHR/MONUSCO, P: 12, 2016).

FARDC rape in Goma 2012:

In November 2012, after the capture of Goma by the M23 armed group, FARDC soldiers withdrew to Minova, in South Kivu province, where they committed mass rapes and other human rights violations during a period of 10 days. On 5 May 2014, the Military Operational Court of North Kivu delivered its verdict on this case and sentenced 26 FARDC soldiers to prison terms ranging from three years to life imprisonment for crimes against humanity. Thirteen other soldiers have meanwhile been acquitted” (OHCHR/MONUSCO, P 14, 2016).

Musenyi:

“From 20 to 22 September 2015, FARDC soldiers assigned to 33071st Battalion under the leadership of Colonel Jules Dhenyo Beker reportedly committed several human rights violations in Musenyi village, in the vicinity of Maibano, Kalehe territory, South Kivu province, during an operation to track down Rayia Mutomboki chief Mweke Atobaibwa. Civilians were arrested and taken to a school used by the military operation’s leadership. A 16-week old baby reportedly died following a beating. Nineteen women were raped (or gang-raped in some cases), 31 people were subjected to cruel, inhumane or degrading treatments and arbitrary arrests while 78 others were subjected to looting and/or extortions. The next day, a high ranking FARDC official reportedly visited the scene of the incident and ordered the population not to report what had happened” (OHCHR/MONUSCO, P: 32, 2016).

Kavumu:

“Since May 2013, at least 20 children under 12 and thirty children aged between 12 and 17 have reportedly been abducted, raped and subjected to genital mutilations in Kavumu, 35 km from Bukavu, in the groupement of Bugorhe, Kabare territory, South Kivu province. The victims were reportedly abducted in their sleep without any witness and returned home or near their residence after being raped or mutilated. According to judicial authorities, these crimes were reportedly perpetrated in the context of initiation rituals and fetishist practices. Reportedly, these rapes and abductions also sought to terrorize the local population. On 17 March 2016, in Kavumu, a human rights defender who had spoken out on cases of rape against children in Kavumu and denounced the implication of a local leader, as well as the inaction of judicial authorities, was summarily executed by armed men wearing PNC uniforms.” (OHCHR/MONUSCO, P: 33, 2016).

For the ones that hasn’t followed the nation, the FARDC and the Guerrillas in the DRC will this be eye-opening, for others this is old news. Still, the reports prove certain aspects of life in regions and parts of DRC… This is more to show the dirty and nitty gritty that too many civilians and people of the DRC have lived through. This is what you can call a stern warning that people should care about the senseless violence against humanity in the DRC. Peace.

Mining Company Funds Armed Men in Eastern Congo Gold Rush While State Loses Tax Windfall (05.07.2016)

Chinese-owned mining company exporting to Dubai gave armed groups AK-47s for access to gold. 

LONDON, United Kingdom, July 5, 2016 –  Armed groups in Shabunda territory, eastern Democratic Republic of Congo, received gifts of arms and cash from a Chinese mining company and made up to $25,000 per month extorted from local miners during a recent two-year gold boom. In just one year, up to $17 million of gold produced by Kun Hou Mining, the Chinese-owned company, went missing and was likely smuggled out of Congo into international supply chains, Global Witness reveals today(globalwitness.org/river-of-gold-drc).

At the same time, the Congolese state lost out on tax revenues on up to $38 million of artisanal gold produced per year during the gold rush, due to smuggling and misconduct by provincial authorities. The gold rush focused on the Ulindi River reached its peak in 2014 and 2015 and continues to this day. Evidence gathered by Global Witness also shows a provincial authority colluded with armed groups in illegal taxation of miners while another altered official export documents so gold looked as though it was coming from legally-operating mines.

Global Witness’ investigation reveals the extent of the problems in eastern Congo’s artisanal gold sector. Eastern Congo has seen an uptick in gold production in recent years, the revenues from which could have been used to address the region’s desperate poverty but have instead often funded armed groups and corrupt officials. Most of eastern Congo’s artisanal miners – around 80% – work in the gold sector. Recent international reforms have aimed to stop Congo’s mineral wealth funding armed groups. Global Witness warns today that the Congolese government needs to hold companies and government officials involved in such abuses to account in order for these reforms to work.

Armed groups, known as Raia Mutomboki, received at least two AK-47 assault rifles and $4,000 in cash from Kun Hou Mining, which operates mechanised gold dredging machines along the Ulindi River in Shabunda territory, South Kivu province of eastern Congo. In addition, the armed men taxed artisanal miners operating locally-made dredgers extracting gold along the river. Local authorities also collaborated with the Raia Mutomboki, through a tax sharing deal. The taxes collected by authorities appear to have disappeared, depriving Congo of much needed revenue which could be used for health and education.

“There were over 500 cases of malnutrition reported in Shabunda town in 2014 and yet the significant revenues generated by this gold boom benefitted armed men and predatory companies instead of the Congolese people” said Sophia Pickles, Senior Campaigner at Global Witness. “The Congolese government must enforce its own laws to ensure that companies in its gold sector do not produce or trade gold that has funded armed groups. Any company breaking these laws must be held accountable for their actions. Provincial mining authorities that fail to properly govern the minerals sector must also be held liable.”

