NRM failing on bills again, this time to New Vision!

There been sent a letter to the National Resistance Movement (NRM) from the New Vision Group. The NRM and the President paper, who usually write all the favorable propaganda for the NRM Regime. Therefore, that the New Vision sent a letter on the 13th June 2017, didn’t pay for its adverts in the Vision Group in 2010 and 2011. In 2010, the party haven’t paid the bill of 508,886,927 Uganda Shillings and in 2011, the bill is 406,578,614 Uganda Shillings. The total lacking funds are 915,465,541 Uganda Shillings. So the NRM are closely behind to 1 Million in debt to the Vision Group.

Just like another report from the same campaign in 2016:

Judgement on admission is hereby entered against the respondent (NRM) in the amount of Shs4.9b. The issue of cost of the application shall be determined by the suit” Mr. Opesen held yesterday” (…)”The money arouse of supply 60,000 T-shirts, one million scarves and 200,000 sleeveless shirts” (…)”Kampala Modernity Stationers and Printers sued the ruling party in 2013 for contribution of the said money to be paid to Dubai based firm, Bright Arrows Trading which supplies the ready-made garments” (…)”M/S Bright Arrows Trading have sued Kampala Modernity for breach of contract leading to third party proceedings compelling court to add NRM as party in the case” (Buule, 2016).

So the NRM Party and the NRM Campaign of 2011, clearly the NRM Campaign of 2011 was not run well. The NRM Organization clearly doesn’t respect the providers of the needed materials for their campaigns. This are old bills from the previous presidential election campaign.

You can wonder if they have stifled the men and woman making campaign material for 2015 and 2016. As they have done for 2010 and 2011, as if the providers want to come forward and leak it now? It would be natural to complain a year after for the missed tab created by the ruling regime and the ruling party. Seemingly, the funds from the NRM party are not sufficient, as even parts of 2016, the NRM wasn’t paying out salaries to their own staff.

The organization isn’t functioning or have good audits of their accounts, since they are not paying on time or being able to plan their actions and campaigns. That is why the old bills keeps pumping. This is just another one. There might be more skeletons in the closet, we just have to wonder if the NRM has paid the bus companies and the other one delivering services during the campaigns. Peace.

Dr. Tanga Odoi lacking salary is the proof of maladministration from the NRM regime

National Resistance Movement hasn’t apparently paid Dr. Tanga Odoi his salaries for the six months. That is half years pay that the ruling party hasn’t paid their internal Electoral Commission that we’re in charge of NRM Primary Election that we’re before the General Election in 2016.

There isn’t something right when the ruling regime, the ruling party run by the President isn’t doing the right thing. The ruling regime is keener on keeping their loyal investors and cronies as in the recent months they outspent monies and emptied the treasury chest of the State House. Still, they couldn’t cough of funds for the NRM Organization. The NRM Central Executive Committee should focus their funds. They must have diversified the funds that we’re for the NRM House and the NRM fundraisers that we’re before the General Election this year.

The President knows that the party and organization needs him, therefore he can even let them starve, while the land-grabbing are happening in the districts far away like Amuru, while the Kampala based investors get to eat from the government plate.

We would think the Musevenist would be paid by the grand man himself. Instead the NRM-O and NRM-EC is left in the sticks without the needed funds to even pay salaries. This isn’t new as the civil servants can walk for months without pay. That is the way monies are allocated in Uganda, where people can walk and work for months without pay and still strive.

Dr. Tanga Odoi complained during the campaign on his salaries and had a brawl with Secretary General Justine Kasule Lumumba, which has gone into hiding after the President we’re sworn in. She has hid under a rock or fiercely becoming silent because of her brash attitude and irrational rhetoric that isn’t fitting in any society.

The NRM Party has lost their marbles, they have forgotten their own as they need a loyal party line to continue to work for the tyrant who detains and orders killings of his own, where he put the blame on the victims. That is Kasese for you, while that is happening Makerere, teachers and now Party Organizations are walking unpaid.

Tanga Odoi is just a crown example of the maladministration and mismanagement. National Resistance Movement who is the ruling regime and sponge of the state funds. The state funds must be misused or mismanaged as the allocations cannot make sense. We can understand with the recent history of mismanagement can be proven with the suspension of funds to Uganda National Roads Authority (UNRA). That couldn’t be the only part of government that could have gotten the same treatment if the International Community had looked deeply into the procedure and waste of state funds.

