
Uganda: Office of the President – Press Release concerning RDCs Fraternity (24.06.2018)



The newly created district Butebo district out of Pallisa district, where the boundaries was even contested in Parliament before the creation of it in November 2017. Therefore, the coming election for 28th June will be with National Resistance Movement MP Flag-bearer Samuel Keddi. You know the district is poor, when the district itself only have one car, this is owned by Butebo Sub-County District Councilor Gabriel Enyaru. That is why this By-Election is showing how unfavorable the wealth is shared in the Republic.
So, the NRM today came out with Press Release mocking the Opposition for not fielding a candidate, however, that is untrue. With the creation of the Butebo District. Forum for Democratic Change was ready to field their candidates in the district, by they were all disqualified by the Electoral Commission. This was preliminary precaution of the NRM. To secure a victory without any real contest. The biggest losers here is the residents of Butebo and Pallisa, who doesn’t have real competition for their voters for their new District Chairman and Woman MP.
The reason we know this is because: “there is an affidavit certified by URSB and in The Uganda Gazette clarifying on the issue of names but the Mr. Museveni has still insisted on disqualifying the FDC candidate by Monday 18th June 2018” (Harold Kaija, 15.06.2018).
That is why the NRM regime is securing the Butebo MP without really trying and fixing the results before it begins. The NRM is afraid of any real effort. The Bugiri By-Election is already heavy contested and is a worry, combined with the Jinja East, Kyadondo East and Rukungiri By-Elections. The NRM doesn’t want the Butebo District and Pallisa District to become another win for the Opposition. It has been insulting enough. That is why Museveni have ordered the EC to deliver the results on a silver plate. That is why they have also disqualified Pallisa Woman MP Candidate Achola Catherine Osupelem from the FDC.
Seems like Museveni gets his will, the FDC will not be allowed to run their Chairperson Flag-bearer Sam Khalwa against Keddi. That is weak-tea. When the NRM claims there was no opposition candidate for that role, when Khalwa was ready.
How stupid does the NRM think the people are?
They have disqualified the FDC candidates in the Butembo and Pallisa Districts. Therefore, the retribution from the public, should be defy the polls and not show up on 28th June 2018 in Butebo, as the NRM has fixed the result in their favor already! Both Woman MP and District Chairperson have been barred from the race. Peace.


For someone who has said everything and commented about everyone. You would think he would look into advice and policies before opening his mouth, alas that is not the case. President Yoweri Kaguta Museveni, addressed the Parliament like an open book and without any hesitation. None idea to stupid or to hard to achieve. There we’re no person whose place in the state couldn’t be addressed by him either. As his achievements and his works shouldn’t be shattered even. There is always root causes back to colonial times and because of the British. It is not him and his works behind no, no, that is lie in the eyes of Museveni.
He promised again CCTV Camera’s that is a promise that reappear every time some significant dies or assassinated. Because that is a costly budget post and eats of the bribes needed for the constant cronyism. A new one was the Fingerprinted ID Guns, that is a good idea, but with Forensic Laboratory, does the state has enough resources or even digital structure to pull it off?
He again promised registered number-plated helmets which is processed and in the registry. Who will actually do it and what it will cost. Who knows at this point, but some nut-job in the civil service will in the end crunch the numbers. Alas, the magical enterprise is also banning hoodies, and hoods from drivers of boda-boda and vehicles in general. Because you become a villain and a gangster for wearing one. Wonder if he will ban the burka’s and other head-wear like hats? Since the law should be equal, that everything covering the eyes should be illegal and when you cannot recognize the person. It is a no-go as the driver of the moving object.
As he continues the assault on boda-boda’s he wanted them to have specialized digital number-plates. So if the owner did something, they could easily find it in the registry. However, does this solve it if they tries to cover the plate or even take them off before the deed. Therefore, the exercise itself might futile, even some criminals might interchange number-plates so they can pin the crime on someone else. That is why the possible use of this is questionable at best. But having a registry for ownership of boda-boda is good in all sense and purpose of a state.
