Dear Jean Claude Juncker, the President of European Union Commission and former Prime Minister Luxembourg; you had a moment of glory or you might thought so honourable Jean-Claude.
I am just a member of EFTA by default as a Norwegian citizens and since my country isn’t a Member State; I’m sure in your opinion my opinions doesn’t exists because the ones that matters are the citizens inside the Union. Still, I want to write to you as citizen of the world and worried about you Napoleon complex and hereditary idea of stronger federalism of Europe. This happens in the same week the underlings of you doesn’t’ want to be accountable in the European Parliament; this are the Member States who has Members of European Parliament (MEPs). So with this in mind are these the men and woman who should be responsible for deciding warfare in the name of the Europeans when we can’t know how much they spend on the taxpayer’s funds while representing their states in the Union?
Well, I know I am trading waters now and sound a bit strange, but the hesitation on the matter is the inaccurate faith you have in the EU and their institutions. The general European is not there with you as the disregard for the daily life of European feels estranged from the boulevards of Brussels where you are stationed unless you commute from Luxembourg. That is not for me to judge. What I will more judge is the idea of a European Army!
European Army is setting the precedence that the 28 Member State’s will comply and accept to donate and keep the strengthen defence and military upkeep through the Union. That is also to connect the defence budgets and the military equipment production stronger in the EU. That must be put into the calculation. Not only keep a solidified borders as the Commissioners fear the Islamic Terrorism and the refugee crisis to the levels that Europe needs a bigger and wider army. That is controlled by the unaccountable MEPs and EU Head of States, the Consilium that will order this giant army.
A unknown giant army that will base by the 28 member states and put a prerogative of the federal state controlled by Brussels, as they already have issued currency, bills and now a Army. So the missing piece for you is the army and king. Honourable Jean-Claude you are acting with spite and fear if you enforcing the idea of an European Union Army and Defence. That is not the sign of peace or collaboration Europe needs. Especially with the ways that Cyprus and Greece economy has been liberated and sold to foreign investors while the taxations are slimming even more with the policies from the Central Institutions of the EU.
With those acts of spite and diligent betrayal of common sense in the banking industry of Greece and Cyprus; not even saving but bailing out with the whole-sale of nations. That coming with effect of the Brexit recently, you want the unaccountable MEPs to run an Army from Brussels. Do you know how insulting that is the European people and citizens, Jean-Claude?
Can’t you just take control of the Eurovision Song Contest or something; make sure the trade-laws and negotiations between Member States are following the guidelines of the Brussels accords. The Union you currently abide to is a currency-union, free-movements of people and goods and ‘universal’ policies that they have to follow no matter which country you live in. In that sense an army is needed, but that gives powers to Union and something Europe not seen before.
We have had the NATO that many of the current members of Union are obliged to serve and follow the codes of the agreement. As much as the European States has co-operated in military unifications it’s been training and peace-operations that many of the Member States has participated in.
If you think it is healthy to have a giant army directed from Brussels than the powers of the Union is more giant multi-national state, federalism and centralized in Belgium than people might express wishes for. Europeans want their states to have power and keen that their representatives have power and accountability within their domain; if the Brussels thinks it is good idea to take the guns and ammunitions from Madrid, Prague, Vienna and Copenhagen. Than they will have to ask what their own armies are supposed to do? How are the pecking orders of the EU General and Danish General? Are the orders from Brussels trumping the ones of Stockholm?
An European Army is the answer to fatigue and gesture of complex gravitas as the European Member States deserves their sovereign and rights to defend themselves within the military alliances and military benefits the nations. If the EU thinks it is wise to counter this and control it centrally than they can initially take over all powers and make a EU Police. Then all of the law’s and orders will controlled by the Brussels under the new federal jurisdiction of EU Commission and the Consilium. That in the end will be voted over by the unaccountable MEPs in EU Parliament. So they can decide if the army need to invade or guard Gibraltar or Guernsey from the Pirate Bay.
Let’s be clear Jean-Claude Juncker, the one man in Europe with clearly a Napoleon complex! It’s time to whine down and take a beer. It is time to render the times of not-so much peace in Europe and wonder what the EU has lost. What powers the EU has taken in times of Peace and less hostility. What kind of powers the centralized Brussels decrees are burdening the towns and villages of Europe that you never will put your foot in Mr. Jean-Claude.