Global Witness’ research shows that almost half a million dollars’ worth of Kun Hou’s gold was exported to a Dubai company through official channels. The rest of the company’s estimated $17 million of gold production is likely to have been smuggled out of the country.

Global Witness has also found evidence that mining officials in the provincial capital, Bukavu, deliberately falsified documentation to obscure links to Shabunda. Officials changed the gold’s origin on official export documents to show instead it came from the handful of legally-operating artisanal mines in South Kivu. This pattern has been repeated with other mines in the province. As a result, it is much more difficult for international buyers to be sure that gold has not funded armed groups.

“Provincial authorities overseeing Shabunda’s boom have, by their actions over the past two years, directly undermined international and the national government’s efforts to reform eastern Congo’s artisanal gold trade,” said Pickles. “States have a responsibility to ensure that companies do no harm, including checking supply chains for links to conflict and human rights abuses – Congo and the United Arab Emirates have dramatically failed in this respect.”

Global Witness’s report River of Gold also shows that:

·         South Kivu’s provincial government and mining authorities continued to support Kun Hou Mining despite repeated legal violations by the firm and repeated requests from Congo’s national government in Kinshasa to shut down its operations.

·         Mining officials in Shabunda town working for SAESSCAM, a governmental body mandated to support artisanal miners, ran an illegal taxation racket in areas where the local dredgers operated, including in collaboration with Raia Mutumboki armed groups.

·         Gold from Shabunda’s boom was sold on to a gold trading house in Bukavu that then sold it to their sister company, Alfa Gold Corp DMCC, in Dubai. Neither firm carried out supply chain due diligence to international standards, which would have revealed that the gold had been obtained in direct contravention of Congolese law and UAE Guidelines. Alfa Gold Corp DMCC has a wholly owned UK subsidiary registered in London’s Hatton Garden jewellery area. Alfa Gold in Dubai and London did not respond to request for comment.

·         Documents show that a French citizen Frank Menard, who worked for Kun Hou Mining, is deeply implicated in the company’s wrongdoing. Raia Mutomboki armed groups wrote to Menard in February 2015 to thank him for the two AK-47 assault rifles and $4,000. Menard also signed an official document confirming the sale of Kun Hou’s gold to Alfa Gold’s Congolese office. Global Witness’ attempts to contact Franck Menard were unsuccessful.

In recent years there have been significant international efforts to tackle the link between violent conflict, human rights abuses and the minerals trade in Congo and elsewhere including international supply chain guidance set out by the Organisation for Economic Cooperation and Development (OECD) five years ago, which has been a legal requirement in Congo since 2012. The US also passed a law and most recently industry supply chain guidelines based on the OECD standard were agreed in China. The Chinese guidelines set a precedent for Chinese companies to recognise and reduce supply chain risks and if adhered to should allow companies sourcing minerals from high-risk areas to do so responsibly.

Kun Hu Mining refused to comment in response to three requests from Global Witness. SAESSCAM have strongly denied that its agents collaborated with armed groups.

My letter to Electronics Producers who are responsible for supplying money to militias and guerrillas of the DRC!

Illegal Mining DRC

Dear Electronic Producers of end-products as Mobile Phones and such, I write to you in haste!

Then I mean the likes of Foxconn of China, Apple, Hitachi, Sanyo, NEC Tokin, Kemet, AVX, Vishay, Flextronics, Celestica Sanmina, Asustek, Jabil, Hewitt-Packard, Dell, Acer, IBM, Samsung, Motorola, Canon and Nokia. Also other suppliers who deliver the needed products for you too label and sell to the global market.  

I write too you with urgency, do you want your names to mentioned in blood, as your greed for the profits are no embedded with warlords and thieves of East Africa, as the exported mineral resources as Coltan, Tin, Tantalum and Tungsten. These minerals are needed in your production to make your phones, your electronics and others.

There been warlords, been warriors and presidents that have looted the Southern and Northern Kivu of Democratic Republic of Congo. They have all used AK-47 and other weapons while taking territories, towns and villages. These are the places, where the militias and guerrillas are raping the woman, burning villages and taking over mines even with child-labor if needed.

All the deaths and wars since the fall of Mobutu Sese Seko in the end of 1990s, where the proxy war of Uganda and Rwanda in the Kivu’s where the mines are; and you have accepted this as you vouch for their armies and their militias taking the area, eating of the minerals, eating the stones and lifting the burden they have to buy ammunition to continue their thieving. The thieving and capturing the miners, destroying and taking the minerals, the minerals you use in your products, the end-products you want to sell to me and the world.

What is the pride of your fiscal profits, knowing you were securing payments, securing buying of small-arms and killings of fellow men and woman, on your watch, on your payment and your production? The initial end-game of Electronic Products is that as long as we know that, the Laptops, Smart-Phone and others are tainted with blood; they are tainted with the operation of warlords.

That cannot be gone away in silence, as long as the President of Rwanda, Uganda and Democratic Republic of Congo, they are all in on it, and enjoy the monies with their proxy armies controlling various mines and different minerals, the issues and stages of exploitation of the Kivu’s.