You know he really has thought through a new idea when he the name of the Canine Unit is being established to hunt for the criminals stealing produce like Coffee and Tea in the rural areas. This means a separate police unit with dogs will sniff after possible produce stolen from farmers. Instead of looking into the gangs or the ones trading-off the ill-gotten goods, they are looking into minor offenses with a new mighty barking unit. Such a Noble idea!
Therefore, listening to Museveni for advice at this point is hard. Because he has said and pledged the same sort of stuff before. Like the CCTV and the massive registration of anything considering Boda-Boda’s. Not thinking of the implications, neither of the cost or whose job it is book-keeping it. That always comes in the aftermath and is the Ministries problem. Not his problem.
Secondly he comes with the weird as topics of a Canine Unit for the Police Force to sniff out agricultural produce. Not having dogs to sniff out cocaine or illegal drugs. No, sniff after coffee and cash-crops in the villages and in rural areas. They will have killer and kick-ass dogs sniffing into oblivion.
There is never a dull day in the mind of Museveni. It cannot be and neither anything spotted in his mind, that is dumb. Because his solutions is always golden. He is like MIDAS. Everything turns to gold.

Today, the Parliament approved a Supplementary Schedule No. 3. for the Financial Year of 2017/2018, which is ending in eleven days or 30th June. That means the Parliament approved a new added funds to needed government expenditure and spending between 19th June to 30th June 2018. This means this funds that are approved are supposed to cover until the Financial Year of 2018/2019. That budget wasn’t approved long ago either. Therefore, it is hard to take this sort of business serious.
That the Parliament has accepted a third supplementary schedule for covering expenses until the next Financial Year. This was accepting 377bn shillings or $ 97m United States Dollars. If you shouldn’t question this, then you shouldn’t question anything the state does. Because this is really questionable activity.
How come the need of these amounts of money? Why wasn’t this covered on the Supplementary Schedule No. 2 for the Financial Year? Because if the Ministry of Defense and others who needs the added funds was serious. They would have covered this and made sure to have the funds. This is making the daily supplement 34 billion shillings for whatever purpose they professed. But it is fishy this late to add. Especially this big amount of money. Are they trying to cover the expenses for the recent by-elections?
It is hard to believe the necessity, unless they have trouble with the water at the State House. Needs more Presidential Handshakes and secure other private deals of the President. Because they need to cover 34 billion shillings each day. That should boggle your mind.
This is on top of the 1.3 trillion shillings that was put in the budget. Meaning the 1.3 billion shillings wasn’t enough. They we’re not able to plan the spend of defense in the FY 2017/18. Does that mean the recently established Budget for Financial Year of 2018/19 needs to billions too? Because the state didn’t have the capacity to plan or reconfigure the spending of other sectors?
This means the state needs the 1,677 billion shillings on the Defense in this Financial Year. That should also show how much of the state spends on this.
But I feel I am naive if these Number 3 funds getting used for food and other needed equipment for the military. Would be less shocked if it went to a By-Election or even bill collectors, that are knocking on the State House doors. Since they have been waiting for their invoice to be accepted and get a payout on the outstanding debt of the state towards them.
This here is just weird adding a supplementary funds just mere two weeks before the Financial Year end. That would be like adding more funds for Christmas Bonus just mere last Sunday before Christmas Eve. That is what they are doing. It is weird and cannot stop saying it. Peace.



We can just wonder, when this grows old, kinda like the 1986ing the issues, and saying he has solved issues ever since then. Therefore, he has the answers and no one else. They are just not listening to him and his ways. President Yoweri Kaguta Museveni have now written an analyzes of the losses of the recent losses in Rukingiri, Jinja-East and Kyadondo East. Three contested By-Election that the National Resistance Movement (NRM) has lost. In all of them, the NRM has used their machinery and the acts ruling party to get their candidate through. Even without achieving it. They haven’t had the plan or the message that could gain the ballots. They are tired of the regime and of the President. Who is all ruling on borrowed time, as he uses all times to put blame on others. Like he has done today in his statement on the By-Election. I will take on excuse after another. He says its the four mistakes, I would say it his four excuses for losing.
