Press Statement: UNMAS Media Advisory: Team of Explosive Detection Dogs arrives in South Sudan (27.05.2016)

JUBA, South Sudan, May 27, 2016The presence of explosive detection dogs (EDD) will be increased throughout the country and today, the United Nations Mine Action Service (UNMAS) South Sudan will receive 37 new EDDs. These dogs are valuable team members who work hard to protect vulnerable populations in South Sudan. The EDD regularly support United Nations Police (UNPOL) to conduct searches of protection of civilians sites, cargo and entry points, to detect prohibited or hazardous items, all of which are swiftly removed by UNPOL so that internally displaced people (IDP), and others under UNMISS protection, remain safe from harm. Currently UNMAS has six EDD teams which focus on entry point control and cargo searches in Juba. In 2015, 19,781 vehicles, 13,587 bags and 970 buildings were searched using these teams.
Upon arrival, the dogs will be transferred to temporary kennels in Gumbo, Juba, where they will be acclimatized and paired with their future handlers. Once the dogs are settled they will be paired with expert handlers who will complete additional training with the dogs, which is tailored specifically to South Sudan. While some of the dogs will remain in Juba, to work at the UN Thom Ping Base, UN House the POC sites and the UN airport, many will be transferred to Bentiu, Bor and Malakal.

It should be emphasized that the dogs are working animals and they have been specially trained to perform the roles they will undertake. They are safe and friendly animals and they have all be screened for illness and disease and provided with necessary vaccinations. The welfare of the dogs is of prime importance to UNMAS, as is the safety of the communities within which they will be working.

Who is this General Martin Kenyi? The one South Sudanese Rebel supposed to be behind the insurgence in Yumbe!

As the reports were of the killings and even abduction in Yumbe District recently, the Police and Army have been silence. I just saw one note and one name of the leader of the South Sudanese rebel and his group that seeming is based in Equatoria. I will look into how where and what. The Gen. Kenyi have done it before, even in December 2014, the same rebels went into Uganda and killed. So there is a history of these actions with this man.

In November 2014:

“”bushes and forest is only for Dinka and Nuer, Equatorians cannot manage the forests”.Kiir quotedly said (…)”Martin Kenyi had 50 houses in Juba and what we will do we will just confiscate all those houses and he will return back here” Salva Kiir on the rebellion of General Martin Kenyi!” (…)”Gen. Martin Kenyi is yet to declare himself, however, youth in various towns of Equatoria from Nimule, Maridi to Yei have not been in good terms with the SPLA-Juba forces”(Nyamilepedia, 28.11.2014).

In December 2014:

“General Martin Kenyi is urging all the patriotic elements in Juba and Equatoria in general to abandon the bloodthirsty regime of Salva Kiir and his cohorts from Warrap and Awiel and join the SPLM/SPLA, the forces of change and revolution” (SPLA/SPLM, 16.12.2014).

In July 2015 the United States Mission in Juba released a letter that proclaimed who the Sudan Government supports in the new South Sudanese state, as the resentment between Juba and Khartoum have lingered. Still the letter show that logistical help from the Government of Sudan. Here is the letter:

“Close sources to JJ Okot, confirmed by other higher sources in the Military elite, with insiders knowledge, revealed that a highly secretive meeting with its minutes classified, was conducted by the chief of general staff, Paul Malong, Defense Minister Koul Manyang Juuk, and the die hard kiir’s supporter J.J Akot, to ensure, General Martin Kenyi does not live and must be assassinated” (Nyamile, 08.01.2016).

In February 2016:

We equatorians have been suppressed and treated as second class citizens in our own country. Our land has been grabbed in our own eyes. Our women and daughters have been rapped in our present. Dictator Kiir himself got two teenage girls pregnant in Catholic church as good living example. Because of all these grievances, we have joined Dr. Riek Machar Teny-Dhurgon to unseat tyranny Dictator’s regime and replace it with Federal Republic of South Sudan whereby state will have its own autonomy. Twenty-one states, under federal system, are our number one choice to get rid of marginalization and live free in our own land. We will take back our land that they have illegally grabbed.” said Brig. General Martin Kenyi.