The Army you propose to counter foreign invaders is absurd and worrying. The EU Army will only be beneficiary for a un-elected aristocrats who will use it to silence criticism and the citizens who disobey the command of Brussels. It will not be a defence organization that can be sustainable to keep greater powers out. This army will only cause frictions and be a power that can be used in Neo-Colonial affairs for the former European Empires to control their former colonies. This will not be an army for peace; it will create more bloodshed in the names of spoiled rich EU observers and their elites. Is that what you want Jean-Claude?
Your EU Army will not be a tool for peace, but for rivers of blood, for loss of lives and loved ones. For the concern of foreign dignitaries and their allies; this create a hatched hiccup of world order and the destination unknown as the EU Parliament who will obey the command of their leaders will send their citizens to wars for resources at one point or another as recessions and market-crash’s happen once in-while. It is just a matter of time before a legit war intervention becomes an excuse to export needed minerals to Europe. That is what the Army will be for right, Jean-Claude?
You should first implement the Federalism fully before pledging the idea and dream of multi-national army those bounds of future conquests and current problems as they want to have fortified walls and gates of Europe. If the EU Commissioners start to think of the EU as Rome Empire than he has also lost the plot as the twist and turns of the vague Union; if he wants the weak Union to grow stronger there needs more trust between Berlin, Prague and other capitals nota army to silence the ones who disobey. Does he want to be emperor… new royal lord of Europe instead of a possible statesmen; the greed of a man who forgot the principals and dynamic of Europe as he sits in the bureaucracies of Brussels. Peace.
It comes this day and times when giant organizations, Multi-National Organization that are having the oversight of most of the European Nations under the Umbrella of European Union, where the elected men from each nation represent the values of each nation in the European Parliament. In this perspective the European Union and the European Parliament should be more open and more transparent. This they should think about, especially in a time where the Parties and People grow tired of the arrogance of Brussels and the bureaucracy made in the Belgian capital.
So when the news coming out that the Members of the European Parliament (MEP) doesn’t have the guts or heart to put it into paperwork to show the citizens through the media their benefits for representing the Member States. MEP is lucky to be there and represent the nations of the Union. They should be giddy for the accessibility for representing people and with the low turnout to the elections the marginal rate of the population caring about their seats. They should honour that minority even more. Instead they are showing arrogance. They are showing blistering ignorance for justice and accountability. Why should all the citizens pay taxes and show their income to the states. As they can be searched for online by all citizens, but the ones representing them in the European Parliament cannot show their salaries and benefits? Seriously are you that high on the pedestal that you cannot absorb the injustice by keeping that at bay?
You MEP are a public servant if you represent the Pirate Party, UKIP or any kind of Green Party who has seats in the Parliament. All of you represent the European citizens and their member states. You are there on behest of the European People and the Member State you come from. You are not of noble blood or royal family. You are elected by the people in rigid ballot election in your home country.
If the MEPs we serious about representing their citizens they would have no trouble disclosing this information as the citizens are the ones that in the end are paying their salaries through the taxes. MEPs are not above the citizens they are there on the behalf of them. Still, when they get defensive and take it court for something that should be natural for them to do!
The MEPs has to respect the people as they are in the hands of the people. They are not there for the EU Commission or EU Parliament President; they are there for the German, Dutch, Spaniards, Portuguese, and Italian etc. The Citizens have the right to know their bills and their pay for representing them.
If the MEPs wants to be representing them than it is time to show them what they think their worth and how much the citizens of Europe has to raise to keep the upkeep of the European Parliament. The arrogance and ignorance of their duty has to stop. If they want to be taken serious and justify their role in Europe and decide to make changes in the best interest of the continent; not like now when it seem it is more a personal pride to get there and stay there than actually work for the greater good. If so can please the EU Commission just whine down the Parliament and only the Consilium or the European Council that has the Head of State from the Member States who could just make all decisions instead of the Representatives in the unaccountable and not trustworthy Parliament in Brussels; is that what the MEPs trying to do or want us to believe?
