Press Release: China urges efforts of G77 toward new type of international relations

UNITED NATIONS — A Chinese envoy on Jan 8 called on the Group of 77 (G77) to promote establishment of a new type of international relations with win-win cooperation at the core.

Liu Jieyi, China’s permanent representative to the United Nations, made the remarks at a ceremony at the U.N. headquarters where Bolivia handed over the rotating chairmanship of the G77 to South Africa.

“We are convinced that under the leadership of South Africa, the Group of 77 and China will continue to carry forward the fine tradition of solidarity and cooperation, and further promote cooperation and common development of the developing world,” he said.

The year 2015 marks the 70th anniversary of both the victory of the world anti-fascist war and the founding of the United Nations, Liu said, adding that it will be a year of great significance with milestones to be set: preserving world peace, promoting common development and establishing a new type of international relations with win-win cooperation at the core.

The ambassador said that as a committed member of the developing world, China greatly values the role of the G77 and cherishes the G77 plus China mechanism.

“We will as always endeavor to strengthen coordination and cooperation with all members of the Group and give all our support to the work of South Africa as the chair of the Group for the year 2015,” Liu said.

The G77, established in 1964, is now a coalition of more than 130 developing U.N. member states plus China, and has more than 60 percent of the world’s population.

The group is the largest intergovernmental organization of developing countries in the world body, aiming to promote collective economic interests and gain leverage within the international community.

The chairmanship, which sits atop the organizational structure of G77, rotates on a regional basis among countries in Africa, Asia-Pacific and Latin America and the Caribbean and is held for one year only.

The EFF statement on the hollow recitals of the freedom charter by the ANC:

The Economic Freedom Fighters notes the attempts by Mr. Jacob Zuma, the President of the ANC to restate the Freedom Charter as if it is the programme of the ANC, while all evidence is out there for all to see that the ANC has abandoned the Freedom Charter. In the speech delivered during the rally in Cape Town, Mr. Zuma recurrently mentioned key clauses of the Freedom Charter and ‘economic freedom’, yet made no concrete commitments and programme on how the ANC government will realise the Freedom Charter and economic freedom.

The EFF is aware that the whole intention of the ANC January 8 statement was an attempt to try to copy and therefore undermine the radical and militant programme of the Economic Freedom Fighters, because our programme is the only programme that finds true resonance with the people of South Africa. The EFF remains the only radical and militant movement which unapologetically pursues a radical economic revolution programme which will change the lives of our people. An attempt by the ANC to imitate the radical programme of the EFF only through rhetoric will always be exposed as pure farce because the ANC government is implementing a neo-liberal, right wing and capitalist programme called the National Development Plan: Vision 2030.

The NDP: Vision 2030 is the official programme of the ANC, adopted in their 53rd National Conference, and any talk of the Freedom Charter is meant to mislead the people of South Africa. What we know about the Freedom Charter, which the ANC government will never implement are the following:

  • The Freedom Charter says ‘the mineral wealth beneath the soil, the banks and monopoly industries shall be transferred to the ownership of the people as a whole”, and this has been correctly understood in the former liberation movement as Nationalisation of Mines. What we know is that the ANC will never nationalise Mines because majority of its senior leaders are privately benefitting from privately owned Mines.
  • The Freedom Charter says ‘all other trade and industry shall be controlled to assist the wellbeing of the people”. What we know is that the ANC is committed to free-market capitalism and will never control trade for the benefit of the people.
  • The Freedom Charter says ‘land shall be shared amongst those who work it’. What we know as a fact is that the ANC has dismally failed to redistribute land and will continue to buy land from those who stole it, despite their admission that the willing-buyer willing-seller approach to land redistribution has dismally failed.
  • The Freedom Charter says, “all shall have the right to occupy land wherever they choose”. What we know is that the ANC government will never allow even landless people to occupy land wherever they choose, but will instead send murderous police to evict people from the land as they did in Lenasia and Lwandle.
  • The Freedom Charter says ‘the doors of learning and culture shall be opened”. What we know is that the ANC government has dismally failed to provide free quality education as post secondary level and have not built adequate capacity to absorb the entirety of students who exit the secondary schooling level.
  • The Freedom Charter says, “slums shall be demolished, and new suburbs built where all have transport, roads, lighting, playing fields, creches and social centres”. What we know is that 21 years since the first inclusive elections with the ANC in power, more than 15% of the South African population lives in slums and informal settlements.

These key tenets of the Freedom Charter and many others are not contained in the National Development Plan, which is the official government plan of the ANC and the right wing political parties in Parliament.

The EFF speaks about the Freedom Charter because our Founding Manifesto says,

“The EFF draws inspiration from the radical, working class interpretation of the Freedom Charter, because, since its adoption in 1955, there have been various meanings given to the Freedom Charter. The EFF’s interpretation of the Freedom Charter is one which says South Africa indeed belongs to all who live in it, and ownership of South Africa’s economic resources and access to opportunities should reflect that indeed South Africa belongs to all who live in it.
The EFF’s interpretation of the Freedom Charter is that which says the transfer of mineral wealth beneath the soil, monopoly industries and banks means nationalisation of mines, banks and monopoly industries”.