Gen. Martin Kenyi explained: “Now, I am General Martin Kenyi. I am from Equatoria. I am also part of that JMEC. I represent IO…..We have presented initially 83 cantonment sites. These 83 cantonment sites included cantonment areas in Equatoria and Bahr El Ghazal. When we came to Juba, in the process of our deliberation; these cantonment areas have been asked to be reduced. We have reduced our cantonment areas to 36. The government has 11 cantonment sites. The government does not have cantonment areas in Equatoria and Bahr El Ghazal- but we do. And this has never been challenged…” (Radio Tamazuj, 18.05.2016).

SPLA Reaction to the rebels recently:

“In their letter of complains directed to Salva Kiir and JMEC, a copy obtained by this news site, the group warned Kiir and his men of retaliatory attacks unless Kiir ends hostilities and unlawful arbitrary arrests which terrorizes the entire region of Magwi County, “we will not rest but shall protect our land and families in face of continued aggression directed towards our people” said the letter” (…)”This week the SPLA-Kiir invaded Dereto, a village near Moli Tokuro, and arrested several people including women, many of the arrested people allegedly have been tortured; one particular eye witness recounted the moment the soldiers arrived in the village at the time many of the villagers were still in their beds early morning. The soldiers demanded the villagers to produce the members of “the rebels of General Kenyi” who live in the area because the soldiers claimed they had heard gun sounds/shots in the previous evening” (…)”The invading soldiers accused Loku Tony John and many other young men who were rounded up from their homes in the early morning of being rebels. After they were tortured and thrown in an open pick-up truck they were driven to Moli Tokuro SPLA barracks, since then their relatives did not hear from them, apparently they were said to have been badly tortured and being kept in inhumane conditions” (…)”The group in its letter a copy seen by SSLN, urged the president not to put the interest of the cows first but to focus on uniting the people of South Sudan rather than engineering his tribal gangs to escalate more war base on ethnicity. “ Kiir must make up his mind if he wants peace let him pursue peace, if he still thirst for war he will get it the same measure as he would like to take the war to other people” read the letter partly” (…)”The group warned Kiir of escalating tension in what is known as relatively calm region of Magwi County. “If he pursue others, his men too shall be pursued, guaranteed”, “do unto others as you would like them to do unto you.” Added the letter” (May 14th 2016 – “Kiir Continues to Give orders to Arrest Civilians in Mwagi County Eastern Equatoria State).

“As things stand for now subsequently, there was a high level of preparation to surround and crash the SPLA-IO forces in Bahr El Ghazal and greater Equatoria. Kiir still believe the genuine popular uprising in the Bahr el Ghazal and Equatorian regions must be suppress and crash out by use of military as he and his tribal elders who want to rule South Sudan base on their Dinka belief of the born to rule” (…)”The government believe the rebel forces in these areas have different interests, thus in the mind of Kiir and his tribal Jieng Council of Elder these groups are not part of SPLA – IO rather choose to label them as road bandits or robbers whilst accepting the leaderships such as general Alfred Lado Gore, Martin Kenyi and Gen Dau Aturjong to take part in the TGoNU” (…)”It was confirmed that, as discussion is going on in the Parliament, the government had mapped the SPLA – IO forces in Bhar El Ghazal and Equatoria and continues to issue absolute rejection to recognize the two greater regions of Bahr El Ghazal and Equatoria as part of SPLA-IO” (…)”However, some of Kiir’s very own military generals from the two excluded regions expressed their dismay, they said the authoritarian regime led by Kiir is not ready to embrace its lips service slogan of “ one people, one nation,” “Since the government believe in its military power, the future of the negotiated peace is unpredictable, though nobody have appetite to fight senseless war again, but the people of this great nation have no choice than to liberation themselves from tyranny if reform is not given a priority” said the heavy weight generals who asked for their names not to be reveal as the matter is still on discussion” (May 23rd 2016 – “The Dinka Centric SPLM-Kiir, Rejected cantonment for the 3rd time for SPLM-IO Forces in Bhar El Ghazal and Equatorian Regions”).

Afterthought:

The general, who have been a part of the liberation struggle, is now a rebel against the SPLA/SPLM. So after my digging he have an issue with the Juba Government and such. Still, he has even in the past entered into Uganda with rebels and killed. Therefore that General Martin Kenyi is now a direct enemy of President Kiir, as he has not only confiscated his houses in Juba, but now wanting to get rid of him. So there will not be a an agreement between these two “the Way” it went with Dr. Riek Machar and his SPLM-IO.