If so, good riddance we will not miss you and your accountability, as you cannot even open up about how much we facilitate for your time sitting in Belgium for all of Europe. Is that so much trouble are you so much compensated that you are worried about the backlash that you will look like a greedy Scrooge instead of a Public Servants as you are expected to be? Is the plane tickets and paid allowances together with the salaries too big to defend?
If so than you should fix that as you have the legal and opportunity to take back the high pay and allowances as you are the one behind the legal framework and representatives. That is if you have heart and not just greed to compensate with fortunes for working for the commons.
MEPs you are disgusting if you think you can eat taxpayer’s money without accountability. You are like dictators and authoritarian leaders who disrespect their commoners while you are the ruling regime on the hill and let everybody in slopes; the ones who gets the shade and rainwater has to pay for the MEPs for their luxury. MEPs are in service for the ones in slopes of the hill, even if they run everything from the top of it. They could not have the Parliament if it weren’t for citizens. MEPs should humbly beg for forgiveness and be accountable. With taking this to court you are officially a disgrace to democracy and to the people of Europe.
Members of European Parliament shouldn’t fear showing their expenses, they secretariat and whatever else they can bill on the taxpayer’s. MEPs show disrespect and doesn’t deserve the honour of being honourable when they cannot even show how much money the use. The Euros they use to facilitate their days in Brussels. MEPs shouldn’t act like Kings and Queens; they are ordinary men and woman elected to represent citizens not Lords and Royals of old!
Time to be accountable and transparent; you can’t be that than you shouldn’t represent anyone else than yourself. Peace.
This here is the outtakes of a report that we’re released now recently showing the wished aspects of the EEA Grants who are most donations from the Norwegian state. The Norwegian State has had through the EEA and EFTA had a company called COWI too look through the donor-funding and the interviewing of the ones getting the allocated funds.
With this in mind are surely other who have been commenting on the matter as the Report dropped in June 2016, I just got it today. So is it right? This is my take on it and here are the quotes that are significant to me and the process and overlook of the use of funds.
How much money at stake:
“The allocation of funds is channelled through 150 programmes within 32 programme areas in 16 beneficiary countries. For the period 2009-14, approximately 1.8 billion EUR were set aside under the grants. During the same period, the Norway Grants supported 61 programmes in the 13 EU Member States that joined in 2004, 2007 and 20133 respectively, and the EEA Grants supported 86 programmes in those countries as well as in Greece, Spain and Portugal. The allocation of funds to the countries is based on population size and GDP per capita” (EFTA, P:17, 2016).
“The aim of the mid-term evaluation is to assess to what extent and in which way the EEA/Norway Grants contribute to strengthening bilateral relations between donor and beneficiary states” (EFTA, P:18, 2016).
The Norwegian OAG report in 2013:
“The OAG found that bilateral efforts were not sufficiently planned and communicated at the starting phase of the 2009-14 funding period and that e.g. the key guidance documents were finalised too late” (…) “The audit expects that bilateral relations in the 2009-14 funding period will be better safeguarded than during the previous period given the fact that the current 23 Norwegian DPPs have entered into donor programme partnerships with programme operators in the beneficiary states” (EFTA, P:34-35, 2016).
Joint Research Projects:
“Possibly due to the fact that in the research field, international funding is available for joint research projects from for example the large EU programmes Horizon, etc. This kind of funding is not available to other sectors. The benefits in terms of developing international and EU networks and learning about international initiatives in research are very clear. The EEA and Norway Grants support these processes by being an important contributor and often facilitating a first international cooperation for both parties. However, the evaluation also shows that such networks and cooperation cannot always continue after the expiration of the external funding” (EFTA, P:49, 2016).
Implementation of Norway Grants:
“A number of countries have decided to use the same system for implementation of the EEA and Norway Grants as they use for the EU structural funds. Programme and project stakeholders find that the structural funds system is too bureaucratic and that the financial rules are too cumbersome. The national system for implementation of structural funds and related procedures may not be very relevant to a partner/bilateral relation focused programme, especially when this programme includes a donor project partner, who has a hard time complying with the checks and balances of EU Member State structural fund programmes. Programmes in the Research and Scholarship sector regret the decision not to use ERASMUS+ procedures” (EFTA, P:56, 2016).