The rhetorical commitment to the Freedom Charter by Mr. Zuma is nothing but an attempt to divert attention from the genuinely radical economic freedom programme and struggle of the EFF. This is done because the ANC has run out of ideas. It is evidently clear that with age and many years of existence, the ANC is not maturing, but suffering from memory loss and lack of creativity and innovation. The ANC cannot think and always rely of imitating even Kwaito musicians hence their slogan of ANC Kuze Kose and ANC Y’tjukutja because they take ideas of Kwaito musicians, not vice versa. They even tried to imitate the runaway success of the EFF’s red beret and overalls.

The EFF remains the only hope for the people of South Africa and will inspire many generations to come because when we take over political power, we will capture the State, and redistribute the economy for the benefit of all. Once again, the EFF has proven that we are the vanguard of the working class and revolutionary ideas in South African society and those who copy us should do so with care because we will always expose fake imitatations that are not genuine.

Press Release: SAMWU Disappointed by the Enactment of the Public Administration Management Act

The South African Municipal Workers’ Union (SAMWU) is disappointed by the enactment of the Public Administration Management Act by President Jacob Zuma in December 2014. Although SAMWU agrees with some of the content of the legislation, we however view the Act as unconstitutional and will definitely erode the gains that organised labour has made through collective bargaining as envisaged by the Labour Relations Act.

The Act seeks to among other things, to promote high standards of professional ethics in public administration, to promote efficient service delivery and to facilitate the eradication and prevention of unethical practices in the public administration. All this is to be achieved by putting in place basic values and principles which would govern public administration. The Act further seeks to develop capacity for officials, we hope that Chapter 4 of the Act will be used as a tool to empower and develop the lowest paid workers particularly municipal workers some of whom are paid as little as R50/day. 

SAMWU has and continues to be proponents of ethical and transparent government especially in our sector- local government. We hope that the enforcement of the Act will trickle down to all spheres of government starting with national government. We are however of the view that National Government should set a precedent of dealing with state resources. As such, we are concerned by the enforcement of this Act. Although the Act provides for the creation of an Integrity Unit which will be responsible for the enforcement of this Act, there seems to be no willingness by the state to put in place monitoring mechanisms of other legislation in the country. Certain legislations are in place such as the Ministerial Handbook, however we still have incidences where one man buys a R1 million BMW at the state’s cost while another spends R5 million on luxury vehicles in a single year, this being done while the Ministerial Handbook stipulates that these people may only purchase vehicles not exceeding 70% of their annual salaries.

The signing of this Act is but a realisation of most arguments that SAMWU has advanced for a long time. The Act requires officials seeking employment or already employed in the public administration to disclose their financial interests including that of their spouses for any shares, sponsorships, benefits and immovable property. Failure to make such disclosure by an employee would constitute misconduct. The Act further makes it illegal for any public administration official to do business with the state. SAMWU has and continues to be of the view that no official should be do business with the state as this plays a role in corrupting officials. 

We are however concerned that the Act only targets officials not acknowledging that in any corrupt relationship there is a corruptee and a corruptor. In the interest of Public Administration Management, the Act should be extended to political office bearers. Truth of the matter is that politicians are responsible for most of the corruption witnessed in government, they are in pole position to influence the direction that government business goes, history has taught us that this is how many politicians have managed to enrich themselves. The country needs an act that is cut across and is inclusive of everyone who is involved in the supply chain and procurements that all spheres undertake, including political office bearers. 

The 2012/2013 Auditor General’s report into Municipalities has shown that most municipalities received the audit outcomes they received as a result of contracts being awarded to companies which officials had interests in. One cannot measure the prevalence of the problem but clearly doing business with the state has become profitable for some individuals. For the state to enjoy sound and healthy finances especially in local government, there should be an overhaul of the manner in which municipalities conduct their business, local government should re-municipalise. The provisions of municipal services though contracts and tenders has neither been in the interest of service delivery nor kind to the public purse, if anything we have only seen privatisation of municipal services and the emergence of tenderpreneurs who charge municipalities ridiculous amounts compared to the costs that municipalities would have incurred if they were rendering such services on their own. 

Overall our view is that this Act is unconstitutional on the basis of its selectivity between political office bearers & public servants. Furthermore the Act seeks to give power to integrity unit to preside over disciplinary matters. The Basic Conditions of Employment Act is clear that such matters are subject to negotiations at bargaining councils. The laws of this country must apply to all equally and there no reason why politicians should receive preferential treatment. We should note that the LRA takes precedence over any labour matters, the LRA further gives a platform for the establishment of bargaining councils and the Act undermines their existence. Our fear is that by virtue of secondments, those who refuse the secondment may be victimised or even worse dismissed for refusing to move to another sphere of government.  