The troops of SPLM-IO might have harbored the rebels of Gen. Kenyi, as there are some reports of, certainly Machar would have used any guns he could get. And would not be surprised if President Bashir really supervised with logistical help to Gen. Kenyi and his rebels; as Bashir wants to do what he can to weaken Juba and that government. So we are at point where Gen. Kenyi is not only problem for Juba, but can be for Kampala, as Kiir is friendly with Museveni and when they are friend and the borders are porous, than he and his rebels can easily cross from South Sudan to the Northern Uganda. Therefore the UPDF should either corporate with the SPLA, or ask to help if they want this rebel general. That with the knowledge that Gen. Kenyi has a grand standing with the population in the Equatorial State and in Bahr El Gahzal; so the government have to take a stand of how friendly they want to be amongst one of their big-men. A look into the Insurgents or assailants in the Yumbe District!

There are now reports of military deployment in Yumbe District as there are unknown gunmen, that even some of my intelligence even has names, which the Government does not want to go out with, I don’t know the reason for that, but there must be something with the history or the local knowledge either in South Sudan or in Northern Uganda.

First report:

Ugandan authorities have blamed unidentified group of gunmen they suspect to be South Sudanese for abducting 20 people in Yumbe district. Local authorities say the incident took place on Tuesday morning and have vowed to make the culprits “pay”” (National Courier, 20.05.2016).

Second Report:

The information about the origins of these well armed group is still mysterious but they are believed to be well organised. They recently attacked Kajokegi prison and released many inmates” (Jersey Saprise, 21.05.2016).

What other reports are saying:

“The correct one I think is 22 please one shot dead by names Kabangira Messach two escaped one by names Uriah Habibu. The armed group leader is Olima Majid with 4 Ak47 they 10 in number mixed with south Sudanese army heading to Bamure in Kajokeji county”.

There been also talk of abduction in Midigo, in the same area as the shooting and killings. But that I cannot verify.

According to Lt Andrew Kandiho, the District Internal Security Officer (DISO), joint operation with South Sudan operatives is on to ensure the abducted people are freed.

This report also:

“The abductions are linked to increased disturbance in parts of South Sudan closer to the Ugandan border, attacks that authorities blame on forces loyal to renegade SPLA general Peter Gatdet Yaka, who chairs the Provisional Political Committee (FDP) and Provisional Military Council (SSAF).“Rebels from South Sudan have dramatically escalated their attacks, abducting more than 200 people, including 54 children in the first two months of this year,” a security source said on condition of anonymity due to sensitivity of the matter” (Charles Mboowa, 20.05.2016).

Information from South Sudan on the action:

“The raid in Lewa village, a farmland in Kochi parish, happened at around 2am on Monday night, residents, local and security officials said. The whereabouts of the abductees remain unknown, but Yumbe District chairman Taban Yasiin said yesterday they were likely taken to South Sudan and a search was underway to find them. The gunmen earlier pillaged another village in Moyo District, snatching goats and grabbing food stuff, according to the District Internal Security Officer (DISO) , Lt Andrew Kandiho. “We are also working jointly with security operatives in South Sudan to ensure those people are returned,” Lt Kandiho said. Uganda, he said, has marshalled more troops at the porous frontier straddling Moyo- Kajo Keji County. Mr Yasiin said that they held an emergency security meeting on Wednesday, and have asked the central government to intervene.” (South Sudan News, 20.05.2016).

This story is not over, as the real reason behind it will come and the men who kidnapped and killed men in Yumbe District will be put for trial and hunted down by the two armies the SPLA and UPDF. As the locals are saying more details then the official records. There must be something truthful in the locals, as the Government want to silence the bad record, as the only thing that President Museveni could show after 30 years, was peace and safety, the rest had been squandered away… and the worst is the families of the ones taken away and the ones killed. Peace.

My honest letter to President Museveni – “It cannot be easy…” (06.05.2016)

Dear His Exellency President Yoweri Kaguta Museveni!