Allocation to the projects:
“99.3% of the total funds have been allocated to the five focus countries, and 42.9% of total programme funds have been incurred to date. The share of incurred funds varies across the five countries from 35.6% in Romania to 56.4% in Estonia” (EFTA, P: 63, 2016).
One Slovakian project – Project title: Pro Monumenta:
” The project entitled Pro Monumenta is a cooperation between Pamiatkový úrad SR (The Monuments Board of the Slovak Republic), who is the project controller and Riksantikvaren (The Norwegian Directorate for Cultural Heritage under the Ministry of Environment). The two institutions first established contact back in 2010 based on a Slovak initiative financed by the Ministry of Culture” (…) “The project was implemented from 1 January 2014 and was scheduled to terminate on 30 March 2016. The main goal of Pro Monumenta in Slovakia is to establish and equip three mobile teams with the capacity to identify and repair easy-to-mend defects at historic monuments, which have led or may lead to deterioration (including basic roof repairs, repairs to chimneys, rainwater drains, fixing of lightning conductors). Major damage identified in the project is documented in a monument technical report, which is stored electronically in a common database” (…) “In this case, the Norwegian partner mainly learns from Slovak experiences and approaches to the implementation of such activities. However, the Norwegian partner also supports the project through its human and technical expertise, such as through an expert from Nasjonele Fervardung, who is expected to arrive to Slovakia to conduct workshops for team members on monument conservation and repairs within a given area” (…) “The project is a clear example of the great contextual and bilateral potential of the programme, if properly implemented. According to the assessment by the project coordinators the project impacts are visible both in Slovakia and Norway (establishment of the formal programmes in the project area) and as Mr. Reznik summarized: “The project significantly improved bilateral co-operation between Norwegian and Slovak experts in the area – especially because it focused on an area of the common interest” (EFTA, P: 67, 2016).
How it is in Latvia and Estonia:
“One explanation for this may be found in Latvia, where some stakeholders indicated that since the bilateral objective is included in the MoU, cooperation is therefore embedded at programme level in most programmes. Since most programmes, particularly in Latvia and Estonia, also have a DPP, the programmes automatically focus on the bilateral relations. This may indicate a tendency for the bilateral aspect to become somewhat formalistic, along the lines of ‘we have a DPP therefore our programme adheres to the bilateral objective’, rather than it being a matter of content and mutual results” (…) “In Estonia, for instance, one indicator has been used in half of the programmes, namely the mandatory indicator “Number of project partnership agreements in the beneficiary public sector”. In more than 30% of the Estonian programmes, no indicator has been used, including the two other mandatory indicators “Number of project partnership agreements in beneficiary civil society” and “…in the beneficiary private sector”. These two indicators have both been used in only 10% of the programmes in 2016. Most programmes are required to make use of at least one of the three obligatory indicators, yet if adding together the top three lines of Table 5-6 for each country, it can be seen that some shares do not sum to 100%. This may be explained by the fact that there are programmes that do not require partnerships, and in some programmes it has not been possible to find relevant partners” (EFTA, P: 69-70, 2016).
“The overall conclusion on the efficiency of EEA and Norway Grants is that a number of dedicated tools to develop bilateral relations at programme and project level have been introduced. Most of these tools directly support the work of the programmes and projects towards developing bilateral partnership relations, shared results, knowledge and understanding and wider effects. DPPs, bilateral funds and donor project partners all support this goal. The main issue for DPPs and donor project partners is securing the availability of a sufficient number of partners to meet the demand. The main hindering factor identified across the programmes and projects is the administrative procedures (complicated, slow and time consuming) in the beneficiary countries and the fact that the systems used by the beneficiary states are very different systems. Another significant factor identified is the time frame of projects, which due to a late start-up of programmes, can have a very short implementation period” (EFTA, P: 117, 2016).