The act further undermines the recruitment and selections policies that already exist in all spheres of governments. We are further concerned that the Act may be used to lure skilled personnel from local government to other spheres of government. SAMWU has long maintained that there should be devolution of powers, that certain functions performed by provincial government should be returned and / or handed over to local government as they are primary functions of municipalities. Provincial government tend to attract skilled personnel who are at the end of the day not uterlised to the best of their abilities by provincial government whereas they can service communities better if they were employed by local government.

Statement by Nelson Mandela explaining his decision to carry on his political work underground in accordance with the advice of the National Action Council (NAC).

The struggle is my life

The magnificent response to the call of the National Action Council for a three day strike and the wonderful work done by our organisers and field workers throughout the country proves once again that no power on earth can stop an oppressed people determined to win their freedom. In the face of unprecedented intimidation by the government and employers and of blatant falsehoods and distortions by the press, immediately before and during the strike, the freedom loving people of South Africa gave massive and solid support to the historic and challenging resolutions of the Pietermaritzburg Conference. Factory and office workers, businessmen in town and country, students in university colleges, in primary and secondary schools, inspired by genuine patriotism and threatened with loss of employment, cancellation of business licences and the ruin of school careers, rose to the occasion and recorded in emphatic tones their opposition to a White republic forcibly imposed on us by a minority. In the light of the formidable array of hostile forces that stood against us, and the difficult and dangerous conditions under which we worked, the results were most inspiring. I am confident that if we work harder and more systematically, the Nationalist government will not survive for long. No organisation in the world could have withstood and survived the full-scale and massive bombardment directed against us by the government during the last month.

In the history of our country no political campaign has ever merited the serious attention and respect which the Nationalist government gave us. When a government seeks to suppress a peaceful demonstration of an unarmed people by mobilising the entire resources of the State, military and otherwise, it concedes powerful mass support for such a demonstration. Could there be any other evidence to prove that we have become a power to be reckoned with and the strongest opposition to the government? Who can deny the plain fact that ever since the end of last month the issue that dominated South African politics was not the republican celebrations, but our plans for a general strike?

Today is 26 June, a day known throughout the length and breadth of our country as Freedom Day. On this memorable day, nine years ago, eight thousand five hundred of our dedicated freedom fighters struck a mighty blow against the repressive colour policies of the government. Their matchless courage won them the praise and affection of millions of people here and abroad. Since then we have had many stirring campaigns on this date and it has been observed by hundreds of thousands of our people as a day of dedication. It is fit and proper that on this historic day I should speak to you and announce fresh plans for the opening of the second phase in the fight against the Verwoerd republic, and for a National Convention.

You will remember that the Pietermaritzburg Resolutions warned that if the government did not call a National Convention before the end of May, 1961, Africans, Coloureds, Indians and European democrats would be asked not to collaborate with the republic or any government based on force. On several occasions since then the National Action Council explained that the last strike marked the beginning of a relentless mass struggle for the defeat of the Nationalist government, and for a sovereign multi-racial convention. We stressed that the strike would be followed by other forms of mass pressure to force the race maniacs who govern our beloved country to make way for a democratic government of the people, by the people and for the people. A full-scale and countrywide campaign of non-co-operation with the government will be launched immediately. The precise form of the contemplated action, its scope and dimensions and duration will be announced to you at the appropriate time.

At the present moment it is sufficient to say that we plan to make government impossible. Those who are voteless cannot be expected to continue paying taxes to a government which is not responsible to them. People who live in poverty and starvation cannot be expected to pay exorbitant house rents to the government and local authorities. We furnish the sinews of agriculture and industry. We produce the work of the gold mines, the diamonds and the coal, of the farms and industry, in return for miserable wages. Why should we continue enriching those who steal the products of our sweat and blood? Those who exploit us and refuse us the right to organise trade unions? Those who side with the government when we stage peaceful demonstrations to assert our claims and aspirations? How can Africans serve on School Boards and Committees which are part of Bantu Education, a sinister scheme of the Nationalist government to deprive the African people of real education in return for tribal education? Can Africans be expected to be content with serving on Advisory Boards and Bantu Authorities when the demand all over the continent of Africa is for national independence and self-government? Is it not an affront to the African people that the government should now seek to extend Bantu Authorities to the cities, when people in the rural areas have refused to accept the same system and fought against it tooth and nail? Which African does not burn with indignation when thousands of our people are sent to gaol every month under the cruel pass laws? Why should we continue carrying these badges of slavery? Non-collaboration is a dynamic weapon. We must refuse. We must use it to send this government to the grave. It must be used vigorously and without delay. The entire resources of the Black people must be mobilised to withdraw all co-operation with the Nationalist government. Various forms of industrial and economic action will be employed to undermine the already tottering economy of the country. We will call upon the international bodies to expel South Africa and upon nations of the world to sever economic and diplomatic relations with the country.