I know you are touchy now-a-days it can’t be that easy being you. You have your Army and Police Force enforced on the people you are supposed to represent. Mr. President you have hired French speaking soldiers to deploy safety before the swearing-in, while there is a court-order about suspending the planned Swearing-In. While the Forum for Democratic Change and other Opposition continues to hustle in your backyard. You can’t have that right, it is your playground.

What is worse is that the American and European Union is not kissing your hand and respecting you as they used too. They used to say you we’re the proud future of African Leaders, the fresh new blood. Back in the day in early 1990s the then American President Bill Clinton praised you as the “New Breed” of African Leadership. Since you we’re not the same as the lingering leaders like Mobutu Sese Seko of then Zaire (Now Democratic Republic of Congo).

It can’t be easy to be you, you had the potential and the opportunity to leave a legacy of hope and democratic progress, even if you really we’re not really for it. Because you wanted to control the processes through the Resistance Councils instead of the now District and Local Government Councils around the Ugandan Country; and all of them are not directly loyal too you and the party line you have created in the National Resistance Movement.

And now after the hectic elections and the tides are turning. The old-friends from the West isn’t supporting your cause and your actions. That hurts you as you are the old-man with the hand and the only one with a Vision to Lead the Ugandan Republic. As you have taken it from the British Enclave into the Less-Developed Country (LDC) it is today.

Then all the international pundits that comments on the internal activities of your government, the way you want to control all parts of the political map as you have paid of Jimmy Akena and the Uganda People’s Congress (UPC) and disfranchised the Democratic Party. While not able to play the Forum for Democratic Change as they have been steadfast and countered your moves. They make your life so hectic and distress at every move, as they are supposed to respect you authority just as Hon. Akena do!

You’re supposed to be an honourable statesman by now. Instead you’re a Political Piranha for the international community who are tarnishing your name and rule. They are supposed to respect that you uses the army to intimidate the citizens, the citizens who are supposed to be sensitised under your understanding. As much they want to give you money to develop the Crude-Oil drilling and Pipeline to the Tanga Port in Tanzania. The International Community is supposed to salute you for the industrial feet of taking the dinosaur-remains or even fossil-fuel to drive the vehicles that our cars use.

It can’t be easy for you, Mr. President your questioned and become tarnished by the international community; who back-in-the-day called you the future and the New Breed. Though the ones that praised are long gone or is busy trying to get their wife [Hillary Clinton] elected in the Democratic Party in United States.

It can’t be easy for you, Mr. President that they are slashing the limited monies for the peacekeeping operations in Somalia and Central African Republic while you send troops there and keeps Mogadishu and other parts C.A.R. under some kind of control. While the United States and the European Union, condemns your internal wrangles that is not territory or their jurisdiction.

It is time to see that you are not the new Breed as much as Butros Butros Gali of the United Nations does not have the same space for you as before. You have the audacity not only to house-arrest your opposition, but monitor and deny entrance to where they live. That means that your Police Force denies entry into where they live like today with Winnie Byanyima the wife Dr. Kizza Besigye was denied to go home. That is why it isn’t easy to be you.

That is big thing for you and your reputation yet again.

Not that it’s your first or last lie in the public. They come and go as it is not easy to rule and be honest, transparent and also responsible at the same time. As you have proven to the public and to the people from time to time; like you had no idea what happen in Rwanda and if the Rwanda Patriotic Army had any involvement around 1993-1994. Your armies had nothing to do in the end of first and second war in Democratic Republic of Congo. Even if you with pride after is said about yourself to be a kingmaker! You Mr. President is the Kingmaker who have made way for Paul Kagame, Laurent Kabila, Joseph Kabila and sometimes take your giant wings to support Pierre Nkurunziza, the same you did for Salva Kiir Mayardit as well.

So it is not easy to you nowadays as the Opposition have the support of International Community as you have lingered in power and taken the Ugandan People for granted. They expected something else of you. As you have yourself learned the lessons of Frantz Fanon who told that a leader couldn’t control the population, but only have true support if they are behind them; you couldn’t force them to support a leader, that wouldn’t work. But you know this you wrote about this in a thesis at the University of Dar-es-Salaam in Tanzania.