Clarify the reporting of the projects:
“It is recommended that more instruction be given on the expected contents of reporting on the bilateral objective to avoid the current wide variations in reporting practice and style and the non-informative focus on bilateral activities. It is also recommended that the programme reports include the bilateral indicators selected for the programme. It is suggested that the example of one of the focus countries (Estonia) is adopted. In Estonia, the bilateral indicators are annexed to the report, complete with a justification/explanation of why they were chosen” (EFTA, P: 121, 2016).
Recommendation for bilateral projects:
“It is recommended that focus be directed towards the predefined projects under the bilateral national funds. As mentioned above, the predefined projects provide an interesting opportunity for strategic level cooperation. It is unclear whether the calls” at national level for smaller cooperation projects provide added value. Therefore, it is recommended that such calls be differentiated, either in terms of topic or timing, from the bilateral funds at programme level in order to for them to serve a real function (demand/meet a need)” (EFTA P: 121-122, 2016).
Recommendation for bilateral projects II:
“It is also recommended to standardise implementation systems and rules so that every programme does not have to ‘reinvent the wheel’ (and spend a lot of time doing this). Especially DPPs working on the same programme type in several beneficiary countries could benefit from similar/aligned rules of implementation” (EFTA, P: 122, 2016).
Recommendation for bilateral projects III:
“Particularly, data relevant to monitoring and assessment of the bilateral objective (results) are difficult to extract from some of the reports. Hence, the evaluator recommends that reporting requirements be standardised and clearly communicated to all relevant stakeholders (i.e. what content is required under which headings)” (EFTA, P: 122, 2016).
This here proves that actually the monies that going to the Projects are well-used, but those estimates are issued and checked in the same ways, not specifically different between the Educational or other more industrial collaboration between the Donor-Nations and the representatives.
The COWI report are clear on the levels of ability to use the funds, but have questions of finding clear partners for the projects as the allocation of funds is not an issue. That is mostly put on the spot and paid to the partner program either by the direct from Norwegian grants or by the EEA grants that are fuelled by most of the Norwegian donations. Therefore the monies to the nations and projects are arriving.
The indication of the efficiencies and the learning of the projects are different from what type of Norwegian organization is behind the collaborate effort, as much as the donor nation and the projects are proof of the development and goals of the projects that are funded this way. So they are properly examined and not like with this report they are settled with the same systems and with no consideration of the extent or the actual field they we’re prospecting. So the numbers and the proof of results are questionable. Even if the funds are used and the certain results are visible in certain cultural and historical aspects; we can still question the validity of the results be one-fits all like socks when we talking learning-projects, refurbishing old artefacts and even bilateral corporation one set subject.
The indication of that each separate project under the funding have been using lot of time to find ways of implementing the collaborative effort and finding Norwegian partners for the projects funding through the grants; also how they are supposed to work to fulfil the degrees of plans that have to be there to be able to get funding through the EEA and Norwegian Grants. Also the question under how the outsider COWI struggled with understanding and getting the capacity to see the value of some of the results in some reports from the projects as they we’re all written in different ways and different lengths. Show’s the capacity of streamlining the production of reports and the evaluation of the funding through the bilateral projects as the methods of explaining is and can be hard get the data that is needed to tell the story of the projects. Therefore the methods of reporting need to change and maybe even be in one standard, so the EEA, the bilateral partners and the donors can show their success and value for money. Something that the citizens for both the organizations getting the funds and also the donors who needs to prove that the money is not wasted abroad… something that is key reason for the report to show the progress of the grants in the first place. This had to be done, especially because of the race between the pro-Israel and pro-Palestinians and how they try to rule the media and also the public opinion. I have not intended to bend you into either direction. Who? Where? What? Nah, I won’t answer that. The thing I will do is instead look into how biased we can be, and also little insight we sometimes have. In the end I will just ask a simple question. Does that sounds feasible in our day and age? If not, well, still have a blessed journey through my very simple piece.
We live in a time and day where wars are happening. There are certain rules to the proceedings right? Still, when we discuss them we still take sides. Hiram Johnson senator in US from 1917-1945, he said: “Truth,’ it has been said, ‘is the first casualty of war” (…) “Among the calamities of war may be jointly numbered the diminution of the love of truth, by the falsehoods which interest dictates and credulity encourages” (WikiQuote, 2014).