The NRM Party own model of payment is out of control and the reason is that the President doesn’t even care for his own, other than the ones that are corrupting him and securing his existence. Who is really eating right now could be a mystery, as the closest elite an the NRM-O should be taken care of together with the army and police who are making sure the illegitimate regime alive. “The NRM Electoral Commission has distanced itself from the ridicule surrounding nine NRM members who were thrown out of parliament by the courts of law over academic documents. The ruling party argues that all verification of academic papers was done by UNEB and National Council for Higher Education.. The NRM EC boss Tanga Odoi is now threatening to take legal action against the two academic bodies should more MPs lose their seats due to academic credentials” (NBS TV Uganda, 2016).

“It has emerged that chairman of the National Resistance Movement party President Yoweri Museveni is not happy with the way his party members are losing election petitions. So far 11 NRM MPS have lost election petitions in court, though they have won 27 out the 38 cases that the courts have already dealt with. This development has resulted in the party secretariat returning to the drawing board to determine if and where the party erred in managing its candidates” (NTV Uganda, 2016).

 

Opinion: Demoted MPs in the 10th Parliament are a sign of the fraudulent election

The cards game of the 10th Parliament has started in the recent days, not only with the vetting of the Members of Parliament, but also the grievances of the regions not represented in Pax Musevenica 7th Term Cabinet of 2016-2021. So with that in mind there are rulings and changes, which are small, but important, as they set the precedence for the loyalty to the ballots and the election that we’re held. We knew it was rigged and was a sham, so that a few MPs getting kicked out for the Qualifications are nonsense, as they are handpicked men by Dr. Tanga Odoi or by the NRM Regime, National Resistance Movement we’re picking new loyal men and loyal to the brown envelopes of President Museveni, those who thinks differently have lost the plot.

We have already gotten Busiro South MP, Peter Ssematimba and Lugazi Municipality MP, Isaac Mulindwa Ssozi, Vincent Woboya, Budadiri East MP, Lucy Aciro Otim, Aruu North, Pader MP, Lillian Nakate Ssegujja, Luweero Woman MP; they are disqualified in Court on their Academic Qualifications oron Electoral Malpractice before becoming Members of Parliament (MPs) in the 10th Parliament. This is just a few of the MPs that have been kicked out of Parliament after trouble in court recently!

There are total of 40 MPs who are questions in Court over their standing after the General Election of 2016. This is 40 MPs out of over 458. Still a massive amount as the FDC has only about 30+ MPs in the Parliament and not really having a voice in the Parliament at all. The NRM have the majority and creative control and legislative balance of the house. So with the fall of up to 20 MPs sets also the standard of internal NRM Party and NRM Electoral Commission that couldn’t even have the structure to validate own candidates before the vetting in the 10th Parliament. That is an embarrassing view and proves yet again the stagnate truth, that they are handpicked from “above” and not “elected”. Therefore the vicious handouts get now slapped by the court-cases that cannot kiss the ass of the President and his loyal vision.

So that some of the 40 MPs from the NRM fall short is not surprising, but another proof of the sham that occurred in February and the Eng. Dr. Badru Kiggundu shady hands into the coffers for tripling his pay right before the polls.

If you think it is bad, then look at this:

During a Caucus meeting of NRM MPs at State House on Friday, Government Chief Whip Ruth Nankabirwa told the President that the party may lose seats in the 10th Parliament if he does not come to the financial rescue of those battling petitions in courts. Yoweri Museveni subsequently directed the party secretary general, Ms Justine Kasule Lumumba, to compile a list of NRM MPs with petitions in court and compile a budget of the financial requirements. More than 40 NRM MPs are defending their seats in court”.

With all of this in mind, the NRM have to cough of more money, as they already misused state funds and empty all of the safes on both Entebbe and Nakasero Statehouses during the Campaign Trail between 2015 to the 2016. The General Election have already been costly as the Police Force have already spent over budget with feeding and fuel for driving Besigye back and forth from Kasangati in Wakiso to Naggalama Police Station in Mukono.

So the National Resistance Movement continues to sparkle in glory of theirs, in the basking vision of Museveni and his cadres, which they all are. So with that in mind, they are all begging for his help to fund the court cases, as much as the ones who lost the NRM Primaries asked for help to cover the campaign and local pledges in October of 2015. The Money issues always come back when it comes to NRM. The same is with the NRM MPs who are in court defending their Electoral Malpractices and Academic Qualification, and if they lose it in court, they have not only been vetted to early, but also proved the ‘stealing of an election’. It’s the thieves theme with another rap on the flip-side.

They wouldn’t not lose their position and seats if they we’re really elected and had the followed the guidelines to become Members of Parliament, as some are taken to court on bribing voters, others that they haven’t real school-papers or Academic Qualifications as they are forged documents claiming their status of education. So to be undressed and kicked out of parliament because you never went to Makerere, Kyambogo or any other higher education… lied and came with documents that weren’t verified from institutions who are concern with the Academic merits.