If more people care, they would be aggravated, they would wonder if there was ways of producing the smart-phones and laptops without the minerals that are fueling the guerrillas and militias of Kivu, which is not extending the reign of Kabila, Kagame and Museveni. They are the reasons for these killings and these groups who extort this violence.

The nonsense non-action, the deliberate assault for these minerals, and your plenty of usage, while knowing where it came from, with the extent of the force that it taken from the ground and into the factories, before sold with pop-song on the local TV-Station with a fancy name and image; that image should be tainted with the knowledge of how the minerals for it came to light of day, with the injustice, the impunity and dissolved society where the fear of violence, reckless warlords, relentless soldiers and murders keeping at bay the illegal logging of minerals of the Kivu’s. That is what the price of the profits.

The brave and Nobel men of the boardrooms of the companies, the men and woman of the PR firms, and the consumers, should be enlighten, should take a stand and we all should try to find ways to absorb and not buy the tainted electronics, or least spread the names of them who take the supply of blood-tainted minerals and make products for profit. That should be stopped, as the killings, the continued presence of militias and guerrillas, they are all been kept and fed by your money. The money you have supplied them, so they can continue to get guns and ammunition.

This money comes from the people, the citizens of the world, they should now and should extend their hands, if they about the atrocities and violence of the Kivu’s. They are serving your profits, the profits made on the guerrillas and militias controlling the mines and exploitations of the provinces with the enriched minerals of the Democratic Republic of Congo. That is what should be known, the silent and sudden killer of it all, the ones that responsible for the presence of modern technology, are militants and guerrillas who are fed on the violence as they export to industries that take it without questions.

It should be questioned and the people should care, the knowledge of these actions should be in the open and spoken more about. Last time the blood-diamonds movie and Leonardo DiCaprio played a reckless man who sold diamonds in Sierra Leone… maybe if they did the same with blood tainted minerals from the DRC, then the world citizens might care and asked for change of policy, but the average man don’t, they just want to enjoy 3G and 4G while surfing to read Tabloid papers and other madness, instead of using their waste opportunities to gain the needed knowledge of the affairs that is happening from afar with the technology at hand.

There is time to question; there are and been more than enough massacres and deaths happening in Beni, in Goma and in Kivu’s for the needed minerals. Time to ask the Electronics Companies and the Suppliers of these minerals to take actions, as their need for this is the reason why the atrocities and killings are happening. They are happing on our watch and with our knowledge. It is time to do something and ask for change, to pressure the DRC Government, to pressure the Electronic producers to use other suppliers if possible and stop fueling their profits into the warlords of East Africa, as they are responsible for their existence, as they are the ones giving them money and plenty to continue to harass and kill their fellow brother and sisters.

UN Secretary-General Report on the DRC: the humanitarian and security situation of March 2016; Unsure situation with Guerrillas, M-23 and coming election!

The Secretary General has written a report on the status of Democratic Republic of Congo. This here is for me the main aspects of it, as I don’t look at the general cooperation’s and work between the countries in the Great Lakes areas, I will not look into the laws and ratifications that DRC as a nation supposed to follow. As this is the UN and the moral authority, as they work together with other nations to set a standard in the nation, and create an environment for peace. Therefore I have picked certain aspects from the report. As it is a continuation of what I have described before and we can see continuation of it. Take a look!

Context of Illegal groups:

“Continued presence of illegal armed groups, including the Forces démocratiques de libération du Rwanda (FDLR), the Allied Democratic Forces, the Forces de résistance patriotiques de l’Ituri (FRPI) and several Mai-Mai militias, continues to threaten the security and stability of the region and negatively affects the implementation of the Framework. Furthermore, there was little progress towards the repatriation and demobilization of ex-combatants, including from the former Mouvement du 23 mars (M23) and FDLR, registered during the reporting period. The crisis in Burundi and its far-reaching impact have also contributed to the deterioration of the political, security and humanitarian situation in the region” (United Nation, 2016).

On M23 situation:

“Almost two years after the signing of the Nairobi Declarations by the Government of the Democratic Republic of the Congo and the former M23 rebel group, implementation remains stalled. Hundreds of ex-M23 combatants are yet to be repatriated from Rwanda and Uganda” (…)”On 23 October 2015, ex-M23 political leader Bertrand Bisimwa issued a statement asserting that the former rebel group would not continue to honour its commitments under the Nairobi Declarations on the grounds that the Government had deliberately refused to implement its part of the agreement. He further stated that the former rebel group would not accept any attempt to repatriate ex-combatants outside the provisions of the Nairobi Declaration” (…)”The National Oversight Mechanism denounced the lack of will by ex-M23 leaders and recalled the Congolese Government’s efforts to fulfil its commitments, notably by promulgating an amnesty law in February 2014 and by initiating the repatriation of consenting ex-M23 combatants” (…)”On 10 November, Mr. Bisimwa appointed Désiré Rwigema as the new ex-M23 coordinator tasked to oversee the implementation of the Nairobi Declarations in close coordination with the National Oversight Mechanism. Mr. Rwigema replaced René Abandi, who had stepped down as coordinator in January 2015 and is now in charge of transforming the former rebel group into a political party” (United Nation, 2016).