I am sure Mr. President that you never thought the world would come so quickly to door-step, that the words of your mouth would go further than Lira and Nairobi when talking to the press in Kampala or Mbarara. Instead now with this Social Media that you dislike with a passion, because you can’t control what people say and do. Something you prefer as you want to control and lead people, not make people lead you. As you Mr. President are the man-with-the-vision, not the man who has to listen. That is why you talk wild about the media and was so attacking on the Daily Nation and the NTV Uganda.

I say that Mr. President because of the actions of recent years proves that the opening of Multi-Party system was just to silence the International Community and keep them pumping up your national budget and to fill your coffers. We know that now and therefore condemn you.

Mr. President not easy to pull out of Somalia and the Central African Republic as the funds and the loyalty showed have been given your government useful foreign exchange, even if the funds from European Union and United States government have dwindled time as the Kenyan also taken parts of action as well and after President Moi been out of office, the continued relationship between U.S. and them have become better. Something you now and it makes your mind boggle on the farm.

Press Statement: Minister Dion welcomes formation of South Sudan’s transitional government (29.04.2016)

TORONTO, Canada, April 29, 2016 – The Honourable Stéphane Dion, Minister of Foreign Affairs, today issued the following statement:

“Canada welcomes the formation of South Sudan’s Transitional Government of National Unity under the leadership of President Salva Kiir and First Vice-President Riek Machar.

“This is an important step toward national reconciliation in South Sudan. We urge the government to make genuine efforts toward addressing the challenges the country faces.

“Most urgently, every possible step must be made by the national leadership to put an end to persistent conflict across the country and to give humanitarian agencies unfettered access to those in dire need of assistance.

“If South Sudan is to avoid returning to a cycle of violence and impunity, it is crucial for the government and the legislature to move quickly to establish the accountability institutions called for in the 2015 Agreement on the Resolution of the Conflict in the Republic of South Sudan.

“Canada is committed to assisting the Transitional Government of National Unity as it sets out a new path for South Sudan.”

Press Release: UN strongly condemns attack on Bentiu compound (28.04.2016)

JUBA, South Sudan, April 28, 2016The United Nations strongly condemns an attack that took place on 25 April against the compound of the United Nations Mission in South Sudan (UNMISS) in Bentiu, where a rocket propelled grenade landed inside the perimeter of the compound and partly damaged one of the containers located in the humanitarian hub.

Initial investigations indicate that the projectile, along with earlier small arms fire, was directly targeted at the UNMISS compound. The location of the UNMISS compound is well known and there were no known armed forces in the vicinity of the base at the time of the attack.

The United Nations takes this opportunity to remind all South Sudanese actors of the sanctity of UN staff, equipment and installations, including the Protection of Civilians sites and their residents.

This might be the reason for the delayed return of VP Dr. Riek Machar, as there reports of how the tension was created in Juba before President Kiir let him back into the Capital of South Sudan.

There here is certain report that was in sent in between the Kenyan Embassy in the South Sudan and their Ministry of Foreign Affairs. As the stories and taking time to get Dr. Riek Machar the leader of SPLM in Opposition instated again as Vice President of South Sudan. That took time and was speculation already, and the commentary was at the size of the guns and the amount of men that the SPLM-IO was allowed to enter the Capital. This here reports shed some lights into the tension of the capital before he returned and to what state of affairs.

That the Government we’re prepared and even decided to put up a military barrack besides an UN POC site proves the levels of tension in the country as the steps of movement before the returning of planned TGoNU or the Government of National Unity.

Information from insider memo in February:

That the President Salva Kiir decree of making 28 states in South Sudan is initially a move that violate the newly signed peace agreement.

The Formation of the TGoNU:

The Formation of the Transitional Government of National Unity will nominate 16 ministers, 10 SPLM-IO, two former detainees becoming ministers and also two minsters from other political parties. The Transitional National Legislative Assembly (TNLA) will have President Kiir decree that nominated 50 SPLM/A-IO to the TNLA, with this will expand the ARCSS to 400 MPs with the SPLM-IO getting 50 seats, and one seat of a former detainee and also 17 seats nominated from other Political Parties.

The Ceasefire Transitional Security Arrangement and Monitoring Mechanism (CTSAMM):

Have set up a centre in Juba as a Joint Operation Centre there with the South Sudanese National Police Service; but the level forces and demilitarization have slowed down the progress as the lack of resources to function.