That together with the ones that have clear evidence of electoral frauds and malpractice as bribing voters and also bribing Electoral Commission officers; that secures the place in the Parliament, instead of the men and woman who went into a fair game, and used other practices to fix themselves inside the legislators chambers instead of men and woman who actually had the right and the vote of the people in the county and district.

So with the knowledge of all of the malpractices of the General Election 2016, for every MP that are kicked out of Parliament through a legal process where they cannot defend their title and place, proves the systemic malpractices that I and other have said it we’re. For 40 MPs to be challenged and with already dozen backhanded and lost their place, proves the validity of the claim of a fraudulent election. If it was justified… and if it was a free and fair election, it wouldn’t be that many, in my calculation about 9% of the whole Parliament. That is big reach to have that many questionable MPs in one election alone. Together with the knowledge that certain candidates we’re unopposed in their constituency like Hon. Sam Kuteesa for instance. That should really say something about the sham that occurred and should not be forgotten. Peace.    

Opinion: Who is really the “Empty Suit”? Who might it be the Empty Suit in the Ministry of Health Care or KCCA? As the recent unfolded operations of maladministration in the public view… henceforth somebody who is just nodding to the Executive for the brown envelope.

McNULTY: “West Baltimore is dying and you empty suits are running around to pin some politician’s pelt to the wall. Thought you was real police, brother” (The Wire Season 2, Episode 13).

There is in this day and age lots of appointed government officials, they work supposed to be diligent and with honour of the codes of their work, not work directly for the ones that appointed them. That cannot always be easy as the station and the position would not been opened or given to the person if the appointee didn’t give that extended hand or blessing for the job. When you have that situation you need a strong state and strict regulatory regime that counter the possible backhand and kickbacks to the ones that appointed them.

Why do I discuss this at this point? Because it is a vital part of our government regimes and is a question that can be asked in nearly all parts of the globe. As all jobs in the branches of government does not automatically goes to the most educated, relied on or the one person who has the most integrity in the position. Instead the man or woman who gets appointed is an “empty suit”.

What some of them might do?

“What typically saves the empty suit is the tenuous relation between what he or she does and any actual business results. This may be a function of the job he’s in: a staff post, with lots of power to nix others’ initiatives but no responsibility to make or sell anything. Or a pocket of avoirdupois in a still-too-fat corporate bureaucracy, the kind of position that causes underlings to scratch their heads and wonder, ”Gee, do we really need all these vice presidents?” Or the empty suit may have come up through a system that rotates fast- trackers through a new job every 18 months, even though the effects of his tenure don’t become evident for two to three years. He hardly had time to get any grounding in the work his people do, and he may have royally screwed up the few decisions he was compelled to make, but when the chickens come home to roost, he has flown. If somebody has the bad taste to try to assign responsibility, the suit can easily fuzz the matter over by suggesting that the blame rests with his successor or former subordinates” (Kiechel, 1989).

There certainly similar like the ones described in our time in every department, every corporation and every single institution we know of. This might be the Electoral Commission of Uganda and the Independent Electoral and Boundaries Commission of Kenya. As much as the regulatory chairs of the banking industry of Kenya must feel like empty suits these days as the confidence at that is low-key as well. The Chase Bank, The Imperial Bank and National Bank of Kenya have fallen from grace. The most likely selling of the Barclays Bank African Group might also make the fragile banking sector into more disarray as the leading regulators seems like the extra board-members instead of people who uses their position and chair with care and uses the mandate to make a difference and even square.

The situations are different when the appointed is not hired for their knowledge of their field, but the loyalty of the regime or government that is running in the country. The likes of Ministry of Health in Uganda for the moment where the hospitals are creaking and the machines are criss-crossing between life and death. Electricity and other cases of depleted. As the missing extra blood for surgery, the copy-medication and the loss of necessary equipment; that shows the lack of management and reasons for empty suits. The highest empty suit for the moment must be State Minister for Health Hon. Dr. Chris Baryomunsi who seems to be more concern with catching checks then doing his job at this point. This point comes with the correlation of Minster of Health Hon. Elioda Tumwesige and the State Minister for Primary Health Hon. Sarah Opendi Ochieng. One of the three must generate a valued pay-check and makes sure that the NMS delivers the Global Funded projects and the other government funded health care, but either Chris, Elioda or Sarah, one of them or more must be a hired “empty suit” as the three of them are put into ministerial position working for initially the same thing.