Lusenda Burundi Refugee Camp

Humanitarian Situation:

“The humanitarian situation resulting from the influx of some 245,000 refugees from Burundi into neighbouring countries since April 2015 remains a matter of concern and priority” (…)”Inside Burundi, the crisis has exacerbated the situation faced by an already vulnerable population that includes 25,000 internally displaced persons. Protection of civilians is a growing concern; over 445 people have been killed since violence erupted in April 2015. The country’s instability has also caused the deterioration of already fragile livelihoods, with the result that some 3.6 million people are considered food insecure and 150,000 children under 5 years of age acutely malnourished” (…)”Some 1.5 million people have been internally displaced, while 7.5 million people are in need of assistance throughout the country. The forced closure of the site for internally displaced persons in Mukoto, North Kivu, on 12 January 2016 caused new displacement” (United Nation, 2016).

Human Rights:

“In the Democratic Republic of the Congo, security and intelligence officers have reportedly clamped down on activists and political opponents opposed to changes to the country’s constitutional provision on presidential term limits. As indicated above, the security situation in the eastern Democratic Republic of the Congo remains volatile, with armed groups, particularly the Allied Democratic Forces and FDLR, carrying out deadly attacks on civilians and committing acts of sexual violence” (United Nation, 2016).

Ladislas Ntaganzwa

Arrests:

“the Congolese National Police arrested Ladislas Ntaganzwa on 8 December 2015, pursuant to an arrest warrant and order to transfer issued by the International Residual Mechanism for Criminal Tribunals on 7 May 2014. Mr. Ntaganzwa had been indicted by the International Criminal Tribunal for Rwanda for genocide, direct and public incitement to commit genocide, and crimes against humanity, in connection with his actions during the 1994 genocide in Rwanda. He had been at large since 19 June 1996 and was allegedly living in North Kivu under the protection of FDLR” (…)”the Government of Rwanda reciprocates by transferring the former leader of the National Congress for the Defence of the People, Laurent Nkunda, as well as other Congolese nationals who are the subject of arrest warrants issued by the Democratic Republic of the Congo. On a related note, little progress was made in bringing to justice six ex-M23 members who are sought on Congolese arrest warrants for war crimes and crimes against humanity” (United Nation, 2016).

Elections:

“The past six months have seen a number of electoral processes in the Great Lakes region. Elections will continue to be held in the region over the next two years, and the risk of attendant instability cannot be ruled out. Electoral processes must take place in a fair, transparent, inclusive and non-violent manner” (…)”The Democratic Republic of the Congo is entering a crucial period marked by preparations for a national dialogue ahead of upcoming general elections. I reiterate my call for any dialogue to be inclusive and enable stakeholders to discuss contentious issues in a climate of openness and mutual respect. I urge all Congolese to commit to resolving their differences through dialogue and consultations, with a view to creating the conditions for peaceful, inclusive and credible elections in an environment that provides adequate political space and in which human rights are respected. I express the full support of the United Nations for the former Prime Minister of Togo, Edem Kodjo, in his role as facilitator of the national dialogue” (United Nation, 2016).

Afterthought:

This here should be interesting and also seen as a continuation of the M23 situation and IDPs who has not a secure situation, as the violence, guerrillas, as the Nairobi Declaration is not been acted upon. Therefore the guerrillas are walking free with no pressure as the Nairobi Declaration gives pressure to Rwanda and Uganda who has kept the M23 Guerillas.

The situation is certainly questionable with the Human Rights situation with the arrests of certain people and the troubles of the Electoral Process before the General Election in the DRC, this report is about the general security situation, with the MONUSCO and the guerrillas that the National Army of the DRC work to contain, together with the citizens who lives in the conditions that the army and peacekeepers make. That is why the army and the Congolese have to follow.

The DRC continues to struggle with FDLR and ADF-NALU, also the issue with M-23 and other aspects that make the national security situation volatile and creates the problems for the citizens while the Army and MONUSCO have missions to sustain the guerrillas and secure that the M-23 get the trial and the once that are freed and the once creating a political party, while waiting for the Nairobi Declaration to be followed by the Authorities, and also get the once with the warrants has not been returned and worked on as they did crime against humanity. That is worth thinking about, and why certain government stifle on those guerillas. Peace.

Burundi-Museveni-Nkurunziza

Here today I am going through some worrying reports, the leaked note I have read, have been discussed in other media, therefore my article is thicker and deeper. As I want to show the results and responses of the governmental officials from Burundi and Rwanda on the matter. Some of it should be expected, as Rwandan response would never say that actually tried to topple President Pierre Nkurunziza, which President Kagame could have that in him, would not be new considering how he together with Uganda President Museveni went and toppled Mobutu Seko Seko.