I am informed that a warrant for my arrest has been issued, and that the police are looking for me. The National Action Council has given full and serious consideration to this question, and has sought the advice of many trusted friends and bodies and they have advised me not to surrender myself. I have accepted this advice, and will not give myself up to a government I do not recognise. Any serious politician will realise that under present-day conditions in this country, to seek for cheap martyrdom by handing myself to the police is naive and criminal. We have an important programme before us and it is important to carry it out very seriously and without delay.

I have chosen this latter course, which is more difficult and which entails more risk and hardship than sitting in gaol. I have had to separate myself from my dear wife and children, from my mother and sisters, to live as an outlaw in my own land. I have had to close my business, to abandon my profession, and live in poverty and misery, as many of my people are doing. I will continue to act as the spokesman of the National Action Council during the phase that is unfolding and in the tough struggles that lie ahead. I shall fight the government side by side with you, inch by inch, and mile by mile, until victory is won. What are you going to do? Will you come along with us, or are you going to co-operate with the government in its efforts to suppress the claims and aspirations of your own people? Or are you going to remain silent and neutral in a matter of life and death to my people, to our people? For my own part I have made my choice. I will not leave South Africa, nor will I surrender. Only through hardship, sacrifice and militant action can freedom be won. The struggle is my life. I will continue fighting for freedom until the end of my days.

The EFF and the National Assembly of ZA statements – On the suspended of Members of Parliament(MPs)

The EFF will be approaching the court for an urgent interdict against parliament’s illegal decision to suspend its leadership. Parliament has not issued letters of suspension to the EFF MPs yet, and thus the EFF awaits these letters in order to file court papers. Members of the public shall be kept updated on the developments moving forward.

The EFF reiterates that it shall never apologise for asking Jacob Zuma as to when is he paying back the money. Furthermore, the EFF remains very proud of its MPs for restoring teeth to parliamentary executive oversight. We shall approach the courts because we believe that in front of a sober judge, with no Luthuli mandate, and an uncontrollable ambition for promotion for a ministerial job, our action will be vindicated. The court will confirm that the EFF went through a Kangaroo Court in serious violation of principles of natural justice.

SUSPENSION, FINE NOTICES SENT TO ECONOMIC FREEDOM FIGHTERS’ MEMBERS

Parliament, Friday 28 November 2014 – Letters of suspension and notices of fines were sent today to members of the Economic Freedom Fighters (EFF) found guilty of contempt of Parliament.

This follows the adoption by the National Assembly (NA) yesterday of the report of the Powers and Privileges Committee on the hearing into allegations of conduct constituting contempt of Parliament by Members of the NA.

The hearing, led by independent initiator Mr Randall van Voore, was held following the disruption of NA proceedings on 21 August, during President Jacob Zuma’s oral reply session in the House.

Six members of the EFF – Mr F Shivambu, Mr P Ramakatsa, Mr J Malema, Ms K Litchfield-Tshabalala, Mr G Gardee and Mr M Ndlozi – were suspended for 30 days with no pay.

Another six EFF Members were suspended for 14 days without pay – Ms E Louw, Ms R Mashabela, Ms O Maxon, Ms M Moonsamy, Mr A Mngxitama and Mr N Matiase.

Eight EFF Members were each fined an amount equivalent to 14 days’ salary and allowances – Mr B Joseph, Mr S Mbatha, Mr Z Morapela, Ms S Khawula, Ms A Matshobeni, Ms V Nqweniso, Ms P Ntobongwana and Ms P Sonti.

The suspensions take effect from today. The 30 days’ suspensions expire on 28 December and the 14 days’ suspensions expire on 12 December.

Suspended members are prohibited from entering Parliament or from participating in any activity of Parliament or its committees without written permission of the Speaker. They are also not entitled to any allowances under the Remuneration of Public Office Bearers Act for the duration of their suspensions.

It also calls on all the parties involved, notably the entire political class to embrace dialogue with a view to arriving at a political consensus that will lead to free, fair and credible election consistent with constitutional provisions. UK:

Tobias Ellwood the Minister for Africa said: “We are deeply concerned by the violence which has taken place in Ouagadougou, seemingly as a result of government plans to amend the Constitution of Burkina Faso so that the incumbent President can seek another term after 27 years in office” (…)”The UK reiterates its support for the African Union Charter and for peaceful and democratic transfers of power. We urge all parties to exercise restraint, to adhere to non-violence and to return to dialogue to resolve this issue” (31.10.2014, UK).

ZA: Nepotism and hiring practise in Department of Telecommunication and Postal Services

There is always a struggle to be family of a big man. The big man has options he can use his power to benefit others, follow procedure or give a hand to those in need. Jacob Zuma the President of South Africa has already been under fire for many different reasons. This time it’s for getting his daughter Thuthukile a great position in the Department of Telecommunication and Postal Services.