It is just like the same mess with the KCCA where you have KCCA Executive Director of Jennifer Musisi. You have Frank Tumbewaze who is both Minister of the Presidency and Kampala Affairs. Then you have the third person who got a mandate the Presidential Advisor for Kampala affairs Mr. Singh Katongole what he does is surely only him and the Executive of Uganda who knows, since his appointment in December 2015 his silence must mean a envelope and letting Hon. Tumbewaze and Hon. Musisi does what they like. To make it more hectic you have the actual people’s elected through the ballot who supposed to run the Kampala Capital City Lord Mayor Erias Lukwago. So you have hon. Musisi, Hon. Tumbewazi, Hon. Katongole and Lord Mayor Lukwago. All of them are supposed to central people in the running of administration and regulate the divisions of Kampala politically and create policies that builds and secure the functions of KCCA. That must be hectic one of these men and woman must be a empty suit. Unless Hon. Katongole who I haven’t heard a word from since appointment is an ear-to-the ground and talking or addressing letters directly to the Executive or Head of State as his role has still not been served. As the accountability of the NRM-Regime is not strong they prefer keeping people in the dark.  Hon. Tumbewaze seems more to be the ones who was appointed to turn opposition Lord Mayor on his knees and therefore also gotten a permanent Executive Director in Musisi to shut down the elected person. But the end-game is that one of them must be an “Empty Suit” as the basic needs cannot be that big, and one of them is catching the brown envelopes without doing anything.

There are certainly more empty suits in the system as I started with the appointed men who is not educated for the position, but are there for the loyalty not because of the office is needed or there for a general purpose. That is the same as extra board-members in a corporation who is hired to vote for the general consensus in the board, but not to generate profits in some sense. They are there because the Corporation and LLC need useful idiots to be paid to follow the remarks of the stakeholders and shareholders, not the common-sense of their position.

Appointment of Nat. Gov. Spokesmen Kenya

We can all question the value of these leaders and honourable men-or-woman in a representative or appointed position by the President for instance. The level of credible men and woman and the need for expertise in the government organisations, into the department and the civic care from the road-development to the health care facilities need men and woman who knows the trade. As long the men does what is needed for the President or for the Stakeholders. The ones that lose are the ordinary person, employee or civil servants as they will either work under them or have to pay them tax-money to keep them. As they have to be paid an envelope to be the empty-dress. The person who is an empty dress doesn’t become that for free. Somebody has to be charge to keep him there. Most likely it is me or you. We can just ask ourselves. Who of the appointed leaders in government is an empty suit? Who in the corporate world are the extras?

Lastly, why does the Minister Without Portfolio. Hon. Abraham Byandala gets away and is not questioned by the opposition or anybody else. Why is this man the free-man the invisible creature in the parliament that does not have scruples? This since this position is the epitome of a Empty Suit. He is a MINISTER, but does not have an OFFICE, Department or a MINISTRY to run. Hon. Byandala can do as he pleases and still get paid. You cannot check his ministry or running government portfolio as it is non-existence from the get-go. The Government Official without any oversight and anything to initial control or say in other words the official Minister of Nothing (MoN). Hon. Byandala is running the Ministry of Nothing. The Minister of Hot-Air and the checking the chapattis’ in parliament is fresh enough for Hon. Oulanyah’s taste.

Well, what do you think? Are the somebody you feels are an Empty suit? Somebody you question or wonder if really have anything more than pay-check from the Tax-Payers money, but does not use it’s office or even delivers anything. Then that person might be an empty suit who just nods the head to the Executive and the general leadership without exercising power or determine the future of the government institution, department or ministry. Even if the person is really doing anything in the boardroom or a needed voter for the stakeholders; if it is only the needed majority to follow procedure then the scheme need a check or reform.

There will certainly be more stories and the existence of similar men and woman who can be described as “Empty Suits” and be stooges needed by any administration and corporations as they viciously need structure to control the citizens and the policies without questions from the inner-circle. Even if that means not procurement of needed medicines, fuel, transformers or building bridges to easier access the missing Okor Bridge in Kumi District: “This project was intended to connect Nyero and Mukongoro sub-counties in Kumi district” (MoFED, March 2015). A bridge that does not exist or is built by now so the sub-counties is not yet connect because of the altered situation and have to run long roads around the area than crossing straight over the river. So a project like this says there some empty suits as in 2009 as company was hired to build the river, by December 2012 the works by the river had stopped. Even if the departments to UNRA gave reports of progress of the project was last monitored in 2014 and by 2016 there not been done more to build the bridge since the monopoly of the Chinese Contractor have stifled the progression and in the end wasted government funds into a building a bridge who does not exist. Just like the Ministry of Nothing Hon. Byandala.