The recent news has also been questioned by some sources; I will add that tape in the end where that journalist asks if it is manufactured. You can have your take on it. The matter of violence that President Kagame has in the past and near present time in DRC, he could have had the capacity to pull it off. He has it in his veins just like President Museveni. Therefore we should not be shocked if this is facts and that the Burundian authorities is aggravated, the way the Burundian government has gone against their own opposition is not a just, but the cause of stopping a neighboring country trained militia or guerilla force should be reasonable. That proves the fragile situation in Burundi and that behind the scenes the powers around try to earn coins on it. Here take a look!

Kivu Provines

Training of militia to topple Nkurunziza:

The Group spoke with 18 Burundian combatants, not associated with the Front National de Liberation (FNL) in Uvira Territory of South Kivu Province. They told the Group that they had been recruited in the Mahama Refugee Camp in eastern Rwanda in May and June 2015 and were given two months of military training by instructors, who included Rwandan military personnel, in a forest camp in Rwanda. Their training included military tactics and the maintenance and use of assault rifles and machine guns, as well as ideological and morale-building sessions. Some told the Group that they were also trained in the use of grenades, anti-personnel and anti-tank mines, mortars and rocket-propelled grenades. They were transported around Rwanda in the back of military trucks, often with Rwandan military escort. The Burundian combatants told the Group that there were least four companies of 100 recruits each being trained at the camp while they were there. Six of the trained combatants that the group spoke with were minors. They told the Group that the military training instructors at the camp knew that they were minors. The Burundian combatants showed the Group fake DRC identification cards that had been produced for them in Rwanda, so they could avoid suspicion while in the DRC. They crossed the Rusizi River in small groups at night from Rwanda into the DRC just south of the Kamanyola border post, with the assistance of a network based within the DRC. Like the FNL, they reported that their ultimate goal was to remove Burundian President Pierre Nkurunziza” (UN, 2016).

Arms to the trained militia:  

“Several individuals were arrested in October to November 2015 in Goma, North Kivu Province, on suspicion of involvement in arms smuggling from the DRC to other countries. The perpetrators are Rwandan or Congolese nationals and were caught at the Congolese-Rwandan border post with the weapons. Some of the weapons were hidden in bags of green beans or manioc, and other were hidden in the chassis of a car. The Group interviews the perpetrators some of whom confirmed the weapons were to be used in support of armed groups in Burundi” (UN, 2016).

Burundian embassy to Hauge stated this:

“Burundi welcomes the fact that the international community is beginning to discover that the source of the insecurity afflicting Burundi is Rwanda. Information available to the government of Burundi and credible information from some media (France 24) and investigative reports by some International Experts, including UN Experts have confirmed that Rwanda which is a neighboring country to Burundi recruits, trains and arms Burundian citizens including minors in the MAHAMA Refugees Camp in Rwanda and sends them into to the territory of Burundi to commit armed attacks against civilians, security and military targets” (…)”   We know that some countries and some components of the international community have suspended or even stopped economic cooperation in order to force the democratically elected institutions by the sovereign people of Burundi and validated by the national and sub-regional judicial powers to submit and hand over power to anti-democratic Burundian forces. On the basis of credible information pointing to unprovoked acts of hostility and destabilization sponsored by Rwanda and executed by the violent opposition as the direct causes of the violence in Burundi, the Burundi Embassy in The Hague urges the countries which suspended economic cooperation with Burundi to review their positions” (Diplomat Magazine, 2016).

Kagame Nkurunziza 2011

Burundi response to the news:

“The CNDD-FDD Party condemns Rwanda over its neocolonial purposes for having implemented the plan of Burundi occupation so as to lead the country through an ethnical vision which Paul Kagame would have used as he had done it during the period of FPR Inkotanyi . The Burundian democrats remind him that if there had been no complicity and the politico –military support of the MINUAR, the FPR -Inkotanyi would have never taken the power in Rwanda and Paul Kagame has made use of genocide, sacrificing his own brothers to take the power. It is what he wanted to do in Burundi, while outrageously overusing the word genocide as experienced in his country” (…)”It is also unbelievable that the aggressor KAGAME has never been blamed by organizations such as the African Union, the United Nations , the European Union and other international organizations and that on the contrary, most of those organizations and States have not done nothing but connived, imposing him an international force. Burundian People cannot be mistaken taking into consideration what MINUAR has done to help Kagame take the power. KAGAME wanted and want to apply the same experience he has lived in his country. He has created a rebellion under the blessing of some politico- mafia settings among others Louis Michel, and his friends to bring back the G7 and the G10 of Buyoya to the power by the cheating of a putsch and a government of transition. Therefore, the dangerous use of the word genocide and ethnic are nothing but shields for those pseudo nostalgic politicians with bad ideas” (Nyabenda, 2016).

Burundian Opposition claims:

”The opposition Burundi Democratic Rally (Radebu) chairman Jean de Dieu Mutabazi echoed the remarks, saying Rwanda was behind the war in a sister EAC member state and was worsening the unrest that has so far claimed hundreds of lives. “There’s this neighbour of ours, Rwanda, under the warmonger President Paul Kagame, who has been fighting in DR Congo and recently wanted to fight Tanzania,” Mr Mutabazi charged. “He is the one providing arms and logistical support to the rebels attacking Burundi.” Jacques Bigirimana, president of the FNL party, said although the belligerents were keen on national dialogue in a bid to end the political crisis, the country was under siege from what he termed as “destabilisation forces sponsored by Rwanda” (Ihucha, 2016).