Even Protagoras said: “there two sides to every story, and one truth. Tell the story, and get out of the way; let the reader figure it out” (Cousineau, 2010).
Now I won’t go to ethical or historical down. Because then my thoughts we’ll be gone in the wind. Like tiny little leafs that being caught with the rush of the wind.
I am writing this because in my own country there is hard headed discussion about the innocence and righteous war for either Israel or the Palestinians on the Gaza stip. They are both going at it like every drunken uncle at the barbeque. Both blaming each other just like they are doing on the stip. Sending grenades from neighbor to neighbor and it never ends.
Why I am saying this like that, because the bickering and discussing over the matter, like you doesn’t give the cause anything, neither to you nor the other guy who disagree. We know that both side of the story. It’s hard from a far even in our day and age to know who is actually accurate. We trust in this media, sometimes government controlled as such. Which even has some reporters that can be biased. Let me get serious! We are all a bit biased. Like I am biased on the matter of which leader in Uganda I respect the most – not Yoweri K. Museveni but Dr. Kizza Besigye. So when people are saying directly all the time and addressing each other, they seem like their forgetting this.
Especially when we know that the truths are the first to die in a war. Therefore the story that is going to be told shouldn’t have the issues of falsehood in them, but still they might not be the whole picture. The whole picture isn’t clear until the weapons have been put into a storage unit and the sad loss on each side is counted. Like Protagoras said: there are two sides to every story. That is because there is to side’s view to what they saw and felt occurred during the events.
Zdenek Urbánek said in the 1970s Checkoslovakia: “In one respect, we are more fortunate than you in the west. We believe nothing of what we read in the newspapers and watch on television, nothing of the official truth. Unlike you, we have learned to read between the lines, because real truth is always subversive” (Pilger, 2006). This was in the 1970s Iron Curtain and when the Soviet was under the rule of Stalin and staying strong. We can just live into the words that he is saying. Can we imagine it or will it all ends into an Orwellian nightmare?
What I am not saying is that we should be bleak about the factors and the injustice that is happening worldwide. It’s natural to react to people losing their lives and people living under circumstances way beyond what we should wish for our worst enemy. More of what I am asking for both parties in a discussion, as viral as the discussions between pro-Israel or pro-Palestine. Act real please! You both can’t have all the information and the whole facts on the situation on the ground. The last piece of the history we got is from the last strongest part, which took the core measurement and got on top.
The, Who? Where? What? We all live in different places all around the world. We have had different teachers, different parents, different childhoods, eaten all kind of foods, drinking local kind of drinks, being a part of some faith, political views, this all will be a part of margins of error in our judgment on recent events. Wouldn’t we hear a different view on Russian annexation from a Slovakian then a brother from Greece? Wouldn’t the thoughts on Ukraine be different seen by a brother in Sierra Leone versus Chinese? It might be the same even, but if the context and our luggage in our mind and our conscious should have any indication, then it should at least differ a bit.
The stories from direct line might be tainted as much as the outsiders discussing it. They have deal with losses, with victories and also being in the fire day after day. We from afar can never feel that pain or loss. That’s another reason why we should be a bit careful to discuss the matter at hand.
Especially we all should know that when we pick and make cases, articles, blogs, we’re all usually picking certain links and quotes. Or copy/pasting certain sources and making a case on the matter. To put our view into the world and develop a understanding on the matter from the different places and writers, journalist and commentators, as I do often, I hope they have caught and asked the right questions to the ones close to the matter at hand. So the story will not only be shallow piece. But actually something that shade a little bit of light on the matter at hand. I know in my pieces that I am biased. If a writer says that they are neutral. Then their lying to you and most importantly; nobody can be non-biased. You can work towards that goal. It’s a nice mission, but kind of impossible. More impossible then a mix of Matrix, Mission Impossible and Crank movies into wild goose chase where none of the actors can’t see the forest for the trees.
So please when we discuss matter that are deep, conflicted and sometimes out of reach where our knowledge doesn’t stand to deep. Could we please take a few sips of brew, before we throw stones, then since we’re sitting and drinking the brew (we might start to actually have a conversation…).