Nepotism is patronage delivered to people of kin or family. The Nepotism is an action where the kin or the family member gets a better business deal or job because of the relation and not the skills or education (Dictonary.com).

Thuthukile Zuma got appointed to the position of chief of staff in the Department of Telecommunication and Postal Services. Spokesman Siya Quza says: “Thuthukile Zuma’s appointment … is consistent with the rules and regulations governing the appointment of people in government ministries” (…)”The minister only considered her capacity to do the job and her qualifications. Her genealogy was never a consideration”. The most compelling part of the story for the hiring of Thuthukile Zuma is that it wasn’t any adverts or official release of the position (BDLive.co.za, 2014). A Government employee commented on the action: “There is an HR procedure for an upgrade of posts, but minister’s requests are rarely turned down” (Timeslive.co.za, 2014). Thuthukile Zuma went from being a low public liason officer to become a chief of staff. This appointment happened just months after Zuma was sworn in again (News24.com, 2014).

Gwede Mantashe defends the hiring of Thuthukile Zuma and says this: “grow and develop and take opportunities” (…)”I am cautioning against this thing of punishing our children for our sins. Please punish us for our sins, leave our kids” (…)”The daughter of the president took time to go to university, did a degree, an honours degree. I can tell you I would be surprised if she is not doing her master’s degree and I can tell you that child must be given space to grow and develop as herself and take opportunities” (…)”Once your principal goes, many of them actually spin on their tails because it’s not a permanent job, it’s contractual work that is going with the principal. Therefore the attitude is that we are politicians, we don’t want our kids to be described as only that in life, they must be able to survive and develop professionally as individuals, and we must give them space to do so, that’s my argument” (Marrian, 2014).

The Spokesman for the Department of Telecommunication and Postal Services Kgalalelo Masibi said: “Once the assessment team has done its assessment of the complaint, it will be sent to her for a decision” (…)”The complainant is asking the protector to find out whether the post was advertised, how many people applied for the position, and which qualified candidates were rejected” (…)”The complainant wants to know about the processes followed in the appointment, and whether she has the required qualification for the position” (Iol.co.za, 2014).

Nelson Mandela’s adress: ‘Africa, Colonialism and War’ on the 23. August 1953

Because today is Nelson Mandela International Day. Therefore I will also publish an old and maybe forgotten adress by him.

The one that Nelson Mandela had at the Natal Peace Conference in South Africa on the 23. August 1953.

Here it is:

‘Africa, Colonialism and War’

The events now taking place in Africa constitute the most serious threat to the peace, security and the freedom of the people of this Continent.

For years now, the capitalist countries have lived on raw materials and cheap labour from Asia and Africa. The rise of the national liberation movements in Asia and the Pacific Regions and the loss of these vast countries as war bases and centres for investment has forced the imperial powers to turn their eyes on Africa.

Riches of Africa

It is here that we have rich deposits of gold, diamonds and uranium. Our Continent produces sisal, palm oil, cocoa, coffee and other products. It is in Africa that we have vast supplies of land and cheap labour. Being without any strong trade union movement, the people of Africa are exposed to the most vicious and cruel forms of colonial exploitation. It is this situation that makes the danger of war in Africa very real and close.

Here the imperial powers of Britain, Belgium, France, Holland, Portugal and Spain have either their chief or their only colonial dependencies. The internal contradictions and conflicts within this imperial camp are broadening daily. In their mad lust for markets and profits, these imperial powers will not hesitate to cut one another’s throats, to break the peace, to drench millions of innocent people in blood and to bring misery and untold suffering to humanity. The rivalries amongst these colonial powers contain the seeds of an extremely dangerous situation to peace and security in Africa.

Military Bases

To protect their markets and investments, to crush the national liberation movements and forestall the rise of revolutionary democracy in Africa, and ensure an abundant cheap labour supply, America and her satellites have established military bases all over the Continent. America has land, sea and air bases in Morocco and Libya. There are British military bases in Egypt, East Africa, Somaliland and the Sudan. Field-Marshal Wilson, the Supreme Allied Commander in the Mediterranean in 1944, puts the matter very clearly:

“…the spread of Communism to China and the uncertain political situations in other countries in the Far East are bound to have the effect of contracting the sources of supply of certain raw materials necessary for the manufacture of armaments, which will result in the intensification of prospecting and development in Africa”.

According to him the role of the two Rhodesias and Kenya should be to protect and develop sea communications; to be ready to send forces overseas; to develop its industries to maximum capacity for war needs. In 1946 the Daily Mail made the position equally clear:

“The British decision to quit Palestine, Burma’s secession from the Commonwealth, the weakening of ties with India and the uncertainty of Britain’s tenure in Egypt have hastened the adoption of plans for a new Commonwealth defence system…. Kenya is the new centre of Commonwealth defence and South Africa its arsenal “.