Rwandan reaction:

“Last December, Rwanda’s President Paul Kagame dismissed as “childish” allegations that Rwanda had stoked instability in Burundi and said Rwandan troops would play no part in any intervention in the neighbouring country” (Ihucha, 2016).

Rwandan Foreign Minister counters the report:

“Speaking to reporters on Friday, Louis Mushikiwabo, Rwanda foreign minister said that allegations were baseless and lies. “Rwanda hosting a big number of Burundian refugees in various refugee camps in the country does not mean training them to overthrow Burundian government? We cannot chase them back to their home country if they are not sure of their safety. Burundian government is in better position to look for a possible lasting solution to bring peace in Burundi,” she said” (China.org.cn, 2016).

MONUSCO statement recently:

The Government of the Democratic Republic of the Congo has sovereign and primary responsibility for the protection of its citizens.  MONUSCO stands ready to support the Government in these efforts, in line with its mandate to protect civilians. In this regard, MONUSCO welcomes the Government’s acceptance of the Mission’s proposal to resume coordinated offensive operations, which resulted in an agreed arrangement for military cooperation on 28 January 2016. With regard to cooperation with the FARDC, MONUSCO is confident that the measures put in place with the Government to mitigate risk and provide appropriate monitoring where necessary will ensure that MONUSCO-supported operations against ADF, FDLR and other armed groups are undertaken in line with the United Nations Human Rights Due Diligence Policy” (MONUSCO, 2016).

EALA statement on Burundi:

“Leontine Nzeyimana, Minister for EAC Affairs in Burundi however included a mix of representatives from government, political parties, and civil society. On her part, the minister noted: “As it has been happening in Burundi since the early 1960’s, the electioneering period was marked by negative propaganda intended to create in Burundi a political and institutional instability” (…)”The importance of this crisis to the EAC, the Report added, was brought home by accusations leveled against a Partner state by the Government-led delegation. Except for one Report, the delegation was unable to provide adequate evidence to the Committee to validate the claim that the Republic of Rwanda is hosting and militarily training Burundi refugees” (EALA, 2016).

There is lots of statement that is hard to verify or grasp. Certainly all of the actors have a place in the motions and want to achieve something to prove their worth. The Government of Burundi is the one that is under fire, and for the moment they will be as long as the attacks on the opposition and way to civil war is continuing, while the refugees goes into DRC, Tanzania and Rwanda, even in Uganda.

The conflict and crisis has made the inter-dialogue stifled and the African Union hasn’t made any progress on the issues in the country. While Rwandan government might have seen it as it golden hour; as they saw it in the DRC back in day. So here we are in this day where Burundi is a pawn while the Government and Burundian National Forces, does not only fight their own public to stay in power, but might also fight against foreign trained forces; which it might happen and wouldn’t surprise me as the history of President Kagame lingers on. As he centers more and more power in Rwanda around himself in neo-Museveni way, he looks more and more like President Museveni, just a Rwandan counter-part. So President Nkurunziza is under fire and has a lot of work to generate peace, but this seems like a way to get there.

The results of this are that we can question if the Rwandan government wanted to bring down the Government of Burundian one. If not so the United Nations wanted this to slip out so their wish for peacekeepers could gain foothold in the UN Headquarters in New York, as they have seen the African Union have given-up the direct African answer to the conflict. There isn’t often I have gone through so many United Nations documents to pile up information about one single militias or guerilla force in the DRC. This is because I have had a suspicious feeling about the connection to the government of Uganda, as they have been busy before in the Democratic Republic of Congo, as they have done with their partners in Kigali, President Kagame and Government of Rwanda. As we will see here, this is the facts that the UN have claimed by their eye-witnesses, Amama Mbabazi is the man who has defended the Government of Uganda, he had to come with a threat towards the United Nations to silent this. Therefore you haven’t heard much about it…

As this will go first by year it is published, first you can read the defense of the Government of Uganda, then the evidence brought by the United Nations different committees and institutions from the “the Expert Group” and so on. This is interesting reading and should give you insights to a world the Rwandan and Ugandan government does not want the world to question, as much as they don’t want the questions come about the killing of Laurent Kabila… as that question the manner of how they brought a new regime in the Democratic Republic of Congo, this here is newer and fresher, close to today, as it then is more evidence that the UN has collected, and has pictured in their archives. Therefore take a look and hope it opens your mind.

Museveni Mbabazi

Part of Uganda Government defense against the allegation made by Amama Mbabazi:
“About the same time, H.E. Joseph Kabila, President of DRC, contacted President Museveni and explicitly requested him to intervene and facilitate dialogue between M23 and DRC Government. In accordance with article 23(2) of the Pact on Security, Stability and Development in the Great Lakes Region, President Museveni convened four Extra-Ordinary Summits of the International Conference of the Great Lakes Region (ICGLR) on the security situation in Eastern DRC, three of which were hosted in Kampala using Uganda’s own resources” (…)”The UN must sort out the malignancy against Uganda by bringing out the truth about Uganda’s role in the current Regional efforts” (…)”In light of the above, withdrawing from Somalia, CAR, etc., becomes inevitable so that we keep watch on the DRC territory donated to the terrorists by the DRC Government and the United Nations” (Mbabazi, 2012).