 

This is reports from Ministry of Foreign Affairs of Kenya 15th April:

That the SPLM-IO had been travelling in civilian clothes into Juba and under UN protection sites located in Juba. SPLM-IO is believed to have 40,000 civilians/soldiers hiding at the UN POC sites with their weapons. These have prompted the Government to have a Military Base 300 meters away. They have also deployed artillery pieces and helicopter gunships around the Jebel Hill. This intended to be close to where the SPLM-IO is located.

As well as the Tiger Battalion from the Western Barh El Ghazal State transported in to Juba on the 10th April, which was 10,000 strong. This is something that SPLA have confirmed.

With tense situations before the re-entering of Riek Machar the Juba capital was reported that the Government army was walking in civilian around the town; either as change of the uniforms of the armed men; this in the style of Prison officers, Police Officers and Wildlife Officers. But they are all heavy armed.

These reports together with Public remark of SPLA Chief of General Gen. Paul Mahong, that he would never allow Dr. Riek Machar to become President of South Sudan and that if he provokes them again he would kill him. That was reported to worsen the tense situation in the capital in other parts of the country.

Afterthought:

As much as we can see the militarized politics is clear and the levels of tension create between the friction of President Kiir and VP Machar. These have to play with care especially if they are playing each other. This because South Sudan needs peace and need stability as the inflation is over 200% right now; the government need to be structured and save haven for rule of law. That is since the civil war between the leaders needs to rest and build the new country. Just as the country become a new member of the East African Community and have the ability to prosper if it gives itself peace and its citizen’s stability to build and regenerate the country. Peace.

Press Release: UN agencies concerned about limited funding to assist South Sudanese refugees in Sudan (25.04.2016)

NEW YORK, United States of America, April 25, 2016 –  The United Nations High Commissioner for Refugees (UNHCR), the United Nations Children’s Fund (UNICEF) and the United Nations World Food Programme (WFP) today expressed deep concern at funding shortfalls which could affect the assistance that is being provided to South Sudanese refugees in Sudan.

 “Our resources are being stretched at a time when needs are quickly growing,” said UNHCR’s Representative in Sudan, Mohammed Adar.  “Over 50,000 South Sudanese have crossed into Sudan since the beginning of 2016, surpassing the planning figure set for the entire year. Further shortfalls in funding will hamper our ability to continue providing assistance for the existing South Sudanese refugees in Sudan while also responding to the emergency needs of new arrivals.”  UNHCR humanitarian requirements for 2016 remain 18% funded, leaving over US$128 million in unmet needs.

The heads of UNICEF and WFP have voiced similar concerns about the limited resources available to respond to the basic needs of South Sudanese seeking refuge in Sudan, including access to clean water, shelter, emergency household supplies and adequate protection.  The situation is particularly worrisome as the agencies’ funding shortages coincide with a period of heightened food insecurity in part of South Sudan. This, in addition to the ongoing violence, is driving rapidly increasing numbers of South Sudanese into Sudan.

The UNICEF Sudan Representative, Geert Cappelaere, also warns that his organisation is running out of funding for the provision of critical support to more than 100,000 children from South Sudan in dire need of urgent humanitarian assistance. “With only 11% of the total humanitarian requirement funded so far in 2016 and an estimated US$105 million shortfall, UNICEF is gravely concerned it may have to cut back on crucial lifesaving water, sanitation, nutrition, health and protection assistance to those vulnerable children”, Cappelaere emphasised.

Echoing the concern of his UNICEF and UNHCR colleagues, WFP Representative and Country Director Adnan Khan said: “We are concerned that if we do not receive sufficient funding soon enough, we will not be able to respond to the needs of South Sudanese refugees who continue to flee their country to seek food and refuge.”

WFP is currently facing a 12-month funding shortfall of US$181 million of which US$19 million will be used to meet the needs of the South Sudanese refugees through its Protracted Relief and Recovery Operation.

UNICEF, UNHCR and WFP have banded together to appeal for additional funding that will be required to meet greater needs created by the rapidly increasing number of South Sudanese fleeing into Sudan.  

Conflict and food insecurity are forcing more and more South Sudanese to flee their country and cross into neighbouring countries.  A total of 678,000 South Sudanese refugees are now being hosted in the neighbouring countries with 221,000 in Sudan.