While petty thieves get fined or detained; why doesn’t the international community or multi-national organization come with decent sanctions towards the Presidents who steals an election and in the end steals a Nation?

In our day and time there is a level of impunity and levels of carelessness that to an extent that revolutions and demonstrations are the only way out the deadlock that our leaders lead into it. The power-hungry and overstaying leaders who have no sense of fellow brethren and their woes as their cash-flow, castles, cars and estates grows piles upon piles up-to moon.

With that in mind you have these so-called elections that is more selected through in-party and electoral commission made-up for the ruling party and their President than for the people and the citizens to pick their leadership in the confidence of the polls. Even if the Election Day is there and the ballot-paper exists, there is still; the counting of the ballot and the rigging the result that matters. Especially when the higher courts and hollow chambers that are hand-picked men and woman that the President already trusts to deliver his verdict.

If a brother stole a can of fuel or took something at the supermarket and got caught. The World would proclaim and through fines and detaining be officially a crook or thief. Thieving on the higher level embezzling from banks and taking accounts of ordinary savers is called more economic mismanagement. The bank will get a fine and the CEO will be suspended, but the bankers will most likely get away since they are walking in the same clicks as the mayors, governors and Members of Parliament.

The Same mind is if you are a President or MPs and take the elections. If you are lucky then the international observers because of their affiliation with donor-countries or friendly powers of the regime; then the Observer Mission can be claiming fraudulent elections for free and fair with some malpractices and let it go. So politicians are not in the same league as the rest of us. If they are the right ones and ruling in the right area and have the right support from the international community. Then they can take a country, have an election and say they we’re elected free and fair.

Even if they create a sudden stability it will still be tension in the countries and certainly not a healthy peace. As the countries election is a sham and a fraud. The People know that and the citizens are not behind the Parliament and the President. Therefore the President knows this and hides behind the army and the Police. Those two are the keys to his long-staying in Power. Since they don’t need as big support as the public and their reforms for development; since the reforms and public transparency is not needed the President will not deliver that. So the central-leadership is more about delivering new equipment and salaries to the Police and the Army instead of citizens.

The Citizens are the ones that are stolen from and their voices are not being herd. The Police State and Militarized politics that are eating society and taking away the freedom and liberty that are expected to have legitimate power. Certainly the price of the stealing a Nation through the sham election should have created more fuzz and more sanctions. There should be an international reactions and not resume as everything is normal after a stolen election.

That Multi-National Organization and Bi-lateral unions between countries should make it harder for world leaders and Presidents to get away with the massive theft of taking a country. The certainty of if the leader can take an election, then the same leader can also take National Treasury and other funds as their own; make the national funds and budgets as private funds and embezzle national budgets to build own fortune instead of delivering citizens needed services of health care, infrastructure and schools.

The thieving of a nation should be questioned and should have certain reactions. Not walk like and react like you’re won the election and is a proud winner. Receiving congratulation letters and making plans for the swearing-in ceremony; also using a government funds on party celebrations while the decay of the institutions that the government is providing is falling apart. That is just wrong. That a man or woman who is illegitimate and uses the power would be more respect and not need the security organization to temper with the civil society or the opposition parties.

If the winner of the election was legitimate then the opposition would still create and question the ruling-party. Still the questions does not end with army taking over certain parts of the county, detaining leaders of the opposition or having most parts of the election decided in courts as the Members of Parliament squabble after a rigged election. The MPs shouldn’t need to settle the matter in courts as much as the Executive shouldn’t need to be questioned. The People should have given it and accepted it in accord with the ballots and the tally from the National Talley Centre. But when the Executive needs the Court and the MPs need it too; then you know something is up.

So why is it without reason, not really questioned or not really any sanctions against the men and woman who steals elections and rig them for their own benefit? While a man stealing a beer at the local supermarket get fined? There is a double standard as it is with bankers who through rigid laws and rigid malpractices of economic framework can get away with mismanage fortunes; while the man who empty the cash-register at the store on the corner get detained for up-to a year depending on the local laws. I am just questioning the reasoning for the well-meaning and fun-loving society we live in where the impunity and the world leaders are in cahoots to take power; while we the ordinary people see the arrangement and should question the demeanor and the reason behind why the national leaders and President with all their power. Can take the Power and get away with it, while we the other ones cannot do the same. That is not justice or rule of law. That is injustice and impunity. Then you shouldn’t ignore the call for defiance or resistance or demonstrations as the people should react to the open-door theft of their state, their government and their public will. Peace.