“Gravely concerned about the advance and capture of the city of Goma and the town of Sake in Kivu Province, of the DRC, by the M23 rebel movement in spite of the directive of the previous Summits of ICGLR to cease hostilities and remain in positions they occupied in July 2012” (…)”HEREBY DECIDE AS FOLLOWS:” (…)”MONUSCO to occupy and provide security in the neutral zone between Goma and the new areas occupied by M23” (…)”This process shall be supervised by Chiefs of Defence of Rwanda, DRC and led by the Chief of Defence Forces of Uganda, with the participation of other Chiefs of Defence Staff from other member states”(ICGLR, 2012).

Government of Uganda Support of M23:
“Senior Government of Uganda (GoU) officals have also provided support to M23 in the form of direct troop reinforcement in DRC territory, weapons deliveries, technical assistance, joint planning, political advice, and facilitation of external relations, Units of Ugandan People’s Defence Force (UPDF) and Rwandan Defence Force (RDF) jointly supported M23 in a series of attacks in July 2012 to take over the major town in Rutshuru territory, and the Forces Armees de la RDC (FARDC) base of Rumanbago” (P: 2, 2012). “Uganda’s more subtle support to M23 allowed the rebel group’s political branch to operate from within Kampala and boost its external relations” (P: 4, 2012). “UPDF Commanders sent troops and weapons to reinforce specific M23 operations and assisted in the M23’s recruitment and weapons procurement efforts in Uganda. Ugandan officials equally endorsed a “laissez-faire” policy authorizing local military and civil authorities to cooperate with M23 out of their personal ties to the RDF or the rebels” (UN, P: 9, 2012).

Weapons delivery to M23 from Uganda:
“Former M23 soldiers stated that UPDF officers based in Kisoro have been supplying M23 with small quantiles of weapons. One former M23 soldier said he hadaccompanied Makenga to Kisoro on three occasions at the beginning of July 2012” (…)”A former M23 soldier stated that UPDF commanders brought heavy weapons including 12,7 mm machine guns to the hill overlook Bunagana, on the Ugandan side of the border, in order to reinforce M23 during the attack, and subsequently left them with the rebels after they took the town” (…)”Two former RDF officers, two FARDC officers, one M23 cadre and one former M23 soldier stated that two trucks transported weapons and ammunition to Bunagana prior to the attacks on Rutshuru and Kiwanja. According to one FARDC officer, the two trucks mainly contained RPG-7 grenade launchers and machines guns” (UN, P: 11-12, 2012).

“Four Ugandan officials, an FARDC officer based in Bunagana, border agents as well as a former CNDP politician told the group that the Jomba Groupment chief based in Bunagana, Vincent Mwambutsa, regularly travels to Kisoro to organize recruitment and financial contributions for M23 with the Resident District Commander (RDC) of Kisoro, Milton Bazanye, his ally Willbaforce Nkundizana and local UPDF officers. One former M23 soldier confirmed that the rebels recruited 28 Ugandan civillians in Kisoro. A Ugandan official in Kisoro personally witnessed the UPDF taking recruits to the border” (UN, P: 12, 2012).

Ugandan known leaders and personalities involved in support of M23:
“A UPDF officer, a Ugandan leader, an M23 cadre, politicians, intelligence sources, a Kampala based diplomat and several businessmen stated that Gen. Salim Selah has been principal responsible for UPDF support of M23” (…)”A Ugandan Civil Society member, two M23 cadres and a Ugandan counter-intelligence report also affirmed that UPDF Western Division commander, General Patrick Kankiriho, has overseen military support to M23, including providing orders to Mukasa” (…)”Three Ugandan officials stated that in May and July 2012, General Kayihura held meetings with the rebels at Kisoro” (UN, P: 13, 2012).

Ugandan trading with illegal DRC gold:
“The Group estimates that 98 percent of the gold produced in DRC is smuggled out of the country, and that nearly all of the gold traded in Uganda – the main transit country for Congolese gold – is illegally exported from DRC. As a result, the governments of DRC and Uganda are losing millions of dollars annually in tax revenue, and tolerating a system that is financing armed groups in DRC” (UN, P: 1, 2013).

One Connection between M23 and Uganda:
“The Ugandan army spokesperson stated that the former M23 “are not prisoners; they are soldiers running away from a war so we are receiving them and helping them because it is our responsibility.”28 He also compared the reception of M23 to what Uganda had done in 2012 when a Congolese army battalion had fled into Ugandan territory following fighting with the M23. President Museveni later indicated that he would not hand over Makenga to Congolese authorities and compared protecting him to the same support he gave Laurent Kabila against Mobutu in 1996” (…)”After being disarmed and registered at a Ugandan army facility in Kisoro on 13 November 2013, most of the former M23 fighters were transferred to the Bihanga military training center near Kasese” (…)”According to latest reports, Makenga and Kaina remain under Ugandan surveillance, while other former M23 officers and political leaders are reportedly able to move freely in Uganda” (SSPC, P:4-5, 2014).