Africa is a War Base

Almost simultaneously the Daily Express wrote:

“East Africa is expected to become a main atomic-age training ground of the British Army and a main support base in the Empire defence system”.

Africa has now become a war base for the imperial powers in their war preparations and for their schemes of world domination. This is the true explanation of the callous determination and indecent haste of the British Government in ramming through the Federation Scheme in Central Africa, in spite of the united opposition of the African population of those territories.

This is the true explanation of the bitter conflict in Kenya between imperial Britain, whose aim is to rob those people of their country and land, and the Kenya people who are fighting to save their land and country from being transformed into a military base to attack other people.

Victims of a Future War

The people of Africa will be the first victims of a future war. Their industries will produce armaments, their raw materials will be used, not to develop their own economies, but to destroy those of others. The war danger in Africa is very close indeed.

People throughout the world are coming to understand how closely the struggle for peace and against the menace of war is linked with the preservation of the right of the nation and the individual to a peaceful existence. This Conference shows that more and more people in South Africa have come to understand the most serious threat to the peace, security and freedom of the peoples that exists at the present time.

Foreign Armies

The threat to the national liberation movements in Africa resulting from the presence of foreign armies arouses the deepest indignation of all patriots. The people of Africa are being forced to realize that peace is their most immediate concern. They demand the withdrawal from the Continent of Africa of all foreign troops and the end of colonial oppression and exploitation.

Fellow Ugandans

I greet you all.

RECENT HISTORY

Sometime back, I warned the country about Uganda reverting back to a catastrophic war. I did this far back in 2012, following the rampant murders in villages which were being stage managed by criminal state agents in order to frame some political leaders. Those who have short memories, however, tend to gain nothing from the lessons of history.

As many of you have noticed, serious instability is creeping back into the country. I see government trying to spin and down play these attacks going on around the country. In 1980s, the UPC government spent precious time trying to spin itself out of the NRA war. As they say, the rest is history. The spinnng did not stop NRA from winning that war.
CREEPING INSURGENCY
This threat is real and we all need to take it seriously. Indeed, this time round, Ugandans have a choice to stop this creeping war. Those in government need to heed the call of the opposition groups and immediately introduce the desired changes, for example:

1. Mr Museveni Ruling himself out of the coming 2016 elections

2. Retiring his family clique from the Uganda military and other security services.

3. Creating a transitional arrangement to work on credible reforms which can lead to a free and fair election

4. Release all political prisoners incarcerated in various prisons, both civil, military and safe houses

5. He must enter into talks with all groups in the country to see how this creeping instability can be avoided and get a way forward on serious engagement with all groups, political, religious, cultural, farmers, investors, civil society and other stake holders. This means a national conference beyond politicians, for Uganda belongs to all.

6. Allow free movement and activities of political leaders from all parties in the country without delay

7. Withdraw UPDF from South Sudan to avoid serious destabilisation of Uganda and the region in general.
These demands have been put forward many times by the opposition and other leaders in the country, only to be met by arrogant ridicule from Mr Museveni.

THE PEOPLE ARE SACROSANCT AND ALL POWERFUL.

Country men and country women, we need to understand that if issues of governance are not handled well, they will lead to unnecessary bloodshed. No one should deceive you that Mr Museveni is too strong to be defeated. No government can defeat a popular resistance. It is easy to make Uganda ungovernable and quite unappetizing to those deceiving themselves. Once people are denied their rights and loose hope of possible peaceful means, they tend to revert to despsrate means.
Even this question of thinking that every political group resisting oppression is terrorist or Islamic and therefore a fundamentalist outfit is a mistake. To think that every group that tries to oppose misrule and rampant corruption in these near failed states is terrorist is self defeating. In 1940 and 50s, after the second world war, when Europe had become a savage continent, many liberation forces in the former colonies allied themselves to communist Russia and China and other socialist contries in the world like Yugoslavia. This was quite interesting. For, few of these groups really understood Karl Max’s Communist Manifesto, Das Kapital or Friedrich Engles Dialectical Materialism etc. In anycase, i doubt they would have understood them. So why did these new liberation movements go to communist countries even when they didn’t aspire to communism? Actually many in these new movements were forced to declare that communism wasnt fit for Africa and adopted the so called “African Socialism”. So why? Mainly for two main reasons; the first in my view was the question of MEANS. The Revolutionary means of these communist countries resonated more with new revolutionary liberation movements ideology than the colonial Western Europe.
The second was the easy supply of means to wage war. ARMS. Perhaps, are we seeing many groups allying themeslves to radcal Islam just like it happened then. If this be the case, we need to seriously study the implications.
The question I am raising here is the usual mistake of always recruiting for the enemy Are the people in charge of the current state of imperialism and inequality in the world inadvertently pushing decent and genuine liberation struggles into the fold of extremists? We need to study this because at the current rate, even a school strike for better food at a university is called terrorism by these African dictators and the Western governments buy into that. This needs to be reassessed. Allowing dictators to use fake terrorism songs will complicate matters. It merely radicalises decent political dissent and makes the world more insecure.
Faced with this choice of means and confusion as to the identity of these groups, the groups need to help themselves by not targeting civilians in their struggles for emancipation. These forces which aspire for genuine change must clearly know THAT THE RESISTANCE FORCES MUST ALWAYS SAFEGUARD THE LIVES OF THE PEOPLE AND THEIR PROPERTY. THIS IS A SACRED AND INVIOLABLE CORNER STONE FOR ALL PEOPLES STRUGGLES.