First Excuse:
“Leaders not linking with the economic interests of the Local people in a systematic way. The People need clear examples, in each area, of how they can get out of poverty by implementing our 4 acres plan model, or the different variations of it” (Yoweri Kaguta Museveni – ‘Full Statement: Museveni Analyses Parliamentary By-elections’ 16.06.2018).
It isn’t like he didn’t try, he came with bashing glory of all sort of gifts and funds for the youth, the NAADs and the SACCO’s. Therefore, the NRM did this and at the blessing of Museveni. It wouldn’t be that sort of rally without him. You should wonder if he should have explained the use of the motorcycles and the gifts to the business-groups better himself? Since he as the President is nearly there just for show-off and also PR Stunt to show the greatness of the NRM. As the gifts are pouring into the region, when the By-Election is going on.
Second Excuse:
“The lack of organisational linkages with the grass roots is the next problem. In the case of Rukungiri, in spite of some elements using crude sectarianism, the people could not be swayed. What, then, did the opposition do? Use manipulation taking advantage of the lack of linkages between the Local people and the NRM leadership that was directly managing the operation. One of the rumours they started was that the FDCs had been given money by the NRM. They said: “Itwe nitutuunga sente, Imwe muteera oburuuru mutaine ekimutungire”. This could be translated as: “for you, you vote for the NRM, while for us the NRM leaders give us money even when we vote against them!” With our fast communication with our mobile phones, this would have been detected by our grass-root groups and counter-acted with SMSs. After campaigning very successfully on the 28thand 29th of May, 2018, holding 9 big or very big rallies at the Sub-county levels except for Nyakagyeme, I did not follow up again and I shouldn’t have done so because there are people to do that. This excuse is because of how the party and the leadership of Museveni has been. Everything has to sanctioned and accepted from the State House. All and everyone who matters are decided from the State House. If there is anything happening, the orders has been from the State House and with the blessing of the State House. Therefore, the lack of grassroot organization is a systemic issue that Museveni himself has created. Because of his obsession with power, that is the reason for this. This is not the local leadership issue, the excuse is worthless at best. The President knows this and said it in the end. “I did not follow up”, that shows the initial problem with his leadership style and organizational focus, as he has to follow up and he has to guide, he has to delegate and control. That is the reality and he says it himself. Like he admits his excuse, but still blames the local leaders, when he himself didn’t follow up on it.
Third Excuse:
“The third mistake appears to be some of the NRM Leaders taking sides in the intra –NRM competitions. When, some weeks ago, I met the confused Catholic Priests, led by one Katsigaire, they were bitterly complaining about Major General Jim Muhwezi’s bias, or opposition to, Hon. Paula Turyahikayo and yet she was the Movement flag bearer. Apparently, Jim fought her in the primaries and, even after she won the primaries, the priests were alleging that the Jims promoted an Independent against her. When I met Leaders at Ntungamo, I criticized this. I had criticized this tendency in the past. When Hon. Janet K. Museveni developed interests in competing in Ruhaama, I first opposed the idea totally until the Local elders insisted” (Yoweri Kaguta Museveni – ‘Full Statement: Museveni Analyses Parliamentary By-elections’ 16.06.2018).
When Museveni says someone is confused politically, it is always, that they are not in accordance or within his camp. They are usually a problem or someone who is thinking freely outside the borderline crazy control freak of Museveni. That is why Katsigaire are getting called that and told-off like that. This is just standard by him and his excuses. That he defends his loyal cadre Muhwezi is natural and had to show loyalty to his wife Janet. Because both of them cannot do anything wrong. What the President wants is that he wants all of NRM to follow his favorable NRM Flag-Bearers and his candidates. So that the party continues on his line and his vision under him. No one else understands, if they oppose that. Then they are confused. That is why he is a borderline crazy control freak.
Fourth Excuse:
“Finally, the problem of lack of thorough preparation. Rukungiri has got 16sub-counties, 75 parishes and 280 polling stations. Surely, the NRM leaders should have had their agents per polling station to, first of all, verify the voters on the register. Are they the true voters known in the area? Secondly, ensuring that, through cheap means, you keep in touch with the 30 leaders per village, who also keep in contact, by word of mouth, with the NRM members in the village. Thirdly, when it comes to the voting day, we should have our own hard cover book where everybody that comes to vote will be recorded, so that we guard against votes stuffing” (Yoweri Kaguta Museveni – ‘Full Statement: Museveni Analyses Parliamentary By-elections’ 16.06.2018).