Ugandan implications:
“Uganda, it is important to note, has received relatively little reprimand despite its implication in supporting M23. Its contribution of roughly one third of peacekeeping troops to the high-priority AMISOM mission, and threat to withdraw those troops in response to the GoE’s allegations, is likely a major factor in that lack of attention” (Jackson, 2013).

Findings from the M23 declaration:
“Recalling its declaration at Kampala, Uganda, on the 5th November 2013 that it had renounced rebellion and requested its ex-combatants to prepare for the process of disbarment, demobilization and social reintegration” (…)”Declares as follows: End of rebellion. M23 confirms it has renounced its rebellion. Amnesty: The M23 accepts that to benefit from the amnesty, each member of M23 shall be required to make a personal commitment in writing to refrain from the use of weapons or from participating in an insurgency movement to ensure success of any demand. Transitional security arrangements: The M23 commits itself to comply with and implement the transitional security arrangements, the details of which will be defined by the proposed Annex A as adjusted to reflect the changed situation on the ground, including the fact that some members of M23 fled to Uganda where they were received” (…)”M23 members reserve the right to change its name and become a political party accordance with the constitution and laws of DRC” (M23, 2013).

“The FIB’s impact was twofold. Most obviously, it had a military role, both in supporting the Congolese military (Forces Armées de la République Démocratique du Congo, or FARDC) and in taking the fight directly to the M23, deploying sophisticated technology such as South African attack helicopters. But perhaps more importantly, it changed the dynamics of regional politics. In raising the political stakes for the M23 and its putative backers, particularly Rwanda, it forced them into a choice between allowing the group to be defeated or – in essence – declaring open war on the SADC. The result is that the east of the DRC, for the first time in many years, is no longer held hostage by rebel groups with significant links to neighbouring governments, though these undoubtedly remain. It was a high-risk move, and one that could have led the region back into inter-state conflict. But M23’s backers instead chose to disengage, allowing the group to fragment, signing a series of agreements known as the Nairobi Declaration in December 2013. Though it has not faded entirely – former M23 combatants, many of whom are currently in Uganda and Rwanda, represent a latent threat of re-mobilization that urgently needs to be addressed – the group is no longer able to directly shape events in eastern DRC” (Shepard, 2014).

The situation of M23 by August 2015:

“At this stage, the amnesty provision and the repatriation process of the reportedly over 1,400 ex-M23 combatants which fled to Uganda and Rwanda in 2013 are amongst the most contentious. To date, only 182 ex-M23 combatants have been repatriated from Uganda to the DRC, while 13 have been repatriated from Rwanda. According to Ugandan sources, as of 4 August, 817 ex-M23 combatants are cantoned at the Bihanga Military Camp. About 327 residents of the camp have deserted, with no clarity on their whereabouts, 14 are admitted in hospital, 25 departed on sick leaveand are yet to return, 4 are deceased. The presence of hundreds of ex-M23 and are yet to return, 4 are deceased. The presence of hundreds of ex-M23 combatants in Rwanda and Uganda remains a serious source of concern for the GoDRC and the host authorities in Uganda and Rwanda. Yet, despite several attempts by the GoDRC to expedite the repatriation of the ex-M23 combatants, in line with the Nairobi Declarations and relevant decisions of the ICGLR Summits, there has been no progress in this process due to lack of even focus in the implementation of the Nairobi Declarations” (UN, 2015).

Afterthought:

As we can see there is a connection and the deflection from Government of Uganda (GoU) is expected, but if I had showed the riches gained by the imported gold from the areas that M23 took, would have showed the value for supporting the army as the common sense for the cooperation and support directly from the GoU.

He might have called President Kabila and told he would work on the matter and have the discussions in Kampala as a way of swaying away from the fact that they are behind and servicing the M23. We can see that and knowing that they gave arms, training, army men from the UPDF and even technical training. The pictures of the arms with Ugandan origin after the retreat and stop of violence from M23 should be proof enough of their involvement into the matter, what is worse is the witnesses claiming that certain big men in the government has supported and set things in order to fix the problems that M23 had at one point. That is something that we all should consider, as Salim Selah has been involved in a lot of shady arrangement in DRC before and has only backed away from the “Wonga Coup” to deliver arms to Thatcher’s son. Rest of the time he has done transport arrangements and fixing the army to keep Uganda in parts of DRC when needed. So the stories of him being involved would not be a shock in any way.

The suspect issue is how easy they could stay in Uganda, cross the borders and even get personnel and recruit in border areas. As this suspect connection together with the history of using military force from Uganda to get wealth out of the DRC. As they did in the late 1990s and in the beginning of 2000s; they haven’t just cooperated with the world to fight together will alliances to force away LRA and ADF-NALU. That is not the whole story, though the Government of Uganda won’t it to seem that way, as a way to clean their hands from the mud they have been swimming in. Takes a lot more than a shower to get the dirt off, you smell me?