GOVERNMENT UNDERHAND METHODS,
I understand government agents are starting to kill civilians and turning round to claim that these killings are being done by groups they claim to be terrorists, tribal militias or other incredible, and even laughable labels that they are manufacturing by the day. This is intended to scare the population so that it can be mobilised against the rebellion now mushrooming around the country. This is not only diversionary, but also criminal. Simply put, the problem won’t go away. This is just the beginning. And, things will only get worse, unless those in charge put aside their arrogance and heed our call for urgent reforms. They need to do this before it is too late.

I wonder if Mr Museveni really knows what is going on in his own security institutions, or has he been rendered powerless by the very monster he created, i.e., personalised rule? It is because the officers who give him intelligence are the same arch criminals who need to cover their tracks. With no functioning systems, you wonder what information the head of state depends on to rule the country. Otherwise, how can he not see the danger he is putting the country into and himself? Not that it matters much though, because either way, he, Museveni, is personally responsible.

THE BOTTOM LINE FOR US IS THAT attacks against civilians ARE NOT permissible under any circumstances. And Ugandans must start taking government to task to come clean on these murders. In 2011, 2012 and 2013, the state sponsored machete wielding killers in many villages in Buganda. The intention was to frame Prof Gibert Bukenya and a few others at the time. These included some senior Baganda army officers. Some of us came out then and warned the country as you remember. Though the government retreated a little at the time, the same leaders are still in charge and their treacherous games continue.

WAYS AND MEANS

With the new situation quickly developing in the country, the opposition need now to seriously start discussing the question of ’Means to propel ther war of libearion’. This debate cannot be put off any longer. We need a consensus on this singular issue.

The key issues to discuss here are the following:

USE OF VIOLENCE AS A MEANS

Under this, there are those who oppose violent means as a principle. These fall under the category of pacifists. These say, they are willing to fold their hands when their liberties are being trampled on. These believe in the notion of “turning the other cheek”.
For these, the question of means is a moral issue.

The other category is of the people are who are opposed to violence, not because it is evil, but because the objective conditions for it are still lacking. These look at violence as a means to an end. To them, it is permissible to use violent means if they will end the suffering of a nation. These are exponents of nonviolence as pragmatists, not moralists. To them violence is means of last resort.

The third category is of “anarchists”. This is not in the classical sense of anarchism as a political ideology, but rather people who do not adequately weight the options available to them before reverting to violent means.

The other category is of idealists. These hope for God’s intervention, like he did for Moses when he crossed the Red Sea. And we have many of these. They have forgotten the old truism that “God helps those who help themselves.”

The last category is of those who are mentally and morally weak. They know the right thing to do, but they lack the guts. They dare not face hot iron, especially the one aimed in anger! To these, I have no quarrel, for I have no mirror to look into men’s hearts.

I therefore request Ugandans to fully engage in this debate because the country is already at the crossroads.
The urgent question to answer is – what should be done when a government stops all peaceful means for those who do not agree with it to organise? What options are left?

What should be done when a regime resorts to violent means to quell peaceful political actions?TREASON FOR DOING NOTHING

Is doing nothing not treason itself? 
President Theodore Roosevelt, the 26th president of Untied States once said “…to announce that there must be no criticism of the president, or that we stand by the president right or wrong, is not only unpatriotic and servile, but is morally treasonable to the American public”

Therefore, to all those who advocate that we fold our hands and do nothing, I ask of you – how can we do nothing, while the president of Uganda is abrogating the constitution for which millions sacrificed their lives to put it in place? How can we do nothing, when a president is looting the country and, in effect, enslaving all our children and grandchildren to the yoke of debt repayment, when a president is destroying all the systems and structures of the state which will inevitably lead to instability and loss of life, when a president commits a country to endless wars with no accountability whatsoever to lives of the soldiers being killed and the money being spent on these megalomaniacal enterprises, when poverty and hunger overwhelm an over taxed population, when a president turns a country into a family enterprise, when a president starts using a national army as herdsmen on his numerous cattle farms, when a president orders the introduction of “pass laws”, like was in apartheid South Africa, for political leaders who are peaceful citizens, when extrajudicial killings become rampant? (Note for example, that Mr. Kalungi was found innocent and released. So who killed Hon. Nebanda? Similar?)
Then doing nothing is not only “morally treasonable but is criminally culpable”.