This here is just insulting and insinuating that the opposition are stuffing ballots and rigging. As the NRM has to prepare to secure the vote. It is like he doesn’t know what his party does and the fantastic levels of rigging the NRM are doing. That is why Pre-Ticked Ballots and marked ballots are common place in the police stations and with the NRM leaders in the elections. Therefore, writing like this is to shelter his own, when he certainly knows what the NRM leaders does. He even sends the army to intimidate and harass the locals to vote in his favor. He uses the police to detain and take away the polling agents of other parties. Uses all sorts of methods to intimidate the opposition. That is why the preparation excuse is just insulting our intelligence. It is like he says his democratic, when he really uses all tricks to get his way.
This is the short commentary to the nonsense of the day. It isn’t the last time Museveni will come with excuses. That is something he could do all day, he will complain even back to the enclave and the British arriving in Uganda. He expect the Ugandans to be like Tippu Tip who left everything for Stanley to explore the DRC. The same Museveni expects of his people, that they leave everything behind and follows his lead. President Yoweri Kaguta Museveni has professed that the Resident District Commanders are lazy and useless. Even so he has now reshuffled them again and have newly promoted and some switched. I will not look into all of them, but here is a few honourable mentions.
Salim Komakech has been posted in Kagadi District from 23 August 2016 until 13th June 2018, when he was moved to Apac District.
Hellen Pulkol goes from being the RDC in Moroto to be appointed in Abim District.
Alijong Modest goes from being the RDC in Nebbi to be appointed in Nakapiririt district.
Elijah Madoi goes from being the RDC in Namutumba to be appointed in Butaleja district.
Samuel Odong goes from Uganda National Youth Council and get appointed to become RDC of Kaberamaido
Moses Mugweri, the former deputy RDC of both Makindye Division in Kampala and Namayingo gets promoted into the role as RDC in Adjumani District.
James Musoke, he is the former NRM Flagbearer for the LC3 Elections in Bugiri, the now former Deputy RDC of Tororo have been appointed RDC in Kayunga District.
Former Musoke Kintu is appointed to be RDC of Sembabule District. He is a former Prime Minister until 1999. Therefore, he get’s appointed a local leadership role for his services to the President.
Journalist turned RDC, former Mitooma District Aharikundira Africano, have been reaffirmed as the RDC for Nakaseke District.
These are the ones I caught an eye for in the mix. Surely I missed someone special. If I did, please comment. Because it is always interesting to see, how the NRM Cronies are pushed around and re-appointed, now and then. Peace.

I don’t know where start or where to finish. As I am not a tool of propaganda and here to make the President look like super-star with a brilliant mind. Warning the media, banning Police Bond for Killers and all other spats of nonsense, which has nothing to do with the budget. It is just like he has defend himself. As President, he even attacked MPs and their attitude. They were ATMs to their voters, something he is and been called himself. He even recently tried to bribe his MP into position in Rukungiri. So that the President has short-term memory is evident.
You know he is in self-hostile territory, when one of the biggest donors and on of the biggest media owners Aga Khan gets a warning. Surely, the President cannot handle journalism and only care about praise. He cannot manage that people are looking into the growing debt. As this budget alone is 10 trillion back-pay of loans of the 32 trillions spent. While there is shortfall and growing deficit and the donor funds are still dwindling. Therefore, the need for loans to cover the shortfall is needed. So what the President is creating is a debt-trap. He can say he managed that since he used 27 guns, but different to blow former-leadership into oblivion and actually being able to repay your debt.
I am just awaiting the salute and the simple minded changes he is progressing into middle-income country, as the President is showing less intent of doing anything. He just talking about nothing and everything. Quoting the bible and acting holier than the pope, while warning everyone else. Not that it is securing anything. He will secure it all, as he is the man who has the answers. If this is getting boring, is that he has done this for 32 years and counting. And has not changed, other than his face and tenure of hair on his head.