Therefore, some of us refuse to do nothing. It is now the choice of each one of you to take a stand and save your country, or watch it as it slides into war.

MR MUSEVENI’S REGIME IS WEAK, WHY?

ECONOMY

1. When he liberalised the economy, he destroyed the source of public income on which dictators would normally rely. Hence, Museveni’s current economy cannot sustain a prolonged war. Because his foreign backers cannot sustain it, nor can his private army of looters.

2. By nature of the Museveni dictatorship, which is family based, also based on nepotism and patronage, it is not resilient in the face of a determined opposition. Simply put, he has no one to die for him. Such a system does not rely on merit but on blind loyalty. And when you put it to test, it will crumble, like the army of Idi Amin n 1979.

3. Mr Museveni’s dictatorship has been helped by a deceptive peace which has allowed foreign investment to thrive, the fact that its benefits don’t benefit the ordinary person notwithstanding. With determined, well commanded resistance, there would be no economy even to feed his few thieves. Foreign investment would end. It is worth noting that the Ugandan economy is not resilient in any fundamental way, because of lack of a viable middle class, but most especially because it is cushioned on purely speculative political rewards of the ruling class and with no production linkages. For example, production levels in the country is back to the levels of 1970s when Idi Amin was president. Mr Museveni cannot sustain a prolonged conflict.

4. The army, which Mr Museveni relies on, is fed up. It is a captive militia force garrisoned by a small clique of carefully chosen soldiers under his son and brother. For instance,in very single month , not lesss that 152 soildiers desert in each Division. There is ofcourse no urge to report because the questions you will face are too dangerous as the poor senior fellows are falling over each other to have access to that Ghost money.
Such a force cannot be able to guard every inch of Uganda, every junction, every bridge, every police station, every inch of the road in the country to avoid ambushes etc.Armies move of morale and stomaches, in UPDF both are in deficit.
5. Intrugue, treachery and injstice in the forces and other state organs.
6. The population: This should perhaps be put at no 1 for it is key to holding power by any regime. And the population is no longer with Mr Museveni.

EARLIER REBELLIONS:

Mr Museveni has fought insurgencies since 28th August 1986 when 28 battalion under comrade Jet Mwebaze (RIP) was attacked at Bibia by UNLA forces who had retreated to South Sudan. Since that time, 27 groups have fought against Mr Museveni’s government at one time or another So why did all these rebellions not succeed?

This was due to three main reasons;

IDEOLOGICAL
The first reason was lack of ideological clarity. Many lacked a national character, became tribal and targeted the population instead of protecting the people, they fought the very people. A popular resistance cannot afford to be anti-people.

LOCALISED,
The other reason also related to the first of ideology was the fact that all of them were localised in their TRIBAL areas. For example when the people in the north were fighting, the south was peaceful. So was the east. When the people of Kasese and western Uganda were fighting, Buganda was peaceful. Etc. They failed to generate a national consensus based on generally agreed positions which would cut across their parochial interests. They failed to realise that they needed a well-coordinated resistance in all parts of Uganda. From Moroto to Kabale. From Oraba to Bundibugyo., in the centre, north, south, west, east. If they had done this, there was no way Mr Museveni would have survived.

STILL POPULAR

The third reason was the fact that, although NRM had short comings at the time, it was not yet an outright dictatorship like now. People were ready to give it the benefit of the doubt. This now is no more.

OTHER REASONS
There are three other major reasons why Mr Museveni cannot win this new war simmering over the horizon. But to this, I intend to return in my next communication. Things like the overstretched UPDF, the regional and international imperatives, a weak economy, a hungry and angry population..

Therefore, even to those who are still close to Mr Museveni, especially those who have investments and other interests, it is your duty to save him and yourselves.
HUBRIS,as a mental condition is real. It is scientifically proven. That is why dictators play god and consider themselves infallible and immortal. Yet they are mere paper tigers.

APPEAL
My last word on this goes to my brothers and sisters in UPDF, UGANDA POLICE FORCE and other SECURITY AGENCIES. What side will you be on? Are you going to side with those who are desecrating the memory of those who perished in the struggles to free Uganda? The struggles of your own fathers and mothers, who fought for this liberation? Where are you going to stand in this contest? The side of the people who sheltered us, housed us, protected us and died in millions for the noble cause of a FREE TOMORROW or those bent on a treachereous unconstitutional road of turning Uganda into a POLITICAL MORNARCY?. The choice is yours. But remember, to those that much is given, much will be asked. The people of Uganda trusted you with their lives. To them you will be required to account.
MORE! . I hope and trust that when that hour arrives, you will not be found wanting at this critical time in our history. Uganda calls upon you again to stand on its side as your gallant and noble founders envisioned. There are many ways of struggle. See where you fit according to your station.