It is like he doesn’t care and just say whatever that is on his mind. No one will fact-check or really check the relevance, because why mind. Its a deluded old man, who has been so long in power, that the ones going against are either in jail or possibly monitored by the sleeping police officers his been talking about. He is again blaming the mindset of Ugandans. Because there is never his fault. He has just been running the enclave and people gotten lazy, awaiting handouts. Not like he has delivered any of his pledges, built institutions or prosperous organizations for the citizens. That is just his lack of mindset and work ethic.
Therefore, there is no need to really dig deep into the speech. It is mere facade, a mere forged mirage of utter nonsense. A speech rampant of lies and warnings. If your a journalist or MP, you should feel offended. Because he expect to be praised, while your supposed to carry the nonsense from him.
The saddest part is that he takes no responsibility, that he has no accountability or no common sense. That this man just continuing to utter these words, like a word-salad of mockery of intelligence. While expecting that the spinning-machine of his party, his spokespersons and friendly media will make him look a giant. They will eat the crap out of it and make it look like gold, but its only fools gold. Not worth the bling its made off, better to buy a Rollex in Wandegeya, it will at least fill your tummy for a moment. Because the fools gold will be worthless and just ready for the bin.
President Museveni has no cards to play or nothing to say that changes the narrative. Only 1986ing the world and hoping he can get away with it. However, the debt trap should worry him. Nevertheless, it is the next generation that will pay-back it and he will be dead by then. Peace.

Trust me, under the National Resistance Movement (NRM) and with President Yoweri Kaguta Museveni. Nothing will be seen as foolish, nothing will seen as bonkers, every single possible way of securing the people will now appear. If that is registering all cars, lorries, tanks, motorcycles and bikes. Nothing will be left behind, even thongs will have special registry within the Ministry of Ethics and Integrity. We can just await that, all to stop the assassins from killing someone.
We can await that if the president is serious, there should be some CCTV put-up everywhere. They should be able to keep up with moving traffic, even help the metropolitan police to keep up with traffic violations. However, that will not happen. President Museveni has promised this in the past, but haven’t had the capacity.
The President did today say he would ban hoodies and such on motorcycle drivers, also get the drivers to have helmets, which is visible in the night and numbered. I don’t think the clue is in the hoodies, as much as it is in thongs. It is that someone will drive unregistered and unlicensed motorcycle, than carry guns to blast someone into oblivion. That happen to Kaweesi and Abiriga. The hoodie wasn’t the issue, it is that the police haven’t the proper registers for guns or for the gangs who carries illegal firearm. That is why the gangs and mafias get to continue their unlicensed business.
The issues isn’t to register, to uniform all the drivers of that and also get specialized headgear. Also ban hoodies and let the smile of the driver be seen in middle of the night. It is the NRM and the President who haven’t been responsible or accountable. They should have reacted before and considered what is lacking, instead of creating issues to a whole transporting industry.
This is the same that happen after Kaweesi, when the NRM relaunched the registration of Sim-Cards and harassment of civilians, they had to go through long routes, before the final registration of the Sim-Cards. The Telecommunications companies followed suit and the citizens too, until they got the replacement of the Sim-Cards. The whole situation created by state was hectic and chaotic.
President Museveni, wants every single person driving motorcycles to be visible and registered now, because the second time of killers driving that. Instead of getting his police and intelligence officers actually following the gangs and the possible criminals. That is unlikely at this point, they seem more preoccupied with monitoring Besigye, than catching killers and thieves. The Security Organizations and Presidents should be ashamed by themselves.
The new Security Guidelines for Motorcycles are really going stupid. It is going foolish, becoming nonsense. Nothing is left behind… the President will soon make sure your register ball-pens and the ink-pens, because you can kill someone with that too. Should he do that too? Because that is the next level? When he is already talking about GPS monitoring of Motorcycles and also uniforming the drivers. What else is left?
That is why this is overzealous and to another level. That is why I expect thongs and underwear to marked, secured and GPS on. So the Dictator can follow everyone around and what they do. Since everyone driving motorcycles is an issue and last year everyone with a cellphone. He continues with stupid countermeasures. Instead of actually letting his Security Organization fix the situation. Giving them way and looking into the crimes committed. Peace.
